Four Major Commitments for Improving Child Care<br />
At a well-attended March 26 reception at the <strong>National</strong> Arts Club, hosted by NESC’s Government/Education,<br />
Social <strong>Service</strong>s, and Healthcare Sectors, Commissioner of the Administration<br />
of Children <strong>Service</strong>s John Mattingly presented his vision of the responsibilities<br />
of the ACS. Commissioner Mattingly supervises a staff of 7,000 people with an<br />
annual budget of $2.5 billion. Its mission is to protect needy children in New York City<br />
and investigate abuse and neglect of those in foster care.<br />
Mattingly, who has been Commissioner since 2004, stressed the four major commitments<br />
of the Administration of Children <strong>Service</strong>s as follows: (1) no child should suffer alone<br />
from abuse or neglect; (2) every family who wants or needs help should receive it; (3)<br />
every child served should develop both mentally and physically; and (4) no child who<br />
comes into foster care should leave without a loving and caring family.<br />
Our guest speaker explained his vision of improving the welfare of needy children and<br />
the serious challenges of drugs and abuse faced by many teenagers in the child care<br />

administration. In the Q&A session, Mattingly admitted that the family courts in NYC<br />
often take 6–12 months to resolve behavioral problems, considerably longer than similar<br />
cases are handled in Los Angeles or Chicago. Notwithstanding these frustrations, he is encouraged by the improvements<br />
in children’s services that his administration has achieved in the last four years.<br />
NESC Names President of New York State Bar Association<br />
as Honoree at Fourth Annual Awards Dinner<br />
Bernice K. Leber, a Partner at Arent Fox LLP, will be the honoree and featured speaker at<br />
NESC’s Fourth Annual Gala Dinner to be held on Wednesday, October 29, at the Yale Club,<br />
50 Vanderbilt Avenue, New York. Ms. Leber assumed the presidency of the New York State<br />
Bar Association on June 1.<br />
Long active in the NYSBA, Ms. Leber serves on its committees on Annual Award, Finance,<br />
and Membership and has served on the Special Committee on Association Governance. She<br />
recently co-chaired the Committee on Judicial Independence.<br />
Bernice is in the midst of a highly successful legal career.<br />
Her practice at Arent Fox concentrates on the prosecution<br />
and defense of complex civil business disputes, with an<br />
emphasis on those involving securities, finance, and intel-<br />

lectual property. She has represented banks, investment<br />
advisors, and pension fund advisors under the securities,<br />
commodities exchange, and ERISA and state laws. She has also represented developers<br />
in construction cases.<br />
Leber received her undergraduate degree from Mount Holyoke College. She<br />
earned her law degree from Columbia University School of Law in 1978.<br />

At the invitation of Marvin Berenblum, Chairman and CEO of NESC, four founding members of APORTES in Buenos<br />
Aires met recently with the officers and senior staff of the <strong>National</strong> <strong>Executive</strong> <strong>Service</strong> <strong>Corps</strong> in New York. The<br />
Argentine consulting organization was founded in 2006 to provide management advice on a pro-bono basis for<br />
nonprofits in the greater Buenos Aires area.<br />
APORTES is the first such organization in Argentina, a country that does not yet have a fully developed tradition of<br />
volunteerism. It selects the clients that it feels that its consultants have the expertise to serve effectively. All consultants<br />
have a minimum of fifteen years of management experience. Like its U.S. mentor, the Argentine consultants<br />
have a strong desire to give back their knowledge to the community. Most of the consultants are either retired<br />
or semi-retired with management experience in the for-profit sector.<br />
Guests from Buenos Aires included David Stilerman, President, and Directors Fredy Cameo, Federico Elizalde,<br />
and Jorge Mandelbaum. At NESC’s monthly regional meeting on May 7, Berenblum stated, “We are<br />
propagating our mission not only by adding a new affiliate in Miami, but also by entering the international arena<br />
with a similar organization in Buenos Aires.”<br />

The NESC is launching a new affiliate in Miami with a grant from the John S. and James L. Knight Foundation. Stan<br />
Levy, a long-standing NESC consultant from Rockland County, New York, is on the Board of Directors of the new<br />
Miami affiliate along with Harvey Stuart Traison, another snowbird from New York. Steve Wilson, a retired financial<br />
executive, will serve as <strong>Executive</strong> Director.<br />
Mr. Traison attended the NESC Regional Meeting in New York on May 7. He stated that the Miami affiliate is seeking<br />
a diversified Board that will reflect the population base of southeastern Florida. David Sanchez, a local resident<br />
and fellow Board member, is assisting him in this effort.<br />
We are interested in identifying any other NESC consultants who winter in Florida who may wish to offer their<br />

New Jersey Region<br />
A New <strong>Service</strong> for Princeton Seniors with Help<br />
from NESC Consultants<br />
Many of us are familiar with nursing homes, assisted living facilities, and possibly senior citizen housing, but a<br />
partnership of the Jewish Family and Children’s <strong>Service</strong> (JFCS) of Greater Mercer County (N.J.) and the <strong>National</strong><br />
<strong>Executive</strong> <strong>Service</strong> <strong>Corps</strong> (NESC) in the Princeton area may revolutionize the way couples and individuals age in<br />
their own homes.<br />
Secure@Home TM , organized in 2007 with NESC’s assistance, is designed to help Princeton area-seniors aged 60<br />
and older live safer, healthier, and more independent lives in their own homes. The organization, now open to<br />
the entire community, has about 150 members who receive a large share of their essential healthcare services<br />
through the organization.<br />
Among the services is a full assessment of each member’s health and healthcare needs, around-the-clock emergency<br />
phone service, coordination with healthcare providers and family members, help from a “chore corps” to<br />
assist with light household tasks, a list of healthcare vendors available locally, discounted local transit, and referrals<br />
to local physicians and healthcare services.<br />
The Princeton organization is an outgrowth of a similar nonprofit, a virtual retirement community formed in Boston’s<br />
Beacon Hill neighborhood several years ago. “It helps make living at home, regardless of age, a safe, comfortable,<br />
cost-effective and practical solution,” according to Jill Jaclin, Secure@Home’s Director.<br />
The NESC team, headed by Hugo Golin of Edison, Director of Management Consulting, and consultants Henry<br />
Weiss of Titusville and Michael Fenster of Hillsborough, helped JFCS lay the foundation for a business plan and<br />
a marketing program to appeal to the target market.<br />
“The NESC people really helped us think things through,” explained Jill Jaclin. “In truth, I don’t know if we could<br />
have had the program up and running last year without their help.”<br />
“Like any new project of this kind,” said Fenster, “this Secure@Home project is especially complicated and<br />
challenging to bring to maturity. Still, I’m impressed with the leadership and the commitment by The Jewish<br />
Family and Children’s <strong>Service</strong>s to make this enterprise succeed.”<br />

Elaine McDonald, who heads the Central Connecticut region, reports that NESC developed a leadership enhancement<br />
program with the Hartford Foundation for Public Giving in 2003. The nine-month program conducted<br />
in alternate years is composed of <strong>Executive</strong> Directors selected by the Foundation. During the monthly sessions,<br />
<strong>Executive</strong> Directors engage in a peer-to-peer session, exchanging feedback to help each other achieve their<br />
respective goals. Elaine believes this leadership program has been highly effective in enhancing the leadership<br />
skills and productivity of the participants. NESC–Central CT will conduct two Leadership Development Cir-<br />
Peter Daboul Joins NESC’s Roster of Consultants<br />
Elaine McDonald is pleased to announce that Peter Daboul has joined the ranks of NESC–Central CT. Peter<br />
spent a number of years working for Mass Mutual, advancing to <strong>Executive</strong> Vice President and Chief Information<br />
Officer. Since retiring, he has been teaching at Western New England College, where he is an <strong>Executive</strong> in Residence.<br />
Peter has consulted for both for-profit and nonprofit organizations, specializing in information technology,<br />
strategic planning, and management organization. He also serves on boards of a community foundation,<br />
regional employment office, and the Massachusetts Career Development Institute. His background and skills<br />
should be of great value in serving NESC clients in the greater Hartford area.

David H. Fater, a member of the <strong>Executive</strong> Committee of the NESC Board of Directors, is<br />
one of two 2008 recipients of the Distinguished <strong>Service</strong> Award from Financial <strong>Executive</strong>s<br />
International. FEI is regarded as the premier professional organization for senior financial<br />
executives.<br />
The coveted award was presented at the Annual FEI Summit Meeting in Phoenix on May 5,<br />
2008. It is given to members who have exemplified great leadership qualities, and have<br />
given tirelessly of themselves as volunteers, on the chapter and national level.<br />
