IMPORTANT INSTRUCTIONS AT A GLANCE<br />

1. Prospectus containing eligibility conditions, list of participating institutions with no. of sanctioned<br />

seats, code no. of Colleges / Institutes and reservation policy can be seen/ downloaded from<br />

<strong>University</strong> website www.mdurohtak.ac.in or www.hbed2011.net or www.hbed2011.org.<br />

2. The Admission to B.Ed. (Regular) Course for the session 2011-12 will be made on the<br />

basis of marks obtained in the Qualifiying Exmaination.<br />

3. In case a candidate has passed the Master Degree Examination also alongwith Bachelor<br />

Degree, the higher percentage of marks obtained in either of the two will be taken into<br />

consideration while preparing the merit.<br />

4. No one who is already in employement (whole time or part time or in honorary capacity)<br />

shall be admitted to the B.Ed. (Regular) Course in any College of Education without taking<br />

leave from the employer for full academic session.<br />

5. It will be the responsibility of the candidate to ensure eligibility for admission before applying<br />

for the course. If on verification at a later stage, it is found that a candidate does not fulfil the<br />

eligibility conditions, his/her candidature will be cancelled and the fee deposited by him/her<br />

shall be forfeited.<br />

6. In case of ambiguity about any rule, the interpretation of the same by the <strong>University</strong> shall<br />

be final.<br />

7. All legal disputes relating to admission to B.Ed. (Regular) Course will be subject to Courts<br />

having jurisdiction at <strong>Rohtak</strong>.<br />

8. The number of colleges/sanctioned seats may increase or decrease based upon the approval<br />

and affiliation from the <strong>University</strong> concerned.<br />

updated list of colleges published in the prospectus and on the website in view of<br />

After III rd Counselling no further counselling shall be conducted by the<br />

<strong>University</strong> for admission and no colleges shall be allowed to make<br />

admission even if seats remain vacant, to maintain minimum 180 days<br />

compulsory teaching as per UGC norms which is mandatory.<br />

INSTRUCTIONS FOR COLLEGES<br />

1. Every College/Department shall constitute an Admission Committee to be appointed by the<br />

Principal/Chairperson from amongst the teachers of College/Department.<br />

2. College/Department Admission Committee shall duly check the original documents at the time of<br />

admission.<br />

3. Responsibility for any wrong/irregular/excess admission will entirely rest upon the Principal/<br />

Chairperson concerned.<br />

4. Admission of candidates who have passed their qualifying examination from other university<br />

shall be provisional subject to verification of the eligibility by the registration branch of the university<br />

concerned.<br />

5. Principals of the colleges must have an updated book of Equivalence of (Indian/Foreign)<br />

Examination of the concerned university in order to verify the eligibility of candidates who have<br />

passed their qualifying examination from other than the Universities of Haryana State.<br />

6. Principal of the college will report every day in the evening about each admitted/not admitted<br />

candidate from the allotted list on the website. The detailed schedule in this regard will be given<br />

on the website.<br />

7. Every College/Department must give accurate information on its website regarding human and<br />

infrastructure resources alongwith subjects in which teachers are available in the College/<br />

Department.<br />

1) MAHARSHI DAYANAND UNIVERSITY, ROHTAK<br />

Profile<br />

<strong>Maharshi</strong> <strong>Dayanand</strong> <strong>University</strong>, ab initio established as <strong>Rohtak</strong> <strong>University</strong>, <strong>Rohtak</strong>, came into<br />

existence by an Act No. 25 of 1975 of the Haryana Legislative Assembly in 1976 with the<br />

objective to promote inter-disciplinary higher education and research in the fields of environmental,<br />

ecological and life sciences. It was rechristened as <strong>Maharshi</strong> <strong>Dayanand</strong> <strong>University</strong> in 1977 after<br />

the name of a great visionary and social reformer, <strong>Maharshi</strong> <strong>Dayanand</strong>. It had a unitary and<br />

residential character in its nascent stage, but became an affiliating <strong>University</strong> in November 1978.<br />

The <strong>University</strong> secured the recognition of <strong>University</strong> Grants Commission - the higher education<br />

regulatory body of India - for central Govt. grants in Feb. 1983.<br />

The <strong>University</strong> is located at <strong>Rohtak</strong> in the state of Haryana - about 75 kms from Delhi on Delhi-<br />

Hisar National Highway (NH-10), and is about 240 kms from Chandigarh, the State Capital. It<br />

is well connected both by rail as well as road. <strong>Rohtak</strong> is the education hub of the State with<br />

excellent facilities for education in all fields of knowledge.<br />

The <strong>University</strong> campus, spread over an area of over 665.44 acres, is well laid with state-of-theart<br />

buildings and magnificent road network, and presents a spectacle of harmony in architecture<br />

and natural beauty. Over 9000 young minds remain on the <strong>University</strong>'s rolls all the time for<br />

learning and research , offered through its 36 departments. There are as many as 10 Teaching<br />

Blocks, 10 Hostels with another 10 in the offing, an elegant Vivekananda Library with 6 offshoots,<br />

the majestic Tagore Auditorium equipped with modern gadgetry and amenities, spectacular<br />

Students Activities Centre, Campus School, Health Centre, Faculty House, Sports Stadium,<br />

Swimming Pool, Multipurpose Gymnasium Hall, Community Centre, Printing Press, Canteens,<br />

Shopping Complex, and an Administrative Block. About 550 residential units are available for<br />

the faculty members and non-teaching staff. There is a very robust Campus Wide Network - an<br />

amalgam of cable and wi-fi technologies, with 1 Gbps internet connectivity. A serene 'Yajanshala'<br />

addresses the spiritual and health needs of the campus community. Branches of State Bank of<br />

India and Central Co-operative Bank are the other facilities available on the Campus.<br />

Besides, the <strong>University</strong> runs some programmes throught its satellite campuses - Indira Gandhi<br />

P.G. Regional Centre, Meerpur (Rewari) and <strong>University</strong> Institute of Law & Management Studies,<br />

Gurgaon. The Regional Centre offers nine P.G. Programmes, while UILMS offers two.<br />

Over 490 Institutions/Colleges of general education, Engineering, Technology, Computer Sciences<br />

and Management Sciences located in 10 districts of the State are affiliated to this <strong>University</strong>.<br />

<strong>University</strong> Library System<br />

The <strong>University</strong> Library System comprises a central library named as Vivekananda Library and a<br />

host of satellite libraries - Management Library, Law Library, Engineering Library, Maths Library,<br />

Hotel Management Library, and Departmental Libraries in the Departments of Sociology and<br />

History. The Vivekananda Library is so strategically located that it is just five minutes walk from<br />

the departments and the hostels. It is housed in a magnificent three storeyed building with 84000<br />

sq. ft. area and a seating capacity of 800. It opens from 9.00 a.m. to 8.00 p.m. on six days of<br />

the week, and from 9.00 a.m. to 5.00 p.m. on Sundays and holidays. One of its Reading Halls<br />

with seating capacity of about 250 keeps open round the clock throughout the year. The Hall is<br />

air-conditioned. The reading chairs meet all levels of comfort and modernism. All the functions<br />

of the library - check-out check-in, catalogue, serials system, and acquisition system - are<br />

automated. Information Kiosks are in place for accessing the online catalogue and other databases<br />

of the library. The Internet lab of the Library has been designed elegantly - it is air-conditioned,<br />

and has a bandwidth connectivity of 1 Gbps, 60 latest PCs, beautiful furniture, etc. The multimedia<br />

library has 20 latest PCs and headphones each, and provides facilities for development of<br />

communication skills and watching audio/video CDs in a variety of subjects. Its one-to-one<br />

videoconferencing facility is wrapped around state-of-the-art equipment and technology. The<br />

Library has a rich collection of knowledge resources - over 2,50,000 volumes of books and<br />

50,000 bound volumes of journals, and subscribes to 540 Indian and foreign journals in print<br />

form. Online access is provided to 5300 e-Journals through UGC Infonet facility, over 200 e-<br />

Open Access Journals, SCOPUS- an Elsevier owned database of abstracts from about 18,000<br />

science and social journals, e-Emeralds Plus- a full text database of management journals published<br />

by Emerald Group, and Manupatra- a full text law database. The <strong>University</strong> invests over Rs.<br />

200 lakhs annually on the enrichment of its knowledge base, besides having substantial recurring<br />

and non-recurring budget for other library activities including upgradation of existing facilities.<br />

The Library also maintains Campus-wide Network, IP-based Telephony system and <strong>University</strong>'s<br />

website, and offers B.L.I.Sc. and M.L.I.Sc. Courses through distance mode under the aegis of<br />

Directorate of Distance Education..<br />

Computing and Internet facilities<br />

The <strong>University</strong> has a robust state-of-the-art Campus Wide Network. It is wrapped around<br />

OFC and wi-fi technologies. All the departments/offices/hostels are linked to the Campus<br />

Network. The <strong>University</strong> has a Computer Centre for the benefit of students, research scholars,<br />

teachers and other staff.. The Computer Centre conducts computer awareness programmes<br />

for the staff from time to time, and facilitates analysis of research data of the research scholars.<br />

Besides the central facility, majority of the departments have their own computer labs.<br />

Hostels<br />

The <strong>University</strong> provides residential accommodation on the campus to over 2500 students in its<br />

10 hostels - five each for girls and boys. The construction of 10 more hostels - 5 each for boys<br />

and girls- has been undertaken. The new hostels, each with accommodation for 250 residents,<br />

will be ready by mid-2011.<br />

Maintenance of salubrious and caring environment in the hostel complexes and provision of<br />

hygienic food at reasonable charges always remains the endeavour of the university authorities.<br />

Mess in each hostel is run by the residents on cooperative basis. Each hostel has facilities for<br />

indoor games, recreation, STD, and canteen. Some hostels have been provided Wi-Fi internet<br />

connectivity, while extension of this facility to other hostels is in the offing. Each Girls' Hostel is<br />

looked after by a full time Lady Warden. There is a Cyber Café with 30 PCs in the Girls'<br />

Hostels complex. Besides internet surfing, it has facilities for computer printing, typing,<br />

photocopying service packed eatables, cold drinks, and coffee.<br />

Sports Facilities<br />

The Directorate of Sports has produced many sportspersons of national and international repute<br />

- 7 Arjuna and 5 Bhim Awardees - who brought laurels not only to the <strong>University</strong> and the State,<br />

but to the country at large. For harnessing the potential of the youth and promoting sports, the<br />

<strong>University</strong> has created excellent infrastructure including an ultra modern Gymnasium Hall for all<br />

indoor activities, a Swimming Pool of international standard, Squash Court, Boxing Ring, Wresting<br />

Hall, Tennis Courts, Basketball Courts, and a sprawling sports complex having all playfields.<br />

The synthetic Athletics Track, and Astroturf Hockey ground are imminent. The Directorate hosts<br />

about 60 inter-college tournaments for men and women players of the colleges affiliated to M.D.<br />

<strong>University</strong>, <strong>Rohtak</strong>, and organizes coaching camps for its students and deputes the teams for<br />

participation in inter-university tournaments and national games. With the state-of-the-art<br />

infrastructure in place and emphasis placed on sports, the <strong>University</strong> can be adjudged as the<br />

'sports nursery'.<br />

<strong>University</strong> Centre for Competitive Examinations<br />

The <strong>University</strong> Centre for Competitive Examinations, ever since its establishment in 1989, has<br />

been continuously striving to guide the students in electing their careers. The Centre arranges<br />

coaching classes for the students aspiring to compete for various competitive examinations such<br />

as Indian Civil Services (Preliminary), Haryana Civil Services, Bank Probationary Officers,<br />

Inspectors of Income Tax and Central Excise, National Eligibility Test/ State Lecturers Eligibility<br />

Test, Combined Defence Services, National Defence Academy, CEET/ Engineering etc. Remedial<br />

coaching classes to develop skills in English and extension lectures for different courses are also<br />

organized. A nominal fee is charged from the students of General Category, while SC/ST and<br />

BC students are provided free coaching. Classes are conducted in the evening to enable as<br />

many students as possible to avail of this facility. Teachers for coaching are drawn from different<br />

departments of the <strong>University</strong>. The Centre has a rich reference Library which subscribes to a<br />

good number of newspapers and magazines. The <strong>University</strong> spends over Rs. 6.00 lakhs on<br />

UCCE activities every year.<br />

<strong>University</strong> Health Centre<br />

The <strong>University</strong> Health Centre, with one full time doctor and para medical staff on its establishment,<br />

caters to the primary health care needs of the student community and the <strong>University</strong> employees.<br />

However the <strong>University</strong> of Health Sciences, located next door to the <strong>University</strong>, meets all the<br />

major health care requirements of the <strong>University</strong> community.<br />

National Service Scheme<br />

The National Service Scheme provides an opportunity to the students to understand, appreciate<br />

and imbibe the socio-economic conditions and problems of the society and to inculcate in them<br />

a sense of social consciousness and dignity of labour as well as bring them closer to the community.<br />

Students enrolled under the Scheme have to render 120 hours of Community Service, and to<br />

participate in a 7-day NSS Special Camp every year. The students also get opportunities to<br />

participate in the Youth Leadership Training Camp, Youth Festivals, National Integration Camps,<br />

Adventure Programmes, etc. <strong>University</strong> NSS Merit Certificates are bestowed upon the NSS<br />

volunteers on the completion/fulfillment of prescribed conditions. In addition, the best NSS<br />

Volunteers are decorated with awards at Unit/District/<strong>University</strong> Level each year.<br />

SC/ST Cell<br />

The SC/ST Cell, established by the <strong>University</strong> for the welfare of the SC/ST and other reserved<br />

category candidates, acts as a watchdog for the effective implementation of the policies and<br />

programmes relating to appointments, promotions, admissions, etc. of the candidates belonging<br />

to these categories. The Cell ensures that the benefits of State/Central Govt. policies reach the<br />

deserving persons.<br />

Foreign Students' Cell<br />

The <strong>University</strong> has a full-fledged Foreign Students' Cell. The Cell, headed by a Senior Faculty<br />

Member, provides guidance and help to the international students through a 'single window<br />

system'. There is a provision for creation of additional supernumerary seats for foreign students<br />

in the departments/institutes.<br />

<strong>University</strong> Employment & Guidance Bureau<br />

The <strong>University</strong> Employment Information & Guidance Bureau helps the students in their educational<br />

and vocational planning. It provides information on employment trends, development projects,<br />

recruitment methods, occupational reviews, scholarships and fellowships in India and abroad,<br />

assistance in securing part-time/full-time employment/self-employment, and help in seeking<br />

admissions in various institutions and universities. The Bureau conducts surveys and arranges<br />

coaching classes for various competitive examinations to supplement the programmes of UCCE.<br />

Guidance and Counseling Cell - A Centre for Positive Health<br />

<strong>University</strong> has established a 'Guidance and Counseling Cell - A Centre for Positive Health' in the<br />

Department of Psychology for its students with the objective to provide Health Care and<br />

Promotional Services. In addition, the Cell addresses the psychological needs of the students<br />

and provides them Educational and Vocational guidance. Boosting harmonious relationship and<br />

developing effective communication skills are its other objectives.<br />

The Directorate of Students' Welfare provides financial assistance to the poor and deserving students<br />

out of the Students' Aid Fund, Dr. Radhakrishnan Fund, etc. in the form of lump-sum grants.<br />

Students' Welfare Services<br />

The <strong>University</strong> lays special emphasis on students' welfare, and therefore, has an full-fledged<br />

Directorate for this purpose. The Directorate is housed in a magnificent Students Activity Centre,<br />

equipped with all amenities which a student can think of. It has a Bookshop with all types of<br />

books and stationery, Cyber Café for internet surfing at competitive rates, canteen with facility<br />

for repast and other eatables and soft beverages available at affordable prices, Conference Hall<br />

with Internet connectivity, well-designed modular furnished separate Common Rooms for boys<br />

and girls with the facilities of newspapers, magazines, and indoor games, and above all, a<br />

rendezvous for student community to channelize their free time. It organizes various activities in<br />

every stream of Art, Culture and Adventure. The Directorate shares the expenditure of educational<br />

tours organized by various teaching departments. Bus and railway pass facilities are facilitated to<br />

the students. A large number of camps and adventure courses like Trekking, Youth Leadership<br />

Training Camps, Rock Climbing, Snow Skiing, Value-based Spiritual Course, Personality<br />

Development Camp etc. are organized.<br />

Six Zonal Youth Festivals and one Inter-Zonal Youth Festival consisting of 40 events of Music,<br />

Dance, Theatre, Literary, Fine Arts and Culture are organized during an academic session. A<br />

Techno-Management Fest, especially designed for the students of Engineering, Management<br />

and other technical Institutions, is also organized. These galas are organized in a splendid auditorium<br />

named as Tagore Auditorium, equipped with modern audio-video system. The <strong>University</strong> has its<br />

own Holiday Home-cum-Youth Centre at Dhanachulli, Dist. Nainital.<br />

1) KURUKSHETRA UNIVERSITY, KURUKSHETRA<br />

General<br />

Located in Kurukshetra, the land of the Bhagwadgita Kurukshetra <strong>University</strong> is a premier institute<br />

of higher learning in India. It is spread over 400 acres of land on the south bank of the holy<br />

Brahmsarovar. Its foundation stone was laid on 11 January 1957 by Bharatratna Dr. Rajendra<br />

Prasad, the first President of the Indian Republic. Since then it has aimed at pursuing excellence in<br />

teaching and research in science, technology, humanities, social sciences, performing arts and sports.<br />

Today, Kurukshetra <strong>University</strong> is offering world-class education to students from throughout India<br />

and other countries by providing a learning experience designed to develop intellectual abilities, as<br />

well as social, moral and ethical values. The <strong>University</strong> is equipping its students with the skills,<br />

insights, attitudes and practical experience that will enable them to become discerning citizens.<br />

The <strong>University</strong>’s programs combine the enduring value of a liberal arts education with the skills<br />

and experience offered by professional departments. The <strong>University</strong> has 445 teaching faculty<br />

members. The <strong>University</strong> also has 457 affiliated colleges and institutes in the Districts of Ambala,<br />

Panipat, Kaithal, Yamuna Nagar, Hisar, Fatehabad, Jind, Karnal, Sirsa, Kurukshetra and<br />

Panchkula.<br />

The Campus of the <strong>University</strong> has often been rated as one of the most beautiful campuses in<br />

India. It resembles a large, self-contained village with lecture theatres, seminar rooms,<br />

accommodation, cafeterias, canteens, shops and sports facilities, libraries and laboratories. The<br />

most remarkable feature of the campus is the seamless interconnection of nature and the built<br />

environment. There are a number of lush green gardens, water fountains and side walks which<br />

provide an ideal environment on the campus for study and leisure.<br />

On the basis of India Today Survey, KU Kurukshetra has been ranked 29th among the Universities<br />

in India.<br />

Accreditation by National Assessment and Accreditation Council (NAAC)<br />

The National Assessment and Accreditation Council (NAAC), an autonomous body of the<br />

<strong>University</strong> Grants Commission to assess and accredit universities and colleges, has conferred an<br />

"A” grade to Kurukshetra <strong>University</strong>. The peer team of the NAAC evaluated the university’s<br />

performance based on criteria like curriculum, teaching-learning and evaluation, infrastructure<br />

and learning resources, student support and progression, governance and leadership, innovative<br />

practices and so on. The peer team in its report has specially drawn reference to the <strong>University</strong>’s<br />

"commitment to impart quality education to the students of the state, concerted efforts to preserve<br />

and create awareness of the rich cultural heritage of the State and academic tranquility and<br />

residential characteristics.”<br />

Internal Quality Assurance Cell (IQAC)<br />

In the emerging global scenario of competition-focused education and training, quality sustenance<br />

and quality enhancement in the institutions has gained paramount importance. The Internal Quality<br />

Assurance Cell works to ensure quality in different activities related to academics and administration<br />

of the university. The Cell set up in the <strong>University</strong> has been effectively functioning for the last<br />

many years. Various improvement strategies based on feedback from the stakeholders like<br />

students, parents are recommended by the IQAC to ensure quality of our teaching research<br />

programmes.<br />

Distance Education Programme<br />

The Directorate of Distance Education meets the needs of thousands who wish to enroll for<br />

different courses. Today the Directorate is engaged in providing Under-Graduate and Post-<br />

Graduate education in about 35 courses having an enrolment of 39,000 students. In addition to<br />

conventional courses, the Directorate also offers professional courses in the areas of Computer,<br />

IT, Commerce, Management, Finance, Marketing, Law, Tourism and Hotel Management,<br />

Journalism & Mass Communication, Library and Information Sc., M.A. (Education) and B.Ed.<br />

(Two Year Course). All the courses offered by DDE are duly accredidated by Disatance Education<br />

Council of India.<br />

<strong>University</strong> Library<br />

The <strong>University</strong> Library is centrally located and is an air conditioned three storey building having<br />

49,230 sq. feet plinth area and its extension as Golden Jubilee Reading Hall having plinth area of<br />

57,500 sq. feet is also under progress. It has seating capacity of 470 users at a time and remains<br />

open on 360 days from 9.00 a.m. to 12.00 midnight. The <strong>University</strong> Library has a rich collection<br />

of 339817 volumes in the stream of Sciences, Management, Social Science, Commerce and<br />

Humanities too. The Library ERNET Centre with 150 computers for the faculty members,<br />

students and Research Scholars has an internet connectivity of 512 kbps VSAT, 10 mbps & 2<br />

mbps leased line. Library has also provided internet connectivity to almost all the teaching and<br />

non-teaching Departments, Hostels and the entire Campus through WI FI internet connection.<br />

In addition to this, under U.G.C.-INFONET E-Journals consortium library provides an access<br />

to 8453 scholarly journals. The Library has automated its in house activities such as library<br />

membership, circulation of documents, holdings of periodicals, catalogue as Online Public Access<br />

Catalogue (OPAC). CCTV cameras have recently been installed in the <strong>University</strong> Library.<br />

Corporate Resource Centre<br />

The Corporate Resource Centre was established for a larger industry-academia interface in higher<br />

education at the university level. It is a Nodal Centre for faculty, academics and industry for mutual<br />

interaction and research. The Centre is aimed at seeking wider industry participation in the<br />

academic process particularly in research, course designing, and curricula delivery. The Centre<br />

helps and encourages faculty to seek industry assignments and uses the same to acquaint students<br />

with latest and updated knowledge and practices. This has also opened up possibilities of bringing<br />

real life corporate experience in the interactive teaching-learning in classroom sessions.<br />

Dr. Radhakrishnan Foundation Fund<br />

Sports<br />

Dr. Radhakrishnan Foundation Fund was established in the year 1994 for raising donations/<br />

mobilization of resources etc. for the overall development of the <strong>University</strong> under Financial<br />

Resources Mobilization (FRM) Scheme of the <strong>University</strong> Grants Commission (UGC). The annual<br />

interest accrued to the fund is utilized for award of scholarship etc. to the students.<br />

Kurukshetra <strong>University</strong> ranks third in overall performance in Sports in the All India Inter-<strong>University</strong><br />

events in which about 250 Universities participate annually. The <strong>University</strong>’s Directorate of Sports<br />

provides top class sports facilities, programmes and activities to enable the students to achieve<br />

and maintain a fit, healthy and enjoyable lifestyle. The university has a modern gymnasium equipped<br />

with “workout” machines, a 50 metre swimming pool, a yoga centre, football, hockey and<br />

cricket pitches, tennis courts, volleyball and basket ball courts, etc.<br />

The Sports Department organizes Inter-Collegiate Championships for men and women in different<br />

sports disciplines every year. The Sports Department also conducts coaching camps for the<br />

<strong>University</strong> teams for participation in the Inter-<strong>University</strong> tournaments. Tournaments like<br />

International Competitions, National Championships, Haryana State Games, Ranji Trophy<br />

Matches and State Championships are organized at the <strong>University</strong>. The <strong>University</strong> also organizes<br />

two/three North Zone/North-East Zone/All India Inter Universities Championships, every year.<br />

The <strong>University</strong> gives Awards and Sports Stipend to the outstanding sports persons.<br />

Department of Youth and Cultural Affairs<br />

The Youth and Cultural Affairs Department aims at providing opportunities, incentives and channels to<br />

students for making healthy, educative and constructive use of their leisure for self-fulfillment and excellence.<br />

The Department organizes various activities and programmes for the students of the <strong>University</strong> Post<br />

Graduate Departments and affiliated Colleges. Some of these include Basic Youth Leadership Camps;<br />

Advanced Youth Leadership Training Camps; Preliminary, Basic and Advanced Hiking and Trekking;<br />

Talent Shows, Youth Festivals, Haryana Day State Level Festival, Orchestra, Folk Festivals, Literary<br />

and Fine Art Events, Poetic Symposium, and film screenings by Campus Film Society.<br />

Dharohar Museum<br />

The <strong>University</strong>’s museum can be seen on Internet, dedicated to the preservation of the region’s<br />

cultural heritage, is now a nationally recognized institution. Through exhibits, publications, and<br />

special events, the museum presents the rich traditions of the region and gives new meaning to<br />

life in Haryana in a manner that is authentic and non-stereotypical. The second phase of the<br />

museum, which is nearing completion, will recreate in life-size arts and crafts of the region and<br />

the life lived by its people for centuries which are rapidly disappearing. Dharohar phase III being<br />

designed to international standards will be India?s first museum dedicated to the first war of<br />

India?s independence, the great uprising of 1857.<br />

Hostel Facilities<br />

The <strong>University</strong> at present has 22 Hostels- 9 for Boys, 1 for Foreign male students and 12 for<br />

Girls - on the sprawling campus of the university. These hostels have a capacity to accommodate<br />

2500 girls and 2000 boys. Providing a comfortable and safe atmosphere to the students, the<br />

hostel facilities on the campus make it easy for the students to find a home away from their home.<br />

The girls? hostels provide all important facilities within the complex. Each hostel on the campus<br />

operates its own mess providing hygienic and nutritious meals with a varied menu. In view of the<br />

large number of applicants seeking hostel accommodation, the university allots hostels to the<br />

students on the basis of their merit in the admission list.<br />

Health Centre<br />

The <strong>University</strong> Health Centre looks after the medical needs of the students, staff and their families.<br />

Facilities for protective inoculation exist in Health Centre. Complete Physiotherapy unit, ECG,<br />

X-ray, Round the clock Ambulance facilities adequate laboratory facilities, Auto Analyzer facilities,<br />

Ultrasound facilities, Computerized ECG, EEG, Spirometry are also available in the Health<br />

Centre. A Homoeopathic Doctor and a Dentist are also available in the Health Centre. The<br />

<strong>University</strong> has more than 60 private Doctors with different specializations on its panel for<br />

consultation free of cost.<br />

Women’s Studies Research Centre<br />

The Centre reflects the <strong>University</strong>’s commitment to society and its policy of inclusive growth. The<br />

Centre is fulfilling its objectives of women empowerment through research, curriculum development,<br />

documentations, networking, providing counseling services and launching awareness programmes.<br />

The Centre offers two full time courses in Women’s Studies - M.A. (Women Studies) two years<br />

(semester system) and PG Diploma in Women’s Studies one year (annual examination). Gender<br />

Sensitization workshops are organized for various sectors of society including the development<br />

functionaries of the state. The Centre has also been working as a nodal agency to guide and<br />

monitor the functions of all Women Cells in the colleges of Haryana. The Centre is now a phase III<br />

Centre of the <strong>University</strong> Grants Commission making it one of the top few in the country.<br />

Institute of Sanskrit and Indological Studies<br />

The Institute of Sanskrit and Indological Studies was established in 1963 under the auspices of<br />

the faculty of Indic Studies. Initially it started the publication of Praci-Jyoti-Research Digest of<br />

Indological Studies (published annually), which is continuously serving the needs of scholars<br />

throughout the world and have brought out 42 volumes. The Institute has undertaken a Major<br />

Research Project, "A Word-Concordance of Mahabharata," which is to be published in Fifteen<br />

Volumes. So far six volumes have been published.<br />

National Cadet Corps<br />

The <strong>University</strong> has a well-equipped contingent of NCC Battalion under the charge of experienced<br />

and trained officers of 10 Haryana Bn. NCC Kurukshetra. Separate arrangements have been<br />

made for boys and girls to facilitate them to join NCC. Apart from regular training parades, the<br />

Cadets attend NCC Camps for centralized training with their counterparts from other institutions.<br />

The Units prepare them for taking up the higher N. C. C. Certificate Examinations. NCC Cadets<br />

are also groomed for assisting the administration in the proper and orderly conduct of special<br />

events and in relief work in civic emergencies. The Unit also present brief programmes during the<br />

Republic and Independence Day Celebrations, and on special occasions such as the NCC Day.<br />

The <strong>University</strong> lays special emphasis on training students for the armed forces by arranging<br />

lectures and guidance programmes.<br />

Mahatama Gandhi All India Service Coaching Institute<br />

The MGAIS Coaching Institute was established in the year 1982 with the objective of providing<br />

coaching to SC/ST candidates preparing for Civil Services and other competitive examination.<br />

The Institute has been providing free of cost coaching to SC/ST students for ICS and other<br />

Central Services/State Services exams and National Eligibility Test. The Institute has also<br />

organized Seminars on Soft Skills and training programmes for Personality Development.<br />

Dean Students’ Welfare<br />

The office of the Dean Students’ Welfare provides a number of facilities and opportunities to the<br />

students. Some of these include provision of bus and train passes, subsidizing of student tours,<br />

etc. A major activity of the office is the Annual Public Speaking competition called Rostrum.<br />

Started five years ago to develop communication abilities among students, the competitions have<br />

become very popular. Several thousand students have been participating in this programme. The<br />

office also provides for the "Earn While You Learn? Scheme - which essentially enables students<br />

to do some work in their departments on a token payment basis - to help students in meeting<br />

their education expenses. Several scholarships are also available for students mainly on merit but<br />

also on means basis.<br />

International Students<br />

In the age of globalization, Kurukshetra <strong>University</strong> has set out to make its presence felt globally<br />

through internationalization of its programmes and opening new avenues of association for global<br />

student community. With a view to assist international students, the <strong>University</strong> has an International<br />

Students? Advisor who helps the international students to understand the admission procedures<br />

of various university programmes, getting visa for admissions and also to help them live comfortably<br />

in the new environment. Every year the <strong>University</strong> admits international students sponsored by<br />

ICCR (Indian Council for Cultural Relations) and the details of admission can be downloaded<br />

from <strong>University</strong> website.<br />

Gender Sensitization Committee against Sexual Harassment (GSCASH)<br />

The Gender Sensitization Committee Against Sexual Harassment was established in the <strong>University</strong><br />

from the Academic Session 2005-06. GSCASH helps to implement the guidelines laid down by<br />

the Supreme Court of India in Vishaka Vs State of Rajasthan (1997) for prevention and deterrence<br />

of sexual harassment in the work place. Kurukshetra <strong>University</strong> is committed to providing a<br />

place of work and study free of sexual harassment. It is expected that all students will treat one<br />

another and visitors to the <strong>University</strong> with respect. Any one violating the policy against sexual<br />

harassment is subject to disciplinary action. The GSCASH has three major functions :<br />

1. Gender Sensitization and Orientation.<br />

2. Crisis Management and Mediation<br />

3. Formal Enquiry and Redressal.<br />

Sexual harassment can take place in various forms : some subtle, some indirect, some blatant<br />

and overt. For example :<br />

(i) It may be conducted towards an individual of the opposite sex or the same sex.<br />

(ii) It may occur between peers or between individuals in hierarchical relationship.<br />

(iii) It may be aimed at coercing an individual to participate in an unwanted sexual relationship<br />

or it may have the effect of causing an individual to change behaviour or work performance.<br />

(iv) It may consist of repeated actions or may even arise from a single incident.<br />

Students can take help from the Committee (GSCASH) ; none should hesitate to ask for help.<br />

Speaking up may prevent others from being harmed as well.<br />

3) CH. DEVI LAL UNIVERSITY, SIRSA<br />

Brief profile of the <strong>University</strong><br />

Established on 2nd April, 2003, Chaudhary Devi Lal <strong>University</strong>, Sirsa is named after Jan Nayak<br />

Chaudhary Devi Lal, the former Deputy Prime Minister of India and the former Chief Minister of<br />

Haryana.<br />

This <strong>University</strong> was set up by the Government of Haryana under an Act passed by the State<br />

Legislature. The <strong>University</strong> has a sprawling campus of 213 Acres 4 Kanal 12 Marlas at Barnala<br />

Road, Sirsa. The main objective of the <strong>University</strong> is to facilitate, promote and excel in Higher<br />

Education, Research and Consultancy in the contemporary as well as emerging areas of knowledge.<br />

The emphasis is to impart quality education by providing congenial and liberal atmosphere in the<br />

campus. The inception of high-tech culture involving computer-based facilities, internet connectivity<br />

and modern administrative techniques have been integral characteristics of this <strong>University</strong> from<br />

the very beginning. There is a good stock of books and study material of high standard in the<br />

<strong>University</strong> library. Research journals of National and International repute are being subscribed.<br />

There are 16 Teaching Departments with 54 programmes/courses in the <strong>University</strong>. The <strong>University</strong><br />

has well-equipped library, laboratories and hostels for boys and girls. Well-known, reputed and<br />

experienced academicians and professionals have been associated in preparing the academic<br />

curriculum of different courses. It is important to mention here that special attention has been<br />

given to follow the guidelines of the UGC and other regulatory bodies in preparing the course<br />

curriculum.<br />

The <strong>University</strong> has two Teaching Blocks, Guest House, Vice Chancellor’s residence and 87<br />

houses for the teaching and non-teaching staff and four well-furnished hostels for boys and girls.<br />

Majestic building of another Science Block has been completed for Physics, Chemistry,<br />

Biotechnology, Food Science & Technology, Energy & Environmental Sciences and Mathematics.<br />

The <strong>University</strong> has developed its own Media Centre equipped with hi-tech gadgets. The<br />

construction of an impressive Main Gate and Vivekanand Library has already been completed<br />

while the construction of Administrative Block is in the full swing. Proposals for the construction<br />

of more residential quarters for Faculty and Staff, Children Park, Health Centre, Teaching Block<br />

No. 3 and the building for <strong>University</strong> Centre for Distance Learning are in pipeline.<br />

The <strong>University</strong> has ATM facility of State Bank of India. The facility of Bank and Post Office will<br />

be provided to the students and staff. Medical facilities have been made available to the students<br />

through a regular appointed Medical Officer and technical staff.<br />

The <strong>University</strong> has adopted innovative methods in the conduct of <strong>University</strong> examinations. The<br />

<strong>University</strong> has also made a distinction in timely declaration of results. The students of this university<br />

have shown commendable results in academics as well as co-curricular activities.<br />

ELIGIBILITY CONDITIONS FOR ADMISSION TO B.ED. COURSE<br />

1. Candidates with at least 50% marks either in the Bachelor Degree and /or in the Master's<br />

Degree of <strong>Maharshi</strong> <strong>Dayanand</strong> <strong>University</strong> <strong>Rohtak</strong>, Kurukshetra <strong>University</strong>, C.D.L.U, Sirsa or<br />

any other Qualification recognized as equivalent thereto are eligible for admission to the programme.<br />

Note:<br />

(i) There shall be no rounding off of percentage of marks of the qualifying examination from 0.5%<br />

and above to next higher number for determining the eligibility i.e. 49.5% and above will not be<br />

rounded off to 50%.<br />

(ii) 45% marks for SC/ST candidates.<br />

(iii) 45% marks for Blind /Physically Handicapped and Visually Impaired candidates.<br />

(iv) Compartmental candidates will not be allowed admission in B.Ed.(Regular Course) in any case.<br />

DIVISION OF SEATS<br />

50% of the total seats in each college shall be reserved for Group-I i.e. Science & Arts with<br />

Maths-group candidates. Other 50% seats shall be reserved for Group-II i.e. Arts & Commerce<br />

Group Candidates.<br />

a. The seats which remain vacant in Group-I i.e. Science & Arts with Maths-group can be converted<br />

in Group-II i.e. Arts & Commerce Group and vice-versa. Such vacant seats of one group will<br />

be converted into same category (General or Reserved) of the other group and if still these seats<br />

remain vacant only then these will be converted into General Category. The vacant seats of SC<br />

Categories in Govt./Govt. aided/ Maintained Colleges of Education will not be converted in to<br />

General Category.<br />

b. In case of Tau Devi Lal Memorial College of Education, Manana (Panipat) out of total students<br />

5% students shall be given admission with the consent of the Gram Panchayat. (reference letter<br />

by Financial Commissioner and Secretary to Government Haryana, Development and Panchayat<br />

Department: Endst No G-I-2001/ 24132 136 dated 5.6.2001)<br />

(A) Distribution of seats<br />

DISTRIBUTION AND RESERVATION OF SEATS<br />

The seats shall be distributed as under:<br />

1) All India Category including Haryana : 15%<br />

2) Bonafide Residents of Haryana : 85%<br />

(50% of the seats earmarked for bonafide residents of Haryana will be reserved for the categories<br />

as mentioned at (B) below, as per State Govt. policy and remaining 50% seats will be filled from<br />

among Haryana General Category)<br />

(B) Reservation of seats for Bonafide Residents of Haryana<br />

The seats shall be reserved for the categories as under :<br />

(i) Scheduled Castes : 20%<br />

(ii) Backward Classes of Haryana : 27% (16 % for Block-A)<br />

(except Socially advanced persons/ (11 % for Block-B)<br />

Sections (creamy layer)<br />

(iii) Physically Handicapped : 03%<br />

(1% Blind or low vision, 1% Hearing<br />

impairment, 1% Locomotor disability<br />

or cerebral palsy)<br />

(iv) 3% horizontal reservation will be given to Ex-servicemen/Freedom Fighters and their<br />

dependents by providing reservation within reservation of 1% of General category, 1%<br />

out of Scheduled Castes and 1% from Backward Classes category. As far as block<br />

allocation in Block A and Block B of Backward Classes category is concerned, year wise<br />

rotational system will be adopted. For example, if Block A of Backward Classes are given<br />

seats in the Academic Year 2010, the next Block i.e. B Block of category of Backward<br />

Classes will be given seats in the next academic year i.e. 2011 and so on. The Head of the<br />

Department concerned shall maintain the record for the purpose.<br />

Note: A roaster for reservation of Ex-Serviceman/Freedom Fighter be maintained and carry forward<br />

all fractions till one seat is accumulated through different fractions over the years. As and when<br />

the total comes one, a seat will be provided in the prospectus. (Chief Secretary to Govt. Haryana<br />

Letter No. 23/27/2004-2 GS III dated 5.12.2008 Annexure- XIII).<br />

(C) Guidelines for Reservation :<br />

1. The Reservation of seats is as per the Reservation Policy of the Haryana Govt. and is subject to<br />

any change/amendment made by the State Govt. from time to time.<br />

2. All the eligible candidates whether from Haryana or from Reserved Categories shall also compete<br />

for seats allocated under All India Category.<br />

3. All eligible candidates of reserved categories shall be considered first for Haryana General<br />

Category seats.<br />

4. If the reserved seat(s) of BC Block-A remain vacant, these will be filled up from BC Block-B<br />

and vice-versa.<br />

5. Benefit of reservation will be given to all the reserved categories upto Final List according to the<br />

reservation policy given in the Prospectus. In case at the time of display of Final List the reserved<br />

seats of various categories other than S.C. category, remain vacant and no eligible candidates of<br />

the reserved categories are available, these vacant seats will be filled up on open merit basis at<br />

the time of Final List. The vacant seats of SC category will not be converted.<br />

6. Candidates claiming reservation under Scheduled Caste category are required to submit the<br />

certificate as per Annexure-V and the Backward Class (Block A & B) candidates on the<br />

prescribed proforma as per Annexure-VI and affidavit as per Annexure VII.<br />

a. The BC candidates (Block A & B) for benefit of reservation shall also have to furnish an<br />

affidavit to the effect that he/she is not covered under the criteria of creamy layer as per Annexure-<br />

VII. The said affidavit shall be furnished both by the father and mother of the candidate.<br />

7. Only those candidates having a permanent disability of not less than 40% (being otherwise fit for<br />

admission to the course) will be considered for admission. Physically Handicapped Disability<br />

Certificate must be from the Chief Medical Officer of the concerned District. However, the<br />

certificate shall be subject to verification by a Medical Board constituted by the university for the<br />

purpose. The decision of the Board shall be final. Physically Handicapped candidates belonging<br />

to Haryana are required to submit the certificate as per Annexure-VIII.<br />

8. Children & Grand-Children of Freedom Fighters of Haryana are required to submit a certificate<br />

from the Deputy Commissioner of the concerned District as per Annexure-IX at the time of<br />

admission.<br />

9. Wards of Ex-Servicemen of Haryana are required to submit the certificate as per<br />

Annexure-X.<br />

10. For the horizontal reservation, candidates of General, S.C. and B.C. categories will also have to<br />

furnish E.S.M./D.F.F. certificate.<br />

11. Candidates who have passed their qualifying examination from a <strong>University</strong> in the State of Haryana<br />

will be deemed to be Haryana residents and will not be required to submit certificate of Bonafide<br />

residents of Haryana.<br />

12. Reservation policy is not applicable on Private Educational Institutions which receive no aid<br />

from the State irrespective of the mode of Examination i.e. either by themselves or by Nodal<br />

Authority vide Memo No. 18/170-07 UNP(4) dated 27.8.2007 from Commissioner and<br />

Secretary to Government Haryana, Education Department, Chandigarh.<br />

13. A person belonging to the General Category married to a person belonging to the Scheduled<br />

Caste or Backward Classes, he/she shall not be entitled to the benefit of reservation vide. letter<br />

No. 22/57/2007-3GS-III dated 6/9/2007 from Chief Secretary to Govt., Haryana.<br />

ONLINE ADMISSION PROCEDURE<br />

1. Candidates should visit website www.mdurohtak.ac.in or www.hbed2011.net or<br />

www.hbed2011.org (except 7.00 p.m. to 8.00 p.m.)<br />

2. Candidates should download and carefully read the instructions, prospectus and frequently<br />

asked questions before registration/ choice filling.<br />

3. Candidate has to Register for the first time. He/she should give his/ her name, e-mail<br />

address and mobile no. On submittiong this a control no. and password will be generated.<br />

They will also be sent through e-mail and SMS. Later he/she can login using his/her<br />

control no. and password.<br />

4. The candidate will now be directed to the main registration form. All field should be<br />

field completely and correctly. Lastly the candidates should select the mode of payment<br />

i.e. through Challan/Online payment. On submiiting the form online a copy of challan<br />

will be printed. It will contain fee for registration as well as counselling. This fee of<br />

Rs.1000/- (for General candidates ) & Rs. 625/- (for SC/BC/PH candidates of Haryana)<br />

shall be deposited in Account No. 1953002100102842 of Punjab National Bank, <strong>Rohtak</strong><br />

or Account No. 1171201001461 of Canara Bank, <strong>Rohtak</strong>. Rs. 7/- as Bank Charges shall<br />

be paid by the candidate seperetely. If the fee is paid through netbanking the bank charges<br />

will be as per bank rules.<br />

5. Minimum 24 hours after this fee payment the candidate will be allowed to fill his/her<br />

choices online.<br />

6. A candidate can view the seat matrix and fill as many number of choices as he/she wishes.<br />

7. Ultimetly on basis of the merit of candidate, choices filled the seats will be alloted.<br />

8. On the dated of declaration of counselling allotment result, the candidate can download<br />

his/her allotment letter.<br />

9. The Candidate has to report to the College alloted to him/her alogwith original documents.<br />

10. The College Authority will check all documents and take the fee installment.<br />

11. After completion of candidates reporting, the colleges has to On-line report about the<br />

seats remaining vacant. This will create the seat matrix for IInd Counselling and the same<br />

procedure will be repeated.<br />

PREPARATION OF MERIT LIST FOR ADMISSION<br />

Merit for admission to B.Ed. course shall be determined on the basis of marks obtained in the<br />

qualifying examination. In case a candidate has passed the Master’s Degree Examination also<br />

alongwith Bachelor’s Degree, the higher percentage of marks obtained in either of the two will<br />

be taken into consideration while determining the merit. However, if two or more candidates<br />

have obtained equal marks, following procedure will be used for the preparation of merit.<br />

ANNEXURE-II<br />

Instructions regarding Bonafide Residents of Haryana issued vide letter No.62/17/95-6 GSI<br />

dated 3rd October, 1996, No.62/32/2000-6GSI dated 23rd May, 2003 and No.62/27/2003-<br />

6GSI dated 29th July, 2003 by the Chief Secretary to Government, Haryana.<br />

Subject: Bonafide residents of Haryana - Guidelines regarding.<br />

I am directed to invite your attention to Haryana Govt. letters noted in the margin on the subject<br />

noted above vide which the instructions were issued regarding simplification of procedure for<br />

obtaining the certificate of Domicile for the purpose of admission to educational institution (including<br />

technical/medical institution). The matter has been reconsidered in the light of judgment delivered<br />

by the Hon'ble Supreme Court of India in the case of Dr. Pradeep Jain vs. Union of India and<br />

others reported as AIR 1984-SC-1421, wherein it has been held that instead of the word<br />

'Domicile' the word 'Resident' be used in the instructions issued by the State Government and it<br />

has been decided to revise the Government instructions. Henceforth, the following categories of<br />

persons would be eligible for the grant of Resident Certificate:-<br />

i) Candidates, who have passed the examination qualifying there for selection in an institution<br />

from a school/college in Haryana.<br />

ii) Children / Wards (if parents are not living) / Dependents: -<br />

(a) of the regular employees of Haryana State posted in or outside Haryana State or<br />

working on deputation;<br />

(b) of the regular employees of the statutory bodies/corporations established by or under<br />

an act of the State of Haryana who are posted in Chandigarh or in Haryana or<br />

outside Haryana.<br />

(c) of the regular employees of the Government of India posted in Chandigarh or in<br />

Haryana in connection with the affairs of the Haryana Government;<br />

iii) Children/wards (if parents not living)/dependents of persons who after retirement have<br />

permanently settled in Haryana and draw their pensions from the treasuries situated in the<br />

State of Haryana.<br />

iv) Children/wards (if parents are not living)/dependents of pensioners of Haryana Government<br />

irrespective of the fact that the original home of the retiree is in a state other than Haryana<br />

or he has settled after retirement in or outside Haryana;<br />

v) Children/Wards (if parents are not living)/dependents of persons, who have permanent<br />

home in Haryana and include persons who have been residing in Haryana for a period of<br />

not less than 15 years or who have permanent home in Haryana but on account of their<br />

occupation they are living outside Haryana;


vi) The wives of such persons who are bonafide residents of Haryana irrespective of the fact<br />

that they had belonged to any other State before marriage;<br />

vii) Persons who were born in Haryana and produce a certificate to that effect; provided that<br />

the parents/guardians (if parents are not living) of persons belonging to any one of the<br />

above mentioned categories are:<br />

a) Citizen of India;<br />

b) Produce an affidavit to the effect that they or their children/wards (if parents are<br />

not living)/dependents have not obtained the benefit of Resident in any other<br />

State.<br />

viii) Children & Wards of the accredited journalists residing at Chandigarh and recognised by<br />

Govt. of Haryana.<br />

2. All candidates claiming to be bonafide residents of Haryana should produce a Haryana Resident<br />

Certificate signed by the District Magistrate/General Assistant to Deputy Commissioner or Sub-<br />

Divisional Officer (Civil) of the District/Sub-Divisions/ Tehsildars of Revenue to which the<br />

candidates belong. Resident Certificates in respect of elsewhere or in respect of the Children/<br />

Wards/Dependents of Haryana Govt. employees who are posted at Chandigarh, Delhi or<br />

elsewhere or in respect of Children /Wards/ Dependents of pensioners of Haryana Govt. or in<br />

respect of the Children/Wards/ Department of the employees of the Government of India posted<br />

at Chandigarh or in Haryana in connection with the affairs of Haryana Government, or in respect<br />

of Children/Wards/Dependents of the employees and retirees of the Statutory Bodies/Corporations<br />

of Haryana established by or under an Act of the State of Haryana or a Central Act and located<br />

at Chandigarh, Haryana or outside Haryana, should be by their respective Heads of Departments.<br />

3. Candidates seeking admission in educational institutions (including medical and technical institutions)<br />

located in Haryana, may not be required to produce Resident Certificate, if they have passed the<br />

examination from a school/college situated in Haryana. For this purpose, a certificate of the<br />

Principal/Headmaster from concerned institution where the children/wards studied last should<br />

be considered sufficient. The Principal/Headmaster of the institution shall be competent to issue<br />

such certificate, which should be sufficient.<br />

4. If a candidate is admitted on the basis of claim that he belongs to the State of Haryana but at any<br />

subsequent time is discovered that his claim was false, the student shall be removed from the<br />

institution, all fees and other dues paid up to the date of such removal shall be confiscated. The<br />

Principal/Headmaster may take such other action against the student and his/her parents/guardians<br />

as he may deem proper in the circumstances of any particular case.<br />

(a) Candidates with at least fifty percent marks either in the Bachelor’s Degree and /or in the Master’s<br />

Degree or any other qualification thereto, are eligible for admission to the programme.<br />

(b) The reservation in seats and relaxation in the qualifying marks in favour of the reserved categories<br />

shall be as per the rules of the concerned government.<br />
