PUBLIC PARTICIPATION SUMMARY 

This serves as a summary of the Public Participation Process followed for the Basic Assessment of the Mondi 

Mill Expansion, Uthungulu District Municipality, KwaZulu-Natal. 

This draft report is distributed to the relevant authorities and to the public for review, where a 40 day 

comment period will be provided for I&APs to raise any further issues and concerns, until the finalization of 

the document for submission to the Department of Agriculture and Environmental Affairs. 

The following Departments have received this report for comment:

Advertisement 

An advertisement detailing the proposed activities, project scope of works, location and Environmental 

Assessment Practitioner (EAP) details was placed in the Zululand Observer on 16.11.2012 and Mercury on 

14.11.2012. Refer to proof of placement of advertisements. 

Written Notices and Background Information Documents 

Background Information Documents (BID) with comment forms were forwarded to identified stakeholders and the 

public during the site visit. This enabled I&APs to submit contact details for inclusion in the I&AP database and to 

submit comments regarding the project. 

Stakeholder Meeting 

A Stakeholder Meeting will be held in January 2013 at the uMhlatuze Municipal Offices. The purpose of the 

meeting is to clarify the roles of all Departments and the proposed project. Invitations will be extended to the 

following stakeholders: 

o The Department of Agriculture and Environmental Affairs; 

o uThungulu District Municipality; 

o uMhlatuze Municipality; 

o Zululand Environmental Alliance; 

o Richards Bay Clean Air Association; and 

o The Department of Transport.

WHAT DOES THIS DOCUMENT TELL YOU? 

This document aims to provide you, as an 

Interested and Affected Party (I&AP), with 

background information regarding the 

proposed mill upgrade by Mondi, Richards Bay 

Mill. The document also provides information 

regarding the Basic Assessment (BA) process 

to be undertaken. Furthermore, the document 

advises how you can become involved in the 

project, receive information and/or raise 

issues, which may concern and/or be of 

interest to you. The sharing of information 

forms the basis of the public participation 

process and offers you the opportunity to 

become actively involved in the project from 

the outset. Public participation plays an 

important role in the undertaking of a BA as 

input from I&APs ensures that all potential 

issues are considered within the study. 

WHAT DOES THE PROJECT ENTAIL? 

This development is proposed to take place on 

a property in the Uthungulu District 

Municipality in KwaZulu-Natal. The Mondi 

Richards Bay mill was commissioned in 1984. 

It produces two key products: Baycel, a 

premier grade bleached hardwood pulp made 

from 100-percent eucalyptus fibre and 

Baywhite, a white top kraft linerboard. In 2005 

the Richards Bay mill underwent a major 

expansion project that increased its capacity to 

more than 720 000 tons/annum. The 

modernisation of the Richards Bay operation 

enabled the mill to significantly reduce its 

impact on the environment, from air quality to 

water consumption through to solid waste 

reduction. 

BACKGROUND INFORMATION DOCUMENT 

November 2012

It is proposed that a further upgrade to the 

production facilities of the mill take place to 

increase the output to approximately 820 000 

tons/annum. The current capacity of the mill is 

approximately 750 000 tons/annum. The 

upgrade will involve changes to existing 

equipment as set out below. 

The increase in output to 820 000 tons/annum 

is based on modifications to the existing 

Recovery Boiler 1 and increasing output from 

the drying machine. The linerboard capacity 

will remain unchanged as will the unbleached 

softwood capacity. 

Changes will also take place in the hardwood 

screening and brown stock washing sections 

where new knot separation and washers will 

be installed. No changes will be made to the 

main equipment in the bleach plant, with only 

minor modifications to the wash presses. In 

order to produce the additional chlorine 

dioxide, the mill will revert to using an 

alternative chlorine dioxide production process, 

which was previously in place in the mill and 

allows additional chlorine dioxide to be 

produced. 

The screening system of the pulp drying 

machine will be upgraded as well as the 

vacuum system and some felt cleaning 

equipment. Heat exchangers on the dryer will 

also be replaced. 

A new washing system will be installed in the 

unbleached pulp line in order to allow for an 

increase in the black liquor solids. The black 

liquor evaporation capacity will remain 

unchanged.

The burning capacity for black liquor in the 

recovery boiler will be increased by 

modifications to the air system, super heaters, 

precipitators, pressure parts and cooling 

systems. 

Two additional storage tanks, for unbleached 

pulp and heavy black liquor, will be installed 

and where possible equipment locations will be 

rationalised to reduce electrical power 

consumption and pumping systems. High 

efficiency motors designed to be energy 

efficient will be utilised in areas of the plant 

where debottlenecking is taking place and the 

use of renewable energy will be increased 

WHY IS THE PROJECT NEEDED? 

The changes that are proposed to the existing 

equipment will allow the mill to utilize the full 

capacity of installed equipment and thereby 

maximize the output from the mill. This will 

contribute to the improved competitiveness of 

the Richards Bay mill and add value to the 

local economy. 

WHAT ARE THE POTENTIAL 

ENVIRONMENTAL IMPACTS ASSOCIATED 

WITH THE PROPOSED PROJECT? 

During the assessment process desk-top 

studies combined with a site visit will identify 

potential issues which require further 

investigation within the Basic Assessment 

Report. Input from the public through the public 

participation process provides valuable input in 

the identification of issues requiring 

investigation within this BA process. The study 

will highlight areas that should be avoided in 

order to minimise potential impacts, and 

evaluate the project alternatives. 

The Basic Assessment will aim to achieve the 

following: 

provide an overall assessment of the 

social and biophysical environments of 

the affected area by the proposed 

construction of the project;

identify and recommend appropriate 

mitigation measures for potentially 

significant environmental impacts; and 

undertake a fully inclusive public 

participation process to ensure that 

I&AP issues and concerns are 

recorded and commented on. 

WHY ARE ENVIRONMENTAL STUDIES 

NEEDED? 

In terms of the Environmental Impact 

Assessment (EIA) Regulations Government 

Notice R. 543 to Notice R. 546 of 2010 

published in terms of Section 24(5) read with 

Section 44 of the National Environmental 

Management Act (NEMA), 1998 (Act No 107 of 

1998), Mondi requires authorisation from the 

KwaZulu-Natal Department of Agriculture and 

Environmental Affairs (DAEA) for the 

undertaking of the proposed project as it 

includes activities listed under Regulation 544 

and 546 of the NEMA EIA regulations. 

Activities under these listings may have a 

detrimental effect on the environment, hence a 

BA process, as prescribed in Regulations 21 to 

25 of the Environmental Impact Assessment 

Regulations (Regulation 543), will have to be 

undertaken. 

Mondi has appointed Royal HaskoningDHV 

(formerly SSI Engineers and Environmental 

Consultants), as an independent 

Environmental Assessment Practitioner (EAP), 

to undertake environmental studies to identify 

and assess all potential environmental impacts 

associated with the proposed project. As part 

of these environmental studies, all I&APs will 

be actively involved through a public 

participation process. 

PUBLIC PARTICIPATION PROCESS 

It is important that relevant I&APs are identified 

and involved in the public participation process 

from the outset of the project. To ensure 

effective public participation, the process 

includes the following steps:

STEP 1: Advertise the BA Process (local and 

national newspaper); 

STEP 2: Register I&APs and key stakeholders 

on the database (on-going); 

STEP 3: Consultation with, and transfer of 

information to, I&APs through consultation; 

STEP 4: Invite I&AP comment and input on the 

draft BA report (40-day comment period); and 

STEP 5: Record all comments, issues and 

concerns raised by I&APs within an issues 

trail, which will form an integral part of BA 

Reports

Project Background and Outline: 

This development is proposed to take place on a property in the Uthungulu District Municipality in KwaZulu-Natal. 

The Mondi Richards Bay mill was commissioned in 1984. It produces two key products: Baycel, a premier grade 

bleached hardwood pulp made from 100-percent eucalyptus fibre and Baywhite, a white top kraft linerboard. In 2005 

the Richards Bay mill underwent a major expansion project that increased its capacity to more than 720 000 

tons/annum. The modernisation of the Richards Bay operation enabled the mill to significantly reduce its 

environmental impacts, from air quality to water consumption through to solid waste reduction. 

It is proposed that a further upgrade to the production facilities of the mill take place to increase the output to 

approximately 820 000 tons/annum. The current capacity of the mill is approximately 750 000 tons/annum. The 

upgrade will involve changes to existing equipment including modifications to the Recovery Boiler, washing and 

screening equipment as well as the pulp drying equipment. Two additional storage tanks for unbleached pulp and 

heavy black liquor will be installed and where possible equipment locations will be rationalised to reduce electrical 

power consumption and pumping systems. High efficiency motors designed to be energy efficient will be utilised in 

areas of the plant where debottlenecking is taking place and the use of renewable energy will be increased.

Royal HaskoningDHV (formerly SSI Engineers and Environmental Consultants) has been appointed by Mondi as an 

independent Environmental Assessment Practitioner (EAP) to undertake the required Basic Assessment (BA) 

process and the associated public participation process for the proposed project. 

All individuals or groups interested in or affected by the project are welcome to forward comment or raise issues and 

concerns with the EAP. 

Interested I&AP’s are invited to register by submitting their name, contact information and interest in the project to 

the EAP before 25 January 2013.
