Addressing infrastructural gaps and building instituti<strong>on</strong>al capacities;<br />
Expansi<strong>on</strong> of health care coverage for <strong>the</strong> poor through <strong>the</strong> Nati<strong>on</strong>al<br />
Health Insurance Scheme (a key priority);<br />
Streng<strong>the</strong>ning disease c<strong>on</strong>trol and preventive health care;<br />
Maintenance and upgrading of facilities at primary and tertiary<br />
healthcare instituti<strong>on</strong>s;<br />
Streng<strong>the</strong>ning inspectorate service;<br />
Overhauling educati<strong>on</strong> curricula;<br />
Deepening school sports;<br />
Enhancing private sector participati<strong>on</strong> in sports development;<br />
Enhancing industrial peace and harm<strong>on</strong>y and improving labour<br />
productivity;<br />
Skill development and upgrading;<br />
Development of youth centres; and,<br />
Creating new jobs and opportunities.<br />
Dr. Usman fur<strong>the</strong>r informed participants that a total investment of N32 trilli<strong>on</strong><br />
was required during <strong>the</strong> first NIP period, distributed as follows: FGN: N10<br />
trilli<strong>on</strong>, State & LGA: N9 trilli<strong>on</strong>, and Private Sector: N13trilli<strong>on</strong>. He also<br />
stated that <strong>the</strong> sources of funding <strong>the</strong> investment included <strong>the</strong> Federal<br />
Government, States and LGAs, issuance of FGN b<strong>on</strong>ds, Development<br />
Partners, Private Sector, Internati<strong>on</strong>al Financial Instituti<strong>on</strong>s, Reprioritizing<br />
expenditure and Enhancing revenue.<br />
On enhancing revenue collecti<strong>on</strong>, <strong>the</strong> following measures had been identified:<br />
Audit of oil revenue remittances and financial activities of NNPC;<br />
Implementati<strong>on</strong> of <strong>the</strong> Petroleum Industry Bill;<br />
Audit of n<strong>on</strong>-oil revenue including IGR remittances, and closer<br />
oversight of use of IGR;<br />
Ongoing enhanced drive by FIRS to improve tax collecti<strong>on</strong>, including<br />
implementati<strong>on</strong> of <strong>the</strong> Nati<strong>on</strong>al Tax Policy;<br />
Ongoing review of tariffs;<br />
Correct pricing for petroleum products, power, gas etc;<br />
Need to take tough decisi<strong>on</strong>s.<br />
On <strong>the</strong> critical role of <strong>the</strong> legislature towards achieving Visi<strong>on</strong> 20:2020, he<br />
said that <strong>the</strong> legislature would have to:<br />
