Project AWARE offers civic opportunity<br />

for those with a taste for mud<br />

Cleaning up a river is a<br />

muddy job, but for those with a<br />

taste for the fi ner things in life, a<br />

Project AWARE fl yer encourages<br />

you to think of it as a trip to the<br />

spa.<br />

The 10th annual Project<br />

AWARE, which stands for A<br />

Watershed Awareness River<br />

Expedition, is July 7-14 along the<br />

Iowa River.<br />

Resources told the Franklin<br />

County Board of Supervisors<br />

Monday about the volunteer<br />

cleanup project on the northern<br />

parts of the Iowa River, beginning<br />

in the Dows and Popejoy area.<br />

The signup deadline is June<br />

22, in order to get meals ordered<br />

and canoes reserved. A fee<br />

covers catered meals.<br />

Volunteers are sought to<br />

sign up for any part of it: canoe<br />

trash duty, sorting trash on<br />

land, or simply coming out in<br />

the evenings to participate in<br />

educational programs.<br />

Evening educational<br />

programs run throughout the<br />

July 7-14 event. Programs are<br />

open to the public.<br />

Sunday in Popejoy, Deb<br />

Quade with the DNR, will speak<br />

about the glacial forming of<br />

the Iowa River, how it formed.<br />

Jerry Rupert with Iowa State<br />

University will give a program.<br />

Sunday night as well, on<br />

camping gear you’ll need.<br />

Water quality monitoring is<br />

also done daily.<br />

Campers will break camp in<br />

the morning. Gear is driven to<br />

the next site.<br />

During the day, participants<br />

paddle an average of 10-15 miles<br />

per day. They pull trash from the<br />

river, sort and recycle as much as<br />

possible.<br />

In Franklin County, the group<br />

will start by Dows and work<br />

down river, camping two nights<br />

at Popejoy before continuing to<br />

Iowa Falls.<br />

Long Memorial Park; July 13 to<br />

Riverview Park Campground<br />

(Marshalltown); July 14 to Three<br />

Bridges County Park (Marshall<br />

organizers order meals and<br />

Stats<br />

Of some 72,000 miles of river<br />

in Iowa, Project AWARE covers<br />

about 100 miles a year.<br />

Last year on the Turkey<br />

River, 32 tons of trash, including<br />

big tractor tires and old scrap<br />

metal were removed. Because<br />

of the type of trash, 96 percent<br />

was recyclable. Ages 2-75<br />

participated, 429 over the whole<br />

week. On a given day, numbers<br />

neared 200.<br />

Folks from Iowa Falls lobbied<br />

on the trip last year to bring the<br />

project to this stretch of the Iowa<br />

River, Seigley said. A southern<br />

portion has been a focus of a<br />

previous Project AWARE trip.<br />

Over the past nine years,<br />

the project has enlisted 2,100<br />

volunteers, removed 182 tons of<br />

trash and recycled 65 percent of<br />

that. The percentage of recycled<br />

trash decreased after a postfl<br />

ood cleanup of the Cedar River<br />

from Mason City to Cedar Falls<br />

in 2008. Because of fl ooding, the<br />

event was delayed from June to<br />

August. Volunteers pulled out 47<br />

tons of trash that year, but due to<br />

fl ooding debris, the percentage<br />

able to be recycled was down.<br />

Trash art project<br />

The trash, which usually<br />

consists of metal and rubber<br />

tires, is pulled from the rivers is<br />

sorted by type of metal.<br />

What is locally recyclable is<br />

determined.<br />

As in years past, Ogden artist<br />

David Williamson will sculpt a<br />

fi fth and fi nal set of gates from<br />

among the Iowa River trash<br />

found. At the Iowa State Fair<br />

on weekends, Williamson will<br />

have fairgoers melt some of the<br />

gate material in a furnace. Rebar,<br />

aluminum, fence posts, and<br />

torch-cut tanks have composed<br />

previous gates.<br />

Incumbents emerge victorious in primary election<br />

Incumbents emerged victorious<br />

from the June 5 primary election,<br />

as canvassed Monday morning.<br />

Between Republicans running<br />

for District 3 Supervisor, challenger<br />

Eric Barkema, Alexander,<br />

received 33 percent (164 votes);<br />

incumbent Corey Eberling, Sheffi<br />

eld, 67 percent (332). One provisional<br />

ballot was added to<br />

Eberling’s total. There were no<br />

Republican write-ins and 3 non-<br />

Republican candidate write-in<br />

scatterings from Democrats.<br />

Decimals are rounded to the<br />

nearest whole.<br />

In the Republican race for<br />

Franklin County Sheriff, challenger<br />

Ed Hanig, Sheffi eld, received<br />

36 percent (423); incumbent Larry<br />

Richtsmeier, Latimer, 64 percent<br />

(747). There were four Republican<br />

write-ins, and 18 non-Republican<br />

write-in scatterings from Democrats.<br />

For county auditor, Republican<br />

incumbent Michelle Giddings,<br />

Hampton, had 100 percent of the<br />

vote, when rounded (1,076). Republican<br />

voters offered two writeins;<br />

Democrats, 27 write-ins.<br />

In the Republican primary for<br />

the new U.S. House District 4,<br />

Steve King, Kiron, who is incumbent<br />

only in the western part of<br />

the district, had 98 percent of his<br />

party’s votes (959); there were 2<br />

percent (15) write-ins from Republicans.<br />

In the Democrat primary for the<br />

new U.S. House District 4, Christie<br />

Vilsack, Ames, had 99 percent<br />

of her party’s support (135); 1 percent<br />

or 2 Democrat voters wrote<br />

in a candidate.<br />

In the new State House District<br />

54, most of Franklin County’s previous<br />

representative, Linda Upmeyer,<br />

R-Clear Lake, won with<br />

99 percent (1,069). Republican<br />

House write-ins were 1 percent<br />

(8); Democrats had 11 non-Republican<br />

scattered write-ins.<br />

Consequently, King and Vilsack<br />

will face off for U.S. House District<br />

4 at the polls in November.<br />

Because of intricacies of the system,<br />

in the new Iowa Senate District<br />

27, which includes most of<br />

Franklin County, Amanda Ragan,<br />

D-Mason City, will not be on the<br />

ballot until the next gubernatorial<br />

election year, 2014.<br />

With redistricting, Franklin<br />

County is now counted as a<br />

whole. Previously the portions of<br />

Ackley and Dows in the county<br />

had been split into the same districts<br />

as their cities.<br />

Though cross-party votes don’t<br />

count in a primary, several Democrats<br />

did write in candidates from<br />

Republican races.<br />

Election commissioner Michelle<br />

Giddings explained, any candidate<br />

with 35 percent of party<br />

votes cast, and who is not on the<br />

opposing party’s ticket, can get on<br />

the ballot.<br />

Laborshed study: Education and pay don’t always match up<br />

According to the Franklin<br />

County Laborshed Analysis,<br />

released this spring, education and<br />

pay don’t always match up.<br />

The education industry has<br />

the largest percentage of postbaccalaureate<br />

degree-holding<br />

staff, followed by fi nance,<br />

insurance and real estate and<br />

public administration and<br />

government, while construction,<br />

manufacturing or farming pays<br />

the most and typically requires<br />

lower educational attainment.<br />

A laborshed is the region from<br />

which an employment center<br />

draws its commuting workers.<br />

To determine the approximate<br />

Franklin County Laborshed area,<br />

employers supplied the zip code<br />

listings of where each of their<br />

employees resides.<br />

The entire laborshed area<br />

contains some 47,000 people.<br />

Of these, 77.3 percent are<br />

employed and 7.4 percent are<br />

retired. This leaves 6.4 percent<br />

unemployed and 8.9 percent<br />

voluntarily not employed and not<br />

retired. Employment status was<br />

self-identifi ed. The unemployment<br />

percentage does not refl ect the rate<br />

published by the U.S. Bureau of<br />

Labor Statistics, which applies a<br />

stricter defi nition.<br />

Of the employed, 16.2 percent<br />

are working multiple jobs. Average<br />

hours are 37 per week. Average<br />

age is 50 years old.<br />

The top fi ve industries of the<br />

employed are healthcare and social<br />

services, 19 percent; wholesale<br />

and retail trade, 16 percent;<br />

manufacturing, 13 percent;<br />

education, 12 percent; agriculture,<br />

9 percent.<br />

The fi ve professions refl ecting<br />

the largest percentage of staff<br />

with an undergraduate degree<br />

or higher, and median salary, are<br />

education, 69 percent ($44,000);<br />

fi nance, insurance and real estate,<br />

56 percent ($12.28 per hour);<br />

professional services, 44 percent<br />

($35,000); public administration<br />

and government, 41 percent<br />

($45,000) and healthcare and social<br />

services, 29 percent ($50,000).<br />

The six highest-salaried<br />

positions and percent of staff with<br />

an undergrad degree or higher are<br />

construction, $61,000, 25 percent;<br />

manufacturing, $58,500, 16 percent;<br />

agriculture, $57,500, 12 percent (20<br />

percent in ag have an associate<br />

degree); healthcare and social<br />

services, public administration and<br />

government and education, a close<br />

sixth. (Salaries and educational<br />

attainment for last three appear in<br />

the previous paragraph.)<br />

According to Franklin County<br />

Development executive director<br />

Karen Mitchell, this indicates that<br />

earning potential in rural areas<br />

is not directly related to higher<br />

education. “Yet if one were to<br />

delve deeper, it’s the jobs requiring<br />

specialty education, which are<br />

making the most money within<br />

manufacturing,” Mitchell said.<br />

“Manufacturing has become<br />

highly sophisticated and those<br />

trades skills are learned in the<br />

classrooms of our community<br />

colleges.<br />

“By the same token,” Mitchell<br />

said, “it’s a shame that the very<br />

people we task to educate our<br />

future higher-wage earners are<br />

themselves not compensated as<br />

equitably as they could be on the<br />

open market.”<br />

Some 28 percent work in<br />

professional, paraprofessional and<br />

technical occupations followed by<br />

some 27 percent in production,<br />

construction and material<br />

handling occupations.<br />

Some 7,250 employees are<br />

estimated likely to change or<br />

accept employment. Of these,<br />

some 5,150 are employed, 525<br />

are unemployed, some 400 are<br />

voluntarily not employed but not<br />

retired and some 1,200 are retired.<br />

Some 9.4 percent, or 500 people,<br />

are estimated underemployed<br />

because they are at or below<br />

35 hours per week, at or<br />

below national poverty level,<br />

overqualifi ed for their positions<br />

or have taken a pay cut compared<br />

to previous employment. Skills<br />

mismatch (some 300 people)<br />

and inadequate hours (some<br />

200) were the top reasons for<br />

underemployment, with some 100<br />

qualifying as low income.<br />

Based around Hampton, the<br />

Franklin County laborshed draws<br />

most densely from Hampton, with<br />

45-732 commuters concentrated<br />

there, and secondarily from<br />

Sheffi eld, Latimer, Coulter,<br />

Bradford, Iowa Falls, Geneva,<br />

Dumont and Allison, with 17-44<br />

commuters residing in these areas.<br />

Zones with one to 16 commuters<br />

residing there are bounded<br />

by Ventura, Clear Lake and<br />

Mason City at the north, Greene,<br />

Clarksville and Parkersburg at the<br />

east, Steamboat Rock, Eldora and<br />

Alden at the south, and Clarion<br />

and Belmond at the west.<br />

Carolyn Meints, 92, of Sheffi eld,<br />

passed away Saturday, May 12,<br />

2012 at Muse Norris Hospice<br />

Inpatient Unit in Mason City.<br />

Funeral service will be held 10:30<br />

a.m., Wednesday at Zion Reformed<br />

Church, rural Sheffi eld with Rev.<br />

Art Zewert presiding. Interment will<br />

be in the church cemetery. Visitation<br />

Carolyn Francis (Koenigsberg)<br />

Meints, daughter of Roy Hugo<br />

Daniel and Anna Johanna (Melberg)<br />

Koenigsberg was born March 28,<br />

1920 and passed away May 12,<br />

2012. Her girlhood years were spent<br />

growing up on the family farm<br />

southwest of Sheffi eld helping her<br />

parents with the farm chores.<br />

Carolyn was a member of the<br />

German Baptist Church in Sheffi eld<br />

and later transferred to Zion<br />

Reformed Church. She attended<br />

school through the eighth grade at Chapin Consolidated School; her father<br />

decided it was not necessary for her to go to high school. Carolyn spent her<br />

time working for some aunts helping them care for their homes and canning<br />

garden produce. In Carolyn’s teen years her sister married and she lived with<br />

them for the next four years helping out where needed. After the birth of her<br />

niece Marilyn, Carolyn helped take care of her. Marilyn continued to have a<br />

special place in her heart her entire life.<br />

While living with her sister, Carolyn met a young farmer named Conrad<br />

Edward Meints. They were married October 23, 1940 at her parent’s farm.<br />

Carolyn and Conrad built a life on the family farm and raised their three<br />

children. They moved to Sheffi eld to retire in 1972. After Con’s death she<br />

lived in the Sunrise Apartments, Deerfi eld Place Assisted Living and recently<br />

moved into the Sheffi eld Care Center.<br />

Carolyn loved gardening and fl owers, she had the ability to make anything<br />

grow and bloom, especially her African Violets. Her life was about her<br />

family; always putting them before herself yet not afraid to discipline. Her<br />

faith was an important part of her life, instilling it in her children’s lives.<br />

Carolyn is survived by her children: Ronald (Shirley) Meints, Larry (Donna)<br />

Meints, and Lois (David) Craighton, all of Sheffi eld; 14 grandchildren and<br />

step grandchildren; 31 great grandchildren and step great grandchildren and<br />

3 step great great grandchildren; two nieces and one nephew; 2 sisters-inlaw:<br />

Mary Meints and Darlene Meints and a host of nieces and nephews.<br />

She is preceded in death by her husband Conrad, her parents, sister Clara<br />

and her husband John Barkela; brother Ervin, granddaughter Amy Craighton<br />

and Con’s 3 brothers: John, Harold and Marvin Meints.<br />

Sheffi eld 7 to 2 on Thursday, June 7;<br />

and on Tuesday, June 12, scored a 6<br />

to 1 win over the strong Greene nine,<br />

on the Sheffi eld diamond. Helgeson<br />

of Hampton scored in the fi rst inning<br />

after getting a triple. Two hits in the<br />

sixth netted another run. McDowell<br />

fi rst up singled, R. Harper walked,<br />

and with one away Helgeson singled<br />

to score McDowell. Two assists left<br />

two on. Dreyer, losing pitcher, was<br />

relieved by V. Harper. They walked<br />

Gerald Lutcavish<br />

Gerald Lutcavish, 81, of Sheffi eld, passed away Sunday, June 10, 2012<br />

at Mercy Medical Center - North Iowa. Funeral services will be 10:30<br />

a.m.,Thursday at First Grace Baptist Church, Sheffi eld with Pastor Dusty<br />

Foster presiding. Interment will be at Hillside Cemetery, Sheffi eld with<br />

Veteran’s Honors by Harlow Ray Massee Post #277 American Legion.<br />

Visitation will be 5:00 - 7:00 p.m., Wednesday at Retz Funeral Home,<br />

Sheffi eld.<br />

Gerald Thomas Lutcavish was born June 24, 1930 in Mason City, a son<br />

of Albert and Alice (Hawkness) Lutcavish. He attended Mason City Schools.<br />

Gerald entered the United States Army and served in Korea during the war.<br />

After the war he returned to the states and went to school to study<br />

electronics repair. He worked as a television and radio repairman for Herb<br />

& George Radio & TV in Mason City and the furniture store and hardware<br />

store in Sheffi eld. He then opened his own shop, ‘Jerry’s TV’ in Sheffi eld and<br />

was known for his fair dealings with the community.<br />

On September 8, 1957 Jerry was united in marriage with Eileen May<br />

Culver at the EUB Church in Sheffi eld by Pastor Dodd. He continued his<br />

business in Sheffi eld until retiring. For the last few years Gerald has lived at<br />

the Sheffi eld Care Center where his family has been extremely appreciative<br />

of<br />

the care he has received.<br />

Jerry is survived by his wife of 54 years, Eileen; sons: Rick (Sandy)<br />

Kammrad, Forest City; Ron Lutcavish (Sharon North) Norwalk;<br />

grandchildren:<br />

Kristie Kammrad, Jake, Tori & Kati Lutcavish; great grandchildren and great<br />

great grandchildren; brothers: Allan (Aretta) Lutcavish, Minneapolis; Larry<br />

Lutcavish, Manning; brother-in-law Harold (Billie) Culver, Sheffi eld and<br />

many nieces and nephews.<br />

He is preceded in death by his parents.<br />

General Severe was on R & R,<br />

well that’s what he called it, and<br />

we know better it was play time in<br />

Minnesota with the boys. Well I was<br />

next in command; not according to<br />

the troops but then what do they<br />

know? I added a few new wrinkles<br />

into the game which challenged<br />

their skill level. By golly folks they<br />

all passed not one fl unked out, well<br />

maybe a couple but it is beyond my<br />

integrity to every divulge who it was.<br />

We had fi fteen soldiers of fortune all<br />

warmed up and ready for combat.<br />

They were required to check their<br />

ammo to make sure they had enough<br />

rounds to go around! The top combat<br />

award went to Dallas Slagle, Barney<br />

Dougherty and Dave Levitt. Oh I<br />

know you fi nd it hard to believe but<br />

hey they are as honest as old Abe<br />

was. They fi red a 101 because we<br />

used the eclectic format, way too<br />

hard to explain so I shan’t! High light<br />

of that group was David Levitt right<br />

in there, he swung so hard on a shot<br />

he did a 360, fell down and by golly<br />

ker-plunk in she went 185 yards. If<br />

you believe that Dave said he’s come<br />

and wash your windshield for free.<br />

Prizes went to 1 st , 2 nd and 4 th . That<br />

amazing 101 won them a 94” TV<br />

but come to fi nd out they don’t make<br />

them that big. Sorry boys, maybe in<br />

2020.<br />

Second place went to my platoon<br />

who had Duane Dorenkamp and<br />

Edward Siems and we fi red a 104.<br />

Duane introduced us to his wind<br />

up swing, and let me tell you folks<br />

his wind up is something to behold.<br />

He brings the club up over his head,<br />

spins around two times steps forward<br />

and swings so hard he comes out<br />

of shoes. Now don’t laugh I never<br />

exaggerate. He did hit one drive<br />

using that formula that went 400<br />

yards, oh I forgot that was his 3 rd shot,<br />

I just can’t remember details very<br />

good. We won ourselves a free shoe<br />

shine in the airport in Des Moines.<br />

The third place platoon consisted of<br />

Randy Peter, Jim Dorenkamp and<br />

Roger Madsen and they fi red a 105<br />

which gave them nuttin. You’d think<br />

with two children and a grandpa they<br />

could shoot a little better than that.<br />

The fourth place platoon was led<br />

by fi ve stars General Cliff Cameron,<br />

whoops hey someone fi bbed as there<br />

is not a fi ve star general. Oh well,<br />

whatever rank he was, probably a<br />

buck private, led Bob Shreck and<br />

Billiam Nolte to a 110. Uffda, as they<br />

say way up nort in Minneeesewtah,<br />

dat dare’s a lotta shaaats, ya betcha!<br />

Billiam is getting so thin he tried<br />

to convince us that he has to jump<br />

around in the shower to get wet.<br />

WOW! They won a free fi shing trip<br />

to Aglahara – if they can fi nd it. The<br />

fi nal platoon was running out of<br />

ammo but managed to fi re that last<br />

round of bullets, whoops golf balls,<br />

as they emptied their clips. They<br />

shot 112 which aren’t bad for a skinfl<br />

int, a license plater and a fi sher of<br />

fi shermen. It was none other than<br />

Bob Siems, Jim Saylor and DeanO<br />

Peter. Thus friends ends yet another<br />

chapter in the never ending book of<br />

“How to Play Golf When Aged!”<br />

So, sew what…sew buttons on<br />

your over coat says the guru of<br />

literature and I be like the giraffe who<br />

was neck and neck with his brother.<br />

Heimer accused me of being a crosseyed<br />

teacher because I couldn’t<br />

control my pupils. I heard Heimer,<br />

Severe, Schnoes, and Nelson took<br />

a tour of the Coca-Cola plant in<br />

Winona and was given a pop quiz at<br />

the end. Okay so long and thanks for<br />

inviting me (well maybe you didn’t)<br />

Nothing really exciting to write<br />

went smoothly the whole week<br />

great. I listened to him, but didn’t<br />

I’m not going to let him know<br />

that! Other than that . . . a very<br />

good week. May they all be that<br />

Home . . . nothing newsworthy<br />

there, either. Just the norm. I don<br />

my apron, grab the dusting rag,<br />

then the mop, then the vacuum,<br />

etc., and have at it. Saturday up<br />

early and headed for Altoona.<br />

Once again got lucky and found<br />

their house on the fi rst try. It<br />

young ones’ old home. Play time<br />

with Little Lid. (I wish I had onethird<br />

time for the young one to take<br />

her nap. (Heck . . . I’m the one<br />

many things that I just threw<br />

away are valuable today! If only<br />

one knew! (I have friends who<br />

say I’m an antique!) But I don’t<br />

the road for a game of Bingo, and<br />

back north. Sunday work around<br />

the adobe, yard, garage, and an<br />

hour or so at the offi ce. Never left<br />

Composting<br />

School July 24-26<br />

NEVADA—The 2012 Midwest Composting<br />

School will be held July 24-<br />

26 and promises to be an intensive<br />

three-day program. This year’s school<br />

will provide training in the science<br />

of composting; handling challenging<br />

feedstocks, specifi cally food waste;<br />

enhancing compost quality and use;<br />

using compost in construction projects;<br />

understanding compost sampling;<br />

environmental regulations; and<br />

effective management of the composting<br />

process. All three days includes a<br />

combination of hands-on training, lecture,<br />

discussion and problem solving.<br />

Kapil Arora, agricultural engineer<br />

with Iowa State University Extension<br />

and Outreach, is the school coordinator.<br />

“Participants will receive handson<br />

experiences and hear from composting<br />

facility managers and other<br />

experts about techniques that will give<br />

them a competitive edge.”<br />

The school will be held on July 24-<br />

26 at the Iowa State Dairy Farm and<br />

Iowa State University Composting<br />

Facility. The 2012 Midwest Composting<br />

School is a collaborative effort<br />

between Iowa State University, Illinois<br />

Minnesota, University of Wisconsin<br />

and Texas A&M University. The 2012<br />

School is funded in part by the Iowa<br />

Department of Natural Resources<br />

Nobody’s giving up on cutting<br />

property taxes<br />

Cutting property taxes is long<br />

overdue here in Iowa, and it would<br />

be a great way to create local jobs.<br />

Senate Democrats have taken<br />

the advice of Iowans, community<br />

leaders and business leaders from<br />

across the state in putting together a<br />

plan for cutting commercial property<br />

taxes.<br />

The Legislature does its best work<br />

when we avoid divisive issues and<br />

work together on the top priorities<br />

of Iowans. Iowans want property tax<br />

relief. That’s why I’m frustrated and<br />

disappointed that the House, Senate<br />

and Governor let the opportunity to<br />

pass permanent property tax reform<br />

slip through our fi ngers this year.<br />

In 2011, the Iowa Senate voted<br />

46-4 for $200 million annually in<br />

commercial property tax relief. Four<br />

out of fi ve commercial property tax<br />

payers would have received a 40<br />

percent tax cut under the Senate’s<br />

bipartisan plan—a plan that would<br />

not shift any additional tax burden<br />

to homeowners. Unfortunately, our<br />

proposal was not taken up in the<br />

Iowa House.<br />

During the 2012 session, we<br />

developed a bigger, bolder plan that<br />

would have cut commercial property<br />

taxes by more than $350 million.<br />

In the end, Senate File 2344 was<br />

caught up in election-year politics.<br />

It didn’t garner one Republican vote,<br />

despite including suggestions from<br />

Governor Branstad and Republican<br />

lawmakers.<br />

This was a missed opportunity.<br />

It would have dramatically cut<br />

property taxes for almost every<br />

business and also would have cut<br />

taxes for working families.<br />

I will continue to push for a<br />

commercial property tax cut for<br />

every Iowa business—one that<br />

helps our small businesses the most,<br />

without hurting local schools and<br />

services. I know we can get the job<br />

done.<br />

FSA seeks<br />

new county committee candidate<br />

The nomination period for this<br />

year’s county committee election<br />

will be June 15 through Aug. 1, with<br />

elections taking place this fall.<br />

This year’s election is important,<br />

according to Franklin County Farm<br />

Service Agency executive director<br />

Steve Abbas.<br />

That’s because Franklin County<br />

Committee member AJ Schaefer has<br />

served his maximum of three, threeyear<br />

terms. The county FSA will be<br />

looking for someone new to represent<br />

the townships of Richland, Ross,<br />

Scott, West Fork and Wisner, known<br />

as Local Administrative Area 1, or<br />

LAA 1.<br />

The Franklin committee consists<br />

of three members whom eligible local<br />

producers elect to three-year terms,<br />

which are staggered by year.<br />

Typically, Franklin County’s<br />

eligible producers have elected men to<br />

the committee.<br />

“(Candidates) can also be women<br />

who are involved in farming, either<br />

as owners or operators. A number of<br />

counties in Iowa have had women<br />

elected to the committee system,”<br />

Abbas said.<br />

U.S. Department of Agriculture<br />

said in a news release the organization<br />

is committed to increasing the<br />

participation of all farmers on the FSA<br />

county committees, with an emphasis<br />

on women and minority farmers.<br />

Beginning farmers are also highly<br />

encouraged to become involved.<br />

Stephen, David, and Susan Lahner,<br />

of Sheffi eld, drove to Minneapolis,<br />

Minn., to attend the Minnesota Twins<br />

vs. Chicago White Sox double header<br />

major league ball games. They also<br />

visited Mr. and Mrs. Les Lahner and<br />

family in Minneapolis.<br />

panel in Franklin County district<br />

court for the months of July, August,<br />

and September. The 77-member list<br />

was selected on Thursday, June 1,<br />

clerk of district court. The jurors will<br />

serve when called during this period<br />

according to a copy of the venire.<br />

“It’s best if they are actively<br />

involved in farming either as owners<br />

or operators,” Abbas said, in order to<br />

have someone knowledgeable about<br />

what’s going on in agriculture, to<br />

facilitate decision-making.<br />

If a third man is elected, an adviser<br />

is appointed. Currently, that’s Linda<br />

Krukow from Hampton. If a woman<br />

were elected, Krukow wouldn’t need<br />

to advise, according to Abbas. An<br />

advisor does not vote, but Abbas said<br />

all input is carefully considered.<br />

“The committee election process is<br />

designed to give all producers a better<br />

chance of having their opinions and<br />

ideas expressed in the community,<br />

throughout FSA and the nation.<br />

Therefore, it is vital that we have a<br />

diverse committee, not only in the<br />

physical make up of the committee, but<br />

making sure we have representatives<br />

from all forms of agriculture,” said<br />

John Whitaker, state FSA executive<br />

director.<br />

Decisions can be producer appeals,<br />

based on eligibility for farm program<br />

decisions; loan approval, for items such<br />

as grain bins or dryers; commodity<br />

price support; conservation programs;<br />

employing county executive directors;<br />

to the North Iowa Area Community<br />

College Dean’s List at Mason City<br />

for the winter term.Two students from<br />

Sheffi eld, James Hansen and Linda<br />

Symens, earned a 4.0 (straight A)<br />

average. To be recognized a student<br />

must carry at least 12 semester hours<br />

of work and earn at least a 3.25 grade<br />

point average, based on a 4.0 scale.<br />

Other students named were: Kenneth<br />

Beck, Brenda Krukow, Nancy Krukow,<br />

and David Smit, all of Sheffi eld; Janet<br />

Ermer, Thomas Kelley, Joel Rooney,<br />

Lori R. Madsen, daughter of Mr.<br />

and if 4-H were in short supply, the<br />

Mrs. Ruth Wiele hosted a German<br />

Jeff Yelland of Centerville is staying<br />

The Board of Supervisors met in regular<br />

session at 8:30AM with Board members<br />

Michael Nolte-Chairman, Corey Eberling, and<br />

Jerry L. Plagge present.<br />

Motion by Eberling, seconded by Plagge,<br />

approves the agenda as submitted with one<br />

addition: 1) Appoint member to Fire District #1,<br />

due to retirement of Arlo Pralle.<br />

Motion by Plagge, seconded by Eberling,<br />

approves the minutes of June 4, 2012. All ayes.<br />

Motion carried.<br />

The Board opened the meeting to public<br />

comment: No one from the public was present.<br />

The Board reported on committee meetings<br />

throughout the week: Access Inc., budget<br />

matters.<br />

Motion by Eberling, seconded by Plagge,<br />

approves an Application to Perform Work within<br />

Franklin County Highway Right of Way for Al<br />

Froning to mow and bale along Hwy C47 west<br />

of Geneva. All ayes, motion carried.<br />

At 9:30 AM Lynette Seigley- Iowa<br />

Department of Natural Resources met with<br />

the Board regarding the 10th Annual Project<br />

AWARE (A Watershed Awareness River<br />

Expedition). The Iowa DNR conducts an<br />

annual weeklong journey experiencing river<br />

cleanup and watershed awareness in one river<br />

every year. Beginning Saturday, July 7 th with a<br />

meet and greet at Popejoy Conservation Park<br />

at 2:30-5:30 p.m. and all throughout that week,<br />

volunteers will be cleaning up the Iowa River<br />

from Popejoy south to Marshalltown. Seigley<br />

encourages area citizens to participate. No<br />

action taken.<br />

At 10:00 AM the Board canvassed votes cast<br />

from the June 5, 2012 Primary Election.<br />

Motion by Plagge, seconded by Nolte,<br />

that the following persons be declared as the<br />

nominee to their respective listed party and<br />

offi ce and will appear on the General Election<br />

member on the Franklin Rural Fire District #1,<br />

as of July 1, 2012, as per the recommendation<br />

of Fire District #1 and due to the retirement of<br />

Arlo Pralle. All ayes. Motion carried.<br />

At 11:00 AM Karen Mitchell-Franklin County<br />

Development Director met to update the Board<br />

on LeMar Industries (fka Hall Industries) and<br />

their request to receive TIF dollars for a possible<br />

addition to their tax base and growth to their<br />

industry. Mitchell asked if the County would<br />

be receptive in signing an agreement stating<br />

they are willing to offer either tax abatement<br />

or TIF dollars to the company to help their tax<br />

base and future growth. The Board feels they<br />

need to move forward with this request but<br />

fi rst a development plan is needed to know<br />

the direction of the company. Once a plan is<br />

accepted by the Board, the County can then<br />

begin the process. No action taken.<br />

At 11:30 AM Russell Wood-Community<br />

Services/Planning & Zoning/HIPAA met<br />

with the Board to go over the mental health<br />

regionalization and budget amendment<br />

requested for the 2013 fi scal year for his<br />

various departments. No action taken.<br />

Motion by Plagge, seconded by Eberling,<br />

as a condition of eligibility for receiving<br />

Mental Health and Developmental Disabilities<br />

Community Services Fund dollars per the Iowa<br />

Department of Human Services Community<br />

Mental Health Center Affi liation, Franklin<br />

County assigns Berryhill Center for Mental<br />

Health, Fort Dodge, as provider for services in<br />

fi scal year 2013, per Code of Iowa 225C.7(3).<br />

All ayes. Motion carried.<br />

Motion by Eberling, seconded by Plagge,<br />

approves a contract for rate of pay between<br />

Franklin County and Access Inc., Hampton,<br />

with a 2% rate increase for daily rehab and<br />

prevocational with other fees staying the<br />

same. This contract period being from July 1,<br />

2012 through June 30, 2013. All ayes, motion<br />

carried.<br />

Motion by Eberling, seconded by Plagge,<br />

approves setting July 2, 2012 at 10:00 AM<br />

as the date and time to amend the new<br />

FY12/13 Budget with regards to moving case<br />

management dollars from the Mental Health<br />

Fund into a new Case Management Fund,<br />

adjusting budgeted dollars throughout various<br />

departments. All ayes, motion carried.<br />

approves claims for the period ending 6/10/12.<br />

approves Applications for Fireworks Permits<br />

Heilskov to display fi reworks on July 7, 2012 at<br />

1324 Mallard Ave.; 3) Sean Porter, to display<br />

fi reworks on June 16, 2012 at 1740 105th St,<br />

Geneva Iowa. Adding a sentence to each letter<br />

stating if a County wide fi re band is issued, the<br />

Application will be null and void, unless it is<br />

rescheduled for a later date. All ayes. Motion<br />

West Fork Boys Straighten Out<br />

Warhawks Win Two Conference Games<br />

Things are fi nally starting to<br />

correct themselves, as the West Fork<br />

Boys Baseball team has won two<br />

Corn Bowl Conference games in a<br />

row, after getting off to a sluggish<br />

start at the beginning of the season.<br />

On Friday, June 8, West Fork<br />

defeated Nashua-Plainfi eld 7-3 in a<br />

conference game at Sheffi eld.<br />

West Fork scored four runs in<br />

the bottom of the fi rst inning. The<br />

Warhawks added two runs in the<br />

third, and a single run in the fourth<br />

inning for the win.<br />

Jordan Hubka pitched the win for<br />

West Fork, allowing seven hits, three<br />

runs, two of which were earned, and<br />

he struck out two batters.<br />

As a team, West Fork collected<br />

11 hits for the game. Markus Wogen<br />

continued his fi ne play for the<br />

Warhawks by going 3 for 4 at the<br />

plate with a double.<br />

Jordan Hubka cracked two<br />

homeruns and drove in two runs, as<br />

he went 2 for 3 at the plate.<br />

Spencer Halloran was 2 for 4<br />

with two triples, and he drove in two<br />

runs.<br />

Cody Engebretson, Austin Neff,<br />

Jeff Hafermann, and Ryan Smit had<br />

the other West Fork hits.<br />

On Wednesday, June 6, West<br />

Fork defeated Riceville 7-0 in a<br />

conference game at Sheffi eld.<br />

West Fork scored a single run in<br />

the bottom of the fi rst inning. The<br />

Warhawks added four runs in the<br />

fi fth inning, and two runs in the sixth<br />

inning for the win.<br />

Spencer Halloran hurled a twohit<br />

shutout of the Wildcats, and he<br />

struck out 11 batters in his personal<br />

best performance of the season.<br />

West Fork collected seven hits,<br />

and the team stole six bases to create<br />

their scoring opportunities.<br />

Markus Wogen led West Fork at<br />

the plate by going 3 for 4 again with<br />

a double, and he drove in three runs.<br />

Jordan Hubka was 2 for 4 with a<br />

double and a homerun, and he drove<br />

in a run. Jordan scored three runs.<br />

Spencer Halloran had a double,<br />

and Sam Amsbaugh had the other hit<br />

for the Warhawks.<br />

In other action last week, Clear<br />

Lake romped all over West Fork by<br />

the score of 18-0 in a non-conference<br />

game at Sheffi eld on Tuesday, June<br />

5.<br />

Clear Lake is highly ranked in<br />

Class 3A, and the Lions played the<br />

game in that manner, as they gave<br />

West Fork no chance in the game at<br />

all.<br />

West Fork was held to a single<br />

hit, a triple by Jordan Hubka, as the<br />

Warhawk bats were silent for the<br />

game.<br />

Jeff Hafermann started on the<br />

mound pitching for West Fork, and<br />

he took the loss. Cody Engebretson,<br />

Ryan Smit, and Tanner Tuttle pitched<br />

in relief for the Warhawks, and none<br />

of the pitchers were effective against<br />

the powerful Lions.<br />

On Monday, June 4, St. Ansgar<br />

defeated West Fork 5-3 in a<br />

conference game at St. Ansgar.<br />

St. Ansgar scored two runs in the<br />

bottom of the third inning, and two<br />

additional runs in the second inning.<br />

The Saints added a single tally in the<br />

sixth inning.<br />

West Fork scored a single run in<br />

the third inning, and the Warhawks<br />

added two runs in the fi fth inning,<br />

which wasn’t enough in this game.<br />

As a team, West Fork managed<br />

just four hits for the game. Scoring<br />

Panthers added a single run in the<br />

fourth, and two additional runs in the<br />

fi fth inning for the win.<br />

West Fork had two runs in the<br />

fourth, and a single run in the fi fth<br />

inning.<br />

West Fork is now 3-7 overall for<br />

the season, and 3-2 in Corn Bowl<br />

Resigns At West Fork<br />

Warhawks Mentor Leaving For Carlisle<br />

West Fork Head Boys<br />

Basketball Coach Jordan Nelson<br />

has resigned at the school to<br />

pursue other interests.<br />

Coach Nelson will be the<br />

Dean of Students and head boys’<br />

basketball coach at Carlisle, a<br />

suburb of Des Moines.<br />

Coach Nelson said, “It was a<br />

very tough decision to leave West<br />

Fork, but professionally, it is the<br />

right move for me and my family<br />

in a lot of ways.”<br />

Nelson has had fabulous<br />

success with the West Fork<br />

Boys Basketball program in the<br />

past four years. He guided the<br />

Warhawks to the Class 2A State<br />

Championship in 2011. West Fork<br />

has also dominated the Corn Bowl<br />

Conference under his guidance.<br />

He has coached eight years at<br />

the school, with SCMT being the<br />

school for four years, before the<br />

naming of West Fork.<br />

West Fork has won 56 straight<br />

conference games, and the<br />

Warhawks are predicted on paper<br />

to win the conference title again in<br />

2012-13.<br />

West Fork was ranked in the<br />

top fi ve teams in Class 2A for the<br />

season just passed, before losing to<br />

Roland-Story 51-49 in a substate<br />

fi nal game at Mason City. West<br />

Fork fi nished with a record of 22-<br />

2.<br />

It will be a challenge for Coach<br />

Nelson at Carlisle, as they fi nished<br />

7-15 last season in Class 3A.<br />

Meanwhile, the cupboard is not<br />

bare at West Fork. The Warhawks<br />

have eight returning Varsity<br />

letterman coming back. The JV<br />

team had a winning record, the<br />

JJV (freshman) team had a good<br />

winning record, and the eighth<br />

grade team had a good winning<br />

record.<br />

District Golf Meet<br />

Warhawks Complete Season<br />

Hunter Myers and Joe<br />

Myers led the West Fork Boys<br />

Golf team to a fi fth place fi nish<br />

at the Class 2A Boys District<br />

Golf Meet on Friday, May 18.<br />

The meet was played at the<br />

Fox Ridge Golf and Country<br />

Club in Dike.<br />

Waterloo Columbus<br />

Catholic won the meet with a<br />

low team total of 312 strokes<br />

for the eighteen holes played.<br />

Jesup followed with a team<br />

score of 319, and Denver<br />

was third with a score of<br />

321. Waterloo Columbus and<br />

Jesup advanced to the Class<br />

2A Boys State Golf Meet at<br />

Spring Valley Golf Course<br />

in Livermore on May 29 and<br />

May 30.<br />

Central Springs (Manly)<br />

placed fourth with a score of<br />

325, and West Fork placed<br />

fi fth with a team score of 333.<br />

Mitch Maiers of Columbus<br />

fi red a low round of 75 for meet<br />

medalist. Chase Shedenhelm<br />

of Denver shot a 76 for meet<br />

runnerup.<br />

Hunter Myers shot a low<br />

round of 81 to lead West Fork.<br />

Joe Myers followed with an<br />

82. Tyler Greimann had an<br />

84, and Nick Nielsen came<br />

in with an 86 to complete the<br />

Warhawks team score of 333.<br />

Kyle Parcher shot an 87,<br />

and Lucas Noss added a 92,<br />

for the other non-counting<br />

scores for West Fork.<br />

West Fork had an excellent<br />

season, as the Warhawks<br />

fi nished with an overall record<br />

of 40 wins and 5 losses.<br />

Warhawks Lose Three More Games<br />

Wins remain hard to come by for<br />

the West Fork Girls Softball team,<br />

as the Warhawks lost two games in<br />

Corn Bowl Conference action, and a<br />

non-conference game as well.<br />

On Monday, June 4, St.<br />

Ansgar downed West Fork 9-5 in a<br />

conference game at St. Ansgar.<br />

he Saints scored three runs in<br />

the bottom of the fi rst inning. They<br />

added a single run in the third, three<br />

more runs in the fi fth inning, and two<br />

runs in the sixth for the win.<br />

West Fork scored four runs in<br />

On Tuesday, June 5, Mason City<br />

Newman Catholic shut out West<br />

Fork 10-0 in a non-conference game<br />

at Mason City.<br />

Newman is a very good team, as<br />

the Knights are ranked No. 6 in the<br />

latest Class 1A statewide poll.<br />

Newman scored fi ve runs in the<br />

very fi rst inning. The Knights added<br />

a run in the second, and three more<br />
