Purpose 

1. Rationale for this resource. 

There are many ethno-specific services in regional areas providing both 

support and assistance to people with disabilities. These services can be an 

enormous resource to generic services and are often places where bilanguage 

workers are employed. 

By learning more about the needs of diverse communities, we can plan to 

provide more relevant services. 

2. What this resource provides. 

This resource provides current information on services that provide support and 

assistance to people of culturally and linguistically diverse (CALD) 

backgrounds in the North and West Metropolitan Region (N&WMR).

The aim of this resource is to answer key questions that Disability Service Providers 

have when working with CALD communities. 

Question such as: 

� What services/supports are available to people with disabilities from 

CALD backgrounds in our region? 

� How can I develop partnerships with relevant CALD services, so I 

can learn more about diverse needs? 

� What is the best way to communicate with CALD communities? 

� How and where do I access ethnic media (e.g., print/radio/TV)? 

� The organisations listed provide some relevant information in the 

community languages indicated, but the list is not exhaustive, so 

you may wish to search for what you need using this resource as a 

starting point. 

� CALD resources go out of date quickly; accordingly, try to use 

resources that have English information included or contact details 

that enable you to check that the information is both current and 

relevant.

CALD – Culturally and Linguistically Diverse 

For the purpose of this profile a person from a culturally and linguistically 

diverse background refers to a person who was born in a non-English 

speaking country or who speaks a language other than English at home.

Emerging Communities – 

The Victorian Office of Multicultural Affairs defines emerging birthplace 

groups 

according to two criteria: 

a) Those with between 400 to 10,000 persons at the 2001 census, and 

b) Their numbers would have increased by at least 15% between the 

1996 and 2001 Censuses. 

Emerging 

language groups are defined according to two criteria:

The Arab World is made up of 22 countries that are members of the Arab League of Nations and 

have the official language of Arabic, the countries include: Lebanon, Egypt, Palestine, Algeria, 

Oman, Morocco, Syria, Jordan, Iraq, Kuwait, Qatar, Saudi Arabia, Sudan, Libya, Somalia, 

Yemen, Bahrain, Tunisia, United Arab Emirates, Comoros, Mauritania, and Djibouti. 

This Directory lists a number of services that provide Arab speaking employees and facilitators, 

who target the Arabic community as part of their service provision. 

There is a diversity of cultures within the Arab speaking community and this needs to be taken 

into account when disseminating information to Arabic speaking people

• Community Settlement Services Scheme (CSSS) Workers- The CSSS Workers assist 

ethnic communities including the Afghan and African communities through direct service 

delivery, advocacy and community development. The workers provide information, 

referral, counseling and support to assist newly arrived migrants with special needs to 

gain access to basic services such as education, training, income support, health and


language services. The workers also identify and meet the settlement needs of migrants 

& ethnic communities, analyse government policies & their impact on ethnic communities

• Youth Program- Provides assistance with settlement needs for adolescent children and

• Youth Groups (HACC) - Recreational activities, outings and camps are provided to assist 

parents of children, young people and adults with disabilities. The groups meet once a 

fortnight. The inner-west group is for children and young people 12 to 18 years old. The 

City of Wyndham group is for children and young people 11 to 18 years old. The City of 

Brimbank group is for children and young people 12 to 18 years old. The Shire of Melton 

group is for children and young people 12 to 18 years old. An adult group for young

• Host Program (HACC) - Out-of-home respite service for infants, children and young 

people 0 to 18 years old with disabilities and for their carers. Children are matched to 

volunteer single or family hosts and regular respite is provided in the host's own home for

• School Holiday Program - Various holiday programs assist families by providing

Description: 

• Ethnic Telelink (HACC) - Telelink is a telephone support service providing a link with the 

community for vision-impaired people who are alone and isolated because they are aged, 

frail, have a disability or other restriction. The service links a group of people who share a 

common interest in a conference telephone call that allows them to communicate with 

each other at regular pre-arranged times. The service targets the Greek, Arabic, 

Russian, Spanish, Vietnamese and Macedonian ethnic communities.

• Ethnic Disability Support Service - A multicultural community organisation providing 

information, referral, advocacy and support regarding legal rights and services for people 

from non-English-speaking backgrounds with intellectual, psychiatric, socio-emotional or 

physical disabilities including hearing or vision impairment, acquired brain damage and 

developmental delay in children. Advocacy is also available on behalf of survivors of 

torture or trauma. Families and community workers may also inquire. Speaking in one's 

native language can be arranged through the Telephone Interpreter Service. 

• Ethnic Disability Training Service - Training for service providers, community 

organisations and government departments to teach people to work effectively with 

individuals from non-English-speaking backgrounds with intellectual, psychiatric, socioemotional 

or physical disabilities including hearing or vision impairment, acquired brain 

damage and developmental delay in children. A training calendar is available on request.


• Carers' Support Groups - Provides mutual support for ethnic carers of the aged and 

those with disabilities. Specific groups are conducted for carers who speak Arabic, Italian, 

Chinese, Greek, Afghan, Turkish and Vietnamese. Community languages spoken 

include Afghani, Arabic, Cantonese, Greek, Hakka, Italian Mandarin, Teo Chiew, Turkish 


• Victorian Home & Community Care (HACC) Cultural Planning Project - Liaises with 

HACC programs across Victoria to ensure they provide services that respond to the 

needs of the aged and people with disabilities from non-English-speaking backgrounds. 

• Transcultural Mental Health Access Program - Provides mental health information and 

community education to people from non-English-speaking backgrounds. 

• GreatBreak Program - Provides a friendly visiting service that matches bilingual 

volunteers to people with low-to-moderate disabilities, giving families and carers time to 

pursue other activities.

• Elderly Lebanese Group - The group provides recreational activities and social interaction 

for isolated, elderly members of the Lebanese and Arabic ethnic communities. 

• Parent Support Programs - Culturally sensitive workshops on effective parenting are 

conducted through primary schools and secondary schools for Arabic speaking parents 

from the Lebanese ethnic community. 

• Arabic Speaking Mothers' Groups - Culturally sensitive ethnic support groups and 

workshops are held for Arabic speaking mothers of infants and children 0 to 5 years old. 

A group is held for young mothers. 

• Assyrian Chaldean Women's Group - The group provides recreational activities and 

social interaction for women of the Assyrian, Chaldean and Arabic ethnic communities. 

Community languages spoken include Arabic, Assyrian and Chaldean. 

• Youth Program - Provides counselling, support and advice to young people of the 

Lebanese and Arabic ethnic communities. 

• Support Group for Women - Provides assistance and support to newly arrived women of 

the Lebanese and Arabic ethnic communities.


• Newly Arrived Arabic Speaking Mother's Group - Culturally sensitive ethnic support 

groups and workshops are held for Arabic speaking mothers of infants and children 0 to 5

Description: A resource and advocacy agency for the Arabic speaking community in Victoria. It 

provides projects, research and workshops and supports mainstream services. The Network also 

functions as a support group for Arabic workers, students and other interested members, as a

Description: VICSEG is an information and resource centre providing advocacy for and on 

behalf of parents from non-English-speaking backgrounds. Services include a newsletter, 

workshops, seminars, forums and publications. Information is available in languages other than 

English. The main function of VICSEG is to provide information on children's services to 

immigrants and refugees from non-English-speaking backgrounds and to assist them with their 

child care needs. It also ensures that policy and decision makers and service providers are aware 

of the needs of immigrant families from non-English-speaking backgrounds. Families are linked
