LETTER FROM JOHN SEO<br />

If there is one word that I can always use to describe <strong>Spaulding</strong><br />

<strong>for</strong> <strong>Children</strong>, it’s adaptable. As I am sure you agree, our<br />

economic climate is still a work in progress and at times<br />

hinders the ability <strong>for</strong> non-profits like <strong>Spaulding</strong> <strong>for</strong> <strong>Children</strong><br />

to receive the vital funding needed to serve those in our<br />

community. Along with many other organizations, <strong>Spaulding</strong><br />

<strong>for</strong> <strong>Children</strong> faced challenging times with the close of the<br />

Texas State Legislative session, which resulted in extensive<br />

budget cuts to both our adoption and post adoption programs.<br />

The need to raise private funds is more important than ever as<br />

the income received by government, continues to only cover a<br />

portion of the expenses required to run efficient and effective Foster Care, Adoption,<br />

and Post Adoption programs.<br />

We’ve seen it affect smaller non-profits and other organizations; many of them<br />

having to downsize, cut programs, and some even <strong>for</strong>ced to close their doors. I can<br />

gratefully say that <strong>Spaulding</strong> <strong>for</strong> <strong>Children</strong> hasn’t done any of those. We are still<br />

here, thriving and continuing to provide the same services our families and children<br />

deserve, completely uninterrupted. We’ve even had the opportunity to expand our<br />

Post Adoption services to the Dallas/Fort Worth and East Texas areas, to ensure that<br />

these critical services were maintained in these communities.<br />

<strong>Spaulding</strong> <strong>for</strong> <strong>Children</strong> continues to demonstrate an excellent track record of<br />

delivering high outcomes as evidenced by the 98% of families that have remained<br />

intact through our Post Adoption Program as opposed to the national average of<br />

85%. This is a result of the adaptability, hard work and commitment of the great<br />

team at <strong>Spaulding</strong> <strong>for</strong> <strong>Children</strong>. They are truly committed to our mission – to<br />

provide children in need of a loving home with the joy of having one. These<br />

outcomes are even more impressive when you consider that administration<br />

comprised only 6% of costs. I am proud to be part of an organization that is fiscally<br />

responsible and adaptable to the changing times.<br />

As we look to 2012 and beyond, I am humbled by how much work there is still to<br />

be done. Today, in this great State of ours, there are over 31,000 children in foster<br />

care and over 6,000 children waiting <strong>for</strong> their <strong>for</strong>ever home! This is truly not<br />

acceptable and we can do better!<br />

As I reflect on the road ahead, I’m always reminded of the fact that we have the most<br />

incredible supporters out there - you. Yes, every single one of you reading this have<br />

in some <strong>for</strong>m or another affected <strong>Spaulding</strong> <strong>for</strong> <strong>Children</strong> in a very positive way, and<br />

we thank you <strong>for</strong> that. Many of you have supported us at one of our fundraising and<br />

recruiting ef<strong>for</strong>ts like the Chevron Houston Marathon and Expo, the Special Opt to<br />

Adopt Corpus Christi Benefit, Texas Hold ‘Em, Run to Adopt 5K in McAllen, and<br />

the Aces <strong>for</strong> Adoption Tennis Tournament. We look <strong>for</strong>ward to enjoying these<br />

Foster Care<br />

In <strong>2011</strong>, <strong>Spaulding</strong> <strong>for</strong> <strong>Children</strong> provided 21,827 days of care <strong>for</strong> 119<br />

children in the Greater Houston Area. 23 children were adopted by their foster parents<br />

through <strong>Spaulding</strong> <strong>for</strong> <strong>Children</strong>. <strong>Spaulding</strong> <strong>for</strong> <strong>Children</strong>’s Foster Care program<br />

supports the agency’s mission by providing foster homes <strong>for</strong> children currently in the<br />

custody of The Texas Department of Family and Protective Services (TDFPS) who<br />

have been abused, abandoned, or neglected. The program has two components:<br />

temporary foster care and foster to adopt. Temporary foster care provides homes <strong>for</strong><br />

children who are waiting <strong>for</strong> the outcome of their permanency plan which may include<br />

adoption, return to parents, kinship placement or remaining in state custody. The foster<br />

to adopt component identifies children <strong>for</strong> whom the permanency plan is adoption and<br />

places them with foster parents who desire to foster them with the end goal of adoption.<br />

100% of foster children stayed with the foster parents until discharged through adoption<br />

or other type of placement initiated and planned TDFPS and <strong>Spaulding</strong> <strong>for</strong> <strong>Children</strong>.<br />

Adoption<br />

Adoption services are provided through the Houston, Corpus Christi, and McAllen<br />

offices which serves 29 counties in Texas. In <strong>2011</strong> <strong>Spaulding</strong> <strong>for</strong> <strong>Children</strong> placed 70<br />

children in permanent families. 71 children officially became part of their “<strong>for</strong>ever<br />

families” in <strong>2011</strong> when their adoptions were finalized. <strong>Spaulding</strong> <strong>for</strong> <strong>Children</strong><br />

continues to maintain a superior success rate in which 91% of its placements become<br />

finalized adoptions.<br />

The Adoption program consists of several components: recruitment, training,<br />

placement, and finalization. Recruitment ef<strong>for</strong>ts include staff, community<br />

volunteers and adoptive parents advocating through media, public appearances and<br />

faith-based campaigns. A testament to the quality of services is that the agency’s<br />

greatest recruiters continue to be the adoptive families who return to adopt again, and<br />

refer their family and friends. Adoption is a permanent, lifelong commitment to a child.<br />

The average cost <strong>for</strong> adoption through <strong>Spaulding</strong> <strong>for</strong> <strong>Children</strong> averages about $10,500<br />

per child versus the national and Texas average of $23,000 per child. Adoption<br />

services through <strong>Spaulding</strong> <strong>for</strong> <strong>Children</strong> are free of charge to families, eliminating<br />

significant financial barriers <strong>for</strong> prospective adoptive parents.<br />

Post Adoption<br />

Post Adoption Services are provided through the Houston, Corpus Christi, McAllen,<br />

Plano, Paris, and Fort Worth offices. In <strong>2011</strong>, the Post Adoption program served 1006<br />

children and provided 3,297 case management hours. <strong>Spaulding</strong> <strong>for</strong> <strong>Children</strong>’s Post<br />

Adoption program began in 1990 <strong>for</strong> the purpose of providing on-going support<br />

services to families who adopted children from the Texas Department of Family and<br />

Protective Services (TDFPS). The program is designed to protect, strengthen and<br />

preserve the new families, as well as help them understand and cope with the existing<br />

bonds the children had in past relationships. Post Adoption services are free of charge<br />

and are offered to all members of the family until the youngest adopted child reaches<br />

eighteen years of age. <strong>Spaulding</strong> <strong>for</strong> <strong>Children</strong> specializes in working with<br />

Revenue<br />

children defined as special needs by TDFPS. All Post Adoption services are<br />

offered in both English and Spanish. The Post Adoption program provides<br />

case management, respite care, education, support groups, therapeutic<br />

camping, counseling, and treatment services designed to resolve adoption<br />

issues and strengthen family functioning to increase the quality of life <strong>for</strong> all<br />

family members; thus insuring that the family remains intact. During <strong>2011</strong>,<br />

99% of adopted children utilizing Post Adoption services remained with their<br />

adopted families.<br />

Parent Education<br />

<strong>Spaulding</strong> <strong>for</strong> <strong>Children</strong> finalized the Parent Education Program which served<br />

392 parents out of the Corpus Christi office in <strong>2011</strong>. This program was<br />

supported by the Prevention and Early Intervention division of TDFPS. The<br />

program uses the Parenting Wisely curriculum to show parents videos of<br />

families interacting and experiencing common family problems. Families<br />

served through this program can be biological parents, adoptive parents,<br />

expectant parents, and relative caregivers. <strong>Spaulding</strong> <strong>for</strong> <strong>Children</strong> partnered<br />

with other social service agencies such as Padre Behavioral Hospital, the<br />

Area Agency on Disability and Aging, and the ACE and 21st Century<br />

Afterschool Programs to provide this program throughout Nueces, Jim Wells,<br />

Kleberg, San Patricio, and Aransas counties. The Parent Education Program<br />

strengthened families throughout the Coastal Bend area by teaching them<br />

effective communication skills. Parents were introduced to more effective<br />

discipline and reward techniques and how to redirect child aggression and<br />

disruptive behaviors. Parents gained a boost of confidence in their parenting<br />

skills in order to make them even more successful parents.<br />

The Heart of a Child<br />

This is Katherine Leverenz. She is a typical 8 year old. She loves to play with her<br />

friends and loves her toys. An active student at The Post Oak School, she is anything<br />

but your typical elementary student. A few weeks ago, Katherine and her family<br />

attended a fundraiser <strong>for</strong> Massey Ranch Elementary – her old elementary school. A<br />

basket full of toys caught her eye at the silent auction and she started to feverishly<br />

bid on it. Katherine won the basket and told her mom immediately after that she<br />

wanted to give the toys to children who needed them more than she did. She decided<br />

to donate her basket to the foster kids at <strong>Spaulding</strong> <strong>for</strong> <strong>Children</strong>.<br />

Katherine’s story reminds us that big hearts come in all ages and sizes. Katherine<br />

was thinking of others be<strong>for</strong>e herself and what she could do to help those who are<br />

less <strong>for</strong>tunate. Our success is possible because of people like Katherine and other<br />

generous donors who help enrich the lives of the children that <strong>Spaulding</strong> <strong>for</strong> <strong>Children</strong><br />

strives to help.<br />

"Michael"<br />

“Michael”, a 15-year-old boy placed by <strong>Spaulding</strong> <strong>for</strong><br />

<strong>Children</strong> has received some good news: he was recently<br />

admitted to a competitive audio-visual technology course at<br />

the Miller Technology Center in the Houston area. Since he<br />

loves working with computers, downloading music, playing<br />

video games and working with technology, this is a great<br />

personal and professional opportunity <strong>for</strong> him in the ever<br />

changing world of technology.<br />

Michael began playing with audio and video applications at<br />

a very young age. When he was younger, he preferred to stay<br />

inside, which lead him to develop more indoor interests.<br />

Now with his <strong>for</strong>ever family, he has his own laptop and<br />

Xbox that have helped him master these technologies. He<br />

has also taken a Touch Systems course in high school that he<br />

learned so much from and truly loved.<br />

In the future, he hopes to assist with audio-visual programs at his church as well as other<br />

endeavors pertaining to technology. Once he completes this course, he plans to search <strong>for</strong><br />

some related part-time work to prepare him <strong>for</strong> college – where he plans to concentrate on<br />

arts and technology.<br />

He has other interests, which include animals and playing games with kids in his neighborhood<br />

and church youth group. He also enjoys building with Legos, drawing, and reading<br />

science fiction. He is ready to continue his education in college and is excited <strong>for</strong> all the<br />

courses it offers and the variety of people he will meet.<br />

When You Least Expect It<br />

Some may say that it is coincidence or chance. I say it was<br />

fate. It was a normal Saturday morning, which had come all<br />

too soon. I woke with a tired feeling. I decided to get up and<br />

get the day started. As usual, I had a full day planned. I tried<br />

to see what I could eliminate from my schedule. I thought<br />

very hard and almost convincingly eliminated a trip to 300<br />

Bowling Alley. The children who we were sponsoring as part<br />

of our church’s Share-A-Gift program were going to be there<br />

that day. The Share-A-Gift Program is a youth program that<br />

allows them to bring gifts <strong>for</strong> those who are a part of <strong>Spaulding</strong><br />

<strong>for</strong> <strong>Children</strong>. This was our second year and we thought it’d<br />

be nice to meet some of the kids that we sponsor. I had an<br />

overwhelming feeling that even though I was super tired, I<br />

needed to go. So I gathered about eight children together and<br />

we all headed to the bowling alley. When we walked in the<br />

foster children had already started bowling their second<br />

game. Jacquela<br />

The kids that I brought with me were slowly starting to mingle with them. They talked<br />

and it wasn’t long be<strong>for</strong>e they were laughing and having fun. There was one little girl<br />

there in particular that I talked to that really caught my attention. She was the girl that<br />

my youngest daughter was sponsoring. When I saw my daughter talking to her, I walked<br />

over and began getting to know her as well. She had such a mild and meek demeanor. I<br />

fell in love right away. After being there <strong>for</strong> about an hour and a half, I loaded all of the<br />

kids back into my truck and headed home. I listened to the kids as they talked about the<br />

children that they just met. They couldn’t stop talking about the day. I started listening<br />

to my daughters talk about Jacquela - the little girl we both met. I knew in my heart that<br />

I wanted to adopt her but was amazed to hear my own daughters say they wanted her as<br />

a sister as well.<br />

On my way home I called my husband and told him about Jacquela. Later, he admitted<br />

that he knew the first time he heard me talking about her that I truly wanted to pursue<br />

adoption. The following Tuesday my husband had an opportunity to meet her when she<br />

came to the church to prepare to be the spokesperson <strong>for</strong> the children that we sponsored.<br />

She was planning on coming the following Sunday. After she left, my husband said he also<br />

wanted to adopt her. Sunday, Jacquela arrived at church. She spoke to the congregation<br />

at the end of the service. She did a wonderful job. We then started contacting those in<br />

charge of handling Jacquela’s case at <strong>Spaulding</strong> <strong>for</strong> <strong>Children</strong>. We were blessed to have<br />

<strong>Spaulding</strong> <strong>for</strong> <strong>Children</strong> to help us to make this dream come true. We started the paperwork<br />

in December 2010. Jacquela came to live with us at the end of June. On November 18,<br />

<strong>2011</strong>, she was officially declared ours according to the courts in the state of Texas. But in<br />

our hearts she was always a part of our family.<br />

Foundation Spotlight: The Rees-Jones Foundation<br />

This year <strong>Spaulding</strong> <strong>for</strong> <strong>Children</strong> faced a new challenge when it accepted the Post Adoption<br />

contracts <strong>for</strong> Regions 3 and 4 of Texas, encompassing the Dallas/Fort Worth area and the<br />

Northeast Texas region. The acceptance of these regions doubled the area we serve through<br />

our Post Adoption program and increased the demand <strong>for</strong> financial support in order to better<br />

provide the adoptive families in these communities with the support they need to keep their<br />

families intact.<br />

The Rees-Jones Foundation was one of the first organizations to come to our aid and offer its<br />

support to help sustain these vital services in the community. The Foundation has<br />

continued to be involved in the work that <strong>Spaulding</strong> <strong>for</strong> <strong>Children</strong> is doing in the Dallas/Fort<br />

Worth area and is a prominent leader in the ef<strong>for</strong>t to support children in the Texas foster care<br />

system. Founded in 2006 by Jan and Trevor Rees-Jones, The Rees-Jones Foundation is a<br />

private foundation that works with non-profit organizations, primarily in North Texas, to<br />

serve others and improve their quality of life in tangible ways. Of particular interest to the<br />

Foundation is the work of organizations that defend the welfare of children suffering from<br />

abuse or neglect and that encourage the development of healthy families, including adoptive<br />

families such as those served by <strong>Spaulding</strong>.<br />

The founders of the Rees-Jones Foundation are passionate about their calling to make a<br />

difference <strong>for</strong> those in need. One can easily see Jan and Trevor’s kind and generous hearts<br />

in the many endeavors they support each year. “One of the blessings we enjoy is the passion<br />

of those who provide the services needed by so many. We marvel at their energy, their<br />

dedication, their creativity and their ability to do so much with whatever resources are<br />

provided. We want to be their partners, we want to share their successes and we want to offer<br />

support when they are stretched. These leaders deserve all the credit, although they probably<br />

would say they do not work <strong>for</strong> the credit that comes their way. That sincere commitment to<br />

helping others is why it brings us so much joy to be their partners." --Jan and Trevor Rees-<br />

At <strong>Spaulding</strong> <strong>for</strong> <strong>Children</strong> we are truly grateful <strong>for</strong> their partnership and support to help<br />

provide children in need of a loving home with the joy of having one. Support from<br />

organizations like The Rees-Jones Foundation allow us to continue building the legacy that<br />

<strong>Spaulding</strong> <strong>for</strong> <strong>Children</strong> is proud to have been a part of since 1977. We appreciate the<br />

willingness of The Rees-Jones Foundation to help sustain the adoptive families that rely on<br />

these vital services each year.<br />

Office Depot Supports <strong>Children</strong><br />

Office Depot commemorated 25 years as a premier<br />

provider of office supplies and services by holding a<br />

ribbon-cutting celebration <strong>for</strong> the grand re-opening of<br />

one of its newly remodeled stores in Houston.<br />

During the ceremony, the Office Depot Foundation<br />

donated new children’s sackpacks with essential<br />

school supplies and made a charitable contribution of<br />

$200 to <strong>Spaulding</strong> <strong>for</strong> <strong>Children</strong>, as well as to two other children’s charities in the Houston area.<br />

The sackpack donations are part of the Office Depot Foundation’s award-winning National<br />

Backpack Program, through which it donates new sackpacks to deserving children across the<br />

United States and beyond. Since the program began in 2001, Office Depot has given away more<br />

than 2.5 million backpacks and sackpacks to help children succeed in school. We extend a huge<br />

thank you to Office Depot <strong>for</strong> their generous contribution.<br />
