Loys celebrate 50 years
Small Area Planning begins
More than two dozen citizens
turned out at West Pine Middle
School Monday night for the
first Area A community meeting
as Moore County planners kicked
off the county’s venture into
Small Area Planning. A meeting
at the Eagle Springs firehouse
on Tuesday reportedly attracted
a smaller crowd.
Small Area Planning is a
process of developing land use
policies that apply to areas
smaller than the county as a
whole — in this case, “Area A,”
a nearly 100-square mile chunk
of the county with Seven Lakes
and West End at its center. The
boundaries of Area A correspond
roughly to the boundaries
of the district served by
West End Elementary School.
The county is holding four
meetings in the area, looking for
public input and steering committee
volunteers. In addition
to this week’s meeting at West
Pine and Eagle Springs, there
will be a meeting at West End
Elementary School on Monday
June 5, 7:00 pm – 8:30 pm and
at the Jackson Springs Commu-
nity Center on Tuesday, June 6,
10:00 am to 11:30 am.
The goal of the process, which
is expected to take two years to
complete, is the creation of a policy
document — approved by the
Planning Board and Board of
Commissioners — that will help
guide development and land
use in the are for the next twenty-five
years.
During the meeting at West
Pine Middle School, the planning
staff provided some historical
background on Area A, as well
Meikle: Know the rules before you buy
An unusually small crowd
gathered for the regular May
meeting of the Seven Lakes
West Landowners Association
[SLWLA] on Tuesday evening,
May 23. But a full agenda provided
plenty of information for
those who did attend.
Caveat Emptor. SLWLA President
Jim Meikle began the meeting
by encouraging prospective
buyers of lots or homes in Seven
Lakes West to become familiar
with the covenants, rules and regulations,
and architectural standards
— before making an investment
in Westside property.
“I am constantly amazed by the
number of requests from both
current and new residents and
landowners asking how they
can sidestep our rules, regulations,
or architectrual standards,”
Meikle said.
“These documents were created
for peple’s safety, for protection
of property or property values,
or interest or respect due
your neighbors,” he continued.
The board is willing to work with
members “as long as we stay
within the intent of the covenants
and rules and regulations,” Meikle
said. “But we only grant variances
if it is an absolute necessity.”
Because prospective homeowners
and landowners would
be well advised to understand the
rules that govern construction and
other activities in Seven Lakes
West before they buy, he said, the
board will be asking local Realtors®
to help make sure that
the buyers they work with are
well-informed on the subject.
Patience. Without referring
to any particular project or issue,
Meikle asked members for
patience and understanding as
the board works on the various
challenges presented by a rapidly
growing community.
Lifeguard shortage. Community
Manager Tony Robertson
announced that the pool would
open Saturday, May 27. However,
a countywide shortage of
qualified lifeguards threatens to
reduce the number of hours that
the pool can be operated this
summer, he said.
“We have a pool manager and
four lifeguards to cover 60 hours
per week,” Robertson said. “That’s
impossible.” Unless additional
staff can be found, hours of
operation will have to be cut
back.
During the Memorial Day Holiday,
the pool will be open 1:30
pm to 6:30 pm. After that, hours
will be 4:00
pm to 6:30
pm until
school is
out on
June 9.
“Hopefully
we’ll be on
full operations after that,” Robertson
said.
Trailer enforcement. Robertson
noted that rules against
storing boats and trailers in
yards have not be strictly enforced
for the past six months, while the
new boat and trailer storage
yard was under construction.
“The new yard is now ready,”
Robertson said. “As of June 1,
our compliance officer will be
fully and
wholeheartedly
West Side Landowners
Meeting
5 /23
enforcing
the rules. If
you have a
boat or
trailer in
your yard, it’s time to get it out of
your yard.”
Later in the meeting Director
Ray MacKay said progress has
been slowing in moving boats and
trailers from the old lot to the new.
He encouraged residents with
items in the old lot to contact him
or the office to sign up for a
space in the new lot.
MacKay also noted that only
sailors and short-term vacationers
would be allowed to park
boats or trailers in the lot across
from Johnson Point.
Finance. Virgil Reid, who took
over the Treasurer’s duties from
Lois Rocco after the annual
meeting, provided a printed endof-year
financial report as well as
some detail on recent financial
transactions aimed at winning the
association a higher return on its
investments.
Foxfire issues report on goose-killing
Dogs killing geese was the
subject of considerable public
comment during the May 9 Foxfire
Village Council meeting, as
was reported in the May 12 edition
of The Times.
Residents expressed concern
that Foxfire Police and council
members had not done enough
in response to two separate incidents
in which a resident’s dogs
killed Chinese Swan Geese that
live in a Foxfire Resort and Golf
pond along North Shamrock.
In response to comments at the
meeting, Councilman Carl Munro
reviewed police records and
other information on both incidents,
producing a report that
looks at the incidents and the
response of both police and residents
in some detail. Copies
of Munro’s report are available
for public review at the Village
Hall.
He provided the following summary
to The Times:
The review around the Chinese
about ‘flying flowers’
Foxfire Garden Club members
met on Monday, May 8,
their final meeting of the club year.
Helen Munro, a Foxfire Village
resident and an active Master
Gardener, presented Marisa
Back’s Power Point program on
butterflies, titled “Flying Flowers,”
which included exquisite
photos of many different types
of these beautiful creatures,
their habits, their life cycles, and
the kinds of plants recommended
to attract them. The speaker
answered numerous questions
from her very interested
listeners.
At a brief business meeting
following the program, outgoing
President Sharon Thingstad
was thanked for her many hours
of dedicated work in the Garden
Club’ s beautification projects.
Communication: Key to a better community
by Don Truesdell, President
Seven Lakes
Landowners Association
Communication is the key to
a better community.
It is my intention to create an
e-mail distribution list so we can
easily communicate with all
landowners with an e-mail
address.
Please e-mail your address
to Debbie Caulk at
sevenlakes@connectnc.net.
Your e-mail address will be
kept in strict confidence and will
only be used for official Seven
Lakes Landowners Association
business. Our first e-mail will
be a test and will take place
within the next three to four
weeks.
We will also begin to post the
minutes of our working session
and open session to our website
at http://www.sevenlakesnc.net.
The first minutes to be posted will
be from our working session
scheduled for Thursday, May
25 at 2:00 pm in the Conference
Room located in the Seven
Safety tips from
Community Watch
Here’s another friendly
reminder from your Seven Lakes
Community Watch.
Even though we live in a gated
community we still should have
our guard up and pay attention
to what is happening around
us.
The best security we can have
here in Seven Lakes is putting
the word out that if someone
does something they should not
be doing they will be punished.
How can this be done? Simple:
Everyone needs to keep
their eyes and ears open.
Roving Patrol will be starting
soon, and their hours will vary on
a weekly basis. If a landowner
sees something that should not
be going on then this is one
option for them to call. Another
option is to call the Sheriff’s
Office non-emergency number
(947-2931) , or if you suspect that
the situation is serious enough
then dial 911.
Examples of things that people
should start looking for and
thinking about:
1. Any person, or persons trying
to solicit for business purposes
door to door in Seven Lakes
North or South.
This is a prime example of
how homes get robbed because
someone will come to your door,
knock then try and enter if no one
is home.
Also be aware of moving vans,
trucks, and service vehicles at
your neighbors houses.
If you know the neighbor is out
of town then this could be a
problem. Call Security or the
Sheriff’s office.
2. Seeing people enter the
community by breaking through
the fence, either by walking in or
trying to drive in.
3. Checking your mail and
then throwing away unwanted
credit card offers, home equity
loans, car loans anything with
your name on it dealing with
your personal credit in the trash
cans in the mailroom – This is a
way to suffer Identity theft.
Take this material home and
shred it then take it to the dump
yourself.
4. Do not give out any personal
information over the phone
unless you are absolutely sure
of who you are giving it too.
5. If you have a wireless network
in your home then be sure
to password protect it, and
encrypt your personal information.
People make a living by
driving through neighborhoods,
and stealing information directly
from your home computer by
scanning for Wi-Fi equipped
houses.
Remember the speed limit in
Seven Lakes is 25 mph.
You may have noticed recently
the Sheriff’s Department is
being a little more visible here in
Seven Lakes. Do not speed.
Volunteers are still needed
for Block Captains for Community
Watch.
Call me at 673-2808, or email
me at mdf3906@yahoo.com if
you are interested.
Forum takes a look at the world of Islam
by Rollin Tomberlin
On Thursday, May 18, as a
part of the Seven Lakes Forum,
General Manila “Bud” Shaver,
Retired, spoke eloquently on
this complex subject to a large
audience at the West Side Park
Community Center.
Prior to his address, Shaver
traced multiple terrorist actions
against the United States and its
worldwide interests commencing
with Iran’s takeover of our
embassy in Beirut in 1979.
He then offered his opinion
that this was the true beginning
of the assault on the USA, long
prior to the events of 9/11.
While tracing the history of
Islam over the centuries, it was
interesting to learn that it is one
of only three religions which
subscribes to the tenet that there
is a single deity. The other two are
Christianity and Judaism.
Muslims believe that the
prophet Mohammed was the
appointed messenger of God
and that the Koran, their holy
book, is literally the embodiment
of God.
Hence, in the eyes of some
Muslims, all other religions, consisting
of “infidels,” in their words,
are not to be abided. These radicals
feel Islam’s destiny is to
take over the world.
While most Muslims in this
country are good, peace-loving
citizens, there is concern that the
zealots among them may very
well be manipulated in time.
The growth of Islam among the
world’s religions is also significant.
In the early 1960s the number of
Muslims was estimated to be
somewhere around 430 million
to 449 million.
With the dramatic spread of
their faith into the far-East, by the
Westminster Bell
Choir to perform
The Westminster Concert Bell
Choir, conducted by Kathleen
Ebling-Thorne, will perform at
Brownson Memorial Presbyterian
Church in Southern Pines,
on Wednesday, May 31 at 7:30
pm.
The concert is free and open
to the public. Brownson Memorial
Presbyterian Church is located
at 330 S. May Street in Southern
Pines. For more information
call 910-692-6252
The program will focus on
original works composed for
hand bells and arrangements
of classics and hymn tunes. It
includes Five Inscriptions by
Cathy Moklebust, Fugue in G
minor (“Little”) by Johann Sebastian
Bach, Sabre Dance by Aram
Khachaturian, and the jazz
favorite Take Five.
The 14-member Westminster
Concert Bell Choir is composed
of undergraduate and graduate
students at Westminster Choir
College of Rider University in
Princeton.
Hailed for its virtuosity, the
Westminster Concert Bell Choir
uses the largest range of hand
bells in the world – 8 octaves,
Do you know the name Rafael Peralta?
Home of the Brave:
Honoring The Unsung
Heroes In The War On Terror
by Casper Weinberger
and Wynton C. Hall
Review by Tim Smith
This is a wonderful book. The
late Casper Weinberger and
Wynton C. Hall gathered together
the incredible, true stories
about 18 of the brave men and
women fighting in The War On
Terror.
These men and women are
some of the most highly decorated
Soldiers, Sailors, Airmen
and Marines serving in our military
today.
But, as inspiring as these stories
of courage are, they have
been virtually ignored by mainstream
media. Why?
The authors explain that, if
we were living in an earlier time,
these men and women would be
honored by us for their bravery
and selfless service.Their pictures
would be all over the front pages
of our newspapers and magazines.
They would be given ticker
tape parades. They would
have schools named after them.
They would be hailed as American
Heroes by the media.
Not today. According to Weinberger
the media is ignoring
these real-life heroes because
they don’t “sell.”
Tragedy sells.
Hollywood “heroes” sell.
Sports “heroes” sell.
Talking geckos sell.
But real-life heroes are ignored.
Don’t believe me?
While I was preparing this
review, I decided to conduct a little
experiment. I wrote down a list
of names including Tom Cruise,
Donald Trump, Tiger Woods and
Rafael Peralta.
Everyone surveyed knew Tom
Cruise, Donald Trump and Tiger
Woods. Only one person knew
who Rafael Peralta was.
Rafael Peralta is a hero. While
fighting alongside his fellow
Iraq,
Rafael Peralta
was severely
wounded
while leading
a charge into a
house filled
with insurgent
fighters. His
buddies pulled
him to safety
and medics
began to perform
first aid
on him.
But, without
warning, an
enemy grenade
landed in
the middle of
this group of
Without hesitation
Peralta
Film documents resistance to Nazis
Sophie Scholl, a 21-year-old
student at the University of
Munich, was a founding member
of the White Rose, a resistance
movement against Hitler’s tirade.
She and her brother, Hans, had
joined the Hitler Youth in the
1930’s and initially believed that
Hitler was leading his country
back to greatness.
As the war progressed and
they saw Hitler send hundreds
of thousands of Germany’s citizens
to die, they started publishing
and distributing pamphlets in
1942 against the war. These
went as far north as Hamburg
and east into Austria and created
havoc with the Gestapo.
down as many people as you
want.”
“I believe that Charlotte can
help me become the best runner
I can become in college,” Williams
said, explaining his decision to
accept the offer from the 49ers.
If you are about to close
the sale of your home, there
are steps you should be
aware of to make the closing
as smooth as possible.
Normally, you and your
attorney will be responsible
for drawing the new deed
and bringing this document
to the closing. The purchase
of tax stamps may also be
necessary. You will need a
copy of your most recent tax
bill, which should be
receipted if it has been paid.
If the insurance or mortgage
is to be assumed by the new
buyer, you will need these
payment books, policies, etc.
When the sale involves
income, as for rental properties,
the seller should bring
leases, rent schedules,
“The team, the coaches, and
the University itself are all great.
Also, I want to run with a team
that is 100% committed to running
and also are good influences
academically and athletically.”
With only one senior on the
49ers squad for next year,
Williams and the six other freshmen
signed by UNC-C are likely
to be key contributors to the
team’s success in the coming
year.
Webelos make the jump to Boy Scouts
by Greg True
On Friday, May 12, the Webelos
Scouts of Pack 98 were
crossed over from the Cubs
Program into the Boy Scout
Troop. Ten boys joined the troop
that evening after they recited the
Scout Promise, Law, and Oath.
After each promise was recited
an older scout shot a flaming
arrow into the sky to fall into
the pond. The younger Cubs
watched as the arrows flew from
the bow to arch over the water
and come back down to the surface.
There was total silence
over the crowd of parents and
children as all eyes watched.
The evening also served to
present each of the boys their well
deserved merit badges and
advancement in rank. This is
one night during the year that the
Troop and the Pack come together
to combine award ceremonies
so the new scouts can be inducted.
After the new Scouts were
introduced into the Troop they
were lead off by torch to a special
reception for them and their
parents.The older scouts had prepared
cobblers over a campfire
in Dutch ovens to serve at the
gathering. They would spend
their first night in the Troop with
the older boys camping.
The boys were brought to this
point in scouting by leaders Robbie
and Eric McInnis. The husband
and wife have worked with
the boys for a total of four years,
serving as their leaders for the
past two.
When asked what they were
looking forward to the most about
moving up into the troop, the
boys responded with shouts of
“more camping, more activities,
summer camp.” They were all
very excited and enthusiastic.
The new Scouts woke the
next morning to breakfast being
cooked and served to them by
the leaders and their fellow
scouts. This was a weekend to
honor and serve the boys for
their accomplishments. They
participated in a fishing tournament.
Troop 98, sponsored by West
End United Methodist Church,
was chartered in 1947.
Dwayne Parsons, himself an
Eagle Scout, serves as the Troop
Scoutmaster. He led the group
in a song during the evening
ceremonies.The troop has strong
support from many of the other
parents under the guidance of
Parsons.
The scouting program in West
End is strong. Currently in the
troop there are two Eagle Scouts
and two others that have completed
their Eagle requirements.
The Eagle is the highest rank to
be achieved in Scouting. Nine
other boys in the troop are currently
Life Scouts, one rank
away from completion of their
Eagle.This is a major accomplishment
as a troop and Parsons and
the other leaders are very proud
of the boys for their dedication
and work to get to this level.
The scouts work hard on their
advancement and enjoy the
many outdoor activities Scouting
offers, they are also busy working
to raise money to build a
new permanent scout lodge in
West End.They have already built
a shelter on the property and use
Parsons and the other leaders
hope to be able to begin
The troop has raised around
$30,000 to date from private
donations and various fundraising
projects. The West End
United Methodist Church is
strongly supporting the effort
and is doing everything they
can to assist with the building
project.
The whole community has
strongly supported the scouting
program and is working to make
it a permanent success for future
generations. The strength of
the support can be evidenced by
the achievements and accomplishments
the boys have made
in the program.
Shaver to oppose Boylan for House seat
(Continued from front page)
Perhaps more important as
a motivation for Shaver was the
involvement of interests outside
the county, providing money and
volunteers to work for Boylan
— or, perhaps, to work against
Morgan.
“That had nothing to do with
politics,” Shaver told The Times,
“it was, plain and simple, a
vendetta against Morgan.”
The result of so much “outside”
money being involved in the
campaign, Shaver said, is that “a
lot of people think Boylan is
owned by interests in Raleigh.”
A Shaver-Boylan race, he said,
is unlikely to attract outside
money — now that Morgan is out
of the picture. “I don’t see them
interfering in a race between
Joe and I,” Shaver remarked.
So the winner of that contest
can serve in the State House as
the clear choice of Moore County
voters, Shaver said.
He added that he and Boylan
share a conservative point of
view, though Shaver said he is
particularly attuned to the needs
of retirees — particularly government
and military retiress —
and of active-duty military personnel.
Shaver provided The Times
with a summary of his reasons
for running, as well as his community
service activities. That
summary, in Shaver’s own words,
appears in the paragraphs that
follow.
Why is Bud Saver
Running for Office?
I have chosen to run for the NC
House of Representatives District
52 in the November general
election as an Unaffiliated
Candidate for the following reasons.
I feel that the May 2nd primary
election for House District
52 was absolutely deplorable
and frankly besmirched all
involved. The massive interference
in our District’s primary
election by the National Republican
Committee and State
Republican Party in contradiction
to their Plans of Organization
has set a very undesirable precedent
for future elections.
In my opinion, the election
was not about who would be
the most qualified individual to
represent Moore County but
rather was a long standing, well
financed vendetta against Representative
Richard Morgan by
Mr. Art Pope. Unfortunately, a
large number of people now
perceive that Mr. Boylan is
beholden to the powers in Raleigh
as I am sure there will be those
who will perceive I am nothing but
You Are Invited
a “Morganite” which will be a
surprise to Mr. Morgan considering
the number of times we
have disagreed. I don’t believe
Mr. Boylan wants to go to Raleigh
with that questionable millstone
around his neck.
I also believe there will be no
further interference by the National
Republican Committee, the
State Party Headquarters or Mr.
Pope as they have accomplished
their objective of defeating Representative
Morgan.
Therefore, an election between
me and Mr. Boylan will give the
Shaver
(Continued from page 21)
Raleigh will get a legislative representative
whose primary concern
will be to respond to the
interests of District 52’s and
North Carolina’s citizens and
not that of others.
What has Bud Shaver done
for his country, county and
fellow citizens?
1. Has served our country for
33 years rising from the rank
of a draftee private to Major
General during which time he
was a Distinguished Graduate of
the Army’s Command and General
Staff College and also is a
graduate of the Army’s War College.
Both are considered equivalent
to advanced educational
degrees.
2. Has served the county in
the following capacities and is
familiar with its various needs.
a. Has been a member of the
Moore County Welfare Reform
Committee.
b. Was past president of the
Moore/Sandhills Coalition for
Human Care.
c. Was one of the originators of
the Empty Stocking Program
and in 1995 received the
National Guard Association’s
Patrick Henry Award for community
service.
3. Has sought justice for his
fellow citizens by being an active
leader in two lengthy successful
lawsuits with the State of
North Carolina because of its illegal
taxation policies.
a. The Bailey, Emory, Patton vs.
North Carolina government
(city, county, state, federal
civil service and military) retiree
lawsuit.
b. The Smith/Shaver vs. North
Carolina Intangibles Tax lawsuit
where those Shaver lawsuit
eligible intangible taxpayers
(those who paid but did not
know to protest) received
100% of their principle plus 6%
interest for one or more of
the tax years 1990-1994 without
having to risk or invest
anything.
To qualify I must obtain 2,040
petition signatures in support
of my candidacy. I hope you will
support my petition and my candidacy
in the forthcoming fall
election.
Maybe we can
get Pete Seeger!
Picketing for a cause seems
to be the thing to do these
days, and so I want you to
gather up some large pieces of
cardboard and poles and come
over to my house. We are going
to march around in angry
protest.
Where?
We are going
to picket
restaurants,furniture
stores,
plumbing
manufacturers,
and
doctors
offices
among other places.
Why?
Well, take your carpenters
rulers and move about your
house measuring the height
of the seats of your chairs.
Okay, what have you found?
Seventeen inches, right? Now
who were these chairs designed
for? Probably grade school
kids, race horse jockeys, and
Mickey Rooney. And when?
One hundred years ago probably.
Statisticians tell us that we
Americans are living longer
and growing taller and experiencing
more and more arthritis
in our joints. I am in my
eighties and have arthritis in my
knees and shoulders. I have
increasing difficulty sitting in seventeen
inch chairs and pushing
myself out of them especially
chairs without arm rests. All
of you youngsters are going to
Letters to the
be in your eighties some day.
Check your doctor’s waiting
room next time you have an
appointment. Seventeen inch
chairs, right? And many without
arm rests.
Now check the restrooms
of stores, libraries, offices and
other public places. What are
the heights of the toilet
Ollie’s
Thoughts
Oliver Gossard
seats in those restrooms? Less
than seventeen inches, I’ll bet.
And many of them do not have
any grab bars nearby.
I must tell you about a delightful
restroom that I found in a discount
store between Chapel Hill
and Durham years ago. Once
in that restroom, I found a
camode that was so high that
my feet barely touched the
floor. Delightful. On the wall was
printed an angry graffiti. It read,
“This damn toilet was not
designed for you and me. It
was built for the the center of
the Duke Basketball Team!”
And so, folks, come over to
my house with cardboard, a
black marking pen, comfortable
shoes, and a will to march
for justice for seated Americans.
Maybe one of you could
compose a protest song –
something like “Death to the
Seventeen Inch Chair.”
‘Blended’ board needs
input from community
Dear Editor:
It occurred to me that we will
never have a truly “new” Board
of Directors, simply because
some members leave and some
stay on after an election. To be
truly “new” the Board would have
to turn over completely.
Therefore, our current Board
is a “blended” one. As part of the
current “blended” Board this
year, I am confident that we can
be both responsive to our community
and responsible for significant
change. To be an effective
functioning unit, however,
we need several things from the
community. Here they are:
Dear Editor:
An article in The Times of
May 12 points out several things
regarding mail on the West side.
I read in one of the reports that
there were adequate boxes to
handle the future expansion.
Also it indicates the structure
is in need of repairs and proposed
expense is $500,000. It
pointed out the structure was
built in 1988.
Does that mean that a home
built in 1988 or prior should be
replaced?
Insofar as parking space is
concerned, I have lived here
14 years and to date have had
no problem in parking to get
my mail.
If some people would not sit
in the parking lot reading their
mail (take it home) taking up
space and those who stand
around socializing taking up
several spaces there would also
be more room.
If expansion was ever needed,
there is plenty of room above
the mail house by removing
some trees, to put in more parking
area. This plus minor repairs
to the existing house would cer-
First, we need your help in
defining what changes or
improvements
you would like
to see; what
suggestions
you may have
for improved
services and
what constitutes
good
governance. Make
your wishes known to us, but
understand that there will be
some disappointments because
everybody can’t be accommodated
every time.
Second, we need a clean slate
Westside mailhouse
problems overstated
tainly not come to $500,000.
Finally, putting mail boxes in
front of each house would certainly
change the landscaping
and looks of the area.
I have seen them at other
places and I do not consider
them attractive. I would not care
to have someone else pick out
what I can put in my front yard.
to begin with; perceived or real
failures in the past must remain
there. Bring
current issues
to us in a civil
manner so that
we can begin
to address
them with a
fresh approach.
I’d like to see
us put past differences aside
so we can go forward working
together. Dragging old baggage
behind just hinders progress
and really is counterproductive.
And finally, come to our meetings;
they can be an opportunity
for you to get to know us as fellow-landowners,
make your
concerns known, and generally
help us to make our community
the place you want it to be.
We will all benefit in the long
run.
We have some new and exciting
approaches to issues in our
plans for this year and we look
forward to sharing them with
the community.
For now, the new blended
otherwise, of previous Boards.
OPINION May 26, 2006 Seven Lakes Times Page 25
Adolescents deserve special care
Today was a special day in
our church. It was a day of celebration
honoring this years
seniors, who are about to graduate
I love children of all ages,
but I must admit that after teaching
them for twenty-two years, I
have a very special feeling about
teenagers.
It makes me angry when I
hear statements about “rotten
teenagers.” Kids who create
problems are kids who have
problems.
I must admit that the young
people I watched today probably
have a “leg up” over many others
because of the attitudes and
knowledge engendered by the
church people who have devoted
so much time working with
them and by the parents who
have cared enough about them
to help create positive and loving
atmospheres.
Adolescence is both a physically
and an emotionally difficult
period for most teens. We want
to see adult behavior, but many
parents don’t understand that
teen brains are not fully developed.
Teen emotions can run the
gamut of highs and lows – soaring
one day and in the depths the
next. Newly emerging and developing
sexual feelings although
anticipated may create fears,
frustrations, and lack of confidence.
Kids will never admit it, but
having to stay within the parameters
of rules and regulations
actually adds to feelings of security
plus the realization that parents
care enough to be concerned
about the safety of their
offspring. Plus, it gives them
reasons to avoid risky behavior
rather than just saying “no, I
don’t want to.”
Most teachers are genuinely
concerned about your child’s
development and accomplishments.
If you perceive a problem
at school, I strongly urge you
to make an appointment and
meet with the intention of a positive
discussion. To enter unex-
Also, I suggest that it is unfair
“Off the cuff”
evaluations
are unfair; don’t put the teacher
on the spot.
I suggest that parents avoid the
temptation to roll all the difficult
topics they want to address with
their teenagers into one big
important discussion.
Anything of importance is worthy
that starts at an early age. Pleasant
Want to know more? Go to the meetings.
Dear Editor:
Mr. Yates letter titled “New
SLLA board needs to communicate
better” warrants a rebuttal.
He should bear in mind that
these seven members have
been operating as a unit for but
one short month.
In that period of time they
have accomplished more than
could be expected and I believe
that it is the consensus of those
who have taken the time to
attend the board meetings, that
this new board is hard working,
effective, and unusually responsive.
If Mr. Yates had attended the
April 20th work session of the
board, he would have learned that
the possibility of out-sourcing
our security gate coverage was
under consideration and that in
all likelihood it would result in a
cost saving.
He also would have learned
that the board would continue to
provide 80 hours of “roving
security” in–house because this
was a function that SFI did not,
could not and would not perform.
Security was discussed again
at the open meeting of the board
on Wednesday, April 26th. If Mr.
Yates had been at this meeting
he could have asked about what
he now terms “rumors of such
action”.
its treatments, and how its
Had he done so, he would
have learned that there was a
substantial cost benefit to the
community in
the out-sourc-
ing of this
service. That
he felt it necessary
to call
Vickie in the
Landowner’s
office is no
fault of the board’s
nor was it caused by any lack of
communication on its part.
The board simply cannot spoon
feed information to every
landowner on every decision
taken on every problem con-
fronting it. It is the resident’s
responsibility to know what is
going on within our gates, to
Those who
have done so
issues confronting the board
and how diligent and hardworking
the board is in dealing with
them.
JoAn Moses, herself a former
April 26, she went to the microphone
and very earnestly said
“I am thoroughly impressed with
Pherisis (Blood Platelets/Plasma
Donation) is valued by the
American Red Cross at three
times that of a whole blood
donation.
Why?
Because it is directed toward
very specific current patients’
needs and the storage life of
these blood components is limited
to days and weeks.
In 1994, a group of Seven
Lakers started carpooling to the
ARC Blood Center in Durham
about five times a year to donate
this very special “Gift of Life.”
Pherisis donations go directly
to area hospitals for the treatment
of patients, many being
children with leukemia, lymphoma,
hemophilia, severe infections,
burns and organ transplants.
The eligibility for Pherisis donation
is the same as for Whole
Blood donation with the added
restriction of no aspirin 36 hours
prior to profusion.
seen by many admirers.
Thanks to Bill Price for coming
by to make sure we were
doing our jobs.
Betty Hurst came all the way
from Pinebluff to help with animal
and to sell our cat nip
bags.
Jean D’Andrea cooked the
hot dogs made to order and
Cynthia D’Andrea was our
cashier.
Sandhills Animal could not
have such great success without
our volunteers, who are so
devoted and only receive the
grateful kisses and licks from the
many dogs and cats waiting
for their forever home.
separation device and returned
to the other arm sans the desired
After a canteen stop, the group
heads off to a free lunch at a
nearby deli and then treks homeward,
arriving between 12:30
and 1:30 pm.
Unfortunately, the original
been reduced by 50% due to various
The group is seeking “new
All-Breed Dog Show is next weekend
It’s time for the Annual All-
Breed Dog Shows, Obedience
& Rally Trials, presented by
Moore County Kennel Club. The
events are slated for Saturday,
June 3 and Sunday, June 4.
The Who’s Who of the Dog
World will be showing up for
one of the most prestigious AKC
shows on the east coast. The
shows will be held at the Pinehurst
Harness Track and Polo
Field with Top Show Dogs, Handlers,
and Famous Dog Show
Judges providing an exciting
weekend.
This annual show draws some
of the foremost dogs in the show
world with the participation of
about 130 different breeds,
approximately 1000 dogs from
all over the US. Show Chairman
Patty Pace states they will have
the usual Sanctioned Breed
Showing and also the Obedience
Competitions & Rally Trials
each day with Best of Show and
Highest In Trial being awarded
both days.
There will be the competition
among the seven different Breed
Groups, (Sporting, Toy, Working,
Herding, Non-Sporting, Terrier
and Hound). The winner of
each of these groups then competes
for Best In Show and one
dog is awarded the coveted Blue
Ribbon.
Obedience Chair Cindy Hartman
reminds everyone that the
Obedience Competition and the
ever-popular Rally Trials give a
dog and his handler (most often
his owner) the chance to go
through their routines. These
canine participants show their
skills and go on to hopefully win
High In Trial or High Combined
and first in Rally classes.
The shows begin at 8:00 am
both days and continue on until
Best In Show at approximately
4:00 pm. There is a Parking fee
Harry sez:
at some of the rings, but it is
suggested that you bring your
own lawn chair for your own
comfort.
Booths will be selling Pet Supplies,
Dog and Human goodies,
and a variety of other interesting
booths plus several Food
Spots for the Humans.
The club’s Educational Pet
Information Booth will be on
hand to answer any dog-related
questions. The members remind
everyone that this is a fun family
event.
The club will sponsor the
Microchip Clinic, which will be
held at Barn 10 located right
off the actual show grounds.
Microchips provide pet owners
with a more permanent way to
I.D. their pets. This procedure
allows pets to be (1) micro
chipped with a HomeAgain®
microchip, (2) enrolled in the
HomeAgain Pet Recovery Service
program, and (3) visibly
identified with a yellow tag
attached to their collars.
Local Veterinarians, who are
always on site for the shows,
conduct the Clinic. Vet. Techs,
from the Vet Tech Program at
Central Carolina Community
College, will be assisting. Anyone
caring to have their pets
(both dogs and cats) properly
identified can bring them to the
clinic and have them micro
chipped in a minute.
The Clinic is open both days
and will begin at 11:00 am until
3:00 pm the cost will be $20.This
is an invaluable safety procedure
for your pets.
Two special events offered for
the first time this year are the
appearance of the Military Working
Dogs and their Handlers
from Fort Bragg at 12:00 noon
Saturday only. The demonstration
will show just some of the
work that these dogs and their
handlers do everyday all over the
world. The demo will last approximately
45 minutes, so get there
promptly at 12:00 noon to see it
NCWRC suspends Lake Auman patrols
(Continued from front page)
olution to the question of NCWRC
jurisdiction on Lake Auman.
It’s more than a month after
NCWRC officers spent Easter
Sunday handing out tickets on
Lake Auman and three weeks
since an attorney for the SLWLA
made the association’s case
that Lake Auman is a private
pond exempt from NCWRC
enforcement activities.
But there’s still no decision
from the commission or Norman
Young, the Assistant Attorney
General working on the
jurisdiction issue.
Beckwith seems more or less
confident that whatever is going
on behind the scenes is moving
in the right direction. He told
members who attended the
SLWLA’s Tuesday, May 23
monthly meeting that the association
is “in the midst of a constructive
dialog” with the NCWRC.
“I can’t tell you how it is going
to come out,” Beckwith said, but
he added that he was “convinced
there is going to be a
positive resolution.” Acknowledging
that the process is moving
slower than the board would
like, Beckwith noted that “we
are dealing with a government
agency” and “from their perspective,
they are moving quickly.”
Beckwith was able to offer
boaters who received tickets
during the Easter Sunday raid
one piece of good news: the
court dates for their citation
hearings have been continued for
sixty days. Beckwith said the
commission unilaterally asked for
the continuance.
“We continue to believe there
will be no convictions,” he said,
“because we don’t believe anyone
is guilty of anything.”
Boaters concerned about the
prospect of enforcement activities
during the Memorial Day holiday
asked Beckwith during Tuesday
night’s meeting whether the
commission had agreed to suspend
enforcement until the matter
is settled.
“The good faith expectation
is that we will have no further visits
until the matter is settled,”
Beckwith said, “and we are working
to confirm that.” However,
he could not, on Tuesday night,
offer any guarantees. That was
before Beckwith received the
email from Colonel Everhart on
Wednesday.
Dale Erickson urged that the
board “accelerate its sense of
urgency” in pursuing that guarantee,
noting that he had not
registered his boat with the state
because he felt to do so would
acknowledge state jurisdiction on
Lake Auman.
“A number of people feel if
they buy a [state]sticker that we
are accepting the fact that it is a
public lake,” Erickson said.
Beckwith said it would be
impossible to accelerate the
sense of urgency because the
board was already motivated to
resolve the issue as quickly as
possible.
“I do agree that it is frustrating
for people to feel they can’t use
the lake because of fear that
they will be ticketed,” he added.
Tony Rocco urged the board
to develop a plan to deny Wildlife
officers access to Lake Auman,
should they return before the
jurisdictional issue is resolved.
Though he did not spell out
exactly what he had in mind,
he noted that the board could call
on plenty of community volunteers
for assistance.
“The best way to get this
resolved is not to make this confrontational
and adversarial,”
Beckwith said. “We have tried
very hard to bargain in good
faith.”
Responding to a request from
Ronnie Milligan for more information
on the on-going communication
between the board, the
NCWRC, and their respective
attorneys, Beckwith said, “There
have been conversations
between our attorney and their
attorney. Some things are being
discussed that are not appropriate
to become public at this
time.”
“These are not public negoti-
Meetings mark start of Small Area Plan
(Continued from front page)
through the area that helped
highlight its diversity.
A new member of the planning
staff, Chris Armstrong, presented
one of the more dramatic
facts about Area A. From 1820
until 1979 — 159 years, she
said, roughly 925 structures
were built in Area A. In the 24
years since 1980, 2112 structures
have been built in the area.
Planner Kathy Liles explained
the potential impact of soil type,
watershed protection, and flood
Much of the area falls under the
Quick work cleans up Auman gasoline spill
(Continued from page 4)
Overall, the Association’s
finances are “in real good shape,”
Reid said.
Lakeway Drive. Ray MacKay
announced that a portion of the
Lakeway Drive exit road will be
closed from June 12 to August
18, while Hudson Paving installs
curbs and gutters and resurfaces
the roadway. Once the
job is finished, the roadway will
be about fifty percent wider than
at present, he said.
While construction is underway,
residents will be required to use
the back gate to exit the community.
The construction will stop
short of the mailhouse, so residents
will be able to come in the
front gate, stop at the mailhouse,
and then exit out the front gate.
Asked why this summer’s work
will not include the entire exit
road, MacKay explained that
the Parkwood subdivision that
runs along the upper portion of
the exist roadway includes nine
lots fronting on Lakeway Drive —
and nine potential driveway cuts.
He said it makes sense to wait
until the location of those cuts is
defined before installing curb
and gutter.
In addition, it is possible that
both the mailhouse and the front
gatehouse will be remodeled in
the next few years, making it
desirable to delay repaving Lakeway
in those areas.The entrance
side of the roadway is expected
to be paved next summer.
Recreation. Betty Milligan
noted that she had been able to
work with the board as Recreation
Director to respond to several
requests from the community,
among them:
• Additional handicapped parking
at the pool.
• A drink vending machine at the
pool.
• A process for allowing private
pool parties.
• Allowing grandchildren to use
the pool without paying a
guest fee.
“The board has worked with
me, and I feel like we are making
progress,” Milligan said.
She reported that the Recreation
Committee now has its
Ugly Roof?
Worn Out Roof?
Old Roof Look?
own web page on the SLWLA
website at www.sevenlakeswest.org,
where members can
find listings of upcoming events
sponsored by the committee.
Tony Rocco asked whether
the board had explored liability
issues related to use of the pool
for private parties and was told
it is covered by the the existing
association insurance policy. He
encouraged the board to explore
requiring the hosts of any private
party to pay for supplemental
coverage.
Beautification. Milligan, who
also heads up the recreation
committee, reported that funds
raised by the committee three
years ago have recently been put
to use planting flowering trees in
the Lakeway drive mall below the
mailhouse. Additional landscaping
is planned for the area.
Lake Auman. Director Mary
Anne Fewkes said quick action
by residents and members of
West End Fire and Rescue last
weekend had saved a boat from
sinking and prevented a gasoline
spill from spreading through the
lake.
Fewkes told The Times that
she and her husband Bob
Fewkes responded to a report of
a deck boat sinking on the lake
and found a strong odor of gasoline
when they arrived at the
scene.
Personnel from Seven Lakes
Marine worked with the Fewkes
to raise the boat, while West
End Fireman Eric Stromberg,
COUPON
Moore County Fire Marshall
Carleton Cole, and other West
End and Moore County personnel
dealt with the gasoline spill.
Large booms of absorbent fabric
were spread on the surface
of the lake to absorb the spilled
fuel, Stromberg told The Times.
Fewkes encouraged boaters
to familiarize themselves with
the SLWLA rules and regula-
tions for boating on Lake Auman.
She reviewed speed limits in
various areas of the lake, no
wake areas, and rules for pulling
skiers. The full set of lake rules
is available in the SLWLA handbook
issued to all residents last
year.
Board goals. SLWLA President
Jim Meikle concluded the
meeting with a quick overview of
the goals the board has set for
itself for the coming year —
many of which are already being
addressed. His list appears
below:
Goals for 2006–2007
SLWLA Board Year
1. Improve community security
and safety
a. Improve customer service
and access control at
front gate
b. Provide 24 hour manned
coverage at the front gate
c. Install boundary fencing
at West Side Park
d. Continue installation of
additional fire hydrants
throughout the community
e. Update the Disaster Plan
for Seven Lakes West
2. Enhance community appearance
a. Install privacy screening
between West Side Park
pool and truss plant
b. Continue work on Lakeway
Drive and Mall
c. Improve compliance with
Architectural Review Committee
standards and community
covenants, rules,
and regulations
3. Enhance, maintain, and protect
community amenities
a. Improve West Side Park
great room acoustics
b. Construct a walking trail at
West Side Park
c. Install new Johnson Point
swim raft
d. Create a Lake Auman
management policy (e.g.
SLWLA response to silt
accumulation in coves)
e. Preserve Lake Auman’s
status as a “Private Pond”
(i.e., a private lake) not
subject to the jurisdiction
of the North Carolina
Wildlife Resources Commission
4.Improve community documents
and communications
a. Republish governing documents
(Articles of Incorporation,
By-Laws, Restrictive
Covenants, etc.) in
most current form, incorporating
all amendments.
b. Enhance and expand
financial reporting to the
Board and community
c. Develop a policy manual
as a record and reference
with respect to policies
developed by the Board
