<strong>TENDER</strong> <strong>FOR</strong> REMOTE VILLAGE ELECTRIFICATION THROUGH SPV SYSTEMS<br />

Sealed Tenders are invited from manufacturers whose Solar Home Light<br />

(Model-II) & Solar Street Light are approved by authorized test centers of Ministry of<br />

New & Renewable <strong>Energy</strong> (MNRE), New Delhi for design, manufacture, supply,<br />

installation, commissioning of Solar Photovoltaic Systems in 42 Villages and 45<br />

hamlets with Comprehensive Maintenance Contract (CMC) for 5 years in the State of<br />

<strong>Maharashtra</strong>.<br />

by D.D. of Nationalized bank in favor of <strong>Maharashtra</strong> <strong>Energy</strong><br />

<strong>Development</strong> <strong>Agency</strong>, Pune payable at Pune.<br />

Security Deposit : 3% of the total contract value of the work allotted before issue of<br />

work order district wise. (By D.D. of Nationalized bank in favour<br />

of <strong>Maharashtra</strong> <strong>Energy</strong> <strong>Development</strong> <strong>Agency</strong>, Pune payable at<br />

Pune.<br />

Validity of Tender : Six months from the date of opening of financial bids.<br />

Pre Bid meeting : 24/01/2013 at 11.00 hrs. at MEDA Head Office, Pune<br />

Date of Submission : 31/01/2013 at 14.00 hrs. at MEDA Head Office, Pune<br />

MEDA, Pune during working days and office hours only. The tenderer shall refer<br />

Eligibility Criteria<br />

a. The tenderer shall be a reputed supplier of Solar Home Lights (SHL Model-II) &<br />

Solar Street Lights (SSL) and who manufactures at least one of the major subsystems<br />

(PV module / Battery / Electronics). The test certificates of SHL<br />

(Model-II) & SSL to be submitted by Tenderer with the Tender Document shall<br />

mention that the Tenderer is Original Equipment Manufacturer (OEM) of any<br />

one of the sub-systems (PV module / Battery / Electronics).<br />

b. The SHL (Model-II) & SSL who have a approval from any of the authorized test<br />

centers viz. Solar <strong>Energy</strong> Centre (SEC), MNRE Gurgaon, Central Power<br />

Research Institute (CPRI), Bangalore, Electronics Regional Test Laboratory<br />

(ERTL) Kolkata. The tenderers having Test Certificates issued by any of the<br />

above mentioned test centers valid upto 31 st March, 2013.<br />

c. The Tenderer shall have their own testing facilities for either solar panel or<br />

battery or charge controller of systems.<br />

d. The Tenderer who have supplied & commissioned minimum 200 Nos. of SPV<br />

Home Lights (Model-II) & 100 Nos. of Street Lights to any Nodal <strong>Agency</strong> / Govt.<br />

Organization etc. in India during last 3 years.<br />

e. The tenderer shall have a total turn over of minimum Rs.5.00 Crores in the<br />

previous year.<br />

These criteria shall be strictly followed. Tenderer should quote only if he is<br />

eligible.<br />

IMPORTANT INSTRUCTIONS<br />

1. The tenderer will have to quote for proposed systems of all districts.<br />

2. No tenderer is exempted from EMD. Tender without requisite amount of EMD<br />

shall be outrightly rejected. Correspondence on request from any tenderer on<br />

exemption of EMD shall not be entertained by MEDA.<br />

3. Tenderer shall submit the Tender document on or before the due date and time<br />

specified in the Tender document. Tenders sent by post or by courier or<br />

R.P.A.D. or by other any means shall reach within the stipulated time. MEDA<br />

shall not consider any postal / courier delay.<br />

4. All the information furnished and document produced with the Tender shall be<br />

in English language only. The Tender notice and Tender document shall form a<br />

part of contract agreement.<br />

5. Tenderer shall submit all supporting documents neatly. Corrections, if any shall<br />

be countersigned by the tenderer.<br />

6. Issue and / or submission of Tender document does not mean that tenderer is<br />

qualified for awarding the work.<br />

7. The tenderer shall not remove any page from the original tender.<br />

8. The tenderer shall sign and puts stamp of his firm on each page of the tender.<br />

9. The original tender document shall be submitted with all Annexure as per<br />

procedure for submission of tender on or before due date and time.<br />

10. The conditional tenders shall be rejected out rightly.<br />

11. Tenderer shall submit all documents as per check list. The documents where<br />

ever mentioned shall be submitted duly attested by authority authorized by<br />

govt. Tenderer shall produce original documents for verification at the time<br />

opening of tender.<br />

12. Director General, MEDA reserves the right to reject / accept any or all Tender<br />

without assigning any reason thereof.<br />

A) PROCEDURE <strong>FOR</strong> SUBMISSION OF <strong>TENDER</strong> DOCUMENT:<br />

Tender shall be submitted according to two envelope system. Tenderer shall<br />

submit the sealed Tender and documents in two sealed envelopes as below:<br />

(a) Envelope No.1: Technical Bid<br />

The first envelop shall be clearly marked as “ENVELOPE NO.1: Technical Bid”,<br />

“Name of work: Tender for 42 Villages and 45 hamlets in the state of <strong>Maharashtra</strong>”,<br />

Tender notice No.: REN-2012/Tender-RVE/02/ (please mention serial No. of<br />

Tender) & Name and Address of tenderer and shall contain the following documents.<br />

1. Earnest Money Deposit (EMD) as per the Annexure-1<br />

(D.D. of Rs.15.00 Lakhs)<br />

2. Declaration by tenderer: Declaration / Undertaking as per the Annexure-2 on<br />

Rs.100/- stamp paper.<br />

3. Original Tender Document duly signed and stamped by tenderer on each page.<br />

4. The Tenderer shall have their own testing facilities for either solar panel or<br />

battery or charge controller of systems. The Tenderer shall submit the details of<br />

testing facilities along with photographs.<br />

5. Company Profile: (Annexure-3)<br />

Information of the firm, its employees, background, turnover and other<br />

important related information. The tenderer, shall furnish detail information<br />

regarding status of his firm (i.e. proprietary, partnership, private ltd., or public<br />

Ltd., company etc.)<br />

a) The tenderer shall also specify the name of the authorized person/s who will be<br />

liasoning with MEDA, Pune (Power of Attorney holder).<br />

b) If tenderer is a proprietary firm, tender shall be signed by proprietor of the firm<br />

or power of attorney holder of the firm, in such case original or attested copy of<br />

the power of attorney shall be enclosed in the envelop.<br />

c) If the tenderer, is a partnership firm, it shall be signed by all the partners of the<br />

firm or by a partner holding power of attorney for the firm for signing the tender,<br />

in such case original or certified copy of the power of attorney shall accompany<br />

the Tender.<br />

d) A certified copy of the partnership deed and current address of the partners of<br />

the firm shall also accompany the Tender.<br />

e) If the tenderer is a Private Limited Company, the power of attorney holder of<br />

the company shall sign the Tender. Original or certified copy of the power of<br />

attorney along with the certified copy of the Articles of memorandum of Private<br />

Limited Company shall accompany the Tender.<br />

f) If the tenderer is a Public Limited Company, the power of attorney holder of the<br />

company shall sign the Tender. Original or certified copy of the power of<br />

attorney along with the certified copy of the Articles of memorandum of Public<br />

Limited Company shall accompany the Tender.<br />

g) Copies of the test certificate as mentioned in the eligibility criteria.<br />

6. Detailed Information on infrastructure, communication at Village / Block /<br />

District level that shall be made by tenderer for carrying out the Comprehensive<br />

Maintenance Contract (CMC) in all villages quoted by him during 5 years period<br />

of CMC.<br />

7. Detailed bar chart indicating schedule of project commencement, project<br />

implementation, project completion containing various activities.<br />

8. Work Experience: As per Annexure-4 (To be retyped and attach with Tender<br />

Document)<br />

9. List of work in hand: As per Annexure-6 (To be retyped and attach with<br />

Tender Document).<br />

10. Before the submission of tender, the tenderer may visit the site and carry out<br />

the survey and submit site visit report duly certified by Grampanchayat as per<br />

Annexure -5 along with the tender.<br />

11. ATTESTED COPIES OF FOLLOWING DOCUMENTS :<br />

The following documents shall be attested by competent authority only.<br />

a. The tenderer shall specify clearly name and address of their bankers with<br />

turnover.<br />

b. Balance Sheet for Last 3 years.<br />

c. Total turn over of minimum Rs. 5.00 Crores in previous year.<br />

d. Copy of recently paid Income Tax Challan / Return, Latest CA Certified<br />

Balance Sheet of previous year, PAN number, registration under VAT,<br />

service tax, professional tax etc.<br />

e. Test Certificate: The MNRE has drawn specifications for the SHL (Model<br />

II) & SSL as given in Annexure-7. Only type tested and qualified models of<br />

SPV systems shall be allowed for this tender. The testing and certification of<br />

samples shall be done by the Solar <strong>Energy</strong> Centre of the Ministry at<br />

Gurgaon, Haryana or Electronics Regional Test Laboratory (East), Kolkata<br />

or Central Power Research Institute, Bangalore. The manufacturers whose<br />

the test certificates for SHL (Model II) & SSL, are valid up to 31/03/2013 are<br />

eligible for this tender, subject to meeting other conditions of the tender,<br />

specially the eligibility criterion for the tenderers.<br />

f. The tenderer shall submit the copies of the work orders and commissioning<br />

reports duly signed by the users (for commissioning report only) for<br />

minimum 200 nos. of SHL (Model-II) and 100 nos. of SSL systems during<br />

last 3 yrs.<br />

(b ) Envelope No.2: Financial Offer.<br />

“ENVELOPE NO.2: Financial Offer”, “Name of work: Tender for 42 villages and 45<br />

hamlets in the State of <strong>Maharashtra</strong>”, Tender notice No.: REN-2012/Tender-RVE/02/<br />

(please mention serial No. of Tender) & Name and Address of tenderer and shall<br />

contain;<br />

1. Financial Offer shall be quoted in the format provided in tender document.<br />

(separately typed sealed and signed by tenderer)<br />

2. The tenderer shall not mention any cost on format given in original tender. He<br />

shall take photocopy of a financial format and then mention a cost details on<br />

photocopy format only.<br />

3. The tenderer shall mention cost both in numbers and words for basic cost per<br />

number for SHL and SSL, CMC Cost for 5 years for total quantity for SHL &<br />

SSL and total cost (Total Basic cost + 5 years CMC cost) for entire quantity of<br />

SHL & SSL. In case of any discrepancies, the cost quoted in words shall be<br />

taken as final.<br />

(c) The two sealed Envelope, No.1 (Technical Bid) and Envelope No.2 (Financial<br />

Bid) shall be again put together in one common envelope and seal it. This<br />

sealed cover shall be marked with “Tender for 42 villages and 45 hamlets in the<br />

state of <strong>Maharashtra</strong>”, Tender notice No.: REN-2012/Tender-RVE/02/ (please<br />

mention serial No. of Tender) & Name and Address of tenderer.<br />

(d) Opening of Tenders:<br />

On the date specified in the Tender notice, following procedure will be adopted<br />

for opening of the Tenders.<br />

Envelope No. 1 (Technical Bid)<br />

Envelope No-1 (Technical Bid) will be opened first to verify its contents as per<br />

requirements as specified under Envelope No-1 (Technical Bid). All the<br />

contents and Annexures required to be submitted and fulfillment of various<br />

tender conditions shall be thoroughly checked and verified by MEDA. List of<br />

only technically eligible tenderers shall be drawn.<br />

Envelope No.2 (Financial Bid)<br />

The scrutiny of technical offers will be carried out by MEDA after opening of the<br />

technical bids. Those tenderers, who have fulfilled the conditions of technical<br />

bid, will be called for the opening of the financial bids. The date of opening of<br />

financial bids will be communicated to the concerned eligible tenderer by MEDA<br />

at an appropriate time.<br />

The scrutiny of Technical Bids may take around 2-3 days time. The tenderers<br />

are requested to remain present in Pune and shall keep with them all original<br />

documents during opening of Technical Bids and also during subsequent<br />

scrutiny by MEDA for verification.<br />

Director General, MEDA, Pune reserves the right to postpone date of opening<br />

of Tender and / or Envelope – 2 (financial bids). Director General, MEDA Pune<br />

reserves the right to reject / accept any / all Tenders without assigning any<br />

reason thereof. Opening of Envelope-2 does not mean that the tenderer is<br />

eligible for the contract.<br />

B) SCOPE OF WORK:<br />

1. The Scope of Work shall be as under,<br />

a) The scope includes all the activities from design, fabrication, supply,<br />

transport, installation, testing, commissioning with Comprehensive<br />

Maintenance Contract for a period of 5 years for Solar Home Lights<br />

Model II, and Solar Street Lights as per MNRE specifications.<br />

b) The tenderer shall handover the material to the Grampanchayat and see<br />

that the entry is made in their register. Once the entry is made, the<br />

tenderer shall start the installation and commissioning activity.<br />

c) Supply of manual for Operation and Maintenance in Marathi to MEDA. (5<br />

copies of SHL & SSL). The selected tenderer shall supply Marathi<br />

Operation and Maintenance Manual of Solar Home Light System Model<br />

II to each user and Marathi Operation and Maintenance Manuals of Solar<br />

Street Light System to Grampanchayat of the Hamlet / village.<br />

d) Commissioning of the entire system and carrying out comprehensive<br />

maintenance of the system for the period of 5 years after successful<br />

commissioning of the system and submission of all documents duly<br />

signed by Beneficiary, Gramsevak, Manufacturer and MEDA Officials as<br />

the case my be.<br />

e) Training to the user for operation and maintenance of the system and<br />

submission of certificate from Gramsevak for each village.<br />

f) The tenderer shall handover the system after commissioning to the<br />

concerned Grampanchayat and submit the certificate duly signed by the<br />

tenderer, MEDA official and Grampanchayat official.<br />

g) The successful tenderer shall supply the guarantee card with each solar<br />

home light & street lights as per Annexure-8.<br />

h) Once the systems are installed the users will carry out the daily<br />

operation and maintenance of systems. However it is responsibility<br />

supplier to provide necessary maintenance spares for 5 years trouble-free<br />

operation of the systems free of cost.<br />

i) The tenderer has to submit the quarterly functioning status of the systems<br />

duly certified by beneficiary and Gramsevak.<br />

j) Any additional works not covered above, but necessary for the<br />

functioning of the system and required as per specification incorporated.<br />

The items of minor nature, which are not mentioned, shall be<br />

incorporated by the tenderer.<br />

k) PLEASE NOTE THAT THE QUANTITIES PROVIDED IN THE <strong>TENDER</strong> DOCUMENT<br />

ARE APPROXIMATE AND PROVIDED ONLY <strong>FOR</strong> THE GUIDELINES. HOWEVER<br />

THE <strong>TENDER</strong>ERS SHALL VISIT THE PLACES OF INSTALLATIONS AND VARIFY<br />

EACH AND EVERY ITEM, SITE CONDITIONS, APPROCH ROAD, REQUIREMENT<br />

OF LAND, SOIL CONDITIONS, WATER AVALIBILITY <strong>FOR</strong> ALL 42 VILLAGES AND<br />

45 HAMLETS. IF AT LATER STAGE MEDA IN<strong>FOR</strong>MS THE <strong>TENDER</strong>ER TO SUPPLY<br />

ADDITIONAL QUANTITY, THE <strong>TENDER</strong>ER SHALL SUPPLY, INSTALL &<br />

COMMISSION THE ADDITIONAL NUMBER OF SYSTEMS AT THE SAME RATES<br />

SPECIFIED IN WORK ORDER.<br />

l) Tenderer shall also confirm that the village/Hamlet is not electrified<br />

by Conventional energy. Successful Tenderer shall not supply the<br />

systems to electrified village. During the inspection of MEDA<br />

officials, if it is observed that the village is electrified by<br />

Conventional energy, and successful tenderer has supplied the<br />

systems in that village, MEDA shall not release the payment against<br />

that village.<br />

m) The successful Tenderer/s shall be required to submit monthly progress<br />

report duly certified by Grampanchayat during the execution of work on<br />

projects allotted by MEDA, and performance report after commissioning<br />

on quarterly basis till completion of Comprehensive Maintenance<br />

Contract (CMC) of 5 years period as per the formats which shall be<br />

forwarded at the time of placing Work Order.<br />

n) The tenderer shall submit 1 hard and 1 soft copy of photographs of each<br />

hamlet/ village depicting Solar Home Lights, Solar Street Lights and<br />

individual beneficiary. The photographs should display small board<br />

indicating name of Hamlet & Village OR Village as the case may be and<br />

beneficiary with his name.<br />

o) The tenderer shall display a notice board at prominent place at the<br />

project site to the effect that project have been financially supported by<br />

MEDA and Govt. of <strong>Maharashtra</strong>, as per details given in Annexure–9 as<br />

the case may be. The display board shall be fabricated as per design<br />

given in Annexure-10 and as per details given under General terms and<br />

conditions No. 28.<br />

2. MEDA at its discretion shall visit contractor's factory for testing / inspection of<br />

the material to be utilized for work. The testing shall be carried out in<br />

manufacturer’s premises and / or at appropriate testing laboratory or as per<br />

direction of Director General or his authorized representative. However<br />

inspection of material at site shall be considered as final inspection.<br />

C) GENERAL TERMS AND CONDITIONS:<br />

1. The material used for the work shall be new & best quality available and work<br />

shall be carried out with best workmanship. The material used and works<br />

carried out shall be as per IS where ever applicable.<br />

2. The test certificates for Solar Home Light (Model II) & Solar Street Light valid up<br />

to 31/03/2013 shall be eligible for the supply under this tender, subject to meeting<br />

the eligibility criteria and other conditions of the tender document.<br />

3. Only type tested and qualified models of SHL (Model II) & SSL shall be allowed<br />

to be supplied under the tender. The testing and certification of samples shall be<br />

approved by the Solar <strong>Energy</strong> Centre, Gurgaon, Harayana of the Ministry of New<br />

& Renewable <strong>Energy</strong>, GoI or Electronics Regional Test Laboratory (East),<br />

4. No orders shall be placed on tenderers, who do not possess valid test reports for<br />

the SHL (Model II), & SSL and who do not submit documents and declaration to<br />

the MEDA stating that they fulfill the conditions this tender document on SHL<br />

(Model II) & SSL.<br />

5. The test reports are issued for specific make / manufacturer, type / model<br />

number and capacity under standard test conditions for the PV module(s),<br />

storage battery, lamp etc. used by the manufacturer to achieve the desired<br />

performance of the SPV system. Similarly the electronic circuits also use specific<br />

designs to achieve the reported efficiency, current consumption and voltage<br />

drops for that type of lantern system. Therefore, the tenderer is not allowed to<br />

change make / model of any of the components / items stated above at the time<br />

of supply.<br />

6. The test report issued by SEC and other test centers shall be considered valid<br />

only for the specific make/ model mentioned in that test report.<br />

9 The successful Tenderer shall be responsible for any damage to other adjoining<br />

installation during the course of work and he shall pay for the cost involved due<br />

to damage.<br />

10 The successful Tenderer shall provide necessary test certificates for materials<br />

being used for the work. If other tests are required by <strong>Maharashtra</strong> <strong>Energy</strong><br />

<strong>Development</strong> <strong>Agency</strong> (MEDA), the selected tenderer shall provide the facilities<br />

and bear the cost for the same. Power curve (I-V curve) self certified by the<br />

manufacturer of the panel for all the panels erected by the successful tenderer<br />

shall be provided to the MEDA.<br />

11 The selected tenderers shall work as per the guidelines provided by MEDA from<br />

time to time. Guidelines if issued in future by MEDA the changes proposed shall<br />

also be applicable without enhancement in project cost till the completion of 5<br />

years CMC period.<br />

12 The successful Tenderer shall provide the necessary training to the identified<br />

villagers for the proper operation and maintenance within the performance<br />

guarantee period.<br />

13 Guarantee period: The selected tenderers shall guarantee the system with<br />

comprehensive maintenance for the period of 5 years from the certified date of<br />

completion. However the panel guarantee shall remain up to 10 years as per<br />

MNRE guidelines. During the guarantee period any defects and short comings<br />

in the work due to inferior quality of new parts/terms shall have to be made<br />

good by the successful Tenderer without any extra cost to the <strong>Agency</strong>. The<br />

successful Tenderer shall maintain the systems during CMC period of 5 years.<br />

14 It is the responsibility of the successful Tenderer to ensure the satisfactory<br />

performance of the systems during the CMC period of 5 years.<br />

15 If any discrepancy is observed in specifications, the specifications specified by<br />

MNRE and MEDA shall be final. In the event of dispute arising any time, related<br />

to this work and document, decision of the Director General, MEDA or his<br />

nominee shall be final.<br />

16 The successful Tenderer shall provide appropriate tools and equipments to the<br />

workmen and ensure that those are in proper working condition and the<br />

workmen use the appropriate tools and take precaution “Please note that any<br />

accident to the workmen / public / animals / property both movable and<br />

immovable shall be entire and sole responsibility of the successful tenderer and<br />

any proceeding arising out of the same shall be at the contractor’s risk and<br />

cost. <strong>Maharashtra</strong> <strong>Energy</strong> <strong>Development</strong> <strong>Agency</strong> (MEDA) or its employees shall<br />

not be responsible for any such incident”.<br />

17 The successful tenderer shall provide all necessary tools and tackles at village<br />

level with the persons trained by them in consultation with Gramsevak.<br />

18 The successful Tenderer shall comply with the provision of contract labour.<br />

(Regulation and Abolition) Act 1970, minimum wages Act 1948, wages Act. 1963,<br />

Workmen’s Compensation Act. 1961, the contract labour (Regulation and<br />

Abolition) Act, 1979 and all other related Acts and any modification thereof or any<br />

law relating there to and rules made there under from time to time.<br />

19 MEDA shall not pay any interest on any amount due from MEDA.<br />

20 The tenderer shall quote for all districts given in tender document. Incomplete<br />

or part offer shall be rejected out rightly. The cost written in the word shall be<br />

considered as final. The work orders will be placed districtwise. Also cost<br />

comparative statement will be made districtwise.<br />

21 An arrangement for carrying out Comprehensive Maintenance Contract (CMC)<br />

at District and / or Block level shall be provided by the tenderer and the<br />

information about the same shall also be incorporated with this tender<br />

document.<br />

22 If any information / confirmation / clarity on any condition of this tender is<br />

required, tenderer may contact / write to General Manager (RE), MEDA Pune.<br />

23 Once the tenderer has quoted in the Tender document and subsequently is not<br />

interested to work, MEDA shall forfeit the Earnest Money Deposit submitted<br />

with the tender document.<br />

24 MEDA shall not pay any interest on EMD. The EMD of unsuccessful tenderer<br />

shall be refunded only after acceptance of work order by successful tenderer.<br />

25 At the time of placing work order and during the implementation work, MEDA can<br />

revise the technical as well as other terms and conditions, which shall be binding<br />

on the tenderers.<br />

26 Successful Tenderer shall have to display boards at all Hamlets / Villages at<br />

prominent place at the project site to the effect that project have been<br />

financially supported by MEDA & GoM. The display board shall be prepared and<br />

erected at site based on following details and matter<br />

I. The size of board shall be 4’ (width) x 3’ (height).<br />

II. The matter to be painted is given in Annexure –9 as the case may be.<br />

The matter which is kept blank shall be referred from work order placed by<br />

MEDA for a particular Hamlet / Village OR Village as the case may be.<br />

III. The Name board shall have green background with white letters.<br />

IV. The Name board matter shall be in Marathi and no matter other than<br />

specified shall be painted which may please be noted.<br />

V. In case villages has more than one hamlet then, display board shall be<br />

made and erected at one prominent place of the each hamlets and each<br />

village with relevant details which need to be painted. The details can<br />

be referred from the respective Work Order. In case the villages does not<br />

have hamlet then you may not paint the matter ´ÉºiÉÒSÉä xÉÉ´É given in the<br />

matter to be painted.<br />

VI. The size of Marathi letter (font size) should be such that the details<br />

painted on the board is readable from 10 - 12 feet distance. The size of<br />

the letter should vary according to the importance of the matter.<br />

VII. The MEDA logo shall be in the blue color and it shall be painted on top<br />

right corner and GoM emblem shall be in red color and it shall be painted<br />

on top left corner. These details can be referred from the matter enclosed<br />

for your reference.<br />

VIII. Typical sketch indicating mounting details, materials to be used is given in<br />

Annexure-9 for your reference.<br />

IX. The manufacturer shall ensure that the board is properly erected and it<br />

shall be firmly held in ground and withstand all weather condition.<br />

X. The Name board, matter to be painted on board and mounting structure<br />

shall be all weather proof.<br />

XI. The Name board shall be installed at entry of village/Hamlet.<br />

XII. The successful tenderer shall submit photograph of erected board with<br />

households in back ground. The photographs shall be taken from such a<br />

distance that the matter painted on board shall be clearly readable.<br />

27 The successful tenderer shall submit 3% of contract value as Security Deposit<br />

within 10 days from date of issue of Work Order. The Security Deposit shall<br />

be submitted either by Demand Draft in favour of Director General, MEDA<br />

payable at Pune OR by Bank Guarantee of equivalent amount valid for one<br />

year from Nationalized Bank and shall be extended, if required by MEDA. If<br />

security deposit and acceptance of Work Order are not received within given<br />

time, Work Order shall be cancelled and EMD shall be forfeited and work<br />

order shall not be placed by MEDA.<br />

If the successful tenderer fails to complete the work due to any reason, In<br />

such case MEDA will place the work order for completion of incomplete work<br />

to another tenderer at the risk & cost of successful tenderer. If the additional<br />

cost is required for completion of work, it will be recovered from default<br />

tenderers payment or from his security deposit.<br />

28 Financial Offer shall be given in the format provided in tender document.<br />

(separately typed sealed and signed by tenderer)<br />

29 The tenderer shall not mention any cost on format given in original tender. He<br />

shall photocopy a financial format and then mention a cost details on photocopy<br />

format only.<br />

30 The tenderer shall mention cost both in numbers and words for basic cost per<br />

number for SHL and SSL, CMC Cost for 5 years for total quantity for SHL & SSL<br />

and total cost (Total Basic cost + 5 years CMC cost) for entire quantity of SHL &<br />

SSL. In case of any discrepancies, the cost quoted in words shall be taken as<br />

final.<br />

31 The CMC Cost for 5 years shall not be less than 5% of basic cost.<br />

D) TECHNICAL SPECIFICATION:<br />

The technical specifications of Solar Home light Model II & Solar Street Light<br />

are given in Annexure-7.<br />

E) <strong>TENDER</strong>ER TO STUDY CONDITIONS:<br />

The Tenderers shall be deemed to have carefully examined the work and site<br />

conditions including labour, transportation, general and the special conditions,<br />

specifications, schedules and drawings and shall be deemed to have visited<br />

the site of the work and to have fully acquainted himself regarding local<br />

conditions and carried out his own investigations to arrive at rates quoted in<br />

the Tender. In this regard, Tenderer shall get their doubts cleared well in time<br />

and no extra time / extension shall be given for any reason or doubt<br />

clarification. The tenderer will be given necessary information to the best of<br />

knowledge of MEDA, Pune, if asked for.<br />

If the tenderer has any doubt as to the meaning of any portions of tender<br />

conditions, or the scope of the work or the specifications, or any other matter<br />

concerning the contract, he shall in good time, before submitting his Tender,<br />

set forth the particulars thereof and submit them to the General Manager (RE)<br />

in writing in order that such doubts may be clarified before submitting the<br />

Tender. Once the Tender is submitted, the matter shall be decided according<br />

to the Tender conditions in the absence of such authentic pre-clarification.<br />

The DPR of all hamlets / villages are available with Rural Electrification<br />

division, MEDA, Pune and may be made available for reference only within<br />

the office premises.<br />

F) INSPECTION:<br />

MEDA at its discretion will inspect the material at factory. However, the final<br />

inspection shall be carried out at site. The successful Tenderer shall inform<br />

the MEDA, Pune in writing when any portion of the work is ready for<br />

inspection giving sufficient notice to enable him to appoint his representative<br />

to inspect the same without affecting the further progress of the work. The<br />

work shall not be considered to have been completed in accordance with the<br />

terms of the contract until the competent person from MEDA shall have<br />

certified in writing to that effect. Approval of materials or workmanship or<br />

approval of part of the work during the progress of execution shall not bind the<br />

Director General, MEDA or in any way affect him even to reject the work<br />

which is alleged to be completed and to suspend the issue of his certificate of<br />

completion until such alternation and modifications or reconstruction have<br />

been effected at the cost of the successful Tenderer as shall enable him to<br />

certify that the work has been completed to his satisfaction.<br />

G) RATES AND COST OF PROJECT:<br />

Rate shall be inclusive of all types of taxes including VAT, octroi, loading,<br />

unloading, transportation, and all applicable taxes. At later stage no request in<br />

this regard shall be entertained by MEDA. The tenderer shall quote for all<br />

districts given in tender document. Incomplete or part offer for a district shall<br />

be rejected out rightly. TDS will be applicable as per prevailing rules.<br />

H) TERMS OF PAYMENTS:<br />

a) Village-wise Payment will be released after availability of funds from<br />

the Govt. of <strong>Maharashtra</strong> as follows<br />

1. 85% of the Basic cost will be released on supply, installation and<br />

successful commissioning of all systems and after submission of<br />

following documents,<br />

a. Proof of compliance certificate from Gram Panchayat (as per<br />

Annexure-12).<br />

b. Successful commissioning report duly certified by MEDA official,<br />

representative of Manufacturer.<br />

c. Declaration certificate from each beneficiary of the village (as per<br />

annexure-13).<br />

d. Invoice (2 copies)<br />

e. Digital Photograph of each installation along with beneficiary.<br />

2. 15% of the Basic cost will be released on submission of one month<br />

performance report duly certified by respective Grampanchayat officer<br />

and Performance Bank Guarantee from Nationalized Bank of<br />

equivalent amount valid for 5 years period from the date of successful<br />

commissioning of the systems.<br />

Performance B.G. shall be revoked in case of non performance of solar<br />

Home lights & street lights inspected by P.O, MEDA and not attended by<br />

the tenderer within two week.<br />

• The TDS and all applicable taxes will be deducted as per the Govt. rules and<br />

regulations.<br />

• MEDA will issue necessary certificates of TDS deduction<br />

• 'C' / 'D' form will not issued by MEDA.<br />

3. Payment terms for Annual Maintenance Contract (CMC):<br />

The CMC amount will be released against the submission of Performance<br />

Bank Guarantee. The PBG will be valid for a period of 5 years i.e from the<br />

date of completion of the project. For the release of CMC amount<br />

manufacturer has to submit the functionality status report of the systems duly<br />

certified by concerned Grampanchayat authority and MEDA Official.<br />

I) LIQUIDATED DAMAGES / RISK PURCHASES:<br />

In case the successful tenderer fails to complete the work within the time<br />

period specified in the purchase order / contract with MEDA, Pune, a sum<br />

equivalent to 1% of the total cost shall be deducted for each week of delay<br />

subject to a maximum deduction of 10% of the total project cost which the<br />

tenderer has quoted.<br />

J) SECURITY DEPOSIT:<br />

Security deposit of 3% of the total contract value for the work allotted shall be<br />

submitted by the selected tenderer within 10 days from the date of receipt of<br />

Work Order. Security deposit shall be submitted in the form of D.D. of<br />

nationalized bank in favor of MEDA, Pune payable at Pune. If the security<br />

deposit is not submitted along with acceptance of Work Order in time, Work<br />

Order shall be cancelled and EMD shall be forfeited.<br />

K) RETURN OF EMD / SECURITY DEPOSIT / PER<strong>FOR</strong>MANCE<br />

BANK GUARANTEES SUBMITTED BY <strong>TENDER</strong>ERS:<br />

1. The Earnest Money Deposit submitted at the time of Tender document<br />

submission will be refunded after acceptance of work order by successful<br />

tenderers. The EMD shall be forfeited for those tenderers who have<br />

submitted tender document and not shown their willingness for the work /<br />

withdrawn their offer / failed to submit security deposit, failed to accept<br />

Work Order within given time.<br />

2. The selected tenderers shall submit 3% security deposit in the form of<br />

D.D. of nationalized bank in favor of MEDA, Pune payable at Pune within<br />

10 days from the issue of Work Order. The security deposit will be<br />

returned once the performance bank guarantee is submitted.<br />

3. The Performance Bank Guarantee shall be returned after completion of<br />

CMC period and submission of required documents during CMC period.<br />

4. All Bank Guarantees shall be from Nationalized Bank only.<br />

5. No interest shall be paid by MEDA on EMD / Security Deposit.<br />

6. In case of premature termination of the contract, The Security Deposit will<br />

be forfeited and the MEDA will be at the liberty to recover the loss suffered<br />

by it and if additional cost is to be paid to complete the work the same<br />

shall be recovered from the tenderer.<br />

L) TAX INVOICE TO BE SUBMITTED ON PRINTED <strong>FOR</strong>MS:<br />

The successful Tenderer shall submit all tax invoices in duplicate only on<br />

printed form to MEDA office, Pune.<br />

M) PRICE VARIATION:<br />

Price increase shall not be considered by MEDA during entire contract period.<br />

N) JURISDICTION:<br />

In case of any dispute arising in this matter the same will be resolved under<br />

PUNE Jurisdiction only.<br />

O) TIME FRAME:<br />

The time frame for the completion of work in all respect is 3 months from the<br />

issue of work order.<br />

I / We, hereby declare that I / We have made myself / ourselves thoroughly conversant<br />

with the sub – soil conditions, local conditions regarding all materials and Labour of which I / we<br />

have based my / our rates of this work. The specifications, conditions and lead of materials for<br />

this work have been carefully studied and understood by me / us before submitting this Tender.<br />

I / We undertake to use only the best materials defined / approved by the Ministry of New &<br />

Renewable <strong>Energy</strong>, New Delhi (MNRE). We further agree that we are fully aware of the fact that<br />

proposed villages are located at Remote places and costs quoted in the financial offer are<br />

knowing this fact.<br />

The systems will be provided as per the specifications and guidelines issued by the<br />

MNRE/ MEDA. We are bound to adhere to the guidelines issued by the MNRE/ MEDA from<br />

time to time. We also hereby commit that if in future MNRE make any changes in the<br />

specifications of the systems the same will be incorporated in the present Tendered projects.<br />

We hereby agree that the work will be executed within the cost Tendered to MEDA in the<br />

financial Tender and there will be no escalation in cost for any reason thereof. We also agreed<br />

that if we fail to complete the work and discontinue the work in middle, MNRE / MEDA will have<br />

right to recover the full amount from us and inform our name to ministry for necessary action. I /<br />

We shall accept any amendments made by MEDA from time to time during total project<br />

completion period including 5 years Comprehensive Maintenance Contract (CMC).<br />

I / We am / are also committed that we will complete the work within stipulated time<br />

period specified in the work order for this RVE work floated by MEDA. In case of any<br />

unforeseen reason arise at time of execution of the work, we will not be allowed for any further<br />

time extension.<br />

I / We am / are bound to work as per Tender and work order issued by competent<br />

Authority MEDA for this RVE work with 5 years comprehensive maintenance contract. We shall<br />

attend all complaints within one week’s time and submit monthly report about progress of work,<br />

O & M, functioning of systems, nature of problems duly signed by beneficiary, Gram Panchayat<br />

official with their seal & dated from start of the work till completion of CMC period of 5 years. In<br />

case of failure of the same we shall be responsible for the action taken by competent Authority,<br />

MEDA Pune resulting to ban to work in the State of <strong>Maharashtra</strong> etc.<br />

I / We will have to comply with the provision of contract labour. (Regulation and<br />

Abolition) Act 1970, minimum wages Act. 1948 wages Act. 1963 Workmen’s Compensation Act.<br />

1961, the contract labour (Regulation and Abolition) Act, 1979 and all other related Acts and any<br />

modification thereof or any law relating there to and rules made there under from time to time.<br />

TECHNICAL SPECIFICATION OF SOLAR HOME LIGHT SYSTEM:<br />

ANNEXURE-7<br />

• Definition: A solar home system aims at providing solar electricity for operating<br />

lights and/or fan or energizing a DC operated portable TV set for specified hours of<br />

operation per day.<br />

• Technical Specifications & General Specifications:<br />

4. Lamps:<br />

(a) The lamps will be of compact fluorescent (CFL) type, either 4 – Pin or 2 – Pin<br />

types, with ratings of 9W and 3 watt LED. For the 4 – Pin type CFLs, a suitable<br />

pre-heating circuit must be provided. The lumens of 3 watt power LED should be<br />

around 300 +/- 5%.<br />

(b) The light output from the lamps should be around 900+/- 5% lumens (for 11 W<br />

CFL). Also please see (c) of 6 given below.<br />

(c) The lamps should be housed in an assembly suitable for indoor use, with a<br />

reflector on its back. While fixing the assembly, the lamp should be held in a<br />

base up configuration.<br />

(d) Maximum DC current consumption for a 9W CFL at 12 V, should not exceed 1<br />

Amp, respectively.<br />

(e) The lamps should conform to relevant ISI standards.<br />

5. Battery:<br />

(a) The battery will be of flooded electrolyte type, positive tubular plate, low<br />

maintenance lead acid battery, conforming to relevant ISI standards.<br />

(b) The battery will have a minimum rating of 12V, 40 Ah (at C/10) discharge rate<br />

depending on model.<br />

(c) 75% of the rated capacity of the battery should be between fully charged and<br />

load cut off conditions.<br />

(d) The Battery should have approval of ERTL/Railway/Telecom/DRDO/CECRI.<br />

6. Electronics:<br />

(a) The inverter should be of quasi sine wave/sine wave type with frequency in the<br />

rage of 20-35KHz. Half – wave operation will not acceptable.<br />

(b) The total electronics efficiency should be at least 80%.<br />

(c) No blackening or reduction in the lumen output by more than 10% should be<br />

observed be observed after 1000 ON/OFF cycles (two minutes ON followed by<br />

four minutes OFF is one cycle).<br />

(d) The idle current consumption should not be more than 10 mA.<br />

(e) Electronics should operate at 12 V and should have temperature compensation<br />

for proper charging of the battery throughout the year.<br />

(f) Necessary lengths of wires/cables, switches suitable for DC use and fuses<br />

should be provided.<br />

(g) Only copper wires of appropriate gauge & dimensions as per ISI standards<br />

should be used.<br />

7. PV MODULE (S):<br />

(a) The PV module(s) shall contain crystalline silicon solar cells.<br />

(b) The power output of the module(s) under STC should be a minimum of 37W.<br />

(c) The operating voltage corresponding to the power output mentioned above<br />

should be 16.4 V.<br />

(d) The open circuit voltage of the PV modules under STC should be atleast 21.0<br />

volts.<br />

(e) The terminal box on the module should have a provision for opening for replacing<br />

the cables, if required.<br />

(f) A strip containing the following details should be laminated inside the module so<br />

as to be clearly visible from the front side:<br />

I. Name of the Manufacturer or distinctive logo.<br />

II. Model or Type No.<br />

III. Serial No.<br />

IV. Year of make<br />

8. ELECTRONIC PROTECTION:<br />

(a) Adequate protection is to be incorporated under no load conditions, e.g., when<br />

the lamps are removed and the system is switched ON.<br />

(b) The system should have protection against battery overcharge and deep<br />

discharge conditions.<br />

(c) Fuses should be provided to protect against short circuit conditions.<br />

(d) A blocking diode preferably a Schottky type, should be provided as part of the<br />

electronics to prevent reverse flow of current through the PV module (s), in case<br />

such diode is not provided with the PV module (s).<br />

(e) Full protection against open circuit, accidental short circuit and reverse polarity<br />

should be provided.<br />

9. MECHNICAL COMPONENTS:<br />

(a) Metallic frame structure (with corrosion resistance paint) to be fixed on the roof of<br />

the house to hold the SPV module(s). The frame structure should have provision<br />

to adjust its angle of inclination to the horizontal between 0 and 55, so that it can<br />

be installed at the specified tilt angle. However, in case of thatched roof, the<br />

module should be pole mounted. The length of the pole should be minimum 3<br />

mtrs above the ground and the diameter of the pole should be 50 mm. The pole<br />

should be medium duty GI pipe directly fixed into the ground.<br />

(b) A vented metallic/plastic/wooden (A painted metallic) box with acid proof<br />

corrosion resistance paint for housing the storage battery indoors should be<br />

provided.<br />

10. OTHER FEATURES:<br />

(a) The system should be provided with 2 LED indicators: a green light to indicate<br />

charging in progress and a red LED to indicate deep discharge condition of the<br />

battery. The green LED should glow only when the battery is actually being<br />

charged.<br />

(b) There will be a Name Plate on the system which give:<br />

I. Name of the Manufacturer or Distinctive Logo.<br />

II. Serial Number.<br />

(c) Components and parts used in solar home systems should confirm to the latest<br />

ISI specifications, wherever such specifications are available and applicable.<br />

11. An operation, Instruction and Maintenance Manual in English and the local language<br />

will be provided with the solar home system. The following minimum details will be<br />

provided in the manual:<br />

a) About Photovoltaic<br />

b) About solar home system – its components and expected performance.<br />

c) About PV Module.<br />

d) About CFL<br />

e) About Battery.<br />

f) Clear instructions about mounting of PV module(s).<br />

g) About electronics.<br />

h) About charging and significance of indicators.<br />

i) DO’s and Don’ts<br />

j) Clear instructions on regular maintenance and trouble shooting of solar home<br />

system.<br />

k) Name and address of the person or service center to be contacted in case of<br />

failure or complaint.<br />

12. General Installation specification:-<br />

a) The SPV module will be fixed on a rigid pole in case it is not possible for fixing on<br />

to the roof of the house. The pole will be of minimum 5 cm dia GI pipe of<br />

medium gage.<br />

b) Adequate space will be provided behind the PV module / array for allowing<br />

unobstructed air flow for passive cooling.<br />

c) Cables of appropriate size will be utilized to keep electrical losses to a bare<br />

minimum. (e.g. Length of the wire from module to charge controller and charge<br />

controller to load will be as minimum as possible. The bidder has provide<br />

sufficient electrical wire up to use point).<br />

d) The battery will locate in a dry area with proper ventilation. Care will be taken to<br />

ensure that the battery is placed with appropriate leveling on a structurally sound<br />

surface.<br />

e) The control electronics will not be installed directly above the battery. All internal<br />

wiring will be in proper conduit or capping casing. Wire will not be hanging loose.<br />

f) Any minor items which are not specifically included in the scope of supply but<br />

required for proper installation and efficient operation of the SPV systems is to be<br />

provided by the manufacturers or their dealers / suppliers.<br />

TECHNICAL SPECIFICATION OF SOLAR STREET LIGHTING SYSTEMS:<br />

• Definition: A stand alone solar photovoltaic street lighting systems comprises a<br />

compact fluorescent lamp, lead acid battery, PV module(s), and control electronics,<br />

inter-connecting wires/cables, module mounting hardware, battery box, instruction<br />

and maintenance manual.<br />

• Technical Specifications & General Specifications:<br />

1) DUTY CYCLE:<br />

The system will be designed to automatically switch ON at dusk, operate<br />

throughout the night and automatically switch OFF at the down, under average<br />

daily isolation of 5 kWh/sq. m. on a horizontal surface<br />

(a) The lamps will be of compact fluorescent (CFL) type, either 4 – Pin or 2 – Pin<br />

types, with ratings of 11 W. For the 4 – Pin type CFL, a suitable pre-heating<br />

circuit must be provided.<br />

(c) The lamps will be housed in a weather proof assembly suitable for indoor use,<br />

Amp.<br />

(e) The lamps will conform to relevant ISI standards.<br />

3) BATTERY:<br />

battery, conforming to relevant ISI standards.<br />

b) The battery will have a minimum rating of 12V, 75 Ah (at C/10) discharge rate.<br />

c) 75% of the rated capacity of the battery will be between fully charged and load<br />

cut off conditions.<br />

d) The Batter will have approval of ETDC /ERTL /Railway /Telecom /DRDO/<br />

CECRI.<br />

4) Electronics:<br />

c) The operating voltage corresponding to the power output mentioned above will<br />

be 16.4 V.<br />

d) The open circuit voltage of the PV modules under STC will be atleast 21.0 volts.<br />

e) The terminal box on the module will have a provision for replacing the cables, if<br />

required.<br />

b) The pole will be made of mild steel pipe with a height of 4 mtrs above the ground<br />

level after grouting and final installation. The pole will have the provision to hold<br />

the weather proof lamp housing. It will be painted with a corrosion resistant paint.<br />

The pole along with base plate shall have suitable cement concrete foundation to<br />

assisted local worst climate condition. The base plate shall be connected with the<br />

foundation with holding down bolted.<br />

c) A vented, acid proof and corrosion resistance painted metallic box for outdoor<br />

use will be provided for housing the battery.<br />

8) OTHER FEATURES:<br />

a) The system will be provided with 2 LED indicators: a green light to indicate<br />

charging in progress and a red LED to indicate deep discharge condition of the<br />

battery. The green LED will glow only when the battery is actually being charged.<br />

b) There will be a Name Plate on the system which give:<br />

• Name of the Manufacturer or Distinctive Logo.<br />

• Serial Number.<br />

c) Components and parts used in solar street lighting systems will conform to the<br />

latest ISI specifications, wherever such specifications are available and<br />

applicable.<br />

d) The PV module (s)/systems will be warranted as per the clause given in section 7<br />

of part – A of the offer document. The manufacturers can also provide additional<br />

information about the system and conditions of warranty as necessary. The<br />

warranty card to be supplied with the system must contain the details of the<br />
