Geleitwort
gefasst.

Foreword
The Bavarian state government and Bavarian universities established the Bavaria
California Technology Center (BaCaTeC) in the fall of 2000 to support and coordinate
collaborations between Bavarian and Californian research institutions. The funding for
BaCaTeC is provided by the ‘High Tech Initiative Future Bavaria’, or ‘High-Tech-
Offensive Zukunft Bayern’. BaCaTeC’s mission is centered around basic and applied
sciences and technology.
California and Bavaria strive to be the leading research and technology centers of
excellence in the United States of America and the Federal Republic of Germany. They
share a similar profile in various scopes of science, technology and commerce. Among
these are in particular the areas of molecular medicine and medical technology,
biotechnology, new materials, transportation, energy, environment and media.
Bavarian Minister-President Dr. Edmund Stoiber incorporated BaCaTeC at the Friedrich-
Alexander-University of Erlangen-Nuremberg in his ‘statement of government policy’ or
‘Regierungserklärung’ of 29 October 1999. In the same ‘Regierungserklärung´ he
handed BaCaTeC the mandate to support and foster an increasing technological
partnership between the Free State of Bavaria and the State of California. BaCaTeC has
since then supported scientific and academic exchange and collaborations involving
senior and junior researchers from both states. This has been accomplished by providing
seed funding for new collaborative activities between Bavarian and Californian
institutes and companies. Furthermore, summer schools have been initiated and
supported during which participants from both states have gathered and discussed
future developments of selected topics. The activities of BaCaTeC through 2005 are
summarized in this brochure.

What is BaCaTeC?
The Bavaria California Technology Center (BaCaTeC) was
founded in the fall of 2000 on the initiative of Bavarian
Minister President Dr. Edmund Stoiber.
The Free State of Bavaria supports BaCaTeC under the framework
of the program “High-Tech-Offensive Zukunft Bayern”
(High Tech Initiative Future Bavaria). As a joint arrangement of
all Bavarian universities, BaCaTeC is located at the Friedrich-
Alexander University of Erlangen-Nuremberg. BaCaTeC is
funded with an annual budget of € 255,700.
Fields of Research
The activities of BaCaTeC are focused in the high-tech fields
of life sciences, new materials, information and
communications technologies, environmental technology and
mechatronics.
Goals and Mission
BaCaTeC aims to support and deepen collaboration between
universities or other institutions of research in Bavaria and
California. Such support includes the establishment and
fosterage of direct contacts to able partners from the
university and commercial sectors. As an information and
contact center, BaCaTeC’s mission is above all the
coordination, service and advising of scientists, PhD
candidates, and graduate and undergraduate students.
In addition to its Research and Junior Research activities
(Forschungskolleg and Studienkolleg, respectively), the center
contributes to the internationalization of Bavarian universities.
The center seeks to cultivate the establishment of ‘seed
crystals’ that might soon develop into numerous intensive, new
collaborations.

Forschungskolleg
Jahres. Die Bewilligung der Mittel erfolgt unbürokratisch und
kurzfristig innerhalb von zwei Monaten. Die Antragslänge ist
auf zwei A4-Seiten begrenzt. Anträge können per E-Mail an
info@bacatec.de, per Brief oder per Fax abgeschickt werden.
Das Antragsformular ist im Internet erhältlich unter
www.bacatec.de.

oder mit dem Antragsformular unter www.bacatec.de.
Research Activities
BaCaTeC seeks to support project-oriented scientific exchange of established scientists, postdoctoral scholars and (since 2003)
graduate students within the above-named fields of research. Project proposals presenting new opportunities or a new start for longterm
cooperation between Bavarian and Californian institutions will be eligible for financial support. Institutional relations between
commercial firms and universities on both sides are also encouraged.
Awarded funds should be used for start-up costs for travel expenses and accommodations; basic funding for the research project must
be secured elsewhere. The maximum grant money available per project is capped at € 10,000. Amounts in excess of this limit will be
approved only in reasonable, well-founded (i.e. exceptional) cases. Deadlines for the submission of proposals are April 15th and
October 15th of each year. Decisions will be announced quickly within two months. Applications are limited to two pages in A4
format and may be submitted by e-mail to info@bacatec.org, as well as by letter or fax. The application form may be found online at
www.bacatec.org.
Junior Research Activities

The first international BaCaTeC Summer School took place
from October 3rd to October 8th in Bayreuth, Germany.
The topic of the Summer School 2004 was "NMR of Biomolecular
Complexes". On Sunday, October 3rd, 48 scientists
from seven different countries met for a mixer (from California:
9 from 7 different groups; Bavaria: 12 from 7 groups; Bayreuth:
10 from 3 groups; remaining Germany: 10 from 5 groups;
Belgium and The Netherlands: 2 each; France, Czech and India:
one each). Most participants were Ph.D.-students whose area
of work was closely related to the Summer School's topic.
However, 14 PhD's, who were mostly from academia (except
two industrial researchers), also took part. For participants
from both California and Bavaria, a total of 20 grants, covering
accommodation and assistance toward travel expenses, could
be awarded.
The scientific program began early Monday morning with a
lecture series, the foci of which were the basic aspects of
biomolecular NMR-spectroscopy and the structure determination
of proteins, nucleic acids, and their complexes. In the
course of practical case studies, which were presented in the
second half of the week, more detailed knowledge on structure
determination of biomolecular complexes was taught. Beyond
aspects of the determination of structures of proteins and
nucleic acids, also of focus were methodological advancements
and the determination of dynamics of biological macromolecules.
To teach these rather complex matters, 24 internationally
renowned speakers and instructors from seven
countries were invited.

macromolecules.
Members of the commercial sector also took great interest
in the Summer School. The two leading suppliers of NMRspectrometers,
Bruker Biospin and Varian Inc., each sent a
speaker, who gave highly interesting scientific presentations.
Moreover, it was possible to welcome representatives from
three major suppliers of reagents used in biomolecular NMRspectroscopy
with a booth at the Summer School.
The supporting program of the first international BaCaTeC
Summer School included a guided excursion to the medieval
old town of Bamberg, which is a UNESCO world heritage. The
excursion ended with a common lunch in a typical Franconian
brewery-restaurant. Both the excursion and dinner were very
well received by both participants and speakers. Similarly, the
conference banquet, with traditional Bavarian specialties, was
a great success. In the course of this banquet prizes for the
best posters were awarded. The banquet culminated in a key
note lecture given by Nobel laureate Prof. Dr. Robert Huber on
X-ray crystallography as another method of determining
structures of biomolecular macromolecules. Dr. Stephan Schwarzinger

Prof. Dr. Eicke Weber, Materials Science and Engineering, UC Berkeley
The second international BaCaTeC summer school which
focused on ”Semiconductor nanophotonics – Technology,
Physics and Applications“, took place in Würzburg from June
26 to July 1, 2005 . 67 scientists from seven countries
participated in the summer school, with a distribution as
follows: California: 17, Würzburg: 22, other parts of
Germany: 13, France: 1, Japan: 2, Canada: 7, Poland: 3,
Russia: 1, USA (excluding California ): 1. Most of the
participants were doctoral students, with research areas
closely related to the subject of the summer school. However,
fourteen doctorate holders, two of them from industry, were
also present. A total of 11 grants for the subsidy room & board
were allotted to the participants from California and Bavaria .
The scientific program of the summer school started on July
26 with two presentations concerning nanophotonic materials.
While the first talk presented the effect of spatial localization
on the physical properties of charge carriers and photons, the
second talk addressed the process of growing nanowires as
well as their optical and electronic properties. On the second
day detailed surveys of the concepts, fabrication and properties
of photonic crystals were given, including their various
application possibilities. As the summer school progressed, the
epitaxial growth of semiconductor materials with predetermined
characteristics was presented. An important focus
of the summer school addressed the creation and physical
properties of quantum dots as well as their application
potential. In this area semiconductor lasers, which play an
important role in modern telecommunication were discussed
including ultra-fast as well as high power lasers.
In the second half of the week, also novel ideas concerning
quantum information processing were presented and
thoroughly discussed. In this context, topics like single photon
sources as well as slow light, an approach for a possible
storage of light, were presented. In order to teach this complex
content a total of sixteen internationally renowned scientists
from five countries were invited to the meeting.
The scientific part of the summer school included a poster
session, in which over 34 posters on current research projects
of the student participants were shown. In conjunction with
the poster session many participants took the opportunity to
tour the Technical Physics department and the affiliated
Microstructure Laboratory on the Würzburg campus.
Like in the previous year, industry was highly interested in this
year's summer school. In addition to the financial support of
companies like OSRAM Opto Semiconductors and nanoplus,
whose core activities deal with nanophotonics, the summer
school included two lectures by a German start-up working on
quantum dot lasers, NL Nanosemiconductors.
Events outside of the lectures included an excursion to
Rothenburg ob der Tauber, together with a subsequent dinner
in Castell, two wine tasting sessions and a numer of joint
dinners in Würzburg. In addition, there was the possibility of
attending an evening Mozart concert in the gardens of the
Residenz. These extra activities were enjoyed by all the guests,
and above all permitted the international guests to experience
aspects of the local culture. They also served as a place to
exchange knowledge between the students and the
speakers.

2. Modeling and simulation of wheel slip control systems.
3. Modeling of physical system dynamics using Simulink and
the art of model troubleshooting and tuning.
4. Implementing Control Strategies Developed in Simulation
with Real-Time Software.
The students took part in seminars, demonstrations and
laboratory experiments.
In the course of the summer school mixed groups of students
were quickly established. At the end of the summer school a
final examination and a good-bye session took place at MUAS.
The program was supplemented with a cultural program.
Students took part at a guided tour through Munich with a
following visit to a typical Bavarian beer garden. A second
daytrip was made to the Bavarian lakes and castles of
Neuschwanstein and Linderhof. Furthermore a tour through
the special exhibition of Albert Einstein had been organized
within the Deutsches Museum.
At the end of the Summer School, upon successfully
completing the final examination, students received 3 credits
in a 15-week semester system (e.g. Munich University of
Applied Sciences) or 4 credits in a 10-week quarter system
(e.g. Cal Poly).

Ausblick
Kalifornien.
Die Förderung von innovativen „Kristallisationskeimen“
zwischen bayerischen und kalifornischen
Forschern aus Wissenschaft, Industrie und
Wirtschaft wird fortgeführt, ebenso wie die
Nachwuchsförderung, die den Keim für künftige
Kooperationen bilden wird.
Outlook
BaCaTeC has achieved within Bavaria wide recognition in relevant
research disciplines in the course of the past five years. It has enabled
many new projects between Bavarian researchers and their Californian
colleagues, many with observable success. The BaCaTeC webpage
contains information on all supported projects as well as a selection of
final reports on particularly successful cooperative ventures, which to a
large degree continue to grow.
BaCaTeC plans in the next five years to build its presence in California.
For this purpose, an office was opened in Berkeley, California in the
summer of 2005, which for the first year has been financed by BaCaTeC.
The aim is for the California office to eventually finance its own
operations and – from the Californian side as well – to attract the
interest of further supporters for the ‘marriage in heaven’ between
Bavaria and California.
Support for innovative ‘seed crystals’ between Bavarian and Californian
researchers from the sciences, industry and commerce continues, as well
as support for further development of projects begun, which are the
seeds of future cooperative ventures.
