Hello <strong>Brillion</strong> !!<br />

My name is Wayne Volkman. I am your new Community<br />

Development Director and Redevelopment Coordinator. I<br />

was <strong>of</strong>ficially hired on August 1, 2006 and began working<br />

in the community as <strong>of</strong> August 9TH. Volume 9, Issue 3 September 2006 to November 2006 <strong>Edition</strong><br />

Thank you for giving<br />

me this wonderful opportunity to serve your community in<br />

a very unique pr<strong>of</strong>essional capacity.<br />

Although my position is considered part-time, you can be<br />

assured that I will be working full time to promote and better the <strong>City</strong> <strong>of</strong> <strong>Brillion</strong> as a whole. I will certainly<br />

be drawing upon my 35 years <strong>of</strong> planning experience to assist me with the community needs that<br />

have been identified by the Mayor and Common Council, the <strong>City</strong> Administration and the citizens <strong>of</strong> the<br />

community. I will also need to focus and carry on with the various programs that Heather Zander was<br />

involved in when she was Community Development Director and Zoning Administrator for <strong>Brillion</strong>.<br />

Over the years, I have been fortunate to work in both the public and private sectors <strong>of</strong> planning. My<br />

public planning experience has included work with the Green Bay – Brown County Planning Commission,<br />

the East Central Wisconsin Regional Planning Commission, the Town <strong>of</strong> Menasha, the <strong>City</strong> <strong>of</strong><br />

Menasha and the <strong>City</strong> <strong>of</strong> Thornton, Colorado; which is a northern suburb <strong>of</strong> the <strong>City</strong> <strong>of</strong> Denver. In the<br />

private sector, I have nearly 20 years <strong>of</strong> experience working with McMahon Associates and Martenson<br />

& Eisele which are located in Neenah and Menasha respectively.<br />

As we move forward in <strong>Brillion</strong> there are a number <strong>of</strong> community challenges and opportunities that we<br />

are faced with. Certainly, the Downtown Business District is a very high priority. To maintain a strong<br />

and viable downtown, we need to attract new business to the downtown and fill our vacant store fronts.<br />

The redevelopment <strong>of</strong> commercial properties and the restoration <strong>of</strong> business buildings are some <strong>of</strong> the<br />

tools we must use to improve the downtown. The promotion and marketing <strong>of</strong> <strong>Brillion</strong>’s Downtown will<br />

be a vital step in achieving this goal. Likewise, we must be prudent in attracting compatible businesses<br />

that can be located along our U. S. Highway 10 Business Corridor.<br />

Another important facet <strong>of</strong> strong economic development for the <strong>City</strong> <strong>of</strong> <strong>Brillion</strong>, is to make sure that we<br />

can expand existing industries and attract new industry to the community. New industry should not only<br />

compliment what we already have here; but should also expand on new horizons that are not currently<br />

found in <strong>Brillion</strong>. One method used to attract new industry to a community is the acquisition <strong>of</strong> land and<br />

the development <strong>of</strong> an improved business/industrial park.<br />

To support businesses and industries in the community, we must also pay attention to our residential<br />

development in <strong>Brillion</strong>. We need to promote the attributes <strong>of</strong> <strong>Brillion</strong> and attract more people to live in<br />

the <strong>City</strong>. The building <strong>of</strong> new homes on vacant lots and the development <strong>of</strong> new residential subdivisions<br />

will go a long way to achieving this goal. Likewise, we need a variety <strong>of</strong> housing in terms <strong>of</strong><br />

choices and prices to attract new residents.<br />

In summary, you can see that we have some very important projects that need to be accomplished to<br />

move <strong>Brillion</strong> forward in the immediate future, as well as long – range (next 10 to 20 years). It will take<br />

a cooperative team effort as well as a public - private partnership to achieve these community projects<br />

and goals.<br />

Any thoughts and ideas that you have to enhance and improve the quality <strong>of</strong> life in <strong>Brillion</strong>, are always<br />

welcomed. Please feel free to share your ideas with any <strong>City</strong> <strong>of</strong>ficial or staff member. Let us continue to<br />

make <strong>Brillion</strong> A Good Place to Live, Work, Learn and Play for generations to come. �

The <strong>Brillion</strong> Community<br />

Center has direction.<br />

At a special <strong>City</strong> Council meeting on<br />

August 24 th the council gave direction<br />

to the Park and Rec Commission to<br />

proceed with a business plan the commission<br />

created. The plan calls for<br />

updating the facility to increase the<br />

usage and ultimately reducing the tax<br />

rate. To accomplish this, the Commis-<br />

Elevator Project Update<br />

Construction on the elevator project is moving<br />

forward and expected to be completed by the<br />

middle <strong>of</strong> November. Please pardon the inconvenience,<br />

the noise and the dirt while this<br />

project is going on. I am sure you will be<br />

pleased with the results and the much improved<br />

access to the basement meeting area.<br />

Homebound?<br />

Are you homebound and living in the <strong>City</strong> <strong>of</strong><br />

<strong>Brillion</strong>? You can get Library materials delivered<br />

to your home with a simple call to the<br />

Library at 756-3215. You can receive Library<br />

materials even if your disability is temporary.<br />

Friends Silent Auction<br />

The Friends will be holding<br />

another silent auction with<br />

book-based baskets. The auction will take<br />

place the week <strong>of</strong> November 27-December<br />

1st with final bidding ending at 6 p.m. Get<br />

an early start on your holiday gift giving by<br />

taking part in this fund raiser. Stop in during<br />

Library hours and place your bid.<br />

Open House<br />

The <strong>Brillion</strong> Library will be holding an Open<br />

House on Friday, December 1st from 3-7 p.m.<br />

Stop in and view the new elevator and enjoy<br />

refreshments furnished by the Friends. Don't<br />

sion will recommend to the Council a<br />

group <strong>of</strong> dedicated people who will<br />

form a Community Center Foundation<br />

and fundraise for the necessary funds<br />

to update the facility. We’re not talking<br />

about brat fry’s and car washes,<br />

this plan calls for corporate sponsorships,<br />

naming out different venues <strong>of</strong><br />

the facility and an aggressive grant<br />

writing campaign to complete the<br />

goal. In a nutshell we’re looking at<br />

keeping the current services, expand-<br />

forget to take part in the silent auction!<br />

Mitten Tree Project<br />

The <strong>Brillion</strong> Library will be again sponsoring a<br />

Mitten Tree. The public is invited to drop <strong>of</strong>f<br />

new mittens, gloves, caps, scarves, and hats<br />

at the Library between October 15th and<br />

December 8th. All donated items will be<br />

distributed to the needy <strong>of</strong> the area. The<br />

Library is also <strong>of</strong>fering the public the opportunity<br />

to upgrade to the new System Library<br />

card with a donation to the Mitten Tree project.<br />

Placing snow on streets<br />

Don’t plow or blow snow into the street – If<br />

you must place snow into the street during<br />

snow storm clean up, you must immediately<br />

remove it from the street before completion<br />

<strong>of</strong> your snow removal operations.<br />

Ice and Snow removal<br />

from public walks<br />

Residents have 24 hours to remove snow and<br />

ice from public sidewalks after a snowfall.<br />

After that time, <strong>City</strong> crews can be dispatched<br />

to remove snow and ice and any costs will be<br />

passed on to property owners for the removal.<br />

Notices are usually given in these matters but<br />

that is not a guarantee.<br />

Snowmobile operation<br />

Police have noticed that snowmobile users<br />

are not following rules while operating snowmobiles<br />

in the <strong>City</strong>. The Police want everyone<br />

to enjoy snowmobiling and we don’t want to<br />

loose our privileges to operate on <strong>City</strong> streets.<br />

Anyone caught failing to follow the rules for<br />

operation on city streets can be issued a cita-<br />

ming. We have instructors in ALL levels <strong>of</strong><br />

CPR, First Aid, Lifeguarding, Oxygen Administration,<br />

AED (Automated External Defibrillation),<br />

Water Safety Instructor, Preventing Disease<br />

Winter Reminders<br />

private property, other than the owner’s property,<br />

without prior authorization.<br />

4. Snowmobiles may not be operated on<br />

top <strong>of</strong> snow banks next to the street or the<br />

area between the street and sidewalk.<br />

5. Snowmobiles may not be operated<br />

lengthwise on Main St./Hwy-PP or lengthwise<br />

on Ryan St./ Hwy-10. (You may cross either<br />

main St. or Hwy-10)<br />

When crossing non operation streets, snowmobiles<br />

must operate directly across the intersecting<br />

street and may not cross on an angle<br />

to connect to a misaligned street<br />

Frozen Furnace exhaust<br />

Residents should check all furnace vents.<br />

Deep freeze can cause your furnace vents to<br />

freeze creating a serious carbon monoxide<br />

danger in your home. Frozen vents can also<br />

rentals at the BCC. Get that special someone<br />

a punch pass for exercise classes or your<br />

grandchildren a monthly swim pass. A great<br />

stocking stuffer or trick-or-treat gift! Need<br />

Winter Parking Ban<br />

The <strong>City</strong>’s Winter Parking Ban takes effect<br />

November 15 th through the 1 st <strong>of</strong> April.<br />

The ban is effective from 1am to 6am in which<br />

time there is no parking on any <strong>City</strong> street.<br />

If special permission is needed for parking<br />

during the Winter Parking Ban hours, you<br />

must call the Police Department for prior authorization<br />

daily. No permission for parking<br />

will be given during a snow emergency. �

2007 Garbage and Recycling<br />

User Fees<br />

The annual Garbage and Recycling User Fees<br />

for the <strong>City</strong> <strong>of</strong> <strong>Brillion</strong> residents will be applied<br />

to your 2006 Property Tax bills which are payable<br />

in 2007. This amount will be added to the<br />

first installment <strong>of</strong> the property tax bill and will<br />

de due by January 31, 2007. The 2007 garage<br />

and recycling user fees are:<br />
