REPORT OF THE AGENDA COMMITTEE AND ADOPTION OF THE AGENDA<br />
Sandra Bowles mentioned that there was new documentation available<br />
to Senators regarding a Career Plus programme proposal, <strong>College</strong><br />
grading, <strong>College</strong> admissions and the academic calendar for the years<br />
<strong>19</strong>82-85.<br />
<strong>89</strong>.6g) Request from the Senate Scheduling Committee and <strong>89</strong>.7d)<br />
Computer Priorities in the Academic Sector were added to the agenda.

It was moved by Jack Ross, seconded by Doug Rollins and carried<br />
unanimously THAT THE AGENDA BE ADOPTED AS ANENDED.<br />
Suby Vadlamudy stated that he found the wording of the motion<br />
under item 87.6d) Implications of D.G.E.C. Conted Cutbacks to be<br />
too general. He pointed out that he had requested the mover and<br />
seconder of the motion to include an objection to the system of<br />
quotas and priorities recently established in Adult Education by<br />
D.G.E.C. because of the academic implications for students already<br />
within the CEGEP system. After a brief discussion, it was decided<br />
to make no changes in the minutes of the 87th meeting.<br />
Laddi Woolhouse requested that the paragraph beginning "Jim Ring<br />
stated ..." and ending "expressed agreement" (88.1 Canadian Legends<br />
Student Exchange) be struck from the minutes of the eighty-eighth<br />
meeting. Jim Ring stated that this paragraph reflected what he<br />
had said and requested that only the word "resource" be deleted.<br />
Gary Campbell moved TO ADOPT THE MINUTES OF THE 87th Ah? 88th<br />
MEETINGS OF <strong>SEN</strong>ATE WITH THE WORD "RESOURCE" DELETED FROM TBE<br />
PARAGRAPH BEGIATING "JIM RING STATED.. ." The motion vas seconded<br />
by Sally tlaclachlan and carried (17 for, 0 against, 2 abstentions).<br />
<strong>89</strong>.3 REPORT OF THE D . S.P.<br />
a) Student Projections <strong>19</strong>81-82<br />
Julia Newell stated that there is some concern within the <strong>College</strong><br />
that the government student projectTon for <strong>19</strong>81-82 is low. Two<br />
staffing projects will be run. The official project working with a<br />
student projection of 6,383 and a shadow project working with an<br />
enrollment of 6,494. The shadow project will ensure that more<br />
sections can be opened with as little disruption as possible if<br />
enrollments are higher.<br />
b) Report from Quebec<br />
There will be budget cuts for next year. There is a rcduction in<br />
the "rGgle supplementairc" and "service des programmes"; also the<br />
number of "stagiares" 'will be cut and there will be no release time<br />
for representation on provincial committees. Summer school will<br />
only be able to offer 57% of the number of student hours offered<br />
last year.

"The rEglement des Studes col15gialesr' has not been finalized by<br />
the Ministry. Ninety percent of the responses from the colleges<br />
to the Ministry were similar to that of the Fedhation.<br />
FA'S will be dropped from the grading system. Julia ttewell stated<br />
that there will be a free exchange of students on "commandite"<br />
between the colleges.<br />
The "Cornit6 mixte sur l'informatique", a provincial committee<br />
studying the use of data processing systems, is establishing<br />
budget controls on the use of computer time. In order to do this,<br />
the committee is opening an account for each student.<br />
c) Report from the Chefs Group<br />
Julia Newell stated that the Chefs group has been concerned with<br />
planning the staffing process and revising the <strong>College</strong> admissions<br />
and grading policies.<br />
d) Report from Senior Efanagement, and<br />
e) Report from the Board<br />
The Director General Search and Selection Committee has narrowed<br />
the 50 applicants dorm to 6 candidates who are noxi being interviewed<br />
This committee could have a decision within one month.<br />
Negotiations have been progressing with the sisters of the Congregation<br />
of Notre-Dame concerning the Mother House. Renovations are being<br />
looked into with regard to cost. There will be a special Board<br />
meeting on Wednesday, <strong>March</strong> 25th to further discuss the long-term<br />
project.<br />
f) Academic Administration Structures<br />
Julia Newell stated that she had nothing to report.<br />
g) Leave Policy<br />
The deadline for submission of requests for most leaves will be<br />
extended from April 16th to May 15th. However, the deadline for<br />
the vinter term must be earlier (October 15th) to allow for acaden~ic<br />
planning. There will no longer be conditional leaves.<br />
A "conge sans salaire" (personal leave) accumulates no seniority and<br />
can only be taken once every five years.

A "cong& de perfectionnement sans salaire" (study leave) permits<br />
the teacher to accumulate seniority while on leave. For this reason,<br />
a study leave will be granted only if the individual is to be<br />
involved 5n an appropriate programme of study, research or "stage"<br />
while on leave.<br />
h) Varia<br />
Julia Newel1 stated that the <strong>College</strong> must carefully examine the<br />
rights of video copying as w ell as rights of authors.<br />
The government will raise the foreign student fees for new students<br />
from $700 to $2,800. For returning foreign students, the rate will<br />
be increased from $700 to $1,400. We have 130 foreign students<br />
enrolled at <strong>Dawson</strong> at present.<br />
Enrollment applications seem to be up (approximately 150 to 200)<br />
at <strong>Dawson</strong>.<br />
The response from D.G.E.C. with regard to the trio cours institutionnels<br />
Chemistry courses <strong>Dawson</strong> requested is that these courses look like<br />
one course and they propose that the Chemistry 211 course number be<br />
used.<br />
<strong>89</strong>.4 REPORT FROM THE INTERIN DIRECTOR OF MEDIA RESOURCES<br />
Fred Harris stated that during the fall of <strong>19</strong>80 the <strong>College</strong><br />
expressed its intention to put a number of employees from the<br />
Audio/Visual Department on availability.<br />
In researching the methods of running the Audio/Visual departments<br />
in other colleges, Fred Harris found that the staffing differad'as<br />
follows :<br />

blr. Harris pointed out that is was important to establish what<br />
services are currently provided, what services should be<br />
provided and what priority each service holds.<br />
The five services provided by the AudioIVisual Department were<br />
outlined and Fred Harris stated that, in response to surveys sent<br />
out by the Senate Committee on AudioIVisual Priorities, it was<br />
found that classroom services and video-taping of off-air<br />
television were first and second priorities with teachers and<br />
Student Service personnel. Graphics was also widely used by the<br />
teachers; as was the audio section of department (taping of<br />
cassettes, copy inz of records).<br />

Fred Harris stated that Senate should determine exact priorities:<br />
providing of individual services to teachers, production of<br />
instructional units, etc .<br />
Elaine Roy-Milton moved, seconded by Jim Ring, TO TABLE <strong>SEN</strong>ATE'S<br />
CONSIDERATION OF ESTABLISHING AUDIO~VISUAL PRIORITIES UNTIL A<br />
WRITTEN REPORT WAS MADE AVAILABLE TO <strong>SEN</strong>ATORS AND CIRCULATED TO<br />
THE COMMUNITY. The motion was carried (<strong>19</strong> for, 3 against, 0<br />
abstentions).<br />
<strong>89</strong>.5 REPORT FROM THE DIRECTOR OF CONTINUING EDUCATION<br />
Diane Nutik spoke for John Spencer who was unable to attend. She<br />
stated that, as mentioned in Julia Newell's report, summer school<br />
had been cut to 57% of the number of student hours offered last<br />
year. The academic advisers have been consulted concerning this.<br />
The priorities for the regular summer school session will be:<br />
1. Any <strong>Dawson</strong> student requiring one, two or three<br />
credits in ordet to graduate; and<br />
2. All other <strong>Dawson</strong> students.<br />
For the June 23rd - August 10th Rattrapage session (Efath, Physics<br />
and Chemistry at the high school level), the priorities will be:<br />
1. Students admitted to <strong>Dawson</strong> on the condition that<br />
they pass these courses;<br />
2. <strong>Dawson</strong> students who have requested and been granted<br />
programme changes but need courses to qualify; and<br />
3. All other <strong>Dawson</strong> students.<br />
<strong>89</strong>.6 BUSINESS ARISING FROM THE MINUTES<br />
a) Student Rights and Obligations<br />
Lillian Fox moved THAT <strong>SEN</strong>ATE ADOPT THE REPORT OF THE <strong>SEN</strong>ATE<br />
COMMITTEE ON STUDENT RIGHTS AND OBLIGATIONS. This motion was<br />
seconded by Gill Cargill.<br />
Gary Campbell moved an amendment THAT STUDENT RIGHT #16 BE<br />
CHANGED TO ELIMINATE THE WORDS "WITH SMOKE" AND WITH RATIONALE<br />
AND CLARIFICATION CHANGED TO READ: IT IS COLLEGE POLICY THAT<br />
THERE IS NO SMOKING IN OR LITTERING OF CLASSROOMS AND<br />
LABORATORIES. Sally Maclachlan seconded this amendment which<br />
carried unanimously.

b) Report of the Senate Committee on Grievance Recourse Procedures<br />
Lillian Adler, seconded by Elaine Bander, moved ADOPTION OF THE<br />
DOCLMENT WITH THE FOLLOWING AMENDUENTS:<br />
PAGE 2 - ITEM 3 OF STUDENT RECOURSE ON THE INFORMAL<br />
LEVEL, "IN WRITING" BE REMOVED AFTER THE<br />
WORK "CHEF" IN THE FIRST <strong>SEN</strong>TENCE.<br />
Elaine Bander moved to amend the main motion TO CHANGE TEACHER<br />
RECOURSE, ITEM I-A.l, TO READ:<br />
"THE TEACHER MAY REMOVE A STUDENT FROM HISIHER CLASS<br />
FOR ONE CLASS MEETING FOR INAPPROPRIATE BEHAVIOR; IT<br />
IS UNDERSTOOD, HOWEVER, THAT THE TEACHER MEETS WITH<br />
THE STUDENT AFTERWARDS, AND BEFORE THE SUBSEQUENT<br />
CLASS, TO ASCERTAIN THAT THE STUDENT UXVERSTANDS IJHAT<br />
CONSTITUTES APPROPRIATE BEHAVIOR."<br />
Gill Cargill seconded the amendment and it was carried (12 for,<br />
6 against, 1 abstention).<br />
Jin Ring moved to strike item I-A.2. from the document. Jack Ross<br />
seconded .the amendment but it was defeated (3 for, 13 against, 2<br />
abstentions).<br />
Elaine Bander moved TO ADD AFTER THE WORDS "CONTRACTURAL OBLIGATIONS"<br />
IN STUDENT RECOURSE, ITEM 11-B.2: "AhmIOR POTENTIAL DISCIPLINARY<br />
ACTIONS." Julia Rewell seconded this amendment and it carried (11 for,<br />
1 against, 6 abstentions).<br />
Gwyn French, seconded by Sally Maclachlan, moved TO CHANGE THE<br />
ORDER OF ITENS 1 AND 2 UhVER 11-B.3: AND TO ADD THE WORD "OR"<br />
AFTER "OBLIGATIONS". This amendment was carried (12 for, 0 against,<br />
3 abstentions).<br />
Julia Newell moved TO TABLE THE DOCUMENT ON GRIEVANCE RECOURSE<br />
UKTIL THE INPLICATIONS REGARDING 111 NON-ACADEEIIC BEHAVIOR VITA<br />

c) Report from the Senate Committee on Course Change - Sunday, Feb. 8th<br />
Peter McAuslan stated that no report was available at the moment but<br />
one would be ready for the April 30th meeting of Senate.<br />
d) Motion Concerning Guidelines for Internationel Studies Programmes<br />
Sandra Bowles reminded Senators that a motion to examine the guidelines<br />
for International Studies Programmes had been tabled at the 88th<br />
special meeting to be dealt with at the next regular Senate meeting.<br />
She stated that Gabriel Safdie, chairman of the Travel Studies<br />
Committee, had mentioned that committee members will be meeting with<br />
the <strong>College</strong> lawyer to look into the legal implications of these<br />
programmes and that the committee was prepared to make recommendations<br />
concerning the guidelines at a future Senate meeting.<br />
Diane Nutik, an ex-officio member of the committee, reported that the<br />
committee would be meeting with the lawyer on April 9th. After a<br />
brief discussion period it was decided to await the committee's<br />
recommendations and not consider the tabled motion.<br />
e) Report from the Senate New Programmes Committee<br />
Tor Uaines expressed the committee's unqualified approval of the<br />
Career Plus Programme Proposal.<br />
Peter Dietsche reviewed the document detailing the programme's<br />
goals and objectives, the advantages as a day programme, the<br />
programme outline, staffing and coordination and evaluation.<br />
Gwyn French moved ADOPTION OF THE NEW PROGRAMMES COMXITTEE<br />
RECOtfMENDATION THAT <strong>SEN</strong>ATE APPROVE CAREER PLUS AS A SPECIAL<br />
DAY PROGRAMME. The motion was seconded by Gill Cargill and<br />
adopted unanimously.<br />
f) Report from the Academic Calendar Committee<br />
Peter McAuslan reviewed his <strong>March</strong> <strong>19</strong>th memo addressed to Senate<br />
which was written on behalf of the committee.<br />
Julia Newell moved THAT <strong>SEN</strong>ATE ACCEPT THE RECObIMENDATION OF TEE<br />
ACADEMIC CALENDAR COMMITTEE TO ADOPT THE ACADMIC CALENDARS FOR<br />
THE YEARS <strong>19</strong>82-85 WITH THE UNDERSTANDING THAT <strong>SEN</strong>ATE RESERVE THE<br />
RIGUT TO MAKE FURTHER MODIFICATIONS WITH THE EXCEPTION OF THE<br />
PLACE BONAVENTURE COMMITMENT FOR FALL REGISTRATIONS. The motion<br />
was seconded by Doug Wilson and carried (16 for, 2 against, 0<br />
abstentions).

Sally Maclachlan requested that a teacher from the Arts sector be<br />
added to the committee. Helen Hanna was elected as the Arts<br />
sector representative with Roger Balk as alternate.<br />

a) <strong>College</strong> Grading Policy<br />
Peter McAuslan, seconded by Helen Reece, moved THAT THE DOCUMENT<br />
REGARDING COLLEGE GRADING POLICY BE TABLED AND THAT <strong>SEN</strong>ATE FORM<br />
A THREE-MFNBER COMMITTEE (ONE TEACHER, ONE STUDENT AND TIIE REGISTRAR<br />
OR HIS DESIGNATE) TO RECEIVE RESPONSE FROM THE COMMUNITY AND TO MAKE<br />
A RECOMMENDATION TO <strong>SEN</strong>ATE FOR THE APRIL 30th MEETING. The motion<br />
was carried unanimously.<br />
Peter Berry was acclaimed as teacher representative, Helen Reece<br />
was elected as student representative with Jack Ross as alternate<br />
and Linda Frampton was named as the Registrar's designate.<br />
b) <strong>College</strong> Admissions Policy<br />
Peter McAuslan moved THAT TEE DOCUMENT REGARDING THE COLLEGE<br />
ADMISSION POLICY BE TABLED AND THAT <strong>SEN</strong>ATE FORM A THREE-MEMBER<br />
COMPlITTEE (ONE TEACHER, ONE STUDENT AND TEE REGISTRAR OR HIS<br />
DESIGNATE) TO RECEIVE RESPONSE FROM THE CO~~JNITY AND TO MAKE A<br />
RECOMMENDATION TO <strong>SEN</strong>ATE FOR THE APRIL 30th MEETING. Gill Cargill<br />
seconded the motion and it carried unanimously.<br />
Peggy Simpson was elected as teacher representative on the committee<br />
with Jim Ring as the alternate. Colin Young was acclaimed as<br />
student representative and Ellen Aylen was named as the Registrar's<br />
designate.<br />
c) <strong>College</strong> Awards Committee<br />
Elaine Roy-Milton stated that the Board committee was active once<br />
again and she explained the committee's mandate and the types of<br />
convocation awards given. It was mentioned that the mandates of the<br />
two members named by Senate had expired and it was necessary for<br />
Senate to either renew the mandates of these members or name new<br />
representatives.<br />
Doug Wilson moved, seconded by Gwyn French, THAT THE MANDATES<br />
OF ELAINE ROY-MILTON AND LILLIAN FOX BE RENEWED ON THE COLLEGE<br />
AWARDS COMMITTEE. The motion was adopted unanimously.
