AMBASSADOR`S FOREWORD<br />

It is a great honour and privilege <strong>for</strong> me and <strong>the</strong> rest <strong>of</strong> <strong>the</strong> team at <strong>the</strong><br />

<strong>Embassy</strong> <strong>of</strong> <strong>the</strong> <strong>Kingdom</strong> <strong>of</strong> Lesotho in Ireland <strong>to</strong> present <strong>the</strong> Mission’s<br />

pic<strong>to</strong>rial <strong>report</strong> <strong>for</strong> <strong>the</strong> fiscal year 2011/2012. Perhaps I should highlight that<br />

this is <strong>the</strong> first external <strong>report</strong> released by <strong>the</strong> Mission since my arrival in<br />

April 2011. The <strong>report</strong> is intended <strong>to</strong> provide our readers with an overview<br />

<strong>of</strong> <strong>the</strong> Mission’s activities, programmes and projects undertaken in this<br />

fiscal year within our countries <strong>of</strong> accreditation, namely Ireland, Denmark,<br />

Finland, Iceland, Norway and Sweden. As usual, a detailed internal <strong>report</strong><br />

has been submitted <strong>to</strong> <strong>the</strong> Ministry <strong>of</strong> Foreign Affairs and International<br />

Relations.<br />

The Mission`s activities <strong>for</strong> <strong>the</strong> fiscal year 2011/12 were once again broadly<br />

influenced by <strong>the</strong> Government <strong>of</strong> Lesotho priorities and strategic direction,<br />

<strong>the</strong> Ministry <strong>of</strong> Foreign Affairs and International Relations’ Strategic Goals<br />

as well as by our three year Strategic Plan which ends in 2013. There<strong>for</strong>e<br />

this <strong>report</strong> has been divided in<strong>to</strong> five broad <strong>the</strong>mes which emanate from <strong>the</strong><br />

above documents. These are; streng<strong>the</strong>ning diplomatic relations with <strong>the</strong><br />

countries <strong>of</strong> accreditation, sustaining international development assistance,<br />

contributing <strong>to</strong> education and skills development, promoting trade, <strong>to</strong>urism<br />

and <strong>for</strong>eign direct investment, and raising Lesotho’s pr<strong>of</strong>ile. In spite <strong>of</strong> numerous challenges which continue<br />

<strong>to</strong> be presented by <strong>the</strong> current economic situation, <strong>the</strong> Mission achieved significant miles<strong>to</strong>nes in each <strong>of</strong><br />

<strong>the</strong>se areas as shown in <strong>the</strong> <strong>report</strong>.<br />

I <strong>the</strong>re<strong>for</strong>e wish <strong>to</strong> express my sincere appreciation and humble thanks <strong>to</strong> <strong>the</strong> Ministry <strong>of</strong> Foreign Affairs and<br />

International Relations and our partner organisations and institutions <strong>for</strong> <strong>the</strong>ir unwavering support during this<br />

2. STRENGTHNING DIPLOMATIC RELATIONS<br />

In this <strong>report</strong>ing year, 2011/12, <strong>the</strong> new Ambassador presented his Letters <strong>of</strong> Credence <strong>to</strong> <strong>the</strong> Presidents <strong>of</strong><br />

Ireland and Finland, Kings <strong>of</strong> Norway and Sweden and <strong>to</strong> <strong>the</strong> Queen <strong>of</strong> Denmark accrediting him as <strong>the</strong><br />

Ambassador Extraordinary and Plenipotentiary <strong>of</strong> <strong>the</strong> <strong>Kingdom</strong> <strong>of</strong> Lesotho <strong>to</strong> <strong>the</strong>se countries. Different<br />

bilateral meetings were also held with government <strong>of</strong>ficials in <strong>the</strong>se countries <strong>to</strong> fur<strong>the</strong>r nourish <strong>the</strong> existing<br />

relations between Lesotho and <strong>the</strong>ir respective countries.<br />

3. SUSTAINING INTERNATIONAL DEVELOPMENT ASSISTANCE<br />

3.1 Meeting with <strong>the</strong> Ambassador <strong>of</strong> Cyprus <strong>to</strong> Ireland<br />

In 2011/12, meetings were held with <strong>the</strong> outgoing and new Ambassadors <strong>of</strong> Cyprus <strong>to</strong> Ireland in order <strong>to</strong><br />

advocate <strong>for</strong> a continued support <strong>to</strong> Lesotho and <strong>to</strong> explore new avenues <strong>for</strong> fur<strong>the</strong>r cooperation. Though<br />

Cyprus is not covered by our Mission, it channels its assistance <strong>to</strong> Lesotho through Irish Aid.<br />

The Honourable Minister <strong>of</strong> Finance and Development Planning, Dr. Timothy Thahane visited Ireland in<br />

June 2011 <strong>to</strong> meet <strong>the</strong> new Government <strong>of</strong> Ireland and <strong>to</strong> assure <strong>the</strong>m <strong>of</strong> Lesotho Government’s commitment<br />

<strong>to</strong> <strong>the</strong> implementation <strong>of</strong> <strong>the</strong> current country programme. The Minister had audience with <strong>the</strong> Minister <strong>of</strong><br />

State <strong>for</strong> Trade and<br />

3.3 Honourable Minister <strong>of</strong> Health and Social Welfare attends a Conference in<br />

The Minister <strong>of</strong> Health and Social Welfare Dr. Mphu Ramatlapeng and 2 <strong>of</strong>ficials from <strong>the</strong> Ministry attended<br />

a Conference on <strong>the</strong> <strong>the</strong>me “Global Health Work<strong>for</strong>ce – Pathways <strong>to</strong> Health” in Dublin in February 2012.<br />

During <strong>the</strong> conference, <strong>the</strong> Minister had <strong>the</strong> opportunity <strong>to</strong> have bilateral discussions with some Government<br />

ministers and senior <strong>of</strong>ficials in Ireland.<br />

4. CONTRIBUTING TO EDUCATION AND SKILLS DEVELOPMENT<br />

In <strong>the</strong> <strong>report</strong>ing year 2011/12, <strong>the</strong> Mission facilitated a trip by 60 volunteers from Action Ireland Trust who<br />

went <strong>to</strong> Lesotho <strong>to</strong> implement <strong>the</strong>ir 5 year development programme. This programme has different<br />

components which include twinning <strong>of</strong> Portmarnock Community School (PCS) with Hlalele Secondary<br />

School, capacity building <strong>of</strong> teachers, provision <strong>of</strong> health services and training on fire emergency services.<br />

The Mission also visited different schools in Ireland which have twinning programmes with schools in<br />

Lesotho.<br />

Country Crest has continued with its capacity building programme in Lesotho following <strong>the</strong> donation <strong>of</strong><br />

agricultural machinery <strong>to</strong> Temo-Mmoho Association in 2011. This year two farmers from <strong>the</strong> Association<br />
