Guide is provided free of charge. As 

with last year, it is not possible to 

supply IPA Sections with extra books. 

However, continually updated copies 

will be available on e-mail. 

Between publications, amendments 

are circulated immediately to all 

Sections by e-mail, to keep you up to 

date on contact details, changes to 

office holders and details of IPA 

Houses. It is imperative that National 

Sections notify the IAC of any 

changes as soon as they occur, so we 

may continue to provide the latest 

information to the membership. 

Please remember to send us updated and good quality photos when existing 

houses are altered or new IPA Houses are established. These can be printed 

photographs or digital images transferred by e-mail.

The International Police Association 

- a Friendship Organisation - 

for serving or retired Police Officers. 

The IPA - the largest police organisation in the World - was formed on 

1 January 1950. Since that time, its Esperanto message “Servo per 

Amikeco” (Service through Friendship) has reached more people than could 

have been imagined. 

The Association was formed in the 1950’s because a police sergeant from 

Lincolnshire, England, Arthur Troop, wanted to create a channel for 

friendship and international co-operation amongst police officers. His notion 

of an Association with the development of social, cultural and professional 

links amongst its members, in an environment free from discrimination of rank, 

sex, race, colour, language or religion, became a reality. 

From small beginnings, the IPA message quickly took hold and the formation 

of new Sections throughout the World became rapid. Now, membership is 

well in excess of a quarter of a million. National Sections exist in 59 

countries throughout the World and we have witnessed the steady growth 

of what has become the undisputed major police organisation in the World. 

Arthur Troop’s fundamental ideas still remain today. 

FORMING AN IPA SECTION: 

The formation of a Section in any country requires a minimum of 20 members 

of its Police Force. Prior to foundation, a police officer may join any of the 

already formed National Sections as a Foreign Associate Member, until such 

time as their own country’s Section is affiliated. There follows a gradual 

process of encouragement and liaison with an appointed ‘sponsor’ Section, 

who, together with the international body, help and advise them. 

Ultimately, the country would become affiliated in its own right, at one of the 

annual conferences of the International Executive Committee. 

The IPA is a democratic body and every position is open to all, from the 

Branch Officer to the International Presidency. As the Association grows in 

strength and expands throughout the World, younger members are 

encouraged to take on some of the tasks that its officeholders undertake.

IPA WORLD CONGRESSES AND IEC CONFERENCES: 

The International Executive Council (IEC) is composed of one delegate from 

each Section and of the Permanent Executive Bureau (PEB) who are the 

elected members responsible for the management of the Association. They 

meet every three years at an IPA World Congress and between, once a year, 

at an IEC Conference. 

Within the framework of the working sessions, the Organising Committees for 

these conferences always include an International IPA Programme for 

Visitors. Members travel from all parts of the World to participate in these 

Friendship events.

Status (Roster) with the Economic and Social Council of the United 

Nations and also enjoys Consultative Status with the Council of Europe. 

The Association has a continued commitment to principles set out in the 

Universal Declaration of Human Rights by recognising that any form of 

torture is absolutely inconsistent with these principles.
