Summary<br />

The meeting was called to order at 8:40am by Joan Lawrence, FlS.22 Subcommittee<br />

Chair. <strong>Meeting</strong> agenda was approved. Previous meeting meetings were approved.


Updates from workgroups<br />

Batteries in toys - WG Chair Dave Dick said the WG had met to review two concerns<br />

with lithium ion button cell batteries; children ingestion and overheating/combustion.<br />

Will prepare draft for <strong>November</strong> ballot.<br />

Emerging Issues - WG Chair Nancy MacPherson reported that a draft revision for<br />

Section 4.8 (Projections) had been circulated to the Subcommittee prior to the meeting.<br />

She said the revision focused on providing guidance for bath toys and asked that any<br />

comments be sent her by <strong>November</strong> 24. WG will continue to review incident data.<br />

Work on harmonization with ISO.<br />

Flammability - WG Chair Mr. Primicias was not in attendance and Len Morrissey,<br />

<strong>ASTM</strong> Staff Liaison, reported on his behalf. Mr. Morrissey said that a revision was<br />

being proposed and would likely be ready for ballot shortly.<br />

Jaw Entrapment - WG Chair Kitty Pilarz reported that the ballot on "Jaw Entrapment"<br />

had closed August <strong>2010</strong> and received no negatives.<br />

Impaction Hazards - WG Chair Kitty Pilarz reported the WG was currently considering<br />

revising wording to add "domed shapes" and adding an exemption for any shape greater<br />

than 10 em. This measurement is based on the lengths of the objects found in the<br />

incident data. Will send revised draft to ballot.<br />

Magnets - WG Co-Chair Frank Olbrych reported the WG was reviewing several items.<br />

Best method for measuring magnet attraction. Wording of warning label. Harmonization<br />

with ISO and EN.<br />

Miscellaneous WG Chair Joel Taft reported on the status of the various items his WG<br />

is currently working on: Stability oftoy seats, Plastic film, Squeeze toys, Articles not<br />

covered, folding mechanisms, catch points ofcrib attached toys, and Stuffing material.<br />

Projectiles WG Chair Frank Gibbs reported the WG had met several times this year<br />

and were focusing on four primary issues: Radius requirements, KED requirement,<br />

Improvised projectiles, and Projectiles with suction cup tips. He noted an ISO 8124 Task<br />

Group was also working on revising the projectiles requirements in ISO 8124-1 and the<br />

two groups are working together to ensure harmonization.<br />

Liaison Reports:<br />

CPSIA Update I <strong>ASTM</strong> F963 evaluation for CPSIA Section 106. Section 106 of<br />

CPSIA requires CPSC to look at certain sections ofthe toy standard as it relates to safety<br />

requirements, safety labeling requirements, and test methods


Old Business:<br />

Chainnan Lawrence initiated the review of"Open Items" followed by the review ofthe<br />

"Memory List".<br />

Open Items: Age break tenninology, Reference to USP 61, Magnetic jewelry, and PA<br />

stuffing labeling laws.<br />

Memory List: Metric conversion of F963, Re-ordering sections of <strong>ASTM</strong> F963,<br />

Composite testing, Outreach to ISO & other standards Organizations, Assessing the<br />

strength ofa child's bite, and Labeling.<br />

New Business:<br />

Heavy Metals - Chainnan Lawrence noted that the subject of "Heavy Metals" had been<br />

put on the agenda and the agenda circulated, prior to the release ofthe CPSC report on<br />

Page 12 children's jewelry and cadmium on October 19,<strong>2010</strong>.<br />
