Established in 1951, IOM is the leading inter-governmental organization in the field of<br />

migration and works closely with governmental, intergovernmental and non-governmental<br />

Under the overall supervision of the Regional Director, and the direct supervision of the<br />

Head of Operations, the successful candidate is responsible and accountable for the<br />

oversight of US resettlement activities in the Sub-Saharan region ensuring quality control<br />

and achievement of project goals.<br />

Core Functions / Responsibilities:<br />

1. Oversee transportation strategies related to the United States Refugee Admissions<br />

Program (USRAP) operations in Sub-Saharan Africa, in close coordination with the<br />

IOM Missions in the region, Office of the Refugee Coordinator, Refugee Support<br />

Center (RSC) Africa, United Nations High Commissioner for Refugees (UNHCR),<br />

Resettlement and Movement Management Division (RMMD) and IOM New York.<br />

2. Develop and maintain positive working relationships with IOM partners including<br />

embassy representatives, the United Nations High Commissioner for Refugees<br />

(UNHCR), government offices and local authorities in Kenya and the region, as well<br />

as with relevant IOM missions with a view to coordinating operational activities in all<br />

matters pertaining to the logistics and transport of refugees and other categories of<br />

migrants.<br />

3. Supervise staff travel (in cooperation with Headquarters’ Staff Travel Coordinator<br />

and routings/fares for Kenya and other IOM offices in the region.<br />

4. Be responsible for the review, adjustment and endorsement of bills and invoices from<br />

transport contractors, travel agents and airlines prior to payment. Negotiate with<br />

ground transport providers, airlines and travel agents to ensure low cost, effective,<br />

convenient and safe transport of refugees, migrants, IOM staff and other eligible<br />

travelers.<br />

5. Support IOM Missions in the region by arranging training and support/guidance in the<br />

usage of the in-house system application tools – Migration Management Operational<br />

Systems Application (MIMOSA), Integrated Global Airline Ticket Order Record (I-<br />

Gator) and Seat Inventory Management Application (SIMA) as well as AMADEUS<br />

booking reservation system.<br />

6. Ensure proper usage of existing carriers/flights/agreements based on the Handbook<br />

of International Tariffs (HIT), the IOM Movement Management Manual (MMM) and<br />

other SOPs.<br />

7. Negotiate, prepare and analyze travel projections in order to foresee/report on<br />

movement trends and plans in the region. Be responsible for the compilation of<br />

accurate movement statistics.<br />

8. Participate in the recruitment of operations staff and conduct annual staff<br />

performance reviews in coordination with national supervisors.<br />

9. Identify and implement measures to maintain a high level of integrity in the programs;<br />

explore and propose new project development ideas.<br />

10. Perform such other duties as may be assigned.<br />

Desirable Qualifications and Experience<br />

a) completed advanced university degree from an accredited academic institution<br />

preferably in Political or Social Sciences, Law and/ or Business Administration; b) at<br />

least two years experience in resettlement (or four years of experience for candidates<br />

holding a first level university degree), of which some should have been acquired in the<br />

region with particular emphasis on the USRAP, Canadian, Australian and/or European<br />

resettlement programmes; c) in-depth knowledge of the electronic tools AMADEUS,<br />

MIMOSA, I-Gator and SIMA; d) experience in refugee migration related issues, project<br />

development and in liaising with governmental and diplomatic authorities as well as with<br />

international institutions and NGOs; e) proven ability to supervise, train and direct staff.<br />

Languages<br />

Thorough knowledge of English. Working knowledge of Swahili, Somali and/or French an<br />

advantage.<br />

1. The tenure of contract of staff members holding a regular contract will remain<br />

unchanged.<br />
