Message from the EXECUTIVE DIRECTOR
Doing the Right Thing
When Upstate Forever was asked to participate
in the South Saluda River trout enhancement project
(see pages 4-5), we immediately and enthusiastically
said yes. We were aware and appreciative of the success
of similar projects on the Middle Saluda River,
the Eastatoee River, and Little River in our region. Trout habitat in
the South Carolina mountains has suffered staggering losses. In our
view, we can never do enough to restore some of it.
When I first heard that some landowners along the South
Saluda were opposed to the project, I assumed it was because they
didn’t understand it. Once it was explained to them, surely they
would be on board.
But it soon became clear that the opponents knew exactly what
the project was about and they didn’t want it because they knew
what the results would be – better habitat for trout and more people
enjoying and fishing the river. They considered the South Saluda
as “their river, their backyard,” and they didn’t
want to share it with anyone. But this is a river
that belongs to all of us.
They launched a campaign of vicious and
outrageous attacks against the project and its
sponsors. I don’t have enough space here to list
them all, but these will give you a good idea of
the false claims they were making: 335 truckloads
of rock would be dumped in the river, private property would
be taken over, and drivers along Highway 11 would drown as the
result of more frequent flooding of the river. They appealed DHEC’s
permit for the project and after a two-day trial, the South Carolina
Administrative Law Court rejected the appeal and upheld the permit,
concluding that all of their claims had no merit.
Perhaps the most troubling aspect of the entire campaign is that
they convinced a state legislator to introduce a resolution declaring
a moratorium on trout enhancement projects in South Carolina.
Fortunately, the resolution went nowhere in the General Assembly.
It never crossed my mind that this project would consume so
much of Upstate Forever’s time, energy and funding. But I’m
proud that we persevered, stood with our partners and ultimately
prevailed. Take a look at the photos of the completed project on
pages 4 and 5: The results speak for themselves.
Sometimes doing the right thing isn’t easy. But it’s
always important.
“This is a river
that belongs to
all of us.”
“This is the
best I’ve ever
seen the
river look.”
- Dianne Culbertson
South Saluda Restoration A Stunning Success
Dianne Culbertson and her late
husband, Charles, purchased 15 acres
along the South Saluda River in the late
1990s to provide
a place for Charles
to enjoy his love of
fishing. They worked
with the S.C. Department
of Natural
Resources (DNR) to
stock the river with
trout and allowed
others to access the
river through their
property, located
along Highway 276
and Scenic Highway 11 in northern
Greenville and Pickens Counties.
The Culbertsons’ actions addressed
two key needs for trout fishing and recreation
in the Upstate. By protecting the
property, they preserved limited trout
habitat. Native trout, once abundant in
the Upstate, have been decimated by
habitat degradation – most of our region’s
streams that originally supported
trout can no longer do so. And this
scarcity of trout, combined with a reduction
in public fishing access points, has
resulted in fewer recreational opportunities
for local anglers. The Culbertsons
saw to it that the habitat they protected
was available to all.
So when Partners for Trout approached
Culbertson in 2009 about enhancing a stretch of
the river along her property and neighboring properties
owned by Naturaland Trust and DNR, the
Upstate Forever board member immediately agreed
to participate. An alliance of government agencies
and nonprofit organizations (including Upstate
Forever), Partners
for Trout is committed
to the protection
and restoration of
trout habitat in
South Carolina.
The oncedegraded
section of
river is now healthy,
protected, and
well-populated with
trout. The project
involved the installation
of 15 natural
rock cross-vanes in
a 2,964-foot stretch
of the river, the installation
of vehicle
access controls at
all high-use areas,
and the stabilization and revegetation of degraded
public access areas. Work was completed in the fall
of 2011.
The project is part of a comprehensive effort
by Partners for Trout to improve the river
corridor from Wildcat Wayside Park to the old
George Schackel
Before the project, some visitors to
the property would park vehicles right
next to the river, causing erosion and
degradation (top); gates now limit offroad
access to foot traffic only (bottom)

The cross-vanes create the “riffle and pool” conditions that are
needed to support thriving populations of trout and other fish
Camp Spearhead property, an area visited by more
than one million people each year. “Trout fishing
and all the economic activity that it encompasses
bring in 17 million dollars per year to this
small geographic area of South Carolina,” according
to Dave Demarest, who recently retired as
Coordinator of the Foothills Resource Conservation
and Development Council.
The enhancements to the South Saluda are
working extremely well and appear natural to the
untrained eye. The cross-vanes provide invaluable
habitat for trout. In fact, DNR estimates that
nearly 90 percent of the fish found during a recent
sampling of the river were located in the deep
water pools created by the cross-vanes. The crossvanes
reduce erosion along the banks, stabilizing
the adjacent trees and roadway. “This is the best
I’ve ever seen the river look,” notes Culbertson.
Unfortunately, the South Saluda Trout
Enhancement Project is also an example of the
disturbing national trend of false attacks against
good, community-enhancing works. A small
group of ill-informed residents vociferously
opposed the project, even resorting to a lawsuit,
which was found by a state Administrative Law
Court judge to be completely without merit.
Now that the project is complete and its
benefits clearly apparent, many community members
are expressing their enthusiastic support,
according to Greenville County Council Member
Joe Dill, who represents much of the project area.
Local anglers are enjoying the convenient publicaccess
fishing spots in droves. To top it off,
Dick Carr
“The river looks so beautiful: clear,
deep and natural. I spoke with several
trout fishermen and they thought the
river was much improved and they very
much appreciated what had been done.”
- Dianne Culbertson
South Saluda Property Owner
*
“These types of stream projects are holistic and
address all the resource concerns. It was the
right thing to do and is a win-win for everybody
in the watershed. Public fishing has been
secured for future generations. What a legacy!”
- Dave Demarest, Coordinator (Retired)
Foothills Resource Conservation and Development Council
*
“There are very few streams that provide
such a wonderful place for the next
generation to learn about fishing and the
great outdoors. This is a great project because
trout habitat was improved and private
landowners are allowing public fishing. ”
- Lynne Newton, District Conservationist
USDA Natural Resources Conservation Service
*
“I’ve had a lot of positive response from
people about the project. The fishermen
say it has really improved the quality
of fishing and the look of the river.”
- Joe Dill
Greenville County Council Member, District 17
The redirection of stream flow
by the cross-vanes helps reduce
bank erosion and protect trees
Partners for Trout has received
awards for the project from both
Upstate Forever and the South
Carolina Wildlife Federation. It is
now resoundingly clear that the
enhancement project was good for
the river, good for the trout and
good for the community.
Oconee County Establishes Upstate’s First Local Conservation Bank
A two-year grassroots effort to establish
a local conservation bank in Oconee County
achieved a huge milestone on September 6,
2011, when Oconee County Council voted to
create the Oconee County Conservation Bank
(OCCB). They are the first Upstate government
to set up a local conservation bank, which
provides a vehicle for channeling local funding to
local conservation projects. The tireless members
of Oconee Forever, a local outreach group
facilitated by Upstate Forever, spearheaded advocacy
efforts for the OCCB, speaking at council
meetings, drumming up public support, and
gathering signatures for a petition in support of
the Bank.
While the Bank’s passage represents great
news for land protection, additional work is
needed to identify a sustainable funding source
for the Bank. Oconee Forever will continue to press for a
dedicated source of funding for the OCCB to help conserve
high-quality watershed areas, significant forests, scenic lands
and outstanding vistas in Oconee County that may otherwise
Once funded, a local conservation bank can help protect more properties in Oconee County such
as Rocky Fork Farm, protected in 2007 with funding from the South Carolina Conservation Bank
Conservation Bank also lacked a funding source when
it was established in 2002, but began financing projects
within two years. We’re confident that the OCCB will
do the same. Visit www.oconeecountyconservationbank.org
“Sustainability.” “Livability.” “Smart growth.” What do
these terms so frequently used by planners and local officials
really mean to citizens? A recent poll by Smart Growth
America found nearly as many interpretations as respondents,
some positive and some not so positive.
But when researchers defined “sustainable community”
as “an urban, suburban or rural community that has more
housing and transportation choices, is closer to jobs, shops
or schools, is more energy independent and helps protect
clean air and water,” a whopping 79 percent of respondents
supported the concept. 1
Upstate Forever’s Sustainable Communities Program
works to achieve that widely supported vision in part
through our focus on Community Design for Active Living
(CDAL). CDAL is an effort that aims to change policies
On June 8, 1999, Lake
Greenwood homeowners awoke
to find thick mats of algae covering
the upper reaches of their
once-beautiful lake. State and
local agencies eventually eliminated
the slimy green mess, but
the incident had lasting effects
on property values and an indelible
impact on Upstate residents.
Though that algae bloom
was controlled, the underlying
causes remained: nutrient enrichment
of the Saluda and Reedy Rivers
originating from stormwater runoff
and legally discharged by wastewater
treatment plants. During dry years,
when rivers and lakes are most vulnerable,
wastewater treatment plants on
the Saluda River account for over 70
percent of the phosphorus that reaches
Lake Greenwood. Historically there
has been no limitation on the amount
of phosphorus that could be released
into the river. Now, for the first time,
the S.C. Department of Health and
Environmental Control (DHEC) has
established limits on phosphorus discharges
from ten wastewater treatment
plants into the Saluda River upstream
of Lake Greenwood. As part of the
permits, the agency approved an innovative
trading agreement among the
eight wastewater utilities involved that
will allow phosphorus to be controlled
in the most cost-effective manner.
The new limits and the trading program
provisions became effective in
July, 2011. We anticipate that when
the program is fully implemented,
phosphorus concentrations in Lake
Greenwood will remain below critical
levels, helping to protect the lake
Clean Air and Water
Phosphorus Limits Established for Saluda River
An event like this 1999 algae bloom on Lake Greenwood is now
much less likely due to new phosphorus controls
from future algae blooms.
Upstate Forever has advocated for
phosphorus limits on the Saluda River
since the release of our 2009 Saving
Lake Greenwood (SLG) report. On the
same day of the report’s release, the
national conservation group American
Rivers announced that the Saluda had
been designated America’s 6 th Most
Endangered River because of the threat
from phosphorus pollution. The SLG
report, the result of five years of intensive
research by a broad-based coalition
headed by Upstate Forever,
identified the two primary
threats to the long-term health
of Lake Greenwood as sediment
from upstream development
and phosphorus from
wastewater discharges (to read
the report, go to www.upstateforever.org/SavingLake
Greenwood.pdf ).
DHEC has answered the
call of Upstate Forever, Ameri-
can Rivers, and local advocacy
groups such as Preserving Lake
Greenwood to impose meaningful
phosphorous limits on the
Dave Hargett
wastewater plants. This is a
huge accomplishment in our
SLG campaign to protect the
health of the Saluda River,
Lake Greenwood, and the
communities that depend on
them, and may also serve as
a model for other watersheds
to improve water quality.
Another recommendation
of the SLG report was to
institute a statewide prohibition
on dishwashing detergents
containing phosphates,
as at least 16 other states have now
done. As a result of our advocacy, last
year Rep. Mike Pitts of Laurens introduced
such a bill to preserve the health
of waterways across South Carolina.
In a piece of very good news from the
General Assembly, this bill was enacted
early in 2012 and will take effect
in July. Pitts, a longtime champion of
clean water, also sponsored legislation
to require audits of utilities responsible
for multiple major sewage spills. This
bill, too, is now law.
For the two years following the algae bloom, home prices
along the lakeshore declined by an average of $22,000,
resulting in a $1.6 million loss to property owners and a
significant reduction in county tax revenues

Update on Twelve Mile River Restoration Efforts
In place for nearly 100 years, the Woodside I and II
this nearly two-mile stretch of the river is now free-flowing
the EPA can require
To fully restore the free-flowing condition of the river,
the third and final dam owned by the Easley-Central Water
and our partners wish to see the removal of this dam
but are proceeding cautiously. We are working closely
with the S.C. Department of Natural Resources (DNR)
to ensure that there are no unintended consequences
from removing the ECWD dam. For example, recent
DNR research suggests that the dam might actually
provide protection for a number of rare fish species,
such as redeye bass, shiners, and darters. Studies by
DNR and the University of South Carolina are now
underway to evaluate if removing the dam will have any
adverse impact on these species.
We are carefully considering our next steps and
