So where will work be for contractors<br />
once public sector work ends?<br />
I said three years ago that the next couple of years would be interesting and I<br />
think I can say the same again now. Three years ago we hadn’t had the financial<br />
crisis yet it was already apparent that housing building was about to fall off a cliff.<br />
We still haven’t seen the main effects of the public spending cuts,<br />
which will kick in from April <strong>2011</strong> but, due to contracts signed up to<br />
that point, we won’t see the main drop off in public work until the<br />
second half of this year. At the same time, private sector<br />
construction is going to be growing relatively slowly. Too slowly to<br />
offset the public sector falls for the next couple of years despite<br />
private sector accounting for two thirds of the industry. After the<br />
next two years, private sector recovery will compensate for the<br />
downturn in public sector construction and the industry, as a whole,<br />
should see growth driven by recovery in housing, commercial and<br />
industrial sectors, in addition to further growth in infrastructure.<br />
Private housing should continue to grow, albeit relatively slowly,<br />
over the next couple of years. Consumer confidence has fallen and<br />
house prices are anticipated to fall this year, but the pent-up<br />
demand means that housing starts should rise over the next five<br />
years. Conversely, public housing is going to fall sharply over the<br />
five years due to lack of funding and the government’s change in<br />
focus from ‘social housing’, which is publicly funded, to ‘affordable<br />
housing’ to be primarily funded privately. Overall, for both public<br />
and private housing in Great Britain, we are anticipating 125,000<br />
starts in <strong>2011</strong>. Broadly similar to last year and <strong>26</strong>% higher than the<br />
nadir in 2009. Yet estimates from the government state that we will<br />
have <strong>26</strong>7,000 new households created each year so we won’t be<br />
meeting even half that.<br />
Commercial should see growth in the offices and retail sub-sectors.<br />
Although the offices market outside London is still shot to pieces,<br />
work on high-profile towers in prime areas of central London is<br />
proving enough to drive the market and will continue to do so over<br />
the next 18 months before work elsewhere comes back online.<br />
Industrial factories and warehouses are both recovering from<br />
historical lows, driven by manufacturing output growth and economic recovery.<br />
Both should expect to see consistent growth over the next five years.<br />
Infrastructure is likely to be boosted by work increasing twofold in rail and in<br />
energy. Rail work is going to be boosted by main works starting on Crossrail but<br />
also over 100 station refurbs around the country. Energy, despite recent events in<br />
Japan, is likely to be driven by growth in nuclear, but also boosted by increased<br />
work on renewable. We currently have nine power stations due to be taken out of<br />
service by 2023 and they will need to be replaced.<br />
The falls in public sector housing, education and health are going to lead to falls<br />
in total construction during <strong>2011</strong> and 2012 but there are sectors due to enjoy<br />
considerable growth over the next five years and contractors should be ready to<br />
take advantage of these opportunities.<br />

Latest figures raise questions over<br />
construction data<br />
The latest official figures for constant price construction output showed a bounce back of<br />
8.6% in workload in February – even though it was a short month – following a 6.8% fall<br />
in <strong>Jan</strong>uary.<br />
On the face of it, that’s encouraging news. But more interestingly the figures have reawakened<br />
concerns about the accuracy of the data as they reinforce a view that they are out of step with<br />
what’s actually happening on the ground. This is concern<br />
that the figures may be lagged. So, the official February<br />
<strong>Construction</strong> output (at constant prices)<br />
data may say more about what happened in <strong>Jan</strong>uary and 10000<br />
the <strong>Jan</strong>uary figures more about December – and so on.<br />
Before <strong>Jan</strong>uary last year the data was collected quarterly,<br />

so it was harder to spot any lags, as the data points were<br />
not fine enough. The new series collects data monthly so<br />
6000<br />
it’s easier to spot the effects of short-term shocks to the<br />
industry, such as periods of severe weather. Given the<br />
4000<br />
heavy snow last December, added to the normal<br />
seasonal shortening of working hours for the month, we<br />
would have expected that month to be a low point.<br />
2000<br />
Output did drop sharply, but the low point was <strong>Jan</strong>uary,<br />
when we might have expected a bounce back. And then<br />
0<br />
we see a bounce back in February.<br />
This all points to a lag in the data collection, given that<br />
the series is supposed to be a measure of the actual work done, or value added, of<br />
construction’s contracting businesses. There is a view that this lag – if it exists – may be down<br />
to the way firms collect data for and fill in the survey forms each month. It is not clear how in<br />
practice this is actually done. Indeed statisticians at ONS, who put together the output figures,<br />
are conducting a survey to gain a better insight.<br />
It is assumed that firms will use existing accounting sources – possibly bank statements,<br />
payment data, or invoices – rather than make an estimate of actual work done.This would<br />
almost certainly lead to a lag between the date the work was done and the recorded date on<br />
the survey forms. This lag would likely vary between individual firms, may vary month to<br />
month and indeed vary over time, for instance if payment terms change. If so, interpretation<br />
of the data needs to be adjusted to take this into account. For construction this isn’t that much<br />
of a problem. But it presents a significant problem for the statisticians. This data feeds into the<br />
figures for the nation’s output overall – the GDP figures. Normally this wouldn’t matter too<br />
much. <strong>Construction</strong> output represents just 6.3% of total GDP and a month’s lag or so on<br />
quarterly data probably wouldn’t make much difference.<br />
But the effect of the snow was thought to profoundly impact on construction and was one<br />
reason given for the 0.5% estimate of the overall effect on GDP in the final quarter of 2010.<br />
Within this the weather effect on construction accounted for a fall of 0.1% in GDP. That<br />
estimate implies that without the bad weather GDP would have been flat.<br />
But by shifting the construction data back a month, you can make a case to suggest GDP<br />
might actually have dropped a further 0.2%, suggesting an underlying fall. And looking<br />
forward – assuming a lag in the construction data – when later this month when the GDP<br />
data are published for the first quarter of <strong>2011</strong> the economy should appear to be performing<br />
worse than it actually is. This suggests policy makers will be armed with duff data, which may<br />
not be desirable for the economy at large – depending on your view of the policy makers’<br />
ability to run things. The irony is that, in the short term, it may be beneficial for construction.<br />
Put simply, such an error would probably lean the policy makers more towards expansion<br />
than contraction.<br />

Taking energy Forth<br />
In December 2009, Seagreen Wind Energy Limited was awarded exclusive development rights for the Firth of<br />
Forth Zone of the UK's Round 3 offshore wind farm development programme.<br />
The developers propose to construct up to 191 wind turbines with a generating capacity of 955MW. A planning<br />
application should be submitted to the Scottish Government in 2012.<br />

Preventing a soggy Sandwich<br />
The Environment Agency have identified that significant areas of Sandwich and Stonar Loop are at risk of tidal<br />
flooding. Preventative measures suggested include; the construction of a tidal flood relief area outside of the town<br />
at Broad Salts, with associated spillway and embankments and/or, the construction of flood walls and<br />
embankments on both banks of the River Stour; plus a new floodwall at Sandwich Quay.<br />
The Client is expected to take the scheme for board approval May <strong>2011</strong> with work scheduled to begin Summer<br />

Combined Heat and Power in Cambridge<br />
As part of a commitment to reduce its carbon footprint by 10% by 2015, Anglian Water will be investing money in<br />
Combined Heat and Power (CHP) generation and optimising outputs from their existing CHP units. One of the first<br />
of these will take place at the Cambridge Waste Water Treatment Works where Anglian Water will install CHP turbine<br />
engines and upgrade the existing facility.<br />

New Ravenscraig link road<br />
North Lanarkshire Council has successfully used Tax Incremental Funding (TIF), in order to secure cash to build a dual<br />
carriageway serving the Ravenscraig site. The road itself will be 5.6km in length and will link the M8 and the M74.<br />
Work is scheduled to begin towards the end of 2012.<br />

Southampton going green?<br />
Helius Energy PLC has recently unveiled plans for a 100MW Biomass power plant in the heart of Southampton. The<br />
project will be located within the Port of Southampton's Western Docks adjacent to Millbrook Rail freight Terminal<br />
and Millbrook (Hants) railway station.<br />
It is expected that the completed facility would produce enough renewable electricity for around 200,000 homes.<br />
A planning application should be made to the Infrastructure Planning Commission May <strong>2011</strong>.<br />

Galliford Try clinch Orkney schools project<br />
Orkney Islands Regional Council has awarded Galliford Try the £57 million contract to build and maintain four projects<br />
across the islands; Galliford Try will utilise its Scottish construction partner Morrison to undertake the work.<br />
The project includes the new grammar school at Kirkwall, Padale Halls of Residence, Stromness Primary School and<br />
Pickaquoy leisure facilities. Plans for the Papdale Halls of Residence are underway which is expected to start in <strong>Jan</strong>uary<br />

Leeds Arena project breaks ground<br />
February finally saw contractors BAM move onto site to start the £55 million design and build contract of Leeds<br />
Arena, after legal wrangles were finally resolved. The arena will boast 12,500 seats, 24 executive boxes and multiple<br />
dining and retail outlets when it opens in early 2013. Designed by Jacobs and Populous Architects to Riba stage D,<br />

Manor Property Group to develop £30 million Salford Wharf<br />
The Manor Property Group’s first opening into Manchester has been revealed as Manor Wharf Salford. A planning<br />

London & Quadrant to raise Excalibur<br />
London & Quadrant Housing Trust have had tenders returned on the Excalibur Estate regeneration scheme, which<br />
will see the post war estate raised to the ground and a total of 371 new housing units built. The prefabricated houses<br />
built from de-commissioned aircraft panels by German and Italian prisoners of war will be replaced by 70 houses and<br />
82 flats in a £40 million project, a latter phase will see and an additional 219 units constructed. Phase one is expected<br />
to start this June and be completed in 2012.<br />

Peel to open trade centre in North West England<br />
Peel Holdings is considering two sites for the Peel International Trade Centre – a £130 million trade and exhibition centre<br />
covering 200,000 m2. The favoured site is located on the West Float of Birkenhead docks which would link into the Wirral<br />
Waters scheme, although an alternative site on Bridgewater Paper Mill site near Ellesmere Port is being considered. The<br />

Summary<br />
Disappointment for the Residential sector as it failed to build on<br />
the positive value of awards from the last quarter, to see values<br />
down some 14%. This also represented a fall of just under 20%<br />
on the same quarter for 2010.<br />
David Noble, chief executive at the Chartered Institute of<br />
Purchasing & Supply, said: “On the surface there wasn’t much of<br />
a change in the construction sector in <strong>Mar</strong>ch, but there is plenty<br />
to put businesses on edge about their future prospects.<br />
“Fractionally weaker levels of activity and a more noticeable<br />
slowdown in new orders contributed to an easing of business<br />
confidence, which remains at historically low levels, allied to<br />
continued volatility in house prices and poorer consumer<br />
confidence mean there is still a great deal of uncertainty.”<br />

contract awards up very slightly to maintain the performance<br />
from the last quarter in 2010. This represented a growth of over<br />
10% on the corresponding quarter of last year.<br />
However Sarah Ledger, economist at <strong>Mar</strong>kit, said: “Worryingly,<br />
new order growth slowed more notably than that of activity in<br />
<strong>Mar</strong>ch, pointing to a slowdown in activity over the coming<br />
months, especially if the pattern is sustained.”<br />

The first quarter of <strong>2011</strong> will go down as one of stability with<br />
total value of contracts awarded being up slightly by £200,000.<br />
However this has come down 30% on the corresponding quarter<br />
of 2010.<br />
The hope for this sector remains with the Government finding a<br />
replacement method for the failed BSF programme The Sebastian<br />
James review into future schools procurement acknowledged that<br />
just 840 of the country’s 3500 secondary schools have benefited<br />
from the school building programme to date.<br />
Criticising the cost of the £55bn Building Schools for the Future<br />
programme, Sebastian James said: “I have found that the system<br />
of capital allocation and spending has frequently resulted in poor<br />
use of resources, a bureaucratic system for providers and Local<br />
Authorities and a mixed – and at times poor - outcome for both<br />
parents and children.”<br />
