(U) Due to efforts in gang suppression,<br />

intervention, and incarceration, violent and<br />

influential gang members have been removed<br />

from communities and incarcerated within<br />

state and federal correctional facilities,<br />

where many continue to direct criminal gang<br />

operations. While in prison, gang members<br />

form associations with other gang members<br />

and criminal enterprises in order to exploit<br />

opportunities for profit, expand their control,<br />

and establish communication networks<br />

which they use to conduct gang business.<br />

Consequently, investigators must keep pace<br />

with incarcerated gang members’ growing<br />

sophistication and expanding criminal<br />

networks in order to effectively mitigate the<br />

threat; such efforts must include inter and intraagency<br />

information sharing and policy updates,<br />

specifically those pertaining to prison security.<br />

• (U) Over 90 percent of correctional agencies<br />

report that their agencies maintain gang<br />

databases, nearly 46 percent of which are<br />

accessible to law enforcement partners.<br />

(U) The introduction of such contraband as<br />

drugs and cell phones remains a central issue in<br />

correctional institutions. Smuggling activities<br />

compromise the safety of both inmates and<br />

staff and can negatively impact communities in<br />

circumstances when gang members reach out<br />

to their street counterparts and direct criminal<br />

activity. As such, many facilities have used<br />

legislation or cell phone jamming technology<br />

to help prevent the introduction of cell phones.<br />
