3.15 We agree that the principles <strong>of</strong> patient involve<strong>me</strong>nt apply equally to all people,<br />

regardless <strong>of</strong> age, and acknowledge that children and young people may require<br />

additional support to be fully involved in <strong>decision</strong>s <strong>about</strong> their care.<br />

3.16 In January 2012, the Secretary <strong>of</strong> State for <strong>Health</strong> established a Forum to help<br />

develop a new strategy for improving care for children and young people. The<br />

Forum published its report 25 in July 2012 setting out recom<strong>me</strong>ndations on how<br />

the health and care system can help deliver the necessary improve<strong>me</strong>nts to<br />

improve care for children and young people. The Depart<strong>me</strong>nt is now using the<br />

Forum Report as a basis for finalising the composition <strong>of</strong> the Children and<br />

Young People’s <strong>Health</strong> Outco<strong>me</strong>s Strategy, which is due to be published<br />

shortly.<br />

3.17 The Depart<strong>me</strong>nt <strong>of</strong> <strong>Health</strong> has also published quality criteria for young people<br />

friendly health services – You’re Welco<strong>me</strong> 26 . The criteria set out principles to<br />

help commissioners and service providers to improve the suitability <strong>of</strong> NHS and<br />

public health services for young people, based on the evidence <strong>of</strong> what works in<br />

the health service, and in response to what young people tell us <strong>about</strong> the<br />

importance <strong>of</strong> services designed around their needs.<br />

Personal <strong>Health</strong> Budgets<br />

3.18 Respondents also gave their clear support to the proposals regarding the<br />

availability <strong>of</strong> personal health budgets.<br />

to improve patient experience and outco<strong>me</strong>s.” [African <strong>Health</strong> Policy Network]<br />

3.19 Personal health budgets are currently being piloted, with an evaluation <strong>of</strong> the<br />

pilot due later this autumn. Subject to the evaluation, all people (including<br />

children) receiving NHS Continuing <strong>Health</strong>care will have the right to ask for a<br />

personal health budget by April 2014. Clinical commissioning groups will also<br />

be able to <strong>of</strong>fer them more widely on a voluntary basis.<br />
