<strong>InterNational</strong> <strong>High</strong> <strong>Point</strong> <strong>Program</strong><br />

It is understood and agreed, due to varying differences of the <strong>Tennessee</strong><br />

<strong>Walking</strong> <strong>Horse</strong> breed created within the various continents and governments<br />

throughout the world which regulate and govern the showing and exhibition of<br />

horses, there will be some unique differences which dictate separate categories<br />

be made within some of the divisions and unique to each National <strong>Program</strong>.<br />

The TWHBEA <strong>InterNational</strong> <strong>High</strong> <strong>Point</strong> <strong>Program</strong> will originally be made up<br />

of the following <strong>Program</strong>s:<br />

Canadian European United States<br />

At such point where the growth of showing the <strong>Tennessee</strong> <strong>Walking</strong> <strong>Horse</strong><br />

warrants a new National <strong>Program</strong> be created for a specific global area, this will be<br />

promptly addressed by the <strong>InterNational</strong> <strong>High</strong> <strong>Point</strong> <strong>Program</strong> Sub-Committee with its<br />

recommendations forwarded to the TWHBEA <strong>Horse</strong> Show Committee for the<br />

appropriate discussion and action. However, the categories within each National<br />

<strong>Program</strong> Divisions shall be the same or similar where possible.<br />

PROGRAM'S PURPOSE :<br />

To Honor and Reward the Registered <strong>Tennessee</strong> <strong>Walking</strong> <strong>Horse</strong> across the<br />

world, who through competitive, successful showing throughout the year,<br />

exemplify the varied abilities, talent and stamina of this great breed.<br />

QUALIFICATIONS FOR PARTICIPATION ~ OWNER:<br />

Participation in the TWHBEA <strong>InterNational</strong> <strong>High</strong> <strong>Point</strong> <strong>Program</strong> is open to all<br />

TWHBEA members in good standing. The Owner(s) MUST be a TWHBEA member<br />

in good standing for qualified participation so that the qualified horse might acquire<br />

and accumulate points in the program. Youth participants must be a member in good<br />

standing of the TWHBEA or TWHYA. If a horse is registered as having more than<br />

one owner, all owners MUST be TWHBEA members in good standing in order for<br />

<strong>High</strong> <strong>Point</strong>s to be applied to the horse.<br />

If any one’s membership lapses during the program, but the member's dues/fees are<br />

paid and recorded in the office within 30 days of the expiration date, all points acquired<br />

during this 30 day grace period shall be counted. However, after this 30 day time period<br />

has expired and dues/fees have not been paid, additional points will not be accumulated<br />

again in the program until the delinquent member has paid all fees owed and is once again<br />

a member in good standing. <strong>Point</strong>s lost during the lapsed period will not be added into the<br />

<strong>InterNational</strong> <strong>High</strong> <strong>Point</strong> <strong>Program</strong>; only tabulated points while all parties' memberships are<br />

in good standing will be counted. If any one’s membership expires during October or<br />

November all dues/fees must be paid by the last day of October in order for an award to<br />

be given, otherwise the award will be forfeited and the runner up, etc. will be granted the<br />

award. No award will be granted to any horse if the owner(s) is no longer a TWHBEA or<br />

TWHYA member in good standing.


It is the sole responsibility of each member / participant to keep their TWHBEA<br />

/ TWHYA membership in a good standing status for points to be acquired.<br />

<strong>Point</strong>s begin accumulating in the <strong>Program</strong> from the time the TWHBEA /<br />

TWHYA membership fee(s) and/or any outstanding fees<br />

have been paid in full.<br />

QUALIFICATIONS FOR PARTICIPATION ~ HORSE:<br />

All equine participants must be registered <strong>Tennessee</strong> <strong>Walking</strong> <strong>Horse</strong>s in the<br />

TWHBEA registry. Owners are reminded to have their weanlings and yearlings<br />

parentage verified as soon as possible, without untimely delays. Beginning in 2012,<br />

all 2 and 3 yr. olds MUST have fulfilled parentage verification to be qualified to<br />

participate in the TWHBEA National Futurity programs, the TWHBEA <strong>InterNational</strong><br />

<strong>High</strong> <strong>Point</strong> <strong>Program</strong> and any other TWHBEA sanctioned program or events.<br />

The qualified horse shall be owned by a TWHBEA member(s) in good standing<br />

in order for points to be tabulated in the <strong>InterNational</strong> <strong>High</strong> <strong>Point</strong> <strong>Program</strong>.<br />

The qualified horse must be entered on the horse show’s entry sheet in their<br />

full/correct registered name, including the correct registration number, with the<br />

current owner's or owners' names, as well as all other required information.<br />

Failure to correctly enter a horse in a class on the class sheet will result in no<br />

points for that class being applied or counted toward a <strong>High</strong> <strong>Point</strong> Award!<br />

SALE OF A HORSE:<br />

If a qualified owner sells a qualified horse, the <strong>InterNational</strong> <strong>High</strong> <strong>Point</strong> <strong>Program</strong><br />

Sub-Committee will be notified immediately as a result of the TWHBEA transfer policy<br />

and requirements. <strong>Point</strong>s that applied to the horse under the previous qualified owner<br />

will continue without any lapse or delay in acquiring points under the new ownership<br />

contingent on the date the horse is sold, the date of the transfer, if the transfer is properly<br />

completed within the required 30 days, and whether or not the new owner(s) is a<br />

TWHBEA member in good standing, or until all the participating parties involved with<br />

the new ownership have become TWHBEA or TWHYA members in good standing. (see<br />

Qualifications for Participation ~ Owner; <strong>Horse</strong>) All transfers of sales MUST be done<br />

within 30 days of the sale before further points will be acquired and accumulated by the<br />

qualified horse.<br />

For example:<br />

a qualified horse is sold by a qualified owner to a non -TWHBEA member owner. The<br />

qualified horse must have its registration papers properly transferred with TWHBEA within<br />

30 days, and the new owner(s) must become a TWHBEA member in good standing before<br />

any points will continue to be accumulated in the <strong>Program</strong>.<br />

a qualified horse is sold by a qualified owner to a TWHBEA owner who is a member in<br />

good standing; The registration papers must be properly transferred with TWHBEA<br />

within 30 days in order for points to continue accumulating in the <strong>Program</strong>.<br />

A LEASE SITUATION:<br />

All Lease transactions MUST BE in order and on Record, with the Lease fee paid<br />

in the TWHBEA office, before a lease transaction is recognized and points can be<br />

acquired in the <strong>Program</strong>. The individual leasing the horse MUST BE a TWHBEA or<br />

TWHYA member in good standing in order for points to be acquired and accumulated.<br />

The original/actual owner (lessor) on record for the horse MUST BE and MUST<br />

REMAIN a TWHBEA member in good standing in order for points to be acquired and<br />

accumulated throughout the lease term.<br />

It is the sole Responsibility of All Parties involved in a Lease Transaction to<br />

see that All Parties are TWHBEA/TWHYA members in good standing and that<br />

the Lease Transaction has been properly filed and on record in the TWHBEA<br />

office with all fees paid in order for the proper Qualifications to be met for<br />

participation or continued participation in the <strong>InterNational</strong> <strong>High</strong> <strong>Point</strong> <strong>Program</strong>.<br />

PROGRAM ENTRY:<br />

Every TWHBEA registered horse entered in a show, other events or<br />

competitions, and owned by a TWHBEA / TWHYA member or members in good<br />

standing, is eligible to participate in the program. In the Equitation Division points are<br />

acquired by the Exhibitor who must be a TWHBEA / TWHYA member in good standing,<br />

while the Owner(s) of the horse is also a TWHBEA / TWHYA member in good standing.<br />

PROGRAM ENTRIES & THEIR CATEGORIES :<br />

Unless otherwise noted, all National <strong>Program</strong>s will have the same categories<br />

for which a horse is eligible to receive a year end award. All entries will be<br />

categorized appropriately. Initially the number of categories in which an award will<br />

be given will be narrow in size as entries may be combined in a category. For<br />

example: stock seat equitation may have adults & youth combined for a single stock<br />

seat equitation award. However, when any category has participation numbers<br />

warranting either a separation of categories or in a case where fewer numbers justify<br />

the combining of categories, the appropriate action will be taken at the discretion of<br />

the <strong>InterNational</strong> <strong>High</strong> <strong>Point</strong> <strong>Program</strong> Sub-Committee of the TWHBEA <strong>Horse</strong> Show<br />

Committee. <strong>Point</strong>s acquired in specific classes will be noted and counted in the<br />

appropriate division and category. <strong>High</strong> <strong>Point</strong> information will be available online<br />

on the TWHBEA website, www.twhbea.com, under the TWHBEA <strong>InterNational</strong><br />

<strong>High</strong> <strong>Point</strong> <strong>Program</strong> and periodically in the VOICE and other media.<br />

EXAMPLES: <strong>High</strong> <strong>Point</strong>s for categories with Championship classes shall be tabulated in<br />

their respective categories until qualified participation in the program grows to warrant a<br />

separate category for "Championship" entries.<br />

Classes with the description of "2 Gait" shall be the “same as” Specialty and points shall be<br />

tabulated in that same category.<br />

Classes with the description of "3 Gait" shall be the “same as” Canter and points shall be<br />

tabulated in that same category.<br />

Weanling colts and fillies will be combined into one category, "Weanlings" until qualified<br />

participation increases in the program.<br />

Yearling colts and fillies will be combined into one category, "Yearlings" until qualified<br />

participation increases in the program.<br />

PROGRAM COMMUNICATION :<br />

The VOICE magazine, and the TWHBEA website will serve as the official<br />

lines of communication for the <strong>InterNational</strong> <strong>High</strong> <strong>Point</strong> <strong>Program</strong>. English shall be<br />

the official language recognized and used in all communications. If it becomes<br />

overwhelmingly necessary, the <strong>InterNational</strong> <strong>High</strong> <strong>Point</strong> <strong>Program</strong> Sub-Committee<br />

will work with the TWHBEA International Committee to request and utilize<br />

TWHBEA International member volunteers from the membership in the specific<br />

desired language to provide whatever translations are needed. However, it shall not<br />

be the responsibility of the <strong>InterNational</strong> <strong>High</strong> <strong>Point</strong> <strong>Program</strong> Sub-Committee or the<br />

TWHBEA <strong>Horse</strong> Show Committee to see that this requested translation is in fact<br />

completed/finished or that the translation(s) is accurate in wording, verbiage, etc..<br />

It will be the sole discretion of the <strong>InterNational</strong> <strong>High</strong> <strong>Point</strong> <strong>Program</strong> Sub-<br />

Committee to determine the appropriate tabulation of uncertain type classifications<br />

of entries. However, be assured the Sub-Committee will be in contact with<br />

designated BOD or TWHBEA members in those specific locations and programs to<br />

better help determine the best tabulation of points if such a situation does arise.<br />

If there is any concern on the part of a qualified TWHBEA <strong>High</strong> <strong>Point</strong> <strong>Program</strong><br />

participant regarding point tabulation, an email may be sent to the attention of the<br />

<strong>InterNational</strong> <strong>High</strong> <strong>Point</strong> <strong>Program</strong> Sub-Committee through the TWHBEA website and<br />

the matter will be reviewed. However, the Sub-Committee's review and subsequent<br />

follow-up decision on the tabulation of the entry shall be final. Their decision will be<br />

promptly forwarded to the member through email. Note ~ the Sub-Committee<br />

cannot and will not be responsible for emails not received on either end due to<br />

restrictions such as spam type filtering of email servers.<br />

QUALIFIED EARNED HIGH POINTS :<br />

Qualified participation "points" will be awarded to qualified horses owned by<br />

qualified owners participating in the <strong>Program</strong>. The <strong>InterNational</strong> <strong>High</strong> <strong>Point</strong> <strong>Program</strong><br />

is intended to recognize the TWHBEA Registered horse and the TWHBEA/TWHYA<br />

Owner(s) in good standing, for their work, fulfillment and enjoyment of showing their<br />

horses in competitive events of all aspects and the various disciplines of the <strong>Tennessee</strong><br />

<strong>Walking</strong> <strong>Horse</strong>. The accumulation of points in the <strong>Program</strong> is intended to be done in a<br />

fair and equal as is possible method, rewarding the quality of one's competition to the<br />

fullest extent possible within and across the National <strong>Program</strong>s. This program is not<br />

intended to be bound by any HIO or other organizational frameworks or personal opinions.<br />

<strong>Point</strong>s are transferable if the qualified horse is sold and the required qualifications are met<br />

by all parties. All show placings received on official entry sheet copies will also be posted<br />

in the horse's individual show record.<br />

ACQUIRING HIGH POINTS:<br />

In order to acquire <strong>Point</strong>s:<br />

there must be at least one <strong>Walking</strong> <strong>Horse</strong> class in a show, competition or<br />

event<br />

an official copy of the horse show schedule or competition, and the entry<br />

sheets of the competition/event must be sent to the TWHBEA home office<br />

in Lewisburg in order that the proper recording of results can be made in<br />

both the horse's individual show record and in the <strong>InterNational</strong> <strong>High</strong> <strong>Point</strong><br />

<strong>Program</strong> as a qualified participating horse in the program.<br />

The <strong>InterNational</strong> <strong>High</strong> <strong>Point</strong> Sub-Committee, <strong>Horse</strong> Show Committee nor<br />

TWHBEA will be responsible if points are not acquired for a particular show<br />

due to the official copy of all entry sheets for all the <strong>Walking</strong> <strong>Horse</strong> classes in<br />

the horse show or event not being received.<br />

Note: If a qualified participating horse is excused from the show ring or competition<br />

at the request of the exhibitor, judge, ringmaster or any other member of show<br />

management, or is disqualified from the competition/event for any reason, NO points<br />

will be acquired or applied to the horse in the <strong>Program</strong> for that specific class or event.<br />

<strong>Point</strong>s will be applied as follows:<br />

1. <strong>Point</strong>s will be awarded in accordance to its placing with the number of horses in<br />

the class in which the horse /exhibitor is showing or competing.<br />

2. <strong>Point</strong>s in all horse shows/competitions/events will be single points only.<br />

3. Each qualified <strong>Horse</strong> (Exhibitor in equitation) will acquire / accumulate points.<br />

4. If a class is listed on the show schedule as being a combined class such as Youth and<br />

Amateur or Amateur and Open combined, points will be applied in the appropriate<br />

age or status category in which the Exhibitor/ <strong>Horse</strong> team normally competes.<br />

5. In cases of a tie, the qualified horse that has the highest percentage of placings overall<br />

in the category will determine the winner of the tie.<br />

EXAMPLES of how points will be calculated:<br />

A horse shows at the NC State Championship in a class of 15 horses. The horse<br />

places 6 th . The horse acquires 10 points.<br />

The horse shows at an all walking horse show in a class of 3 horses. The horse<br />

places 3 rd . The horse receives 1 point.<br />

A horse is the sole entry in a class at a multi-breed show. The horse receives 1<br />

point.<br />

At the present time, No points will be acquired for participation in and of itself.<br />

PROGRAM ANNUAL TIME FRAME :<br />

The <strong>Program</strong> begins November 1 st and ends October 31 st of the following calendar<br />

year, excluding the initial year of the program which begins January 1, 2012 and ends<br />

October 31, 2012 or as noted in "Qualifications for Participation". Final tabulations<br />

will be done AFTER October 31st. <strong>Point</strong>s acquired for shows or competitive events<br />

after October 31 st of a calendar year will be forwarded and applied to the upcoming<br />

year's program points. <strong>Point</strong>s will ONLY be counted for qualified horses with<br />

TWHBEA/TWHYA owner participants with memberships in good standing<br />

END OF THE YEAR AWARDS!<br />

Awards will be presented to <strong>High</strong> <strong>Point</strong> Winners of the <strong>InterNational</strong> <strong>High</strong> <strong>Point</strong><br />

<strong>Program</strong> in December during the TWHBEA Annual Award Banquet or the European<br />

and Canadian Annual Banquets. The exact Date and Banquet locations will be<br />

announced in the VOICE and online on the TWHBEA website. Notification will be<br />

sent to the top winners for their possible attendance to receive their horse's award.<br />

Any participant unable to attend the respective Banquet, as well as all other participant<br />

awards, will be mailed/shipped their award(s) within fourteen business days after the<br />

banquet to the address noted in the registry files as belonging to the current owner of<br />

the registered TWHBEA winning horse.<br />

NATIONAL PROGRAMS<br />

The qualified horse and qualified owner(s) are participants in the National<br />

<strong>Program</strong> in which the show/competition/event takes place in order to acquire and<br />

accumulate points as well as record those results in the horse's show record.<br />

A qualified TWHBEA member who is a resident of one program, such as Canada,<br />

but has a horse that is stabled and shown in the United States, will acquire points for<br />

that specific horse in the United States program, not Canada, since the shows where the<br />

points have been acquired are in the United States. Likewise a qualified TWHBEA<br />

horse owned by a qualified TWHBEA member who is a resident of say the United<br />

States, but has a horse compete in European shows, points will be acquired in the<br />

European program, not the United States, etc.<br />

The Canadian, European and United States <strong>Program</strong>s will be made of the<br />

CATEGORIES:<br />

During the initial years of the <strong>InterNational</strong> <strong>High</strong> <strong>Point</strong> <strong>Program</strong> there will be<br />

fewer categories in which awards will be given. It will be at the discretion of the<br />

<strong>InterNational</strong> <strong>High</strong> <strong>Point</strong> <strong>Program</strong> Sub-Committee to combine or separate categories as<br />

they see qualified participation warrants. However, as the program grows and qualified<br />

participation increases, more individual categories will be added or expanded. Classes<br />

will fall under categories as referred to in “<strong>Program</strong> Entries & Their Categories”.<br />

The names of some categories will vary slightly within the three National<br />

<strong>Program</strong>s however, the classifications, gait and judging standards will be the same in<br />

each program to the fullest extent possible.<br />

TWHBEA must receive the complete horse show results, listing all<br />

entries in each <strong>Walking</strong> <strong>Horse</strong> class in order that points can be counted!<br />

(see pg.5 of "Qualified Earned <strong>High</strong> <strong>Point</strong>s")<br />

TWHBEA has contacted various HIOs and other organizations requesting to<br />

receive copies of horse show results. Unfortunately not all have responded. The<br />

TWHBEA <strong>Horse</strong> Show Committee needs and requests the assistance of all participants<br />

in the <strong>Program</strong>, urging HIOs, organizations and horse shows/competitions/events to<br />

send a complete official copy of their horse show results to TWHBEA in order that the<br />

acquired points can be calculated in the program and recorded in the horse's record.<br />

on page 3 "Qualifications for Participation ~ A Lease Situation".<br />

Due to the differences in the show and competition TWH population throughout<br />

Canada, the distance exhibitors must travel to events, and other variables, the <strong>Program</strong> in<br />

Canada will have some differences from the other two <strong>Program</strong>s in the Pleasure Division<br />

which are to be understood and accepted by participants in the other two <strong>Program</strong>s of the<br />

TWHBEA <strong>InterNational</strong> <strong>High</strong> <strong>Point</strong> <strong>Program</strong>.<br />

Youth, English / Western tack, 2 / 3 Gait will be combined. TWH must be noted on<br />

the entry sheets plus required information. See “Qualifications for Participation ~<br />

<strong>Horse</strong>” page 2.<br />

Europe, the distance exhibitors must travel to events, and other variables, the European<br />

Youth, English / Western tack, 2 / 3 Gait will be combined. TWH must be noted on<br />

the entry sheets plus required information. See “Qualifications for Participation ~<br />

Categories for the United States <strong>Program</strong><br />

Due to the differences in the show and competition TWH population throughout the<br />

U.S., the distance exhibitors must travel to events in regions, and other variables such as<br />

different shoeing regulations within the HIO systems, the U.S. <strong>Program</strong> will have<br />

differences from the other two <strong>Program</strong>s in the Pleasure Division which are to be<br />

understood and accepted by participants in the other two <strong>Program</strong>s of the TWHBEA<br />

<strong>InterNational</strong> <strong>High</strong> <strong>Point</strong> <strong>Program</strong> and as might be applicable within the U.S. <strong>Program</strong>.<br />

It will be at the discretion of the <strong>InterNational</strong> <strong>High</strong> <strong>Point</strong> <strong>Program</strong> Sub-Committee,<br />

to determine the appropriate category for recording and placing the acquired points. It<br />

must be understood and accepted by every qualified participant in the United States<br />

<strong>Program</strong>, due to different shoe sizes, weight, etc. permitted across the many HIO and<br />

organization programs, a sincere and earnest effort will be made to accurately record<br />

and place the acquired points in the appropriate category's classification. Designated<br />

BOD and TWHBEA members within the numerous affiliating and sponsoring programs<br />

will be contacted when necessary to better understand and clarify a class description so<br />

the most accurate classifying, recording and placing of the acquired points can be made.<br />

Supreme Versatility <strong>Program</strong>. <strong>Point</strong>s acquired in the <strong>InterNational</strong> <strong>High</strong> <strong>Point</strong><br />

program DO NOT count toward points in the Supreme Versatility <strong>Program</strong>. )<br />

The <strong>InterNational</strong> <strong>High</strong> <strong>Point</strong> <strong>Program</strong>'s Versatility Division is in NO way intended to<br />

compete with nor in any way diminish the importance of the Supreme Versatility <strong>Program</strong><br />

or the distinguished accomplishments of those TWHBEA horses, breeders, owners and<br />

exhibitors that participate in the Supreme Versatility <strong>Program</strong>. The <strong>InterNational</strong> <strong>High</strong> <strong>Point</strong><br />

<strong>Program</strong> Versatility division is meant to fill a void for those TWHBEA members with<br />

Versatility horses who, for whatever reasons or circumstances are unable to participate in the<br />

requirements of the Pleasure <strong>Horse</strong>'s Supreme Versatility <strong>Program</strong>.<br />

The names of classes listed under each category are not limited to those alone,<br />

but are simply meant to serve as class examples.<br />

Amateur Owned & Trained by definition is that of a horse owned and trained by an<br />

individual or individuals (related or not) that are not licensed, certified and or registered<br />

"professionals" in any manner. An Amateur Owned & Trained status individual(s) may<br />

in fact receive some remuneration for horses, such as boarding other individual's horses or<br />

as a certified riding instructor. They DO NOT receive ongoing remuneration for the daily<br />

training of any other person's horse or horses as a "professional" trainer. They DO NOT<br />

earn their living or the majority of their living in this manner. All training of the horse<br />

is to be done by owner exhibitor individual(s) for their own personal satisfaction and the<br />

enjoyment of training and exhibiting their personal horse(s) themselves. Amateur Trained<br />

& Owned might best describe this division. However, it is traditionally known as AOT.<br />

The AO&T horse is NOT to have had any "professional" training within 90 days of<br />

participation in an AO&T class for points to be acquired in the program. The same<br />

qualifications apply as with all other participants.

Awards will be presented for each category in the divisions of the three National<br />

<strong>Program</strong>s for the qualified participants that have accumulated the most points in…<br />

Awards will be given for 1 st through 10 th rankings. Notification will be sent to the<br />

top winners for their possible attendance to receive their horse's award. The qualified<br />

TWHBEA owner on record for the qualified horse at the conclusion of each program<br />

year as determined above in "Qualifications for Participation" and "Qualified Earned<br />

Participation <strong>High</strong> <strong>Point</strong>s" will be the recipient of the <strong>InterNational</strong> <strong>High</strong> <strong>Point</strong> Awards<br />

presented. End of the Year award tabulations will be final.<br />

No award will be granted to a qualified horse if its owner(s) is not a TWHBEA / TWHYA<br />

member in good standing. In such case, the next qualified horse with a qualified owner(s)<br />

would be granted the award, etc.<br />

It is the sincere desire of the TWHBEA <strong>Horse</strong> Show Committee and<br />

International <strong>High</strong> <strong>Point</strong> <strong>Program</strong> Sub-Committee, that this program will<br />

grow in such a manner that all TWHBEA registered <strong>Tennessee</strong> <strong>Walking</strong><br />

<strong>Horse</strong>s and their TWHBEA breeders, owners, exhibitors and trainers<br />

across the world, who choose to show their horses in various disciplines<br />

at competitive shows and other events, will enjoy participation in this<br />

program, and that it continues to grow and make a positive impact for<br />

this talented, versatile and great breed, the <strong>Tennessee</strong> <strong>Walking</strong> <strong>Horse</strong>.<br />

As may be required in the future of this <strong>Program</strong>, various elements of the<br />

<strong>Program</strong> may need to be amended in some manner for reasons unforeseen at this<br />

time. If and when such occurs, the written portion of the <strong>Program</strong> will be edited to<br />

reflect those necessary changes. Meanwhile, announcements of any kind will be<br />

communicated through the TWHBEA, TWHBEA website and the VOICE magazine.<br />
