Negroes on the large plantations who are<br />

loyal to this country, but are confused<br />

because <strong>of</strong> this Jap's [the OIBAPMW's<br />

George Cruz'] teaching and wonder what to<br />

do next ." 64 And we know also that a survey<br />

conducted under the direction <strong>of</strong> the Office<br />

<strong>of</strong>War In<strong>for</strong>mation in 1942 uncovered a significant<br />

core <strong>of</strong> pro-<strong>Japan</strong> sentiment among<br />

NewYork City blacks .65<br />

<strong>The</strong> ultimate confusion, <strong>of</strong> course,<br />

came not from OIBAPMW or PMEW<br />

recruiters but rather the broad transgres<br />

sions <strong>of</strong> democracy occurring under Allied<br />
