1. Your attention is directed <strong>to</strong> <strong>the</strong> following interpretations of, changes in, and additions <strong>to</strong> <strong>the</strong> Contract<br />

Specifications and Plans <strong>for</strong> <strong>the</strong> above named project at Boca Ra<strong>to</strong>n Airport, Boca Ra<strong>to</strong>n, Florida.<br />

2. This Addendum is part of <strong>the</strong> Contract Documents and Plans, and <strong>the</strong> bidders are required <strong>to</strong><br />

ack<strong>no</strong>wledge receipt of this Addendum in <strong>the</strong> space provided below.<br />

This <strong>addendum</strong> includes <strong>the</strong> following:<br />

PRE-BID CONFERENCE MEETING MINUTES<br />

1. The Pre-Bid Conference meeting minutes, sign-in sheet and plan holders list are attached <strong>to</strong> this<br />

Addendum No. 1.<br />

CONTRACTOR QUESTIONS (FROM PRE-BID MEETING)<br />

Question 1: Can Requests <strong>for</strong> In<strong>for</strong>mation (RFIs) during <strong>the</strong> bid phase be submitted by E-mail<br />

instead of fax?<br />

Answer 1: Yes, RFIs during <strong>the</strong> bid phase can be submitted by E-mail <strong>to</strong><br />

j_leske@ricondo.com. E-mail is <strong>the</strong> preferred method of submitting RFIs during <strong>the</strong> bid phase.<br />

Question 2: Because <strong>the</strong> Contrac<strong>to</strong>r is responsible <strong>for</strong> submitting engineered design drawings<br />

<strong>for</strong> <strong>the</strong> Jet Blast Deflecting Fence and <strong>the</strong> associated foundation, will <strong>the</strong> Contrac<strong>to</strong>r need <strong>to</strong><br />

submit <strong>the</strong> structural drawings <strong>to</strong> <strong>the</strong> City of Boca Ra<strong>to</strong>n <strong>for</strong> permit?<br />

Answer 2: No, <strong>the</strong> Jet Blast Deflecting Fence and <strong>the</strong> associated foundation are on <strong>the</strong><br />

airfield and are covered under <strong>the</strong> airport land use. The Jet Blast Deflecting Fence and <strong>the</strong><br />

associated foundation are <strong>the</strong>reby excluded from <strong>the</strong> City of Boca Ra<strong>to</strong>n permitting process.<br />

Question 3: Does <strong>the</strong> phrase “an Engineer Approved Equal” mean an alternative must be<br />

submitted <strong>for</strong> approval prior <strong>to</strong> <strong>the</strong> bid?<br />

Answer 3: Technical Specifications, Item 165-3.2, states: “…The Blast Fence shall be a<br />

LYNNCO Type G14NB-3 manufactured by Blast Deflec<strong>to</strong>rs, Inc. of Re<strong>no</strong>, Nevada or an<br />

approved equal.” This type and manufacturer is provided as an example only, <strong>no</strong>t as an<br />

endorsement of or preference <strong>for</strong> <strong>the</strong> type and/or manufacturer. All submitted designs, including<br />

<strong>the</strong> <strong>for</strong>egoing, must meet all of <strong>the</strong> specifications of <strong>the</strong>se Bid Documents and each<br />

manufacturer and/or designer will be treated equally with regard <strong>to</strong> <strong>the</strong> evaluation of this Bid.<br />

Instructions <strong>to</strong> Bidders (IB) 4.1.2 requires <strong>the</strong> Bidder and its subcontrac<strong>to</strong>rs and/or<br />

suppliers must submit statements of qualifications <strong>to</strong> complete <strong>the</strong> proposed work. The<br />

requirements of IB4.1.2 are in agreement with <strong>the</strong> requirements of Technical Specification Item<br />

165-2.1.A. The Contrac<strong>to</strong>r must satisfy itself as <strong>to</strong> <strong>the</strong> claims of <strong>the</strong> entities submitting<br />

statements of qualification under IB4.1.2 and that <strong>the</strong>se entities can accomplish <strong>the</strong> contracted<br />

work. The submittals <strong>for</strong> Item F-165-1 Install 14-Foot Full Power Jet Blast Fence, Complete –<br />

Per Linear Foot (LF), will be approved through <strong>the</strong> <strong>no</strong>rmal shop drawing process. A bid that<br />

does <strong>no</strong>t meet <strong>the</strong> requirements of IB4.1.2 may be considered <strong>no</strong>nresponsive.<br />

Question 4: What happens if an awarded Bidder/Contrac<strong>to</strong>r can<strong>no</strong>t meet <strong>the</strong> submittal<br />

requirements <strong>for</strong> <strong>the</strong> Jet Blast Deflec<strong>to</strong>r?<br />

Answer 4: The Contrac<strong>to</strong>r would be required by Contract <strong>to</strong> meet <strong>the</strong> requirements of all<br />

specified items. Failure <strong>to</strong> meet <strong>the</strong> requirements of any particular item is grounds <strong>for</strong><br />

termination of contract under failure <strong>to</strong> per<strong>for</strong>m.<br />

Question 5: Does <strong>the</strong> excavation at a 2:1 angle of repose impact <strong>the</strong> adjacent parking lot?<br />

Answer 5: The installation of Blast Fence Foundation as shown on sheet ST-1, section B-B<br />

will <strong>no</strong>t undermine <strong>the</strong> adjacent parking lot. The means and methods employed by <strong>the</strong><br />

Contrac<strong>to</strong>r, such as a 2:1 angle of repose in lieu of a 1:1 angle of repose, are at <strong>the</strong> Contrac<strong>to</strong>rs<br />

discretion. The contrac<strong>to</strong>r must res<strong>to</strong>re at his own expense property damaged outside <strong>the</strong><br />

scope of <strong>the</strong> project <strong>documents</strong>.<br />

Scope The work generally consists of: installation of temporary security fence, removal of<br />

existing security fence, clearing and grubbing, unclassified excavation, subgrade compaction,<br />

installation of concrete foundations <strong>for</strong> security masonry wall and <strong>jet</strong> <strong>blast</strong> deflec<strong>to</strong>r fence,<br />

landscape and irrigation modifications, electrical and lighting modifications, installation of a<br />

security fence, obstruction lighting, installation of a <strong>jet</strong> <strong>blast</strong> deflec<strong>to</strong>r fence, grading and sodding,<br />

and airfield pavement markings.<br />

8.1. Bid Schedule The project Bid Schedule is a Base Bid with 36 items.<br />

8.2. Total Contract Time 210 Cal Days<br />

No questions were raised about <strong>the</strong> Bid Schedule or Contract Time.<br />

9. SAFETY AND SECURITY - Security badges are required <strong>to</strong> operate on <strong>the</strong> Airport Operations<br />

Area (AOA). Cost is $25 dollars per badge and shall be considered incidental <strong>to</strong> <strong>the</strong> work bid.<br />

10. CONTRACT TERM AND SCHEDULE<br />

9.1 Construction Schedule<br />

9.2 Liquidated Damages<br />

LIQUIDATED DAMAGES: OVERALL PROJECT COMPLETION: Five Hundred Dollars<br />

($500) per calendar day of delay in completing <strong>the</strong> contract work beyond <strong>the</strong> above specified<br />

Substantial Completion. Two Hundred and Fifty Dollars ($250) per calendar day of delay in<br />

completing <strong>the</strong> contract work beyond <strong>the</strong> above specified Final Completion.<br />

No questions were asked about <strong>the</strong> contract schedule or liquidated damages.<br />

11. DBE AND FEDERAL REQUIREMENTS<br />

9.9% DBE Goal<br />

The contrac<strong>to</strong>r will need <strong>to</strong> demonstrate good faith ef<strong>for</strong>t <strong>to</strong> meet <strong>the</strong> DBE goal, if <strong>the</strong> good faith<br />

ef<strong>for</strong>t is <strong>no</strong>t demonstrated; <strong>the</strong> failure <strong>to</strong> meet <strong>the</strong> DBE goal or failure <strong>to</strong> sufficiently demonstrate<br />

good faith ef<strong>for</strong>t <strong>to</strong> meet <strong>the</strong> DBE goal is <strong>to</strong> be considered a <strong>no</strong>nresponsive bid. The decision <strong>to</strong><br />

award will be based on lowest responsive bidder only; <strong>no</strong> extra consideration will be given in<br />

regard <strong>to</strong> DBE percentage.<br />

12. CONTRACTOR STAGING AREA<br />

Boca Ra<strong>to</strong>n Airport Authority (BRAA) assumes <strong>no</strong> responsibility <strong>for</strong> security of areas used <strong>for</strong><br />

daily contrac<strong>to</strong>r employee parking and material s<strong>to</strong>rage outside of <strong>the</strong> Airport Operations Area<br />

(AOA).<br />

Parking of Personally Owned Vehicles (POV) will <strong>no</strong>t be permitted on <strong>the</strong> airfield. The area<br />

outside of <strong>the</strong> security fence in <strong>the</strong> vicinity of Gate 1S is available <strong>for</strong> parking POVs, <strong>the</strong><br />

Contrac<strong>to</strong>r shall satisfy himself as <strong>to</strong> <strong>the</strong> adequacy of this area <strong>for</strong> parking and make alternate<br />

arrangements if necessary.<br />

Use of <strong>the</strong> areas of Boomers parking lot outside of those specifically shown on <strong>the</strong> plans has <strong>no</strong>t<br />

been discussed with Boomers.<br />

13. PERMIT FEES<br />

Contrac<strong>to</strong>r shall obtain ALL Permits and Licenses required <strong>for</strong> <strong>the</strong> Construction Work. BRAA pays<br />

<strong>for</strong> <strong>the</strong> permit fees.<br />

The airport security fence relocation as shown on <strong>the</strong> plans follows <strong>the</strong> limits of <strong>the</strong> aviation use<br />

easement. Construction of airport projects on this easement is excluded from <strong>the</strong> City of Boca<br />

Ra<strong>to</strong>n permitting process.<br />
