prosperity of those interested
In the main industries ot this territory,
has likewise materially increased,
but unfortunately, the day laborer
has received but a small part of this
increased prosperity. I recommend
for your careful consideration the
advisability of raising the pay of day
laborers, so as to offset the increased
cost of llvlne; but any raise in pay
ehoula not be such as to affect the
credit of the municipality, or to deplete
the public treasury.
VACATIONS
I recommend to your serious consideration,
the passage of an ordinance
providing for annual vacations,
with pay, for those engaged in public
works, not only to the highly paid
employe; but . for those engaged in
FREE GARBAGE
I trust that the time is not far distant
when" the finances of the municipality
ROADS
The prosperity of a community cau
be measured to a large extent by the
condition In which that community
maintains its highways. It is useless
to have attractions which are inaccessible
by roads,' and the merchant and
householder is put to very serious
Inconvenience and loss if the public
highways are not maintained In good
serviceable condition.
I therefore urge, that you give your
most serious consideration at all times
