TENDER FOR REMOTE VILLAGE ELECTRIFICATION THROUGH SPV SYSTEMS 

Sealed Tenders are invited from manufacturers whose Solar Home Light 

(Model-II) & Solar Street Light are approved by authorized test centers of Ministry of 

New & Renewable Energy (MNRE), New Delhi for design, manufacture, supply, 

installation, commissioning of Solar Photovoltaic Systems in 21 hamlets with 

Comprehensive Maintenance Contract (CMC) for 5 years in Gadchiroli District of 

Maharashtra State.

Eligibility Criteria 

a. The tenderer shall be a reputed manufacturer of Solar Home Lights (SHL 

Model-II) & Solar Street Lights (SSL) and who manufactures at least one of the 

major sub-systems (PV module / Battery / Electronics). The test certificates of 

SHL (Model-II) & SSL to be submitted by Tenderer with the Tender Document 

shall mention that the Tenderer is Original Equipment Manufacturer (OEM) of 

any one of the sub-systems (PV module / Battery / Electronics). 

b. The SHL (Model-II) & SSL shall be approved from any of the authorized test 

centers viz. Solar Energy Centre (SEC), MNRE Gurgaon, Central Power 

Research Institute (CPRI), Bangalore, Electronics Regional Test Laboratory 

(ERTL) Kolkata. The tenderers having Test Certificates issued by any of the 

above mentioned test centers valid upto 31 st March, 2013. 

c. The Tenderer shall have their own testing facilities for either solar panel or 

battery or charge controller of systems. 

d. The Tenderer who have supplied & commissioned minimum 200 Nos. of SPV 

Home Lights (Model-II) & 100 Nos. of Street Lights to any Nodal Agency / Govt. 

Organization etc. in India during last 3 years. 

e. The tenderer shall have a total turn over of minimum Rs.2.5 Crores in the 

previous year. 

These criteria shall be strictly followed. Tenderer should quote only if he is 

eligible. 

IMPORTANT INSTRUCTIONS 

1. The tenderer will have to quote for proposed systems. 

2. No tenderer is exempted from EMD. Tender without requisite amount of EMD 

shall be out rightly rejected. Correspondence on request from any tenderer on 

exemption of EMD shall not be entertained by MEDA. 

3. Tenderer shall submit the Tender document on or before the due date and time 

specified in the Tender document. Tenders sent by post or by courier or 

R.P.A.D. or by any other means shall reach within the stipulated time. Tender 

submitted after due date and time will not be accepted. 

4. All the information furnished and document produced with the Tender shall be 

in English language only. The Tender notice and Tender document shall form a 

part of contract agreement. 

5. Tenderer shall submit all supporting documents neatly. Corrections, if any shall 

be countersigned by the tenderer. 

6. The tenderer shall not remove any page from the original tender document.

7. The tenderer shall sign and put stamp of his firm on each page of the tender 

document. 

8. The original tender document should be submitted with all Annexures as per 

procedure for submission of tender on or before due date and time. 

9. The conditional tenders shall be rejected out rightly. 

10. Tenderer shall submit all documents as per check list. The documents where 

ever mentioned shall be submitted duly attested by authority authorized by 

Govt. Tenderer shall produce original documents for verification at the time 

opening of tender. 

11. Director General, MEDA reserves the right to reject / accept any or all Tenders 

without assigning any reason thereof. 

A) PROCEDURE FOR SUBMISSION OF TENDER DOCUMENT: 

Tender shall be submitted according to two envelope system. Tenderer shall 

submit the sealed Tender and documents in two sealed envelopes as below: 

(a) Envelope No.1: Technical Bid 

The first envelop shall be clearly marked as “ENVELOPE NO.1: Technical Bid”, 

“Name of work: Tender for 21 hamlets in Gadchiroli District of Maharashtra 

State”, Tender notice No.: REN-2012/Tender-RVE/03/ (please mention serial 

No. of Tender) & Name and Address of tenderer and shall contain the following 

documents. 

1. Earnest Money Deposit (EMD) as per the Annexure-1 

(D.D. of Rs.4 Lakhs) 

2. Declaration by tenderer: Declaration / Undertaking as per the Annexure-2 on 

Rs.100/- stamp paper. 

3. Original Tender Document duly signed and stamped by tenderer on each page. 

4. The Tenderer shall have their own testing facilities for either solar panel or 

battery or charge controller of systems. The Tenderer shall submit the details of 

testing facilities along with photographs. 

5. Company Profile: (Annexure-3) 

Information of the firm, its employees, background, turnover and other 

important related information. The tenderer, shall furnish detail information 

regarding status of his firm (i.e. Proprietary, Partnership, Private Ltd., or Public 

Ltd., company etc.) 

a) The tenderer shall also specify the name of the authorized person/s who will be 

liasoning with MEDA, Pune (Power of Attorney holder). 

b) If tenderer is a proprietary firm, tender shall be signed by proprietor of the firm 

or power of attorney holder of the firm, in such case original or attested copy of 

the power of attorney shall be enclosed in the envelop.

c) If the tenderer, is a partnership firm, it shall be signed by all the partners of the 

firm or by a partner holding power of attorney for the firm for signing the tender, 

in such case original or certified copy of the power of attorney shall accompany 

the Tender. 

d) A certified copy of the partnership deed and current address of the partners of 

the firm shall also accompany the Tender. 

e) If the tenderer is a Private Limited Company, the power of attorney holder of 

the company shall sign the Tender. Original or certified copy of the power of 

attorney along with the certified copy of the Articles of memorandum of Private 

Limited Company shall accompany the Tender. 

f) If the tenderer is a Public Limited Company, the power of attorney holder of the 

company shall sign the Tender. Original or certified copy of the power of 

attorney along with the certified copy of the Articles of memorandum of Public 

Limited Company shall accompany the Tender. 

g) Valid attested Copies of the test certificates as mentioned in the eligibility 

criteria. 

6. Detailed Information on infrastructure, communication at Village / Block / 

District level that shall be made by tenderer for carrying out the Comprehensive 

Maintenance Contract (CMC) in all villages quoted by him during 5 years period 

of CMC. 

7. Detailed bar chart indicating schedule of project commencement, project 

implementation, project completion containing various activities. 

8. Work Experience: As per Annexure-4 (To be retyped and attach with Tender 

Document) 

9. List of work in hand: As per Annexure-6 (To be retyped and attach with 

Tender Document). 

10. Before the submission of tender, the tenderer should visit the site and carry 

out the survey and submit site visit report duly certified by concerned 

Grampanchayat as per Annexure -5 along with the tender. 

11. ATTESTED COPIES OF FOLLOWING DOCUMENTS : 

The following documents shall be attested by competent authority only. 

a. The tenderer shall specify clearly name and address of their bankers with 

turnover. 

b. Total turn over of minimum Rs. 2.5 Crores in previous year. 

c. Copy of recently paid Income Tax Challan / Return, Latest CA Certified 

Balance Sheet of previous year, PAN number, registration under VAT, 

service tax, professional tax etc. 

d. Test Certificate: The MNRE has drawn specifications for the SHL (Model 

II) & SSL as given in Annexure-7. Only type tested and qualified models of 

SPV systems shall be allowed for this tender. The testing and certification of 

samples shall be done by the Solar Energy Centre of the Ministry at

Gurgaon, Haryana or Electronics Regional Test Laboratory (East), Kolkata 

or Central Power Research Institute, Bangalore. The manufacturers whose 

the test certificates for SHL (Model II) & SSL, are valid up to 31/03/2013 are 

eligible for this tender, subject to meeting other conditions of the tender, 

specially the eligibility criterion for the tenderers. 

e. The tenderer shall submit the copies of the work orders and commissioning 

reports duly signed by the users (for commissioning report only) for 

minimum 200 nos. of SHL (Model-II) and 100 nos. of SSL systems during 

last 3 yrs. 

(b ) Envelope No.2: Financial Offer. 

“ENVELOPE NO.2: Financial Offer”, “Name of work: Tender for 21 hamlets 

in Gadchiroli District of Maharashtra”, Tender notice No.: REN- 

2012/Tender-RVE/03/ (please mention serial No. of Tender) & Name and 

Address of tenderer and shall contain; 

1. Financial Offer shall be quoted in the format provided in tender document. (To 

be separately typed / copied , sealed and signed by tenderer) 

2. The tenderer shall not mention any cost on format given in original tender. He 

shall take photocopy of a financial format and then mention a cost details on 

photocopy format only. 

3. The tenderer shall mention cost both in numbers and words for basic cost per 

number for SHL and SSL, CMC Cost for 5 years for total quantity for SHL & 

SSL and total cost (Total Basic cost + 5 years CMC cost) for entire quantity of 

SHL & SSL. In case of any discrepancies, the cost quoted in words shall be 

taken as final. 

(c) The two sealed Envelope, No.1 (Technical Bid) and Envelope No.2 (Financial 

Bid) shall be again put together in one common envelope and seal it. This 

sealed cover shall be marked with “Tender for 21 hamlets in Gadchiroli District 

of Maharashtra”, Tender notice No.: REN-2012/Tender-RVE/03/ (please 

mention serial No. of Tender) & Name and Address of tenderer. 

(d) Opening of Tenders: 

On the date specified in the Tender notice, following procedure will be adopted 

for opening of the Tenders. 

Envelope No. 1 (Technical Bid) 

Envelope No-1 (Technical Bid) will be opened first to verify its contents as per 

requirements as specified under Envelope No-1 (Technical Bid). All the 

contents and Annexures required to be submitted and fulfillment of various 

tender conditions shall be thoroughly checked and verified by MEDA. List of 

only technically eligible tenderers shall be drawn.

Envelope No.2 (Financial Bid) 

The scrutiny of technical offers will be carried out by MEDA after opening of the 

technical bids. Those tenderers, who have fulfilled the conditions of technical 

bid, will be called for the opening of the financial bids. The date of opening of 

financial bids will be communicated to the concerned eligible tenderer by MEDA 

at an appropriate time. 

The scrutiny of Technical Bids may take around 2-3 days time. The tenderers 

are requested to remain present in Pune and shall keep with them all original 

documents during opening of Technical Bids and also during subsequent 

scrutiny by MEDA for verification. 

Director General, MEDA, Pune reserves the right to postpone date of opening 

of Tender and / or Envelope – 2 (financial bids). Director General, MEDA Pune 

reserves the right to reject / accept any / all Tenders without assigning any 

reason thereof. Opening of Envelope-2 does not mean that the tenderer is 

eligible for the contract. 

B) SCOPE OF WORK: 

1. The Scope of Work shall be as under, 

a) The scope includes all the activities from design, fabrication, supply, 

transport, installation, testing, commissioning with Comprehensive 

Maintenance Contract for a period of 5 years for Solar Home Lights 

Model II, and Solar Street Lights as per MNRE specifications. 

b) The tenderer shall handover the material to the concerned 

Grampanchayat and see that the entry is made in their register. Once 

the entry is made, the tenderer shall start the installation and 

commissioning activity. 

c) Supply the copies of manual for Operation and Maintenance in Marathi 

to MEDA(2 copies of SHL & SSL). The manufacturer shall supply Marathi 

Operation and Maintenance Manual of Solar Home Light System Model 

II to each user and Marathi Operation and Maintenance Manuals of Solar 

Street Light System to Grampanchayat of the Hamlet / village. 

d) Commissioning of the entire system and carrying out comprehensive 

maintenance of the system for the period of 5 years after successful 

commissioning of the system and submission of all documents duly 

signed by Beneficiary, Gramsevak, Manufacturer and MEDA Officials as 

the case my be. 

e) Training to the user for operation and maintenance of the system and 

submission of certificate from Gramsevak for each village. 

f) The tenderer shall handover the solar home lighting system to the user 

and solar street lighting systems to Grampanchayat after commissioning

and submit the certificate duly signed by the tenderer, MEDA official and 

Grampanchayat official. 

g) The successful tenderer shall supply the guarantee card with each solar 

home light & street lights as per Annexure-8. 

h) Once the systems are installed the users will carry out the daily 

operation and maintenance of systems. However it is responsibility 

supplier to provide necessary maintenance spares for 5 years trouble-free 

operation of the systems free of cost. 

i) The tenderer has to submit the quarterly functioning status of the systems 

duly certified by beneficiary and Gramsevak. 

j) Any additional works not covered above, but necessary for the 

functioning of the system and required as per specification shall be 

incorporated. The items of minor nature, which are not mentioned, shall 

be incorporated by the tenderer. 

k) PLEASE NOTE THAT THE QUANTITIES PROVIDED IN THE TENDER DOCUMENT 

ARE APPROXIMATE AND PROVIDED ONLY FOR THE GUIDELINES. HOWEVER 

THE TENDERERS SHALL VISIT THE PLACES OF INSTALLATIONS AND VARIFY 

EACH AND EVERY ITEM, SITE CONDITIONS, APPROCH ROAD, REQUIREMENT 

OF LAND, SOIL CONDITIONS, WATER AVALIBILITY FOR ALL 21 HAMLETS. IF AT 

LATER STAGE MEDA INFORMS THE TENDERER TO SUPPLY ADDITIONAL 

QUANTITY, THE TENDERER SHALL SUPPLY, INSTALL & COMMISSION THE 

ADDITIONAL NUMBER OF SYSTEMS AT THE SAME RATES SPECIFIED IN WORK 

ORDER. 

l) Tenderer shall also confirm that the village/Hamlet is not electrified by 

Conventional energy. Successful Tenderer shall not supply the systems 

to electrified village. During the inspection of MEDA officials, if it is 

observed that the village is electrified by Conventional energy, and 

successful tenderer has supplied the systems in that village, MEDA shall 

not release the payment against that village. 

m) The successful Tenderer/s shall be required to submit monthly progress 

report duly certified by Grampanchayat during the execution of work on 

projects allotted by MEDA, and performance report after commissioning 

on quarterly basis till completion of Comprehensive Maintenance 

Contract (CMC) of 5 years period as per the formats which shall be 

forwarded at the time of placing Work Order. 

n) The tenderer shall submit 1 hard and 1 soft copy of photographs of each 

hamlet/ village depicting Solar Home Lights, Solar Street Lights and 

individual beneficiary. The photographs should display small board 

indicating name of Hamlet & Village OR Village as the case may be and 

beneficiary with his name. 

o) The tenderer shall display a notice board at prominent place at the 

project site to the effect that project have been financially supported by 

MEDA and Govt. of Maharashtra, as per details given in Annexure–9 as 

the case may be. The display board shall be fabricated as per design

given in Annexure-10 and as per details given under General terms and 

conditions No. 28. 

2. MEDA at its discretion shall visit contractor's factory for testing / inspection of 

the material to be utilized for work. The testing shall be carried out in 

manufacturer’s premises and / or at appropriate testing laboratory or as per 

direction of Director General or his authorized representative. However 

inspection of material at site shall be considered as final inspection. 

C) GENERAL TERMS AND CONDITIONS: 

1. The material used for the work shall be new & best quality available and work 

shall be carried out with best workmanship. The material used and works 

carried out shall be as per IS where ever applicable. 

2. The test certificates for Solar Home Light (Model II) & Solar Street Light valid up 

to 31/03/2013 shall be eligible for the supply under this tender, subject to meeting 

the eligibility criteria and other conditions of the tender document. 

3. Only type tested and qualified models of SHL (Model II) & SSL shall be allowed 

to be supplied under the tender. The testing and certification of samples shall be 

approved by the Solar Energy Centre, Gurgaon, Harayana of the Ministry of New 

& Renewable Energy, GoI or Electronics Regional Test Laboratory (East), 

Kolkata or Central Power Research Institute, Bangalore. 

4. No orders shall be placed on tenderers, who do not possess valid test reports for 

the SHL (Model II), & SSL and who do not submit documents and declaration to 

the MEDA stating that they fulfill the conditions this tender document on SHL 

(Model II) & SSL. 

5. The test reports are issued for specific make / manufacturer, type / model 

number and capacity under standard test conditions for the PV module(s), 

storage battery, lamp etc. used by the manufacturer to achieve the desired 

performance of the SPV system. Similarly the electronic circuits also use specific 

designs to achieve the reported efficiency, current consumption and voltage 

drops for that type of lantern system. Therefore, the tenderer is not allowed to 

change make / model of any of the components / items stated above at the time 

of supply. 

6. The test report issued by SEC and other test centers shall be considered valid 

only for the specific make/ model mentioned in that test report.

9 The successful Tenderer shall be responsible for any damage to other adjoining 

installation during the course of work and he shall pay for the cost involved due 

to damage. 

10 The successful Tenderer shall provide necessary test certificates for materials 

being used for the work. If other tests are required by Maharashtra Energy 

Development Agency (MEDA), the selected tenderer shall provide the facilities 

and bear the cost for the same. Power curve (I-V curve) self certified by the 

manufacturer of the panel for all the panels erected by the successful tenderer 

shall be provided to the MEDA. 

11 The selected tenderers shall work as per the guidelines provided by MEDA from 

time to time. Guidelines if issued in future by MEDA the changes proposed shall 

also be applicable without enhancement in project cost till the completion of 5 

years CMC period. 

12 The successful Tenderer shall provide the necessary training to the identified 

villagers for the proper operation and maintenance within the performance 

guarantee period. 

13 Guarantee period: The selected tenderers shall guarantee the system with 

comprehensive maintenance for the period of 5 years from the certified date of 

completion. However the panel guarantee shall remain up to 10 years as per 

MNRE guidelines. During the guarantee period any defects and short comings 

in the work due to inferior quality of new parts/terms shall have to be made 

good by the successful Tenderer without any extra cost to the Agency. The 

successful Tenderer shall maintain the systems during CMC period of 5 years. 

14 It is the responsibility of the successful Tenderer to ensure the satisfactory 

performance of the systems during the CMC period of 5 years. 

15 If any discrepancy is observed in specifications, the specifications specified by 

MNRE and MEDA shall be final. In the event of dispute arising any time, related 

to this work and document, decision of the Director General, MEDA or his 

nominee shall be final. 

16 The successful Tenderer shall provide appropriate tools and equipments to the 

workmen and ensure that those are in proper working condition and the 

workmen use the appropriate tools and take precaution “Please note that any 

accident to the workmen / public / animals / property both movable and 



immovable shall be entire and sole responsibility of the successful tenderer and 

any proceeding arising out of the same shall be at the contractor’s risk and 

cost. Maharashtra Energy Development Agency (MEDA) or its employees shall 

not be responsible for any such incident”. 

17 The successful tenderer shall provide all necessary tools and tackles at village 

level with the persons trained by them in consultation with Gramsevak. 

18 The successful Tenderer shall comply with the provision of contract labour. 

(Regulation and Abolition) Act 1970, minimum wages Act 1948, wages Act. 1963, 

Workmen’s Compensation Act. 1961, the contract labour (Regulation and 

Abolition) Act, 1979 and all other related Acts and any modification thereof or any 

law relating there to and rules made there under from time to time. 

19 MEDA shall not pay any interest on any amount due from MEDA. 

20 The tenderer shall quote for a district given in tender document. Incomplete or 

part offer shall be rejected out rightly. The cost written in the word shall be 

considered as final. 

21 An arrangement for carrying out Comprehensive Maintenance Contract (CMC) 

at District and / or Block level shall be provided by the tenderer and the 

information about the same shall also be incorporated with this tender 

document. 

22 If any information / confirmation / clarity on any condition of this tender is 

required, tenderer may contact / write to General Manager (RE), MEDA Pune. 

23 Once the tenderer has quoted in the Tender document and subsequently is not 

interested to work, MEDA shall forfeit the Earnest Money Deposit submitted 

with the tender document. 

24 MEDA shall not pay any interest on EMD. The EMD of unsuccessful tenderer 

shall be refunded only after acceptance of work order by successful tenderer. 

25 At the time of placing work order and during the implementation work, MEDA can 

revise the technical as well as other terms and conditions, which shall be binding 

on the tenderers. 

26 Successful Tenderer shall have to display boards at all Hamlets / Villages at 

prominent place at the project site to the effect that project have been 

financially supported by MEDA & GoM. The display board shall be prepared and 

erected at site based on following details and matter 

I. The size of board shall be 4’ (width) x 3’ (height). 

II. The matter to be painted is given in Annexure –9 as the case may be. 

The matter which is kept blank shall be referred from work order placed by 

MEDA for a particular Hamlet / Village OR Village as the case may be. 

III. The Name board shall have green background with white letters. 



IV. The Name board matter shall be in Marathi and no matter other than 

specified shall be painted which may please be noted. 

V. In case villages has more than one hamlet then, display board shall be 

made and erected at one prominent place of the each hamlets and each 

village with relevant details which need to be painted. The details can 

be referred from the respective Work Order. In case the villages does not 

have hamlet then you may not paint the matter ´ÉºiÉÒSÉä xÉÉ´É given in the 

matter to be painted. 

VI. The size of Marathi letter (font size) should be such that the details 

painted on the board is readable from 10 - 12 feet distance. The size of 

the letter should vary according to the importance of the matter. 

VII. The MEDA logo shall be in the blue color and it shall be painted on top 

right corner and GoM emblem shall be in red color and it shall be painted 

on top left corner. These details can be referred from the matter enclosed 

for your reference. 

VIII. Typical sketch indicating mounting details, materials to be used is given in 

Annexure-9 for your reference. 

IX. The manufacturer shall ensure that the board is properly erected and it 

shall be firmly held in ground and withstand all weather condition. 

X. The Name board, matter to be painted on board and mounting structure 

shall be all weather proof. 

XI. The Name board shall be installed at entry of village/Hamlet. 

XII. The successful tenderer shall submit photograph of erected board with 

households in back ground. The photographs shall be taken from such a 

distance that the matter painted on board shall be clearly readable. 

27 The successful tenderer shall submit 3% of contract value as Security Deposit 

within 10 days from date of issue of Work Order. The Security Deposit shall 

be submitted either by Demand Draft in favour of Director General, MEDA 

payable at Pune OR by Bank Guarantee of equivalent amount valid for one 

year from Nationalized Bank and shall be extended, if required by MEDA. If 

security deposit and acceptance of Work Order are not received within given 

time, Work Order shall be cancelled and EMD shall be forfeited and work 

order shall not be placed by MEDA. 

If the successful tenderer fails to complete the work due to any reason, In 

such case MEDA will place the work order for completion of incomplete work 

to another tenderer at the risk & cost of successful tenderer. If the additional 

cost is required for completion of work, it will be recovered from default 

tenderers payment or from his security deposit. 

28 Financial Offer shall be given in the format provided in tender document. 

(separately typed sealed and signed by tenderer) 



29 The tenderer shall not mention any cost on format given in original tender. He 

shall photocopy a financial format and then mention a cost details on photocopy 

format only. 

30 The tenderer shall mention cost both in numbers and words for basic cost per 

number for SHL and SSL, CMC Cost for 5 years for total quantity for SHL & SSL 

and total cost (Total Basic cost + 5 years CMC cost) for entire quantity of SHL & 

SSL. In case of any discrepancies, the cost quoted in words shall be taken as 

final. 

31 The CMC Cost for 5 years shall not be less than 5% of basic cost. 

D) TECHNICAL SPECIFICATION: 

The technical specifications of Solar Home light Model II & Solar Street Light 

are given in Annexure-7. 

E) TENDERER TO STUDY CONDITIONS: 

The Tenderers shall be deemed to have carefully examined the work and site 

conditions including labour, transportation, general and the special conditions, 

specifications, schedules and drawings and shall be deemed to have visited 

the site of the work and to have fully acquainted himself regarding local 

conditions and carried out his own investigations to arrive at rates quoted in 

the Tender. In this regard, Tenderer shall get their doubts cleared well in time 

and no extra time / extension shall be given for any reason or doubt 

clarification. The tenderer will be given necessary information to the best of 

knowledge of MEDA, Pune, if asked for. 

If the tenderer has any doubt as to the meaning of any portions of tender 

conditions, or the scope of the work or the specifications, or any other matter 

concerning the contract, he shall in good time, before submitting his Tender, 

set forth the particulars thereof and submit them to the General Manager (RE) 

in writing in order that such doubts may be clarified before submitting the 

Tender. Once the Tender is submitted, the matter shall be decided according 

to the Tender conditions in the absence of such authentic pre-clarification. 

The DPR of all hamlets / villages are available with Rural Electrification 

division, MEDA, Pune and may be made available for reference only within 

the office premises. 



F) INSPECTION: 

MEDA at its discretion will inspect the material at factory. However, the final 

inspection shall be carried out at site. The successful Tenderer shall inform 

the MEDA, Pune in writing when any portion of the work is ready for 

inspection giving sufficient notice to enable him to appoint his representative 

to inspect the same without affecting the further progress of the work. The 

work shall not be considered to have been completed in accordance with the 

terms of the contract until the competent person from MEDA shall have 

certified in writing to that effect. Approval of materials or workmanship or 

approval of part of the work during the progress of execution shall not bind the 

Director General, MEDA or in any way affect him even to reject the work 

which is alleged to be completed and to suspend the issue of his certificate of 

completion until such alternation and modifications or reconstruction have 

been effected at the cost of the successful Tenderer as shall enable him to 

certify that the work has been completed to his satisfaction. 

G) RATES AND COST OF PROJECT: 

Rate shall be inclusive of all types of taxes including VAT, octroi, loading, 

unloading, transportation, and all applicable taxes. At later stage no request in 

this regard shall be entertained by MEDA. The tenderer shall quote for given 

no. of systems mentioned in tender document. Incomplete or part offer for a 

district shall be rejected out rightly. TDS will be applicable as per prevailing 

rules. 

H) TERMS OF PAYMENTS: 

a) Village-wise Payment will be released after availability of funds from 

the Govt. of Maharashtra as follows. 

1. 85% of the Basic cost will be released on supply, installation and 

successful commissioning of all systems and after submission of 

following documents, 

a. Proof of compliance certificate from Grampanchayat (as per 

Annexure-12). 

b. Successful commissioning report duly certified by MEDA official, 

representative of Manufacturer. 

c. Declaration certificate from each beneficiary of the village (as per 

annexure-13). 

d. Invoice (2 copies) 

e. Soft copy of photograph of each installation along with beneficiary. 

2. 15% of the Basic cost will be released on submission of one month 

performance report duly certified by respective Grampanchayat officer 

and Performance Bank Guarantee from Nationalized Bank of 

equivalent amount valid for 5 years period from the date of successful 

commissioning of the systems. 



During the CMC period if the system/s are found non functional and not 

attended within 2 weeks, then Performance B.G. shall be revoked. 

• The TDS and all applicable taxes will be deducted as per the Govt. rules and 

regulations. 

• MEDA will issue necessary certificates of TDS deduction 

• 'C' / 'D' form will not issued by MEDA. 

3. Payment terms for Annual Maintenance Contract (CMC): 

The CMC amount will be released against the submission of Performance 

Bank Guarantee. The PBG will be valid for a period of 5 years i.e from the 

date of completion of the project. For the release of CMC amount 

manufacturer has to submit the functionality status report of the systems duly 

certified by concerned Grampanchayat authority and MEDA Official. 

I) LIQUIDATED DAMAGES / RISK PURCHASES: 

In case the successful tenderer fails to complete the work within the time 

period specified in the purchase order / contract with MEDA, Pune, a sum 

equivalent to 1% of the total cost shall be deducted for each week of delay 

subject to a maximum deduction of 10% of the total project cost which the 

tenderer has quoted. 

J) SECURITY DEPOSIT: 

Security deposit of 3% of the total contract value for the work allotted shall be 

submitted by the selected tenderer within 10 days from the date of receipt of 

Work Order. Security deposit shall be submitted in the form of D.D. of 

nationalized bank in favor of MEDA, Pune payable at Pune. If the security 

deposit is not submitted along with acceptance of Work Order in time, Work 

Order shall be cancelled and EMD shall be forfeited. 

K) RETURN OF EMD / SECURITY DEPOSIT / PERFORMANCE BANK 

GUARANTEE SUBMITTED BY TENDERERS: 

1. The Earnest Money Deposit submitted at the time of Tender document 

submission will be refunded after acceptance of work order by successful 

tenderers. The EMD shall be forfeited for those tenderers who have 

submitted tender document and not shown their willingness for the work / 

withdrawn their offer / failed to submit security deposit, failed to accept 

Work Order within given time. 

2. The selected tenderers shall submit 3% security deposit in the form of 

D.D. of nationalized bank in favor of MEDA, Pune payable at Pune within 

10 days from the issue of Work Order. The security deposit will be 

returned once the performance bank guarantee is submitted. 

3. The Performance Bank Guarantee shall be returned after completion of 

CMC period and submission of required documents during CMC period. 



4. All Bank Guarantees shall be from Nationalized Bank only. 

5. No interest shall be paid by MEDA on EMD / Security Deposit. 

6. In case of premature termination of the contract, The Security Deposit will 

be forfeited and the MEDA will be at the liberty to recover the loss suffered 

by it and if additional cost is to be paid to complete the work the same 

shall be recovered from the tenderer. 

L) TAX INVOICE TO BE SUBMITTED ON PRINTED FORMS: 

The successful Tenderer shall submit all tax invoices in duplicate only on 

printed form to MEDA office, Pune. 

M) PRICE VARIATION: 

Price increase shall not be considered by MEDA during entire contract period. 

N) JURISDICTION: 

In case of any dispute arising in this matter the same will be resolved under 

PUNE Jurisdiction only. 

O) TIME FRAME: 

The time frame for the completion of work in all respect is 3 months from the 

issue of work order.

TECHNICAL SPECIFICATION OF SOLAR HOME LIGHT SYSTEM: 

ANNEXURE-7 

• Definition: A solar home system aims at providing solar electricity for operating 

lights and/or fan or energizing a DC operated portable TV set for specified hours of 

operation per day. 

• Technical Specifications & General Specifications:

4. Lamps: 

(a) The lamps will be of compact fluorescent (CFL) type, either 4 – Pin or 2 – Pin 

types, with ratings of 9W and 3 watt LED. For the 4 – Pin type CFLs, a suitable 

pre-heating circuit must be provided. The lumens of 3 watt power LED should be 

around 300 +/- 5%. 

(b) The light output from the lamps should be around 900+/- 5% lumens (for 11 W 

CFL). Also please see (c) of 6 given below. 

(c) The lamps should be housed in an assembly suitable for indoor use, with a 

reflector on its back. While fixing the assembly, the lamp should be held in a 

base up configuration. 

(d) Maximum DC current consumption for a 9W CFL at 12 V, should not exceed 1 

Amp, respectively. 

(e) The lamps should conform to relevant ISI standards. 

5. Battery: 

(a) The battery will be of flooded electrolyte type, positive tubular plate, low 

maintenance lead acid battery, conforming to relevant ISI standards. 

(b) The battery will have a minimum rating of 12V, 40 Ah (at C/10) discharge rate 

depending on model. 

(c) 75% of the rated capacity of the battery should be between fully charged and 

load cut off conditions. 

(d) The Battery should have approval of ERTL/Railway/Telecom/DRDO/CECRI.

6. Electronics: 

(a) The inverter should be of quasi sine wave/sine wave type with frequency in the 

rage of 20-35KHz. Half – wave operation will not acceptable. 

(b) The total electronics efficiency should be at least 80%. 

(c) No blackening or reduction in the lumen output by more than 10% should be 

observed be observed after 1000 ON/OFF cycles (two minutes ON followed by 

four minutes OFF is one cycle). 

(d) The idle current consumption should not be more than 10 mA. 

(e) Electronics should operate at 12 V and should have temperature compensation 

for proper charging of the battery throughout the year. 

(f) Necessary lengths of wires/cables, switches suitable for DC use and fuses 

should be provided. 

(g) Only copper wires of appropriate gauge & dimensions as per ISI standards 

should be used. 

7. PV MODULE (S): 

(a) The PV module(s) shall contain crystalline silicon solar cells. 

(b) The power output of the module(s) under STC should be a minimum of 37W. 

(c) The operating voltage corresponding to the power output mentioned above 

should be 16.4 V. 

(d) The open circuit voltage of the PV modules under STC should be atleast 21.0 

volts. 

(e) The terminal box on the module should have a provision for opening for replacing 

the cables, if required. 

(f) A strip containing the following details should be laminated inside the module so 

as to be clearly visible from the front side: 

I. Name of the Manufacturer or distinctive logo. 

II. Model or Type No. 

III. Serial No. 

IV. Year of make 

8. ELECTRONIC PROTECTION: 

(a) Adequate protection is to be incorporated under no load conditions, e.g., when 

the lamps are removed and the system is switched ON. 

(b) The system should have protection against battery overcharge and deep 

discharge conditions. 

(c) Fuses should be provided to protect against short circuit conditions. 

(d) A blocking diode preferably a Schottky type, should be provided as part of the 

electronics to prevent reverse flow of current through the PV module (s), in case 

such diode is not provided with the PV module (s). 

(e) Full protection against open circuit, accidental short circuit and reverse polarity 

should be provided.

9. MECHNICAL COMPONENTS: 

(a) Metallic frame structure (with corrosion resistance paint) to be fixed on the roof of 

the house to hold the SPV module(s). The frame structure should have provision 

to adjust its angle of inclination to the horizontal between 0 and 55, so that it can 

be installed at the specified tilt angle. However, in case of thatched roof, the 

module should be pole mounted. The length of the pole should be minimum 3 

mtrs above the ground and the diameter of the pole should be 50 mm. The pole 

should be medium duty GI pipe directly fixed into the ground. 

(b) A vented metallic/plastic/wooden (A painted metallic) box with acid proof 

corrosion resistance paint for housing the storage battery indoors should be 

provided. 

10. OTHER FEATURES: 

(a) The system should be provided with 2 LED indicators: a green light to indicate 

charging in progress and a red LED to indicate deep discharge condition of the 

battery. The green LED should glow only when the battery is actually being 

charged. 

(b) There will be a Name Plate on the system which give:

12. General Installation specification:- 

a) The SPV module will be fixed on a rigid pole in case it is not possible for fixing on 

to the roof of the house. The pole will be of minimum 5 cm dia GI pipe of 

medium gage. 

b) Adequate space will be provided behind the PV module / array for allowing 

unobstructed air flow for passive cooling. 

c) Cables of appropriate size will be utilized to keep electrical losses to a bare 

minimum. (e.g. Length of the wire from module to charge controller and charge 

controller to load will be as minimum as possible. The bidder has provide 

sufficient electrical wire up to use point). 

d) The battery will locate in a dry area with proper ventilation. Care will be taken to 

ensure that the battery is placed with appropriate leveling on a structurally sound 

surface. 

e) The control electronics will not be installed directly above the battery. All internal 

wiring will be in proper conduit or capping casing. Wire will not be hanging loose. 

f) Any minor items which are not specifically included in the scope of supply but 

required for proper installation and efficient operation of the SPV systems is to be 

provided by the manufacturers or their dealers / suppliers.

TECHNICAL SPECIFICATION OF SOLAR STREET LIGHTING SYSTEMS: 

• Definition: A stand alone solar photovoltaic street lighting systems comprises a 

compact fluorescent lamp, lead acid battery, PV module(s), and control electronics, 

inter-connecting wires/cables, module mounting hardware, battery box, instruction 

and maintenance manual. 

• Technical Specifications & General Specifications:

The system will be designed to automatically switch ON at dusk, operate 

throughout the night and automatically switch OFF at the down, under average 

daily isolation of 5 kWh/sq. m. on a horizontal surface 

(a) The lamps will be of compact fluorescent (CFL) type, either 4 – Pin or 2 – Pin 

types, with ratings of 11 W. For the 4 – Pin type CFL, a suitable pre-heating 

circuit must be provided. 

(b) The light output from the lamp will be around 900+/- 5% lumens. Also, please see 

(c) of 4 given below. 

(c) The lamps will be housed in a weather proof assembly suitable for indoor use, 

with a reflector on its back. While fixing the assembly, the lamp will be held in a 

base up configuration. 

(d) Maximum DC current consumption for a 11W CFL at 12 V, will not exceed 1 

Amp. 

(e) The lamps will conform to relevant ISI standards. 

3) BATTERY: 

a) Flooded electrolyte type, positive tubular plate, low maintenance lead acid 

battery, conforming to relevant ISI standards. 

b) The battery will have a minimum rating of 12V, 75 Ah (at C/10) discharge rate. 

c) 75% of the rated capacity of the battery will be between fully charged and load 

cut off conditions. 

d) The Batter will have approval of ETDC /ERTL /Railway /Telecom /DRDO/ 

CECRI. 

4) Electronics: 

a) The inverter will be of quasi sine wave/sine wave type with frequency in the rage 

of 20-35 KHz. Half – wave operation is not acceptable. 

b) The total electronics efficiency will be at least 80%.

c) No blackening or reduction in the lumen output by more than 10% will be 

observed after 1000 ON/OFF cycles (two minutes ON followed by four minutes 

OFF is one cycle). 

d) The idle current consumption will not be more than 10 mA. 

e) Electronics will operate at 12 V and will have temperature compensation for 

proper charging of the battery throughout the year. 

f) Necessary lengths of wires/cables and fuses will be provided. 

g) The PV module will be used to sense the ambient light level for switching ON and 

OFF the lamp. 

5) PV MODULE (S): 

a) The PV module (s) shall contain crystalline silicon solar cells. 

b) Power output of the module (s) under STC will be a minimum of 74W. Either two 

modules of minimum 37 W output each or one module of 74 W output will be 

used. 

c) The operating voltage corresponding to the power output mentioned above will 

be 16.4 V. 

d) The open circuit voltage of the PV modules under STC will be atleast 21.0 volts. 

e) The terminal box on the module will have a provision for replacing the cables, if 

required. 

f) A strip containing the following details will be laminated inside the module so as 

to be clearly visible from the front side: 

• Name of the Manufacturer or distinctive logo. 

• Model or Type No. 

• Serial No. 

• Year of make 

6) ELECTRONIC PROTECTION: 

a) Adequate protection is to be incorporated under no load conditions, eg., when 

the lamp is removed and the system is switched ON. 

b) The system will have protection against battery overcharge and deep discharge 

conditions. 

c) Fuses will be provided to protect against short circuit conditions. 

d) A blocking diode preferably a Schottky type, will be provided as part of the 

electronics to prevent reverse flow of current through the PV module (s), in case 

such diode is not provided with the PV module (s). 

e) Full protection against open circuit, accidental short circuit and reverse polarity 

will be provided. 

7) MECHNICAL COMPONENTS: 

a) Metallic frame structure (with corrosion resistance paint) to be fixed on the pole 

to hold the SPV module(s). The frame structure will have provision to adjust its 

angle of inclination to the horizontal between 0 ºand 55º, so that the module (s) 

can be oriented at the specified tilt angle.

b) The pole will be made of mild steel pipe with a height of 4 mtrs above the ground 

level after grouting and final installation. The pole will have the provision to hold 

the weather proof lamp housing. It will be painted with a corrosion resistant paint. 

The pole along with base plate shall have suitable cement concrete foundation to 

assisted local worst climate condition. The base plate shall be connected with the 

foundation with holding down bolted. 

c) A vented, acid proof and corrosion resistance painted metallic box for outdoor 

use will be provided for housing the battery. 

8) OTHER FEATURES: 

a) The system will be provided with 2 LED indicators: a green light to indicate 

charging in progress and a red LED to indicate deep discharge condition of the 

battery. The green LED will glow only when the battery is actually being charged. 

b) There will be a Name Plate on the system which give: 

• Name of the Manufacturer or Distinctive Logo. 

• Serial Number. 

c) Components and parts used in solar street lighting systems will conform to the 

latest ISI specifications, wherever such specifications are available and 

applicable. 

d) The PV module (s)/systems will be warranted as per the clause given in section 7 

of part – A of the offer document. The manufacturers can also provide additional 

information about the system and conditions of warranty as necessary. The 

warranty card to be supplied with the system must contain the details of the 

system supplied as given below: 

9) An operation, Instruction and Maintenance Manual in English and the local language 

will be provided with the solar street lighting system. The following minimum details 

must be provided in the manual:
