The Tournament format will consist of three flights (A, B and C) of eight players each<br />

in the preliminary rounds (Prelims), played to 40 points in two hours. The Prelims will<br />

<strong>com</strong>mence at 9:00 a.m. on August 5, <strong>1992</strong> and continue through Saturday morning, August 8.<br />

<strong>1992</strong>.<br />

The following players will be entered in the Prelims by a blind draw, one each to Flights<br />

A, B or C:<br />

Sang Lee — Winner 1991 U.S. Nationals<br />

Frank Torres — 2nd place, 1991 U.S. Nationals<br />

Allen Gilbert — 4th place, 1991 U.S. Natioanls<br />

Following that, the three <strong>1992</strong> Regional Classic Winners will be entered in the Prelims<br />

by a blind draw, one each to Flights A, B or C:<br />

Carlos Hallon — Winner, <strong>1992</strong> Eastern Classic<br />

Darrell Martineau — 3rd place, <strong>1992</strong> Western Classic<br />

All other players will be entered by blind draw, and placed in one of the three flights.<br />

The draw will be held at Chris's Billiards, 9:00 p.m. Tuesday, August 4, <strong>1992</strong>. A hospitality<br />

party will be held for players and guests beginning at 7:00 p.m., Teresa 2, one block North of<br />

Chris's Billiards on Milwaukee Avenue.<br />

The Finals will be <strong>com</strong>prised of the two top finishers in each flight, and two wild cards<br />

chosen from the balance of the field. The Finals will <strong>com</strong>mence at 5:30 p.m. on Saturday,<br />

August 8, <strong>1992</strong>, games played to 50 points in 2 hours, 15 minutes.<br />

In the event of a tie, there will be a playoff to determine the winner. The format of the<br />

playoff will be decided by the tournament director, and will <strong>com</strong>mence shortly after the last<br />

Finals game.


RIH.ES AND GUIDELINES<br />

All rules and discretionary guidelines will be governed according to the United States<br />

Billiard Association Constitution and <strong>1992</strong> Resolutions thereto.<br />

1. All players must be USBA Members in good standing prior to the <strong>com</strong>mencement<br />

of the Tournament at 10:00 a.m., August 5, <strong>1992</strong>.<br />

2. Administrative Discretion: Each tournament director shall have the right to set<br />

forth rules and procedures appropriate and applicable to that particular tournament<br />

or room, such as players dress code, players verbally or visually interfering or<br />

harassing his opponent, referee, spectator, etc. (as set forth in <strong>1992</strong> Resolution<br />

No. 18).<br />

3. Players are to remain in the designated chair or area while their opponent is at the<br />

table. Unsportsmanlike conduct will not be allowed, The player will be penalized<br />

or disqualified from the tournament and reported to the USBA by the tournament<br />

director for further action (as set forth in <strong>1992</strong> Resolution No. 19).<br />

4. If, for reasons beyond his control, a player cannot start or finish a game as<br />

scheduled, the game may be <strong>com</strong>pleted at a time convenient to the running of the<br />

tournament if agreed upon by the player's opponent and the tournament director.<br />

If not, the game will be forfeited (as set forth in <strong>1992</strong> Resolution No. 20).<br />

5. All players in Preliminary Rounds and Finals shall be on hand and available at the<br />

<strong>com</strong>mencement of each round he is scheduled to play.<br />

There will be a 10 minute allowance for the first game of the tournament. For<br />

all succeeding rounds, the time allowance shall be 2 minutes, then it will be<br />

forfeited! (as set forth in <strong>1992</strong> Resolution No. 22)<br />

6. The Play: All preliminary round games will be played to 40 points in two hours.<br />

All final round games will be played to 50 points in 2:15 minutes.<br />

<strong>1992</strong> Resolution No. 25:<br />

All games will be scheduled with an approximate time of one hour for 25-point<br />

games; one hour and 15 minutes for every 30 points; and a time of 15 minutes<br />

shall be allowed for every increase of 5 points.<br />

7. Equipment: Play will be on four Verhoeven tables with Super Aramith<br />

Tournament Balls and Simonis green cloth. All balls and tables will be cleaned<br />

following each game.

UNITED STATES BILLIARD ASSOCIATION HISTORY<br />

The U.S.B.A. was formed in 1988 through the merger of the Billiard Federation of the<br />

U.S.A. (BFUSA) and the American Billiard Association (ABA).<br />

The BFUSA was formed in 1966 by Robert Byrne, Edward Courtney and Dr. Erikson<br />

for the purpose of promoting amateur 3-cushion billiard tournaments in the U.S., and in order<br />

to qualify under the UMB Union of World Billiards requirements, for entry of U.S. players into<br />

the European World Cup Tournaments.<br />

The ABA was founded in 1968 by Robert Strange, Don Tozer, Merhl Smith, Harold<br />

Schmidt and others to provide regular 3-cushion billiard tournaments throughout the Midwest.<br />

The ABA soon spread to the entire country and was divided into three divisions: East, Central<br />

and West.<br />

Currently, the USBA has over 500 members from coast and coast, and is divided into<br />

three regions: Eastern, Central and Western. The high point of the year is the U.S. National<br />

Championship which is conducted according to the USBA Constitution, and held at different<br />

locations throughout the U.S. each year.<br />

Scores of local and regional USBA-sanctioned tournaments are held throughout the year<br />

all across the nation. These tournaments are the foundation upon which the USBA thrives,<br />

providing <strong>com</strong>petition for players and contributing monies to fund USBA activities. The future<br />

of the USBA depends largely upon the continued support of local and regional tournaments, pool<br />

and billiard establishments, and the active involvement of old and new members.


ACKNOWLEDGEMENTS<br />

A 3-cushion billiard tournament of such significance as the United States National<br />

Championship is planned, organized and executed under the auspices of the USBA. The<br />

preparation is carried out by the member establishment at which the Nationals is held, and all<br />

those USBA members and contributing individuals whose efforts <strong>com</strong>bine to make the National<br />

Championship a success. We would like to acknowledge and thank those people for their<br />

UNITED STATES BILLIARD ASSOCIATION<br />

CONSTITUTION<br />

1. The Organization's name will be UNITED<br />

STATES BILLIARD ASSOCIATION.<br />

6. Election of the Board of Directors shall be<br />

held at the end of every fourth year, starting in<br />

1990 at the end of the year. The Board shall be<br />

<strong>com</strong>posed of three directors from each Section,<br />

plus a President and Secretary/Treasurer. A<br />

vote for two of the Board of Directors from eech<br />

Section will be held in 1991 for a four-year<br />

term. The other Directors, plus the President<br />

and the Secretary/Treasurer shall be elected for<br />

four-year terms in <strong>1992</strong>. (As an example, in<br />

1991 there were two Directors elected from<br />

each Section. The two from each Section that<br />

received the least number of votes in the last<br />

election, in <strong>1992</strong>, one Director from each<br />

Section, the President and Secretary/Treasurer<br />

will stand for re-election.)<br />

7. The Secretary and/or the President shall<br />

have the power and authority to supervise any<br />

of the business of the USBA.<br />

8. All funds received by the USBA shall be<br />

deposited in a bank selected by the President<br />

and Secretary. All bills of the USBA shall be<br />

paid by the Secretary with checks drawn on this<br />

bank.<br />

9. The Secretary shall be responsible for the<br />

publication of the Newsletter each month and<br />

shall receive a stipend of $ 1.00 per annum per<br />

member. This is to be increased to $2.00<br />

starting with the 1993 year.<br />

10. The Resolutions passed at the General<br />

Meeting regarding dues, tournament policies<br />

and general administration will be in effect until<br />

changed by a vote of the USBA Elected<br />

Officials.<br />

UNITES STATES lUliAJO ASSOCIATION<br />

<strong>1992</strong> RESOLUTIONS<br />

1. Starting in <strong>1992</strong>. the dues of $25.00<br />

will be due on the anniversary date of the<br />

Tournament will be $25.CO. Entry fees in each<br />

section are to be determined by the USBA<br />

Directors in each Section.<br />

12. Denver-type Finals, single or double<br />

elimination, or any other Type of Final except a<br />

round robin must be identified at the time the<br />

Tournament is listed. A room or club charge of<br />

up to $10.00 may be assessed if deemed<br />

needed and so published in the listing. There<br />

will be a USBA assessment of $50.00 on all<br />

Tournaments held.<br />

13. USBA Classics will be held each year for<br />

the three Regions. The bidding for the Classics<br />

will start on the Friday after the Tournament<br />

Schedule ends. The bidding shall start at a<br />

minimum of $100.00 and increase by at least<br />

$ 100.00 on each succeeding bid. There will be<br />

no more than a 72-hour interval between bids.<br />

21. If a player is disqualified from a<br />

Tournament, all of his games shall be recorded<br />

responsibility to notify all players of any change<br />

24. All entries to a Tournament must be paid<br />

by 9:00 on Thursday night before the<br />

Tournament. If the Tournament Director wants<br />

to hold an open spot for a player, he will be<br />

responsible for the entry fee.<br />

25. All games will be scheduled with an<br />

approximate time of one hour for 25 points,<br />

1:15 minutes for 30 points, a time of 15<br />

minutes shall be allowed for every increase of<br />

five points.<br />

anything else except for definite time schedules,<br />

it has to be identified in the Newsletter, or else<br />
