ROUTE SURVEY REPORT<br />

<strong>LOWER</strong> <strong>DEMWE</strong> & UPPER <strong>DEMWE</strong> HYDRO ELECTRIC POWER PROJECT, TEZU DISTRICT,<br />

ARUNACHAL PRADESH<br />

This Route Survey was conducted by Wilh. Loesch India mainly with the intension to investigate the feasibility for transportation of<br />

the project cargo from Dibrugarh, Assam to the Lower & Upper Demwe Project in Arunachal Pradesh.<br />

The entire route was travelled by road and an extensive route survey was carried out on current road condition. We have checked<br />

National Highways, State Highways, Hilly Road sections, Land Slide zones, Road condition, Bridge condition, Vertical clearance of<br />

over head structures, Electrical Lines, Availability of turning radius etc.<br />

The survey was carried out between 7 th & 8 th May , 2009.<br />

The following dimensions and weight of the cargo were taken into consideration during this route survey:<br />

PARAMETERS:<br />

LENGTH - 7 M WEIGHT - 125 TONS<br />

WIDTH - 7 M<br />

HEIGHT - 6 M<br />

After having detailed analysis it has been observed that the following said route is feasible for transportation by hydraulic trailer<br />

combination.<br />

ROUTE:<br />

The following road approaches the Lower Demwe Power House site-<br />

Dibrugarh – Tinsukia – Dumduma – Rupai – Kakopather – Dirak – Namsai – Chowkham – medo – Wakro – Parsuramkund –<br />

Demwe Lower Power House<br />

The following road approaches the Upper Demwe Power House site-<br />

Parsuramkund – Tohangam – Udayl Pass – Lalpani – Teading – Paya – Mompani – Power House Site


Comments:<br />

Based on the feasibility route survey our observation & conclusion are as follows:<br />

Lower Demwe Project:<br />

� The Road from Dibrugarh to Rupai (Total distance 80 KM) we are travelling on NH – 37. The road is in good condition having<br />

carriage width 6.5 M & clear width of road is 7.5 M.<br />

� From Rupai to Parshuramkund (Total distance 133 KM) we are travelling on NH-52. The road is in good condition. At many<br />

places road is narrow having carriage width – 3.5 M but clear width of the road is 7 M & the entire NH-52 is under planning<br />

for widening for which road widening is under construction.<br />

� It was observed that up to <strong>DEMWE</strong> <strong>LOWER</strong> (Parsuramkund) all bridges are RCC (70 R) with clear width of 7.5 M or more<br />

which are capable to take 125 MT cargo weight plus vehicle weight.<br />

� It was observed that at Tinsukia (52 KM) we have to pass under the Overhead Bridge for which height restriction is 6 M from<br />

ground level.<br />

Conclusion:<br />

From logistics point of view we conclude that cargo upto 125 MT (excluding Trailer) in weight, 12 M in length , 6 M in width & 6 M in<br />

height including vehicle on 10 axles hydraulic trailer can move safely & smoothly up to Lower Demwe Project Site.<br />

Upper Demwe Project:<br />

� The road stretch between Lower Demwe & Upper Demwe is around 70 KM but having plenty of restriction all along the<br />

route. The present road condition is very bad. The entire route is in forest hilly region having very narrow road, short turning<br />

radius, steep up & down gradient. Most of the bridges are steel constructed & very weak. Further one bridge on Tiding river<br />

(40 KM) which is hanging suspension bridge with restriction of only 9 MT weight. (Details are attached with distance chart<br />

report.)<br />

Conclusion:<br />

We feel that as on date it is not possible to carry any cargo which is more than 3 M wide & weight 9 MT including vehicle.<br />

After having detailed analysis of this route , we strongly recommend to explore possibility of using barge between Lower Demwe &<br />

Upper Demwe, once the dam at Lower Demwe is filled, so that heavy equipments like runner, transformer & ODC cargo can safely &<br />

timely mobilize up to the Upper Demwe Project Site.
