1. Your attention is directed to the following interpretations of, changes in, and additions to the Contract
Specifications and Plans for the above named project at Boca Raton Airport, Boca Raton, Florida.
2. This Addendum is part of the Contract Documents and Plans, and the bidders are required to
acknowledge receipt of this Addendum in the space provided below.
This addendum includes the following:
PRE-BID CONFERENCE MEETING MINUTES
1. The Pre-Bid Conference meeting minutes, sign-in sheet and plan holders list are attached to this
Addendum No. 1.
CONTRACTOR QUESTIONS (FROM PRE-BID MEETING)
Question 1: Can Requests for Information (RFIs) during the bid phase be submitted by E-mail
instead of fax?
Answer 1: Yes, RFIs during the bid phase can be submitted by E-mail to
j_leske@ricondo.com. E-mail is the preferred method of submitting RFIs during the bid phase.
Question 2: Because the Contractor is responsible for submitting engineered design drawings
for the Jet Blast Deflecting Fence and the associated foundation, will the Contractor need to
submit the structural drawings to the City of Boca Raton for permit?
Answer 2: No, the Jet Blast Deflecting Fence and the associated foundation are on the
airfield and are covered under the airport land use. The Jet Blast Deflecting Fence and the
associated foundation are thereby excluded from the City of Boca Raton permitting process.
Question 3: Does the phrase “an Engineer Approved Equal” mean an alternative must be
submitted for approval prior to the bid?
Answer 3: Technical Specifications, Item 165-3.2, states: “…The Blast Fence shall be a
LYNNCO Type G14NB-3 manufactured by Blast Deflectors, Inc. of Reno, Nevada or an

approved equal.” This type and manufacturer is provided as an example only, not as an
endorsement of or preference for the type and/or manufacturer. All submitted designs, including
the foregoing, must meet all of the specifications of these Bid Documents and each
manufacturer and/or designer will be treated equally with regard to the evaluation of this Bid.
Instructions to Bidders (IB) 4.1.2 requires the Bidder and its subcontractors and/or
suppliers must submit statements of qualifications to complete the proposed work. The
requirements of IB4.1.2 are in agreement with the requirements of Technical Specification Item
165-2.1.A. The Contractor must satisfy itself as to the claims of the entities submitting
statements of qualification under IB4.1.2 and that these entities can accomplish the contracted
work. The submittals for Item F-165-1 Install 14-Foot Full Power Jet Blast Fence, Complete –
Per Linear Foot (LF), will be approved through the normal shop drawing process. A bid that
does not meet the requirements of IB4.1.2 may be considered nonresponsive.
Question 4: What happens if an awarded Bidder/Contractor cannot meet the submittal
requirements for the Jet Blast Deflector?
Answer 4: The Contractor would be required by Contract to meet the requirements of all
specified items. Failure to meet the requirements of any particular item is grounds for
termination of contract under failure to perform.
Question 5: Does the excavation at a 2:1 angle of repose impact the adjacent parking lot?
Answer 5: The installation of Blast Fence Foundation as shown on sheet ST-1, section B-B
will not undermine the adjacent parking lot. The means and methods employed by the
Contractor, such as a 2:1 angle of repose in lieu of a 1:1 angle of repose, are at the Contractors
discretion. The contractor must restore at his own expense property damaged outside the
scope of the project documents.

Scope The work generally consists of: installation of temporary security fence, removal of
existing security fence, clearing and grubbing, unclassified excavation, subgrade compaction,
installation of concrete foundations for security masonry wall and jet blast deflector fence,
landscape and irrigation modifications, electrical and lighting modifications, installation of a
security fence, obstruction lighting, installation of a jet blast deflector fence, grading and sodding,
and airfield pavement markings.
8.1. Bid Schedule The project Bid Schedule is a Base Bid with 36 items.
8.2. Total Contract Time 210 Cal Days
No questions were raised about the Bid Schedule or Contract Time.
9. SAFETY AND SECURITY - Security badges are required to operate on the Airport Operations
Area (AOA). Cost is $25 dollars per badge and shall be considered incidental to the work bid.

10. CONTRACT TERM AND SCHEDULE
9.1 Construction Schedule
Mobilization to Substantial Completion 180 Cal Days
Final Completion 30 Cal Days
Total (Cal Days are Cumulative) 210 Cal Days
9.2 Liquidated Damages
LIQUIDATED DAMAGES: OVERALL PROJECT COMPLETION: Five Hundred Dollars
($500) per calendar day of delay in completing the contract work beyond the above specified
Substantial Completion. Two Hundred and Fifty Dollars ($250) per calendar day of delay in
completing the contract work beyond the above specified Final Completion.
No questions were asked about the contract schedule or liquidated damages.
11. DBE AND FEDERAL REQUIREMENTS
9.9% DBE Goal
The contractor will need to demonstrate good faith effort to meet the DBE goal, if the good faith
effort is not demonstrated; the failure to meet the DBE goal or failure to sufficiently demonstrate
good faith effort to meet the DBE goal is to be considered a nonresponsive bid. The decision to
award will be based on lowest responsive bidder only; no extra consideration will be given in
regard to DBE percentage.
12. CONTRACTOR STAGING AREA
Boca Raton Airport Authority (BRAA) assumes no responsibility for security of areas used for
daily contractor employee parking and material storage outside of the Airport Operations Area
(AOA).
Parking of Personally Owned Vehicles (POV) will not be permitted on the airfield. The area
outside of the security fence in the vicinity of Gate 1S is available for parking POVs, the
Contractor shall satisfy himself as to the adequacy of this area for parking and make alternate
arrangements if necessary.
Use of the areas of Boomers parking lot outside of those specifically shown on the plans has not
been discussed with Boomers.

13. PERMIT FEES
Contractor shall obtain ALL Permits and Licenses required for the Construction Work. BRAA pays
for the permit fees.
The airport security fence relocation as shown on the plans follows the limits of the aviation use
easement. Construction of airport projects on this easement is excluded from the City of Boca
Raton permitting process.
14. CLARIFICATIONS

is preferred. Last date for questions is Thursday, March 14 th , 2013, 4:00 PM Local Time.
Questions asked at the bid pre-bid conference are answered in no particular order:
