ABOUT THE PAPER, PART 3: 1990 – 1995<br />

A great amount of the information listed below came from a paper I wrote in 1990-1992 while<br />

obtaining my masters degree. Many different sources were used to gather this information including<br />

the following:<br />

• Interviews of different individuals around the state concerning volleyball; people<br />

interviewed included: Charlotte Basnett (first OHSVCA Executive Secretary), Chuck<br />

Braden (New Knoxville), Lucille Burkett (Shaker Heights, DGWS Chair), Hildred<br />

Byrkett (Troy), Chuck Dorsey (Jackson), Rod Ebright (Grandview Heights & Sports<br />

Imports), Dorothy Edwards (Elida), Diana Ford (Bexley), Lois Harkins (Federal<br />

Hocking), Randy Heath (Jackson Journal Herald), Margaret “Peg” Love (Department of<br />

Education), Bob MacFarland (Stow), Carol Mertler (Ashland College), Radonna Miller<br />

in 1958 at Oberlin and began the girls’ athletic programs at that school. Coach Harris<br />

began the girls’ athletic program at West Holmes in the 60’s as well. It was a complete<br />

joy to listen to their memories!!!<br />

The goal of this paper is to provide a background regarding the growth of the sport of volleyball<br />

in <strong>Ohio</strong> and to record major information of the OHSVCA. It will be presented during the summers<br />

of 2004 through 2008, the OHSVCA’s 25 th anniversary.<br />

It will also give coaches/schools access to the history of their school in volleyball in terms of<br />

state honors, all-star matches, and state tournament results. If anyone knows of a former coach that<br />

coached in the early years of the sport, please let that person know this paper is available on line.<br />

Junior high/ middle school and boys’ volleyball information will be kept to a bare minimum as my<br />

primary interest and concern is with girls’ high school volleyball.<br />

As is always possible, an error could have been made in the spelling of a name, a year, a school<br />

name, etc. I welcome any corrections and/or additions to this information (see the last page for<br />

Brief overview of the significant discussions/decisions/happenings for 1990 in the OHSVCA<br />

and volleyball in the state through decisions of the OHSAA:<br />

o Yearly membership fees for the OHSVCA were $10.00, lifetime fee was $50.00<br />

o In March, the treasurer reported a balance of $11,560.36 and in May, a balance of<br />

$9526.11 (all prior to the 1990 clinic)<br />

o Scholarship winners were: Class A, Kari Reynolds, Spencerville HS; Class AA, Kerry<br />

Cremeans, Wheelersburg HS; Class AAA, Julie Owens, Mt. Healthy HS<br />

o Third year of the Scholastic Team Award program produced the following winners: Class<br />

A, Cuyahoga Valley Christian Academy (3.579 gpa); Class AA, Centennial (3.615 gpa);<br />

Class AAA, Athens (3.576 gpa); over 50 teams met the criteria for the scholastic team<br />

award in 1989-90<br />

o Third year for the scholar athlete award: 160+ athletes received the honor (1989-90) and<br />

42 scholar/athletes with a 4.000 gpa<br />

o Clinic held in June at Upper Arlington HS; no OHSAA rules interpretation meeting at the<br />

clinic because of the date; would include time for high school and college coaches to<br />

meet and have a better understanding between the two groups; #3 Drill Book was<br />

available; Radonna Miller was in charge of overseeing the set-up for the clinic<br />

o In its third year, boys’ volleyball programs were increasing in number throughout the<br />

state; regional tournaments were being held due to the increased number of teams; the<br />

OHSVCA became the organizer and sponsor of the tournaments<br />

o Boys’ <strong>Volleyball</strong> State Tournament was held on May 19 th at Franklin Heights HS with 16<br />

teams competing; Worthington beat St. Charles for their first title; June 16 th was the date<br />

of the Boys’ All-Star Match at Upper Arlington<br />

o Nearly 500 coaches attended the clinic in June and membership increased to 692 coaches<br />

by September; after the clinic, the treasury showed $11,197.00 in the checking account,<br />

$3379.00 in the savings account, and a CD with $4857.00<br />

o There were no inductees for the Hall of Fame in 1990<br />

o Purchase of Final Four pins from past state tournaments was made available (1975 to<br />

present)<br />

o The College Corner was a new article being written for our newsletters by various college<br />

coaches<br />

o <strong>Coaches</strong> were to contact officers or their district directors about any concerns in the state<br />

about volleyball; this information was the basis for many of the action/proposals taken by<br />

the OHSVCA Board of Directors; proposals had to be on the agenda for the November<br />

meeting in order to be discussed (some concerns raised dealt with the quality of line<br />

judging, the Adidas/Molten ball, independent play rules, summer camps, open gyms, no<br />

contact period, standard form for nominating a player for All-<strong>Ohio</strong>, play area at Dayton<br />

arena for the state tourney; some of the rules concerns dealt with allowing a double hit on<br />

serve receive, possible 4 th entry at 14-14, antenna placement on the net)<br />

o October newsletter listed players attending college and playing volleyball on a new level<br />

o Junior high/Middle school coaches could receive awards for 100, 200, 300 wins<br />

o State tournament in November goes to 4 divisions as opposed to 3 classes and would be<br />

played over 3 days at the University of Dayton (the 1989 tournament made $45,000.00);<br />

match ball was Molten<br />

o The OHSVCA and Mikasa sponsored a Hospitality Room at the state tourney<br />

o OHSVCA proposals to the OHSAA included a 2 day regional tournament, one more<br />

week of preseason, maximum of 22 matches in 20 playing dates, and one additional<br />

scrimmage for each week a team advances in tournaments<br />

o All-Star Matches were moved to the <strong>Ohio</strong> State University to accommodate a 2 court/<br />

match format; this was number eight for our association<br />

o At the end of the state tournament, our membership had risen to 770 with 121 total life<br />

members; prior to the All-Star matches we had a total of $18,815.00 in all of our accounts<br />

o In <strong>Ohio</strong>, there were 778 high schools with volleyball teams and 19,496 participants<br />

o Plans were in the making for the first OHSVCA Elite Camp to be held at Muskingum<br />

College in July of 1991<br />

o If a district did not have a senior all-star player, a player was selected from the list of senior<br />

Brief overview of the significant discussions/decisions/happenings for 1991 in the OHSVCA<br />

and volleyball in the state through decisions of the OHSAA:<br />

o Yearly membership fees for the OHSVCA were $10.00, lifetime fee was $50.00<br />

o In March, the treasurer reported a balance of $12,588.96 and in April, a balance of<br />

$7000+ (all prior to the 1991 clinic)<br />

o Pam Witzmann, Centerville, was appointed to the new OHSAA standing committee on<br />

Sportsmanship, Ethics, and Integrity and Bob Price, Westerville South, was appointed to<br />

work with the OHSAA on improving the current Molten ball for tournaments<br />

o The 1990 regional and state volleyball tournaments made $32,678.85!<br />

o The state volleyball tournament for 1991 was moving to the Nutter Center, Wright State<br />

University<br />

o OHSVCA state clinic was going to be held at Upper Arlington HS on Friday, June 14 th ,<br />

and Saturday, June 15 th<br />

o 1990 team records for 7 th , 8 th , and Freshmen teams were printed in the March, 1991,<br />

newsletter- if submitted<br />

o in April, 1991, our proposals to the OHSAA were all voted down – 22 matches in 20<br />

playing dates, allowing additional scrimmages during tournaments beyond sectionals,<br />

practice to begin 2 weeks prior to first day of season, and for the regionals to become a 2<br />

day event; the principals in the state had voted FOR all the proposals<br />

o OHSAA State Board finally agreed on a number to “recognize” a sport to be eligible for<br />

tournaments – 150; impact for us dealt with boys’ volleyball<br />

o Scholarship winners for 1990-91 were: Division I – Alison Martin, Sandusky HS;<br />

Division II – Karen Meyers, Chaminade-Julienne HS; Division III – Kathryn Wheeler,<br />

Wheelersburg HS; Division IV – Rachel Hostetler, Archbold HS; in 1992 winners would<br />

receive $300 instead of $100<br />

o Fourth year of the Scholastic Team Award program produced the following winners:<br />

Division I, Col. St. Francis DeSales (3.618 gpa); Division II, Centennial (3.665 gpa);<br />

Division III, Otsego (3.647 gpa); Division IV, Minster (3.579 gpa); 96 teams met the<br />

criteria for the scholastic team award in 1990-91; plaques were given to these teams at<br />

the clinic and the next 4 schools in each division received a certificate of honor<br />

o Fourth year for the scholar athlete award with 341 athletes receiving the honor (1990-91)<br />

and 53 scholar/athletes with a 4.000 gpa<br />

o Boys’ <strong>Volleyball</strong> State Tournament was held on May 18 th at Westland HS with 16 teams<br />

competing; Hilliard beat Gahanna for their first title; June 15 th was the date of the Boys’<br />

All-Star Match at Upper Arlington; winner to play in the USVBA championships<br />

o Due to problems with boys’ coaches behavior during the boys’ tournaments, a vice-<br />

presidency was created by the OHSVCA for boys’ volleyball<br />

o 506 coaches attended the clinic in June and membership increased to 800+ coaches by<br />

September<br />

o Inductees for the Hall of Fame in 1991 were Sheila Wallace (<strong>Ohio</strong> Northern<br />

University), Rose Koch (Cinc. Mother of Mercy HS), and Martha Roudebush,<br />

(Indian Valley HS)<br />

o Over 1200 Final Four pins from past state tournaments (1975 – 1990) were ordered for<br />

coaches/schools that requested them<br />

o <strong>Volleyball</strong> official, Ginny Lee Powers, was elected into the OHSAA Offiicials Hall of<br />

Fame; Ginny had officiated volleyball and basketball for 34 years including 3 trips to the<br />

volleyball state finals<br />

o Winners of the 1991 Dolores A. Billhardt Memorial Scholarship were Ann<br />

Gillespie,Washington HS, Heather Glugin, Ottawa-Glendorf HS, Heidi Leedom,<br />

Wellington HS<br />

o The first OHSVCA Elite Camp for players was held at Muskingum College in July of<br />

1991; 56 spots were available and 80 players applied; Elizabeth Zicha was the director<br />

o Grace Hutchinson took over as director of the Elite Camp for the coming year as there<br />

were procedural problems with the NCAA and Muskingum in the running of the camp;<br />

camp would be moved to <strong>Ohio</strong> Northern University for 1992 and the OHSVCA would<br />

incur extra expenses<br />

o The College Corner articles continued to be written for our newsletters by various college<br />

coaches<br />

o Joe Kolodka and Jim Glessner developed a standardized form for coaches to use to<br />

nominate players for All-<strong>Ohio</strong>; forms were made available to the district directors to give<br />

to their district members in August of 1991<br />

o October newsletter listed coaches winning 100, 200, and 300 wins awards; by November<br />

we had our first coaches with 400 wins- Char Sharp of Archbold and Bob MacFarland of<br />

Stow!<br />

o <strong>Coaches</strong> were to contact officers or their district directors about any concerns in the state<br />

about volleyball; this information was to be the basis for many of the action/proposals<br />

taken by the OHSVCA Board of Directors; proposals had to be on the agenda for the<br />

November meeting in order to be discussed (concerns raised: uniform shirt and short ties<br />

not be called a net foul, junior varsity player be allowed to play in 4 games per opponent<br />

with limit of 60 games per season, regional tournament be held over 2 days, one<br />

scrimmage be permitted per tournament for teams advancing beyond the sectional level,<br />

limit on playing dates, not matches, and that once a player has played a ball, she be<br />

permitted to enter a non-playable area)<br />

o September and October newsletters listed players attending college and playing<br />

volleyball on a new level; also listed poll voters and membership form<br />

o Junior high/Middle school coaches could also receive awards for 100, 200, 300 wins<br />

o The OHSVCA and Mikasa once again sponsored a Hospitality Room at the state tourney<br />

o Coach of the Year awards were given at the State <strong>Volleyball</strong> Tournament<br />

o 1991 All-Star Matches were moved to Upper Arlington HS on Sunday, November 17 th<br />

o OHSVCA Media Award was new for ’91; award winners were News-Herald Sports<br />

Dept. of Willoughby, Mike Reinhart of WSWR Radio & Chuck Ridenour of the Shelby<br />

Globe in Shelby, WCSM Radio Sports of St. Marys, Christy Zempter of the Portsmouth<br />

Daily Times, and Brian Rapp of the Suburban News Publications in Columbus<br />

o By December 1 st , our membership had risen to 838 with 168 life members; prior to the<br />

All-Star matches we had a total of $18,000.00+ in all of our accounts<br />

o Denny Caldwell would be in charge of boys’ volleyball for the OHSVCA<br />

Brief overview of the significant discussions/decisions/happenings for 1992 in the OHSVCA<br />

and volleyball in the state through decisions of the OHSAA:<br />

o Yearly membership fees for the OHSVCA were $10.00, lifetime fee was $50.00<br />

o in January, 1992, proposals to the OHSAA were– junior varsity player who plays in 2-3<br />

junior varsity games may still be allowed to play in 1 varsity game; 22 matches in 20<br />

playing dates, allowing additional scrimmages during tournaments beyond sectionals,<br />

practice to begin 3 weeks prior to first day of season, and for the regionals to become a 2<br />

day event; proposal to the National Federation dealt with the uniform touching the net not<br />

being a net violation (in April, the Board voted and only the first proposal passed)<br />

o In March, the treasurer reported a total balance of $13,981.73<br />

o OHSVCA state clinic was going to be held at Upper Arlington HS on Friday, June 19 th ,<br />

and Saturday, June 20 th<br />

o 1991 team records for 7 th , 8 th , and Freshmen teams were printed in the March, 1992,<br />

newsletter- if submitted<br />

o March newsletter contained the news that Hall of Fame inductee, Marvin Seyfang of<br />

Frankfort Adena, had passed away in February after a year long bout with cancer<br />

o <strong>Volleyball</strong> camps held in August between the 1 st & 14 th would be illegal in <strong>Ohio</strong><br />

o Scholarship winners for 1991-92 were: Division I – Kelly Woodring, Madison<br />

Comprehensive; Division II – Erin Funk, Salem HS; Division III – Lisa Strouth, Paint<br />

Valley HS; Division IV – Emily Huelsman, Covington HS; winners received $300<br />

o Fifth year of the Scholastic Team Award program produced the following winners:<br />

Division I, Austintown-Fitch (3.589 gpa); Division II, Col. St. Francis Desales (3.693<br />

gpa); Division III, Huron (3.649 gpa); Division IV, Arlington (3.655 gpa); 80 teams met<br />

the criteria for the scholastic team award in 1991-92; plaques were given to these teams<br />

at the clinic and the next 4 schools in each division received a certificate of honor<br />

o Fifth year for the scholar athlete award with 400+ athletes receiving the honor (1991-92)<br />

and 89 scholar/athletes with a 4.000 gpa<br />

o Alan Swank and Cathy Ames were re-vamping the team/individual scholarship criteria<br />

due to the fact that schools varied on how grade point averages were figured; In<br />

November, they suggested a certificate to all schools achieving a 3.5000 gpa due to the<br />

differences between schools’ gpa – accepted for 1993; Alan would be assuming the<br />

duties of the team/individual scholarship awards as part of his office<br />

o OHSVCA was to begin compensating officers, advisory committee personnel for<br />

expenses occurred because of association business (mileage, clerical supplies, phone<br />

calls, food, and motel- if necessary) based upon funds available; district directors should<br />

be compensated by their individual districts<br />

o OHSVCA voted to become incorporated, to support the OHSAA SEI Committee, to add<br />

Historian as a position, to begin giving a certificate of appreciation for individuals<br />

assisting the OHSVCA, and to give our President the right to negotiate with any company<br />

to be a sponsor for the OHSVCA<br />

o Boys’ <strong>Volleyball</strong> State Tournament was held on May 15 th & 16 th at Westerville South HS<br />

with 16 teams competing; Dublin beat Centerville for the title; June 20 th was the date of<br />

the Boys’ All-Star Match at Upper Arlington<br />

o 510 coaches attended the clinic in June and membership increased to 848 coaches by<br />

October<br />

o Inductees for the Hall of Fame in 1992 were Grace Hutchinson of Norwalk HS and<br />

Nancy Dutton of Springfield Northwestern HS!<br />

o OHSVCA Elite Camp for players was held at <strong>Ohio</strong> Northern University in July of 1992;<br />

players were eligible based upon post season honors in 1991; 64 players attended; Grace<br />

Hutchinson was the director; college coaches from Division I, II, and III made up the<br />

coaching staff<br />

o Treasurer’s report showed a total balance of $18,178.80 by September<br />

o September newsletter carried the first official OHSVCA nomination form for All-<strong>Ohio</strong><br />

o Membership in the OHSVCA by the varsity coach was required for his/her player to be<br />

eligible to play in the State All-Star Match<br />

o President Sonny Lewis was appointed to the volleyball rules committee of the National<br />

Federation of State <strong>High</strong> <strong>School</strong>s<br />

o Winners of the 1992 Dolores A. Billhardt Memorial Scholarship were Rachel Lee,<br />

Springfield South HS, Renee Schumacher, Ottawa-Glendorf HS, Amy Marie Six,<br />

Mayfield HS, and Shannon Ward, Princeton HS<br />

o The College Corner articles continued to be written for our newsletters by various college<br />

coaches<br />

o The state did not sponsor a ball in ’92, so either a Tachikara, Baden, or Mikasa ball was<br />

used during tournaments<br />

o <strong>Coaches</strong> were encouraged to call scores in by way of the code-a-phone (since 1983!)<br />

o <strong>Coaches</strong> were to contact officers or their district directors about any concerns in the state<br />

about volleyball; used to be the basis for much of the action/proposals taken by the<br />

OHSVCA Board of Directors; proposals had to be on the agenda for the November<br />

meeting in order to be discussed (concerns raised: playing dates as opposed to number of<br />

matches, being permitted to coach a senior in out of season play since their eligibility in<br />

volleyball was finished, regional tournament be held over 2 days, one scrimmage be<br />

permitted per tournament for teams advancing beyond the sectional level, assignment of<br />

officials be by school division, a zero vote on the officials ballot, tournament pass list to<br />

allow for 24 names, and volleyball season start 2 days sooner)<br />

o 1992 newsletters listed players attending college and playing volleyball on a new level;<br />

also listed poll voters, membership form, and scholarship information (individual &<br />

team), coaches that received awards for 100, 200, 300, 400 wins, and historical articles<br />

about volleyball in <strong>Ohio</strong><br />

o The OHSVCA and Mikasa once again sponsored a Hospitality Room at the state tourney<br />

o 1992 All-Star Matches were moved to Baldwin-Wallace College on Sunday, November<br />

22 nd<br />

o OHSVCA Media Award winners for ‘92 were Russell Goulet of the Kenton Times and<br />

Jeff DiVeronica of the Chillicothe Gazette<br />

o The Regional and State <strong>Volleyball</strong> Tournaments made $37,406.21 and the total<br />

attendance for these tournaments was 29,828; 779 teams started tournament play<br />

o If a district did not have a senior all-star player, a player was selected from the list of senior<br />

All-<strong>Ohio</strong> players to fill in<br />

Brief overview of the significant discussions/decisions/happenings for 1993 in the OHSVCA<br />

and volleyball in the state through decisions of the OHSAA:<br />

o Yearly membership fees for the OHSVCA were $10.00, lifetime fee was $50.00<br />

o in January, 1993, proposals to the OHSAA were– the volleyball season be allowed a<br />

maximum of 18 playing dates with a maximum of 24 matches(denied), the regional<br />

tournament to become a 2 day event (denied), allowing one additional scrimmage per<br />

week during tournaments beyond sectionals (denied), volleyball practice to begin two<br />

days prior to the current date (denied), to change By-law 10-3-5 to exclude seniors after<br />

their season has been completed and their eligibility has expired for that sport (needed to<br />

be a referendum) , and the regional and state tournament pass list to have a 24 name<br />

limit; recommendations/proposals for the Federation included a fourth entry when the<br />

score is tied at 14-14 and that once a player plays a ball in a playable area, she/he be<br />

allowed to enter or go into a non-playable area<br />

o Historian Cathy Ames asked coaches to compile their school’s team and individual<br />

records<br />

o In the fall of 1992, twenty-nine schools received the OHSAA sponsored Harold A. Meyer<br />

Sportsmanship, Ethics, and Integrity Award! Pam Witzmann wrote an article for the<br />

newsletter concerning sportsmanship, ethics, and integrity in the March newsletter<br />

o In March, the treasurer reported a total balance of $6,782.87<br />

o OHSVCA state clinic was going to be held at Upper Arlington HS on Friday, June 18 th ,<br />

and Saturday, June 19 th<br />

o 1992 team records for 7 th , 8 th , and Freshmen teams and former high school players<br />

playing in college were printed in the March, 1993, newsletter- if submitted<br />

o 1993 March newsletter reported that the regional and state tournaments had made<br />

$37,406.21 for the OHSAA and that 29,828 people had attended those tournaments<br />

o Scholarship winners for 1992-93 were: Division I – Nicole Miskewycz, Brunswick HS;<br />

Division II – Jill Goldsmith, Norton HS; Division III – Melissa Marshall, Milton-Union<br />

HS; Division IV – Carrie Ferguson, Southeastern HS; winners received $300<br />

o The sixth year of the Scholastic Team Award program saw a change in the award system<br />

(all schools that carried a 3.500 gpa were honored) and produced the following winners:<br />

Division I, Chillicothe (3.501 gpa); Division II, Athens (3.806 gpa), Big Walnut (3.510<br />

gpa), Franklin City (3.521 gpa), Sheridan (3.521 gpa) West Holmes (3.503 gpa); Division<br />

III, Colonel Crawford (3.579 gpa), Lakota (3.643 gpa), Lorain Catholic (3.686 gpa),<br />

Parkway (3.576 gpa), Riverdale (3.593 gpa); Division IV, Arlington (3.506 gpa), Cory-<br />

Rawson (3.683 gpa), Crestview (3.519 gpa), Newark Catholic (3.738 gpa), Ridgemont<br />

(3.511 gpa), Southeastern (3.557 gpa), and Waynesville (3.529 gpa)<br />

o The sixth year for the scholar athlete award: over 350 athletes received the honor and<br />

nearly 70 scholar/athletes earned a 4.000 gpa<br />

o OHSVCA banners were made up to be displayed at the All-Star matches and the clinic<br />

o President Sonny Lewis signed a 3 year contract with Molten to be a sponsor for the<br />

OHSVCA<br />

o In June, the recommendation was made to give outgoing district directors a certificate of<br />

appreciation; it also became official that the Vice-President would be in charge of the<br />

College Scholarships, the Team Scholastic Awards, and the Individual Scholar Athlete<br />

Awards; recommended to the OHSAA that novice volleyball officials take a class on<br />

officiating; Dave Pallenik recommended that the junior high director’s position become a<br />

voting member of OHSVCA business- unanimous to accept recommendation<br />

o Grace Hutchinson reported that the third annual Elite Camp would once again be held at<br />

<strong>Ohio</strong> Northern University and suggested a book be sold to the college coaches with<br />

information on each of the players; Elite Camp was also going to have its’ own checking<br />

account and Grace was looking for a sponsor for the Elite Camp; 64 players did attend<br />

o Discussion about moving the clinic to August so a rules interpretation meeting could be<br />

included and hoped for an increase in registration due to schools having a better chance<br />

of their entire staff being hired by August<br />

o <strong>School</strong>s had to write a letter to the Vice-President if they were considering changing<br />

districts<br />

o President Lewis recommended a booklet be made up for the OHSVCA officers, directors,<br />

and other personnel that would include the constitution and by-laws, all forms (such as<br />

All-<strong>Ohio</strong>, scholarship forms, media awards, etc)<br />

o Boys’ <strong>Volleyball</strong> State Tournament was held on May 21 st & 22 nd at St. John’s Arena and<br />

Larkins Hall at OSU; with 16 teams competing, Springfield beat Dublin for the title;<br />

June 19 th was the date of the Boys’ All-Star Match at Upper Arlington<br />

o 550+ coaches attended the clinic in June and membership increased to 925 coaches by<br />

November (265 lifetime members); at the clinic, the membership approved a new<br />

constitution/by-laws, increase in membership dues (annual & lifetime), reorganization of<br />

the offices and coordinators at the general meeting<br />

o Inductee for the Hall of Fame in 1993 was Lorna Miller of West Holmes HS!<br />

o Treasurer’s report showed a total balance of $11,000+ in October<br />

o October newsletter carried the nomination form for the Media Award to be given at the<br />

All Star Match (third year for the Media Award)<br />

o Membership in the OHSVCA by the varsity coach was required for his/her player to be<br />

eligible to play in the State All-Star Match<br />

o It became official in November that the 1994 <strong>Coaches</strong> Clinic would be moved to August<br />

and was to be held at Westerville South HS and that the OHSVCA would sponsor a SEI<br />

<strong>Coaches</strong> Award<br />

o Winners of the 1993 Dolores A. Billhardt Memorial Scholarship were Stephanie Craft,<br />

Brief overview of the significant discussions/decisions/happenings for 1994 in the OHSVCA<br />

and volleyball in the state through decisions of the OHSAA:<br />

o Yearly membership fees for the OHSVCA were raised $15.00, lifetime fee was $75.00<br />

o January, 1994, proposals to the OHSAA were– the volleyball season be allowed a<br />

maximum of 18 playing dates with a maximum of 24 matches(denied; instead, starting in<br />

1995, 22 matches could be played on 18 playing dates), volleyball season’s starting day<br />

for coaching be determined by the starting date of their school (passed), and the addition<br />

of the “0” (zero) rating to the official’s ballot (passed)<br />

o OHSVCA state clinic was being moved to August and to be held at Westerville South<br />

HS on Friday, August 5 th , and Saturday, August 6 th ! Clinic would again have the<br />

OHSAA rules interpretation meeting for volleyball coaches and officials<br />

o 1993 team records for 7 th , 8 th , and Freshmen teams were printed in the March, 1994,<br />

newsletter- if submitted<br />

o <strong>Coaches</strong> were permitted 10 contact days from June 1 st to July 31 st by the OHSAA<br />

o The seventh year of the Scholastic Team Award (all schools that carried a 3.500 gpa were<br />

honored) produced the following winners: Division I- Bowling Green (3.708), Piqua<br />

(3.513), Upper Arlington (3.655) ; Division II- Athens (3.816), Beaumont (3.567),<br />

Firelands (3.675), Maysville (3.567), Poland Seminary (3.545), and Sheridan (3.661);<br />

Division III- Columbiana Crestview (3.568), Eastwood (3.565), Lakota (3.683),<br />

Newcomerstown (3.512); Division IV- Arlington (3.631), Kidron Central Christian<br />

(3.514), Mansfield Christian (3.602), and Newark Catholic (3.674)<br />

o The seventh year for the scholar athlete award: 432 athletes received the honor and 102<br />

scholar/athletes earned a 4.000 gpa!<br />

o In 1994, teams were exempt from the uniform rule, but must comply by ’95; schools<br />

were encouraged to call Dr. Moore at the OHSAA with any questions pertaining to<br />

uniforms, Federation rules, OHSAA rules on out-of-season play, camps, etc.<br />

o Grace Hutchinson reported that the fourth annual Elite Camp would once again be held at<br />

<strong>Ohio</strong> Northern University; as always, Grace was looking for high school coaches to be<br />

‘gofers’ at the camp; these days did count as contact days if you had a player at the camp<br />

o Boys volleyball had a clinic in January at Thomas Worthington HS; regional reps were<br />

Central- Glynda Rice, Worthington Kilbourne; Northeast- Ray Pileski, Elyria;<br />

Northwest- Dennis Caldwell, Springfield; Southwest- Pam Witzmann, Centerville<br />

o President Lewis reported that any high school volleyball athletes that would be<br />

demonstrators at the clinic must be cleared by the OHSAA in advance of the clinic<br />

o Discussion occurred about selling our mailing lists to interested parties- motion failed;<br />

motion passed to sell our membership list to colleges and universities as well as<br />

volleyball related businesses, but coaches could opt to not have their name on the list<br />

o Boys’ <strong>Volleyball</strong> State Tournament & All-Star Match was held on May 20 th & May 21 st<br />

at St. John’s Arena at OSU; with 16 teams competing, Centerville beat Lebanon for the<br />

title; Mizuno, Baden, and Tachikara all donated various items for the weekend<br />

o In June, our treasury showed a balance of $4,625.79<br />

o Char Basnett retired as the OHSVCA Executive Secretary and was so honored at<br />

the August clinic; Char served for 8 years and saw our membership grow from 250<br />

to nearly 1000 members; Laura Smith of Frankfort Adena would replaced Char<br />

o Treasurer’s report showed a total balance of $2346.05 as of August 1 st<br />

o At the August OHSVCA Board Meeting, Elite Camp Coordinator, Grace Hutchinson<br />

made a recommendation that the Elite Camp have the following paid positions: Elite<br />

Camp Director ($600), College Coach Coordinator ($300), and a <strong>High</strong> <strong>School</strong> Coach<br />

Coordinator ($100); motion made and passed beginning with 1995 camp<br />

o Scholarship winners for 1993-94 were: Division I – Amy VandenEynden, Ursuline<br />

Academy; Division II – Jamie Dearth, Marlington HS; Division III – Stacie Bahmer,<br />

Ridgewood HS; Division IV – Hollie Borton, Hilltop HS; winners received $300<br />

o President Sonny Lewis received a possible contract offer from Mizuno (we were under<br />

contract with Molten); contracts would be discussed in November<br />

o September newsletter carried information about the polls, poll voters, reporting scores,<br />

district information, hotel information for the state tournament<br />

o In the September newsletter, Denny Caldwell bid farewell to the association as the Boys<br />

<strong>Volleyball</strong> Coordinator and introduced us to the new coordinator, Bill Cooperrider, OSU<br />

assistant volleyball coach; Denny discussed the growth of boys volleyball over his short<br />

3 year tenure and mentioned the greatest problem he faced- reaching the number of 150<br />

schools to have the OHSAA sanction the sport; as he stated, it was a catch 22 because<br />

school’s were willing to support a team if the OHSAA would sanction the sport<br />

o Winners of the 1994 Dolores A. Billhardt Memorial Scholarship were Shannon Carter,<br />

Reynoldsburg HS, Heather McClincy, Hilliard HS, and Kristin Inman, Nelsonville-York<br />

HS<br />

o The OHSAA tournaments used either a Tachikara SV5, Baden 15-OH, or Mikasa<br />

VFC200 volleyball; Dr. Moore welcomed any other suggestions<br />

o <strong>Coaches</strong> were still encouraged to call scores in by using the code-a-phone number (since<br />

1983!)<br />

o <strong>Coaches</strong> were to contact officers or their district directors about any concerns in the state<br />

about volleyball; this was the basis for many of the action/proposals taken by the<br />

OHSVCA Board of Directors; proposals had to be on the agenda for the November<br />

meeting in order to be discussed (concerns raised: having two Class 1 rated officials for<br />

all varsity matches and the OHSVCA endorsed the Nutter Center for the state volleyball<br />

tournament as long as Southwest District teams did not play their regional tournament<br />

there since practice was not permitted on the state floor; proposals included lowering the<br />

junior high net to 7’; a senior with no more high school eligibility be permitted to be<br />

coached by their high school coach in a JO or club setting; asked that high school coaches<br />

that attended the Elite Camp as observers not have to count those days as contact days;<br />

the following rules revisions were submitted to the National Federation Committee: the<br />

start of the game not count as an entry; blood entry not count as a substitution; add a 4 th<br />

entry; add a 4 th entry when the score reaches 14-14);<br />

o Tom Kohl looked into the clinic counting as CEUs for teachers;<br />

o 1994 newsletters listed players attending college and playing volleyball on a new level;<br />

also listed poll voters, membership form, and scholarship information (individual &<br />

team), coaches that received awards for 100, 200, 300, 400 wins, minutes from the<br />

OHSVCA Board meetings, officers, directors, and coordinators as well as news about<br />

boys volleyball<br />

o The OHSVCA and Molten still sponsored a Hospitality Room at the state tourney<br />

o At the November Board meeting, the OHSVCA had $22,549.97 reported in its treasury;<br />

Chuck Braden was to be nominated for the National Hall of Fame<br />

o The 1994 All-Star Matches were moved to <strong>Ohio</strong> University to be played on Sunday,<br />

November 20 th ; Cathie Kindler mentioned that problems seemed to occur each year on<br />

finding a facility that would meet our needs to host the All-Star matches; all directors/<br />

officers/coordinators would have specific duties for the day<br />

o There were no OHSVCA Media Award winners for 1994<br />

o The following decisions were made at the November meeting concerning the clinic for<br />

1995: it would be held in August & at Westerville South, Bob Price suggested our having<br />

a Thursday Board meeting to allow more time to take care of <strong>Association</strong> business, Lynn<br />

Schoenstedt would be the featured clinician, weight training sessions would be available,<br />

KFC would provide the lunch, black bags with handles would be given along with the<br />

handouts, pens, membership cards, and the Embassy Suites would be the official host<br />

hotel for the clinic<br />

o Sonny Lewis sent letters to each of the districts recommending that they pay for their<br />

Directors hotel for Thursday night only; we also recommended to the OHSAA that a<br />

voice vote of the coaches be used at the sectional seedings<br />

o 1994 Hall of Fame inductees were De De Stoner of St. Henry and Mary Ritter of<br />

Cincinnati Seton<br />

o Over 14,000 people attended the State <strong>Volleyball</strong> Tournament; 771 teams started<br />

tournament play; nearly 18,500 participants competed in high school volleyball<br />

o Players represented the 16 districts around the state and were all-stars in their districts<br />

o If a district did not have a senior all-star player, a player was selected from the list of senior<br />

All-<strong>Ohio</strong> players to fill in<br />

o <strong>Coaches</strong> were selected from the statewide All-<strong>Ohio</strong> balloting; the top two vote getters for<br />

Coach of the Year in each division were asked to participate in the All-Star Matches; if a<br />

coach was unable to participate, the person receiving the next highest amount of votes was<br />

tapped<br />

o Officials and line judges for the day included: Mel Neighbor, Wayne Roller, Tom Greer,<br />

Brief overview of the significant discussions/decisions/happenings for 1995 in the OHSVCA<br />

and volleyball in the state through decisions of the OHSAA:<br />

o Yearly membership fees for the OHSVCA were $15.00, lifetime fee was $75.00<br />

o January, 1995, proposals to the OHSAA were– lowering the junior high net to 7’<br />

(approved, April);; asked that high school coaches that attended the Elite Camp as<br />

observers not have to count those days as contact days (denied, April); <strong>Ohio</strong> was asked<br />

by the National Federation to test a proposed rule change – that the receiving team would<br />

rotate on the first side out (approved, April)<br />

o Fred Dafler, OHSAA Associate Commissioner, retired at the end of February<br />

o OHSVCA state clinic was to be held at Westerville South HS on Friday, August 4 th , and<br />

Saturday, August 5 th ; Clinic would again have the OHSAA rules interpretation meeting<br />

for volleyball coaches and officials<br />

o In the eighth year of the Scholastic Team Award (all schools that carried a 3.500 gpa<br />

were honored) 129 schools received a certificate of their accomplishment and in the<br />

eighth year for the scholar athlete award: 481 athletes received the honor and 110<br />

scholar/athletes earned a 4.000 gpa!<br />

o <strong>School</strong>s were encouraged to call Dr. Moore at the OHSAA with any questions pertaining<br />

to uniforms, Federation rules, OHSAA rules on out-of-season play, camps, eligibility,<br />

etc.<br />

o Grace Hutchinson reported that the fifth annual Elite Camp would once again be held at<br />

<strong>Ohio</strong> Northern University in July; as always, Grace was looking for high school coaches<br />

to be ‘gofers’ at the camp; those days did count as contact days if you had a player at the<br />

camp<br />

o Boys’ <strong>Volleyball</strong> State Tournament & All-Star Match was held on May 19 th & May 20 th<br />

at St. John’s Arena at OSU; with 16 teams competing, Lebanon beat Buckeye Trail for<br />

the title<br />

o Treasurer’s report showed a total balance of $9882.90 as of August 1 st<br />

o At the August OHSVCA Board Meeting, Elite Camp Coordinator, Grace Hutchinson<br />

announced that the camp ran at a profit! Camp fee was raised to $235.00 for 1996 to pay<br />

college coaches $200.00<br />

o In August, Cathie Kindler announced that Canton McKinley would host the 1995 All-<br />

Star Match on Sunday, November 19 th<br />

o Guess what?! <strong>Coaches</strong> were still encouraged to call scores in using the code-a-phone<br />

number (since 1983!)<br />

o Scholarship winners for 1994-95 were: Division I – Maggie Clark, Piqua HS; Division II<br />

– Danielle Conser, Salem HS; Division III – Laura Long, Frankfort Adena HS; Division<br />

IV – Kristi Kose, Cory-Rawson HS; winners received $300<br />

o President Sonny Lewis secured a contract with Spalding that provides $1500.00 and 12<br />

volleyballs to the OHSVCA<br />

o In August, it was announced that we were looking for someone to fill an opening on the<br />

SEI Committee; required attending three meetings per year<br />

o The OHSVCA nominated Coach De De Stoner of St. Henry as the “<strong>Ohio</strong> <strong>Volleyball</strong><br />

Coach of the Year” to the NFICA<br />

o There were to be no temporary tattoos on players<br />

o September newsletter carried information about the polls, poll voters, reporting scores,<br />

district information, hotel information for the state tournament; also listed the person for<br />

certain questions in “Who You Gonna Call”<br />

o Winners of the 1995 Dolores A. Billhardt Memorial Scholarship were Juli Algire,<br />

Fredericktown HS, Cinda Jolene Creager, Patrick Henry HS, Jennifer Ann Keagy, Girard<br />

HS, and Summer Lynn Stevenhagen, attended University of Toledo<br />

o The OHSAA tournaments used one of four different volleyballs which would rotate<br />

divisions each year (Baden, Mikasa, Spalding, Tachikara)<br />

o Richard Termeer, OHSAA Associate Commissioner, retired at the end of October<br />

o Coach of the Year awards were presented at the state tournament<br />

o Dr. Moore was going to investigate volleyball going to a 2 day regional tournament<br />

which would be in line with other sports; she would contact regional tournament<br />

managers on their opinion of hosting the tournament for 2 days; length of semi-final<br />

matches would need to be kept<br />

o Concerns were raised once again about the quality of officiating and a better rating sheet<br />

for officials<br />

o Pam Witzmann announced that SEI would honor a volleyball coach this year<br />

o Only one coach and one player was ejected from a match in <strong>Ohio</strong> this year<br />

o Laura Smith reported at the November meeting we had 894 members; treasurer’s report<br />

as of November 3 was a total of $16,759.59 in our association’s funds (CD, savings,<br />

checking, petty cash)<br />

o <strong>Coaches</strong> were to contact officers or their district directors about any concerns in the state<br />

about volleyball; this was the basis for much of the action/proposals taken by the<br />

OHSVCA Board of Directors; proposals had to be on the agenda for the November<br />

meeting in order to be discussed (coaches liked the 7’ jr. high net and the rotation after<br />

the first side-out for the receiving team); coaches wanted to see 4 entries in a game, the<br />

uniform touching the net to not be a net foul, no double hit on serve receive & one minute<br />

time-outs no matter who was ready first; our proposals were: approval of the receiving<br />

team rotation, 2 day regional tournament, pre-sale of tickets for the regionals<br />

o Bob Price announced that Coach Fran Ralston Flory of the University of Kentucky would<br />

be the main speaker at the 1996 clinic<br />

o North Coast <strong>Volleyball</strong> requested a vendor’s table at the All-Star Match (fee of $250.00)<br />

o 1995 newsletters once again listed summer camps, information on the Elite Camp,<br />

application to be a poll voter, Jr. high records, players attending college and playing<br />

volleyball on a new level; also listed poll voters, membership form, and scholarship<br />

information (individual & team), coaches (jr. high and high school) that received awards<br />

for 100, 200, 300, 400 wins, minutes from the OHSVCA Board meetings, officers,<br />

directors, and coordinators as well as news about boys volleyball<br />

o The OHSVCA sponsored a Hospitality Room once again at the state tourney<br />

o At the November Board meeting, Bill Cooperrider gave an update on Boys <strong>Volleyball</strong>:<br />

first day of practice would be March 11, 1996, there were 71 schools in <strong>Ohio</strong> with boys<br />

volleyball teams registered with the OHSAA, state tournament would be held on May 17-<br />

18 at St. John’s Arena, OSU, boys volleyball was sponsored by the OHSVCA and,<br />

therefore, teams must adhere to the rules and regulations of our association<br />

o In November, the OHSVCA agreed to expand the All-<strong>Ohio</strong> teams to 8-8-8-14 format;<br />

Chuck Braden suggested that all varsity coaches vote in the poll by use of a scan sheet;<br />

that we form a partnership with the <strong>Ohio</strong> Valley Region of USA <strong>Volleyball</strong>, and that an<br />

executive director be in charge of all the duties of the OHSVCA to eliminate the<br />

workload from active coaches (no action taken)<br />

o There were no OHSVCA Media Award winners for 1995<br />

o 1995 Hall of Fame inductees were Frances C. Eden of Kettering Fairmont and<br />

Sonny Lewis of Holland Springfield!<br />

THE STATE VOLLEYBALL COACHES CLINICS: 1990 – 1995<br />

The Girls’ <strong>Volleyball</strong> Advisory Committee of the OHSAA organized and conducted the state<br />

volleyball clinics from 1973 to 1983<br />

The state rules interpretation meeting and a lunch were provided at the early clinics and have<br />

continued as a part of the clinics (if the clinic was in August/September)<br />

The clinic was a one day event from 1973 to 1979; in 1980, the format changed to a two day<br />

clinic to accommodate the need for more information and the different level of coaches in<br />

attendance<br />

In 1977, the state championship coaches were asked to begin speaking at the clinic<br />

The <strong>Ohio</strong> <strong>High</strong> <strong>School</strong> <strong>Volleyball</strong> <strong>Coaches</strong> <strong>Association</strong> have organized and conducted the<br />

state coaches clinics for volleyball since 1984<br />

The state volleyball coaches clinics has been one of the most well attended of the sport clinics in<br />

<strong>Ohio</strong> for the thirty plus years of its existence<br />

1990 – JUNE 15 TH AND JUNE 16 TH (Friday and Saturday)<br />

The clinic was being held in cooperation with the OHSAA, the OHSVCA, the Department of Athletics<br />

of Upper Arlington <strong>High</strong> <strong>School</strong>, and Sports Imports, Inc.; the clinic once again offered two different<br />

levels of instruction for coaches based upon their experience in coaching; Head clinicians were Kathy<br />

DeBoer, head volleyball coach of the University of Kentucky , and Russ Rose, head volleyball coach of<br />

Penn State; featured speakers were Marci French (Baldwin-Wallace College) and Desiree Hillmon<br />

(Asst. Athletic Trainer Univ. of Toledo); cost of the clinic (including yearly membership) was $45.00<br />

and was to be sent to Char Basnett, executive secretary of the OHSVCA; a general session of the<br />

OHSVCA was held at the clinic and the following coaches were elected to the following offices: Sonny<br />

Lewis, President, Cathie Kindler, V-P All-Star Match, Carolyn Rammel, Treasurer; sports medicine<br />

recertification offered; this clinic did not include a rules interpretation meeting due to the date in June;<br />

Junior high/middle school advisory board provided increased sessions for that level and a scrimmage<br />

1991 – JUNE 14 th & JUNE 15 TH (Friday and Saturday)<br />

The clinic was held at Upper Arlington <strong>High</strong> <strong>School</strong> and the cost was $45.00; main speaker was John<br />

Kessel, USVBA Junior Olympic National Director, and featured speakers were Sue Martensen, Ashland<br />

University, Pete Hanson, The <strong>Ohio</strong> State University, and Stan Kellner, Yes I Can Psychology; coaches<br />

of the state tournament teams also spoke; OHSVCA general meeting and the offices voted on were<br />

ecording secretary (Cathy Ames) and vice-president of clinic (Cheryl Laws); no OHSAA rules<br />

interpretation meeting at the clinic because of the date; sports medicine and college credit available; #5<br />

Drill Book and Korney clipboards were available; 12 exhibitors set up their wares at the clinic; door<br />

prizes were given at the end; Radonna Miller was in charge of all set-up; third annual Boys’ <strong>Volleyball</strong><br />

All-Star Match was played after the clinic<br />

1992 – JUNE 19 TH & 20 TH (Friday and Saturday)<br />

The clinic was held at Upper Arlington <strong>High</strong> <strong>School</strong> and the cost was $45.00; main speaker was Rick<br />

Butler (Sports Performance <strong>Volleyball</strong>, Chicago, ILL.), and featured speakers were Elizabeth Zicha,<br />

Muskingum College, Pete Hanson, The <strong>Ohio</strong> State University, and Dr. Debbie Moore, OHSAA Asst.<br />

Commissioner; coaches of the state tournament teams also spoke; OHSVCA general meeting and the<br />

offices voted on were President (Sonny Lewis), Vice-President (Alan Swank) Treasurer (Carolyn<br />

Rammel) and Vice-President of All-Star Match (Cathie Kindler); no OHSAA rules interpretation<br />

meeting at the clinic because of the date; sports medicine and college credit available; #6 Drill Book and<br />

clipboards were available; exhibitors set up their wares at the clinic; lunch was served on Saturday, and<br />

door prizes were given at the end; Radonna Miller was in charge of all set-up; fourth annual Boys’<br />

<strong>Volleyball</strong> All-Star Match was played after the clinic<br />

1993 – JUNE 18 TH & 19 th (Friday and Saturday)<br />

This clinic was once again held at Upper Arlington <strong>High</strong> <strong>School</strong>; Cecile Reynaud (Florida State<br />

University) was the featured speaker, and Jim Stone (<strong>Ohio</strong> State), Kate Witte (<strong>Ohio</strong> Northern), & Dr.<br />

Deborah Moore (OHSAA) were the guest speakers; high school coaches gave various talks; cost of the<br />

clinic was $55.00; poll voters met, college credit was available through Hamlin University; the drill<br />

book continued (thanks to Dave Pallenik and Barry Stebbins!), door prizes were given, and sports<br />

medicine certification was available; there were 550+ coaches that attended in ’93! This was Cheryl<br />

Laws last clinic to coordinate<br />

1994 – AUGUST 5 TH & 6 TH (Friday and Saturday)<br />

The clinic was moved to Westerville South HS and the cost was raised to $60.00 (included clinic &<br />

yearly membership); Shelton Collier, head coach of Georgia Tech was the featured speaker while Pete<br />

Hoyer, University of Dayton, Jim Stone, Pete Hanson, & Linda Grensing, the <strong>Ohio</strong> State University,<br />

were the guest speakers; high school championship coaches spoke as well, sessions in sports medicine<br />

and junior high coaching were included; the drill book was once again part of the handout materials<br />

1995 – AUGUST 4 TH & 5 TH (Friday and Saturday)<br />

The $60.00 clinic fee included admission to the clinic at Westerville South HS, exhibits, weight training<br />

sessions, Sports Medicine Recertification, CPR certification, Saturday lunch, carrying case, door prizes,<br />

and OHSVCA membership, pin, card, 9 th volume of the drill book, clinic handouts, and mailings of the<br />

OHSVCA newsletters; main speaker was Linda Schoenstedt (head coach of University of Iowa);<br />

featured speakers were Mike Lingenfelter (University of Cincinnati), Josh Katz (Xavier) and Audrey<br />

Dipronio (OSU); successful <strong>Ohio</strong> high school coaches also spoke at some of the sessions; Embassy<br />

Suites was the host hotel<br />

THE OHSAA VOLLEYBALL TOURNAMENTS: 1990 - 1995<br />

A FEW BRIEF FACTS<br />

All schools were/are eligible for the OHSAA <strong>Volleyball</strong> tournaments as long as they were in<br />

good standing with the OHSAA<br />

In 1990, the tournament switched from a three class system to four divisions with Division I<br />

consisting of the large schools and Division IV consisting of the small schools<br />

A school’s division was determined by the number of girls in the 9 th , 10 th , and 11 th grades from<br />

the previous school year<br />

Advancement through the tournament trail was/is as follows: the sectional tournament, the<br />

district tournament, the regional tournament (also called the “Sweet Sixteen”); and the state<br />

tournament (Final Four)<br />

The tournaments are all single elimination tournaments<br />

Seeding for the top teams occurs only at the Sectional level<br />

The sectional and district tournaments are conducted by the six district boards in the state<br />

(Central, Eastern, Northeast, Northwest, Southeast, and Southwest); the regional and state<br />

tournaments are under control of the OHSAA<br />

Teams were allowed to dress twelve academically eligible players for the tournaments; those<br />

twelve could change throughout the tournament as long as they were academically eligible<br />

The first state tournament ticket cost $2.00, the program .50 cents (1975); in 1990 the<br />

programs cost rose to $2.00 and stayed at that price through 1995; cost to attend the 1990 –<br />

1992 state tournaments was $5.00 per session<br />

The 1990 State <strong>Volleyball</strong> Tournament Program carried a picture of Dolores Billhardt and<br />

information about the Memorial Scholarship set up in her name<br />

The 1984 state tournament was the last one to be held at Otterbein College, as the attendance had<br />

outgrown the Rike Center; Dr. Jo Ann Tyler had been in charge of the first nine tournaments; in<br />

1985, the tournament moved to the The <strong>Ohio</strong> State University, St. John Arena for one year with<br />

Dr. Phyllis Bailey the tournament manager<br />

After 1985, the tournament moved to the University of Dayton with Dr. Elaine Dreidame acting<br />

as the tournament manager; the tournament was held at UD through 1990<br />

In 1990, all semi-finals were played on Thursday and Friday and all finals were played on<br />

Saturday due to the switch to divisions (eight matches for the semis and four for the finals)<br />

In 1990, the Thursday matches were played at 7:30 and 9:15 p.m. (Division IV); the Friday<br />

matches were played at 10:00 and 11:45 a.m. (Division III), 2:00 and 3:45 p.m. (Division II),<br />

6:30 and 8:15 p.m. (Division I); on Saturday, the finals occurred as follows: Division IV at 10:00<br />

a.m., Division III at 12:30 p.m., Division II at 3:30 p.m., and Division I at 6:00 p.m.<br />

In 1991, the State <strong>Volleyball</strong> Tournament was moved to Wright State University, the Nutter<br />

Center, and Peggy Wynkoop was the tournament manager; the tournament stayed at WSU<br />

through the decade<br />

In 1991, slight adjustments were made on the starting times of the matches, and the divisions<br />

were then rotated each year so the same divisions were not always playing first on Thursday or<br />

last on Saturday<br />

A BRIEF OVERVIEW OF THE MAJOR<br />

RULES AND REGULATIONS IN VOLLEYBALL 1990 – 1995<br />

(National Federation Rules and the <strong>Ohio</strong> <strong>High</strong> <strong>School</strong> Athletic <strong>Association</strong>)<br />

• In 1974, the state of <strong>Ohio</strong> switched from the DGWS Rulebook for <strong>Volleyball</strong> to the National<br />

Federation of State <strong>High</strong> <strong>School</strong> <strong>Association</strong>s edition of volleyball rules<br />

• The rules of the National Federation will be indicated with a checkmark and come from the<br />

front of each of the rulebooks to indicate major rule changes for that year<br />

• Rules and regulations of the OHSAA will be indicated with an arrow<br />

• In 1984, the Publicity Chairman for <strong>Ohio</strong> was Hank Zaborniak, Jr. He was in charge of<br />

spreading information pertaining to officials and the officiating program in <strong>Ohio</strong> to the entire<br />

nation<br />

• Rules interpreters were Deborah Moore, Steve Trout, and Keith Fisher in 1990; in 1991, Duane<br />

Warns was added to the list<br />

1990: Becky Oakes was the chairwoman; rulebook consisted of twelve rules, rationale for major rule<br />

revisions, comments on the rules, points of emphasis, instructions for the scorekeeper, scoresheet, line-<br />

up sheet, officials signals, approved volleyballs, National Federation videos and publications, and the<br />

index to rules; number of pages- 64; the case book is 88 pages long<br />

Beginning in 1993-94, a 2 inch center line is required<br />

Exposed steel cable through bottom of net must be covered<br />

Net antennas shall be attached to extend directly above the outside edge of vertical tape markers<br />

A player shall not enter the game wearing undergarments or tights which extend below the<br />

opponent legally contacts the ball before it passes completely across the net, play continues<br />

The team that is charged with a time-out may end it prior to 60 seconds expiring<br />

SIGNALS: signal for time-out shall be the forming of a “T” in front of the face<br />

In 1990 – 91, the following information dealt with officials and teams in <strong>Ohio</strong>:<br />

OHSAA bylaw 8-2-1 stated the principal or designee of a member school to attend<br />

personally to the selection of all officials for a match (referee, umpire, scorer, timer, and<br />

line judges); also stated that the scorer, timer, and line judges be well trained prior to the<br />

match; strongly recommended the individuals be adults and from the home school<br />

For varsity matches, two OHSAA registered officials be required; one class 1 official and<br />

the second one could be a class 1 or 2<br />

1991: Becky Oakes was the chairwoman; rulebook consisted of twelve rules and the same items as<br />

1990, and was 64 pages long; same casebook<br />

Beginning with the 1994-95 season, players shall not wear uniforms which include advertising or<br />

a manufacturer’s logo or trademark which exceeds 1 ½” high by 1 ½” wide<br />

When a player wearing an illegal uniform is discovered in the game, unnecessary delay is<br />

charged the team and the player is withheld from the game until the uniform is removed or made<br />

legal. A second violation by the same player is considered unsportsmanlike conduct<br />

At the completion of a team time-out, the officials shall signal how many timeouts each team has<br />

used. The umpire shall blow the whistle when the team charged with a time-out is ready to play<br />

prior to 60 seconds expiring<br />

A player entering or attempting to enter the game without being listed on the roster is designated<br />

as a roster violation rather than an illegal substitution<br />

A coach may stand at the bench in front of his/her seat to greet a replaced player<br />

Beginning with the 1992-93 season, a specific yellow and red card procedure shall be used for<br />

conduct fouls unless, by state association rules, the system is not adopted<br />

In 1991 – 92, the following information dealt with officials and teams in <strong>Ohio</strong>:<br />

The OHSAA encouraged and strongly recommended the use of responsible adults to line<br />

judge matches; it was discouraged to use players as line judges<br />

The OHSAA started their Sportsmanship, Ethics, and Integrity Program which meant<br />

schools had an opportunity to win an award named after the late OHSAA Commissioner<br />

Dr. Harold Meyer<br />

In the fall of 1991, the OHSAA had several reports of boys attempting to play on girls’<br />

interscholastic volleyball teams of member schools; bylaw 1-7-4 prohibited a boy from<br />

playing on a girls’ team unless the overall opportunities for interscholastic competition<br />

for boys was less than for girls and the competing schools mutually agreed<br />

<strong>High</strong> school volleyball teams were permitted 20 contests in the regular season and five<br />

scrimmages or four scrimmages and a preview for the entire season; junior high school<br />

teams were permitted two scrimmages or one scrimmage and one preview<br />

Coaching and instruction could begin August 9, 1991 and the first match could be played<br />

on August 26, 1991<br />

There was a no contact period after the season was over (November 10 – December 7)<br />

The OHSAA approved a new system of selecting tournament officials utilizing a<br />

statewide ballot for all levels of tournament play for 1993<br />

1992: Becky Oakes was the chairwoman; rulebook consisted of twelve rules, card system for<br />

handling unsportsmanlike conduct violations, rationale for major rule revisions, comments on the<br />

In 1992 – 93, the following information dealt with officials and teams in <strong>Ohio</strong>:<br />

It is mandatory that two officials be used for the varsity matches and one official must be<br />

a class 1 official; for junior varsity matches , two officials are required (either class 1 or<br />

2); for grades 7-8-9, the referee is required, and two class 1, 2, or 3 officials are<br />

recommended<br />

Grades 9-12 are permitted 20 regular season matches, and grades 7 and 8 are permitted<br />

16 matches plus one post-season tournament not to exceed three matches; scrimmages<br />

remain the same as 1991 for grades 7-12<br />

More regulations/guidelines for reducing the risk of contracting HIV and other<br />

bloodborne infections in the athletic setting were made available<br />

Ballots mailed to the varsity coaches to select volleyball tournament officials<br />

NEW REGULATIONS: beginning in the 1992 season, it is required that the line judges<br />

When the host management fails to resolve a situation of an unruly spectator in a reasonable<br />

removed from the game for proper treatment<br />

In 1993 – 94, the following information dealt with officials and teams in <strong>Ohio</strong>:<br />

Rules remained the same concerning number of matches and scrimmages permitted<br />

grades 9-12<br />

Face decals, paint and tattoos (non-permanent) were prohibited<br />

1992, and was 72 pages long; the case book was 96 pages long<br />

Vertical tape markers were deleted<br />

A letter of approval from the State <strong>Association</strong> must be made available to the officials when a<br />

player is wearing an artificial limb<br />

Hair adornment made of soft material and no more than 2” wide is legal<br />

When a player attempts to enter the game wearing illegal equipment/uniform, unnecessary delay<br />

shall be assessed. Subsequent player equipment/uniform violations by the same team during the<br />

match shall result in a point or side-out being awarded the opponent<br />

Permits players to wear the American flag on the uniform provided it is not more than 2” by 3”<br />

and its placement does not interfere with the visibility of the number (OHSAA uniform<br />

regulation already permitted this)<br />

The umpire shall have a set of yellow and red cards for use in notifying the referee of<br />

unsportsmanlike conduct violations<br />

The scorer shall record all uniform/equipment violations and notify the umpire of any previous<br />

violations by the same team<br />

Line judges shall stand at the midpoint of their respective end lines during time-outs<br />

After each game, teams shall line up on their respective end lines then proceed as directed to the<br />

appropriate team bench<br />

The coach shall visually signal to the officials that substitution is desired<br />

Permit non-playing team members to stand at the bench to greet a replaced player<br />

When a coach or player is disqualified, the individual is removed from the game, a point or side-<br />

out is awarded the opponent, and the coach is notified of the reason for the disqualification<br />

In 1994 – 95, the following information dealt with officials and teams in <strong>Ohio</strong>:<br />

<strong>Coaches</strong> filled out an officials rating form for the selection of officials for the OHSAA<br />

tournaments<br />

OHSVCA President Sonny Lewis continue to serve on the National Federation<br />

<strong>Volleyball</strong> Rules Committee as the NFICA representative (term was 2 more years)<br />

End of the game procedure and change of courts was considered a three whistle system<br />

for the official<br />

Objectional/obscene in nature permanent tattoos had to be covered; glitter in the hair or<br />

on the face were not permitted<br />

By the 1995 season, all high school uniforms must be in compliance with NF rule 4-2<br />

1995: Becky Oakes was the chair; my rulebook is missing so I cannot provide rule changes,<br />

corrections at this time<br />

In 1995 – 96, the following information dealt with officials and teams in <strong>Ohio</strong>:<br />

All varsity matches must be officiated by Class 1 officials; only a waiver from the<br />

OHSAA could supercede this rule<br />

OHSAA experimental rule 8-2-1: coaches must submit a new written, numeric line-up for<br />

each game; it was no longer acceptable to say “same line-up”<br />

Rosters must remain at the scorer’s table throughout the match<br />

Reminder at the beginning of the match, players need to line-up on their respective end<br />

lines in response to the referee’s whistle and signal directing players to go to that area;<br />

the referee will direct the player’s onto the court for the first game<br />
