Message from the EXECUTIVE DIRECTOR<br />
Do<strong>in</strong>g the Right Th<strong>in</strong>g<br />
When <strong>Upstate</strong> <strong>Forever</strong> was asked <strong>to</strong> participate<br />
<strong>in</strong> the South Saluda River trout enhancement project<br />
(see pages 4-5), we immediately and enthusiastically<br />
said yes. <strong>We</strong> were aw<strong>are</strong> and appreciative of the success<br />
of similar projects on the Middle Saluda River,<br />
the Easta<strong>to</strong>ee River, and Little River <strong>in</strong> <strong>our</strong> region. Trout habitat <strong>in</strong><br />
the South Carol<strong>in</strong>a mounta<strong>in</strong>s has suffered stagger<strong>in</strong>g losses. In <strong>our</strong><br />
view, we can never do enough <strong>to</strong> res<strong>to</strong>re some of it.<br />
When I first heard that some landowners along the South<br />
Saluda were opposed <strong>to</strong> the project, I assumed it was because they<br />
didn’t understand it. Once it was expla<strong>in</strong>ed <strong>to</strong> them, surely they<br />
would be on board.<br />
But it soon became clear that the opponents knew exactly what<br />
the project was about and they didn’t want it because they knew<br />
what the results would be – better habitat for trout and more people<br />
enjoy<strong>in</strong>g and fish<strong>in</strong>g the river. They considered the South Saluda<br />
as “their river, their backyard,” and they didn’t<br />
want <strong>to</strong> sh<strong>are</strong> it <strong>with</strong> anyone. But this is a river<br />
that belongs <strong>to</strong> all of us.<br />
They launched a campaign of vicious and<br />
outrageous attacks aga<strong>in</strong>st the project and its<br />
sponsors. I don’t have enough space here <strong>to</strong> list<br />
them all, but these will give you a good idea of<br />
the false claims they were mak<strong>in</strong>g: 335 truckloads<br />
of rock would be dumped <strong>in</strong> the river, private property would<br />
be taken over, and drivers along Highway 11 would drown as the<br />
result of more frequent flood<strong>in</strong>g of the river. They appealed DHEC’s<br />
permit for the project and after a two-day trial, the South Carol<strong>in</strong>a<br />
Adm<strong>in</strong>istrative Law C<strong>our</strong>t rejected the appeal and upheld the permit,<br />
conclud<strong>in</strong>g that all of their claims had no merit.<br />
Perhaps the most troubl<strong>in</strong>g aspect of the entire campaign is that<br />
they conv<strong>in</strong>ced a state legisla<strong>to</strong>r <strong>to</strong> <strong>in</strong>troduce a resolution declar<strong>in</strong>g<br />
a mora<strong>to</strong>rium on trout enhancement projects <strong>in</strong> South Carol<strong>in</strong>a.<br />
Fortunately, the resolution went nowhere <strong>in</strong> the General Assembly.<br />
It never crossed my m<strong>in</strong>d that this project would consume so<br />
much of <strong>Upstate</strong> <strong>Forever</strong>’s time, energy and fund<strong>in</strong>g. But I’m<br />
<strong>proud</strong> that we persevered, s<strong>to</strong>od <strong>with</strong> <strong>our</strong> <strong>partner</strong>s and ultimately<br />
prevailed. Take a look at the pho<strong>to</strong>s of the completed project on<br />
pages 4 and 5: The results speak for themselves.<br />

Public Servant of the Year<br />
The recently retired Direc<strong>to</strong>r of<br />
the S.C. Department of Natural<br />
Res<strong>our</strong>ces, John Framp<strong>to</strong>n has<br />
played a key role <strong>in</strong> DNR’s acquisition<br />
and protection of over 180,000<br />
acres of some of the most special<br />
places <strong>in</strong> South Carol<strong>in</strong>a and the United States, <strong>in</strong>clud<strong>in</strong>g<br />
the ACE Bas<strong>in</strong> and Jocassee Gorges. He was<br />
also <strong>in</strong>strumental <strong>in</strong> the 2009 release of a groundbreak<strong>in</strong>g<br />
study that found that natural res<strong>our</strong>ces<br />
generate nearly $ 30 billion <strong>in</strong> annual economic<br />
benefits <strong>to</strong> <strong>our</strong> state.<br />

Conservation Champion<br />
Bett<strong>in</strong>a George and her husband,<br />
Don, signed the first-ever conservation<br />
agreement <strong>in</strong> Oconee County<br />
<strong>with</strong> <strong>Upstate</strong> <strong>Forever</strong> <strong>in</strong> 2006, and<br />
protected a second property last year. As Chair of<br />
Oconee <strong>Forever</strong>, <strong>Upstate</strong> <strong>Forever</strong>’s local outreach<br />
committee, Bett<strong>in</strong>a has been a tireless advocate for<br />
land conservation, enc<strong>our</strong>ag<strong>in</strong>g other landowners<br />
and lead<strong>in</strong>g the successful campaign <strong>to</strong> establish the<br />
Oconee County Conservation Bank (see page 7).<br />
PARTNERS FOR TROUT<br />
Clean Water Champion<br />
Partners for Trout is a broad-based<br />
<strong>in</strong>itiative <strong>to</strong> protect and res<strong>to</strong>re trout<br />
habitat <strong>in</strong> South Carol<strong>in</strong>a. Dan Rank<strong>in</strong><br />
(S.C. Department of Natural Res<strong>our</strong>ces),<br />
Dave Dem<strong>are</strong>st (Foothills Res<strong>our</strong>ce<br />
Conservation and Development<br />
Council) and Lynne New<strong>to</strong>n (U.S.<br />

very successful trout habitat enhancement<br />

access <strong>to</strong> the river was elim<strong>in</strong>ated (see pages 4-5).<br />

CITY OF GREENVILLE<br />
Clear Skies Champion<br />
The City of Greenville’s <strong>in</strong>novative<br />
“Green<strong>in</strong>g of Greenville” program is a<br />
three-part public-private <strong>in</strong>itiative. Their<br />
EV “Ecosytem” project is creat<strong>in</strong>g a<br />
network of electric-vehicle charg<strong>in</strong>g stations and<br />
electric vehicles available for short- and long-term<br />
use. The City has also offered energy audits and<br />
<strong>in</strong>centives for efficiency upgrades for commercial<br />
build<strong>in</strong>gs down<strong>to</strong>wn. F<strong>in</strong>ally, Greenville is replac<strong>in</strong>g<br />
more than 30 streetlights on North Ma<strong>in</strong><br />
Street <strong>with</strong> efficient LED lights.<br />
CITY OF SPARTANBRUG<br />
Susta<strong>in</strong>able Communities Champion<br />
Last year, the City of Spartanburg became<br />
the first city <strong>in</strong> the <strong>Upstate</strong> <strong>to</strong> adopt a formbased<br />
code, which focuses on build<strong>in</strong>g form<br />
rather than function <strong>in</strong> the down<strong>to</strong>wn <strong>are</strong>a<br />
and seeks <strong>to</strong> improve the pedestrian experience.<br />
The City also launched a bike sh<strong>are</strong> program,<br />
the first of its k<strong>in</strong>d <strong>in</strong> the Southeast, and recently<br />
revamped its recycl<strong>in</strong>g program.<br />
JIM GOSSETT<br />
Volunteer of the Year<br />
For more than five years, Jim Gossett has<br />
handled the annual moni<strong>to</strong>r<strong>in</strong>g and associated<br />
documentation of several protected<br />
properties for <strong>Upstate</strong> <strong>Forever</strong>’s Land Trust<br />
Program. In addition, Jim has served for five<br />
years on the Board of Direc<strong>to</strong>rs of the Conestee<br />
Foundation, personally manag<strong>in</strong>g the construction<br />
of over seven miles of trails <strong>with</strong><strong>in</strong> Lake Conestee<br />
Nature Park.<br />

Dianne Culbertson and her late<br />
husband, Charles, purchased 15 acres<br />
along the South Saluda River <strong>in</strong> the late<br />
1990s <strong>to</strong> provide<br />
a place for Charles<br />
<strong>to</strong> enjoy his love of<br />
fish<strong>in</strong>g. They worked<br />
<strong>with</strong> the S.C. Department<br />
of Natural<br />
Res<strong>our</strong>ces (DNR) <strong>to</strong><br />
s<strong>to</strong>ck the river <strong>with</strong><br />
trout and allowed<br />
others <strong>to</strong> access the<br />
river through their<br />
property, located<br />
along Highway 276<br />
and Scenic Highway 11 <strong>in</strong> northern<br />
Greenville and Pickens Counties.<br />
The Culbertsons’ actions addressed<br />
two key needs for trout fish<strong>in</strong>g and recreation<br />
<strong>in</strong> the <strong>Upstate</strong>. By protect<strong>in</strong>g the<br />
property, they preserved limited trout<br />
habitat. Native trout, once abundant <strong>in</strong><br />
the <strong>Upstate</strong>, have been decimated by<br />
habitat degradation – most of <strong>our</strong> region’s<br />
streams that orig<strong>in</strong>ally supported<br />
trout can no longer do so. And this<br />
scarcity of trout, comb<strong>in</strong>ed <strong>with</strong> a reduction<br />
<strong>in</strong> public fish<strong>in</strong>g access po<strong>in</strong>ts, has<br />
resulted <strong>in</strong> fewer recreational opportunities<br />
for local anglers. The Culbertsons<br />
saw <strong>to</strong> it that the habitat they protected<br />
was available <strong>to</strong> all.<br />
So when Partners for Trout approached<br />
Culbertson <strong>in</strong> 2009 about enhanc<strong>in</strong>g a stretch of<br />
the river along her property and neighbor<strong>in</strong>g properties<br />
owned by Naturaland Trust and DNR, the<br />
<strong>Upstate</strong> <strong>Forever</strong> board member immediately agreed<br />
<strong>to</strong> participate. An alliance of government agencies<br />
and nonprofit organizations (<strong>in</strong>clud<strong>in</strong>g <strong>Upstate</strong><br />
<strong>Forever</strong>), Partners<br />
for Trout is committed<br />
<strong>to</strong> the protection<br />
and res<strong>to</strong>ration of<br />
trout habitat <strong>in</strong><br />
South Carol<strong>in</strong>a.<br />
The oncedegraded<br />
section of<br />
river is now healthy,<br />
protected, and<br />
well-populated <strong>with</strong><br />
trout. The project<br />
<strong>in</strong>volved the <strong>in</strong>stallation<br />
of 15 natural<br />
rock cross-vanes <strong>in</strong><br />
a 2,964-foot stretch<br />
of the river, the <strong>in</strong>stallation<br />
of vehicle<br />
access controls at<br />
all high-use <strong>are</strong>as,<br />
and the stabilization and revegetation of degraded<br />
public access <strong>are</strong>as. Work was completed <strong>in</strong> the fall<br />
of 2011.<br />
The project is part of a comprehensive effort<br />
by Partners for Trout <strong>to</strong> improve the river<br />
corridor from Wildcat Wayside Park <strong>to</strong> the old<br />
George Schackel<br />
Before the project, some visi<strong>to</strong>rs <strong>to</strong><br />
the property would park vehicles right<br />
next <strong>to</strong> the river, caus<strong>in</strong>g erosion and<br />
degradation (<strong>to</strong>p); gates now limit offroad<br />
access <strong>to</strong> foot traffic only (bot<strong>to</strong>m)
The cross-vanes create the “riffle and pool” conditions that <strong>are</strong><br />
needed <strong>to</strong> support thriv<strong>in</strong>g populations of trout and other fish<br />
Camp Spearhead property, an <strong>are</strong>a visited by more<br />
than one million people each year. “Trout fish<strong>in</strong>g<br />
and all the economic activity that it encompasses<br />
br<strong>in</strong>g <strong>in</strong> 17 million dollars per year <strong>to</strong> this<br />
small geographic <strong>are</strong>a of South Carol<strong>in</strong>a,” accord<strong>in</strong>g<br />
<strong>to</strong> Dave Dem<strong>are</strong>st, who recently retired as<br />
Coord<strong>in</strong>a<strong>to</strong>r of the Foothills Res<strong>our</strong>ce Conservation<br />
and Development Council.<br />
The enhancements <strong>to</strong> the South Saluda <strong>are</strong><br />
work<strong>in</strong>g extremely well and appear natural <strong>to</strong> the<br />
untra<strong>in</strong>ed eye. The cross-vanes provide <strong>in</strong>valuable<br />
habitat for trout. In fact, DNR estimates that<br />
nearly 90 percent of the fish found dur<strong>in</strong>g a recent<br />
sampl<strong>in</strong>g of the river were located <strong>in</strong> the deep<br />
water pools created by the cross-vanes. The crossvanes<br />
reduce erosion along the banks, stabiliz<strong>in</strong>g<br />
the adjacent trees and roadway. “This is the best<br />
I’ve ever seen the river look,” notes Culbertson.<br />
Unfortunately, the South Saluda Trout<br />
Enhancement Project is also an example of the<br />
disturb<strong>in</strong>g national trend of false attacks aga<strong>in</strong>st<br />
good, community-enhanc<strong>in</strong>g works. A small<br />
group of ill-<strong>in</strong>formed residents vociferously<br />
opposed the project, even resort<strong>in</strong>g <strong>to</strong> a lawsuit,<br />
which was found by a state Adm<strong>in</strong>istrative Law<br />
C<strong>our</strong>t judge <strong>to</strong> be completely <strong>with</strong>out merit.<br />
Now that the project is complete and its<br />
benefits clearly app<strong>are</strong>nt, many community members<br />
<strong>are</strong> express<strong>in</strong>g their enthusiastic support,<br />
accord<strong>in</strong>g <strong>to</strong> Greenville County Council Member<br />
Joe Dill, who represents much of the project <strong>are</strong>a.<br />
Local anglers <strong>are</strong> enjoy<strong>in</strong>g the convenient publicaccess<br />
fish<strong>in</strong>g spots <strong>in</strong> droves. To <strong>to</strong>p it off,<br />

Partners for Trout has received<br />
awards for the project from both<br />
<strong>Upstate</strong> <strong>Forever</strong> and the South<br />
Carol<strong>in</strong>a Wildlife Federation. It is<br />
now resound<strong>in</strong>gly clear that the<br />
enhancement project was good for<br />
the river, good for the trout and<br />
good for the community.<br />

Five Important Properties Protected by <strong>Upstate</strong> <strong>Forever</strong><br />
S<strong>in</strong>ce the publication of <strong>our</strong> last<br />
newsletter, <strong>Upstate</strong> <strong>Forever</strong>’s Land<br />
Trust has been honored <strong>to</strong> <strong>partner</strong><br />
<strong>with</strong> landowners on five new<br />
conservation agreements, protect<strong>in</strong>g<br />
1,446 acres of land. <strong>We</strong> now have<br />
84 agreements that preserve 16,262<br />
acres across the <strong>Upstate</strong>.<br />
Bett<strong>in</strong>a and Don George of Oconee<br />
County have signed a second conservation<br />
agreement <strong>with</strong> <strong>Upstate</strong> <strong>Forever</strong>,<br />
protect<strong>in</strong>g their 72-acre Thrift Lake<br />
parcel. The property adjo<strong>in</strong>s Sumter<br />
National Forest and <strong>in</strong>cludes the headwaters<br />
of Lick Log Falls and Pig Pen<br />
Falls, which flow <strong>in</strong><strong>to</strong> the Chat<strong>to</strong>oga<br />
River. For this and other achievements,<br />
Bett<strong>in</strong>a was named <strong>Upstate</strong> <strong>Forever</strong>’s<br />
2011 Tommy Wyche Land Conservation<br />
Champion (see page 3).<br />
Cherokee Farms <strong>in</strong> Bel<strong>to</strong>n is<br />

Oconee County Establishes <strong>Upstate</strong>’s First Local Conservation Bank<br />
A two-year grassroots effort <strong>to</strong> establish<br />
a local conservation bank <strong>in</strong> Oconee County<br />
achieved a huge miles<strong>to</strong>ne on September 6,<br />
2011, when Oconee County Council voted <strong>to</strong><br />
create the Oconee County Conservation Bank<br />
(OCCB). They <strong>are</strong> the first <strong>Upstate</strong> government<br />
<strong>to</strong> set up a local conservation bank, which<br />
provides a vehicle for channel<strong>in</strong>g local fund<strong>in</strong>g <strong>to</strong><br />
local conservation projects. The tireless members<br />
of Oconee <strong>Forever</strong>, a local outreach group<br />
facilitated by <strong>Upstate</strong> <strong>Forever</strong>, spearheaded advocacy<br />
efforts for the OCCB, speak<strong>in</strong>g at council<br />
meet<strong>in</strong>gs, drumm<strong>in</strong>g up public support, and<br />
gather<strong>in</strong>g signatures for a petition <strong>in</strong> support of<br />
the Bank.<br />
While the Bank’s passage represents great<br />
news for land protection, additional work is<br />
needed <strong>to</strong> identify a susta<strong>in</strong>able fund<strong>in</strong>g s<strong>our</strong>ce<br />
for the Bank. Oconee <strong>Forever</strong> will cont<strong>in</strong>ue <strong>to</strong> press for a<br />
dedicated s<strong>our</strong>ce of fund<strong>in</strong>g for the OCCB <strong>to</strong> help conserve<br />
his<strong>to</strong>ric and cultural landmarks, productive agricultural land,<br />
high-quality watershed <strong>are</strong>as, significant forests, scenic lands<br />
and outstand<strong>in</strong>g vistas <strong>in</strong> Oconee County that may otherwise<br />
be lost <strong>to</strong> development. The statewide South Carol<strong>in</strong>a<br />
Once funded, a local conservation bank can help protect more properties <strong>in</strong> Oconee County such<br />
as Rocky Fork Farm, protected <strong>in</strong> 2007 <strong>with</strong> fund<strong>in</strong>g from the South Carol<strong>in</strong>a Conservation Bank<br />
Conservation Bank also lacked a fund<strong>in</strong>g s<strong>our</strong>ce when<br />
it was established <strong>in</strong> 2002, but began f<strong>in</strong>anc<strong>in</strong>g projects<br />

“Susta<strong>in</strong>ability.” “Livability.” “Smart growth.” What do<br />
these terms so frequently used by planners and local officials<br />
really mean <strong>to</strong> citizens? A recent poll by Smart Growth<br />
America found nearly as many <strong>in</strong>terpretations as respondents,<br />
some positive and some not so positive.<br />
But when researchers def<strong>in</strong>ed “susta<strong>in</strong>able community”<br />
as “an urban, suburban or rural community that has more<br />
hous<strong>in</strong>g and transportation choices, is closer <strong>to</strong> jobs, shops<br />
or schools, is more energy <strong>in</strong>dependent and helps protect<br />
clean air and water,” a whopp<strong>in</strong>g 79 percent of respondents<br />
supported the concept. 1<br />
<strong>Upstate</strong> <strong>Forever</strong>’s Susta<strong>in</strong>able Communities Program<br />
works <strong>to</strong> achieve that widely supported vision <strong>in</strong> part<br />
through <strong>our</strong> focus on Community Design for Active Liv<strong>in</strong>g<br />
(CDAL). CDAL is an effort that aims <strong>to</strong> change policies<br />
<strong>in</strong> support of people-centered development rather than<br />
au<strong>to</strong>mobile-centered development. As part of these efforts,<br />
we advocate for the creation of <strong>in</strong>frastructure that supports<br />
bik<strong>in</strong>g and walk<strong>in</strong>g as viable forms of transportation.<br />
<strong>Upstate</strong> <strong>Forever</strong> has been directly <strong>in</strong>volved <strong>in</strong> a number<br />
of recent efforts aimed at build<strong>in</strong>g momentum and community<br />
support for policy and <strong>in</strong>frastructure changes that<br />
enc<strong>our</strong>age active liv<strong>in</strong>g:<br />

With f<strong>in</strong>ancial support from the Mary<br />
Black Foundation, <strong>Upstate</strong> <strong>Forever</strong> has been<br />
advocat<strong>in</strong>g for active liv<strong>in</strong>g policies <strong>in</strong> Spartanburg<br />
County for several years. <strong>We</strong> have seen<br />
a variety of successes stemm<strong>in</strong>g from these<br />
efforts, such as the adoption of a Complete<br />
Streets Resolution and Community Design<br />
Standards <strong>in</strong> Spartanburg County as well as the<br />
establishment of a form-based down<strong>to</strong>wn code<br />
for the City of Spartanburg <strong>in</strong> 2011.<br />
Currently, <strong>Upstate</strong> <strong>Forever</strong> is work<strong>in</strong>g<br />
<strong>with</strong> leaders <strong>in</strong> Duncan, Lyman, and Inman <strong>to</strong><br />
adopt zon<strong>in</strong>g overlay districts <strong>with</strong> provisions <strong>to</strong><br />
ensure that future development supports active liv<strong>in</strong>g and<br />
transportation choices. To get those conversations roll<strong>in</strong>g,<br />
last May <strong>Upstate</strong> <strong>Forever</strong> hosted a successful Placemak<strong>in</strong>g<br />
Workshop for nearly 100 elected leaders, local government<br />
staff members, and other decision-makers <strong>to</strong> learn about<br />
design<strong>in</strong>g communities for active liv<strong>in</strong>g. In addition, <strong>our</strong><br />

Bicycl<strong>in</strong>g Advocacy <strong>in</strong> Greenville<br />
<strong>Upstate</strong> <strong>Forever</strong> actively participated <strong>in</strong> the development<br />
of the City of Greenville’s Bicycle Master Plan,<br />
which was approved unanimously by City Council <strong>in</strong><br />
September. The result of more than a year’s worth of<br />
research, field work, data analysis and public <strong>in</strong>put,<br />
the plan provides guidance for the development of a<br />
safe and practical bicycl<strong>in</strong>g network <strong>to</strong><br />
meet public demand for opportunities<br />
for physical activity and for choices <strong>in</strong><br />
transportation.<br />
The tim<strong>in</strong>g could not have been better<br />
for the September 9 visit <strong>to</strong> the <strong>Upstate</strong><br />
by Mia Birk, known nationwide for her<br />
leadership <strong>in</strong> transform<strong>in</strong>g Portland,<br />
Oregon <strong>in</strong><strong>to</strong> one of the nation’s best<br />
bicycl<strong>in</strong>g and walk<strong>in</strong>g cities. The momentum of Birk’s<br />
visit (organized <strong>in</strong> part by <strong>Upstate</strong> <strong>Forever</strong>) <strong>in</strong>spired a<br />
huge outp<strong>our</strong><strong>in</strong>g of public support for the Bicycle<br />
Master Plan, help<strong>in</strong>g <strong>with</strong> its unanimous approval. To<br />

Footloose Month<br />
Throughout Oc<strong>to</strong>ber, we <strong>partner</strong>ed <strong>with</strong> the<br />
Greenville Transit Authority (GTA) and other groups<br />
<strong>to</strong> enc<strong>our</strong>age citizens <strong>to</strong> consider alternatives <strong>to</strong> the<br />
au<strong>to</strong>mobile and explore <strong>our</strong> bus system, tra<strong>in</strong>s, trails,<br />
bikeways, and city streets. The annual “Footloose<br />
Month” campaign is the bra<strong>in</strong>child of local architect<br />

An overlooked down<strong>to</strong>wn alley was transformed <strong>in</strong><strong>to</strong> a<br />
safe, environmentally-friendly public gather<strong>in</strong>g space situated<br />
between two of down<strong>to</strong>wn Spartanburg’s most his<strong>to</strong>ric build<strong>in</strong>gs.<br />
The new pocket park encompasses approximately 2,000<br />
squ<strong>are</strong> feet between the Masonic Temple (home <strong>to</strong> Hub City<br />
Bookshop, the Coffee Bar, and Cakehead Bakery) and the<br />
former Cantrell Wagon Company build<strong>in</strong>g (home <strong>to</strong> Carriage<br />
House W<strong>in</strong>es & W<strong>in</strong>e Bar) on <strong>We</strong>st Ma<strong>in</strong> Street. A publicprivate<br />
<strong>partner</strong>ship <strong>in</strong>clud<strong>in</strong>g <strong>Upstate</strong> <strong>Forever</strong>, the Masonic<br />
Corporation, Hub-Culture, the City of Spartanburg, and private<br />

Our Wofford January-term <strong>in</strong>terns Rachel Brittanham and Eric<br />

recycl<strong>in</strong>g at football and basketball games at the college. The<br />
two environmental studies majors <strong>are</strong> also both star athletes <strong>in</strong><br />

drugs. Many of the pills <strong>in</strong> these<br />
conta<strong>in</strong>ers go unused and <strong>are</strong> often flushed<br />

disposal of even small amounts of these<br />

would <strong>in</strong>centivize recycl<strong>in</strong>g of glass, metal,<br />
plastic and cardboard at bars and restaurants<br />
<strong>with</strong> alcohol-sales permits by enc<strong>our</strong>ag<strong>in</strong>g<br />
these establishments <strong>to</strong> recycle and thereby<br />
obta<strong>in</strong> a reduction <strong>in</strong> their permit fees.<br />

Trail (SRT) on a mild<br />
Saturday afternoon,<br />
chances <strong>are</strong> that you’ve<br />
seen hundreds of bicyclists enjy<strong>in</strong>g it. In fact, nearly<br />
80 percent of all users of the trail <strong>are</strong> bicyclists.<br />
This is just one f<strong>in</strong>d<strong>in</strong>g of a new study by Furman<br />
University and <strong>Upstate</strong> <strong>Forever</strong> about the 359,000<br />
people who visited the trail between July 2010 and<br />
June 2011.<br />
Us<strong>in</strong>g observations of over 15,000 trail visi<strong>to</strong>rs,<br />
more than 1,000 <strong>in</strong>-person surveys, 500 random phone<br />
surveys, two focus groups, and <strong>in</strong>terviews <strong>with</strong> local<br />
bus<strong>in</strong>esses, a more complete picture emerges about the<br />
success of the trail:<br />
• The SRT is succeed<strong>in</strong>g <strong>in</strong> enc<strong>our</strong>ag<strong>in</strong>g people <strong>to</strong> drive less!<br />

• The economic impact of the SRT on the surround<strong>in</strong>g <strong>are</strong>a<br />
is dramatic, <strong>with</strong> nearby bus<strong>in</strong>esses report<strong>in</strong>g 30 <strong>to</strong> 85<br />
percent <strong>in</strong>creases <strong>in</strong> sales or revenues!<br />
This study confirms what trail advocates have noted<br />
s<strong>in</strong>ce the SRT was first proposed – this trail <strong>in</strong>creases quality<br />
of life, provides transportation benefits, enc<strong>our</strong>ages economic<br />
development, and improves the environment. While<br />
there <strong>are</strong> always <strong>are</strong>as for improvement, the trail is a huge<br />
success. <strong>We</strong> applaud Greenville County Council, Greenville<br />
City Council, Greenville County Recreation District, Greenville<br />
Hospital System, and all the other project <strong>partner</strong>s for<br />
mak<strong>in</strong>g this project a reality.<br />

the slimy green mess, but<br />

treatment plants. Dur<strong>in</strong>g dry years,<br />
when rivers and lakes <strong>are</strong> most vulnerable,<br />
wastewater treatment plants on<br />
the Saluda River account for over 70<br />
percent of the phosphorus that reaches<br />
Lake Greenwood. His<strong>to</strong>rically there<br />
has been no limitation on the amount<br />
of phosphorus that could be released<br />
<strong>in</strong><strong>to</strong> the river. Now, for the first time,<br />
the S.C. Department of Health and<br />
Environmental Control (DHEC) has<br />
established limits on phosphorus discharges<br />
from ten wastewater treatment<br />
plants <strong>in</strong><strong>to</strong> the Saluda River upstream<br />
of Lake Greenwood. As part of the<br />
permits, the agency approved an <strong>in</strong>novative<br />
trad<strong>in</strong>g agreement among the<br />
eight wastewater utilities <strong>in</strong>volved that<br />
will allow phosphorus <strong>to</strong> be controlled<br />
<strong>in</strong> the most cost-effective manner.<br />
The new limits and the trad<strong>in</strong>g program<br />
provisions became effective <strong>in</strong><br />
July, 2011. <strong>We</strong> anticipate that when<br />
the program is fully implemented,<br />
phosphorus concentrations <strong>in</strong> Lake<br />
Greenwood will rema<strong>in</strong> below critical<br />
levels, help<strong>in</strong>g <strong>to</strong> protect the lake<br />
Clean Air and Water<br />
Phosphorus Limits Established for Saluda River<br />
An event like this 1999 algae bloom on Lake Greenwood is now<br />
much less likely due <strong>to</strong> new phosphorus controls<br />
from future algae blooms.<br />
<strong>Upstate</strong> <strong>Forever</strong> has advocated for<br />
phosphorus limits on the Saluda River<br />
s<strong>in</strong>ce the release of <strong>our</strong> 2009 Sav<strong>in</strong>g<br />
Lake Greenwood (SLG) report. On the<br />
same day of the report’s release, the<br />
national conservation group American<br />
Rivers announced that the Saluda had<br />
been designated America’s 6 th Most<br />
Endangered River because of the threat<br />
from phosphorus pollution. The SLG<br />
report, the result of five years of <strong>in</strong>tensive<br />
research by a broad-based coalition<br />
headed by <strong>Upstate</strong> <strong>Forever</strong>,<br />
identified the two primary<br />
threats <strong>to</strong> the long-term health<br />
of Lake Greenwood as sediment<br />
from upstream development<br />
and phosphorus from<br />
wastewater discharges (<strong>to</strong> read<br />
the report, go <strong>to</strong> www.upstateforever.org/Sav<strong>in</strong>gLake<br />
Greenwood.pdf ).<br />
DHEC has answered the<br />
call of <strong>Upstate</strong> <strong>Forever</strong>, Ameri-<br />
can Rivers, and local advocacy<br />
groups such as Preserv<strong>in</strong>g Lake<br />
Greenwood <strong>to</strong> impose mean<strong>in</strong>gful<br />
phosphorous limits on the<br />

wastewater plants. This is a<br />
huge accomplishment <strong>in</strong> <strong>our</strong><br />
SLG campaign <strong>to</strong> protect the<br />
health of the Saluda River,<br />
Lake Greenwood, and the<br />
communities that depend on<br />
them, and may also serve as<br />
a model for other watersheds<br />
<strong>to</strong> improve water quality.<br />
Another recommendation<br />
of the SLG report was <strong>to</strong><br />
<strong>in</strong>stitute a statewide prohibition<br />
on dishwash<strong>in</strong>g detergents<br />
conta<strong>in</strong><strong>in</strong>g phosphates,<br />
as at least 16 other states have now<br />
done. As a result of <strong>our</strong> advocacy, last<br />
year Rep. Mike Pitts of Laurens <strong>in</strong>troduced<br />
such a bill <strong>to</strong> preserve the health<br />
of waterways across South Carol<strong>in</strong>a.<br />
In a piece of very good news from the<br />
General Assembly, this bill was enacted<br />
early <strong>in</strong> 2012 and will take effect<br />
<strong>in</strong> July. Pitts, a longtime champion of<br />
clean water, also sponsored legislation<br />
<strong>to</strong> require audits of utilities responsible<br />
for multiple major sewage spills. This<br />
bill, <strong>to</strong>o, is now law.<br />
For the two years follow<strong>in</strong>g the algae bloom, home prices<br />
along the lakeshore decl<strong>in</strong>ed by an average of $22,000,<br />
result<strong>in</strong>g <strong>in</strong> a $1.6 million loss <strong>to</strong> property owners and a<br />
significant reduction <strong>in</strong> county tax revenues
Update on Twelve Mile River Res<strong>to</strong>ration Efforts<br />
In place for nearly 100 years, the Woodside I and II<br />
dams on Twelve Mile River <strong>are</strong> now gone. Once impounded,<br />
this nearly two-mile stretch of the river is now free-flow<strong>in</strong>g<br />
aga<strong>in</strong>, offer<strong>in</strong>g improved habitat for fish and excit<strong>in</strong>g recreational<br />
opportunities for the public.<br />
Yet as <strong>Upstate</strong> <strong>Forever</strong> and <strong>our</strong> <strong>partner</strong>s (Pickens<br />
County Soil and Water Conservation District and Lake<br />
Hartwell Association) celebrate this miles<strong>to</strong>ne, we rema<strong>in</strong><br />
deeply concerned that not enough of the PCB-contam<strong>in</strong>ated<br />
sediments were removed from the river before the dams<br />
were dismantled. After removal of the dams, many of these<br />

To fully res<strong>to</strong>re the free-flow<strong>in</strong>g condition of the river,<br />
the third and f<strong>in</strong>al dam owned by the Easley-Central Water<br />
District (ECWD) must be removed. <strong>Upstate</strong> <strong>Forever</strong><br />
and <strong>our</strong> <strong>partner</strong>s wish <strong>to</strong> see the removal of this dam<br />
but <strong>are</strong> proceed<strong>in</strong>g cautiously. <strong>We</strong> <strong>are</strong> work<strong>in</strong>g closely<br />
<strong>with</strong> the S.C. Department of Natural Res<strong>our</strong>ces (DNR)<br />
<strong>to</strong> ensure that there <strong>are</strong> no un<strong>in</strong>tended consequences<br />
from remov<strong>in</strong>g the ECWD dam. For example, recent<br />
DNR research suggests that the dam might actually<br />
provide protection for a number of r<strong>are</strong> fish species,<br />
such as redeye bass, sh<strong>in</strong>ers, and darters. Studies by<br />
DNR and the University of South Carol<strong>in</strong>a <strong>are</strong> now<br />
underway <strong>to</strong> evaluate if remov<strong>in</strong>g the dam will have any<br />
adverse impact on these species.<br />
<strong>We</strong> <strong>are</strong> c<strong>are</strong>fully consider<strong>in</strong>g <strong>our</strong> next steps and<br />
have asked potential funders of the dam removal <strong>to</strong> defer<br />
their decision until these studies <strong>are</strong> completed.<br />

graduated from North Greenville University<br />
summa cum laude <strong>in</strong> May, 2011. In addition <strong>to</strong><br />
be<strong>in</strong>g a professional musician and work<strong>in</strong>g at<br />
another Greenville nonprofit, Andrew spent two<br />
days each week from May through December as<br />

<strong>our</strong> Wild & Scenic Film Festival screen<strong>in</strong>gs,<br />

“I began volunteer<strong>in</strong>g at <strong>Upstate</strong> <strong>Forever</strong><br />
this past August, about a week after I<br />
started my senior year at Riverside High<br />
School. My <strong>in</strong>terest <strong>in</strong> conservation and<br />
susta<strong>in</strong>ability developed last year, but<br />
my love of the outdoors goes back <strong>to</strong><br />
when I was a kid. This year at Riverside<br />
I am tak<strong>in</strong>g AP Environmental Science (or “APES” as my teacher calls<br />
it). I am enjoy<strong>in</strong>g gett<strong>in</strong>g <strong>in</strong>troduced <strong>to</strong> all the concepts <strong>in</strong> this field. I’m<br />
also enjoy<strong>in</strong>g be<strong>in</strong>g able <strong>to</strong> help out at <strong>Upstate</strong> <strong>Forever</strong> after school two<br />
days each week on a wide variety of projects. I appreciate the work that<br />
