Eric Thomas Federal Delegation The Last Green Valley, Inc. thanks its congressional delegation for their many years of support, encouragement and assistance in raising awareness of the organization and its work: Senators Richard Blumenthal, Scott Brown, John Kerry and Joseph Lieberman, and Congressmen Joe Courtney and Richard Neal. Partnership with the National Park Service The Last Green Valley, Inc. contracted with the National Park Service for federal fiscal year 2011 under the Heritage Partnership Program. While TLGV was ultimately most grateful to receive funding, the uncertainty of federal funding until well into the fiscal year was a huge challenge. This had a detrimental effect on the organization and its work. TLGV’s successful partnership with the University of Connecticut, the Green Valley Institute, was ended after a decade. TLGV was unable to commit to a contract that would continue to fund the work past March 4, 2011. The work of the Green Valley Institute has gained renown over its existence, earning many national and state awards for public education in land use. TLGV retains its strong commitment to continuing education for land use decision makers and will strive to fund such partnerships once annual funding levels are known in subsequent fiscal years. The delay in receiving the NPS funding advisory also impacted the number and extent of programs and projects completed by the end of the fiscal year. TLGV had hoped to expand projects in areas such as land use education and community development but instead those efforts were severely truncated. TLGV is committed to becoming self-sufficient by the year 2015. That goal is predicated on the continuation of TLGV’s excellent programming and the documentation of the impacts of that programming. A reduction in programs because of delays in NPS funding notification greatly reduces TLGV’s credibility and its opportunity to attract alternative nonfederal resources. Perhaps the most difficult result of the funding challenge this past year was the reduction of TLGV’s already small staff from 6.8 full time equivalents to 4.8. While the gap in professional staffing was filled with volunteers as much as possible, the loss continues and is hard felt. On a positive note, TLGV continued its long-time partnership with NPS Rivers, Trails and Conservation Assistance Program. RTCA’s John Monroe has provided technical assistance for a third year, developing water trails in The Last Green Valley. His expertise in cultivating large numbers of volunteers on regionwide projects is evident in the wonderful water trail guides that are being developed. Also, RTCA has been invaluable in preparing applications for National Recreation Trail designations for many segments of the rivers. TLGV will be building on this partnership again next year.
