Over the past years <strong>Russia</strong>n Federation (RF) has<br />
made significant progress in its market reforms.<br />
The country‘s economic growth for this period is a<br />
consistent and sound economic strategy focused on<br />
modernizing the country‘s financial system and<br />
developing market infrastructure. <strong>Russia</strong>n GDP<br />
growth rates for 2011, 2012 and 2013 are 4.3%,<br />
4.0% and 3.9%, respectively.<br />
<strong>Russia</strong> is currently the fastest growing export<br />
market and the third largest after Europe and North<br />
America. Opportunities are increasing, in part due to<br />
the modernisation of the economy and the<br />
development of infrastructure. However there are<br />
requirements that must be met in order to supply<br />
goods and <strong>services</strong> to <strong>Russia</strong>.<br />

approach to what you need to know about the<br />
certification system in <strong>Russia</strong> and the territory of the<br />

1.Technical Regulations replacing <strong>GOST</strong>-R<br />
<strong>Russia</strong> offers some unique advantages over many established and developing markets. Many foreign businesses<br />
wishing to work on <strong>Russia</strong>n market must first tackle the problem of National certification.<br />
<strong>Russia</strong> has its own certification system for controlling the import and sale of goods and equipment – <strong>GOST</strong>-R.<br />
<strong>GOST</strong> means «national standard» and R stands for «<strong>Russia</strong>». Because there is no treaty between <strong>Russia</strong> and the<br />
European Union for the mutual recognition of certificates, experts must review the certificates to verify that they<br />
conform to <strong>Russia</strong>n standards when machines, packaging and products for the cosmetics, food, chemicals and<br />
other industries enter the country.<br />
One precondition for <strong>Russia</strong>’s accession to the World Trade Organization was that <strong>Russia</strong> had to reform the<br />
Technical Regulations in order to harmonize the national standardization system with the European system and to<br />
raise it to a level that is consistent with the requirements of today’s business environment.<br />
In year 2011 more than 30 new technical regulations were approved <strong>GOST</strong>-TR replacing previous <strong>GOST</strong>-R.<br />

2.Welcome to NEW economic space – Customs Union<br />
On 1 st of July 2010 the Customs Union (CU) between<br />
the <strong>Russia</strong>n Federation, Belarus and Kazakhstan<br />
came into force.<br />
The more clear borders are set to expand markets for<br />
businesses within the zone and make trading more<br />
competitive. Foreign companies already operating in<br />
one of the three markets could also benefit from easier<br />
access to other states within the union.<br />
Uniform standards were developed – Technical<br />
Regulations of Customs Union, which are valid on the<br />
territories of 3 countries (<strong>Russia</strong>, Belarus and<br />
Kazakhstan).<br />
Other countries that have expressed an interest in<br />
joining the union include Kyrgyzstan, Tajikistan and<br />
Ukraine.<br />

3.Federal Agency – Rosaccreditation<br />
At this moment in <strong>Russia</strong> exist 1638 official Certification Bodies and more than 8000 laboratories and intermediary<br />
companies.*<br />
On 24 January of 2011, according to the law № 86 «About uniform national accreditation system» was established<br />
Federal Agency of Accreditation – Rosaccreditation. This is an authorized federal executive body, responsible<br />
for formation of unified national system of accreditation of <strong>Russia</strong>n Federation.**<br />
In the field of accreditation Rosaccreditation acts like legal successor of Rosselkhoznadzor, Ministry of Regional<br />
Development, Ministry of Communications, Rostehregulirovanie, Rospotrebnadzor, and even Federal Agency<br />
of Railway Transport.<br />

According to the Technical Regulation of the Customs Union "On safety of perfumes and cosmetic products" which<br />
came into force on July 1, 2012. (TP TC 009/2011,ratified by the Decision of CU dated 23 September 2011 N 799)<br />
Goods refer to perfume or cosmetic products if they are intended for:<br />
external use; not for swallowing, inhaling or implanting in the human body;<br />
skin, hair, teeth, nails, oral cavity care (soap, deodorants etc.);<br />
cleaning or changes in appearance of skin, hair, teeth, nails, oral cavity without violation<br />
of integrity, for pleasant flavor or right shape (for shaving, for color dye etc.)<br />

On safety of perfume and cosmetic products<br />
<strong>Russia</strong>n Rules for Import<br />
Perfumery and cosmetics are to be labeled with a unified mark of product<br />
circulation. The mark of conformity must be affixed to the packaging of the<br />
product.<br />
The substances prohibited and permitted for use in perfumery and<br />
cosmetics are listed in TR CU 009/2011.<br />
Compliance by perfumery and cosmetics is assessed in the format of a<br />
declaration with the participation of a testing laboratory centre. Goods<br />
should perform of physico - chemical, microbiological, toxicological and<br />
clinical tests.<br />
All information on the product, its packaging or attached leaflets must be<br />
fully translated into the <strong>Russia</strong>n language.<br />
<strong>GOST</strong> R Declarations of conformity issued before this date can be used<br />
until their expiry date, but not later than the 1st July 2014.<br />

Registration of medical devices<br />
Specifics of conformity assessment<br />
Step 1. Registration Certificate<br />
On Resolution №7-N, from 2012/06/15 issued by the<br />
<strong>Russia</strong>n Ministry of Health, it is prohibited to purchase<br />
and use foreign-made medical equipment in <strong>Russia</strong><br />
without it being registered with the Ministry of Health &<br />
Social Development.<br />
Medical equipment for prophylaxis, rehabilitation,<br />
diagnostics, medical research, treatment, etc. must<br />
run technical, safety, toxicology and clinical tests in<br />
<strong>Russia</strong>. They often last more than three months.<br />
Test results may suspend a decision on registration of<br />
a medical product; consider modification of<br />
registration documentation.<br />
Re-registration is needed if manufacturer’s or<br />
product’s name, application area or specifications<br />
have changed.<br />
