INTRODUCTION<br />

Since 1993, <strong>the</strong> NESG has remained in <strong>the</strong> vanguard of <strong>the</strong> campaign to<br />

create an enabling envir<strong>on</strong>ment c<strong>on</strong>ducive to good governance, resp<strong>on</strong>sible<br />

private investment and sustainable ec<strong>on</strong>omic growth. Although reas<strong>on</strong>able<br />

progress had been made in laying foundati<strong>on</strong>s for growth in a few sectors of<br />

<strong>the</strong> ec<strong>on</strong>omy, <strong>the</strong>re is still ground to be covered.<br />

One remarkable achievement of NES#15 was <strong>the</strong> c<strong>on</strong>siderati<strong>on</strong> for adopti<strong>on</strong><br />

of <strong>the</strong> NES#15 recommendati<strong>on</strong>s by <strong>the</strong> Federal Executive Council and <strong>the</strong><br />

directive that appropriate acti<strong>on</strong>s be taken. This important development<br />

provided fur<strong>the</strong>r impetus for <strong>the</strong> NESG to intensify and sustain public/private<br />

dialogue <strong>on</strong> ec<strong>on</strong>omic issues in Nigeria. Similar effort had also been initiated<br />

by <strong>the</strong> Federal Ministry of Finance to design her own Ec<strong>on</strong>omic Scorecard to<br />

capture Nigeria’s ec<strong>on</strong>omic progress. At <strong>the</strong> sub-nati<strong>on</strong>al level, <strong>the</strong> African<br />

Institute of Applied Ec<strong>on</strong>omics had also produced a scorecard for measuring<br />

<strong>the</strong> competitiveness of <strong>Nigerian</strong> states. These developments were as a result<br />

of <strong>the</strong> decisi<strong>on</strong> at NES#15 for <strong>the</strong> adopti<strong>on</strong> of scorecard for benchmarking<br />

ec<strong>on</strong>omic progress in <strong>the</strong> development efforts <strong>on</strong> an annual basis, using <strong>the</strong><br />

framework of <strong>the</strong> Global Competitiveness Index (GCI).<br />

The NES#16 held at <strong>the</strong> Transcorp Hilt<strong>on</strong>, Abuja from Tuesday October 19<br />

- Thursday 21, <strong>2010</strong>. The <strong>Summit</strong> was a milest<strong>on</strong>e in <strong>the</strong> history of <strong>the</strong> summit<br />

process for three reas<strong>on</strong>s: because it was <strong>on</strong> <strong>the</strong> eve of an electi<strong>on</strong> year, <strong>on</strong><br />

Nigeria’s 50 th (Jubilee) Anniversary and <strong>the</strong> first under <strong>the</strong> leadership of Dr.<br />

Goodluck J<strong>on</strong>athan, GCFR, President, Federal Republic of Nigeria.<br />

In attendance were dignitaries: senior government officials including Dr.<br />

Goodluck J<strong>on</strong>athan, GCFR, President, Federal Republic of Nigeria and Arc.<br />

Namadi Sambo, GCON, Vice President, Federal Republic of Nigeria. O<strong>the</strong>rs<br />

were financial markets operators and regulators, captains of industry, senior<br />

<strong>Nigerian</strong> Ec<strong>on</strong>omic <strong>Summit</strong> 7
