TECHNICAL REPORT<br />

Improvement of Jodhpur - Osian - Phalodi Road km 2/000 to<br />

121/500 (SH-61) under BOT Annuity Scheme (Jodhpur -<br />

Osian - Phalodi)<br />

Road project is proposed for widening strengthening and<br />

improvement of Phalodi (NH-15) - Osian - Jodhpur (NH-65)<br />

Road (SH-61) from Km. 2/000 to 121/500. It is an<br />

improvement link connecting Jodhpur - Phalodi. This is the<br />

shortest route connecting NH-15 to NH-65. Phalodi is<br />

Strategic important point for Army Movement. Osian is<br />

famous for Osian mata temple a hindu worship place. Thus<br />

the route is important from defence, religious and economic<br />

point of view. It is therefore necessary to strengthen, widen<br />

and improve the reach under considration.<br />

3 Location of the Project : This project is on the part of State Highway No. 61 of Km.<br />

2/000 to 121/50 (Starting from Phalodi<br />

Lohawat, Osian & Mathania.<br />

to Jodhpur via<br />

4 Climatic condition : a) The average annual rainfall of Phalodi district is 300<br />

mm<br />

b) Maximum Temp. during summer 45°C and<br />

c)<br />

Minimum 5°C during winter<br />

Water table 30 to 120 M below ground level.<br />

Rajasthan is the second largest state of the country and is one<br />

of the few states that show a great contrast from one area to<br />

another. This disparity is noticeable in respect of climate, soil,<br />

vegetation, mineral resources, etc.This is very important state<br />

highway (SH-61) connecting almost all the container &<br />

<strong>com</strong>mercial traffic leading towards Bikaner, Jaiselmer,<br />

Ganganagar. Looking to the traffic growth & improvement of<br />

this area there is very necessity to further improvement of this<br />

road by strengthening.<br />

Previously, the Road was constructed in various stages.<br />

Originally the road was 3.0 m wide subsequently widened to<br />

5.5m and finally to 7m.in various stages / reaches.


7 Design Proposals :<br />

The Project design scope of work in this project are :<br />

a) Geometric Design and General Features :<br />

The Geometric design of the Project Highway shall<br />

confirm to the standards of IRC.Existing Horizontal<br />

Curves, which are found deficient in radius, lay out ,<br />

transition lengths or super elevation shall corrected<br />

to the specified standards.<br />

Any deficiencies in vertical profile in respect of<br />

grades, layout of vertical curves and sight distance<br />

shall be corrected to meet the minimum specified<br />

requirements.<br />

The design speed shall be adopted for various<br />

terrain classified as per IRC standard for plain area<br />

rulling speed 80 km./hr. and minimum 65km./hr.<br />

b) Intersections and Junctions :<br />

Intersections and Junctions shall be improved as per<br />

IRC:SP:41.<br />

c) Pavement Design :<br />

The design of flexible pavement is covered in two<br />

part namely, new pavements, and widening and<br />

strengthening of existing pavements. As per IRC:37<br />

and IRC81<br />

d) Roadside Drainage :<br />

The design and construction of surface and sub<br />

surface drains for highway drainage shall be carried<br />

out in accordance with the requirements an as per<br />

IRC Specification.<br />

e) Widening of Cross - Drainage Works :


The design of drainage system such as surface and<br />

sub-surface drainage for pavement, median,<br />

shoulder, high embankment shall be carried out in<br />

accordance with IRC: SP: 42 and IRC: SP: 50. Surface<br />

runoff from the main highway, embankment slopes<br />

and the service roads shall be discharged through<br />

longitudinal drains, which shall be designed for<br />

adequate cross section, bed slopes, invert levels and<br />

the outfalls. If necessary, the walls of the drains shall<br />

be designed to retain the adjoining earth. Where<br />

drains are required to be the covered, the cover of<br />

the drain shall be designed for carrying the<br />

maximum expected wheel load. The covered drains<br />

shall be provided with iron gratings / , strong<br />

enough to withstand expected loading.<br />

f) Traffic Control Devices and Road Safety Works &<br />

Roadside Furniture :<br />

(i)Traffic Control Devices shall <strong>com</strong>prise of traffic<br />

signs, road markings, safety barriers, pedestrian<br />

railing, etc. as per guidelines in IRC:35, IRC:67 and<br />

Section 800 of the MoRTH Specifications shall be<br />

followed in adopting appropriate road markings<br />

and traffic signs for Road Safety Works.<br />

(ii) Pavement marking shall also be carefully<br />

planned depending upon the requirement for each<br />

location and shall conform to IRC-35. The Project<br />

Highway shall incorporate all such safety features<br />

such as elaborate system of signs and markings, cat’s<br />

eyes, delineators, hazard markers, safety barriers at<br />

hazardous locations, pedestrian guardrails so that<br />

the Project Highway operates as a “Forgiving<br />

Highway”.<br />

g) Toll Plazas :<br />

4 Nos. of Toll Plaza for collection of toll shall be<br />

constructed for the fee collection system speedily,<br />

efficient and user friendly. The design of toll plazas<br />

shall be such that they are aesthetically pleasing and<br />

efficient and the fee collection staff should be quick,<br />

courteous and adequately trained before<br />

deployment as per concession agreement:<br />

h) Roadside Furniture :


(i) The Project Highway shall be provided with<br />

elaborate system of traffic signs and markings. The<br />

traffic signs for various situations/location would be<br />

in accordance with IRC 67 in terms of location,<br />

configuration and colour scheme.<br />

i) Landscaping and Plantation :<br />

The concessionaire shall plant tees and hurbs of<br />

required number and type at the appropriate<br />

locations with in the Right of Way and in the land<br />

earmarked by the Government for the forestation.<br />

And also maintain the trees and shrubs in good<br />

condition during the operation period.<br />

Provision of Rs. 1.88 Crore has been taken.<br />

8 Scope of Work : The Project scope of work in this project are :<br />

I a) The construction of new paved shoulder in km<br />

2/000 to 121/500 is proposed. The Crust of this<br />

paved shoulder is taken same as new construction of<br />

road. Detail is as under.<br />

1. Sub Grade soil of 9% CBR<br />

2. GSB 30% CBR - 200mm Thick<br />

3. WMM - 250mm Thick<br />

4. DBM - 75mm Thick<br />

5. BC - 40mm Thick<br />

b) The construction of New BT Road on the bye pass is<br />

proposed at Mathania, Osian & Ummaidnagar.<br />

Manaklav to Mathania - 12.13 Km<br />

Osian Sharp Bend - 0.5 km<br />

Ummaid Nagar Bye Pass - 1.22 Km<br />

Sharp Bend after Manaklao - 0.5 km<br />

For this stretch new construction the crust is<br />

proposed is as under :-<br />

1. Sub Grade soil of 9% CBR<br />

2. GSB 30% CBR - 200mm Thick<br />

3. WMM - 250mm Thick<br />

4. DBM - 50mm Thick<br />

5. BC - 40mm Thick<br />

c) The New CC road of 3300m length is taken. The<br />

length is proposed in several stretches.<br />

Osian Village - 1850 m (4 Lane Road)<br />

Mathania Village - 1500 m


Proposed CC Road Crust is proposed as under :-<br />

1. GSB - 150mm Thick<br />

2. CC M-10 - 150mm Thick<br />

3. CC M-30 - 300mm Thick<br />

(d) Strengthening of existing surface i.e. from km 2/000 -<br />

121/500 is proposed by providing 50mm thick DBM<br />

for improving super elevation, camber correction<br />

and undulations and 40mm thick BC.<br />

(e) 60/70 grade bitumen shall be used for DBM<br />

(f) Widening of existing carriageway to two lane (7.0m)<br />

carriageway with 2x1.50m Paved Shoulder and<br />

2x1.0m Hard Shoulder.<br />

(g) Proposal to improve the existing formation in 12.0m<br />

width with side slopes with Hard shoulders on both<br />

side of the carriageway<br />

(h) Adequate provision for suitable road furnitures have<br />

been taken.<br />

(i) Improvement of junctions of link roads have been<br />

taken.<br />

(j) Improvement of curves will be done by providing<br />

extra widening and providing adequate<br />

superelevetion.<br />

(k) Land acquisition required for Bye Pass, Utilities &<br />

other requirement.<br />

(l) Provision for 4 No. of Toll Plaza in km 6/500, 39/900<br />

km, 90/000 km, 109/000 has been taken.<br />

(m) Provision for widening CD work which are less than<br />

12.0m width has also proposed to widen. And few<br />

new has been introduced.<br />

(n) Provision of pick up bus stop is at 8 places.<br />

8 Project Facilities : Following project facility has been taken:<br />

9 Availability of Labour and<br />

Material<br />

: (a) Labour : Unskilled and skilled laborers are<br />

sufficiently available in the adjoining areas.<br />

(b) Material Crusher grit, ballast and crusher dust etc.<br />

are localy available and Kankar is available at Local<br />

quarry. Water, Mooram are locally available and<br />

bricks are also available.

Land for road improvement is available with State PWD<br />

because work is to be executed on existing road. So there is<br />

full availability of land in required width. For aquiring land in<br />

this area is not a problem.<br />

In Km. 2/000 - 121/500 : Proposed specification are as under :-<br />

The road crust for widening work has been designed as per<br />

(i) Widening<br />

It is proposed to maintain the 7.00m Carriageway with Paved<br />

& hard shoulders.<br />

(ii)Sub Base, Base & BT work<br />

Thickness of new pavement is provided as per IRC 37-2001.<br />

Combination of thickness is GSB- 200 mm, WMM-250 mm,<br />

DBM-50 mm & BC - 40 mm.<br />

(iii) Shoulders :<br />

150 mm Granular material in 1.00 m width on both side.<br />

(iv) CC pavement :<br />

150 mm CC 1:3:6 as base & 300mm CC M-30 will be provided<br />

according to IRC:15-2002 & IRC:58-2002 with suitable<br />

expansion & contraction joints.<br />

(v) Precast CC Interlocking Block :<br />

Precast CC interlocking Block of thickness 100mm has been<br />

taken in lay byes.<br />

(vi) Road furniture :<br />

It is proposed to provide necessary boards, missing km/ 5th<br />

km stones, centre line and edge line to improve road<br />

aesthetics.<br />

(vii) Road Safety Works :<br />

For Height of Embankment is 1.5m - 3.0m Stone Pitching at<br />

slopes with Delineators at interval of 2.5m taken.<br />

For Height of Embankment is more than 2.0m Stone Pitching<br />

at slopes with Delineators at interval of 2.5m with Retaining /<br />

Protection wall is taken.<br />

For Sharp Curves Cat eyes with Shevron & Speed limit Sign<br />

boards has been taken<br />

d For intersection and junction notification board with RPM has<br />

been provided to control the speed.<br />

12 Tollable Traffic category : This is as per Govt. Notification dated April 2007 copy of the<br />

seven day with 5% growth.<br />

Average traffic with weight age in Base year 2010-11 has been<br />

worked out.<br />

The calculation for toll able nett Traffic volume is as per<br />

Annexure table-4<br />

On the basis of toll able traffic and corresponding applicable<br />

rates, anticipated toll collection has been worked out quarter<br />

wise and is tabulated in table 6 and quarterly out lay of<br />

investment and interest has been worked out in table 5<br />

Total deduction for operational charges for toll collection , and<br />

servicing to be allowed 7.5% net toll collection of quarterly<br />

basis along with 0.5-1.5% provision of project construction<br />

cost.<br />

The construction period is assumed as 1 year 6 Months.<br />
