Cub <strong>Pack</strong> <strong>277</strong> <strong>Whittling</strong> <strong>Chip</strong><br />
<strong>Whittling</strong> <strong>Chip</strong> Pocket Knife <strong>Rules</strong><br />
Cub Scouts may carry <strong>and</strong> use pocket knives ONLY when they obey the<br />
following rules:<br />
1) Knives may only be carried on outdoor camping trips, hikes or other approved<br />
activities ONLY when permitted by the Cubmaster or other Leader.<br />
2) ONLY Cub Scouts that have earned a <strong>Whittling</strong> <strong>Chip</strong> Card may carry <strong>and</strong> use<br />
a pocket knife.<br />
3) The <strong>Whittling</strong> <strong>Chip</strong> Card MUST be carried by the Cub Scout at all times when<br />
he is carrying or using his pocket knife.<br />
4) Cub Scouts may use their pocket knife only when the Cubmaster or a<br />
designated Leader is directly supervising the Cub Scout's activities. The<br />
supervising adult MUST NOT be involved in any other activities while<br />
supervising Cub Scouts' use of knives. .<br />
5) CUB SCOUTS MUST NEVER CARRY THEIR POCKET KNIVES TO<br />
SCHOOL OR SCOUT ACTIVITIES AT THE SCHOOL.<br />
6) Under no conditions are switchblade knives or sheath knives permitted.<br />
7) <strong>Pack</strong> <strong>277</strong> Leadership has the final authority on knife use at all official pack<br />
events.<br />
NOTE: Other Boy Scouts <strong>and</strong> Cub Scouts attending <strong>Pack</strong>/Den activities that<br />
adhere to these stated rules will be allowed to use pocket knives.<br />
Cub Scouts who do not obey the <strong>Pack</strong> <strong>277</strong> Pocket Knife <strong>Rules</strong> OR the <strong>Whittling</strong><br />
<strong>Chip</strong> Card will lose the privilege of carrying <strong>and</strong> using a pocket knife; the knife<br />
<strong>and</strong> the card will be taken away, <strong>and</strong> returned to the parent. The following<br />
guidelines will be used:<br />
• For a minor infraction, one corner of the <strong>Whittling</strong> <strong>Chip</strong> card will be cut off.<br />
If all four corners of the <strong>Whittling</strong> <strong>Chip</strong> card are cut off, the Cub Scout will<br />
lose his <strong>Whittling</strong> <strong>Chip</strong> Card for at least 3 months. With the approval of the<br />
Cubmaster, he may re-earn the card after 3 months.<br />
• For major infractions, including any accident, the Cub Scout will lose his<br />
<strong>Whittling</strong> <strong>Chip</strong> Card immediately for at least 3 months. With the approval<br />
of the Cubmaster, he may re-earn the card after 3 months.<br />

Knife Safety <strong>Rules</strong><br />
Opening <strong>and</strong> Closing a Knife<br />
To open a pocketknife, hold it in left h<strong>and</strong>; put your right thumbnail into the nail<br />
slot. Pull blade out while pushing against hinge with little finger of left h<strong>and</strong>.<br />
Continue to hold on to the h<strong>and</strong>le <strong>and</strong> blade until the blade snaps in to open<br />
position. To close a pocketknife, hold the h<strong>and</strong>le with your left h<strong>and</strong> with fingers<br />
safely on the sides. Push against back of blade with fingers of right h<strong>and</strong>,<br />
swinging h<strong>and</strong>le up to meet blade. Let knife snap shut.<br />
Passing a Knife<br />
The blade should always be closed on a pocketknife. When you h<strong>and</strong> someone a<br />
knife, do not release it until the other person says "Thank You". This indicates<br />
that the other person realizes that they are receiving the knife <strong>and</strong> are ready to<br />
accept responsibility for it. After hearing the "Thank You", say "You're Welcome"<br />
as you release the knife. This indicates that you have released the responsibility<br />
for the knife to the other person.<br />
For fixed blade knives be sure to hold the knife by the back (dull) side of the<br />
blade <strong>and</strong> pass it to another person, h<strong>and</strong>le first using the same "thank you -<br />
you're welcome".<br />
Safety Circle<br />
Anytime you plan to use a knife you should have a "Safety Circle" around you.<br />
Hold your arm out as far as possible <strong>and</strong> turn around. You need to realize that<br />
whenever you are using a knife, you should be the only person in your safety<br />
circle. If someone else enters their circle for any reason you need to close your<br />
knife <strong>and</strong> lay it down. You are responsible for anyone entering the circle, even<br />
from behind, so unless you have eyes in the back of you head, it's best to work<br />
with a wall behind you.<br />
Other Safety <strong>Rules</strong><br />
A knife is not a toy, it is a useful toot. Like most tools if it is not used properly, it<br />
can injure someone.<br />
Always walk when carrying an open knife or a pair of scissors <strong>and</strong> carry it with<br />
the blade pointed away from you.<br />
A knife should never be used to dig in the dirt. Dirt <strong>and</strong> moisture will dull <strong>and</strong>/or<br />
rust the blade.<br />
Always cut by pushing the knife away from you. Be sure your h<strong>and</strong>s <strong>and</strong> body<br />
are out of the way.<br />
A knife should never be thrown at anything. Never try to throw it <strong>and</strong> make it stick<br />
into the dirt, a tree, or any other object.<br />

Always close a pocketknife with the palm of your h<strong>and</strong>, never by pushing the<br />
blade against another object like your leg.<br />
Always keep the blade as sharp as possible. A dull knife might not cut into the<br />
work properly or slip resulting in cutting yourself or something else unintended. A<br />
sharp blade is more likely to cut into the work as intended.<br />
Never cut the bark from a live tree it could kill or seriously injure the tree. Never<br />
carve on something that does not belong to you.<br />
A knife should always be closed <strong>and</strong> put away when not in use. Any knife left out<br />
on a table could cut someone who does not realize it is there. A pocketknife,<br />
even closed should be put away so it does not get lost or played with by other<br />
children.<br />
Do not try to catch a knife if it drops, step back <strong>and</strong> pick it up after it comes to<br />
rest.<br />
A knife should never be used instead of a screwdriver or other tool, each tool has<br />
its purpose <strong>and</strong> must be used properly.<br />
Knife Care <strong>and</strong> Maintenance<br />
Cleaning<br />
Knives should be kept clean <strong>and</strong> dry. The blade can rust <strong>and</strong> that will affect the<br />
sharpness of the blade.<br />
Clean knives by h<strong>and</strong>, not in the dishwasher. The heat <strong>and</strong> steam can damage or<br />
dull knives.<br />
If using a knife for cutting food, be sure to clean it before <strong>and</strong> after being used on<br />
food items since the knife can become dirty from being in the pocket. Using a<br />
knife for cutting food without proper cleaning can cause cross contamination of<br />
food so be sure to clean the knife properly, not just wipe it off.<br />
Sharpening<br />
There are numerous types of sharpening stones available. You can also make a<br />
practice stone by using a wood block with s<strong>and</strong>paper glued to it.<br />
A dull knife won't do its work <strong>and</strong> is more dangerous than a sharp knife. More<br />
fingers are cut by dull knives than by sharp knives. A sharp knife bites into the<br />
wood while a dull one tends to slip off. A camper should carry a little sharpening<br />
stone in his pocket along with his knife. The knife <strong>and</strong> the stone are partners <strong>and</strong><br />
where one is the other should be also. One measuring 3/4 of an inch by 3 inches<br />
is large enough <strong>and</strong> is a h<strong>and</strong>y size to carry. A whetstone using water is more<br />

practical in camp than a stone requiring oil, for water is always at h<strong>and</strong>.<br />
Whetstones are made to provide a grinding surface, <strong>and</strong> come in varying<br />
degrees of coarseness. Coarse stones are used for heavy tools, like axes; fine<br />
stones for knives or for finishing the edge.<br />
<strong>Rules</strong> for sharpening a knife<br />
• Hold the stone firmly (make sure no part of your h<strong>and</strong> is above the plane<br />
of the sharpening surface). If the stone is large enough, place it on a level<br />
surface.<br />
• Wet the stone with a little water or oil, depending on the type of stone it is.<br />
• Place the blade of the knife flat on the stone, then raise the back edge<br />
about 30 degrees, keeping the cutting edge on the stone.<br />
• Draw the knife straight back toward you, starting from the top left edge of<br />
the stone <strong>and</strong> working diagonally toward the bottom right edge.<br />
• Turn the blade over <strong>and</strong> repeat on the other side but start from the lower<br />
left corner working diagonally towards the top right corner.<br />
