Rules of 41 INTERNATIONAL 

(Incorporating those laid down on 14th June 1975 with subsequent amendments) 

1. NAME 

The organisation shall be called 41 INTERNATIONAL. This name should 

preferably be followed on all official documentation by the words ‘An organisation for 

Ex-Tablers ’. 

2. OBJECTS 

The objects of the organisation are: 

(a) to encompass all Associations consisting of clubs of Ex-Tablers. 

(b) to maintain at international level the contacts between those clubs. 

(c) to maintain at the same international level the bonds of friendship which 

unite all Ex-Tablers. 

3. MEMBERSHIP 

(a) Membership of41 INTERNATIONAL comprises 

(1) Associations whose affiliated clubs are made up of Ex-Tablers. 

(2) Associations whose affiliated clubs have the option to extend their membership to 

Ex-Tabler friends on the condition that the rules of admission of such members are in 

line with the standard practice of Round Table. 

(b) An Association shall consist of a country, or of a number of countries af 

filiated together, with a minimum of 3 clubs. 

(c) An Association or one of its affiliated clubs may bestow honorary mem 

bership on such person or persons as it may decide, but honorary members, unless 

they are Ex-Tablers, shall neither hold office nor have voting rights in the club or Associ 

ation or 41 INTERNATIONAL. 

(d) Associations must comply with these rules at all times and maintain their 

contribution to the budget as defined in Rule No. 10(c). 

(e) An Association wishing to apply for membership shall submit a written 

application and dossier to one Annual General Meeting for a decision at the next 

Annual General Meeting. 

(f) The International Council shall have the power to expel any Association 

which does not comply with Rule 3(d) above or whose contributions to the budget are 

two years in arrears. In the event of expulsion for non-payment, any application for re 

instatement must be accompanied by payment of all outstanding contributions. 

(g) A decision to expel or reinstate a member Association shall require a 

two-thirds majority of the delegates present and voting.

(h) The International Council may confer honorary membership on an indi 

vidual member in recognition of outstanding service to 41 INTERNATIONAL 

4. MANAGEMENT 

The objects of the organisation shall be carried into effect by an International Council 

which will also be responsible for administration and future development. 

5. OFFICERS 

(a) The officers shall be the International President, the International Vice- 

President (who shall be President Elect), the Immediate Past International President, the 

Secretary. Each person shall take office immediately following the Annual General Meet 

ing at which he is elected and hold office until he resigns or until the next 

Annual General Meeting. 

(b) An Association wishing to host the International Vice-Presidency must 

submit a nomination by 1st February prior to the Annual General Meeting at which the 

appointment will be made. 

Nominations will be accepted only from Associations which contribute the full basic fee 

to the budget. The successful Association shall present its candidate at the Half-Yearly 

Meeting immediately following the decision. 

(c) Candidates for the post of Secretary must be supported by the candi 

date’s Association and their names notified to the Secretary in writing at least 14 days 

prior to the Annual General Meeting. 

(d) The Secretary shall be elected for a term of 3 years and may stand for a 

further term of 3 years. 

(e) In the event of more than one nomination to host the Vice-Presidency or 

more than one nomination for the post of Secretary the Associations will be requested 

to address the Annual General Meeting. Guidelines on procedure will be issued by the 

Board prior to the AGM. 

(f) All officers must be former members of Round Table. 

6. DUTIES 

(a) The International President shall be the Chairman of the International 

Council, the In ternational Board and every meeting held in the name of 41 INTERNA 

TIONAL. In his absence, the International Vice-President shall take the chair. If neither is 

present, a Chairman shall be elected from those present. 

(b) The President may if he sees fit appoint a personal secretary for the year

of his presidency inorder to support him. That person will not be an Officer, a member 

of the International Board nor a member of the International Council. He shall operate 

totally at the expense of the President’s budget. 

(c) The International Vice-President shall deputise for or represent the International 

President when called upon to do so and attend such meetings or events as shall be 

determined from time to time. 

(d) The Immediate Past International President shall be available to give ad 

vice to the other officers and members of the International Council, thereby ensuring 

continuity of the administration and wellbeing of 41 INTERNATIONAL. He shall also be 

the International Extension Officer and provide help and assistance to developing 

Associations and those wishing to be considered for membership of 

41 INTERNATIONAL. 

(e) The Secretary shall be responsible for the implementation and execution 

of all secretarial matters pertaining to the affairs of 41 INTERNATIONAL. In particular 

he shall be responsible for the convening of all meetings and for the recording and 

distribution of minutes which shall be written in English he shall be responsible for the 

implementation and execution of all financial matters pertaining to the affairs of 41 IN 

TERNATIONAL and be responsible for the production of the items listed under 

FINANCE 10(b), (h) and (i). 

(f) The Secretary shall be the focal point for member Associations who are 

requested to provide him with copies of their rule book, a list of their officers, their 

Annual General Meeting dates and any other relevant information. 

7. THE INTERNATIONAL COUNCil 

(a) There shall be an International Council consisting of the Officers and 

two International Councillors elected by each member Association at its own Annual 

General Meeting. In the case of members with less than 5 clubs, the number of elected 

Councillors shall be reduced to one. 

(b) Association Secretaries must notify the Secretary in writing of the names and 

addresses of theI International Councillors as soon as they are elected. All International 

Councillors must be former members of Round Table. 

8. THE INTERNATIONAL BOARD 

(a) There shall be an International Board consisting of the Officers. It shall


meet immediately prior to the Half Yearly Meeting and Annual General Meeting and at 

such other times as the International President or the Secretary shall determine. 

(b) The Board shall deal with administrative matters which might arise be 

tween Council meetings and it may assume such specific emergency powers as it feels 

necessary, subject to ratification at the next International Council Meeting of any 

action taken. 

9. MEETINGS 

(a) An Annual General Meeting shall be held between 1st April and 30th June in each 

year at the expense of the host member Association. The venue and date shall be fixed 

by the International Council not less than two years in advance. Invitations will be 

accepted only from Associations who contribute the full basic fee to the budget. 

(b) Each member of the International Council shall be entitled to attend and to cast 

one vote apart from the Chairman who shall do so only in the event of a tie. Except as 

otherwise stated elsewhere, all decisions shall be carried by a simple majority of votes 

cast. 

(c) There shall be a Half Yearly Meeting at the expense of the host member Associa 

tion, at a venue and date to be fixed by the International Council not less than two 

years in advance. 

(d) Invitations from Associations who elect to contribute a discounted basic fee to 

the budget must be approved by at least 75% of Council members voting in favour. 

(e) Any International Councillor who is unable to attend may be substituted by an 

other member of his Association provided that written notice has been given to the 

Secretary. 

(f) Non-European Association members may appoint one or two consuls to attend 

on their behalf and vote accordingly. Consuls must be appointed for a 3 year term and 

their details notified to the Secretary. They may not represent more than one member 

Association at the same time nor can they be existing members of the International 

Council. 

(g) All consuls must be former members of Round Table. In the event that the 

appointed consul(s) cannot attend, views may be expressed, and votes cast, by the 

Chairman of the meeting provided written instructions have been received by him in 

advance of the meeting. 

(h) The quorum for a meeting shall be 50% of the members of the Interna 

tional Council. The business shall not commence until a quorum is present and shall be 

adjourned at the time if it is not maintained. If there is no quorum present one hour

after the time appointed for the meeting, the meeting shall take place with the persons 

present. 

(i) All business shall be conducted and all written reports given, in English. 

10. FINANCE 

(a) 41 INTERNATIONAL shall not adopt a fixed financial year but shall treat 

the period from one Annual General Meeting to the next Annual General Meeting as its 

financial year provided that if 41 INTERNATIONAL fails to hold an Annual General 

Meeting in any calendar year the financial year which began with the preceding Annual 

General Meeting shall be deemed to have ended on the anniversary of that Annual Gen 

eral Meeting and the next financial year shall run from that anniversary to the Annual 

General Meeting in the next calendar year. 

(b) At the Half-Yearly Meeting the International Council shall approve a 

budget in EURO for the financial period commencing at the following Annual General 

Meeting. 

(c) Contributions for fees are due within two months of the notice being is 

sued by the Treasurer after the AGM. Failure to make payment by the due date will re 

sult in the loss of voting rights until the fees are paid in full. 

(d) Contributions shall be made by all member Associations to include a 

basic fee plus an amount for each member club in accordance with the Budget agreed 

at the HYM. The number of clubs shall be reported to the Secretary upon request. If no 

return is made, the number of clubs listed in the International Directory shall apply. 

(e) Associations with less than 10 clubs and 150 Ex-Tablers and those out 

side Europe are entitled to a 50% discount of the basic fee if they so wish. The atten 

tion of those which elect to do so is drawn to the restrictions detailed in Rules 5 and 9. 

(f) Associations wishing to host the Presidency or an AGM must pay the full 

basic fee for at least two consecutive years immediately prior to submitting an applica 

tion. 

(g) All representatives of member Associations shall serve 41 INTERNA 

TIONAL without any remuneration whatsoever and shall be entitled only to the 

reimbursement of expenses as laid down in the budget. 

(h) A report shall be given at the Half-Yearly Meeting and Annual General 

Meeting detailing the receipts and payments to date and their comparison with the 

previously agreed budget. 

(i) Audited accounts shall be presented to the Half-Yearly Meeting


immediately f ollowing the end of the relevant period. 

11. HOSTING 

Each member Association shall submit an invitation to the International President and his 

partner or, if attendance is impossible, to the International Vice-President and his partner 

or the Immediate Past International President and his partner to attend its own Annual 

General Meeting and Conference and the 41 INTERNATIONAL Annual General Meeting 

or Half Yearly Meeting if being hosted separately. Such invitation shall cover the costs of ac 

commodation and breakfast for the duration of the Conference and all official functions. 

12. RULES 

(a) These rules shall not be altered other than by a two-thirds majority of the 

delegates present and voting at an Annual General Meeting. Details of any proposed modi 

fication or additions must be submitted to the Secretary by 1st February in any year for 

circulation with the notice of the next AGM. During a Half Yearly Meeting all questions re 

garding 41 INTERNATIONAL can be discussed, and all questions that are not specially re 

served to the Annual General Meeting can be decided. 

(b) No changes of the rules shall take place unless all Associations have had the opportunity 

to consider any changes at their respective (next) AGMs.

YAP-Report 2009 / 2010 

We can notice a rising interest in the YAP among the young people of our clubfamilies. 

Due to the enthusiastic reports on their tours in “The Hinge” and the national journals a lot of 

young people like to join the YAP. 

Because I stayed in Australia up to January I could not issue the tour-agendas before end of 

February. But within four weeks nearly all tours going from Europe to India and South Africa 

were fully booked. This year we will have 52 participants, and there are still a lot waiting on the reserve-list. 

We could easily rise the number of participants if we could find enough hosting clubs. This is the 

limiting factor. Unfortunately there are nearly always the same clubs which are open to host the 

young people and which are willing to do this service for our Youth. 

Our YAP-Convenors are doing a hard job in finding new hosts and preparing the tours across 

their countries. I will use the opportunty to say a big “Thank you” to all my convenors. Without 

the help of the Convenors YAP would not work. 

The program would be even more attractive if further National Associations could join YAP as 

hosting associations. Today there are India, South Africa, Austria, Belgium, Denmark, France and 

Germany. Unfortunately Switzerland left the programm last year and New Zealand aswell as Indian 

Ocean kept byside as they have not too much Clubs to guarantee a private accommodation. 

In 2011 we will try to start an exchange programm with the young people of Apex in Australia. 

When I had been in ”Down Under” some month ago I made arrangements with the Apex foundation 

which like to sponser their part. I will keep you informed on this developemt. 

Some countries which like to send their young people to Europe have problems with their weak 

currency. We will check whether we can sponser a part of the so called “Tour fee” for those countries. 

I like to mention that the national board of Belgium and Germany have already sponsered a 

fixed sum in their budget for this purpose. 

There are some rumors about the “big” risc of hosting YAP in case of misfortune or mishap, above 

all the fear to be personally liable . We have an eye on that circumstances and we take care that 

every participant (and their partents) has to sign a “Renuntiation form” in which he declares no 

claims against the sponsoring Associations for misrepresentation and for damages of any nature. 

In addition to that each participant has to send a copy of his personal insurance in case of illness 

and personal liability. 

Some National Association have already took out a policy to protect all national arrangements 

as AGMs, HYM, tours, and activities including YAP. 

Last not least we have founded the “YAP/Famex – International Exchange Association”, which is 

responsible for the organisation of all YAP Tours. This Association takes responsibility for the planing, 

coordination and relalization of all tours. 41 international is not to blame in any case if some 

misfortune may happen. 

With this package of measures we have createted the basic to strengthen the YAP in the following 

years. I hope we can convince those national Associations which kept back to join the YAP. With 

this we could extend our offer of tours and make it more extensive. 

For our young people it is an unique chance getting to know other cultures in a way a normal 

touristic enterprise will never achieve.
