<strong>IRATA</strong> SHUNT <strong>Statement</strong>. <strong>Revised</strong> <strong>November</strong> <strong>2012</strong><br />

<strong>Statement</strong> released by <strong>IRATA</strong> in response to the Petzl 10 th January <strong>2012</strong> statement<br />

on the use of the Petzl <strong>Shunt</strong> as a back-up device for industrial rope access.<br />

<strong>IRATA</strong> are aware of the conclusions drawn by Petzl in their statement on the use of the Petzl<br />

<strong>Shunt</strong> which can be viewed at www.petzl.com<br />

The Petzl statement highlights the known risks of misuse when performing a continuous<br />

descent whilst holding the tow cord should an incident occur during descent, e.g. working<br />

rope or descent device failure, or out of control descent and also that of defeating the device<br />

by grabbing the body or rope above it. It also highlights other potential risks, including but<br />

not limited to, use with two person loads<br />

<strong>IRATA</strong> has always acknowledged these known and potential risks and notes that Petzl’s<br />

recommendation is not to use the Petzl <strong>Shunt</strong> as a backup device if it is towed.<br />

It is the opinion of <strong>IRATA</strong> that this does not eliminate the selection of the <strong>Shunt</strong> or any other<br />

back up device towed with a cord during certain tasks and using specific methods of<br />

handling supported by thorough risk assessment and appropriate training.<br />

<strong>IRATA</strong> therefore recommends the following to <strong>IRATA</strong> members and <strong>IRATA</strong><br />

technicians:<br />

The shunt should not be used as a back-up device if it is to be continuously<br />

towed in descent however it could be used as a back-up device when operated<br />

separately from the descender providing the other considerations set out below<br />

are addressed.<br />

<strong>IRATA</strong> members, employers and users have final responsibility for the selection and<br />

correct use of equipment and if using the <strong>Shunt</strong> should read Petzl’s statement and<br />

user instructions carefully and assess the implications in relation to the continued use<br />

in their system, or in changes to methods of use.<br />

<strong>IRATA</strong> have conducted a number of investigative tests on back-up devices for single<br />

person use and for two-person rescue. The results and others planned are available<br />

on the <strong>IRATA</strong> website to member companies to assist them in assessing the<br />

suitability of equipment and their application to rope access and rope access rescue.<br />

Consider the following when selecting back-up devices for rope access, rope access rescue<br />

and associated training;<br />

2 Manufacturer’s user instructions<br />

programme and work sites i.e. familiarisation with equipment and techniques<br />

Mitigation, additional protection and control measures to consider may include;<br />

1 Avoidance of two-person loading e.g.<br />

a) Rig for rescue e.g. anchors pre-rigged for lower or haul<br />

b) Rescuer lowers casualty separately without attachment<br />

c) Rescuer descends adjacent to casualty lowers casualty then self; alternately<br />

2 An additional safety line controlled by a third party<br />

3 Use of impact absorbing flooring /mattresses as an additional layer of protection during<br />

training or practice<br />

4 The use of two descenders instead of a descender and back-up device<br />

Further general guidance on back up devices<br />

Risk assessments for equipment and methods should be reviewed frequently.<br />

Back up devices should preferably be used in accordance with the manufacturer’s user<br />

instructions, however there are exceptions. Manufacturers of products acknowledge they may<br />

not be aware of all the possible applications and methods.<br />

Where <strong>IRATA</strong> members decide to develop any changes through innovation and outside the<br />

manufacturer’s user instructions then there will be a need to demonstrate the performance<br />

and effectiveness of the methods being adopted for the specified application or method.<br />

Reference should be made to the ICOP section 2.7.1.1 and 2.7.7.5 for further guidance.<br />

<strong>IRATA</strong> reminds members that training will be required to achieve the necessary competence in any<br />

new methods and/or equipment. Employers have the responsibility to ensure that operatives are<br />

competent in the use of equipment provided.<br />

Where the use of new techniques or equipment has been implemented there should be a periodic<br />

review to ensure correct use in training and on site e.g. site audits.<br />

The robust approach that <strong>IRATA</strong> have taken to address changes or potential changes in<br />

equipment and methods should accelerate innovation in both methods and equipment to<br />

improve the safety and effectiveness of the secondary system in industrial rope access.<br />
