Igbo leaders demand new constitution<br />
before 2019 elections<br />

fresh Nigeria constitution<br />
that would be adopted for<br />
operation before the<br />
February 2019 general<br />
elections.<br />
The leaders said the new<br />
constitution before election<br />
became paramount since<br />
every election conducted in<br />
Nigeria was faulty and<br />
disputed due to the many<br />
irregularities associated<br />
with the military-drafted<br />
constitution.<br />

available in Enugu,<br />

substituted service on<br />
members <strong>of</strong> the panel that<br />
allegedly <strong>probe</strong>d the “gross<br />
misconduct” levelled<br />
against the Deputy<br />
Governor, Prince Eze<br />
Madumere.<br />
Arguing the ex-parte<br />
matter, Madumere’s<br />
counsel, Prince Ken C. O.<br />
Njemanze, SAN, told the<br />
Court that five <strong>of</strong> the sevenman<br />
panel, set up by the<br />
state Chief Judge, Justice<br />
Paschal Nnadi, to <strong>probe</strong> the<br />
alleged gross misconduct<br />
levelled against his client<br />
have remained elusive.<br />
“My Lord, the third and<br />
fourth defendants (Nze<br />
Saba Nze and Charles<br />
Okoro) respectively, are<br />
lawyers. We know their<br />
Chambers and they have<br />
been properly served”,<br />
Njemanze said.<br />
While informing the<br />
the 1999 constitution<br />
because it was drawn by<br />
people who were not<br />
acceptable to the people.<br />
Nwabueze said at the<br />
July 27, 2018 meeting <strong>of</strong><br />
ILT, the group expressed<br />
disappointment that the<br />
issue <strong>of</strong> national question<br />
to which it has called<br />
attention for years since the<br />

attended to.<br />
“The Igbo Leaders <strong>of</strong><br />
Thought, ILT, calls for<br />
immediate setting up <strong>of</strong> a<br />
Constituent Assembly to<br />
prepare a new constitution<br />
before 2019 elections,”<br />
Nwabueze said in the<br />
communique he signed.<br />
The group also spoke on<br />
the fight against corruption<br />
which it noted was a major<br />
programme <strong>of</strong> the<br />
President Muhammadu<br />
Buhari’s government,<br />
regretting however, that<br />
evidence available indicates<br />
selective prosecution <strong>of</strong><br />
political opponents.<br />
Nwabueze said, “The<br />
Igbo Leaders <strong>of</strong> Thought<br />
feels that the solution to<br />
corruption is to resolve<br />
political corruption which<br />
includes nepotism,<br />
appointment on basis <strong>of</strong><br />
religious faith, protection <strong>of</strong><br />
loyalists who are known to<br />
be mainfestly corrupt and<br />
expenditure <strong>of</strong> public funds<br />
without budgeting. ILT<br />
strongly condemns the<br />
government's selective<br />
approach to the fight<br />
against corruption.”<br />
On impunity and abuse<br />
<strong>of</strong> power, the group said it<br />
views with dismay, the use<br />
<strong>of</strong> instruments <strong>of</strong> the state<br />
to pursue ethno-religous<br />
and political goals.<br />
“The police, the EFCC,<br />
etc, appear to be serving as<br />
political thugs. This is<br />
unacceptable and<br />
government should call<br />
these agencies to order.<br />
This disobedience to the<br />
ruling <strong>of</strong> courts which the<br />
Attorney General and<br />
Minister for Justice seems<br />
to expose is not acceptable<br />
in a democracy,” it<br />
lampooned.<br />
The group also called for<br />
de-proscription <strong>of</strong> the<br />
Indigenous People <strong>of</strong><br />
Biafra, IPOB, noting that<br />
organisations such as<br />
herdsmen that carry arms<br />
unlike IPOB have not<br />
been proscribed.<br />

Impeachment: Court <strong>orders</strong> substituted<br />

Madumere’s counsel also<br />
disclosed that it became<br />
very expedient for his client<br />
to serve them through the<br />
Chief Judge, who<br />
appointed them.<br />
“My Lord, we reasoned<br />
that since the Chief Judge<br />
appointed them, he would<br />
also know their addresses.<br />
However, all the court<br />
processes we dropped in<br />
Chief Judge’s Chamber,<br />
were returned.<br />
"In view <strong>of</strong> the urgency <strong>of</strong><br />
the matter before the court<br />
and the need to actually<br />
effect proper service <strong>of</strong> the<br />
processes on the other<br />
members <strong>of</strong> the panel<br />
before August 20, 2018,<br />
the next adjourned date, we<br />
urge the Court to order for<br />
substituted service on the<br />
five panelists that are yet to<br />
be served,” Njemanze<br />
said.<br />
Handing down the order<br />
yesterday, Justice Iheka<br />
said he has carefully read<br />
through the Motion<br />
Exparte for substituted<br />
supporting affidavit<br />
deposed thereto and the<br />
written address <strong>of</strong> counsel.<br />
“And after hearing Ken<br />
Njemanze, SAN, with N<br />
Chijioke Esq <strong>of</strong> counsel to<br />
the Plaintiff/Applicant,<br />
leave is granted to the<br />
Applicant as Plaintiff in this<br />
suit number HOW/565/<br />
2018, to effect service <strong>of</strong> the<br />
Motion on Notice dated<br />
July 31, 2018, and filed on<br />
August 1, 2018, on the 4th,<br />
5th, 6th, 7th and 8th<br />
defendants in this suit, by<br />
substituted means,” Justice<br />
Iheka said.<br />
He also ordered the<br />
publication <strong>of</strong> same in three<br />
newspapers with wide<br />
circulation in Imo State and<br />
Nigeria.<br />
“This service as herein<br />

pro-Biafra agitators<br />

People <strong>of</strong> Biafra, IPOB,<br />
has called for an<br />
international panel <strong>of</strong><br />
enquiry to investigate the<br />
killings <strong>of</strong> 38 pro-Biafra<br />
agitators by the Federal<br />
Government.<br />
IPOB said the call came<br />
on the heels <strong>of</strong> its discovery<br />
<strong>of</strong> 38 dead bodies <strong>of</strong> slain<br />
Biafrans at Obiawom<br />
village, Ogwe Autonomous<br />
Community, in Asa, Ukwa<br />
West Local Government<br />
Area <strong>of</strong> Abia State.<br />
In a statement signed by<br />
the media and publicity<br />
secretary <strong>of</strong> the group,<br />
Comrade Emma Powerful,<br />
IPOB explained that the<br />
killings were the outcome<br />
<strong>of</strong> the Operation Python<br />
Dance carried out by the<br />
Nigerian Army in the South<br />
East zone.<br />
The group further called<br />
for the prosecution <strong>of</strong> those<br />
who participated in its<br />
instigation and execution <strong>of</strong><br />
the Operation Python<br />
Dance such as Ohanaeze<br />
Ndigbo, South East<br />
governors as well as select<br />
Igbo elders and politicians.<br />
“If anything, this cold<br />
blooded execution and<br />
unceremonious dumping <strong>of</strong><br />
dead bodies in the forest by<br />
soldiers at Obiawom village<br />
in Ukwa West under the<br />
control <strong>of</strong> Abia State<br />
governor, Okezie Ikpeazu<br />
is ample justification for the<br />
recent decision <strong>of</strong> IPOB to<br />
disengage from any further<br />
talks with Ohanaeze<br />
Ndigbo and South East<br />
governors until all issues<br />
surrounding the genocidal<br />
Operation Python Dance is<br />
cleared up.<br />
“Had these number <strong>of</strong><br />
murder victims been<br />
discovered in any Muslim<br />
country, region or part <strong>of</strong> the<br />
world, the International<br />
Criminal Court, ICC,<br />
United Nations, Britain,<br />
USA and the world media<br />
will be up in arms<br />
demanding explanation<br />
and holding the<br />
perpetrators accountable.<br />
But because these events<br />
are happening to Biafrans<br />
in Nigeria; where a<br />
government, along with<br />
her security operatives are<br />
aiding and protecting<br />
herdsmen and their<br />
kinsmen in the army from<br />
the consequences <strong>of</strong> the<br />
worst form <strong>of</strong> ethnically<br />
motivated genocide<br />
currently in Africa, the<br />
world remains deaf to the<br />
cries <strong>of</strong> IPOB."<br />

AWKA—A middle-aged<br />
woman on Monday<br />
night sustained severe<br />
burns following kerosene<br />
explosion that engulfed her<br />
apartment at Awada-Obosi<br />
in Idemili North local<br />
government area <strong>of</strong><br />
Anambra State.<br />
The explosion completely<br />
razed down an eight room<br />
service quarters <strong>of</strong> the<br />
apartment, located at No. 7<br />
Dike Ezeagu street in<br />
Ugwuagba area <strong>of</strong> Awada.<br />
It was gathered that the<br />
victim, Mrs. Gift Oroke,<br />
was preparing dinner at<br />
about 10pm, when her<br />
stove exploded because <strong>of</strong><br />
alleged adulterated<br />
kerosene.<br />
The State Police Public<br />
Relations Officer, PPRO,<br />
Mr. Haruna Mohammed,<br />
who confirmed the incident,<br />
said the victim was taken<br />
to St. Martins Hospital,<br />
Ugwuagba Obosi for<br />
medical attention.<br />
“The scene was visited by<br />
Police detectives attached to<br />
Awada Division and the<br />
victim was taken to St.<br />
Martins Hospital. Sample<br />
<strong>of</strong> the kerosene was<br />
obtained for analysis and<br />
the case is under<br />
investigation to ascertain<br />
circumstances surrounding<br />
the incident,” the PPRO<br />
said.<br />
He advised members <strong>of</strong><br />
the public to always take<br />
necessary precautions<br />
when using kerosene and<br />
other combustible<br />
substances in order to<br />
prevent such ugly<br />
incidents.<br />

Makarfi said: “When you<br />
say you have raised our<br />
Gross Domestic Product ,<br />
GDP, by seven per cent, yes,<br />
it is possible but who<br />
benefited from the increase?<br />
That is the question!<br />
“So, when you create<br />
wealth, it is only<br />
meaningful when it is<br />
legitimately and evenly<br />
distributed. You distribute<br />
wealth by creating<br />
employment, good paying<br />
jobs, not temporary jobs that<br />
people are paid peanuts<br />
and you begin to wonder<br />
whether the money being<br />
paid is transport money or<br />
a living wage.”
