(U) The largest black motorcycle gangs—<br />
Chosen Few, Hell’s Lovers, Outcasts, Sin<br />
City Deciples, Thunderguards, and Wheels<br />
of Soul—have a male only membership.<br />
Although primarily African American, the<br />
Chosen Few, Hell’s Lovers, Sin City Deciples,<br />
Thunderguards, and Wheels of Soul have<br />
some non-African American members. Black<br />
motorcycle gang violence has historically<br />
involved assaults and homicides, which have<br />
been directed against smaller motorcycle<br />
group members. There does not appear to be<br />
a formal alliance among the Black Outlaw<br />
Motorcycle Clubs as each gang has had<br />
violent encounters. However, some Black<br />
Outlaw Motorcycle Clubs have formed<br />
informal alliances when advantageous in<br />
their geographic region.<br />
• (U) On 17 May 2015, several Texas<br />
motorcycle clubs arranged to meet at the<br />
Twin Peaks restaurant in Waco, Texas, to<br />
discuss and possibly resolve ongoing issues<br />
between the Cossacks and Bandidos. An<br />
altercation occurred between the Bandidos,<br />
Cossacks, and their respective support clubs<br />
in which nine individuals were killed and<br />
numerous others were injured. 38<br />
• (U) In February 2015, members of the Hells<br />
Angels and Red Devils, a support club for the<br />
Hells Angels, pleaded guilty to conspiracy<br />
to commit a series of violent racketeering<br />
crimes, including maiming, assault with a<br />
weapon, and assault resulting in serious<br />
bodily injury. 39<br />
(U) Criminal Activity<br />
(U) The size of an OMG influences its ability to<br />
form gang alliances and engage in criminal<br />
activities. Over the past two years, larger<br />
motorcycle gangs have continued to gain<br />
or maintain control of geographic areas and<br />
have established new chapters, thereby<br />
attracting many new members. This has<br />
caused geographic clashes for dominance<br />
in overlapping gang-controlled areas. These<br />
clashes lead to a cycle of violence in which<br />
OMGs seek retribution for actions against the<br />
gang or a fellow member. The cycle of violence<br />
is often punctuated by periodic truces.<br />
