The NGO <strong>Safety</strong> Program (NSP) for Somalia is recruiting:<br />

Position: 1 (<strong>one</strong>) <strong>Senior</strong> <strong>Security</strong> <strong>Analyst</strong> <strong>and</strong> <strong>Safety</strong><br />

<strong>Coordinator</strong><br />

Location: Kenya (Nairobi) with frequent travels to Somalia<br />

Starting Date: October 2012<br />

Duration of the Contract: 1 year renewable<br />

1. NSP Background<br />

The NGO <strong>Safety</strong> Program (NSP) for Somalia / Somalil<strong>and</strong> is a program created by NGOs, which aims at<br />

supporting International <strong>and</strong> National NGOs to operate safely <strong>and</strong> securely in Somalia / Somalil<strong>and</strong>.<br />

NSP, initially called the NGO <strong>Security</strong> Preparedness <strong>and</strong> Support (NGO SPAS), was established in 2004 by<br />

NGOs operating in Somalia / Somalil<strong>and</strong>. NSP is administratively <strong>and</strong> legally hosted by the Danish Refugee<br />

Council (DRC) to provide it with a legal <strong>and</strong> administrative framework, through which to fulfil its functions<br />

more efficiently, effectively <strong>and</strong> accountably.<br />

NSP provides support to NGOs through 4 type of activities : Information <strong>and</strong> Analysis (Reports, briefs…),<br />

Training (Personal security, capacity building of NGOs), Response (incident management support…), SPU<br />

facilitation for Puntl<strong>and</strong> <strong>and</strong> Somalil<strong>and</strong>.<br />

NSP is funded by ECHO, DFID, SIDA, CHF. All NSP services are free of charge for NGOs.<br />

2. Purpose of position<br />

The purpose of this key position is to: provide geopolitical analysis <strong>and</strong> write high quality security reports<br />

based on data provided by the Field Officers, targeting an audience of NGOs; support NGOs during crisis<br />

management.<br />

The ability to interact with all parties while maintaining <strong>and</strong> emphasizing a position of principled political<br />

neutrality <strong>and</strong> operational independence is paramount.<br />

3. Hierarchy<br />

- Reports to the NSP Information & Analysis Manager.<br />

- Manage the Field Officers (FOS) : about 11 staff<br />

4. Keys responsibilities


Management<br />

- Responsible for the management of NSP Field Staff, with a clear underst<strong>and</strong>ing of the pressures<br />

associated with operating in hostile environments (recruitment, appraisal, workplan, authorization<br />

of movement, missions orders, leave request disciplinary measures etc.)<br />

- Responsible for the logistics <strong>and</strong> financial needs of the field staff in link with the <strong>Senior</strong><br />

Administration <strong>and</strong> Finance Officer<br />

Analysis<br />

- Source, process <strong>and</strong> analyse complex information for the production of regular security reports<br />

(daily reports, weekly reports, specific advisories) for an NGO audience<br />

- Ensure those reports are of high quality st<strong>and</strong>ards (writing, presentation, cross checking, reference<br />

notes)<br />

- Participate / Produce briefings papers, position papers <strong>and</strong> other proposed supporting documents<br />

to NGOs (Maps etc...)<br />

- Participate / Produce regular oral briefings to NGOs<br />

- Provide specific advices to NGOs after validation of the request by the line manager<br />

- Travel to Somalia (security permitting) to gather information <strong>and</strong> train field based staff<br />

- Maintain a regular network of information (UN, governments, traditional leaders etc.)<br />

- Pro-actively propose, design <strong>and</strong> process new analysis tools, special reports, maps etc...<br />

Training <strong>and</strong> Response<br />

- Participate on request to the training of NGOs in link with the Training Manager<br />

- Participate on request to specific response in support of NGOs (evacuation, crisis management)<br />

Elaborate <strong>and</strong> guide the strategy<br />

- Participate proactively to the definition of NSP strategy<br />

- On request, participate to the drafting of proposals based on that strategy<br />

- Follow-up the action plan based on the strategy <strong>and</strong> reports against it<br />

- Participate in the capitalization <strong>and</strong> the development of the Institutional memory of NSP<br />

Representation<br />

- On request from the line manager, participate to official meetings (Authorities, UN, NGOs)<br />

Reporting<br />

- Prepare weekly reports (sitrep) for his / her line manager<br />

- Participate in staff meetings, analysis meetings <strong>and</strong> other requested internal meetings<br />

- Participate on request to the drafting of donor reports<br />

- Regularly brief <strong>and</strong> share information / analysis with other team members<br />

5. General<br />

Commitments: DRC has a Humanitarian Accountability Framework, outlining its global accountability<br />

commitments. All staff are required to contribute to the achievement of this framework<br />

6. Posting details<br />

- This position is Nairobi-based with frequent travel (50 %) to Somalia. Somalia is a hazardous<br />

environment the selected c<strong>and</strong>idate must adhere to all security precautions <strong>and</strong> contribute to the<br />

security of the team. He must be able to exercise a large degree of common sense <strong>and</strong> personal<br />

discipline.<br />

- The position requires the holder to be able to undertake tasking at short notice with due regard to<br />

the security environment


- The position requires the holder to be able to work effectively <strong>and</strong> efficiently unsupervised. The<br />

selected c<strong>and</strong>idate must be able to plan <strong>and</strong> manage their own time effectively. The holder must<br />

exercise a strong work ethic <strong>and</strong> take responsibility for his/her own actions.<br />

- This position requires a high degree of flexibility with respect to working hours<br />

- The work undertaken will have a direct effect on the safety <strong>and</strong> security of individuals operating in<br />

Somalia. The successful c<strong>and</strong>idate must be duly aware of this <strong>and</strong> be prepared to meet this<br />

challenge.<br />

7. Qualifications <strong>and</strong> experience required<br />

Qualification:<br />

- At least a Bachelor’s degree in Journalism, any social sciences. Master’s degree preferred.<br />

Experience:<br />

- 5 years of experience in positions requiring high level information sourcing, processing, <strong>and</strong> analysis<br />

<strong>and</strong> reporting.<br />

- Minimum 2 years of Somalia experience <strong>and</strong> proven experience of high quality reports production<br />

on the Somali context.<br />

- Previous experience as an NGO or UN <strong>Security</strong> Focal Point is a strong added advantage<br />

- Previous working experience with NGOs or UN in Somalia at a senior level is a strong added<br />

advantage<br />

- Previous experience in security (UN, NGO or government institutions) at a management level is an<br />

added advantage<br />

- C<strong>and</strong>idates having a strong journalistic background, strong demonstrated analytical skills, <strong>and</strong><br />

experience specific to Somalia could be also considered<br />

8. Skills <strong>and</strong> competences:<br />

Skills required:<br />

- Well developed networks for information in Somalia <strong>and</strong> regional hubs such as Nairobi is<br />

m<strong>and</strong>atory<br />

- Demonstrated capacity to work with minimal supervision <strong>and</strong> maintain a high level of engagement.<br />

- Demonstrated leadership capacity <strong>and</strong> ability to maintain <strong>and</strong> motivate staff in a remote<br />

management environment.<br />

- Demonstrated ability to source, analyze <strong>and</strong> process information<br />

- Demonstrated ability to author well structured well researched <strong>and</strong> analytically sound reports.<br />

- Demonstrated ability in developing multi-media presentations.<br />

- Demonstrated ability to make clear <strong>and</strong> articulate presentations of complex information.<br />

- Calm <strong>and</strong> focused decision making.<br />

Languages:<br />

- English (working language) : fluent with excellent writing capacities<br />

- Somali (fluent) is a very strong advantage<br />

Computer skills :<br />

- Excellent knowledge of Word, Excel, PowerPoint, Internet<br />

- GIS <strong>and</strong> / or mapping software basic knowledge is a plus (ArcGIS)<br />
