Building the People Powered Movement
2012 Annual Report
1
Letter from the President
State and local bicycle and pedestrian advocacy organizations are the frontline of our People Powered Movement, working
hard every day to transform communities into better and safer places to bike and walk. As I speak and work with
leaders across the continent, I am consistently awed by their commitment and passion for this work. With every ribbon
cutting for a new bike lane, trail, sidewalk or crossing, these remarkable organizations and their dedicated leaders are
transforming the safety, health, mobility options, and economic vitality in communities.
Advocates founded the Alliance to support and strengthen state and local advocacy organizations and their leaders.
Today, our commitment and capacity to fulfill this mission is stronger than ever. Our focus on promoting effective campaigns,
pushing for results and measuring our movement’s progress helps make biking and walking advocacy stronger in
states, regions and cities across North America.
The Alliance is now made up of well over 200 state and local bicycle and pedestrian advocacy organizations in the US,
Canada and Mexico. Half of our member organizations are now professionalized with paid staff, and I’m pleased to report
that state and local organizations now employ nearly 400 full-time equivalent staff.
Over the course of 2012, the Alliance grew our strongest programs and services. We published the 2012 Benchmarking
Report, strengthened the Open Streets Project with our new Open Streets Guide, expanded services and support for community
bike shops, hosted the Alliance’s largest Leadership Retreat yet and developed an increased focus on equity as we
work to expand and diversify our movement.
In 2012, we also held intensive discussions about merging with our closest partners – the League of American Bicyclists
and Bikes Belong. Together, we agreed to continue operating independently but to increase our collaboration as we work
towards better bicycling and walking. We continue to work in tight partnership with both organizations to boost and
elevate the work of state and local advocates.
2013 opens a new chapter for the Alliance. As we plan and implement a new strategic direction, we are excited to support
new innovations in biking and walking advocacy on the ground. This year, we will work with our largest and strongest
member organizations to spearhead nationally coordinated campaigns to boost biking and walking, and will create more
tools and resources to benefit all Alliance member organizations and our movement.
I am proud to share highlights of our accomplishments in 2012 and look forward to forging ahead with you. Thank you
for your support!
In 2012, the Alliance hosted
four Winning Campaigns
Trainings that gave
advocates the skills and
strategies to craft and
manage powerful
campaigns to increase biking
and walking. In total,
participants from 28 different
organizations launched
or improved at least 24
campaigns to boost biking
and walking in their communities.
The Alliance held
trainings in Boston, MA;
Tucson, AZ; Houston, TX;
and Kansas City, MO.
- Emily Yetman, Executive Director, Livable Streets Alliance (Tucson)
“We’re extremely busy and often
overworked at our organization. The
Leadership
Retreat
In September, the Alliance
brought together 116 advocacy
leaders from 80 organizations
for the 2012 Leadership Retreat.
Featuring 30 sessions on communications,
fundraising, board
development, and diversification,
it was the largest and most
successful Alliance Leadership
Retreat to date.
“As a new executive director, I found the Leadership
Retreat an amazing opportunity to meet and
learn from my peers around the country. It’s so
important to strengthen a national agenda while
still working within our unique circumstances.”
- Barb Chamberlain, Bicycle Alliance of Washington
“The Leadership Retreat is the best way to
connect with my peers, forge new friendships and
build on existing partnerships to build a stronger,
more engaged national movement toward safer,
better, and more fun opportunities for biking and
walking.”
2012 Benchmarking Report
In January of 2012, the Alliance published Bicycling and
Walking in the United States: 2012 Benchmarking Report. The
report compiles data on biking and walking in all 50 states
and the 51 largest cities, including levels of biking and walking;
safety and fatality rates; funding; infrastructure; public
health indicators; economic impact data and more.
With statistics, case studies and loads of other resources, the
Benchmarking Report shows legislators where the nation’s
biking and walking infrastructure stands.
Community Bike Shops
In 2012, the Alliance increased efforts to include community
bike shops into conversations at the local and national levels.
The Alliance facilitated a meeting of community bike shop
leaders at the National Bike Summit, and held our first Mutual
Aid call on community bike shops. Staff also attended
and presented at two national conferences for community
bike shops, the Youth Bike Summit and Bike! Bike!.
Open Streets Project
Open streets initiatives create space for people to walk, bike
and engage in healthy activity by temporarily closing roads
to motor vehicle traffic. The Alliance and our partners The
Streets Plan Collaborative launched the Open Streets Project
in 2011 to increase the number, size and frequency of Open
Streets in North America. There are now more than 80 communities
with open streets in the U.S. and Canada, and 12
initiatives were launched in 2012 alone.
In 2012, the Alliance published the Open Streets Guide, a
comprehensive source for information on the benefits of
open streets and how to create new initiatives. Visitors to the
Open Streets Project web site have downloaded the guide
over 1,500 times. The Alliance has presented on the guide at
Pro Walk/Pro Bike and the World Bank.
Advocacy Advance
Advocacy Advance – a partnership of the Alliance and League of American Bicyclists – provides
tools, training and resources for advocates and agency staff to increase federal funding
for local and state bicycle and pedestrian projects and programs.
Advocacy Advance was the first team to work with advocates and community leaders to
interpret and effectively implement the 2012 federal transportation law, MAP-21. We are committed
to ensuring that state and local governments use every opportunity in the new law to
increase the safety and convenience of biking and walking. To this end, Advocacy Advance
launched the “Navigating MAP-21” campaign to coordinate with Alliance leaders and partners
who are spearheading statewide campaigns to maximize investments under the new law.
The team developed reports and advocacy resources, convened a bike/ped-friendly MPO
working group to develop regional resources, and implemented a data tracking system to arm
advocates with vital funding data. Advocacy Advance also held 6 webinars for its Navigating
MAP-21 series and facilitated 8 workshops with a focus on new transportation policy.
In addition, Advocacy Advance awarded Rapid Response Grants to 17 organizations to win
funding campaigns and propel biking and walking to the forefront of state and local policymaking.
“Advocacy Advance Workshops
are a valuable resource for
turning advocacy into action and
moving projects forward in your
community.” - T.R. Dudley, Mayor
of Potosi, MO
“The Advocacy Advance Workshop was instrumental
in helping us identify key critical campaigns for the
upcoming years. It gave us the tools we need to start our
campaign to fund and implement the recently passed
Anchorage Bicycle Plan.” – Brian Litmans, President,
Bicycle Commuters of Anchorage
