This prayer underscores our very mission - provid<strong>in</strong>g<br />
programs and services for people <strong>of</strong> all ages and<br />
stages <strong>of</strong> life, liv<strong>in</strong>g <strong>in</strong> the communities we serve.<br />
The challenges many people and families face today<br />
mirror the challenges many not-for-pr<strong>of</strong>it social<br />
service agencies, like ours, also face. We both need<br />
to rema<strong>in</strong> <strong>in</strong>tact and economically<br />
stable, s<strong>us</strong>ta<strong>in</strong> important <strong>in</strong>terpersonal<br />
relationships and enjoy small successes<br />
along the way.<br />
The theme <strong>of</strong> our report is “Do<br />
you believe <strong>in</strong> me?” Our work with<br />
children, adolescents, adults and<br />
families foc<strong>us</strong>es on meet<strong>in</strong>g the needs<br />
<strong>of</strong> those fac<strong>in</strong>g challenges like grow<strong>in</strong>g<br />
up <strong>in</strong> poverty, f<strong>in</strong>d<strong>in</strong>g and reta<strong>in</strong><strong>in</strong>g<br />
employment, traumatic experiences from ab<strong>us</strong>e and/or neglect,<br />
liv<strong>in</strong>g with family violence, and struggl<strong>in</strong>g with behavioral/mental<br />
health issues. We are proud <strong>of</strong> the many program outcomes you<br />
will read about <strong>in</strong> this report.<br />
Tony and I extend a heartfelt ‘thank you’ to our talented and<br />
dedicated staff, board <strong>of</strong> directors, volunteers, and community<br />

At <strong>Family</strong> <strong>Services</strong> <strong>of</strong> <strong>Greater</strong> <strong>Waterbury</strong>, we believe <strong>in</strong><br />
children. They have great potential, but we know many<br />
are at risk. Our high-quality programs address the needs<br />
<strong>of</strong> children who have experienced ab<strong>us</strong>e and/or neglect,<br />
their biological parents and their foster or adoptive<br />
parents, as well.<br />
Chapman Ho<strong>us</strong>e<br />
Chapman Ho<strong>us</strong>e, our Safe Home, which can serve eight<br />
children at one time, served 27 children last year who<br />
stayed an average <strong>of</strong> 104 days each. The children, ages<br />
three to 12, had been removed from their homes by the<br />
Connecticut Department <strong>of</strong> Children and Families<br />
beca<strong>us</strong>e <strong>of</strong> ab<strong>us</strong>e and/or neglect.<br />
85% <strong>of</strong> children served <strong>in</strong><br />
all our programs have<br />
experienced family violence.<br />
Our childcare pr<strong>of</strong>essionals do their best to make<br />
Chapman Ho<strong>us</strong>e a real home for the children. They<br />
are <strong>in</strong>volved <strong>in</strong> every aspect <strong>of</strong> the children’s lives.<br />
Additional services are provided as needed by social<br />
workers, child psychiatrists and nurses. While they<br />
are with <strong>us</strong> at Chapman Ho<strong>us</strong>e every child receives<br />
a full medical, dental, and psychosocial evaluation<br />
so that an <strong>in</strong>dividualized plan for the child can be<br />
created so the child can move <strong>in</strong>to a lov<strong>in</strong>g home.<br />
Motheread/Fatheread<br />
Motheread/Fatheread is an award-w<strong>in</strong>n<strong>in</strong>g<br />
national program that comb<strong>in</strong>es the teach<strong>in</strong>g<br />
<strong>of</strong> literacy skills with child development and<br />
family empowerment by foc<strong>us</strong><strong>in</strong>g on parents<br />
as the primary teachers <strong>of</strong> young children.<br />
This year 12 adults and more than 25 children<br />
participated <strong>in</strong> the program.<br />

4 FAMILY SERVICES OF GREATER WATERBURY<br />
Every hour <strong>in</strong> Connecticut<br />
a child is neglected<br />
Therapeutic Child Center<br />
Last year the Therapeutic Child Center (TCC)<br />
served 133 children and their families. The TCC<br />
is a specialized day treatment program serv<strong>in</strong>g<br />
ab<strong>us</strong>ed and/or neglected children between the ages<br />
<strong>of</strong> six weeks and four years old by referral from<br />
DCF. Licensed by the Dept. <strong>of</strong> Public Health for 30<br />
children daily, the TCC provides structured activities<br />
which benefit the children’s development and daily<br />
liv<strong>in</strong>g skills. Individually designed monitor<strong>in</strong>g and<br />
support services are provided for each child’s biological<br />
or foster family and may <strong>in</strong>clude psychiatric outpatient<br />
counsel<strong>in</strong>g, parent education programs, family<br />
violence prevention and substance ab<strong>us</strong>e services.<br />
Every six hours <strong>in</strong> Connecticut<br />
a child is physically ab<strong>us</strong>ed<br />
<strong>Family</strong> Center<br />
The <strong>Family</strong> Center served 54 biological families and<br />
85 foster or adoptive families dur<strong>in</strong>g the past year by<br />
provid<strong>in</strong>g structured, supervised parental visit<strong>in</strong>g<br />
environments for children who were removed from<br />
their homes by DCF. Each family is assigned a <strong>Family</strong><br />
Support Worker who works with the family toward<br />
the goal <strong>of</strong> reunification. Support groups, home visits,<br />
recreational activities and other services are available<br />
to foster and adoptive families.
Intensive <strong>Family</strong> Reunification<br />
Last year the Intensive <strong>Family</strong> Reunification (IFR) program served<br />
15 families with 35 children <strong>in</strong> out-<strong>of</strong>-home placement. IFR is a<br />
short-term, <strong>in</strong>tensive, <strong>in</strong>-home service promot<strong>in</strong>g the successful<br />
reunification <strong>of</strong> children back <strong>in</strong>to their home due to DCF removal<br />
for ab<strong>us</strong>e and/or neglect. No children experienced repeat<br />
maltreatment dur<strong>in</strong>g the program, which covers 90 days and<br />
<strong>in</strong>cludes 60 <strong>in</strong>-home contacts with an assigned social worker.<br />
IFR beg<strong>in</strong>s before the children return and lasts through<br />
their transition and their formal return to home.<br />
Every sixteen hours <strong>in</strong> Connecticut<br />
a child is sexually ab<strong>us</strong>ed<br />
Parents <strong>of</strong> Preschoolers<br />
Parents <strong>of</strong> Preschoolers (POP) is open to all<br />
Naugatuck residents rais<strong>in</strong>g preschool children.<br />
POP is a two-year program that provides<br />
parents with tools to help raise a healthy<br />
preschooler. Last year POP served 16 families<br />
and 34 children.<br />
Last w<strong>in</strong>ter seven-year-old Amy was<br />
removed from her mother’s care due to the<br />
severe domestic violence she witnessed.<br />
Amy’s mother was so severely <strong>in</strong>jured<br />
that she is permanently disabled. Amy<br />
and her mom began visit<strong>in</strong>g <strong>in</strong> our<br />
<strong>Family</strong> Center dur<strong>in</strong>g the spr<strong>in</strong>g. Mom<br />
<strong>us</strong>ed the time to re-bond with Amy and<br />
help her to feel safe aga<strong>in</strong>. Mom sought<br />
feedback from her support worker,<br />
attended parent<strong>in</strong>g classes and began<br />
counsel<strong>in</strong>g to address her problems.<br />
The visits were tremendo<strong>us</strong>ly successful<br />
and Amy was able to return home safely<br />
<strong>in</strong> the summer.<br />

Our Behavioral Health Program<br />
assists <strong>in</strong>dividuals, couples and<br />
families experienc<strong>in</strong>g problems<br />
related to mental health needs,<br />
personal situations, parent<strong>in</strong>g<br />
challenges, substance ab<strong>us</strong>e,<br />
trauma and family violence by provid<strong>in</strong>g<br />
specialized programs designed to help meet<br />
client needs.<br />
Last year <strong>Family</strong> <strong>Services</strong> provided<br />
over 8,000 counsel<strong>in</strong>g sessions<br />
Outpatient Counsel<strong>in</strong>g: <strong>Family</strong> <strong>Services</strong> <strong>of</strong><br />
<strong>Greater</strong> <strong>Waterbury</strong> held 8,171 sessions <strong>in</strong>volv<strong>in</strong>g<br />
558 open cases. Our Naugatuck site held 1,756<br />
<strong>of</strong> the sessions <strong>in</strong>volv<strong>in</strong>g 118 open cases. <strong>Services</strong><br />
<strong>in</strong>cluded outpatient counsel<strong>in</strong>g to children, adolescents<br />
and adults and covered a wide variety <strong>of</strong> issues <strong>in</strong>clud<strong>in</strong>g<br />
depression, anxiety, family problems, marital problems,<br />
trauma, grief, and crisis <strong>in</strong>tervention through <strong>in</strong>dividual,<br />
couple, family and group counsel<strong>in</strong>g. An adult psychiatrist<br />
and child psychiatrist provide evaluations, consultation<br />
and medication management to clients participat<strong>in</strong>g <strong>in</strong><br />
our counsel<strong>in</strong>g programs.<br />
Parent<strong>in</strong>g Education Program: The PEP is required<br />
by the state <strong>of</strong> Connecticut for parents <strong>in</strong> the midst <strong>of</strong><br />
divorce, child support, or c<strong>us</strong>tody issues <strong>in</strong>volv<strong>in</strong>g children<br />
under 18. This year 442 persons participated <strong>in</strong> the six-hour<br />
program which is a structured curriculum to help divorc<strong>in</strong>g<br />
couples cont<strong>in</strong>ue to be effective parents. The program<br />
teaches parents how to help their children through the<br />
stressful situation.

Foc<strong>us</strong> on K.I.D.S.: This program, which served 47 participants<br />
this year, is a solution foc<strong>us</strong>ed program that helps high-conflict<br />
divorc<strong>in</strong>g or divorced parents improve their communication<br />
skills and nurture their children more effectively.<br />

Student Assistance Program: SAP is available<br />
to UCONN-<strong>Waterbury</strong> students and faculty<br />
and provides short-term counsel<strong>in</strong>g, education<br />
awareness programs, tra<strong>in</strong><strong>in</strong>g, etc. This service<br />
year 383 students attended workshops and<br />
classroom presentations and 245 had<br />
<strong>in</strong>dividual appo<strong>in</strong>tments.<br />
Over 700,000 Connecticut residents suffer<br />
with mental health issues each year.<br />
Visit<strong>in</strong>g Nurses Association: Our cl<strong>in</strong>icians<br />
provide home-based medical social work<br />
services for the elderly <strong>in</strong> partnership with<br />
the VNA’s <strong>of</strong> Watertown and Naugatuck.<br />
Dur<strong>in</strong>g this year there were 184 Naugatuck<br />
and 164 Watertown home visits held.<br />
Anger Management Program: The AMP,<br />
which served 61 participants this year,<br />
meets court and other mandates and is<br />
designed to help clients to stabilize their<br />
emotional responses and improve their<br />
<strong>in</strong>terpersonal skills.<br />

F<br />
<strong>in</strong>d<strong>in</strong>g work and stay<strong>in</strong>g employed are critical to<br />
self-sufficiency. We provide services that help people<br />
overcome the barriers they face while seek<strong>in</strong>g<br />
mean<strong>in</strong>gful employment. Our programs <strong>in</strong>clude:<br />
Case Management Program: The CMP served 1,475<br />
people this year help<strong>in</strong>g them f<strong>in</strong>d employment by work<strong>in</strong>g with<br />
them to develop a c<strong>us</strong>tomized employment action plan and to<br />
manage services designed to elim<strong>in</strong>ate barriers to employment.<br />

Naugatuck Social Service Program: NSSP provided 386<br />
Naugatuck families with emergency basic needs, <strong>in</strong>clud<strong>in</strong>g<br />
heat<strong>in</strong>g oil, rent, water, electricity, food vouchers and other<br />
basic needs dur<strong>in</strong>g this year. In addition, the Naugatuck Social<br />
<strong>Services</strong> Coord<strong>in</strong>ator provided <strong>in</strong>formation and referrals<br />
result<strong>in</strong>g <strong>in</strong> 3,021 contacts throughout the year.

Empower<strong>in</strong>g People for Success Program: EPS helped 264 families<br />
who receive or have received Temporary <strong>Family</strong> Assistance (TFA)<br />
and have significant barriers that make it difficult to get and keep<br />
a job to achieve self-sufficiency. This program provides <strong>in</strong>tensive,<br />
solution foc<strong>us</strong>ed home-based case management services.<br />
Volunteer Income Tax Assistance Program: The Volunteer Income<br />
Tax Assistance (VITA) program <strong>us</strong>es specially tra<strong>in</strong>ed volunteers<br />
who provide free <strong>in</strong>come tax preparation assistance to low-<strong>in</strong>come,<br />
elderly and disabled people. <strong>Family</strong> <strong>Services</strong>’ VITA volunteers<br />
had 49 tax returns were accepted this past season br<strong>in</strong>g<strong>in</strong>g $14,603<br />
<strong>in</strong> Earned Income Credits back <strong>in</strong>to the community as well as<br />
total Federal refunds <strong>of</strong> $43,606.<br />
Accord<strong>in</strong>g to the federal government $20,615<br />
is enough to s<strong>us</strong>ta<strong>in</strong> a family <strong>of</strong> 4.<br />
Mary lost her $25 per hour job due to her child’s chronic illness.<br />
Her bills piled up and she faced eviction from her apartment.<br />
Ten months ago Mary began receiv<strong>in</strong>g help through <strong>Family</strong><br />
<strong>Services</strong>’ <strong>in</strong>-home Empower<strong>in</strong>g People for Success Safety Net<br />
program. She worked closely with her EPS worker and her life<br />
began to change. Mary found help for her child, assistance with<br />
ho<strong>us</strong><strong>in</strong>g and was able to beg<strong>in</strong> to pay her bills. She secured<br />
childcare that could deal with her child’s chronic needs<br />
and then was able to accept a position <strong>in</strong> her pr<strong>of</strong>ession<br />
for the same rate <strong>of</strong> pay.<br />
