Q 1 What is <strong>the</strong> <strong>enhanced</strong> <strong>Immigration</strong> <strong>Automated</strong> <strong>Clearance</strong> <strong>System</strong><br />

(eIACS)?<br />

The <strong>enhanced</strong>-<strong>Immigration</strong> <strong>Automated</strong> <strong>Clearance</strong> <strong>System</strong> (eIACS) is an<br />

immigration self clearance system harnessing biometric and automation<br />

technology at <strong>the</strong> checkpoints. The system offers travellers “express”<br />

immigration clearance via automated lanes. The system allows automated<br />

clearance by scanning and retrieval of data based on <strong>the</strong> traveller’s ICAO<br />

(International Civil Aviation Organisation) compliant machine-readable<br />

passport.<br />

Adult Singapore Citizens and Permanent Residents who have already<br />

registered <strong>the</strong>ir fingerprint records with ICA during <strong>the</strong> issuance of <strong>the</strong>ir<br />

Singapore identity cards will be eligible to seek immigration self-clearance<br />

via <strong>the</strong> eIACS using <strong>the</strong>ir ICAO compliant machine-readable passports.<br />

Singapore Citizens who are minors, but have provided <strong>the</strong>ir fingerprint<br />

records to ICA during <strong>the</strong> issuance of <strong>the</strong>ir BioPass can also use <strong>the</strong><br />

eIACS. Similarly, ICA issued Long Term Pass holders who have<br />

registered <strong>the</strong>ir fingerprint records with ICA during <strong>the</strong> issuance of <strong>the</strong>ir<br />

polycarbonate pass card will also be able to use eIACS with <strong>the</strong>ir ICAOcompliant<br />

machine-readable passport. For Permanent Residents and ICA<br />

Long Term Pass holders seeking to use <strong>the</strong> eIACS, <strong>the</strong>y must ensure that<br />

<strong>the</strong>ir latest passport details are updated with ICA.<br />

From Mar 2010 onwards, <strong>the</strong> eIACS is fur<strong>the</strong>r extended to holders of<br />

MOM-issued polycarbonate pass card, provided <strong>the</strong> ICAO-compliant<br />

passport <strong>the</strong>y are holding is updated with MOM.<br />

For details on how to use eIACS, please refer to ICA website<br />

(www.ica.gov.sg) .<br />

Q2 How do I know if my passport can be used for eIACS?<br />

An ICAO (International Civil Aviation Organisation) compliant passport is one<br />

which has a machine readable zone (MRZ) available in <strong>the</strong> biodata page of<br />

passport printed in a manner suitable for optical character recognition in<br />

compliance with <strong>the</strong> ICAO’s MRTD Doc 9303 standards.<br />

Q 3 What are <strong>the</strong> benefits of using <strong>the</strong> eIACS?<br />

ICA is first in <strong>the</strong> world to employ ICAO compliant passport MRZ scanning<br />

for large scale automated immigration clearance via fingerprint biometrics<br />

technology. eIACS offers a more definitive verification of a person's identity<br />

via <strong>the</strong> use of biometrics technology, and eligible users will be able to clear<br />

through <strong>the</strong> automated lanes without <strong>the</strong> need for a smart card.<br />

Q 4 Which pass holders (holding passes issued by MOM) are eligible to use<br />

<strong>the</strong> eIACS?<br />

The following group of pass holders who have enrolled <strong>the</strong>ir fingerprint and<br />

photo biometrics with <strong>the</strong> Ministry of Manpower (MOM) can use <strong>the</strong> eIACS<br />

facility for immigration clearance with immediate effect:<br />

i. Employment Pass (EP);<br />

ii. Personalised Employment Pass (PEP);<br />

iii. Entrepass;<br />

iv. Dependant’s Pass (DP)*, Long Term Visit (LTVP) Pass of <strong>the</strong> above<br />

Passes v. Training Employment Pass (TEP); and<br />

vi. Work Holiday Pass (WHP)<br />

In order to use eIACS, <strong>the</strong> pass holders must have valid passes and <strong>the</strong>ir<br />

latest ICAO compliant passport details must be updated with MOM.<br />

* Registration of fingerprint is compulsory for all aged 15 and above. It is<br />

optional for those between 6 & 14 years old. Children 5 years and below<br />

are exempted.<br />

Q 5 I am currently a Work Permit holder / S Pass holder / Dependant’s Pass<br />

or Long Term Visit Pass holder of an S Pass holder. Can I use <strong>the</strong><br />

eIACS?<br />

No. The eIACS facility is not available to <strong>the</strong>se pass holders at <strong>the</strong> moment.<br />

MOM is working with ICA to extend <strong>the</strong> facility to <strong>the</strong>se pass holders in<br />

phases. This will be announced in due course.<br />

As in current process, <strong>the</strong>se pass holders can still use <strong>the</strong> manned<br />

immigration counters for clearance when entering or leaving <strong>the</strong> country.<br />

Q6 I am an existing pass holder issued with a laminated Disembarkation /<br />

Embarkation (DE) Card, can I use <strong>the</strong> eIACS?<br />

No. You can only access <strong>the</strong> eIACS facility after you have enrolled your<br />

fingerprint/photo biometrics with MOM upon issuance with a Long Term<br />

Pass cards. If you are previously issued with <strong>the</strong> paper-laminated DE card at<br />

<strong>the</strong> time when you obtained your pass, you will be required to enrol your<br />

fingerprint/photo biometrics only when your pass is due for renewal.<br />

Q7 I am currently issued with an Access Card by ICA. If I am now issued<br />

with a Long Term Pass Card by MOM, do I continue to use Access Card<br />

for immigration clearance via eIACS?<br />

You may continue to use <strong>the</strong> Access Card until such time when it expires.<br />

Q8 Do I still need to carry my passport when I travel if I am issued with a<br />

Long Term Pass Card by MOM?<br />

Yes. The Long Term Pass Card is not a substitute for a valid passport.<br />

Please note that you have to carry your Long Term Pass Card with you at all<br />

times as it serves as a form of identification.<br />

Q9 I have wet/dry fingers. Can I use <strong>the</strong> eIACS?<br />

The system may not be able to read effectively fingerprint images for those<br />

with wet/dry fingers. If you experience difficulties in using <strong>the</strong> eIACS, you are<br />

advised to use <strong>the</strong> manned immigration counters for clearance.<br />

Q 10 What happens if my Long Term Pass Card is damaged or lost? Can I<br />

still use <strong>the</strong> eIACS?<br />

If your Work Pass Card is damaged or lost, you should make an<br />

appointment via MOM’s website under ‘Services and Forms” to visit <strong>the</strong><br />

Employment Pass Services Centre (EPSC) for a Card Replacement. A card<br />

replacement fee of S$60 is payable and <strong>the</strong> new card will be ready for<br />

collection 4 working days later.<br />

If you need to leave Singapore pending replacement / collection of your new<br />

Long Term Pass Card, you may still use <strong>the</strong> eIACS facility.<br />

Q 11 Can I still use <strong>the</strong> eIACS if <strong>the</strong>re is a change in my passport details (e.g,<br />

passport number / expiry date) which is different from what I have<br />

submitted to MOM earlier?<br />

No. You will need to notify MOM on your latest passport details so that when<br />

you use <strong>the</strong> latest/updated passport at <strong>the</strong> checkpoint, <strong>the</strong> eIACS is able to<br />

retrieve <strong>the</strong> correct information for verification.<br />

Q12 How do I notify MOM on <strong>the</strong> changes to my passport details?<br />

You can download <strong>the</strong> “Request Form for Amendment of Personal<br />

Particulars (EP Online)” at MOM’s website (www.mom.gov.sg) under<br />

Services & Forms. You can submit <strong>the</strong> scanned copy of <strong>the</strong> completed form<br />

and <strong>the</strong> required documents (copy of personal particulars page in <strong>the</strong> travel<br />

document) via <strong>the</strong> iSubmit web portal (http://www.mom.gov.sg/iSubmit).<br />

Please select ‘2. Amendment of Personal Particulars for EP / S Pass<br />

Holders’ under ‘Request Type’ on <strong>the</strong> iSubmit portal.<br />

MOM will notify you once we have processed your request. Pending <strong>the</strong><br />

change in your passport details, please continue to use <strong>the</strong> manned<br />

immigration counters.<br />

Q13 I have multiple passports issued by my country to facilitate my<br />

travelling. Can I use <strong>the</strong> eIACS facility using any of <strong>the</strong>se passports?<br />

You can only use <strong>the</strong> passport bearing <strong>the</strong> same passport details residing in<br />

MOM’s records for immigration clearance via eIACs.<br />

If you need to use an alternative passport for traveling (i.e. <strong>the</strong> passport<br />

details does not reside in MOM’s records), please use <strong>the</strong> manned<br />

immigration counters.<br />

Q14 I did not change my passport details or have wet / dry fingers but I am<br />

still unable to clear <strong>the</strong> immigration via eIACS. What can I do?<br />

You should instead use <strong>the</strong> manned immigration counters for clearance.<br />

You may later contact MOM at 6438 5122 or email to<br />

wpd_mom@mom.gov.sg to report on this. We will <strong>the</strong>n look into <strong>the</strong> matter.<br />

Q15 My dependant* was not required to register his / her fingerprints<br />

biometrics information with MOM when he / she was issued with <strong>the</strong><br />

Long Term Pass Card. Can he / she use <strong>the</strong> eIACS?<br />

No. He / She will not be able to use <strong>the</strong> eIACS as his / her fingerprints<br />

biometrics information were not registered with MOM. In this instance, he /<br />

she need to approach <strong>the</strong> manned counters for immigration clearance.<br />

Q 16 Can I still use <strong>the</strong> eIACS if my Work Pass / Long Term Pass is no longer<br />

clearance.<br />
