This serves as a summary of the <strong>Public</strong> <strong>Participation</strong> <strong>Process</strong> followed for the Basic Assessment of the Mondi<br />

Mill Expansion, Uthungulu District Municipality, KwaZulu-Natal.<br />

This draft report is distributed to the relevant authorities and to the public for review, where a 40 day<br />

comment period will be provided for I&APs to raise any further issues and concerns, until the finalization of<br />

the document for submission to the Department of Agriculture and Environmental Affairs.<br />

<strong>Public</strong> notices or site notices were placed at and around the proposed site.<br />

Advertisement<br />

An advertisement detailing the proposed activities, project scope of works, location and Environmental<br />

Assessment Practitioner (EAP) details was placed in the Zululand Observer on 16.11.2012 and Mercury on<br />

14.11.2012. Refer to proof of placement of advertisements.<br />

Written Notices and Background Information Documents<br />

Background Information Documents (BID) with comment forms were forwarded to identified stakeholders and the<br />

public during the site visit. This enabled I&APs to submit contact details for inclusion in the I&AP database and to<br />

submit comments regarding the project.<br />

Stakeholder Meeting<br />

A Stakeholder Meeting will be held in January 2013 at the uMhlatuze Municipal Offices. The purpose of the<br />

meeting is to clarify the roles of all Departments and the proposed project. Invitations will be extended to the<br />

following stakeholders:<br />

o The Department of Agriculture and Environmental Affairs;<br />

o uThungulu District Municipality;<br />

o uMhlatuze Municipality;<br />

o Zululand Environmental Alliance;<br />

o Richards Bay Clean Air Association; and<br />

BASIC ASSESSMENT PROCESS<br />

THE PROPOSED MILL UPGRADE AT MONDI, RICHARDS BAY.<br />

WHAT DOES THIS DOCUMENT TELL YOU?<br />

This document aims to provide you, as an<br />

Interested and Affected Party (I&AP), with<br />

background information regarding the<br />

proposed mill upgrade by Mondi, Richards Bay<br />

Mill. The document also provides information<br />

regarding the Basic Assessment (BA) process<br />

to be undertaken. Furthermore, the document<br />

advises how you can become involved in the<br />

project, receive information and/or raise<br />

issues, which may concern and/or be of<br />

interest to you. The sharing of information<br />

forms the basis of the public participation<br />

process and offers you the opportunity to<br />

become actively involved in the project from<br />

the outset. <strong>Public</strong> participation plays an<br />

important role in the undertaking of a BA as<br />

input from I&APs ensures that all potential<br />

issues are considered within the study.<br />

WHAT DOES THE PROJECT ENTAIL?<br />

This development is proposed to take place on<br />

a property in the Uthungulu District<br />

Municipality in KwaZulu-Natal. The Mondi<br />

Richards Bay mill was commissioned in 1984.<br />

It produces two key products: Baycel, a<br />

premier grade bleached hardwood pulp made<br />

from 100-percent eucalyptus fibre and<br />

Baywhite, a white top kraft linerboard. In 2005<br />

the Richards Bay mill underwent a major<br />

expansion project that increased its capacity to<br />

more than 720 000 tons/annum. The<br />

modernisation of the Richards Bay operation<br />

enabled the mill to significantly reduce its<br />

impact on the environment, from air quality to<br />

water consumption through to solid waste<br />

reduction.<br />

BACKGROUND INFORMATION DOCUMENT<br />

November 2012<br />

It is proposed that a further upgrade to the<br />

production facilities of the mill take place to<br />

increase the output to approximately 820 000<br />

tons/annum. The current capacity of the mill is<br />

approximately 750 000 tons/annum. The<br />

upgrade will involve changes to existing<br />

equipment as set out below.<br />

The increase in output to 820 000 tons/annum<br />

is based on modifications to the existing<br />

Recovery Boiler 1 and increasing output from<br />

the drying machine. The linerboard capacity<br />

will remain unchanged as will the unbleached<br />

softwood capacity.<br />

Changes will also take place in the hardwood<br />

screening and brown stock washing sections<br />

where new knot separation and washers will<br />

be installed. No changes will be made to the<br />

main equipment in the bleach plant, with only<br />

minor modifications to the wash presses. In<br />

order to produce the additional chlorine<br />

dioxide, the mill will revert to using an<br />

alternative chlorine dioxide production process,<br />

which was previously in place in the mill and<br />

allows additional chlorine dioxide to be<br />

produced.<br />

The screening system of the pulp drying<br />

machine will be upgraded as well as the<br />

vacuum system and some felt cleaning<br />

equipment. Heat exchangers on the dryer will<br />

also be replaced.<br />

A new washing system will be installed in the<br />

unbleached pulp line in order to allow for an<br />

increase in the black liquor solids. The black<br />

liquor evaporation capacity will remain<br />

unchanged.


The burning capacity for black liquor in the<br />

recovery boiler will be increased by<br />

modifications to the air system, super heaters,<br />

precipitators, pressure parts and cooling<br />

systems.<br />

Two additional storage tanks, for unbleached<br />

pulp and heavy black liquor, will be installed<br />

and where possible equipment locations will be<br />

rationalised to reduce electrical power<br />

consumption and pumping systems. High<br />

efficiency motors designed to be energy<br />

efficient will be utilised in areas of the plant<br />

where debottlenecking is taking place and the<br />

use of renewable energy will be increased<br />

WHY IS THE PROJECT NEEDED?<br />

The changes that are proposed to the existing<br />

equipment will allow the mill to utilize the full<br />

capacity of installed equipment and thereby<br />

maximize the output from the mill. This will<br />

contribute to the improved competitiveness of<br />

the Richards Bay mill and add value to the<br />

local economy.<br />

WHAT ARE THE POTENTIAL<br />

ENVIRONMENTAL IMPACTS ASSOCIATED<br />

WITH THE PROPOSED PROJECT?<br />

During the assessment process desk-top<br />

studies combined with a site visit will identify<br />

potential issues which require further<br />

investigation within the Basic Assessment<br />

Report. Input from the public through the public<br />

participation process provides valuable input in<br />

the identification of issues requiring<br />

investigation within this BA process. The study<br />

will highlight areas that should be avoided in<br />

order to minimise potential impacts, and<br />

evaluate the project alternatives.<br />

The Basic Assessment will aim to achieve the<br />

following:<br />

provide an overall assessment of the<br />

social and biophysical environments of<br />

the affected area by the proposed<br />

construction of the project;<br />

identify and recommend appropriate<br />

mitigation measures for potentially<br />

significant environmental impacts; and<br />

undertake a fully inclusive public<br />

participation process to ensure that<br />

I&AP issues and concerns are<br />

recorded and commented on.<br />

WHY ARE ENVIRONMENTAL STUDIES<br />

NEEDED?<br />

In terms of the Environmental Impact<br />

Assessment (EIA) Regulations Government<br />

Notice R. 543 to Notice R. 546 of 2010<br />

published in terms of Section 24(5) read with<br />

Section 44 of the National Environmental<br />

Management Act (NEMA), 1998 (Act No 107 of<br />

1998), Mondi requires authorisation from the<br />

KwaZulu-Natal Department of Agriculture and<br />

Environmental Affairs (DAEA) for the<br />

undertaking of the proposed project as it<br />

includes activities listed under Regulation 544<br />

and 546 of the NEMA EIA regulations.<br />

Activities under these listings may have a<br />

detrimental effect on the environment, hence a<br />

BA process, as prescribed in Regulations 21 to<br />

25 of the Environmental Impact Assessment<br />

Regulations (Regulation 543), will have to be<br />

undertaken.<br />

Mondi has appointed <strong>Royal</strong> <strong>HaskoningDHV</strong><br />

(formerly SSI Engineers and Environmental<br />

Consultants), as an independent<br />

Environmental Assessment Practitioner (EAP),<br />

to undertake environmental studies to identify<br />

and assess all potential environmental impacts<br />

associated with the proposed project. As part<br />

of these environmental studies, all I&APs will<br />

be actively involved through a public<br />

participation process.<br />

PUBLIC PARTICIPATION PROCESS<br />

It is important that relevant I&APs are identified<br />

and involved in the public participation process<br />

from the outset of the project. To ensure<br />

effective public participation, the process<br />

includes the following steps:


STEP 1: Advertise the BA <strong>Process</strong> (local and<br />

national newspaper);<br />

STEP 2: Register I&APs and key stakeholders<br />

on the database (on-going);<br />

STEP 3: Consultation with, and transfer of<br />

information to, I&APs through consultation;<br />

STEP 4: Invite I&AP comment and input on the<br />

draft BA report (40-day comment period); and<br />

STEP 5: Record all comments, issues and<br />

concerns raised by I&APs within an issues<br />

trail, which will form an integral part of BA<br />

Reports<br />

BASIC ASSESSMENT FOR THE PROPOSED MILL UPGRADE AT MONDI, RICHARDS BAY.<br />

Notice is hereby given in terms of the Environmental Impact Assessment Regulations published in Government<br />

Notice No.R543 to No.R546 of 2010, in terms of Section 24 (5) of the National Environmental Management Act (Act<br />

No 107 of 1998), of the initiative of Mondi, to upgrade the existing mill at the Richards Bay works.<br />

In terms of Government Notices No.R544 and No.R546, 18 June 2010 of the National Environmental Management<br />

Act (Act 107 of 1998), the following listed activities are applicable and require approval from the Department of<br />

Agriculture and Environmental Affairs in terms of listing notice 1 of 2010 of NEMA:<br />

• Activities 13, 28 and 42 of GNR 544.<br />

Project Background and Outline:<br />

This development is proposed to take place on a property in the Uthungulu District Municipality in KwaZulu-Natal.<br />

The Mondi Richards Bay mill was commissioned in 1984. It produces two key products: Baycel, a premier grade<br />

bleached hardwood pulp made from 100-percent eucalyptus fibre and Baywhite, a white top kraft linerboard. In 2005<br />

the Richards Bay mill underwent a major expansion project that increased its capacity to more than 720 000<br />

tons/annum. The modernisation of the Richards Bay operation enabled the mill to significantly reduce its<br />

environmental impacts, from air quality to water consumption through to solid waste reduction.<br />

It is proposed that a further upgrade to the production facilities of the mill take place to increase the output to<br />

approximately 820 000 tons/annum. The current capacity of the mill is approximately 750 000 tons/annum. The<br />

upgrade will involve changes to existing equipment including modifications to the Recovery Boiler, washing and<br />

screening equipment as well as the pulp drying equipment. Two additional storage tanks for unbleached pulp and<br />

heavy black liquor will be installed and where possible equipment locations will be rationalised to reduce electrical<br />

power consumption and pumping systems. High efficiency motors designed to be energy efficient will be utilised in<br />

areas of the plant where debottlenecking is taking place and the use of renewable energy will be increased.<br />

NOTICE OF BA & PUBLIC PARTICIPATION PROCESS<br />

<strong>Royal</strong> <strong>HaskoningDHV</strong> (formerly SSI Engineers and Environmental Consultants) has been appointed by Mondi as an<br />

independent Environmental Assessment Practitioner (EAP) to undertake the required Basic Assessment (BA)<br />

process and the associated public participation process for the proposed project.<br />

All individuals or groups interested in or affected by the project are welcome to forward comment or raise issues and<br />

concerns with the EAP.<br />

Interested I&AP’s are invited to register by submitting their name, contact information and interest in the project to<br />

the EAP before 25 January 2013.<br />
