FOR CONSIDERATION<br />
1. Motion by Mr. Newman, seconded by Mr. Greb to approve the following resolution from<br />
Western Suffolk BOCES regarding the Joint Municipal Cooperative Bidding Program:<br />
JOINT MUNICIPAL COOPERATIVE BIDDING RESOLUTION<br />
WHEREAS, various educational and municipal corporations located within the State<br />
of New York desire to bid jointly for OT/PT, Speech, Social worker, and other<br />
services (RFP #08-104 & RFP #10-02); and<br />
WHEREAS, the <strong>Copiague</strong> Union Free School District, an educational/municipal<br />
corporation (hereinafter the “Participant”) is desirous of selectively participating with<br />
other educational and/or municipal corporations in the State of New York in joint<br />
bidding in the areas mentioned above pursuant to General Municipal Law § 119-o and<br />
Education Law Section 1950; and<br />
WHEREAS, the Participant is a municipality within the meaning of General<br />
Municipal Law § 119-n and is eligible to participate in the Board of Cooperative<br />
Educational Services, Second Supervisory District of Suffolk County (hereinafter<br />
Western Suffolk BOCES) Joint Municipal Cooperative Bidding Program (hereinafter<br />
the “Program”) in the areas mentioned above; and<br />
WHEREAS, with respect to all activities conducted by the Program, the Participant<br />
wishes to delegate to Western Suffolk BOCES the responsibility for drafting of<br />
specifications, advertising for bids/proposals, accepting and opening bids/proposals,<br />
tabulating bids/proposals, awarding the bids/proposals, and reporting the results to the<br />
Participant.<br />
BE IT RESOLVED that the Participant hereby appoints Western Suffolk BOCES to<br />
represent it and to act as the lead agent in all matters related to the services as<br />
described above; and<br />
BE IT FURTHER RESOLVED that the Participant hereby authorizes Western<br />
Suffolk BOCES to place all legal advertisements for any required cooperative bidding<br />
in Newsday, which is designated as the official newspaper for Western Suffolk<br />
BOCES; and<br />
BE IT FURTHER RESOLVED that this Agreement with the Participant shall be for<br />
a term of one (1) year as authorized by General Municipal Law §119-o.2.j.<br />

Whereas the <strong>Copiague</strong> Union Free School District wishes to maintain all current<br />
reserves and wishes to utilize any surplus funds from the operations to fund the<br />
following reserves:<br />
a. Fund the Employees Retirement Reserve an additional amount up to $800<br />
thousand.<br />
b. Fund the Workers Compensation Reserve an additional amount up to $500<br />
thousand.<br />
c. Fund the Unemployment Insurance Reserve of up to $200,000.

6. Superintendent’s Report:<br />
Mr. Leunig announced that the budget passed overwhelmingly by a margin 69%. Mr. Leunig<br />
proceeded to read an article from the Times Union, an Albany based paper, that highlighted the<br />
fact that as much as the Governor pushed his tax cap, especially right before the school budget<br />
vote, over 90% of the school districts passed their budget. Finally, Mr. Leunig reported on the<br />
APPR. This is a new way of evaluating teachers and principals. This is due to go into effect next<br />
year, however, there are still no guidelines or regulations attached to it. NYSED and Cornell<br />
University are hosting a Labor/Management Conference on June 13 and 14 regarding the APPR<br />
which Mr. Leunig signed up to attend along with Dr. Bannon and Mr. Kelly. At this time no<br />
information has come down from SED regarding the conference except that NYSUT has<br />
withdrawn from the conference due to the Governor’s inserting of himself into the APPR process.<br />
7. Presentation:<br />
Mrs. Leonardi, Food Service Director, gave a presentation to the Board on the School Lunch<br />
Program.<br />

announced that the R.E.F.I.T. dinner will be September 22, 2011 and the Teach and Learn<br />
Conference will be March 17 and 18, 2012.<br />
