exceeded $53, however. When Monsue questioned him about the<br />

discrepancy, Ryan had no explanation. (EHT Vol. II: 356-58, 374-75;<br />

Exh FF: 9-11, 16, 17, 29.) In fact, even after Monsue told Ryan “I do<br />

not think you have [sic] helped kill his mom, I think Bruce killed his<br />

Mom. I never thought you killed his Mom,” he added, “[t]he biggest<br />

problem I have is the money.” (EHT Vol. II: 374-75; Exh FF: 29; Exh<br />

B: 33.)<br />

Monsue had done a criminal records check on Ryan <strong>and</strong> noted in<br />

his investigation that Ryan did not have a criminal record. (Exh GG<br />

(LAPD <strong>Memor<strong>and</strong>um</strong>).) Monsue, however, had used the wrong date <strong>of</strong><br />

birth, even though his report <strong>of</strong> his interview <strong>of</strong> Ryan reflected the<br />

correct birth date. (Exh FF: 1; Exh B: 32.) In fact, Ryan did have a<br />

prior record. On April 25, 1982, less than a year prior to Dorka<br />

Lisker’s murder, Ryan was arrested in Ventura County, California,<br />

after he had pulled a knife on Brian Simpson <strong>and</strong> placed it on his<br />

throat, threatened to kill him <strong>and</strong> dem<strong>and</strong>ed that Simpson give him<br />

$12.00. (Exhibits HH, II, JJ.)<br />

(h) Investigating <strong>of</strong>ficer’s credibility<br />

Post-conviction evidence bearing upon Detective Monsue’s<br />

credibility <strong>and</strong> bias was also presented at the hearing.<br />

On November 4, 1991, the Board <strong>of</strong> Prison Terms issued a notice<br />

that Bruce Lisker was to receive a parole hearing during the week <strong>of</strong><br />

December 30, 1991. (Exh OO.) Sometime after this notice was issued,<br />

<strong>and</strong> prior to Lisker’s parole hearing in January, 1992, LAPD Detective<br />

Andrew Monsue wrote the Board <strong>of</strong> Prison Terms stating, inter alia,<br />
