The Swiss Foundation for Mine Action (<strong>FSD</strong>) is an international NGO based in Geneva, Switzerland.<br />
We are an operational, beneficiaries driven organization, whose core mission is to reduce the social,<br />
economic and environmental impact of landmines and explosive remnants of war on the affected<br />
communities, so much so that they can return to a better life in a safe environment. Thanks to our<br />
donors and to our staff we sustain long term projects in Africa, Asia and Europe and provide mine<br />
action support services to a range of international organizations and United Nations agencies.<br />
DESCRIPTION:<br />
<strong>FSD</strong> and <strong>SIMAS</strong> (Sudan Integrated Mine Action Services), the <strong>FSD</strong> national partner NGO in South<br />
Sudan, are implementing a project designed to build the capacity of <strong>SIMAS</strong> to a level whereby <strong>SIMAS</strong><br />
can plan, manage, support and conduct mine and UXO clearance operations with limited international<br />
supervision. The project aims to assist <strong>SIMAS</strong> to gain accreditation to conduct mine action operations<br />
independently of <strong>FSD</strong> and to build management, administrative, financial and logistic capacity to<br />
adequately support mine action operations.<br />
FUNCTIONS AND DUTIES :<br />
The International Project Leader fulfils a number of roles for <strong>FSD</strong> (and the project) in South Sudan:<br />
a. Acts as a technical and management capacity building adviser to the <strong>SIMAS</strong> management<br />
team<br />
b. Acts as the Programme manager for the <strong>FSD</strong> programme aspects of the <strong>FSD</strong>/<strong>SIMAS</strong><br />
capacity building project<br />
c. Acts as the senior <strong>FSD</strong> representative in South Sudan.<br />
The Project Leader is responsible to the <strong>FSD</strong> Regional Coordinator (Africa and Middle East) and is to<br />
act in concert with the <strong>SIMAS</strong> Field Coordinator for the execution of the following technical, operational<br />
support and capacity building responsibilities:<br />

Management Responsibilities:<br />
To plan and implement the project within the approved proposal and budget. To ensure that the entire<br />
project is continuously monitored and improved.<br />
To exercises his function in line with the strategic direction of the <strong>FSD</strong>. To apply the <strong>FSD</strong> Rules and<br />
Regulations, <strong>FSD</strong> SOPs and any specific instruction or policy guideline issued by headquarters. To<br />
align <strong>FSD</strong> guidelines and policies with country specific rules as required. To ensure the respect of<br />
national legislation.<br />
To participate in grant or contract negotiations. If required, signs the grants or contracts (with specific<br />
authorisation from HQ). To implement the project in line with the specific requirements of the grant or<br />
contract.<br />
To ensure narrative and financial reports are submitted in line with project grant requirements. To<br />
develop and maintain sound working relationships with in-country donor representatives.<br />
To promote the activities of the <strong>FSD</strong>.<br />
To ensures working relationships with, and to report to, national authorities as required.<br />
To prepare and participate in the development of country specific project proposals and budgets.<br />
Responsible for maintaining <strong>FSD</strong> accreditation and licensing in-country.<br />
To prepare and implement a business continuity plan based on ad hoc threat assessments as required.<br />
To prepare and implement the exit strategy for the project.<br />
Is appointed project Safety Officer, directly responsible for the health, safety and security of all project<br />
personnel. Assists <strong>FSD</strong> and <strong>SIMAS</strong> management with the ongoing revision of health, safety and<br />
security policies.<br />
To identifies risks and implement mitigation measures. To takes the lead in the aftermath of incidents,<br />
accidents or MEDEVAC.<br />

Operational Support Responsibilities:<br />
To ensure the assets and resources allocated to the project are correctly managed and to make sure<br />
that adequate stock controls are kept.<br />
To manage the financial assets, the accounting and the cash management of the programme.<br />
To draft and submit international purchase requests to HQ.<br />
To manage the project international staff. To participate in the recruitment process for any new staff.<br />
To develop, coach and guide junior staff. To prepare project specific Terms of Reference for the<br />
recruitment of any new staff. To evaluate project international staff at least once per year.<br />
To ensure attendance and insurance reporting is completed and forwarded to HQ on time each month.<br />
Acts as the focal point for project specific requests by journalists. Produces texts for the annual report,<br />
the web site or other publications.<br />
Note: As the project develops many of the tasks will transition to the <strong>SIMAS</strong> Field Coordinator,<br />
however the responsibility for oversight and monitoring of the above will reside with the International<br />
Project Leader.<br />
Capacity Building Responsibilities:<br />
To plan and conduct project technical and leadership training courses required by the project.<br />
Responsible for the identification of specific training needs of personnel throughout the entire project.<br />
Act as a mentor for the <strong>SIMAS</strong> Field Coordinator, Operations Officer, Director during the transition to<br />
<strong>SIMAS</strong> operational management.<br />
To assist the <strong>SIMAS</strong> management team to gain operational accreditation with both the UN Mine Action<br />
Office in Sudan and the South Sudan Demining Commission.<br />
To oversee the introduction of financial and logistic management systems into the <strong>SIMAS</strong> structure.<br />
Provide training and guidance to the <strong>SIMAS</strong> Administrative, Financial and Logistic staff in the<br />
implementation of these systems. Monitor implementation and compliance of administrative, financial<br />
and logistic systems.<br />

PROFILE REQUIREMENTS:<br />
Administration and Capacity Building<br />
! Proven and successful experience in knowledge transfer, fostering of local performance ability<br />
thus creating an enabling environment with appropriate policy, legal frameworks, institutional<br />
developments, HR development, strengthening of managerial, logistics and administrative<br />
systems<br />
! Proven record in sound administrative and financial management.<br />
! Min. 2 years recent experience in senior management positions of humanitarian / aid projects.<br />
! Tertiary education or equivalent<br />
Desirable but not a prerequisite<br />
! Qualification in Explosive Ordnance Disposal<br />
! experience in mine action projects<br />
! Knowledge of International Mine Action Standards (IMAS)<br />
Communication and Management<br />
! Culturally sensitive and mature to work with all stakeholders involved (ministries, local<br />
autorithies, civil society)<br />
! Good negociation, communication and external relations skills<br />
! Excellent command of English and drafting skills<br />
! Fully conversant with Office Tools and email<br />
! Constructive, well-organised personality with team spirit, able to work<br />
independently within given policies and guidelines<br />
OUR CONTRACT:<br />
An international consultancy contract of limited duration initially, starting beginning of August 2007 until<br />
end of Nobember with the possibility of extension (in the same or other <strong>FSD</strong> project location); a<br />
compensation package in line with the humanitarian mine action organisations: fixed fee, additional per<br />
diem allowance in country, flights for annual leave, comprehensive worldwide accident and sickness<br />
insurance.<br />
