delegation of 69 to the 2009 Credit<br />
Union Forum organized by the Association<br />
of Asian Confederation of<br />
Credit Unions (AC<strong>CU</strong>) at The<br />
Emerald Hotel <strong>in</strong> Bangkok, <strong>Thailand</strong><br />
on Sept. 24-26, 2009. A total of 377<br />
delegates were from 27 countries<br />
(majority from Asia and the rest<br />
were from Australia, Canada,<br />
Germany and The Netherlands)<br />
attended the said <strong>forum</strong>.<br />
The <strong>DCCCO</strong> delegation was<br />
composed of all the members of the<br />
Board (Chairperson Sylvia L. Flores,<br />
Vice-Chair Mar<strong>in</strong>a Mendoza,<br />
Directors Loreta Sable, Vivian<br />
Maquil<strong>in</strong>g, Ma. Milagros Velez,<br />
James Jed Rosales and Fernando<br />
Uy), GM Felicidad Ruiz and Conrado<br />
Cuerda from the <strong>DCCCO</strong> staff.<br />

<strong>BOD</strong> <strong>attends</strong> <strong>CU</strong> <strong>forum</strong> <strong>in</strong> <strong>Thailand</strong><br />

<strong>DCCCO</strong> group.<br />
The theme of the <strong>forum</strong> was<br />
“Outsmart<strong>in</strong>g Impacts of the Global<br />
F<strong>in</strong>ancial Crisis.” Several wellrespected<br />
resource speakers were<br />
<strong>in</strong>vited to talk on various topics.<br />
The first day of the <strong>forum</strong> was<br />
devoted to credit union visits where<br />
the delegates were divided <strong>in</strong>to three<br />
groups to visit three cooperatives,<br />
namely: Thai Honda Credit Union<br />
Ltd. (a closed-type cooperative), the<br />
Nong Chok Credit Union Ltd. (a<br />
farmers’ cooperative), and the Sa<strong>in</strong>t<br />
Peter Credit Union Ltd. (a community<br />
cooperative where the Catholic<br />
Church is a very active partner).<br />
The day ended with a d<strong>in</strong>ner cruise<br />
at the Chaophya River. It was very<br />
<strong>in</strong>terest<strong>in</strong>g to note that among the<br />
various rivers and other water<br />
channels runn<strong>in</strong>g across Bangkok<br />
none had any trace of garbage float<strong>in</strong>g<br />
on the waters. Despite the miles<br />
and miles of wide concrete highways<br />

crisscross<strong>in</strong>g Bangkok there is still<br />
much space left for green vegetation.<br />
There are many m<strong>in</strong>iature temples<br />
<strong>in</strong> almost every open space (lawn) of<br />
residences and even <strong>in</strong> bus<strong>in</strong>ess establishments.<br />
People pass<strong>in</strong>g by<br />
would stop by the m<strong>in</strong>iature temples<br />
and offer lighted joss sticks with a<br />
prayer. Temples of worship also<br />
abound everywhere. The K<strong>in</strong>g and<br />
Queen are also given great respect<br />
and their big portraits are everywhere.<br />
One of the highlights of the <strong>forum</strong><br />
was the keynote address of the<br />
F<strong>in</strong>ance M<strong>in</strong>ister of <strong>Thailand</strong>, His<br />
Excellency Korn Chatikavanij.<br />
AC<strong>CU</strong> recognition awards were also<br />
given to <strong>in</strong>dividual and <strong>in</strong>stitution<br />
category. The late Congressman<br />
Guillermo P. Cua of the Philip<strong>in</strong>es<br />
was one of the awardees <strong>in</strong> the <strong>in</strong>dividual<br />
category. His wife was<br />
present to receive the award for him.<br />
There were plenary sessions <strong>in</strong> the<br />
morn<strong>in</strong>g and afternoon and breakout<br />
sessions were held after each session.<br />

Area Coord<strong>in</strong>ators meet<br />
The area coord<strong>in</strong>ators held their<br />
quarterly meet<strong>in</strong>g on September 27,<br />
2009 at 1:00 o’clock <strong>in</strong> the afternoon.<br />
Facilitated by the Education<br />
Committee, the coord<strong>in</strong>ators had their<br />
updat<strong>in</strong>g on the new policies so they<br />
could help dissem<strong>in</strong>ate <strong>in</strong>formation to<br />
the members <strong>in</strong> their respective areas.<br />
The area coord<strong>in</strong>ators also submitted<br />
the list of recommended area coord<strong>in</strong>ators<br />
and schedule of PMES and OM.<br />
The meet<strong>in</strong>g was also an opportunity<br />
for them to get to know one another<br />
better.<br />

EDITORIAL<br />
Ondoy and Pepeng: A Wake Up Call<br />
September 26, 2009, Ondoy<br />
(International name: Ketsana)<br />
brought <strong>in</strong> the worst ra<strong>in</strong>ful <strong>in</strong> 40<br />
years to a large part of Luzon <strong>in</strong> just<br />
few hours— a ra<strong>in</strong>fall equivalent to<br />
one month of ra<strong>in</strong>. Few days later,<br />
Pepeng (International name: Parma)<br />
came add<strong>in</strong>g more water to Luzon.<br />
Both Ondoy and Pepeng caused<br />
billions of damages and claimed<br />
hundreds of lives. As reported <strong>in</strong> the<br />
Manila Bullet<strong>in</strong>, about 699 died, 462<br />
<strong>in</strong>jured and 87 miss<strong>in</strong>g. With<br />
thousands of houses and establishments<br />
immersed <strong>in</strong> water and<br />
agricultural products swept, a very<br />
depress<strong>in</strong>g picture could be seen.<br />
These two destructive typhoons<br />
have left us with two realizations:<br />
First, when Mother Earth shows her<br />
wrath, we are helpless, and second, <strong>in</strong><br />
the midst of crisis, we are there for<br />
each other. Dur<strong>in</strong>g the height of<br />
Ondoy and Pepeng’s devastation the<br />
victims could only grieve over the loss<br />
of lives and properties. The strong<br />
current of water was too much for<br />
them. Both the rich and the poor went<br />
through the same emotional and<br />
physiological pa<strong>in</strong>s.<br />
In the midst of Ondoy and<br />
Pepeng’s wrath, the Filip<strong>in</strong>os rushed<br />
to the area severely hit to offer help,<br />
unm<strong>in</strong>dful of the danger ahead. In a<br />
matter of hours, help from all parts of<br />
the Philipp<strong>in</strong>es started to arrive to<br />
uplift the morale of the victims. Two<br />
giant tv networks reported that they<br />
were able to raise millions of pledges<br />

<strong>in</strong> cash and goods from k<strong>in</strong>d-hearted<br />
Filip<strong>in</strong>os. Hundreds of volunteers also<br />
helped <strong>in</strong> the pack<strong>in</strong>g of relief goods.<br />
<strong>DCCCO</strong>, on the other hand, did its<br />
share by putt<strong>in</strong>g up an amount for the<br />
victims. In the midst of calamities, we<br />
have become united.<br />
We have seen how helpless we can<br />
be if Mother Earth strikes back on us<br />
as a result of the abuse we have done<br />
to her. It already happened <strong>in</strong><br />
Dumaguete last February 7, 2009.<br />
After seven months s<strong>in</strong>ce we<br />
experienced it, have we done someth<strong>in</strong>g<br />
to restore Mother Earth? Ondoy<br />
and Pepeng could be another wake up<br />
call if noth<strong>in</strong>g is done and global<br />
warm<strong>in</strong>g will become worst.<br />
<strong>DCCCO</strong>, <strong>in</strong> response to the call for<br />
the restoration of Mother Earth,<br />
planted 1,500 seedl<strong>in</strong>gs at Lake<br />
Balanan last August and conducted<br />
coastal clean-up at Piapi Beach last<br />
September.<br />
Although, we are far from Luzon, we<br />
can still do someth<strong>in</strong>g. We can effect<br />
change. Thus, we are reiterat<strong>in</strong>g our<br />
call for all our coop members to <strong>in</strong>itiate<br />
change like proper waste disposal<br />
and tree plant<strong>in</strong>g <strong>in</strong> their respective<br />
communities. Let us not wait for<br />
another Ondoy and Pepeng before we<br />
start restor<strong>in</strong>g Mother Earth. It’s an<br />
urgent call. Let’s do it NOW!!!<br />

<strong>DCCCO</strong> Village Updates<br />
As of September 30, 2009, there are<br />
eleven (11) lot takers who are already<br />
resid<strong>in</strong>g <strong>in</strong> the village. The Homeowners<br />
Association was <strong>in</strong>itially organized with<br />
an <strong>in</strong>terim set of officers. The association<br />
meets regularly every last Sunday of<br />
the month to discuss issues perta<strong>in</strong><strong>in</strong>g to<br />
the village and for bond<strong>in</strong>g purposes. A<br />
monthly due of Two Hundred Pesos (P<br />
200.00) is collected from each household<br />
to serve as s<strong>in</strong>k<strong>in</strong>g fund for ma<strong>in</strong>tenance<br />
and immediate needs of the<br />
subdivision.<br />
On the other hand, the concrete<br />
perimeter fence is 95% complete; the rip<br />
-rapp<strong>in</strong>g of the creek is 96% complete;<br />
while the re<strong>in</strong>forced box culvert with<br />
concrete approaches, is now f<strong>in</strong>ished and<br />
passable. The gate and guard house are<br />
also done. The construction of the basketball<br />
court, stage and playground will<br />
start soon.<br />

A and two (2) Economic B units<br />

1. RATIONALE<br />
LENDING POLICIES<br />
FINANCING LOAN (VEHICLES & APPLIANCES)<br />
Nowadays, mobility and convenience<br />
are two important words that come <strong>in</strong>to<br />
m<strong>in</strong>d <strong>in</strong> order for one to cope with one’s<br />
responsibilities and to become<br />
responsive to the ever fast chang<strong>in</strong>g<br />
environment. What was considered<br />
luxury before is now a necessity. Thus,<br />
vehicles and appliances are now<br />
necessities <strong>in</strong> life for one to become<br />
mobile and convenient. That is why, we<br />
can see a lot of suppliers of these<br />
vehicles and appliances not only <strong>in</strong><br />
cities but <strong>in</strong> municipalities, as well, to<br />
provide the people with fast service<br />
and on easy <strong>in</strong>stallment terms.<br />
<strong>DCCCO</strong>, <strong>in</strong> order to be true to its vision<br />
of provid<strong>in</strong>g excellent f<strong>in</strong>ancial services<br />
to its members, is challenged to<br />
provide this k<strong>in</strong>d of service. This is also<br />
one way of address<strong>in</strong>g the Coop’s<br />
excess liquidity which is just <strong>in</strong>vested<br />
as time deposits <strong>in</strong> banks and which<br />
yield very m<strong>in</strong>imal rate of <strong>in</strong>terest.<br />
2. STATEMENT OF PURPOSE<br />
This F<strong>in</strong>anc<strong>in</strong>g Loan for Vehicles and<br />
Appliances is formulated to respond to<br />
the needs of <strong>DCCCO</strong> members who<br />
want to acquire service vehicles and<br />
appliances on easy and affordable<br />
<strong>in</strong>stallment terms. This will also help<br />
the Cooperative address its problem of<br />
excess liquidity.<br />
3. ELIGIBILITY<br />
Full-fledged members of <strong>DCCCO</strong> who<br />
have the character and capacity to pay<br />
are eligible to apply for this F<strong>in</strong>anc<strong>in</strong>g<br />
Loan. The member’s loan privilege will<br />
depend on his/her credit stand<strong>in</strong>g,<br />
status as a member, and his/her<br />
capacity to pay as established by the<br />
Credit/Background Investigator.<br />
For loans above P300,000.00, the<br />
member-borrower should be a member<br />
<strong>in</strong> good stand<strong>in</strong>g for at least three (3)<br />
years.<br />
4. SE<strong>CU</strong>RITIES AND VALUATION<br />
4.1 Certificate of Registration (CR) of<br />
the vehicle and Certificate of<br />
Ownership of the appliance(s)<br />
shall rema<strong>in</strong> <strong>in</strong> the name of<br />
<strong>DCCCO</strong>. The Cooperative shall<br />
execute a Deed of Sale upon full<br />
payment of the loan. All expenses<br />
relative thereto shall be borne by<br />
the member-borrower.<br />
4.2 The Co-maker shall be a member<br />
of <strong>DCCCO</strong> <strong>in</strong> good stand<strong>in</strong>g who<br />
has the capacity to pay.<br />
4.3 An “on damage” <strong>in</strong>surance is<br />
required to cover the period of the<br />
loan at the expense of the member<br />
-borrower.<br />
4.4 The member-borrower has to<br />
deposit at least 10% of the total<br />
loan applied (<strong>in</strong>cludes the cost of<br />
the vehicle or appliance and coop<br />
charges). For example, if the<br />
vehicle costs P 65,000.00 plus the<br />
loan charges amount<strong>in</strong>g to<br />
P 5,000.00, then the member has<br />
to deposit P7,000.00 as the<br />
required equity. The member may<br />
opt to deposit more than what is<br />
required if he/she <strong>in</strong>tends to avail<br />
of a more affordable amortization<br />
rate.<br />
4.5 If the member’s share capital does<br />
not reach P20,000.00, he/she shall<br />
be required to put up the amount<br />
as additional share capital.<br />
Otherwise, the amount shall be<br />
treated as Equity Sav<strong>in</strong>gs Deposit.<br />
4.6 This type of loan shall be covered<br />
by the Loan Protection Plan (LPP)<br />
which is P1.00 for every P1,000.00<br />
unsecured amount. The amount<br />
subject to the LPPP contribution<br />
shall be the total amount of loan<br />
m<strong>in</strong>us the required share capital/<br />
equity, as the case maybe.<br />
(Example: Amount of Loan is<br />
P70,000.00, less 10% (share<br />
capital or equity) = P 63,000.00 –<br />
this is the basis <strong>in</strong> the computation<br />
of LPP)<br />
5. REPAYMENT TERM<br />
Generally, repayment term shall be as<br />
set forth <strong>in</strong> the schedule. In special<br />
circumstances, however, a member<br />
may apply <strong>in</strong> writ<strong>in</strong>g to the Board for<br />
special consideration for the temporary<br />
suspension of payment or extension of<br />
his term of payment, as the case may<br />
be.<br />

5.1 Loan payment shall start one<br />
month after the loan was released.<br />
5.2 Loan re-availment for another unit<br />
shall be allowed only when at<br />
least one-half of the loan amount<br />
shall have been paid and the required<br />
share capital/equity sav<strong>in</strong>gs<br />
deposit has been paid.<br />
6. LOAN FEES AND CHARGES<br />
6.1 This loan shall be charged a<br />
monthly <strong>in</strong>terest rate of 1.5%<br />
straight and a penalty of 2% on all<br />
amounts <strong>in</strong> arrears and a service<br />
fee of 2%.<br />
6.2 Freight and other <strong>in</strong>cidental expenses<br />
shall be borne by the<br />
member-borrower.<br />
6.3. No retention for share capital and<br />
no advance <strong>in</strong>terest shall be<br />
charged on this type of loan.<br />
7. GENERAL PROVISIONS<br />
7.1 Three months after full-fledged<br />
membership, a member may apply<br />
for this loan facility, subject to exist<strong>in</strong>g<br />
terms and conditions, regardless<br />
of the amount of deposit<br />
he/she has made for this purpose.<br />
7.2 All loan applicants shall be subjected<br />
to <strong>in</strong>tensive and detailed<br />
credit and background <strong>in</strong>vestigation<br />
to ascerta<strong>in</strong> his/her character<br />
and capacity to pay. The result of<br />
the <strong>in</strong>vestigation shall be the primary<br />
basis for the approval or<br />
disapproval of the loan application.<br />
7.3 The member-borrower is given the<br />
prerogative to choose the type,<br />
model and brand of the unit to be<br />
f<strong>in</strong>anced by <strong>DCCCO</strong> <strong>in</strong>clud<strong>in</strong>g its<br />
source provided that the unit shall<br />
be brand new com<strong>in</strong>g from the<br />
company/supplier.<br />
7.4 The amount of loan shall be based<br />
on the price of the unit plus the<br />
Coop’s loan charges. The loan<br />
shall be paid <strong>in</strong> equal monthly amortization<br />
with<strong>in</strong> the given payment<br />
term. However, the memberborrower<br />
is given the option to<br />
accelerate payment.<br />
7.5 <strong>DCCCO</strong> has the right to aumatically<br />
repossess the unit and dispose<br />
of such once the memberborrower<br />
fails to pay at least three<br />
(3) monthly amortizations, to<br />
recover the loan balance and the<br />
<strong>in</strong>terest due thereon.<br />
7.6 A member who has arrears <strong>in</strong> any<br />
of his/her loan cannot be granted<br />
another loan.<br />
7.7 <strong>DCCCO</strong> shall pay the loan proceeds<br />
directly to the dealer/<br />
suppliers of the unit.<br />
7.8 Renewal of the registration of the<br />
unit shall be processed and paid<br />
by <strong>DCCCO</strong> subject to reimbursement<br />
by the member-borrower <strong>in</strong><br />
cash or to be <strong>in</strong>corporated <strong>in</strong> the<br />
succeed<strong>in</strong>g monthly amortizations<br />
of the member-borrower.<br />

Anybody, and Nobody<br />
This is a story about four people:<br />

and Nobody. There was this important<br />
job to be done and everybody<br />
was asked to do it. Everybody was<br />
sure that somebody would do it.<br />
Anybody could have done it, but<br />

regional league – the Visayas Credit<br />
Union League (VIS<strong>CU</strong>L), sponsored a<br />
two-day road show entitled “The Cooperative<br />
Bus<strong>in</strong>ess Solutions Road<br />
Show” held at Dao Bed and Breakfast<br />
Hotel, Dao, Tagbilaran City, Bohol on<br />
September 10-11, 2009.<br />
The Officers and Staff of <strong>DCCCO</strong><br />
conducted a tree plant<strong>in</strong>g activity for<br />
the second time, at Lake Balanan,<br />
Siaton, Negros Oriental last August 23,<br />
2009. Some 1,500 seedl<strong>in</strong>gs of different<br />
k<strong>in</strong>ds were provided by the Department<br />
of Environment and Natural<br />
Resources. Three families <strong>in</strong> the place<br />
are adopted by <strong>DCCCO</strong> to take care of<br />
the plants to ensure 100% survival.<br />
Meanwhile, <strong>DCCCO</strong> also conducted<br />
a coastal clean-up along Silliman<br />
Beach, Dumaguete City last September<br />
13, 2009. About 100 kilograms of garbage<br />
were collected. The activity was<br />
conducted <strong>in</strong> coord<strong>in</strong>ation with<br />
Barangay Bantayan.<br />

The road show aimed to encourage<br />
the primary cooperatives to adopt<br />
the new <strong>in</strong>formation technology for<br />
their bus<strong>in</strong>ess operations <strong>in</strong> order to<br />
pro-actively respond to the economic<br />
challenges and at the same time,<br />
maximize opportunities <strong>in</strong> the face of<br />
the present global economic crises.<br />
Topics discussed <strong>in</strong>cluded the<br />
PLDT products which can be accessed<br />
by primary cooperatives called the<br />
PLDT Negosyo Boost which can<br />
enhance the bus<strong>in</strong>ess of the cooperatives<br />
and their members. These products<br />
are 1) My Digital Subscriber L<strong>in</strong>e<br />
(DSL), 2) PLDT WeRoam Network<br />
Components, 3) Security camera and<br />
4) PLDT Asset Fast Track.<br />
For 2010, PFCCO will launch<br />
KOWOPS Biz for On L<strong>in</strong>e Stores,<br />
On L<strong>in</strong>e Malls, On L<strong>in</strong>e Auctions and<br />
Promotion of the products and services<br />

The <strong>DCCCO</strong> group was spread<br />
out among the three breakout group<strong>in</strong>gs.<br />
It was <strong>in</strong> these breakout<br />
sessions that the delegates learned<br />
much as they exchanged experiences<br />

The day was capped with a <strong>Thailand</strong><br />
Night which showcased Thai<br />
culture.<br />
The third day was devoted to<br />
plenaries and breakout sessions. It<br />
ended with the International Night<br />
where <strong>forum</strong> participants were encouraged<br />
to dress up <strong>in</strong> their respective<br />
national costume. It was also<br />
announced that the next Asian<br />
Credit Union Forum will be held <strong>in</strong><br />
Korea <strong>in</strong> 2010. Director Uy was lucky<br />
to be one of the two w<strong>in</strong>ners for free<br />
registration <strong>in</strong> the said <strong>forum</strong>. The<br />
other w<strong>in</strong>ner was from Indonesia.<br />
The general consensus <strong>in</strong> the<br />
<strong>forum</strong> was that cooperatives are<br />
surviv<strong>in</strong>g the ongo<strong>in</strong>g global<br />
f<strong>in</strong>ancial crisis because of mutual<br />

conducted series of Ownership Meet<strong>in</strong>gs<br />
<strong>in</strong> the follow<strong>in</strong>g places: Bacong, Siaton,<br />
Siquijor, Zamboaguita, Pob. Sibulan,<br />
Tubtubon Sibulan, and Magatas Sibulan<br />

September. Its objectives are: to review<br />

Neil T. Estrao, a soft spoken gentleman<br />
from Guihulngan, is<br />

Branch. He is 30 years old,<br />
f<strong>in</strong>ished Bachelor of Science<br />
<strong>in</strong> Accountancy at St.<br />
Paul University and<br />
passed the board exam. He is married<br />
with two kids. This CPA has also a<br />
good Personal Relationship (PR) which<br />
endeared him especially among his colleagues.<br />
<strong>DCCCO</strong> Bayawan has also a newly<br />
hired Loans Analyst who hails from<br />
Valencia, Negros Oriental. He f<strong>in</strong>ished<br />
Bachelor of Science <strong>in</strong> Mar<strong>in</strong>e Eng<strong>in</strong>eer<strong>in</strong>g.<br />
