As part of their pledge
for transparency in the new
administration, Gov. Lolo
Matalasi Moliga has approved
the emergency hiring of
18 teachers into the public
schools, with the possibility
of more teachers, says Department
of Education Director,
Dr. Salu Hunkin Finau.
This came as a result of her
assessment conducted in the
schools when she first came
on board. She explained that
these available positions were
for the slots of teachers who
have resigned or retired and
the positions are budgeted for
FY2013.
She noted that following
their interviews, the teachers
were hired, while their
employment documents are
being processed. Finau said
usually it takes up to 60 days
to process employment work
for any government employee,
but given the immediate need
for teachers to fill the class-

The Samoan to’oto’o, fue and upeti that belonged to the late
U.S. Sen. Daniel K. Inouye has been gifted by the Daniel K.
Inouye Legacy Fund and are now on display at the American
Samoa Government office in Honolulu.
Inouye, who held the Samoan chiefly title of Fofoga-o-
Samoa, was a longtime friend of American Samoa. He passed
away last December at the age of 88.
“The story of Dan Inouye is the story of modern Hawai’i
and the story of the promise of America,” Inouye’s widow,
Irene Hirano Inouye wrote in a Feb. 2 letter to Afimutasi Gus
Hanneman, director of the ASG Office in Honolulu.
On behalf of the Inouye Legacy Fund, Mrs. Inouye presented
Fofoga-o-Samoa’s to’oto’o (orator’s staff), fue (orator’s
whisk) and upeti (tapa design board) to Afimutasi for the
ASG office in Honolulu. In addition, she also presented to the
Hannemann family a dark wood to’oto’o “in honor of Dan.”

problems high on the agenda

Gov. Lolo Matalasi Moliga has expressed his appreciation
for Congressman Faleomavaega Eni’s support of the territorial
administration’s initiative to reform local immigration laws,
which need to be strengthened in order to prevent the federal
government from taking over local immigration, says the governor’s
executive assistant Iulogologo Joseph Pereira.
Lolo met this week with Faleomavaega in Washington D.C.
while the governor was in the nation’s capital for several meetings
with federal officials. During their meeting the governor
relayed to the congressman the administration’s move to reform
local immigration laws, especially dealing with undocumented
foreigners who enter the territory.
“Faleomavaega has committed his support to Lolo’s initiative
to reform our immigration process and governing laws.
According to Faleomavaega, this is most opportune, because if
no local effort is energized to address our corrupt immigration
process, the Federal Government will step in to take over our
Immigration,” said Iulogologo.
“Faleomavaega thanked Governor Lolo for adopting a proactive
approaching in mitigating this long standing nemesis,”
said Iulogologo via e-mail from Washington D.C. yesterday
morning. “The governor was very encouraged by the commitment
projected by Congressman Faleomavaega relative to open
and frank cooperation between the two leaders.”
“The two leaders committed to tackling the immigration
problem together, along with the establishment of a conducive
economic environment to entice investment into the territory.
The two leaders genuinely have adopted the mantra that through
unity the needs of the people of American Samoa will be maximally
served,” he said.
Additionally, “Faleomavaega also extended his appreciation
to Governor Lolo for the bold actions that have been taken
thus far to control the cost of government and to reduce waste
and abuse.”
Iulogologo said the governor has reached out to Faleomavaega
for assistance to ensure that issues affecting American
Samoa are addressed in the U.S. Congress after the governor
severed relationships with lobbyists who advocated for the
Territory’s needs for past administrations. This was done to
advance his commitment to one of his governance pillars of
unity among all leaders of American Samoa, said Iuloglogo.
He recalled that in January this year, leaders of the Executive,
Legislature and Judiciary met with the Congressman for
the first time “to advance the concept of collaboration and
cooperation, and to ensure that the welfare of our people is
continually improved.”

Grant funding continues to provide much needed financial assistance for programs administered
by the Department of Youth and Women’s Affairs for victims of domestic violence,
according to DYWA Acting Director Pa’u Roy Ausage.
Pa’u also said in his FY2013 first quarter performance report that some of the problems
facing his office include the lack of funds to implement numerous projects for youth and women,
pointing to a lack of professionals and paraprofessionals such as grant writers to search for and
write grant proposals.
The first quarter report stated that last year, funds from the Violence Against Women Act
(VAWA) grant administered by the Criminal Justice and Planning Agency (CJPA) paid for the
training of ten employees, who were victims of domestic violence, and for skills training for
women and men who were also considered victims of domestic violence.
The training included sewing and pillow case embroidery, weaving and restoration of fine
mats and laufala processing.
The 9th sewing session of the Lalaga Faatasi sewing program closed on Dec. 10, 2012 after
thirteen weeks of training. At the end of the program, 39 participants graduated and received certificates
of completion. The sewing project was also held at the Territorial Correctional Facility
for women inmates every Monday from 8am-4pm under the direction of trainer Ms. Soonaalofa
Roberts and the supervision of TCF female police guards. This program was officially closed on
Dec. 3, 2012.
Meanwhile, VAWA money continues to fund a full time program coordinator, a full time
assistant coordinator to coordinate programs addressing domestic violence, and eight short term
contract employees, who were previously paid with funds from the National Emergency Grant
(NEG) program and the Workforce Investment Act (WIA).
The seven females and the lone male who comprise the fale lalaga continue to maintain pandanus
plantations, process laufala for fine mat weaving and restoration, weave and make fala tui,
process and weave ‘afa, and make ‘ie sae at the Department of Agriculture Samoan fale. Some of
them were also mobilized to work on a voluntary basis in the operation and management of the
Mapusaga Emergency Homeless Shelter.
American Samoa received funding of $81,807 for Program Year 2011 from the USHUD to
assist with the operation of the Mapusaga Emergency Homeless Shelter (MEHS). The Department
of Youth and Women’s Affairs continues to operate and manage the shelter located at the
Tafuna Industrial Park. During the first quarter of fiscal year 2013, three families were housed at
the MEHS. A family of two, a family of four, and a family of one — a total of seven individuals.
The grant also helped one family by providing financial assistance to help pay for their rental and
utility charges.
In addition to the MEHS, the ESG (Emergency Solutions Grant) Program also funded another
component called Homeless Prevention. Under the program, one local household received financial
assistance to pay for the cost of rent and utilities.

An internal and criminal
investigation has been launched
against a police officer accused
of disturbing the public peace
at his ex-wife’s house while
on duty, and using the police
vehicle to get to the scene. This
was confirmed by Acting Commissioner
Leiseau Laumoli.
“The investigation is
underway and this case will
be treated like any other case.
The investigating officers will
gather all the information and
witnesses in order to carry out
a thorough investigation in this
matter,” said Laumoli.
“Just because he’s a police
officer, does not mean the
police will not investigate this
matter thoroughly,” he added.
According to the victim’s
statement leaked to Samoa
News about the alleged incident,
the cop was upset about
an exchange he had with his exwife
via email. The cop, who
is stationed at the Tafuna West
Substation, got into the police
vehicle and drove to Pago Pago
with another police officer.
It’s alleged the officer,
upon arriving at his ex-wife’s
house was swearing, and this
prompted the woman to contact
the police station in Fagatogo
for assistance. However before
police arrived at the scene, the
officer took off in the police
vehicle. Efforts to obtain comments
from the officer involved
were unsuccessful.
Woman Fined For
assaulting nieCe
Utu Feo who assaulted her
niece with a pipe was fined
$500 as part of her two-year
probation conditions. Feo was
facing a PPD and one count of
second degree assault, but she
instead pled guilty to PPD and
third degree assault, which was
amended from the felony assault.
The third degree assault and
PPD are both misdemeanors,
with each count punishable by
up to one year in jail, a fine
of up to $1,000 or both. Associate
Justice Lyle L Richmond
sentenced the defendant to one
year in prison, however execution
of sentence was suspended
and she has been placed on probation
for two years under certain
conditions.
Feo was ordered to pay a
fine of $500, undergo anger
management courses and was
ordered not to contact the
victim directly or indirectly.
According to the government’s
case, on Nov. 16, 2011
police received a call from a
19-year-old girl claiming she
was assaulted by her aunt with
a pipe. The alleged incident
occurred in Aua where the
defendant resides.
Police spoke with the defendant
who admitted to beating
the victim with a pipe, because
the victim had run away from
home for four days.

dog bite cases have entered into
plea agreements with the government.

Tuaua are each charged in separate
cases, with possession of a
vicious animal, a class D felony,
which carries a jail term of up to
five years in jail, a fine of up to
$5,000 or both.
Passi pleaded guilty to the
amended charge of possession
of a vicious animal, a misdemeanor.
According to the government’s
case, on Sept. 6, 2012
it was reported by a nurse at the
LBJ hospital that a young boy
was receiving medical treatment
following an alleged dog bite in
Vatia. The 10-year-old boy told
police he was walking with his
aunt when he was attacked by
two dogs and bitten on the leg.
Court filings state that on Sept.
22, 2012 the police along with
an employee of the Department
of Agriculture seized the dog
involved in the incident.
Tuaua, pleaded guilty to the
amended charge of possession
of a vicious animal, a misdemeanor.
The victim told police
that she was walking from her
house to work when she was
attacked by dogs. Court filings
state that the victim did not provoke
the dogs in any way and
she managed to ward off two
dogs but the remaining dog bit
her on the thigh and a man came
out of nowhere and chased the
dogs away. Court filings state
that on Nov. 27, 2012 police,
along with an employee of the
Agriculture office apprehended
two of the dogs that attacked
the victim.

has accepted both plea
agreements and scheduled sentencing
for next month.

Oge Vaisagote of Lauli’i,
accused in a sexually related
case, denied the charges against
him when he was arraigned
in the High Court yesterday
morning. Vaisagote is facing
charges of rape, deviate sexual
assault, and sexual abuse, and a
misdemeanor charge of endangering
the welfare of a child.
Vaisagote who’s held on
bail of $20,000 is represented
by Acting Public Defender,
Douglas Fiaui, while prosecuting
is Chief Asst. Attorney
General Kimberly Hyde.
The charges were launched
after the police were informed
that the 15-year-old victim
engaged in sexual intercourse
with the 22-year-old. Court fil-
ings say the victim told police
the defendant took her to his
residence in Lauli’i where they
had sex in December 2012.
The defendant corroborated
the victim’s side of the story
and said he was aware the
victim was 15 years of age, but
he was not aware that having
sexual relations with a girl
under the age of 16 years was
against the law.

Interagency group on
Insular Areas meets
plenary session oF island leaders and
Federal oFFiCials held at interior dept.
(PRESS RELEASE) — WASHINGTON, D.C. – Governors
and Congressional representatives from each of the U.S. Insular
Areas gathered in Washington this week to attend their annual
meeting with senior-level federal officials to discuss issues of
importance to American Samoa, the Commonwealth of the
Northern Mariana Islands, Guam, and the U.S Virgin Islands.
The 2013 Senior Plenary Session of the Interagency Group
on Insular Areas (IGIA), hosting by the Department of the
Interior, was co-chaired by White House Director of Intergovernmental
Affairs David Agnew and Deputy Secretary of the
Interior David J. Hayes.
The island governors also were in Washington to attend the
annual National Governors’ Conference, the Western Governors
Breakfast, and U.S. Coral Reef Task Force Meetings, all
of which preceded the IGIA Plenary Session.
Various Governors and Congressional representatives from
the U.S. Insular Areas provided remarks and statements unique
to their island and highlighted useful ideas and goals for their
constituencies that developed from the sessions at this year’s
annual meeting.
In addition, the Co-chairs provided important remarks at the
annual meeting.
“This annual meeting and its important workshops underscore
the collaborative progress we are making to ensure the
health, safety, and welfare of our people in American Samoa,
Guam, the Northern Mariana Islands, the US Virgin Islands,
and Puerto Rico,” said Deputy Secretary David J. Hayes.
“It is my hope that folks who have traveled thousands of
miles to be here this week will work to identify other areas and
initiatives that we can employ to do an even better job moving
forward to ensure that resources can be found to advance the
priorities of these Insular Areas.”
“It was a pleasure meeting with the governors and the representatives
at this IGIA where we held serious conversations
about addressing the issues facing the US Insular Areas,” said
Eileen Sobeck, the Acting Deputy Assistant Secretary for
Insular Areas.
“We were especially pleased to welcome newly elected
Governor Moliga of American Samoa. This year we are placing
special focus on following-up with our sister federal agencies,
the governors and the delegates to Congress throughout the
year to continue moving forward on the issues.”
“IGIA provides a great opportunity for agencies and the
White House to hear directly about the challenges and priorities
of the US Insular Areas,” said David Agnew, Director of
the White House Office of Intergovernmental Affairs.
“Thank you to the governors, representatives and their staffs
for the productive discussion, which will help inform our policies
in the weeks and months to come.”
Sobeck co-chaired the IGIA with Deputy Secretary David
Hayes on behalf of Secretary of the Interior Ken Salazar.

Retirement Fund loan has
less than $1 Million left…

A new ASG “summary” report on the $20 million loan from the ASG Employees Retirement
Fund shows that less than $1 million is left to be expended, while allocations assigned to projects,
such as for the Fono show a standing balance of close to $3 million still to be used.
The loan has been the subject of concern and complaints by lawmakers over the years because
of the way it has been spent and last year, it became the subject of a probe by the Senate Investigative
Committee, as the investigative panel sought clarification into where the money went.
The loan money, under the law, is to be repaid by a certain percentage of excise taxes imposed
on beer, alcohol and tobacco and all customs declaration fees.
siC interim report
The SIC interim report last summer revealed that as of Apr. 26, 2012, only $2.39M of the loan
proceeds, held at the Bank of Hawai’i, had yet to be expended, and this information was based on
ASG financial records. (Samoa News notes there was no indication in the report if the ASG financial
records to which it referred include a reconciled bank statement of the loan proceeds account.)
The SIC report also stated that some of the projects funded with the loan used up more money
than was initially allocated for those projects, while some projects with allocated loan proceeds
were in jeopardy of not having sufficient loan funds to complete projects.
Some of those notable examples were:
• Western District had spent $409,748, with a balance remaining of $490,252;
• Eastern District expended $683,849, with a balance of $216,151;
• Manua District had spent $847,900, leaving a balance of $52,100;
• the Fono expended $301,601, leaving a balance of $2,698,399
The SIC interim report says the largest overruns occurred in the Pacific Arts project ($1,072,563)
and the Tug Boat (or Marisco) project ($1,450,320).
Current asg summary report
In the new ASG summary report that has made its way to some lawmakers, it shows that — as
of Jan. 31, 2013 — a total of $19.03 million (or $19,039,692.60) has already been expended from
the loan, leaving a balance in the fund of only $960,307.40.
According to the new report, of as Jan. 31, 2013:
The Western District remaining balance is $103,326.78;
The Eastern District remaining balance is $23,688.81;
The Manu’a District remaining balance stands at $2,789.31; and,
The Fono remaining balance stands at $2.30 million, as of Jan. 31, 2013.
The new report also shows that the Samoan Heritage Week in Hawai’i was allocated $50,000
but total expenditures stood at $153,602 and the ASG Fale Samoa in Utulei Beach was allocated
$45,0000, while total expenditures were $64,419,19.
However, under the new summary, as of Jan. 31 this year, these overruns for the Pacific Arts
Festival and Tug Boat dropped slightly, at $1,052,439 and $1,200,320, respectively.
baCkground
The SIC Interim report noted three interesting points that were a part of the law passed by the
Fono that allowed the government to borrow the money:
1) Under provisions of the loan, $1 million was allocated to each district to carry out their
capital improvement projects, with 10% from each district going to the office that manages and
oversees these projects,
2) The final determination of the loan allocation amount, or budget, by project was to be made
by the governor (Togiola Tulafono), and
3) Authorization, or directives for expenditures, for projects was to be made by the governor.
Some House members of the current Legislature have sought additional information on the
spending of this loan, while the most asked question seems to be: Are there any funds left from
the loan that can be used as a funding source?
As it stands, if projects with allocated funds are still to be honored — the answer is no, with the
Fono project being the focus of a major shortfall. However, as noted under the law — authorization
and final determination of the loan proceeds is under the purview of the governor.
In this case, it is now Gov. Lolo Matalasi Moliga who will have the last say.

American public yawns at
budget cut hype in capitol
WASHINGTON (AP) —
President Barack Obama is
pulling out all the stops to
warn just what could happen if
automatic budget cuts kick in.
Americans are reacting with a
collective yawn.
They know the drill: Obama
raises the alarm, Democrats and
Republicans accuse each other
of holding a deal hostage, there’s
a lot of yelling on cable news,
and then finally, when everyone
has made their points, a deal is
struck and the day is saved.
Maybe not this time. Two
days before $85 billion in
cuts are set to hit federal programs
with all the precision of
a wrecking ball, there are no
signs that a deal is imminent.
Even the White House conceded
Wednesday that efforts to avoid
the cuts were unlikely to succeed
before they kick in on Friday.
Still, for all the grim predictions,
Americans seem to be
flipping the channel to something
a little less, well, boring.
They wonder, haven’t we been
here before?
It’s like deja vu, says Patrick
Naylon, who runs an audiovisual
firm in San Francisco: “The
same stuff, over and over again.”
Texas native Corby Biddle,
53, isn’t losing sleep over the
cuts. No way the government will
let vital services collapse, he said
as he visited tourist attractions in
downtown Atlanta. “It will get
resolved. They will kick the can
down the road,” Biddle said.
Usually, that’s exactly what
happens. Even the cuts behind
the current panic were originally
supposed to kick in on Jan. 1 —
part of the fiscal-cliff combo of
spending cuts and tax hikes that
economists warned could nudge
the nation back into recession.
For all the high drama, lawmakers
finally acted on New
Year’s Day, compromising on
taxes and punting the spending
cuts to March 1.
And the blunt instrument
known as the “sequester” that’s
set to deliver the cuts? That
too was the progeny of another
moment of government-bybrinksmanship,
a concession that
in 2011 made possible the grand
bargain that saved the U.S. from
a first-ever default on its debt.
Even if the current cuts go
through, the impact won’t be
immediate. Federal workers
would be notified next week
that they will have to take up
to a day every week off without
pay, but the furloughs won’t
start for a month due to notification
requirements. That will
give negotiators some breathing
room to keep working on a deal.
But you can only cry wolf so
many times before people just
stop paying attention. “I know
you guys must get tired of it,”
Obama told a crowd in Virginia
on Tuesday. “Didn’t we just
solve this thing? Now we’ve got
another thing coming up?”
Three out of 4 Americans
say they aren’t following the
spending cuts issue very closely,
according to a Pew Research
Center poll released this week.
It’s a significant drop from the
nearly 4 in 10 who in December
said they were closely following
the fiscal-cliff debate.
Public data from Google’s
search engine shows that at its
peak in December, the search
term “fiscal cliff” was about 10
times as popular as “sequestration”
has been in recent days.
Even “debt ceiling,” not a huge
thriller for the web-surfing
crowd, maxed out in July 2011
at about three times the searches
the sequester is now getting.
“We’re now approaching the
next alleged deadline of doom.
And voters, having been told
previously that the world might
end, found it did not in the past
and are becoming more skeptical
that it will in the future,”
said Peter Brown of the nonpartisan
Quinnipiac University
Polling Institute.
And let’s face it: When it
comes to policy issues that can
really put an audience to sleep,
“sequestration” is right up there
with filibuster reform, chained
CPI and carried interest.
For all the angst about layoffs,
furloughs and slashes to government
contracts, the markets don’t
seem to be rattled, either. The
Dow Jones Industrial Average,
after falling below 13,000 at the
height of the fiscal cliff debacle,
has been buoyant ever since,
spending the last month hovering
just below 14,000.
“I shrug my shoulders
because I don’t believe any
of those severe cuts will go
through,” said Karen Jensen, a
retired hospital administrator
who stopped to talk in New
York’s Times Square. “Life
goes on as it has before.”
But if the Obama administration
hasn’t managed to convince
Americans these spending cuts
could be the real deal, it’s not
for lack of trying.
Each day the cuts grow
nearer sees a new dire warning
from the White House about
another government function
that will take a hit if they go
into effect — what White House
chief of staff Denis McDonough
has called a “devastating list of
horribles.” The White House has
even compiled and circulated 51
reports — one for each state,
plus the District of Columbia
— showing how the cuts could
harm local communities.
Education Secretary Arne
Duncan said Wednesday that
up to 40,000 teachers could lose
their jobs. Homeland Security
Secretary Janet Napolitano has
warned that her agency will
be forced to furlough 5,000
border patrol agents. Fewer air
traffic controllers could mean
90-minute delays or longer in
major cities, and visiting hours
at all 398 national parks are
likely to be cut, the administration
has said.
“The president needs to
stop campaigning, stop trying
to scare the American people,
stop trying to scare the states,”
Republican Gov. Bobby Jindal
of Louisiana said this week after
governors from both parties
met with Obama behind closed
doors. “Now’s the time to cut
spending. It can be done without
jeopardizing the economy. It
can be done without jeopardizing
critical services.”
The age-old Republican
desire for a scaled-back federal
government makes it clear why,
on the one hand, the GOP isn’t
scrambling to avert the cuts —
especially when Obama insists
on more tax revenues in any
deal to turn them off. On the
other hand, Obama is banking
on polls that show if the cuts go
through, Republicans are likely
to bear most of the blame.
Both parties agree that if
you’re going to cut spending, an
indiscriminate mechanism like
the sequester is the wrong way
to do it. After all, the whole point
of the endeavor was to set in
motion ramifications so unbearable
that lawmakers would be
forced to come together and
hash out a better plan before the
deadline.
Count James Ford of Louisville,
Ky., among those still
holding out hope.
“They’ll come up with something
to keep the thing going,”
he said. “They always do.”

PORT VILA, Vanuatu (AP) — A strong earthquake
has shaken the South Pacific island nation
of Vanuatu without causing major damage. The
magnitude-6.1 quake struck Thursday afternoon.
The Pacific Tsunami Warning Center did
not issue a tsunami warning.
Godwin Ligo, a reporter at the Trading Post
newspaper, said he felt his office building in the
capital Port Vila shake and sway. He said he
wasn’t aware of any major problems caused by
the quake.
The U.S. Geological Survey reported the
epicenter was 104 kilometers (64 miles) west
of the capital at a relatively shallow depth of 15
kilometers (9 miles).
Vanuatu is on the “Ring of Fire” — an arc
of earthquake and volcanic zones that stretches
around the Pacific Rim. It’s where most of the
world’s seismic activity occurs.

Obama says looming automatic budget cuts will
cause a “tumble downward” for the economy.
He acknowledges many people may not
immediately notice the full impact of the

the economy this year would be a “big hit”
on a nation still trying to fully recover from a
recession.
Speaking to business executives Wednesday,
Obama acknowledged it will be difficult for
lawmakers to reach a deal to offset the cuts by
Friday. He says the logjam is not technical, “it’s
political.

their opposition to using some new tax revenue
to offset the cuts. And he says members of his
own party must accept some changes to government

Wednesday confirmed Jacob Lew to be Treasury
secretary, affirming President Barack
Obama’s choice of a budget expert at a time

The vote was 71 to 26 to support the nomination.
A total of 25 Republicans and independent
Bernie Sanders of Vermont voted against
Lew’s confirmation.
Lew, 57, had recently served as Obama’s
chief of staff. He succeeds Timothy Geithner,
who completed a tumultuous four-year term
in which he helped lead the administration’s
response to the financial crisis and recession.
Lew is scheduled to be sworn in on Thursday.
He will take over just one day before automatic
spending cuts are set to take effect. He’s likely
to take part in any negotiations to reverse the
cuts, and also in key budget talks next month to
continue funding the government.
China arrests 5 tibetans

BEIJING (AP) — Chinese authorities have
arrested five Tibetans, mostly Buddhist monks,
whom they allege persuaded three people to
self-immolate at the behest of foreign forces.
The official Xinhua News Agency said
Thursday the five Tibetans were arrested by
police in northwestern Gansu province and
included a 21-year-old monk from neighboring
Sichuan.
Xinhua says the five are accused of recruiting
three people and encouraging them to selfimmolate
in late October and November last
year, saying their sacrifice would contribute to
the Tibetan cause.
Authorities initially responded to the selfimmolations
by flooding Tibetan areas with
security forces to seal them off.
With those efforts doing little to stop or slow
the protests, Beijing now appears to be seeking
to weaken sympathy for them by portraying
them as misguided and criminal.

A troubled grandmother,
a birthday
and two dead boys
NORTH STONINGTON, Conn. (AP) — Debra Denison’s
struggles with mental illness were well known in her family,
and when she wanted to pick up her grandsons from day care to
mark the older boy’s birthday, mother Brenda Perry hesitated.
Denison not only wanted to pick up 2-year-old Alton and
6-month-old Ashton, but she also wanted to do it alone, the
boys’ great-grandmother said. Perry told her mother the boys
were too much for her to handle, but Denison insisted.
“She was apparently very convincing,” said Marcia White,
the boys’ great-grandmother on their father’s side. So Perry
asked her to take along another relative. She didn’t — and now
a family and a town are wondering whether anything could have
prevented what came next.
Denison left a suicide note, drove alone to the day care, picked
up the boys, took them to a nearby lake and apparently used
her husband’s gun to fatally shoot them and herself, authorities
and relatives said Wednesday. The bodies were found Tuesday
night, about two hours after a frantic search began.
State police had not officially determined they all died
because of the gunfire, but autopsies were planned.
Denison, 47, also had a 13-year-old son who was not with her
Tuesday afternoon and was unharmed. In her suicide note, she
said in part that God was watching over him on Tuesday, White
said. What exactly she meant by that, and her motive for the killings
and suicide, remain unclear.
But state property tax records revealed financial difficulties,
including a lien put on their home last month. And the boys’
parents told WVIT-TV that Denison had “split personalities,”
while WFSB-TV reported that family members described her as
having bipolar disorder. “She would go along and have seasons
where everything was A OK, and other times when she would
be depressed, running to the doctor and getting prescriptions,”
said White, the grandmother of the boys’ father, Jeremy Perry.
The parents are reeling with grief, she said, on what should
have been a happy day of looking over snapshots of their older
son’s birthday. “They have a strong faith in God, and they’re
just clinging to each other and God,” she said.
Nothing seemed amiss when Denison collected the boys
from Kidds & Co., where she had been before and was on a
list of people authorized to pick up the children. Their mother
had told staff members the grandmother would be picking up
the children, and Denison was friendly and talkative when she
arrived, according to director Nikki Salaun.
The staff described the boys as very happy children. Alton
had been sent to the day care Tuesday with mini-cupcakes to
share in honor of his birthday; he was nicknamed “the greeter”
at the center because he always went to see visitors at the door,
while other children hung back.
In a Facebook posting Monday, the mother had written: “So
excited making mini cupcakes and play dough for Altons day
tomorrow can’t believe 2 years old already. So blessed”.
Salaun and center co-owner Christine Hare said that they
keep going over the pickup in their minds, but that there is
nothing they could have done differently.
After helping Denison to her van with the children, they discovered
she had taken the wrong car seat. When they could not
reach her by phone, they alerted the boys’ mother, who contacted
police. The bodies were found around 9:30 p.m. Tuesday, about
two hours after state police issued a statewide Amber Alert.
As state police were searching, they learned that Denison had
left her home Tuesday afternoon armed with a revolver and had
left a suicide note. The contents of the note weren’t released.
The bodies of Denison and the boys were found in a car
parked near Lake of Isles in Preston, in the southeastern corner
of Connecticut. It’s a town over from the day care center in
North Stonington, a bedroom and farming community just a few
miles away from one of the world’s largest casinos.
In Facebook postings, Brenda Perry thanked people for their
prayers and said she loved her sons. “God (has) two beautiful
angels helping him now,” the postings said.
Denison’s criminal record appeared clean. She had two convictions
for minor driving offenses, said Peggy Muckle, a clerk
at New London Superior Court. She was fined $35 in 2003 for
following too closely and, in 2004, she pleaded guilty to reckless
driving, but a judge did not require her to pay the $100 fine.
Denison and her husband, Jance Denison, have had financial
problems over the past several years, including a $5,926 state
tax lien put on their home last month. There were several other
liens on the Denison home dating back to the late 1990s, mostly
in Jance Denison’s name, records show. They included three liens
totaling more than $3,900 against Debra Denison by The William
W. Backus Hospital in Norwich and a $668 lien by Connecticut
Behavioral Health Associates against Jance and Debra Denison.

WASHINGTON (AP) — Fighting tears,
the father of one of the first graders slain in
the Newtown, Conn. mass shooting is begging
the Senate Judiciary Committee to ban assault
weapons. A ban is not expected to pass Congress.
But the father, Neil Heslin, on Wednesday
urged lawmakers to consider the prohibition his
son, Jesse, who was 6 years old.
The 50-year-old construction worker said
he supports the Second Amendment right to
bear arms, and backs sportsmen who like using
firearms. But he said the Second Amendment
wasn’t written a time when firearms were as
sophisticated as today’s assault weapons.
Heslin spoke in support of a bill by Sen.
Dianne Feinstein, D-Calif., that would ban
assault weapons. Republicans at the hearing
said the ban could violate the Constitution.

SAN DIEGO (AP) — A child molestation
suspect charged with shooting two San Diego
County sheriff’s deputies has been attacked in
jail. San Diego County sheriff’s officials say
Daniel Witczak was stabbed Saturday night
at the George Bailey Detention Center in San
Diego. He was treated for non-life threatening
wounds. Authorities aren’t not releasing any
details of the assault.
The 30-year-old was wounded in a shootout
last September after deputies went to his Lakeside
apartment to investigate allegations that he
molested his girlfriend’s daughters.
Two deputies were wounded.
He’s pleaded not guilty to molestation and
attempted murder of a peace officer.

WHEAT RIDGE, Colo. (AP) — Police in
suburban Denver are investigating a break-in at
the gun shop featured on Discovery Channel’s
“American Guns.”
Wheat Ridge police were notified of a silent
alarm at the Gunsmoke Gun Shop just before
4:15 a.m. Wednesday. When they arrived, they
found that the shop had been entered through
a hole in the roof. Police say a witness across
the street reported seeing a silver two-door car
leaving the gun shop’s parking lot, shortly after
the silent alarm was received.
Police say it appears more than one person
may have been involved in the burglary. Investigators
had no suspect descriptions Wednesday
afternoon, and an inventory of stolen property
was not yet complete. The Bureau of Alcohol,
Tobacco and Firearms and Explosives is
assisting local investigators.

SACRAMENTO, Calif. (AP) — A Sacramento-area
man has been arrested for allegedly
killing his 9-year-old son in a hatchet attack.
Sacramento police say 36-year-old Phillip
Raymond Hernandez was arrested on suspicion
of homicide around noon Tuesday.
The Sacramento Bee reports officers arrived
at the suspect’s Natomas home after receiving
two emergency calls.
They found the boy was unresponsive and
had suffered from blunt force trauma to the
head. He was declared dead at the scene.
Officials say police set a perimeter around
the neighborhood and soon found Hernandez,
who was detained without trouble. Police say
Hernandez’s 12-year-old son was also home
but was not harmed. The victim’s mother was
out of California when he was killed. In a press
release, police said, “There is no explanation
for Hernandez’ unimaginable actions.”

EL CAJON, Calif. (AP) — A man allegedly
armed with two swords has been arrested after a
six-hour standoff in San Diego County.
El Cajon police say they were called to an
apartment shortly after 11 p.m. Tuesday by a
woman who said her husband had beaten her.
She was treated for facial injuries.
Police say a 38-year-old man was seen with
a machete and knives and that he threatened to
stab officers and kill himself during a standoff.
A SWAT team and crisis negotiators were
dispatched but couldn’t get the man to surrender.
Police fired tear gas at around 5 a.m.
Wednesday. They say the man left the apartment
a half-hour later with two swords and was
arrested after being shot with a sponge projectile.
He was taken to a hospital for evaluation.

FRESNO, Calif. (AP) — A former California
high school basketball coach has been
ordered to trial for a drunken driving crash that
killed a 7-year-old boy. Prosecutors say Loren
LeBeau was behind the wheel of a car that
struck Donovan Maldonado and dragged the
boy 800 feet to his death in Fresno last summer.
The Fresno Bee says LeBeau’s car struck
Donovan, his sister Bella, and their father Jesse
Maldonado as they bicycled in a crosswalk.
A Fresno judge on Tuesday ruled there was
enough evidence to order trial for the former Central
High School coach on charges of drunken
driving, gross negligence and other charges.
LeBeau is free on $256,000 bail pending a
March hearing.

‘Allure of mystery’ helps
recluse’s gold net $3.5M
CARSON CITY (AP) —
The tale of a mysterious Nevada
recluse’s gold has reached a
new chapter when a portion of
the trove raked in more than
$3.5 million at auction.
The allure of mystery pulled
some bidders to the courtroom
where the auction took place
Tuesday. For others, it was
the sheer value of a collection
unknown to the public before
Walter Samaszko Jr. was found
dead in his modest ranch-style
home last year.
Regardless of motivation,
those who converged on
the auction could sense the
immense value of the treasure
upon arriving. Numerous guards
were stationed at the entrance,
more in the hallway outside
the courtroom, and finally several
with bulletproof vests and
others with helmets inside the
room holding the gold.
Five bidders diligently
inspected the 11 lots of gold displayed
in plastic sleeves, tubes
and felt jewelry display boxes
heavily guarded room before
the bidding wars began. By the
time all sales were final, however,
one bidder had secured
nine of the 11 lots for sale.
Carson City’s Alan Rowe
of Northern Nevada Coin
spent $617,000 from his own
company, and another $2 million
on behalf of the Illinoisbased
Rare Coin Company of
America Inc. It was the uniqueness
of the gold that drove his
bidding, he said.
“Every one of us has a little
hoarder nature in our culture
and we all like to have things,
but to this degree is quite a
story,” Rowe told reporters
after the auction, adding that the
metal value “is not as exciting
as the story itself, there’s actually
value to the story.”
He added that some of
the coins will be available in
the store or online for locals
hoping to snag a piece of history.
Others, he said, will be
marketed nationally and likely
on television.
This auction was only for
the bullion coins — items
that are not necessarily rare,
just expensive because they
are made of gold. There will
likely be a second auction for
the larger portion of the collection
which is comprised of the
rare coins, said Alan Glover,
the public administrator for
Samaszko’s estate. “They’re
buying and bidding on an
ounce of gold, pure gold by the
weight,” Glover said.
In total, about 150 pounds
of gold was sold at Tuesday’s
auction. About $800,000 will
pay various fees and estate
taxes, and the rest of the profits
go to a substitute teacher in San
Rafael, Calif., who is the first
cousin and sole heir to the trove
of Walter Samaszko Jr.
Because of the other coins’
rarity, that sale is expected to
net higher profits.

Inc. grabbed the two lots not
purchased by Rowe or his
partners.
Mitchell landed the lot of
4,600 Mexican dos pesos, the

him. “It had the most potential
for profit,” Mitchell said of his
purchase. “There was one lot I
wanted more, but this one will
have to do.”
That lot, a collection of 620
Canadian Maple Leafs, was the
largest in terms of weight and
the coins were the purest gold
available. It fetched $1.16 million
from Rowe and the Rare
Coin Company of America.

News that he signed off on the all proper paperwork for the emergency

however each qualified teacher is required to go through the clearance
process that every government employee must undergo.

action and remove them,” he said, adding, “If DOE fills in the
slots already budgeted, and the demand still exists for teachers
in the classrooms, the government will hire more teachers with
the approval of the governor.”

other. There were more than
2,900 Austrian coins, many
from 1915; more than 5,000
from Mexico; at least 500 from
Britain; 300 U.S. gold pieces,
some dating to 1880; and more
than 100 U.S. gold pieces as
old as the 1890s.
Among the coins were
meticulous records of the purchases
dating back to at least
1964, when gold averaged
about $35 per ounce. The precious
metal currently sells for
more than $1,600 an ounce.
Authorities believe that
his mother, who lived with
Samaszko until her death in
1992, purchased most of the
coins. Despite the millions of
dollars in his garage, Samaszko
didn’t appear to lead a luxurious
life. Records show he
only withdrew about $500 a
month to pay modest bills. He
died with $1,200 in a checking
account and just a bit more than
$165,000 in a money market
and mutual fund account.
Since learning of her inheritance,
Magdanz has shunned
publicity and not made any

WELLINGTON, New Zealand (AP) —
About 150 friends and family of Adam Strange
wrote messages to him in the sand and stepped
into the water Thursday at a New Zealand beach
to say goodbye a day after he was killed by a
large shark while training for an endurance swim.
Strange, 46, was an award-winning television
and short film director and the father of a
2-year-old girl. He was swimming near popular
Muriwai Beach on Wednesday when he was
attacked by the shark that was possibly 14 feet
(4 meters) long. Surf lifesavers say they are convinced
it was a great white shark.
Police attempting to save him raced out in
boats and fired gunshots at the enormous predator,
which they say rolled away and disappeared.
They couldn’t confirm if they’d killed it.
Police were able to recover Strange’s body.
Muriwai will stay closed for swimming until
Saturday after the fatal attack, one of only about
a dozen in New Zealand in the past 180 years.
Friend Adam Stevens said the Thursday
beach service was run by indigenous Maori who
removed the “tapu” or spiritual restriction at
the beach. He said it was a “perfect tribute” to
a man who spent much of his time swimming
and surfing. “He was a very robust, big, barrelchested
surfer,” Stevens said. “He was basically
completely obsessed with the ocean, with paddle
boards and body surfing, everything. His garage
was like a museum of surf craft.”
According to Police Inspector Shawn Rutene,
Strange was about 650 feet from the shore when
he was attacked by a shark that police estimated
was up to four meters (14 feet) long.
Stevens said his friend was planning to swim
about 1 ½ kilometers (one mile) Wednesday as
he tested new goggles and trained for an annual
endurance swim from Auckland to Rangitoto
Island. The 2.8 mile swim takes place on Sunday.
“I surfed with him the day before,” Stevens
said. “He wasn’t that pleased with his fitness
level but was just getting into the right headspace
and finding the motivation to get out there.”
Pio Mose, who was fishing at the beach
Wednesday, told the New Zealand Herald newspaper
he saw Strange struggle against the huge
shark. Mose yelled at Strange to swim to the
rocks, but it was too late.
“All of a sudden there was blood everywhere,”
Mose said. “I was shaking, scared, panicked.”
About 200 people had been enjoying the
beach during the Southern Hemisphere summer
at the time of the attack.
Stevens said he’s been comforting Strange’s
wife Meg and their daughter since the accident.
He said the girl is too young to understand what
has happened but is aware of the emotions.
On his website, Strange says: “When I get a
spare 5 minutes, I like to make a fruit smoothy,
surf some big waves out on the West Coast,
point my skis down a mountain with Meg, haul
my mountain bike up and down a few hills, drink
some pinot while scratching away at a film script
... If I get a spare 5 minutes ...”
Stevens said his friend, whom he’s known
about 15 years, was very creative and always
positive. “He lived in the moment brilliantly. It
was completely infectious,” Stevens said. “He
feasted on the details.”
Stevens said he and Strange worked alongside
each other for a number of years at a film
production company, Silverscreen.
On his site, Strange said he studied as a
graphic designer and art director before getting
into directing. He said he’d worked on commercials
all over the world and had been a finalist for
a number of advertising awards.
Tim Jago, chairman of the Muriwai Lifeguard
Service, said a number of beaches near Muriwai
reopened Thursday and that Muriwai would
open for beach visits Friday and then swimming
on Saturday. He said the closure at this point is
to give surf lifesavers a break and he doesn’t fear
a repeat attack. “We are quite comfortable the
beast is dead,” he said. “Footage from a helicopter
indicates that when the shark rolled over
and rolled off, it also sank to bottom.”
Jago said witnesses spotted one or two other
large sharks circling at the time of the attack, but
that no sharks have been seen since then.
Police did not say what species of shark was
involved in the attack. Clinton Duffy, a shark
expert with the Department of Conservation,
said New Zealand is a hotspot for great white
sharks, and other potentially lethal species also
inhabit the waters. Attacks are rare. Duffy estimated
that only 12 to 14 people have been killed
by sharks in New Zealand since record keeping
began in the 1830s.
“There are much lower levels of shark attacks
here than in Australia,” he said. “It’s possibly a
function of how many people are in the water” in
New Zealand’s cooler climate.
He said that during the Southern Hemisphere
summer, sharks often come in closer to shore to
feed and to give birth, although that doesn’t necessarily
equate to a greater risk of attack.
“Ninety-nine percent of the time they ignore
people,” he said. “Sometimes, people get bitten.”
Around the world, sharks attacked humans
80 times last year, and seven people were killed,
according to the University of Florida’s International
Shark Attack File. The death toll was
lower than it was in 2011 but higher than the
average of 4.4 from 2001 to 2010.

Following his meeting with the governor, Faleomavaega
issued a news release relaying his proposal for introduction in
the U.S. House, which will amend the federal laws pertaining
to American Samoa and our Pacific island brothers and sisters.
(See yesterday’s edition for details of the news release)
One proposal is to allow U.S. nationals to apply for U.S.
citizenship directly from American Samoa instead of having to
travel to, and reside in a state for three months before qualifying
to apply for U.S. citizenship. This is not the first time that the
congressman has made such a proposal.
During the last seating of the U.S. House, the congressman
introduced the same bill ( in February 2012 ) and told Congressional
members that the bill will lift the burden from U.S.
Nationals, who by definition owe a permanent allegiance to the
United States.
Asked for the governor’s reaction to this proposal, Iulogologo
says that the “primary goal” of this proposal as explained
by the Congressman, “is to simplify the process” for American
Samoan nationals residing in the territory, making it easier for
them to file for U.S. citizenship.
“The option to become a U.S. Citizen remains with the individual.
This provision, according to Faleomavaega, does not
automatically compel or force anyone to become a U.S. Citizen,”
said Iulogologo. “Again, the objective is to provide seamless
access and to reduce the cost of filing for U.S. Citizenship.”
“Governor Lolo appreciates this effort to afford our people
some dignity wherein they can file U.S. Citizenship documents
without leaving American Samoa and at the same time reduce
the financial burden attached to activating this process,” said
Iulogologo.
Faleomavaega also explained to Lolo that he wishes to help
Samoans and other Pacific nationalities by setting up a process
which these Pacific nationalities can employ to address their
overstay status, and allow them to reside legally in the United
States, said Iulogologo.
“This provision does not affect U. S. Nationals. The Governor
does not envision any problems with this particular provision.
The Congressman is attempting to provide a legal pathway
for our brothers and sisters from the Independent State of Samoa
and other Pacific Nationalities to live legally in the United
States,” he added.

‘obesity progress’ in MS
CLINTON, Miss. (AP) — Michelle Obama
on Wednesday congratulated this Southern
state for a more than 13 percent drop in its child
obesity rates, saying its example should inspire
the rest of the country.
It’s the reason she made Mississippi the first
stop on a two-day tour to promote her signature
effort, the anti-childhood obesity campaign she
launched three years ago called “Let’s Move.”
In remarks at an elementary school near
Jackson, the first lady cited new research
showing that childhood obesity rates among elementary
school pupils in the state had declined
by 13.3 percent between 2005 and 2011.
“What’s happening here in Mississippi is
really what ‘Let’s Move’ is all about,” she told
an audience of state officials, school nutrition
professionals and parents. She urged them to
keep on doing what they’ve been doing.
“It’s the story of what you all have achieved
here that we want to tell. It’s the story we
want to be telling in every state all across this
country,” the first lady said.
When she visited Mississippi three years
ago, it had just been declared the most obese
state in the nation, she said. But things have
begun to turn around in just a few short years.
Mrs. Obama attributed the decline in childhood
obesity rates here to efforts by state lawmakers,
the Board of Education and individual
school districts, which she said took such steps
as setting new standards for food and drinks in
school vending machines, serving more fruits,
vegetables and whole grains, and replacing food
fryers with steamers, to which she exclaimed,
“Hallelujah.”
Some churches even declared “no-fry” zones
for their congregations, where only healthy
food and nothing fried was allowed.
“So there’s no reason why this success can’t
happen in cities and states all across the country
— if we’re willing to work for it,” Mrs. Obama
said. “So now is the time for us to truly double
down on these efforts. We know what works.
We’re seeing it right here. We know how to get
results. Now we just need to keep stepping up.”
The first lady said Mississippi, and other
parts of the country that also have seen their
childhood obesity rates come down — including
California and New York City and Philadelphia
— are showing others what works. After all,
she said, “love for our children” is the moti-
vating factor.
Mrs. Obama was joined by Food Network
star and daytime talk-show host Rachael Ray,
who arranged for two school chefs to compete
to prepare lunches that meet newly adopted federal
nutrition guidelines.
“I’m here to say, Mississippi, thank you.
Thank you so much. Congratulations on your
work,” the first lady said. “Thank you for taking
the lead on this issue. Thank you for serving as
an inspiration for states and communities across
the country.”
About one-third of U.S. children are overweight
or obese, putting them at higher risk for
heart disease, diabetes and high blood pressure,
among other ailments.
Mrs. Obama launched “Let’s Move” with
the goal of helping to reduce childhood obesity
rates within a generation. In response, a range
of industry groups and others, including food
companies, restaurants, retailers and others,
promised to make their food healthier and make
it easier for kids to get needed exercise.
Among the changes: Wal-Mart is now
putting special labels on some of its storebrand
products to help shoppers quickly spot
healthier items. Millions of schoolchildren are
helping themselves to vegetables from salad
bars that have been donated for their lunchrooms.
Kids’ meals at Olive Garden and Red
Lobster restaurants are automatically served
with a side of fruit or vegetables and a glass
of low-fat milk.
For the cafeteria cook-off, each school chef
was paired with a professional chef and each
team was given 30 minutes to prepare a lunch
for 20 kids that met federal nutrition guidelines.
One team fixed two types of fajitas and a
fruit smoothie, while the other team whipped
up a turkey Sloppy Joe sandwich on a patty
made of quinoa, fruit salad with a sour cream
and honey dressing and broccoli trees.
A panel of 20 students from the school
judged the finished products. Mrs. Obama and
Ray also sampled the lunches and kept saying
how delicious they were.
“If these kids are eating like this every day,”
said Ray, “I’m coming to lunch here,” added
Mrs. Obama.
The competition was held for Ray’s daytime
talk-show, and the results are to be revealed
during the March 11 broadcast.

on Mars flyby
WASHINGTON (AP) — It’s a road trip that could test the
best of marriages: Mars.
A tycoon announced plans Wednesday to send a middle-aged
couple on a privately built spaceship to slingshot around the red
planet and come back home, hopefully with their bodies and
marriage in one piece after 501 days of no-escape togetherness
in a cramped capsule half the size of an RV.
Under the audacious but bare-bones plan, the spacecraft
would blast off less than five years from now and pass within
100 miles of the Martian surface.
The cost was not disclosed, but outsiders put it at more than
$1 billion.
The team of space veterans behind the project hasn’t quite
figured out the technical details of the rocket they will use or the
capsule the husband-and-wife astronauts will live in during the
16-month voyage. But they know it will be an adventure not for
the weak of body or heart.
“This is not going to be an easy mission,” chief technical
officer and potential crew member Taber MacCallum said. “We
called it the Lewis and Clark trip to Mars.”
The trying circumstances include: no showers, limits on toilet
paper and clothing, drinking water made from the crew members’
recycled urine and sweat, and almost no privacy.
But the flight also comes with never-before-seen views of
Mars.
And there’s ample time for zero-gravity sex in space, something
NASA doesn’t like to talk about.
As for why a man and a woman will be selected, “this is very
symbolic and we really need it to represent humanity,” Mac-
Callum said.
He said if it is a man and a woman on such a long, close-quarters
voyage, it makes sense for them to be married so that they
can give each other the emotional support they will probably
need when they look out the window and see Earth get smaller
and more distant: “If that’s not scary, I don’t know what is.”
The private, nonprofit project, called Inspiration Mars, will
get initial money from NASA engineer-turned-multimillionaire
investment consultant Dennis Tito, the first space tourist. The
organizers hope to raise the rest through donations, advertising
and media partnerships.
NASA, which has talked about sending astronauts to orbit
Mars by the mid-2030s, will not be involved in this project.
Instead, its backers intend to use a ship built by other aerospace
companies, employing an austere design that could take people
to Mars for a fraction of what it would cost the space agency to
do with robots, officials said.
Even though some of the hardware hasn’t even been built,
Tito said he is confident everything will come together by 2018
with no test flights.
It will be a stripped-down mission when it comes to automation
and complexity, meaning the couple will have to fix things
on the fly like TV’s MacGyver and do more piloting than on
NASA vehicles, said chief medical officer Jonathan Clark.

Vt. lye victim gets new
face at Boston hospital
BOSTON (AP) — Loved ones knew it was
her at the hospital when they saw her teeth.
Carmen Blandin Tarleton’s face was unrecognizable
after the lye attack, burned away in
the frenzy of an estranged husband’s rage.
Nearly six years later, the Vermont nurse is
celebrating a gift that has given her a new image
following a full facial transplant this month.
Doctors at Brigham & Women’s Hospital in
Boston said at a Wednesday news conference
that the 44-year-old’s surgery included transplanting
a female donor’s facial skin to Tarleton’s
neck, nose and lips, along with facial
muscles, arteries and nerves.
“I know how truly blessed I am, and will
have such a nice reflection in the mirror to
remind myself what selfless really is,” Tarleton
wrote on her blog Wednesday.
She did not attend the news conference but
watched it during a live web broadcast. The
hospital said it was not releasing a current picture
of her.
Tarleton’s sister, Kesstan Blandin, shared
a statement from Tarleton that said she felt
“really good and happy.”
“I want to convey to the donor’s family what
a great gift they have given to me,” the statement
said. “...I feel strong and I am confident
that I have the strength to deal with whatever
comes my way.”
The Thetford, Vt., woman suffered burns on
more than 80 percent of her body and was left
blind after her attacker beat her with a baseball
bat and doused her with the industrial strength
chemical in June 2007.
Tarleton, who once worked as a transplant
nurse, has undergone more than 50 surgeries
since then. The operations included skin grafts
and work that has restored vision to one eye.
The latest surgery took 15 hours and included
a team of more than 30 medical professionals.
The lead surgeon, Bohdan Pomahac, called her
injuries among the worst he’s seen in his career.
“Carmen is a fighter,” the doctor said. “And
fight she did.”
The flight is timed to take advantage of the
once-in-a-generation close approach of the two
planets’ orbits. The timeline calls for launch on
Jan. 5, 2018, the Mars flyby on Aug. 20, 2018,
and a return to Earth on May 21, 2019.
It involves huge risk, more than a government
agency like NASA would normally
permit, officials concede. For example, the
spaceship will fly during a period when galactic
cosmic rays will be high because of the sunspot
cycle. That will increase the crew’s cancer risk
by about 3 percent, which is more than on any
NASA mission, Clark said.
The ship would also re-enter Earth’s atmosphere
at twice the speed of ordinary space
capsules, something Tito said still needs to be
worked out.
“Life is risky,” said Clark, a former NASA
flight surgeon whose astronaut wife died in the
2003 space shuttle Columbia accident. “Anything
that’s worth it is worth putting it all at
stake for.”
What may be most at stake is the crew members’
marriage. The couple will be selected
within a year.
MacCallum and his wife, Jane Poynter, hope
to be picked. They were a couple when they
participated in Biosphere 2, a sort of giant terrarium
that was supposed to replicate a mission
on another planet. Poynter said it was such a
fraught experience psychologically that some
participants wouldn’t talk to each other for most
of the two years.
But MacCallum said it brought him and
Poynter closer together. He said the right couple

spirits as she works to get stronger.
Before the transplant, Tarleton drooled constantly
because of scar tissue in her mouth. She
also couldn’t turn her head from side to side or
lift her chin.
Pomahac said Tarleton was pleased when she
saw her new face for the first time. Her appearance
will not match that of the late donor’s face,
he said.
“I think she looks amazing, but I’m biased,”
the surgeon said with a smile.
The donor’s family wants to remain anonymous
now, but released a statement through a
regional donor bank saying that her spirit would
live on through Tarleton and three other organ
recipients.
In 2009, Tarleton’s now ex-husband Herbert
Rodgers pleaded guilty to maiming her in
exchange for a prison sentence of at least 30
years.
Police previously said Rodgers believed
his wife was seeing another man and went to
her house to attack him. Tarleton mistook the
intruder for a burglar at first and told him he
could have whatever he wanted.
Then Rodgers launched into a fury, fracturing
one of Tarleton’s eye sockets and breaking her
arm with the bat.
He had brought lye with him in a squeeze
bottle and he poured it on Tarleton.
When police arrived, the brunette’s heartshaped
face already was distorted, her skin
turning brown.
She was trying to crawl into a shower to
wash away the chemical.
But now, the mother of two daughters talks
about forgiveness and has a newly-published
book called “Overcome: Burned, Blinded and
Blessed.”
“Forgiveness is about helping ourselves, not
the people who hurt us,” read an image on a
website Wednesday that promotes her book.

Poynter said the husband and wife need to be
even-tempered. Clark said they should be postchildbearing
age because of exposure to radiation.
Poynter is 50, MacCallum 48.
For the 30 years NASA has been flying men
and women, it has avoided the question of sex
in space. MacCallum said it will happen: “It’s a
man and wife. Private time. Let your imagination
run wild.”
In a statement, NASA spokesman David
Steitz said the venture validates President
Barack Obama’s decision to rely more on private
sector ingenuity to explore space, and is
“a testament to the audacity of America’s commercial
aerospace industry and the adventurous
spirit of America’s citizen-explorers.”
He said “NASA will continue discussions with
Inspiration Mars to see how the agency might
collaborate on mutually beneficial activities.”
Stanford University professor Scott Hubbard,
NASA’s former Mars mission chief, said
the team’s technical paper outlining the flight is
“long on inspiration, short on technical details.
What is there is correct.”
Other outside experts praised the expertise of
the team but worried about the lack of testing.
Former astronaut and current MIT aerospace
engineering professor Jeff Hoffman said:
“Since they don’t plan to land on Mars, it’s
really a question of keeping people alive for 501
days in space, which is not an impossible task.”

Puerto Rico addressing its
collapsing pension system
SAN JUAN, Puerto Rico (AP) — Puerto
Rican officials on Wednesday proposed what
they called “severe” cost-saving measures
designed to help rescue one of the U.S. territory’s
public pension systems that is on the brink
of collapse.
Treasury Secretary Melba Acosta called for
increased employee contributions, a higher retirement
age and reduced benefits and monthly pensions
for certain workers. “The problem is very
severe and the problem is very large,” she said.
“We have to take quick and forceful action.”
The proposal was endorsed by Javier Ferrer,
president of the Government Development
Bank of Puerto Rico, who said it urgently needs
to be approved by the legislature.
“The reality is that the government does not
have the resources to keep contributing additional
funds to the system,” he said.
The plan would raise employee contributions
from about 8 percent to 10 percent, and
increase the retirement age from 58 to 65 for
some workers and from 65 to 67 for others. It
also would transfer certain employees from
a defined-benefit plan to a hybrid plan that
included a defined contribution component.
Acosta and Ferrer also want to reduce
bonuses and medical plan contributions, but say
minimum monthly pensions should rise from
$400 to $500.
The proposal is to be submitted to legislators
this week. Gov. Alejandro Garcia is expected to
sign it if lawmakers approve the plan.
Acosta said that even if the plan is approved
as it currently stands, the Caribbean island’s
nearly depleted general fund would still have
to contribute $100 million a year for several
decades to ensure the pension system keeps
operating.

oVs enhanCed With 2 neW database systems
According to the FY 2013 first quarter performance reports
of the Office of Vital Statistics (OVS) and the AS Department of
Homeland Security (which oversees the OVS), the implementation
of two important database systems now allow for more
accurate and verifiable record data to be accessed by authorized
users — both local and federal.
The contract for the OVS database system was awarded to
WEI Incorporated, and initial work allowed for the issuance of
identification cards beginning October 2011. The cards passed a
trial and error period and the public has been receiving their ID
cards upon verification of pertinent information with supporting
documentation by OVS staff. The second phase is extensive
and requires careful scrutiny and attention to details when transferring
hard copies to digital images of all original records and
copies of certificates documented by the OVS. The second
database system installed is the OVS Electronic Verification of
Vital Events (EVVE) Database that was undertaken by the AS
Department of Homeland Security. The project is in conjunction
with the National Association for Public Health Statistics and
Information Systems (NAPHSIS) for the procurement, installation
and commission of the EVVE database. Hardware and necessary
equipment for this project have been installed and tested.
oVs perFormanCe in 1st quarter
During the first quarter of FY2013, the OVS issued to the
public 1,037 birth certificates and received from the AS Medical
Center Authority for registering 199 birth certificates. This is in
addition to the registration of 58 death certificates. The OVS also
handled/issued 23 (new/old) copies of death certificates and issued
268 ID cards (new, renewal, replacement) during that same time
period. They also handled/issued 111 marriage certificates/license
copies/registration and 295 requests for birth certificate verifications
for social security purposes from the US Passport Agency-
Hawaii, the US Embassy – New Zealand, the Attorney General’s
Office, and via the ASG government website email. The OVS also
processed 12 registrations for ministers/pastors and facilitated over
2,418 visitors/vital requests in the office for the reporting period.
Altogether, the OVS collected a total of $14,175 through
the provision of vital records and identification cards between
October and December 2012. According to their performance
report, the OVS had a balance of $15,369.72 at the close of the
FY2013 first quarter. Their budget was for $37,875 and total
expenditures for that time period amounted to $22,505.08.
The announcement comes amid stern warnings
from economists and credit rating agencies
that the pension system is buckling under a more
than $37 billion unfunded liability. Experts
previously recommended that the government
reduce benefits, raise the retirement age and
increase contributions from current employees.
Most of the problem centers on two pension
systems set up for teachers and for government
workers that stopped accepting new beneficiaries
in January 2000. Those plans cover more
than 273,000 active and retired government
workers.
The systems initially allowed employees to
retire at age 55 after 25 years of service or at age
58 with 10 years of service. In 1990, legislators
amended the law to reduce benefits and increase
the retirement age from 55 to 65 years for newly
hired workers.
But liabilities kept growing, and legislators
scrapped that system in 2000 and created a
new one similar to a 401(k)-type plan in which
workers must make their own contributions.
While the new system is considered financially
secure, the old system’s financial problems
remain.
In 2010, then Gov. Luis Fortuno warned that
the overall state pension system was paying
$679 million more a year than it received in
contributions.
The problems with the original system have
damaged Puerto Rico’s bond ratings, which
remain significantly lower than any U.S. state,
raising the island’s cost of borrowing.
Puerto Rico is emerging from a six-year
recession and still has an unemployment rate
higher than any U.S. state at 14 percent. The
island also is trying to reduce its $69 billion
public debt and a $1.2 billion deficit.
