"THE MANTHAN" : National symposium on National
Security & Role of Youth inaugurated on 12th January,
2009 by Former governor of Assam and Jammu and
Kashmir Shri S.K. Sinha and Former Director of C.B.I.
Shri Joginder Singh.
Apart from Shri S.K. Sinha and Shri Joginder Singh other dignitaries
present on the occasion were Former MP and chairman Seed Certification
Shri Balraj Pasi, Shri Manoj Joshi (Chairman Shikhar Group), Vice Chancellor
Dr. B. S. Bisht, Dean Dr. G.K.Singh and Dean Student Welfare Dr. A. K. Karnatak.
"aane wala kal kahega,
har kadam ki Dastaan."
This beautiful song presented by the students of the Vivekananda Swadhyay Mandal team members,
motivating and understanding the youth power. Vice Chancellor sir welcomed the guests by giving bouque.
Dean Student Welfare Dr. A. K. Karnatak , welcomed all the dignitaries and youth Delegates from various
universities and colleges.
Our Mentor and Guide Dr. B. Kumar Sir formally introduced symposium "MANTHAN" to the Youth
delegates. He said that Universities are not made by machines, motors or bricks and mud, but by conscious
youth. Youth should be ready to hold all national and social responsibilities. "Who will work to sensitize youth if
not Universities", he asked.
"Terrorism: The human face"- the presentation displayed on the occasion depicted how the youth is
affected by the terrorism & violence.
"Is bar Ghawo ko Dekhna hoga Gaur Se."
(This time, we have to observe the wounds very closely. This was something that I had decided.)
The presentation also depicted the concrete
determination of youth towards National Security.
REMARKS :
Shri Balraj Pasi
Shri Balraj Pasi came to the stage and stormed the hall with his spirited, motivating voice. He provided a clear
picture of roots of terrorism prevailing in India and gave various examples to differentiate between the situation
of ours and other countries.
"Is bar yahee tay kiya hai"
He said that ,in 1993, in a bomb blast in Rudrapur ,60 people were killed and it was the biggest blast in
India till then. But now, blasts have become part of our life. When bombs blasted in LONDON, the whole of
LONDON
came on track only after 1 hour of the incident. But our situation is different. If we choose so, we will be
having greater problems.
He said "The London police said in front of media that we will shoot directly on chest rather than on legs.
Has Indian diplomacy this guts to pronounce such direct statement? Unless 9/11 happened , India was looking
towards America for support on terrorism, but they never responded. But only after 9/11 when WTC was
bombed, America accepted terrorism as the world's most horrible problem.
REMARKS: Shri Manoj Joshi
The war against terror is continued simultaneously from Kanyakumari to Kashmir. Our neighbor dislikes
our progress. The people at the roots of terrorism make innocent youth believe that they have come to the world
for this war and portray terrorism as very special purpose. They have come to throw their lives on the name of
religion.
The Media is not working properly and responsibly. We are providing them undue weight age. In Mumbai
case, the live transmission helped the terrorists in taking great positions during firing.
KEYNOTE ADDRESS: Shri Joginder Singh
Lack of Government will and Policies
1. When ten terrorists killed two hundred people, the government messages that we will wait for 3-4 days.
2. In 2003, Russia killed 130 chiaschin rebels through filling poisonous gas in the building.
3. In Mumbai terror case, what media did was helping the terrorists directly. For three days, terrorists and their
masters in Karachi were observing all police force activities on Television and we could not restrain. We should
have stopped that.
4. In Jammu & Kashmir we used money as well as discussion but everything in vain. He criticized the approach
and handling of Amarnath Shrine Board case by the local government.
What can General Citizen do?
• We do not have a clear policy to combat terror.
• There are 50,000 CCTV in New York, but in Srinagar, there are none. Even the experiment of removing the
loudspeakers from Masjids was dropped under pressure.
• Welfare societies can put CCTV's in high risk, high density points.
• Every citizen has to be a soldier. They can become a soldier of the nation by training and physical fitness.
That will pave results.
• Terrorists also obtain information and help from local people. No terrorist from Pakistan can directly come and
plant bombs anywhere in India. So there is also a failure on the part of general people in destroying the sleeper
cells of the terrorists.
• People should keep continuous pressure on government. When pressurized , the government will definitely
work.
• Now, the technology is so advanced that we can monitor every single feet of our borders. So why not to use
them to guard the border which is not secured? It requires only 200-300 crore.
• Police forces usually do not have proper arms. So provide them with forces weapon instead of money.
• In our counts, 10 crore people are waiting for justice- 48000 cases in Supreme Court, 32 lakhs in local counts.
What to talk of quick actions- The trial of Bombay Blast case 1993 went on for 13 years. According to law
commission we must have 50 judges per 1 million people. But we have only 9.5 judge per 1 million people!
PRESIDENTIAL ADDRESS: SHRI S. K. SINHA
Shri S. K. Sinha shared his valuable experiences with the youth delegates. He said that he has been a
policeman of the country. He served in army for 40 years & as governor of state for 11 years. He has a lifelong
experience dealing with terror.
He said that terrorism can be bifurcated in two parts. One of them is the terrorism against vulnerable
masses, which is the terrorism of strong against weak. But nowadays terror has assumed new shape i.e.,
terrorism spurred by comparatively weaker masses against strong.
He differentiated terrorism from insurgency. Shri S. K. Sinha said that insurgency is the weapon of
weak against strong lead by a charismatic leader mobilizing the people to achieve soft targets. He gave examples
of Shivaji mobilizing people against the Muslim rulers to save culture, religion and state. He also sited Mao Se
Tung, who established communism in China.
'The acceptable methods under terrorism are hijacking, hostages and killing innocent people and all is fair
in terrorism', he said.
Terrorism in India can be defined in three broad categories:
1. Secessionism
2. Jihad
3. Revolutionary
In Assam the people were tribesmen and backward at the time of freedom. They find it difficult to
intermingle with rest of Indian culture due to different races and ethnics etc.
Whereas, Pakistan thinks that they still have the genome of middle castes conquerors that defeated
India repeatedly. Bhutto in London talked about 1000 yrs old India. Then Zia-ul-haq came. He was a military
man. He realized that India cannot be defeated by military. And so, the resultant terrorism. J & k has had a
low intensity fight.
In Assam we used two approaches. We reformed a combined force resulting into results. We also tried a
psychological approaches. We won hearts.
In J & K there were 40% Hindu and other religions, 20% non-fundamentalist bakarwals which are
Muslims by religion and 40% fundamentalist Muslims. Each was to be tackled in different way. He also talked
about Amaranth issue. He said that as a chairman of Amaranth shrine board I requested the government to
give land 3 years ago in 2005. In 2008 government provided the land for 8 months. The area is totally barren.
We proposed that for 2 months the area will be used by shrine board and for 2 months it will be used by the
government and even the high court gave the permission. But the issue was unnecessarily politicized. They
said that shrine board is going to habilitate Hindus in 100 acres of land. Who will live there in such inhabitable
conditions? They even do not let the 3 lakh Kashmiri migrant pundits to come back to Kashmir.
He talked about 4 P's to tackle terrorism:
1. Political will
2. Professionalism
3. Peoples co-operation
4. Propaganda on media
POLITICS
1. The vote bank politics in Assam is giving ways to insurgency. The political will is lacking.
2. We have been blackmailed by Pakistan using the nuclear cast. We cannot do anything against him.
3. But in Bangladesh, there is no nuclear threat but still we do not take offensive action.
PROFESSIONALISM
1. NG took 9 hr. to go to Mumbai because the plane was not available.
2. What happened to the bullet proof jacket of Hemant Karkare ? Why did he not use any bullet proof
car also? Why not to rely on latest and most sophisticated technologies?
MEDIA PROPAGANDA
As has been said, Media is the oxygen of terrorists . Even our national press is keeping secularism on sleeves
and that I would say is very dangerous.
VICE CHANCELLOR'S ADDRESS
We have the capacity to service in odds. The need is to contain the terror at grass root level. Youth mass has to
be characterized to be more patriotic. He correctly described the power of youth by saying
"Yuva wah haii jo yug ki dhara ko modne main Samarth hai."
The president VSM Dr. G. K. Singh gave the vote of thanks to the dignitaries.
“Pyarra hai wo sama ,vo sama ki kasam”
Dharti se nafrat mita denge hum”
With this song depicting the resolution of the participants, the walls of the Ratan Singh auditorium once again
contained the scintillating strength of youth.
KEYNOTE ADDRESS: Shri Prakash Singh
His experiences as DGP,UP
When he was the DGP of UP, there was problem of terror in Tarai. It was not that only terrorists who fled from
Punjab came here but there were local terrorists as well. Swarna Mandir in Nainital was the hub of terrorists.
Eventually they invited him in the Gurudwara. He was dumbstruck and even Home Ministry declined it straight
ward. But still he went there. There were about 15000 Sikhs in the Gurudwara , when he entered. There he
gave his speech. He told them that if any law is illegally used against anybody he will be protected. Even he
himself recommended freeing some people charged with TADA. The message went to whole Punjab. It became
turning point in the fight against terror.
In 1992, the terrorists decided and floated a circular to kill him. He took it in humour and continued his
fight against terrorism.
His views on Naxalism
• Starting naxal leaders were legendary. They fought for naxal rights. Bum Pataku Satyanarayna and Naga
Bhushan Patnayak were among those legends. Naga Bhushan Patnayak was a lawyer. Whole life he fought the
cases of poor people.
• Naxal activism is suffering from Ideological Bankruptcy.
• Now the naxal movement has taken an anti-national shape , affecting 13 states.
• They do not let government to build roads, schools etc. for the fear of army.
Once Prakash Singh Ji wrote an open letter to naxalites and invited them for discussion. But
unfortunately the meeting didn’t happened.
His reflections on Jammu & Kashmir issue
• We have to be watchful that how much freedom we can give to Kashmir. Freedom to an extent is right.
• The government do not make a proper strategy so that it can do anything it likes to do. Such as they left
terrorists in Kandhar hijack case.
• Starting from Kashmir, terrorism has covered whole nation. That is mostly due to our own misleading
policies.
What a common citizen can do?
We being citizens of India must believe in our country and culture.
We must use our Right to vote properly.
The need of the hour is to relate with the Nation rather than distorted, selfish ends.
We must express our voices and feelings against anything that is antinational.
When we criticize others (politicians etc.) we must make sure that we should too avoid anything corrupt or
malicious in our life.
We must act as eyes for the security of the Nation. Networking is needed.
We must respect our security forces and keep the motivation level of the security forces high.
We must stay positive and believe in our ideals.
We must rise over fear psychosis.
We need to be more vigilant and observant. Everybody should be alert of their surroundings and they
should inform to police if they found some susceptive activity.
Open Session
The very objective of this symposium was to materialize the roles and responsibilities at our end to fight
terrorism in our day to day lives. What government should do and is doing is a part of spectrum that lies
outside our domain, unless some of us are really interested in joining politics, army or intelligence in future.
But currently, we need to hold ourselves accountable and responsible as representatives of the ‘voice of the
youth of India’. So, this session was all about honest fixation of roles/responsibilities at our ends . The youth
delegates gave their creative & practical ideas, some of which are:
• Campaigning in our periphery such as your college, campus.
• We must have a proper knowledge of the subject and should determine the root cause.
• Necessary defence training must be given to citizens.
• Using Emergency numbers such as police station, ambulance etc.
• Proliferation of unity among youth.
• Everyone should take a stand against corruption.
• Respect our security forces.
• Intermingle with neighbours and build social networking.
• Be fearless and combat fear psychology.
• Create personal campaign.
• Networking using technology.
• Expression of views against any anti national issues through newspapers, blogs, etc.
Platform Session
The platform, for which such a great Mahayagna was organised, was in front of us now. The youth delegates
were ready with their resolutions. But these were not just resolutions, they were cries of the pains deep
buried within hearts. And one heart wasn’t able to hold them anymore and he shouted:
“ Marte hai sabhi, tab kaun karib hota hai,
Maro to shahid ki maut, tiranga to nasib hota hai.”
Some of the personal convictions taken by youth delegates were:
• I will stop the propagation of terrorism through web and social networking sites.
• I will not speak ill of my country.
• I will mobilise the youth.
• I will be a part of the administration.
• I will vote the right person and encourage others to do so.
• I will get physically trained for any difficult situation.
• I will not go abroad after my studies.
• I will reply to the editors of the newspapers.
• I will work for the rural men.
• To change the system you need to be a part of it so , I will love to be a politician.
• I will take responsibility of a child.
• I will propagate message of nationalism and need for security.
10 POINT CHARTER FOR THE GOVERNMENT
We prepared a 10 point charter which was signed by all participants of the symposium, to be send to the
government .This charter was a call of youth voice for national security.
• Government must be accountable to the citizens with regards to national security.
• Blame game must stop. All political parties must stand together against security threat in any form.
• Strengthen the intelligence agencies, provide them more autonomy.
• A very specific security plan must be put in place, and routine review is needed.
• State governments must not ignore security concerns, a unified central policing system should be put
in place.
• Terror laws should be made without keeping in mind any community or religion.
• National Identity Cards for Indian citizens should be made available.
• Exhaustive use of technology to strengthen security, such as CCTV camera.
• Survival Training Program and mass campaign for the citizens must be promoted.
• Proper Coordination amongst the Defense, Home and Foreign ministry.
‘9/11 or 26/11 are not the dates when it started, its roots are deep
down. It is prevailing since time immemorial ,and we- the youth of our
country, need to be alert enough
to confront and win. We should be
sensitive enough to sustain the
impact of the wound, the cry, the
blood and havoc all around….and
the deep impact of a teasing silence
after destruction… .’
With this motto in mind the exhibition
on ‘National Security and Youth’, was displayed at the lawn of Ratan
Singh auditorium on 12-13 January, 2009.
Sri Joginder Singh , former Director CBI, and Vice–Chancellor, Dr.
B.S Bisht inaugurated the exhibition, by cutting the ribbon and lightening
the lamp , initiating YUVA’09.
The exhibition presented the numerous
facts and figures related to terrorism. Major
terrorist hubs in various states/parts of country
and the timeline as well as the records of the
terrorist attack were displayed in the exhibition.
Picture showing the recent Mumbai attack at
Taj hotel was shown on the flexes. The list of most wanted terrorists in
India along with their photograph and background were also displayed.
`Flexes showing the major threats, the common man’s stand against terrorism,
training of girl students in madrasas to use arms and the outcomes of terrorism like,
spread of fear in the minds of people, and other such prevailing problems was highly
observed and noted by the participants and students.
The auspicious “DEEPSHIKHA” in front of the flexes of KRISHNA-ARJUNA,
sparkled for the two days, clearly spreading the message of exhibition that men are
not meant for quarrelling like cats and dogs, but for peace and harmony.
‘Animals can kill other animal, and there is no question of sin on their part, but if
man kills a man for his satisfaction or for spreading any theology or religion in society
then we –the creator of our future nation cannot sit idle….we have to act like ARJUNA,
like BOSE, like a TRUE YOUTH and stand together against that cowardice attempts.’
Imbibing the words of Swami ji “ARISE, AWAKE AND STOP NOT, TILL THE
GOAL IS REACHED”, The YUVA MAHOTSAV,2009 began with National
Symposium on 12 January ,2009. As the symposium revived the churning of mind,
the cultural eve reflected the revival of souls.
‘Anand Lehar’ as the name defines, brought the waves of Rajasthani music, arts
and folk to Pantnagar – a troop from Rajasthan , not only came with the aura of
land of desert but also embraced the heart of every youth with the feeling of
oneness, integrity and nationalism. Their programme’s concept equally striked
the theme of Yuva’09 “National Security and Youth”, thus adding more colors and
vibrance to Yuva.
Jam-packed Gandhi Auditorium not only witnessed the magnate
performances by Gawaniyaars but also the awakened, energized
and motivated young hearts of Pantnagar and the
representatives of different universities who participated
in national symposium. Thousands of hands clapped in
rhythm on the beats of “Bharat Mero ” and each one of the
spectator giggled innocently like a child on the thought
provoking pranks of ‘Gyani Baba ’ which was the most
cogent and venerated of all the ‘Kathputlies’. ‘Muhphat ’,
another ‘Kathputli’ with his verbatim was admired by
everyone for his incessant but meaningful banter. The play
depicting the outcomes of terrorism like fear in minds of
people and other such problems sensitized the hearts of
audience.
The folk group was successful in propagating the
message of oneness, sovereignty, integrity very easily and
effectively through music, as it is the universal language
which can touch every soul.
The occasion was graced by the presence of
Governor Sri S.K.Sinha, Vice–Chancellor Dr.B.S.Bisht , DSW
Dr.A.K.Karnataka, Dr.S.K.Kashyap and most important the
participants of different universities who will be
instrumental to radiate the message of SYMPOSIUM and
YUVA among others.
This can be a beginning….
On the shivering JAN 17 morning, sun was able to
justify its presence, 13 teams from different universities
across the nation were present in the Ratan Singh
auditorium for National Debate competition. The lightening
of lamp by Vice –Chancellor, Dr. B.S Bhist, Editor Dainik
Jagran Sri Ravi Sharma and Plant Head HP Sri
Venkat Nakkina signaled the beginning of the debate
competition whose topic was ‘Government is
solely responsible for National Security’.
On the occasion, the
won the NATIONAL
team of our university that
COOPERTATIVE DEBATE in Madurai was appreciated
by presenting memento by V.C sir to all the four
participants of team. Neha Joshi was honoured for
winning the individual prize of the debate. Our guide
and mentor Dr. B Kumar, Head, Agricultural
Communication, College of Agriculture, elaborated the
Sayeed Rashad Iqmal from Jamia Milia
Islamia, argued that government is
tailoring things for its own benefits. They
are pointing to other nations for the sake
of votes. Maria Salman from Aligarh Muslim
University came on the stage like storm
and was in no mood to let it settle. She quoted
examples of Somalia and USA to support
her view that “Government is an institution in which
people need to have faith”. She also furnished examples from philosophy and history.
The debate continued for two days and It seemed as if in these two days, the future
leaders of our nation joined together. Every moment, they cherished and shared, was
memorable.
The VSM team members and the participants lived together, worked and practiced.
Together they laughed ,together they dined
and prayed in the prayer session.
However it was certainly the toughest of
times for jury of Judges- Dr. M.P. Saxena, Shri.
Chawan Mehra and Shri. Shyam Dutt Manali.
They felt clueless to adjudge the best of the
performances but the assignment of experi
ence they were carrying was there to help
them. The orators tried to exploit their
experience every now and then even at the
cost of burning their Lunch.
As the debate completed on
evening of Jan 18th , the house was eager
to know the winners. Vice-Chancellor
Dr. B.S. Bhist distributed the trophies
to the winners-Salma Maria(AMU) was
adjudged the individual best orator and
Grijesh Mehra won the third individual
prize. Aligarh Muslim University was awarded the team prize.
In this way debate ended with the vote of thanks by Dr. S. K. Kashyap.
It was only the end of a competition,
but the bonds that our team tried to create will remain forever...
“Creative Art”– a creativity competition for
small children was conducted on 14 th
January, 2009 under YUVA’09 at Saraswati Shishu Mandir , Pantnagar.
The children were told to make something creative by using the waste
materials like bangles, toffee wrappers, pencil wastes and other similar
household leftovers. The
idea was to try and create a
concern towards material
management not only in the
child but also among his or
her parent. Over 50 children
participated and took with
them the joy of creation, the
satisfaction of creating
something that attracted the
eyes from what everyone by
then perceived waste.
wenty seven teams, each team had a minimum of three and maximum
of five members, each touching hundred people in the campus of
Pantnagar through the surveys on concerns facing the Youth today.
Thus it was around 130 students in their effort towards attracting the attention
of the campus towards the issues of the day. Over twenty five hundred samples
of survey were found and worked upon. NETRITVA— the leadership hunt
organized during Yuva - 09 turned out to be a huge mobilizing force, bringing
out the inherent willingness of doing good in each human.
The teams were reduced to 19 in the second round that was about campaigning
around the issue that they had earlier surveyed upon. The university witnessed
a campaign as never before like, the newspapers had slips on them that talked
about the Indian culture, wall magazines calling for choosing
armed forces as employment options were seen, Notice
boards had messages on improving reading habits, appeal
towards electricity and water conservation ran through the
campus, a team did an orientation at the Tagore hostel and
successfully invited VC sir to the event, another one
screened a movie at the Ratan Singh Auditorium, one even
organized a cricket game to spread awareness of sports and
games among youth, at least 14 Nukkads were done around
Pantnagar on the 20 th and 21 st of
January. The energy, activity and the
fervor was worth being carried away
with.
All 27 teams had their talk
with , Dr. A.K Karnataka, DSW , Dr. G.K Singh , Dean Veterinary
and it was not just hard but extremely intricate task to
choose teams and reject the others according to there
efforts during the campaign and based upon there
presentations. After trying to measure the impact of each
team using the most scientific means, possible 8 teams got
to the final round that took place on the 22 nd January.
Bhavisya , Vision, Lcom, Visioners, Zenith (the
height), Belligerents, made it to the open house discussion.
After a comprehensive discussion on the domestic and international questions and a role
play of government deliberating upon the National security the round wrapped up with a
group discussion on “If I win others loose”.
Defying the concept of the discussion teams believed they had won as they were
capable of shattering there inhibitions and had worked for good. The impact of
NETRITVA was volumes and obviously each team accomplished marvels, yet it was
decided by the judges that Bhavisya and Zenith— the height , presented themselves
slightly better and thus should have a special mention as the winning team.
“BHARAT KO JANO” – A General knowledge Quiz competition for school students was
held on 10 th of January, 2009 under “YUVA ‘09”. The competition
was conducted at five places -Pantnagar, Kiccha, Haldwani,
Rudrapur and Gadarpur. It was also categorized into two
levels- junior level (class 6-8) and senior level (class 9-12).
There were about 1200 students from different
schools .The question were based on the ancient
culture of India and students wholeheartedly put their
endeavors to achieve good score in competition.
About 10 students – 5 from senior level and 5 from
junior level, were able to achieve highest marks among
all other participants.
These students will be awarded scholarship of Rs. 100 per month for one year.
It is an attempt by Vivekanand Swadhyay Mandal team, to make the students aware
about their Indian culture and heritage.
Orator of zone - a speech competition for school students
was conducted on 11 January, 2009 under YUVA – 09 at
Mini auditorium, College of Agriculture.
Participants along with their parents/teachers arrived at
the campus to register themselves for the competition.
There were about 150 participants. The competition was
divided into two levels, the junior level (6 th to 8 th ) and the
senior level (9 th to 12 th ). The topic of junior level was “How
can you help India in emerging as a world super power?”
and the topic for senior level was “How can you counter
terrorism?
The participants came up with different views and showed
a great enthusiasm while delivering their speeches.
Dr. Amit Bhatnagar, Dr. V.C.Dhyani and Dr. Neelam
Bhardwaj were the judges of occasion. After the
competition judges spoke briefly over the topic and they
appreciated the participants and wished them a bright
future.

Netaji Subhas Chandra Bose’s Birth anniversary
was marked with the culmination of Yuva 09, the
Yaatra of learning and growing along that had
began on Swami ji’s Birth anniversary.
The conference hall CBSH was witness to the
promise in each heart that the spirit of YUVA shall
be enduring and rousing. A quick recap of YUVA
09 was done touching some memories that will
stay with us forever. Students who had won
scholarships and individual prizes in Bharat ko
Jaano, Orator of the Zone and creative art
reached us from towns close to Pantnagar.
The invitees were awarded prizes and certificates
by Vice chancellor Dr. B.S.Bisht sir along with DSW
Dr. A.K.Karnatak sir. Also the participants of
‘NETRITVA— the leadership hunt’ were presented
with a token for there efforts towards creating a
wave of positivism in the university.
Dr. A. K Karnataka DSW and Dr. B.S Bhist Vice
Chancellor congratulated the participants and the organizers for a wonderfully
conceived and presented YUVA 09. Applauding the energy and exuberance of the
university during the period they stressed upon the need towards maintaining the
momentum through out the year.
As we remember Netaji on his birth anniversary and watched a short movie on
him.
YUVA HAD FINALLY REACHED THE SETTING FROM WHERE EACH WHO WAS INVOLVED WITH IT COULD LOOK BACK AND
MARVEL AT WHAT HAS BEEN ACHIEVED OVER THE LAST 12 DAYS BOTH AS AN INDIVIDUAL AND AS A TEAM...THIS
WAS THE SUCCESS OF YUVA . IT DIDN’T JUST TOUCH PEOPLE BUT IT RESHAPED A FEW, IT CARVED MANY.
YUVA made man and that is what you need when you plan for centuries.
