As part of their <strong>pledge</strong><br />
for transparency <strong>in</strong> the new<br />
adm<strong>in</strong>istration, Gov. <strong>Lolo</strong><br />
Matalasi Moliga has approved<br />
the emergency hir<strong>in</strong>g of<br />
18 teachers <strong>in</strong>to the public<br />
schools, with the possibility<br />
of more teachers, says Department<br />
of Education Director,<br />
Dr. Salu Hunk<strong>in</strong> F<strong>in</strong>au.<br />
This came as a result of her<br />
assessment <strong>co</strong>nducted <strong>in</strong> the<br />
schools when she first came<br />
on board. She expla<strong>in</strong>ed that<br />
these available positions were<br />
for the slots of teachers who<br />
have resigned or retired and<br />
the positions are budgeted for<br />
FY2013.<br />
She noted that follow<strong>in</strong>g<br />
their <strong>in</strong>terviews, the teachers<br />
were hired, while their<br />
employment documents are<br />
be<strong>in</strong>g processed. F<strong>in</strong>au said<br />
usually it takes up to 60 days<br />
to process employment work<br />

but given the immediate need<br />

The <strong>Samoa</strong>n to’oto’o, fue and upeti that belonged to the late<br />
U.S. Sen. Daniel K. Inouye has been gifted by the Daniel K.<br />
Inouye Legacy Fund and are now on display at the American<br />
<strong>Samoa</strong> Government office <strong>in</strong> Honolulu.<br />
Inouye, who held the <strong>Samoa</strong>n chiefly title of Fofoga-o-<br />
<strong>Samoa</strong>, was a longtime friend of American <strong>Samoa</strong>. He passed<br />
away last December at the age of 88.<br />
“The story of Dan Inouye is the story of modern Hawai’i<br />
and the story of the promise of America,” Inouye’s widow,<br />
Irene Hirano Inouye wrote <strong>in</strong> a Feb. 2 letter to Afimutasi Gus<br />
Hanneman, director of the ASG Office <strong>in</strong> Honolulu.<br />
On behalf of the Inouye Legacy Fund, Mrs. Inouye presented<br />
Fofoga-o-<strong>Samoa</strong>’s to’oto’o (orator’s staff), fue (orator’s<br />
whisk) and upeti (tapa design board) to Afimutasi for the<br />
ASG office <strong>in</strong> Honolulu. In addition, she also presented to the<br />
Hannemann family a dark wood to’oto’o “<strong>in</strong> honor of Dan.”<br />

problems high on the agenda<br />

Gov. <strong>Lolo</strong> Matalasi Moliga has expressed his appreciation<br />
for Congressman Faleomavaega <strong>Eni</strong>’s support of the territorial<br />
adm<strong>in</strong>istration’s <strong>in</strong>itiative to reform local immigration laws,<br />
which need to be strengthened <strong>in</strong> order to prevent the federal<br />
government from tak<strong>in</strong>g over local immigration, says the governor’s<br />
executive assistant Iulogologo Joseph Pereira.<br />
<strong>Lolo</strong> met this week with Faleomavaega <strong>in</strong> Wash<strong>in</strong>gton D.C.<br />
while the governor was <strong>in</strong> the nation’s capital for several meet<strong>in</strong>gs<br />
with federal officials. Dur<strong>in</strong>g their meet<strong>in</strong>g the governor<br />
relayed to the <strong>co</strong>ngressman the adm<strong>in</strong>istration’s move to reform<br />
local immigration laws, especially deal<strong>in</strong>g with undocumented<br />
foreigners who enter the territory.<br />
“Faleomavaega has <strong>co</strong>mmitted his support to <strong>Lolo</strong>’s <strong>in</strong>itiative<br />
to reform our immigration process and govern<strong>in</strong>g laws.<br />
Ac<strong>co</strong>rd<strong>in</strong>g to Faleomavaega, this is most opportune, because if<br />
no local effort is energized to address our <strong>co</strong>rrupt immigration<br />
process, the Federal Government will step <strong>in</strong> to take over our<br />
Immigration,” said Iulogologo.<br />
“Faleomavaega thanked Governor <strong>Lolo</strong> for adopt<strong>in</strong>g a proactive<br />
approach<strong>in</strong>g <strong>in</strong> mitigat<strong>in</strong>g this long stand<strong>in</strong>g nemesis,”<br />
said Iulogologo via e-mail from Wash<strong>in</strong>gton D.C. yesterday<br />
morn<strong>in</strong>g. “The governor was very en<strong>co</strong>uraged by the <strong>co</strong>mmitment<br />
projected by Congressman Faleomavaega relative to <strong>open</strong><br />
and <strong>frank</strong> <strong>co</strong><strong>operation</strong> between the two leaders.”<br />
“The two leaders <strong>co</strong>mmitted to tackl<strong>in</strong>g the immigration<br />
problem together, along with the establishment of a <strong>co</strong>nducive<br />
e<strong>co</strong>nomic environment to entice <strong>in</strong>vestment <strong>in</strong>to the territory.<br />
The two leaders genu<strong>in</strong>ely have adopted the mantra that through<br />
unity the needs of the people of American <strong>Samoa</strong> will be maximally<br />
served,” he said.<br />
Additionally, “Faleomavaega also extended his appreciation<br />
to Governor <strong>Lolo</strong> for the bold actions that have been taken<br />
thus far to <strong>co</strong>ntrol the <strong>co</strong>st of government and to reduce waste<br />
and abuse.”<br />
Iulogologo said the governor has reached out to Faleomavaega<br />
for assistance to ensure that issues affect<strong>in</strong>g American<br />
<strong>Samoa</strong> are addressed <strong>in</strong> the U.S. Congress after the governor<br />
severed relationships with lobbyists who advocated for the<br />
Territory’s needs for past adm<strong>in</strong>istrations. This was done to<br />
advance his <strong>co</strong>mmitment to one of his governance pillars of<br />
unity among all leaders of American <strong>Samoa</strong>, said Iuloglogo.<br />
He recalled that <strong>in</strong> January this year, leaders of the Executive,<br />
Legislature and Judiciary met with the Congressman for<br />
the first time “to advance the <strong>co</strong>ncept of <strong>co</strong>llaboration and<br />
<strong>co</strong><strong>operation</strong>, and to ensure that the welfare of our people is<br />
<strong>co</strong>nt<strong>in</strong>ually improved.”<br />

The History Channel<br />
On March 17, 1762, <strong>in</strong> New York City, the<br />
first parade honor<strong>in</strong>g the feast day of St. Patrick,<br />
the patron sa<strong>in</strong>t of Ireland, is held by<br />
Irish soldiers serv<strong>in</strong>g <strong>in</strong> the British army. Early<br />
Irish settlers to the American <strong>co</strong>lonies, many of<br />
whom were <strong>in</strong>dentured servants, brought the Irish<br />
tradition of celebrat<strong>in</strong>g St. Patrick’s feast day<br />
to America.<br />
On March 11, 1818, “Frankenste<strong>in</strong>: or, The<br />
Modern Prometheus,” is published. The book, by<br />
21-year-old Mary Wollstonecraft Shelley, is frequently<br />
called the world’s first science-fiction<br />

On March 12, 1933, eight days after his <strong>in</strong>auguration,<br />

Grant fund<strong>in</strong>g <strong>co</strong>nt<strong>in</strong>ues to provide much needed f<strong>in</strong>ancial assistance for programs adm<strong>in</strong>istered<br />
by the Department of Youth and Women’s Affairs for victims of domestic violence,<br />
ac<strong>co</strong>rd<strong>in</strong>g to DYWA Act<strong>in</strong>g Director Pa’u Roy Ausage.<br />
Pa’u also said <strong>in</strong> his FY2013 first quarter performance report that some of the problems<br />
fac<strong>in</strong>g his office <strong>in</strong>clude the lack of funds to implement numerous projects for youth and women,<br />
po<strong>in</strong>t<strong>in</strong>g to a lack of professionals and paraprofessionals such as grant writers to search for and<br />
write grant proposals.<br />
The first quarter report stated that last year, funds from the Violence Aga<strong>in</strong>st Women Act<br />
(VAWA) grant adm<strong>in</strong>istered by the Crim<strong>in</strong>al Justice and Plann<strong>in</strong>g Agency (CJPA) paid for the<br />
tra<strong>in</strong><strong>in</strong>g of ten employees, who were victims of domestic violence, and for skills tra<strong>in</strong><strong>in</strong>g for<br />
women and men who were also <strong>co</strong>nsidered victims of domestic violence.<br />
The tra<strong>in</strong><strong>in</strong>g <strong>in</strong>cluded sew<strong>in</strong>g and pillow case embroidery, weav<strong>in</strong>g and restoration of f<strong>in</strong>e<br />
mats and laufala process<strong>in</strong>g.<br />
The 9th sew<strong>in</strong>g session of the Lalaga Faatasi sew<strong>in</strong>g program closed on Dec. 10, 2012 after<br />
thirteen weeks of tra<strong>in</strong><strong>in</strong>g. At the end of the program, 39 participants graduated and received certificates<br />
of <strong>co</strong>mpletion. The sew<strong>in</strong>g project was also held at the Territorial Correctional Facility<br />
for women <strong>in</strong>mates every Monday from 8am-4pm under the direction of tra<strong>in</strong>er Ms. Soonaalofa<br />
Roberts and the supervision of TCF female police guards. This program was officially closed on<br />
Dec. 3, 2012.<br />
Meanwhile, VAWA money <strong>co</strong>nt<strong>in</strong>ues to fund a full time program <strong>co</strong>ord<strong>in</strong>ator, a full time<br />
assistant <strong>co</strong>ord<strong>in</strong>ator to <strong>co</strong>ord<strong>in</strong>ate programs address<strong>in</strong>g domestic violence, and eight short term<br />
<strong>co</strong>ntract employees, who were previously paid with funds from the National Emergency Grant<br />
(NEG) program and the Workforce Investment Act (WIA).<br />
The seven females and the lone male who <strong>co</strong>mprise the fale lalaga <strong>co</strong>nt<strong>in</strong>ue to ma<strong>in</strong>ta<strong>in</strong> pandanus<br />
plantations, process laufala for f<strong>in</strong>e mat weav<strong>in</strong>g and restoration, weave and make fala tui,<br />
process and weave ‘afa, and make ‘ie sae at the Department of Agriculture <strong>Samoa</strong>n fale. Some of<br />
them were also mobilized to work on a voluntary basis <strong>in</strong> the <strong>operation</strong> and management of the<br />
Mapusaga Emergency Homeless Shelter.<br />
American <strong>Samoa</strong> received fund<strong>in</strong>g of $81,807 for Program Year 2011 from the USHUD to<br />
assist with the <strong>operation</strong> of the Mapusaga Emergency Homeless Shelter (MEHS). The Department<br />
of Youth and Women’s Affairs <strong>co</strong>nt<strong>in</strong>ues to operate and manage the shelter located at the<br />
Tafuna Industrial Park. Dur<strong>in</strong>g the first quarter of fiscal year 2013, three families were housed at<br />
the MEHS. A family of two, a family of four, and a family of one — a total of seven <strong>in</strong>dividuals.<br />
The grant also helped one family by provid<strong>in</strong>g f<strong>in</strong>ancial assistance to help pay for their rental and<br />
utility charges.<br />
In addition to the MEHS, the ESG (Emergency Solutions Grant) Program also funded another<br />
<strong>co</strong>mponent called Homeless Prevention. Under the program, one local household received f<strong>in</strong>ancial<br />
assistance to pay for the <strong>co</strong>st of rent and utilities.<br />

An <strong>in</strong>ternal and crim<strong>in</strong>al<br />
<strong>in</strong>vestigation has been launched<br />
aga<strong>in</strong>st a police officer accused<br />
of disturb<strong>in</strong>g the public peace<br />
at his ex-wife’s house while<br />
on duty, and us<strong>in</strong>g the police<br />
vehicle to get to the scene. This<br />
was <strong>co</strong>nfirmed by Act<strong>in</strong>g Commissioner<br />
Leiseau Laumoli.<br />
“The <strong>in</strong>vestigation is<br />
underway and this case will<br />
be treated like any other case.<br />
The <strong>in</strong>vestigat<strong>in</strong>g officers will<br />
gather all the <strong>in</strong>formation and<br />
witnesses <strong>in</strong> order to carry out<br />
a thorough <strong>in</strong>vestigation <strong>in</strong> this<br />
matter,” said Laumoli.<br />
“Just because he’s a police<br />
officer, does not mean the<br />
police will not <strong>in</strong>vestigate this<br />
matter thoroughly,” he added.<br />
Ac<strong>co</strong>rd<strong>in</strong>g to the victim’s<br />
statement leaked to <strong>Samoa</strong><br />
<strong>News</strong> about the alleged <strong>in</strong>cident,<br />
the <strong>co</strong>p was upset about<br />
an exchange he had with his exwife<br />
via email. The <strong>co</strong>p, who<br />
is stationed at the Tafuna West<br />
Substation, got <strong>in</strong>to the police<br />
vehicle and drove to Pago Pago<br />
with another police officer.<br />
It’s alleged the officer,<br />
upon arriv<strong>in</strong>g at his ex-wife’s<br />
house was swear<strong>in</strong>g, and this<br />
prompted the woman to <strong>co</strong>ntact<br />
the police station <strong>in</strong> Fagatogo<br />
for assistance. However before<br />
police arrived at the scene, the<br />
officer took off <strong>in</strong> the police<br />
vehicle. Efforts to obta<strong>in</strong> <strong>co</strong>mments<br />
from the officer <strong>in</strong>volved<br />
were unsuccessful.<br />
Woman F<strong>in</strong>ed For<br />
assault<strong>in</strong>g nieCe<br />
Utu Feo who assaulted her<br />
niece with a pipe was f<strong>in</strong>ed<br />
$500 as part of her two-year<br />
probation <strong>co</strong>nditions. Feo was<br />
fac<strong>in</strong>g a PPD and one <strong>co</strong>unt of<br />
se<strong>co</strong>nd degree assault, but she<br />
<strong>in</strong>stead pled guilty to PPD and<br />
third degree assault, which was<br />
amended from the felony assault.<br />
The third degree assault and<br />
PPD are both misdemeanors,<br />
with each <strong>co</strong>unt punishable by<br />
up to one year <strong>in</strong> jail, a f<strong>in</strong>e<br />
of up to $1,000 or both. Associate<br />
Justice Lyle L Richmond<br />
sentenced the defendant to one<br />
year <strong>in</strong> prison, however execution<br />
of sentence was suspended<br />
and she has been placed on probation<br />
for two years under certa<strong>in</strong><br />
<strong>co</strong>nditions.<br />
Feo was ordered to pay a<br />
f<strong>in</strong>e of $500, undergo anger<br />
management <strong>co</strong>urses and was<br />
ordered not to <strong>co</strong>ntact the<br />
victim directly or <strong>in</strong>directly.<br />
Ac<strong>co</strong>rd<strong>in</strong>g to the government’s<br />
case, on Nov. 16, 2011<br />
police received a call from a<br />
19-year-old girl claim<strong>in</strong>g she<br />
was assaulted by her aunt with<br />
a pipe. The alleged <strong>in</strong>cident<br />
occurred <strong>in</strong> Aua where the<br />
defendant resides.<br />
Police spoke with the defendant<br />
who admitted to beat<strong>in</strong>g<br />
the victim with a pipe, because<br />
the victim had run away from<br />
home for four days.<br />

bite Cases to be sentenCed<br />

Two defendants <strong>in</strong> separate<br />
dog bite cases have entered <strong>in</strong>to<br />
plea agreements with the government.<br />

Tuaua are each charged <strong>in</strong> separate<br />
cases, with possession of a<br />
vicious animal, a class D felony,<br />
which carries a jail term of up to<br />
five years <strong>in</strong> jail, a f<strong>in</strong>e of up to<br />
$5,000 or both.<br />
Passi pleaded guilty to the<br />
amended charge of possession<br />
of a vicious animal, a misdemeanor.<br />

case, on Sept. 6, 2012<br />
it was reported by a nurse at the<br />
LBJ hospital that a young boy<br />
was receiv<strong>in</strong>g medical treatment<br />
follow<strong>in</strong>g an alleged dog bite <strong>in</strong><br />
Vatia. The 10-year-old boy told<br />
police he was walk<strong>in</strong>g with his<br />
aunt when he was attacked by<br />
two dogs and bitten on the leg.<br />
Court fil<strong>in</strong>gs state that on Sept.<br />
22, 2012 the police along with<br />
an employee of the Department<br />
of Agriculture seized the dog<br />
<strong>in</strong>volved <strong>in</strong> the <strong>in</strong>cident.<br />
Tuaua, pleaded guilty to the<br />
amended charge of possession<br />
of a vicious animal, a misdemeanor.<br />
The victim told police<br />
that she was walk<strong>in</strong>g from her<br />
house to work when she was<br />
attacked by dogs. Court fil<strong>in</strong>gs<br />
state that the victim did not provoke<br />
the dogs <strong>in</strong> any way and<br />
she managed to ward off two<br />
dogs but the rema<strong>in</strong><strong>in</strong>g dog bit<br />
her on the thigh and a man came<br />
out of nowhere and chased the<br />
dogs away. Court fil<strong>in</strong>gs state<br />
that on Nov. 27, 2012 police,<br />
along with an employee of the<br />
Agriculture office apprehended<br />
two of the dogs that attacked<br />
the victim.<br />

case, denied the charges aga<strong>in</strong>st<br />
him when he was arraigned<br />
<strong>in</strong> the High Court yesterday<br />
morn<strong>in</strong>g. Vaisagote is fac<strong>in</strong>g<br />
charges of rape, deviate sexual<br />
assault, and sexual abuse, and a<br />
misdemeanor charge of endanger<strong>in</strong>g<br />
the welfare of a child.<br />
Vaisagote who’s held on<br />
bail of $20,000 is represented<br />
by Act<strong>in</strong>g Public Defender,<br />
Douglas Fiaui, while prosecut<strong>in</strong>g<br />
is Chief Asst. Attorney<br />
General Kimberly Hyde.<br />
The charges were launched<br />
after the police were <strong>in</strong>formed<br />
that the 15-year-old victim<br />
engaged <strong>in</strong> sexual <strong>in</strong>ter<strong>co</strong>urse<br />

Interagency group on<br />
Insular Areas meets<br />
plenary session oF island leaders and<br />
Federal oFFiCials held at <strong>in</strong>terior dept.<br />
(PRESS RELEASE) — WASHINGTON, D.C. – Governors<br />
and Congressional representatives from each of the U.S. Insular<br />
Areas gathered <strong>in</strong> Wash<strong>in</strong>gton this week to attend their annual<br />
meet<strong>in</strong>g with senior-level federal officials to discuss issues of<br />
importance to American <strong>Samoa</strong>, the Commonwealth of the<br />
Northern Mariana Islands, Guam, and the U.S Virg<strong>in</strong> Islands.<br />
The 2013 Senior Plenary Session of the Interagency Group<br />
on Insular Areas (IGIA), host<strong>in</strong>g by the Department of the<br />
Interior, was <strong>co</strong>-chaired by White House Director of Intergovernmental<br />
Affairs David Agnew and Deputy Secretary of the<br />
Interior David J. Hayes.<br />
The island governors also were <strong>in</strong> Wash<strong>in</strong>gton to attend the<br />
annual National Governors’ Conference, the Western Governors<br />
Breakfast, and U.S. Coral Reef Task Force Meet<strong>in</strong>gs, all<br />
of which preceded the IGIA Plenary Session.<br />
Various Governors and Congressional representatives from<br />
the U.S. Insular Areas provided remarks and statements unique<br />
to their island and highlighted useful ideas and goals for their<br />
<strong>co</strong>nstituencies that developed from the sessions at this year’s<br />
annual meet<strong>in</strong>g.<br />
In addition, the Co-chairs provided important remarks at the<br />
annual meet<strong>in</strong>g.<br />
“This annual meet<strong>in</strong>g and its important workshops unders<strong>co</strong>re<br />
the <strong>co</strong>llaborative progress we are mak<strong>in</strong>g to ensure the<br />
health, safety, and welfare of our people <strong>in</strong> American <strong>Samoa</strong>,<br />
Guam, the Northern Mariana Islands, the US Virg<strong>in</strong> Islands,<br />
and Puerto Ri<strong>co</strong>,” said Deputy Secretary David J. Hayes.<br />
“It is my hope that folks who have traveled thousands of<br />
miles to be here this week will work to identify other areas and<br />
<strong>in</strong>itiatives that we can employ to do an even better job mov<strong>in</strong>g<br />
forward to ensure that resources can be found to advance the<br />
priorities of these Insular Areas.”<br />

Retirement Fund loan has<br />
less than $1 Million left…<br />

A new ASG “summary” report on the $20 million loan from the ASG Employees Retirement<br />
Fund shows that less than $1 million is left to be expended, while allocations assigned to projects,<br />
such as for the Fono show a stand<strong>in</strong>g balance of close to $3 million still to be used.<br />
The loan has been the subject of <strong>co</strong>ncern and <strong>co</strong>mpla<strong>in</strong>ts by lawmakers over the years because<br />
of the way it has been spent and last year, it became the subject of a probe by the Senate Investigative<br />
Committee, as the <strong>in</strong>vestigative panel sought clarification <strong>in</strong>to where the money went.<br />
The loan money, under the law, is to be repaid by a certa<strong>in</strong> percentage of excise taxes imposed<br />
on beer, al<strong>co</strong>hol and tobac<strong>co</strong> and all customs declaration fees.<br />
siC <strong>in</strong>terim report<br />
The SIC <strong>in</strong>terim report last summer revealed that as of Apr. 26, 2012, only $2.39M of the loan<br />
proceeds, held at the Bank of Hawai’i, had yet to be expended, and this <strong>in</strong>formation was based on<br />
ASG f<strong>in</strong>ancial re<strong>co</strong>rds. (<strong>Samoa</strong> <strong>News</strong> notes there was no <strong>in</strong>dication <strong>in</strong> the report if the ASG f<strong>in</strong>ancial<br />
re<strong>co</strong>rds to which it referred <strong>in</strong>clude a re<strong>co</strong>nciled bank statement of the loan proceeds ac<strong>co</strong>unt.)<br />
The SIC report also stated that some of the projects funded with the loan used up more money<br />
than was <strong>in</strong>itially allocated for those projects, while some projects with allocated loan proceeds<br />
were <strong>in</strong> jeopardy of not hav<strong>in</strong>g sufficient loan funds to <strong>co</strong>mplete projects.<br />
Some of those notable examples were:<br />
• Western District had spent $409,748, with a balance rema<strong>in</strong><strong>in</strong>g of $490,252;<br />
• Eastern District expended $683,849, with a balance of $216,151;<br />
• Manua District had spent $847,900, leav<strong>in</strong>g a balance of $52,100;<br />
• the Fono expended $301,601, leav<strong>in</strong>g a balance of $2,698,399<br />
The SIC <strong>in</strong>terim report says the largest overruns occurred <strong>in</strong> the Pacific Arts project ($1,072,563)<br />
and the Tug Boat (or Maris<strong>co</strong>) project ($1,450,320).<br />
Current asg summary report<br />
In the new ASG summary report that has made its way to some lawmakers, it shows that — as<br />
of Jan. 31, 2013 — a total of $19.03 million (or $19,039,692.60) has already been expended from<br />
the loan, leav<strong>in</strong>g a balance <strong>in</strong> the fund of only $960,307.40.<br />
Ac<strong>co</strong>rd<strong>in</strong>g to the new report, of as Jan. 31, 2013:<br />
The Western District rema<strong>in</strong><strong>in</strong>g balance is $103,326.78;<br />
The Eastern District rema<strong>in</strong><strong>in</strong>g balance is $23,688.81;<br />
The Manu’a District rema<strong>in</strong><strong>in</strong>g balance stands at $2,789.31; and,<br />
The Fono rema<strong>in</strong><strong>in</strong>g balance stands at $2.30 million, as of Jan. 31, 2013.<br />
The new report also shows that the <strong>Samoa</strong>n Heritage Week <strong>in</strong> Hawai’i was allocated $50,000<br />
but total expenditures stood at $153,602 and the ASG Fale <strong>Samoa</strong> <strong>in</strong> Utulei Beach was allocated<br />
$45,0000, while total expenditures were $64,419,19.<br />
However, under the new summary, as of Jan. 31 this year, these overruns for the Pacific Arts<br />
Festival and Tug Boat dropped slightly, at $1,052,439 and $1,200,320, respectively.<br />
baCkground<br />
The SIC Interim report noted three <strong>in</strong>terest<strong>in</strong>g po<strong>in</strong>ts that were a part of the law passed by the<br />
Fono that allowed the government to borrow the money:<br />
1) Under provisions of the loan, $1 million was allocated to each district to carry out their<br />
capital improvement projects, with 10% from each district go<strong>in</strong>g to the office that manages and<br />
oversees these projects,<br />
2) The f<strong>in</strong>al determ<strong>in</strong>ation of the loan allocation amount, or budget, by project was to be made<br />
by the governor (Togiola Tulafono), and<br />
3) Authorization, or directives for expenditures, for projects was to be made by the governor.<br />
Some House members of the current Legislature have sought additional <strong>in</strong>formation on the<br />
spend<strong>in</strong>g of this loan, while the most asked question seems to be: Are there any funds left from<br />
the loan that can be used as a fund<strong>in</strong>g source?<br />
As it stands, if projects with allocated funds are still to be honored — the answer is no, with the<br />
Fono project be<strong>in</strong>g the focus of a major shortfall. However, as noted under the law — authorization<br />
and f<strong>in</strong>al determ<strong>in</strong>ation of the loan proceeds is under the purview of the governor.<br />
In this case, it is now Gov. <strong>Lolo</strong> Matalasi Moliga who will have the last say.
American public yawns at<br />
budget cut hype <strong>in</strong> capitol<br />
WASHINGTON (AP) —<br />
President Barack Obama is<br />
pull<strong>in</strong>g out all the stops to<br />
warn just what <strong>co</strong>uld happen if<br />
automatic budget cuts kick <strong>in</strong>.<br />
Americans are react<strong>in</strong>g with a<br />
<strong>co</strong>llective yawn.<br />
They know the drill: Obama<br />
raises the alarm, Democrats and<br />
Republicans accuse each other<br />
of hold<strong>in</strong>g a deal hostage, there’s<br />
a lot of yell<strong>in</strong>g on cable news,<br />
and then f<strong>in</strong>ally, when everyone<br />
has made their po<strong>in</strong>ts, a deal is<br />
struck and the day is saved.<br />
Maybe not this time. Two<br />
days before $85 billion <strong>in</strong><br />
cuts are set to hit federal programs<br />
with all the precision of<br />
a wreck<strong>in</strong>g ball, there are no<br />
signs that a deal is imm<strong>in</strong>ent.<br />
Even the White House <strong>co</strong>nceded<br />
Wednesday that efforts to avoid<br />
the cuts were unlikely to succeed<br />
before they kick <strong>in</strong> on Friday.<br />
Still, for all the grim predictions,<br />
Americans seem to be<br />
flipp<strong>in</strong>g the channel to someth<strong>in</strong>g<br />
a little less, well, bor<strong>in</strong>g.<br />
They wonder, haven’t we been<br />
here before?<br />
It’s like deja vu, says Patrick<br />
Naylon, who runs an audiovisual<br />
firm <strong>in</strong> San Francis<strong>co</strong>: “The<br />
same stuff, over and over aga<strong>in</strong>.”<br />
Texas native Corby Biddle,<br />
53, isn’t los<strong>in</strong>g sleep over the<br />
cuts. No way the government will<br />
let vital services <strong>co</strong>llapse, he said<br />
as he visited tourist attractions <strong>in</strong><br />
downtown Atlanta. “It will get<br />
resolved. They will kick the can<br />
down the road,” Biddle said.<br />
Usually, that’s exactly what<br />
happens. Even the cuts beh<strong>in</strong>d<br />
the current panic were orig<strong>in</strong>ally<br />
supposed to kick <strong>in</strong> on Jan. 1 —<br />
part of the fiscal-cliff <strong>co</strong>mbo of<br />
spend<strong>in</strong>g cuts and tax hikes that<br />
e<strong>co</strong>nomists warned <strong>co</strong>uld nudge<br />
the nation back <strong>in</strong>to recession.<br />
For all the high drama, lawmakers<br />
f<strong>in</strong>ally acted on New<br />
Year’s Day, <strong>co</strong>mpromis<strong>in</strong>g on<br />
taxes and punt<strong>in</strong>g the spend<strong>in</strong>g<br />
cuts to March 1.<br />
And the blunt <strong>in</strong>strument<br />
known as the “sequester” that’s<br />
set to deliver the cuts? That<br />
too was the progeny of another<br />
moment of government-bybr<strong>in</strong>ksmanship,<br />
a <strong>co</strong>ncession that<br />
<strong>in</strong> 2011 made possible the grand<br />
barga<strong>in</strong> that saved the U.S. from<br />
a first-ever default on its debt.<br />
Even if the current cuts go<br />
through, the impact won’t be<br />
immediate. Federal workers<br />
would be notified next week<br />
that they will have to take up<br />
to a day every week off without<br />
pay, but the furloughs won’t<br />
start for a month due to notification<br />
requirements. That will<br />
give negotiators some breath<strong>in</strong>g<br />
room to keep work<strong>in</strong>g on a deal.<br />
But you can only cry wolf so<br />
many times before people just<br />
stop pay<strong>in</strong>g attention. “I know<br />
you guys must get tired of it,”<br />
Obama told a crowd <strong>in</strong> Virg<strong>in</strong>ia<br />
on Tuesday. “Didn’t we just<br />
solve this th<strong>in</strong>g? Now we’ve got<br />
another th<strong>in</strong>g <strong>co</strong>m<strong>in</strong>g up?”<br />
Three out of 4 Americans<br />
say they aren’t follow<strong>in</strong>g the<br />
spend<strong>in</strong>g cuts issue very closely,<br />
ac<strong>co</strong>rd<strong>in</strong>g to a Pew Research<br />
Center poll released this week.<br />
It’s a significant drop from the<br />
nearly 4 <strong>in</strong> 10 who <strong>in</strong> December<br />
said they were closely follow<strong>in</strong>g<br />
the fiscal-cliff debate.<br />
Public data from Google’s<br />
search eng<strong>in</strong>e shows that at its<br />
peak <strong>in</strong> December, the search<br />
term “fiscal cliff” was about 10<br />
times as popular as “sequestration”<br />
has been <strong>in</strong> recent days.<br />
Even “debt ceil<strong>in</strong>g,” not a huge<br />
thriller for the web-surf<strong>in</strong>g<br />
crowd, maxed out <strong>in</strong> July 2011<br />
at about three times the searches<br />
the sequester is now gett<strong>in</strong>g.<br />
“We’re now approach<strong>in</strong>g the<br />
next alleged deadl<strong>in</strong>e of doom.<br />
And voters, hav<strong>in</strong>g been told<br />
previously that the world might<br />
end, found it did not <strong>in</strong> the past<br />
and are be<strong>co</strong>m<strong>in</strong>g more skeptical<br />
that it will <strong>in</strong> the future,”<br />
said Peter Brown of the nonpartisan<br />
Qu<strong>in</strong>nipiac University<br />
Poll<strong>in</strong>g Institute.<br />
And let’s face it: When it<br />
<strong>co</strong>mes to policy issues that can<br />
really put an audience to sleep,<br />
“sequestration” is right up there<br />
with filibuster reform, cha<strong>in</strong>ed<br />
CPI and carried <strong>in</strong>terest.<br />
For all the angst about layoffs,<br />
furloughs and slashes to government<br />
<strong>co</strong>ntracts, the markets don’t<br />
seem to be rattled, either. The<br />
Dow Jones Industrial Average,<br />
after fall<strong>in</strong>g below 13,000 at the<br />
height of the fiscal cliff debacle,<br />
has been buoyant ever s<strong>in</strong>ce,<br />
spend<strong>in</strong>g the last month hover<strong>in</strong>g<br />
just below 14,000.<br />
“I shrug my shoulders<br />
because I don’t believe any<br />
of those severe cuts will go<br />
through,” said Karen Jensen, a<br />
retired hospital adm<strong>in</strong>istrator<br />
who stopped to talk <strong>in</strong> New<br />
York’s Times Square. “Life<br />
goes on as it has before.”<br />
But if the Obama adm<strong>in</strong>istration<br />
hasn’t managed to <strong>co</strong>nv<strong>in</strong>ce<br />
Americans these spend<strong>in</strong>g cuts<br />
<strong>co</strong>uld be the real deal, it’s not<br />
for lack of try<strong>in</strong>g.<br />
Each day the cuts grow<br />
nearer sees a new dire warn<strong>in</strong>g<br />
from the White House about<br />
another government function<br />
that will take a hit if they go<br />
<strong>in</strong>to effect — what White House<br />
chief of staff Denis McDonough<br />
has called a “devastat<strong>in</strong>g list of<br />
horribles.” The White House has<br />
even <strong>co</strong>mpiled and circulated 51<br />
reports — one for each state,<br />
plus the District of Columbia<br />
— show<strong>in</strong>g how the cuts <strong>co</strong>uld<br />
harm local <strong>co</strong>mmunities.<br />
Education Secretary Arne<br />
Duncan said Wednesday that<br />
up to 40,000 teachers <strong>co</strong>uld lose<br />
their jobs. Homeland Security<br />
Secretary Janet Napolitano has<br />
warned that her agency will<br />
be forced to furlough 5,000<br />
border patrol agents. Fewer air<br />
traffic <strong>co</strong>ntrollers <strong>co</strong>uld mean<br />
90-m<strong>in</strong>ute delays or longer <strong>in</strong><br />
major cities, and visit<strong>in</strong>g hours<br />
at all 398 national parks are<br />
likely to be cut, the adm<strong>in</strong>istration<br />
has said.<br />
“The president needs to<br />
stop campaign<strong>in</strong>g, stop try<strong>in</strong>g<br />
to scare the American people,<br />
stop try<strong>in</strong>g to scare the states,”<br />
Republican Gov. Bobby J<strong>in</strong>dal<br />
of Louisiana said this week after<br />
governors from both parties<br />
met with Obama beh<strong>in</strong>d closed<br />
doors. “Now’s the time to cut<br />
spend<strong>in</strong>g. It can be done without<br />
jeopardiz<strong>in</strong>g the e<strong>co</strong>nomy. It<br />
can be done without jeopardiz<strong>in</strong>g<br />
critical services.”<br />
The age-old Republican<br />
desire for a scaled-back federal<br />
government makes it clear why,<br />
on the one hand, the GOP isn’t<br />
scrambl<strong>in</strong>g to avert the cuts —<br />
especially when Obama <strong>in</strong>sists<br />
on more tax revenues <strong>in</strong> any<br />
deal to turn them off. On the<br />
other hand, Obama is bank<strong>in</strong>g<br />
on polls that show if the cuts go<br />
through, Republicans are likely<br />
to bear most of the blame.<br />
Both parties agree that if<br />
you’re go<strong>in</strong>g to cut spend<strong>in</strong>g, an<br />
<strong>in</strong>discrim<strong>in</strong>ate mechanism like<br />
the sequester is the wrong way<br />
to do it. After all, the whole po<strong>in</strong>t<br />
of the endeavor was to set <strong>in</strong><br />
motion ramifications so unbearable<br />
that lawmakers would be<br />
forced to <strong>co</strong>me together and<br />
hash out a better plan before the<br />
deadl<strong>in</strong>e.<br />

PORT VILA, Vanuatu (AP) — A strong earthquake<br />
has shaken the South Pacific island nation<br />
of Vanuatu without caus<strong>in</strong>g major damage. The<br />
magnitude-6.1 quake struck Thursday afternoon.<br />
The Pacific Tsunami Warn<strong>in</strong>g Center did<br />
not issue a tsunami warn<strong>in</strong>g.<br />
Godw<strong>in</strong> Ligo, a reporter at the Trad<strong>in</strong>g Post<br />
newspaper, said he felt his office build<strong>in</strong>g <strong>in</strong> the<br />
capital Port Vila shake and sway. He said he<br />
wasn’t aware of any major problems caused by<br />
the quake.<br />
The U.S. Geological Survey reported the<br />
epicenter was 104 kilometers (64 miles) west<br />

BEIJING (AP) — Ch<strong>in</strong>ese authorities have<br />
arrested five Tibetans, mostly Buddhist monks,<br />
whom they allege persuaded three people to<br />
self-immolate at the behest of foreign forces.<br />
The official X<strong>in</strong>hua <strong>News</strong> Agency said<br />
Thursday the five Tibetans were arrested by<br />
police <strong>in</strong> northwestern Gansu prov<strong>in</strong>ce and<br />
<strong>in</strong>cluded a 21-year-old monk from neighbor<strong>in</strong>g<br />
Sichuan.<br />
X<strong>in</strong>hua says the five are accused of recruit<strong>in</strong>g<br />
three people and en<strong>co</strong>urag<strong>in</strong>g them to selfimmolate<br />
<strong>in</strong> late October and November last<br />
year, say<strong>in</strong>g their sacrifice would <strong>co</strong>ntribute to<br />
the Tibetan cause.<br />
Authorities <strong>in</strong>itially responded to the selfimmolations<br />

A troubled grandmother,<br />
a birthday<br />
and two dead boys<br />
NORTH STONINGTON, Conn. (AP) — Debra Denison’s<br />
struggles with mental illness were well known <strong>in</strong> her family,<br />
and when she wanted to pick up her grandsons from day care to<br />
mark the older boy’s birthday, mother Brenda Perry hesitated.<br />
Denison not only wanted to pick up 2-year-old Alton and<br />
6-month-old Ashton, but she also wanted to do it alone, the<br />
boys’ great-grandmother said. Perry told her mother the boys<br />
were too much for her to handle, but Denison <strong>in</strong>sisted.<br />
“She was apparently very <strong>co</strong>nv<strong>in</strong>c<strong>in</strong>g,” said Marcia White,<br />
the boys’ great-grandmother on their father’s side. So Perry<br />
asked her to take along another relative. She didn’t — and now<br />
a family and a town are wonder<strong>in</strong>g whether anyth<strong>in</strong>g <strong>co</strong>uld have<br />
prevented what came next.<br />
Denison left a suicide note, drove alone to the day care, picked<br />
up the boys, took them to a nearby lake and apparently used<br />
her husband’s gun to fatally shoot them and herself, authorities<br />
and relatives said Wednesday. The bodies were found Tuesday<br />
night, about two hours after a frantic search began.<br />
State police had not officially determ<strong>in</strong>ed they all died<br />
because of the gunfire, but autopsies were planned.<br />
Denison, 47, also had a 13-year-old son who was not with her<br />
Tuesday afternoon and was unharmed. In her suicide note, she<br />
said <strong>in</strong> part that God was watch<strong>in</strong>g over him on Tuesday, White<br />
said. What exactly she meant by that, and her motive for the kill<strong>in</strong>gs<br />
and suicide, rema<strong>in</strong> unclear.<br />
But state property tax re<strong>co</strong>rds revealed f<strong>in</strong>ancial difficulties,<br />
<strong>in</strong>clud<strong>in</strong>g a lien put on their home last month. And the boys’<br />
parents told WVIT-TV that Denison had “split personalities,”<br />
while WFSB-TV reported that family members described her as<br />
hav<strong>in</strong>g bipolar disorder. “She would go along and have seasons<br />
where everyth<strong>in</strong>g was A OK, and other times when she would<br />
be depressed, runn<strong>in</strong>g to the doctor and gett<strong>in</strong>g prescriptions,”<br />
said White, the grandmother of the boys’ father, Jeremy Perry.<br />
The parents are reel<strong>in</strong>g with grief, she said, on what should<br />
have been a happy day of look<strong>in</strong>g over snapshots of their older<br />
son’s birthday. “They have a strong faith <strong>in</strong> God, and they’re<br />
just cl<strong>in</strong>g<strong>in</strong>g to each other and God,” she said.<br />
Noth<strong>in</strong>g seemed amiss when Denison <strong>co</strong>llected the boys<br />
from Kidds & Co., where she had been before and was on a<br />
list of people authorized to pick up the children. Their mother<br />
had told staff members the grandmother would be pick<strong>in</strong>g up<br />
the children, and Denison was friendly and talkative when she<br />
arrived, ac<strong>co</strong>rd<strong>in</strong>g to director Nikki Salaun.<br />
The staff described the boys as very happy children. Alton<br />
had been sent to the day care Tuesday with m<strong>in</strong>i-cupcakes to<br />
share <strong>in</strong> honor of his birthday; he was nicknamed “the greeter”<br />
at the center because he always went to see visitors at the door,<br />
while other children hung back.<br />
In a Facebook post<strong>in</strong>g Monday, the mother had written: “So<br />
excited mak<strong>in</strong>g m<strong>in</strong>i cupcakes and play dough for Altons day<br />
tomorrow can’t believe 2 years old already. So blessed”.<br />
Salaun and center <strong>co</strong>-owner Christ<strong>in</strong>e Hare said that they<br />
keep go<strong>in</strong>g over the pickup <strong>in</strong> their m<strong>in</strong>ds, but that there is<br />
noth<strong>in</strong>g they <strong>co</strong>uld have done differently.<br />
After help<strong>in</strong>g Denison to her van with the children, they dis<strong>co</strong>vered<br />
she had taken the wrong car seat. When they <strong>co</strong>uld not<br />
reach her by phone, they alerted the boys’ mother, who <strong>co</strong>ntacted<br />
police. The bodies were found around 9:30 p.m. Tuesday, about<br />
two hours after state police issued a statewide Amber Alert.<br />
As state police were search<strong>in</strong>g, they learned that Denison had<br />
left her home Tuesday afternoon armed with a revolver and had<br />
left a suicide note. The <strong>co</strong>ntents of the note weren’t released.<br />
The bodies of Denison and the boys were found <strong>in</strong> a car<br />
parked near Lake of Isles <strong>in</strong> Preston, <strong>in</strong> the southeastern <strong>co</strong>rner<br />
of Connecticut. It’s a town over from the day care center <strong>in</strong><br />
North Ston<strong>in</strong>gton, a bedroom and farm<strong>in</strong>g <strong>co</strong>mmunity just a few<br />
miles away from one of the world’s largest cas<strong>in</strong>os.<br />
In Facebook post<strong>in</strong>gs, Brenda Perry thanked people for their<br />
prayers and said she loved her sons. “God (has) two beautiful<br />
angels help<strong>in</strong>g him now,” the post<strong>in</strong>gs said.<br />
Denison’s crim<strong>in</strong>al re<strong>co</strong>rd appeared clean. She had two <strong>co</strong>nvictions<br />
for m<strong>in</strong>or driv<strong>in</strong>g offenses, said Peggy Muckle, a clerk<br />
at New London Superior Court. She was f<strong>in</strong>ed $35 <strong>in</strong> 2003 for<br />
follow<strong>in</strong>g too closely and, <strong>in</strong> 2004, she pleaded guilty to reckless<br />
driv<strong>in</strong>g, but a judge did not require her to pay the $100 f<strong>in</strong>e.<br />
Denison and her husband, Jance Denison, have had f<strong>in</strong>ancial<br />
problems over the past several years, <strong>in</strong>clud<strong>in</strong>g a $5,926 state<br />
tax lien put on their home last month. There were several other<br />
liens on the Denison home dat<strong>in</strong>g back to the late 1990s, mostly<br />
<strong>in</strong> Jance Denison’s name, re<strong>co</strong>rds show. They <strong>in</strong>cluded three liens<br />
total<strong>in</strong>g more than $3,900 aga<strong>in</strong>st Debra Denison by The William<br />

SAN DIEGO (AP) — A child molestation<br />
suspect charged with shoot<strong>in</strong>g two San Diego<br />
County sheriff’s deputies has been attacked <strong>in</strong><br />
jail. San Diego County sheriff’s officials say<br />
Daniel Witczak was stabbed Saturday night<br />
at the George Bailey Detention Center <strong>in</strong> San<br />
Diego. He was treated for non-life threaten<strong>in</strong>g<br />
wounds. Authorities aren’t not releas<strong>in</strong>g any<br />
details of the assault.<br />
The 30-year-old was wounded <strong>in</strong> a shootout<br />
last September after deputies went to his Lakeside<br />
apartment to <strong>in</strong>vestigate allegations that he<br />
molested his girlfriend’s daughters.<br />
Two deputies were wounded.<br />
He’s pleaded not guilty to molestation and<br />

WHEAT RIDGE, Colo. (AP) — Police <strong>in</strong><br />

the gun shop featured on Dis<strong>co</strong>very Channel’s<br />
“American Guns.”<br />
Wheat Ridge police were notified of a silent<br />
alarm at the Gunsmoke Gun Shop just before<br />
4:15 a.m. Wednesday. When they arrived, they<br />
found that the shop had been entered through<br />
a hole <strong>in</strong> the roof. Police say a witness across<br />
the street reported see<strong>in</strong>g a silver two-door car<br />
leav<strong>in</strong>g the gun shop’s park<strong>in</strong>g lot, shortly after<br />
the silent alarm was received.<br />
Police say it appears more than one person<br />
may have been <strong>in</strong>volved <strong>in</strong> the burglary. Investigators<br />
had no suspect descriptions Wednesday<br />
afternoon, and an <strong>in</strong>ventory of stolen property<br />

SACRAMENTO, Calif. (AP) — A Sacramento-area<br />
man has been arrested for allegedly<br />
kill<strong>in</strong>g his 9-year-old son <strong>in</strong> a hatchet attack.<br />
Sacramento police say 36-year-old Phillip<br />
Raymond Hernandez was arrested on suspicion<br />
of homicide around noon Tuesday.<br />
The Sacramento Bee reports officers arrived<br />
at the suspect’s Natomas home after receiv<strong>in</strong>g<br />
two emergency calls.<br />
They found the boy was unresponsive and<br />
had suffered from blunt force trauma to the<br />
head. He was declared dead at the scene.<br />
Officials say police set a perimeter around<br />
the neighborhood and soon found Hernandez,<br />
who was deta<strong>in</strong>ed without trouble. Police say<br />
Hernandez’s 12-year-old son was also home<br />
but was not harmed. The victim’s mother was<br />
out of California when he was killed. In a press<br />
release, police said, “There is no explanation<br />
for Hernandez’ unimag<strong>in</strong>able actions.”<br />

EL CAJON, Calif. (AP) — A man allegedly<br />
armed with two swords has been arrested after a<br />
six-hour standoff <strong>in</strong> San Diego County.<br />
El Cajon police say they were called to an<br />
apartment shortly after 11 p.m. Tuesday by a<br />
woman who said her husband had beaten her.<br />
She was treated for facial <strong>in</strong>juries.<br />
Police say a 38-year-old man was seen with<br />
a machete and knives and that he threatened to<br />
stab officers and kill himself dur<strong>in</strong>g a standoff.<br />
A SWAT team and crisis negotiators were<br />
dispatched but <strong>co</strong>uldn’t get the man to surrender.<br />
Police fired tear gas at around 5 a.m.<br />
Wednesday. They say the man left the apartment<br />
a half-hour later with two swords and was<br />
arrested after be<strong>in</strong>g shot with a sponge projectile.<br />
He was taken to a hospital for evaluation.<br />

FRESNO, Calif. (AP) — A former California<br />
high school basketball <strong>co</strong>ach has been<br />
ordered to trial for a drunken driv<strong>in</strong>g crash that<br />
killed a 7-year-old boy. Prosecutors say Loren<br />
LeBeau was beh<strong>in</strong>d the wheel of a car that<br />
struck Donovan Maldonado and dragged the<br />
boy 800 feet to his death <strong>in</strong> Fresno last summer.<br />
The Fresno Bee says LeBeau’s car struck<br />
Donovan, his sister Bella, and their father Jesse<br />
Maldonado as they bicycled <strong>in</strong> a crosswalk.<br />
A Fresno judge on Tuesday ruled there was<br />

recluse’s gold net $3.5M<br />

The tale of a mysterious Nevada<br />
recluse’s gold has reached a<br />
new chapter when a portion of<br />
the trove raked <strong>in</strong> more than<br />
$3.5 million at auction.<br />
The allure of mystery pulled<br />
some bidders to the <strong>co</strong>urtroom<br />
where the auction took place<br />
Tuesday. For others, it was<br />
the sheer value of a <strong>co</strong>llection<br />
unknown to the public before<br />
Walter Samaszko Jr. was found<br />
dead <strong>in</strong> his modest ranch-style<br />
home last year.<br />
Regardless of motivation,<br />
those who <strong>co</strong>nverged on<br />
the auction <strong>co</strong>uld sense the<br />
immense value of the treasure<br />
upon arriv<strong>in</strong>g. Numerous guards<br />
were stationed at the entrance,<br />
more <strong>in</strong> the hallway outside<br />
the <strong>co</strong>urtroom, and f<strong>in</strong>ally several<br />
with bulletproof vests and<br />
others with helmets <strong>in</strong>side the<br />
room hold<strong>in</strong>g the gold.<br />
Five bidders diligently<br />
<strong>in</strong>spected the 11 lots of gold displayed<br />
<strong>in</strong> plastic sleeves, tubes<br />
and felt jewelry display boxes<br />
heavily guarded room before<br />
the bidd<strong>in</strong>g wars began. By the<br />
time all sales were f<strong>in</strong>al, however,<br />
one bidder had secured<br />
n<strong>in</strong>e of the 11 lots for sale.<br />
Carson City’s Alan Rowe<br />
of Northern Nevada Co<strong>in</strong><br />
spent $617,000 from his own<br />
<strong>co</strong>mpany, and another $2 million<br />
on behalf of the Ill<strong>in</strong>oisbased<br />
Rare Co<strong>in</strong> Company of<br />
America Inc. It was the uniqueness<br />
of the gold that drove his<br />
bidd<strong>in</strong>g, he said.<br />
“Every one of us has a little<br />
hoarder nature <strong>in</strong> our culture<br />
and we all like to have th<strong>in</strong>gs,<br />
but to this degree is quite a<br />
story,” Rowe told reporters<br />
after the auction, add<strong>in</strong>g that the<br />
metal value “is not as excit<strong>in</strong>g<br />
as the story itself, there’s actually<br />
value to the story.”<br />
He added that some of<br />
the <strong>co</strong><strong>in</strong>s will be available <strong>in</strong><br />
the store or onl<strong>in</strong>e for locals<br />
hop<strong>in</strong>g to snag a piece of history.<br />
Others, he said, will be<br />
marketed nationally and likely<br />
on television.<br />
This auction was only for<br />
the bullion <strong>co</strong><strong>in</strong>s — items<br />
that are not necessarily rare,<br />
just expensive because they<br />
are made of gold. There will<br />
likely be a se<strong>co</strong>nd auction for<br />
the larger portion of the <strong>co</strong>llection<br />
which is <strong>co</strong>mprised of the<br />
rare <strong>co</strong><strong>in</strong>s, said Alan Glover,<br />
the public adm<strong>in</strong>istrator for<br />
Samaszko’s estate. “They’re<br />
buy<strong>in</strong>g and bidd<strong>in</strong>g on an<br />
ounce of gold, pure gold by the<br />
weight,” Glover said.<br />
In total, about 150 pounds<br />
of gold was sold at Tuesday’s<br />
auction. About $800,000 will<br />
pay various fees and estate<br />
taxes, and the rest of the profits<br />
go to a substitute teacher <strong>in</strong> San<br />
Rafael, Calif., who is the first<br />
<strong>co</strong>us<strong>in</strong> and sole heir to the trove<br />
of Walter Samaszko Jr.<br />
Because of the other <strong>co</strong><strong>in</strong>s’<br />
rarity, that sale is expected to<br />
net higher profits.<br />
James Mitchell of Reno’s<br />
Silver State Co<strong>in</strong> and a California-based<br />
group named<br />
Spectrum Group International<br />
Inc. grabbed the two lots not<br />
purchased by Rowe or his<br />
partners.<br />
Mitchell landed the lot of<br />
4,600 Mexican dos pesos, the<br />
largest number of <strong>co</strong><strong>in</strong>s <strong>in</strong> a<br />
s<strong>in</strong>gle lot. He said the story<br />
posed no additional value to<br />
him. “It had the most potential<br />
for profit,” Mitchell said of his<br />
purchase. “There was one lot I<br />
wanted more, but this one will<br />
have to do.”<br />
That lot, a <strong>co</strong>llection of 620<br />
Canadian Maple Leafs, was the<br />
largest <strong>in</strong> terms of weight and<br />
the <strong>co</strong><strong>in</strong>s were the purest gold<br />
available. It fetched $1.16 million<br />
from Rowe and the Rare<br />
Co<strong>in</strong> Company of America.<br />
No one knows exactly<br />
when the <strong>co</strong>llection began, or<br />
why Samaszko never sold it.<br />
Frankly, no one knew anyth<strong>in</strong>g<br />
about him even though he lived<br />
<strong>in</strong> the same neighborhood for<br />

Human Resources Director, Le’i Sonny Thompson, told <strong>Samoa</strong><br />
<strong>News</strong> that he signed off on the all proper paperwork for the emergency<br />
hires, and noted that this follows the governor’s approval,<br />
however each qualified teacher is required to go through the clearance<br />
process that every government employee must undergo.<br />
“And, if a teacher has a re<strong>co</strong>rd, HR will take the appropriate<br />
action and remove them,” he said, add<strong>in</strong>g, “If DOE fills <strong>in</strong> the<br />
slots already budgeted, and the demand still exists for teachers<br />
<strong>in</strong> the classrooms, the government will hire more teachers with<br />
the approval of the governor.”<br />

than 100 U.S. gold pieces as<br />
old as the 1890s.<br />
Among the <strong>co</strong><strong>in</strong>s were<br />
meticulous re<strong>co</strong>rds of the purchases<br />
dat<strong>in</strong>g back to at least<br />
1964, when gold averaged<br />
about $35 per ounce. The precious<br />
metal currently sells for<br />

1992, purchased most of the<br />

only withdrew about $500 a<br />
month to pay modest bills. He<br />
died with $1,200 <strong>in</strong> a check<strong>in</strong>g<br />
ac<strong>co</strong>unt and just a bit more than<br />
$165,000 <strong>in</strong> a money market<br />

Zealand father killed by shark<br />
WELLINGTON, New Zealand (AP) —<br />
About 150 friends and family of Adam Strange<br />
wrote messages to him <strong>in</strong> the sand and stepped<br />
<strong>in</strong>to the water Thursday at a New Zealand beach<br />
to say goodbye a day after he was killed by a<br />
large shark while tra<strong>in</strong><strong>in</strong>g for an endurance swim.<br />
Strange, 46, was an award-w<strong>in</strong>n<strong>in</strong>g television<br />
and short film director and the father of a<br />
2-year-old girl. He was swimm<strong>in</strong>g near popular<br />
Muriwai Beach on Wednesday when he was<br />
attacked by the shark that was possibly 14 feet<br />
(4 meters) long. Surf lifesavers say they are <strong>co</strong>nv<strong>in</strong>ced<br />
it was a great white shark.<br />
Police attempt<strong>in</strong>g to save him raced out <strong>in</strong><br />
boats and fired gunshots at the enormous predator,<br />
which they say rolled away and disappeared.<br />
They <strong>co</strong>uldn’t <strong>co</strong>nfirm if they’d killed it.<br />
Police were able to re<strong>co</strong>ver Strange’s body.<br />
Muriwai will stay closed for swimm<strong>in</strong>g until<br />
Saturday after the fatal attack, one of only about<br />
a dozen <strong>in</strong> New Zealand <strong>in</strong> the past 180 years.<br />
Friend Adam Stevens said the Thursday<br />
beach service was run by <strong>in</strong>digenous Maori who<br />
removed the “tapu” or spiritual restriction at<br />
the beach. He said it was a “perfect tribute” to<br />
a man who spent much of his time swimm<strong>in</strong>g<br />
and surf<strong>in</strong>g. “He was a very robust, big, barrelchested<br />
surfer,” Stevens said. “He was basically<br />
<strong>co</strong>mpletely obsessed with the ocean, with paddle<br />
boards and body surf<strong>in</strong>g, everyth<strong>in</strong>g. His garage<br />
was like a museum of surf craft.”<br />
Ac<strong>co</strong>rd<strong>in</strong>g to Police Inspector Shawn Rutene,<br />
Strange was about 650 feet from the shore when<br />
he was attacked by a shark that police estimated<br />
was up to four meters (14 feet) long.<br />
Stevens said his friend was plann<strong>in</strong>g to swim<br />
about 1 ½ kilometers (one mile) Wednesday as<br />
he tested new goggles and tra<strong>in</strong>ed for an annual<br />
endurance swim from Auckland to Rangitoto<br />
Island. The 2.8 mile swim takes place on Sunday.<br />
“I surfed with him the day before,” Stevens<br />
said. “He wasn’t that pleased with his fitness<br />
level but was just gett<strong>in</strong>g <strong>in</strong>to the right headspace<br />
and f<strong>in</strong>d<strong>in</strong>g the motivation to get out there.”<br />
Pio Mose, who was fish<strong>in</strong>g at the beach<br />
Wednesday, told the New Zealand Herald newspaper<br />
he saw Strange struggle aga<strong>in</strong>st the huge<br />
shark. Mose yelled at Strange to swim to the<br />
rocks, but it was too late.<br />
“All of a sudden there was blood everywhere,”<br />
Mose said. “I was shak<strong>in</strong>g, scared, panicked.”<br />
About 200 people had been enjoy<strong>in</strong>g the<br />
beach dur<strong>in</strong>g the Southern Hemisphere summer<br />
at the time of the attack.<br />
Stevens said he’s been <strong>co</strong>mfort<strong>in</strong>g Strange’s<br />
wife Meg and their daughter s<strong>in</strong>ce the accident.<br />
He said the girl is too young to understand what<br />
has happened but is aware of the emotions.<br />
On his website, Strange says: “When I get a<br />
spare 5 m<strong>in</strong>utes, I like to make a fruit smoothy,<br />
surf some big waves out on the West Coast,<br />
po<strong>in</strong>t my skis down a mounta<strong>in</strong> with Meg, haul<br />
my mounta<strong>in</strong> bike up and down a few hills, dr<strong>in</strong>k<br />
some p<strong>in</strong>ot while scratch<strong>in</strong>g away at a film script<br />
... If I get a spare 5 m<strong>in</strong>utes ...”<br />
Stevens said his friend, whom he’s known<br />
about 15 years, was very creative and always<br />
positive. “He lived <strong>in</strong> the moment brilliantly. It<br />
was <strong>co</strong>mpletely <strong>in</strong>fectious,” Stevens said. “He<br />
feasted on the details.”<br />
Stevens said he and Strange worked alongside<br />
each other for a number of years at a film<br />
production <strong>co</strong>mpany, Silverscreen.<br />
On his site, Strange said he studied as a<br />
graphic designer and art director before gett<strong>in</strong>g<br />
<strong>in</strong>to direct<strong>in</strong>g. He said he’d worked on <strong>co</strong>mmercials<br />
all over the world and had been a f<strong>in</strong>alist for<br />
a number of advertis<strong>in</strong>g awards.<br />
Tim Jago, chairman of the Muriwai Lifeguard<br />
Service, said a number of beaches near Muriwai<br />
re<strong>open</strong>ed Thursday and that Muriwai would<br />
<strong>open</strong> for beach visits Friday and then swimm<strong>in</strong>g<br />
on Saturday. He said the closure at this po<strong>in</strong>t is<br />
to give surf lifesavers a break and he doesn’t fear<br />
a repeat attack. “We are quite <strong>co</strong>mfortable the<br />
beast is dead,” he said. “Footage from a heli<strong>co</strong>pter<br />
<strong>in</strong>dicates that when the shark rolled over<br />
and rolled off, it also sank to bottom.”<br />
Jago said witnesses spotted one or two other<br />
large sharks circl<strong>in</strong>g at the time of the attack, but<br />
that no sharks have been seen s<strong>in</strong>ce then.<br />
Police did not say what species of shark was<br />
<strong>in</strong>volved <strong>in</strong> the attack. Cl<strong>in</strong>ton Duffy, a shark<br />
expert with the Department of Conservation,<br />
said New Zealand is a hotspot for great white<br />
sharks, and other potentially lethal species also<br />
<strong>in</strong>habit the waters. Attacks are rare. Duffy estimated<br />
that only 12 to 14 people have been killed<br />
by sharks <strong>in</strong> New Zealand s<strong>in</strong>ce re<strong>co</strong>rd keep<strong>in</strong>g<br />
began <strong>in</strong> the 1830s.<br />
“There are much lower levels of shark attacks<br />
here than <strong>in</strong> Australia,” he said. “It’s possibly a<br />
function of how many people are <strong>in</strong> the water” <strong>in</strong><br />
New Zealand’s <strong>co</strong>oler climate.<br />
He said that dur<strong>in</strong>g the Southern Hemisphere<br />
summer, sharks often <strong>co</strong>me <strong>in</strong> closer to shore to<br />
feed and to give birth, although that doesn’t necessarily<br />
equate to a greater risk of attack.<br />
“N<strong>in</strong>ety-n<strong>in</strong>e percent of the time they ignore<br />
people,” he said. “Sometimes, people get bitten.”<br />
Around the world, sharks attacked humans<br />
80 times last year, and seven people were killed,<br />
ac<strong>co</strong>rd<strong>in</strong>g to the University of Florida’s International<br />
Shark Attack File. The death toll was<br />
lower than it was <strong>in</strong> 2011 but higher than the<br />
average of 4.4 from 2001 to 2010.<br />

Follow<strong>in</strong>g his meet<strong>in</strong>g with the governor, Faleomavaega<br />
issued a news release relay<strong>in</strong>g his proposal for <strong>in</strong>troduction <strong>in</strong><br />
the U.S. House, which will amend the federal laws perta<strong>in</strong><strong>in</strong>g<br />
to American <strong>Samoa</strong> and our Pacific island brothers and sisters.<br />

One proposal is to allow U.S. nationals to apply for U.S.<br />
citizenship directly from American <strong>Samoa</strong> <strong>in</strong>stead of hav<strong>in</strong>g to<br />
travel to, and reside <strong>in</strong> a state for three months before qualify<strong>in</strong>g<br />
to apply for U.S. citizenship. This is not the first time that the<br />
<strong>co</strong>ngressman has made such a proposal.<br />
Dur<strong>in</strong>g the last seat<strong>in</strong>g of the U.S. House, the <strong>co</strong>ngressman<br />
<strong>in</strong>troduced the same bill ( <strong>in</strong> February 2012 ) and told Congressional<br />
members that the bill will lift the burden from U.S.<br />
Nationals, who by def<strong>in</strong>ition owe a permanent allegiance to the<br />
United States.<br />
Asked for the governor’s reaction to this proposal, Iulogologo<br />
says that the “primary goal” of this proposal as expla<strong>in</strong>ed<br />
by the Congressman, “is to simplify the process” for American<br />
<strong>Samoa</strong>n nationals resid<strong>in</strong>g <strong>in</strong> the territory, mak<strong>in</strong>g it easier for<br />
them to file for U.S. citizenship.<br />
“The option to be<strong>co</strong>me a U.S. Citizen rema<strong>in</strong>s with the <strong>in</strong>dividual.<br />
This provision, ac<strong>co</strong>rd<strong>in</strong>g to Faleomavaega, does not<br />
automatically <strong>co</strong>mpel or force anyone to be<strong>co</strong>me a U.S. Citizen,”<br />
said Iulogologo. “Aga<strong>in</strong>, the objective is to provide seamless<br />
access and to reduce the <strong>co</strong>st of fil<strong>in</strong>g for U.S. Citizenship.”<br />
“Governor <strong>Lolo</strong> appreciates this effort to afford our people<br />
some dignity where<strong>in</strong> they can file U.S. Citizenship documents<br />
without leav<strong>in</strong>g American <strong>Samoa</strong> and at the same time reduce<br />
the f<strong>in</strong>ancial burden attached to activat<strong>in</strong>g this process,” said<br />
Iulogologo.<br />
Faleomavaega also expla<strong>in</strong>ed to <strong>Lolo</strong> that he wishes to help<br />
<strong>Samoa</strong>ns and other Pacific nationalities by sett<strong>in</strong>g up a process<br />
which these Pacific nationalities can employ to address their<br />
overstay status, and allow them to reside legally <strong>in</strong> the United<br />
States, said Iulogologo.<br />
“This provision does not affect U. S. Nationals. The Governor<br />
does not envision any problems with this particular provision.<br />
The Congressman is attempt<strong>in</strong>g to provide a legal pathway<br />
for our brothers and sisters from the Independent State of <strong>Samoa</strong><br />
and other Pacific Nationalities to live legally <strong>in</strong> the United<br />
States,” he added.<br />

to this immeasurable gift of love,” Afimutasi wrote <strong>in</strong> a<br />
Feb. 20 letter to Mrs. Inouye.<br />
“The title Fofoga O <strong>Samoa</strong> (Voice of <strong>Samoa</strong>) which Senator<br />
Inouye assumed with pride gave us self-importance and assurances<br />
that our needs were be<strong>in</strong>g safeguarded and protected,”<br />
said Afimutasi.<br />
“It is our fervent hope that through his many years of tutelage<br />
and mentor<strong>in</strong>g of other Congressional leaders, they will facilitate<br />

‘obesity progress’ <strong>in</strong> MS<br />
CLINTON, Miss. (AP) — Michelle Obama<br />
on Wednesday <strong>co</strong>ngratulated this Southern<br />
state for a more than 13 percent drop <strong>in</strong> its child<br />
obesity rates, say<strong>in</strong>g its example should <strong>in</strong>spire<br />
the rest of the <strong>co</strong>untry.<br />
It’s the reason she made Mississippi the first<br />
stop on a two-day tour to promote her signature<br />
effort, the anti-childhood obesity campaign she<br />
launched three years ago called “Let’s Move.”<br />
In remarks at an elementary school near<br />
Jackson, the first lady cited new research<br />
show<strong>in</strong>g that childhood obesity rates among elementary<br />
school pupils <strong>in</strong> the state had decl<strong>in</strong>ed<br />
by 13.3 percent between 2005 and 2011.<br />
“What’s happen<strong>in</strong>g here <strong>in</strong> Mississippi is<br />
really what ‘Let’s Move’ is all about,” she told<br />
an audience of state officials, school nutrition<br />
professionals and parents. She urged them to<br />
keep on do<strong>in</strong>g what they’ve been do<strong>in</strong>g.<br />
“It’s the story of what you all have achieved<br />
here that we want to tell. It’s the story we<br />
want to be tell<strong>in</strong>g <strong>in</strong> every state all across this<br />
<strong>co</strong>untry,” the first lady said.<br />
When she visited Mississippi three years<br />
ago, it had just been declared the most obese<br />
state <strong>in</strong> the nation, she said. But th<strong>in</strong>gs have<br />
begun to turn around <strong>in</strong> just a few short years.<br />
Mrs. Obama attributed the decl<strong>in</strong>e <strong>in</strong> childhood<br />
obesity rates here to efforts by state lawmakers,<br />
the Board of Education and <strong>in</strong>dividual<br />
school districts, which she said took such steps<br />
as sett<strong>in</strong>g new standards for food and dr<strong>in</strong>ks <strong>in</strong><br />
school vend<strong>in</strong>g mach<strong>in</strong>es, serv<strong>in</strong>g more fruits,<br />
vegetables and whole gra<strong>in</strong>s, and replac<strong>in</strong>g food<br />
fryers with steamers, to which she exclaimed,<br />
“Hallelujah.”<br />
Some churches even declared “no-fry” zones<br />
for their <strong>co</strong>ngregations, where only healthy<br />
food and noth<strong>in</strong>g fried was allowed.<br />
“So there’s no reason why this success can’t<br />
happen <strong>in</strong> cities and states all across the <strong>co</strong>untry<br />
— if we’re will<strong>in</strong>g to work for it,” Mrs. Obama<br />
said. “So now is the time for us to truly double<br />
down on these efforts. We know what works.<br />
We’re see<strong>in</strong>g it right here. We know how to get<br />
results. Now we just need to keep stepp<strong>in</strong>g up.”<br />
The first lady said Mississippi, and other<br />
parts of the <strong>co</strong>untry that also have seen their<br />
childhood obesity rates <strong>co</strong>me down — <strong>in</strong>clud<strong>in</strong>g<br />
California and New York City and Philadelphia<br />
— are show<strong>in</strong>g others what works. After all,<br />
she said, “love for our children” is the moti-<br />
vat<strong>in</strong>g factor.<br />
Mrs. Obama was jo<strong>in</strong>ed by Food Network<br />
star and daytime talk-show host Rachael Ray,<br />
who arranged for two school chefs to <strong>co</strong>mpete<br />
to prepare lunches that meet newly adopted federal<br />
nutrition guidel<strong>in</strong>es.<br />
“I’m here to say, Mississippi, thank you.<br />
Thank you so much. Congratulations on your<br />
work,” the first lady said. “Thank you for tak<strong>in</strong>g<br />
the lead on this issue. Thank you for serv<strong>in</strong>g as<br />
an <strong>in</strong>spiration for states and <strong>co</strong>mmunities across<br />
the <strong>co</strong>untry.”<br />
About one-third of U.S. children are overweight<br />
or obese, putt<strong>in</strong>g them at higher risk for<br />
heart disease, diabetes and high blood pressure,<br />
among other ailments.<br />
Mrs. Obama launched “Let’s Move” with<br />
the goal of help<strong>in</strong>g to reduce childhood obesity<br />
rates with<strong>in</strong> a generation. In response, a range<br />
of <strong>in</strong>dustry groups and others, <strong>in</strong>clud<strong>in</strong>g food<br />
<strong>co</strong>mpanies, restaurants, retailers and others,<br />
promised to make their food healthier and make<br />
it easier for kids to get needed exercise.<br />
Among the changes: Wal-Mart is now<br />
putt<strong>in</strong>g special labels on some of its storebrand<br />
products to help shoppers quickly spot<br />
healthier items. Millions of schoolchildren are<br />
help<strong>in</strong>g themselves to vegetables from salad<br />
bars that have been donated for their lunchrooms.<br />
Kids’ meals at Olive Garden and Red<br />
Lobster restaurants are automatically served<br />
with a side of fruit or vegetables and a glass<br />
of low-fat milk.<br />
For the cafeteria <strong>co</strong>ok-off, each school chef<br />
was paired with a professional chef and each<br />
team was given 30 m<strong>in</strong>utes to prepare a lunch<br />
for 20 kids that met federal nutrition guidel<strong>in</strong>es.<br />
One team fixed two types of fajitas and a<br />
fruit smoothie, while the other team whipped<br />
up a turkey Sloppy Joe sandwich on a patty<br />
made of qu<strong>in</strong>oa, fruit salad with a sour cream<br />
and honey dress<strong>in</strong>g and broc<strong>co</strong>li trees.<br />

judged the f<strong>in</strong>ished products. Mrs. Obama and<br />
Ray also sampled the lunches and kept say<strong>in</strong>g<br />
how delicious they were.<br />
“If these kids are eat<strong>in</strong>g like this every day,”<br />
said Ray, “I’m <strong>co</strong>m<strong>in</strong>g to lunch here,” added<br />
Mrs. Obama.<br />
The <strong>co</strong>mpetition was held for Ray’s daytime<br />
talk-show, and the results are to be revealed<br />

WASHINGTON (AP) — It’s a road trip that <strong>co</strong>uld test the<br />
best of marriages: Mars.<br />
A ty<strong>co</strong>on announced plans Wednesday to send a middle-aged<br />
<strong>co</strong>uple on a privately built spaceship to sl<strong>in</strong>gshot around the red<br />
planet and <strong>co</strong>me back home, hopefully with their bodies and<br />
marriage <strong>in</strong> one piece after 501 days of no-escape togetherness<br />
<strong>in</strong> a cramped capsule half the size of an RV.<br />
Under the audacious but bare-bones plan, the spacecraft<br />
would blast off less than five years from now and pass with<strong>in</strong><br />
100 miles of the Martian surface.<br />
The <strong>co</strong>st was not disclosed, but outsiders put it at more than<br />
$1 billion.<br />
The team of space veterans beh<strong>in</strong>d the project hasn’t quite<br />
figured out the technical details of the rocket they will use or the<br />
capsule the husband-and-wife astronauts will live <strong>in</strong> dur<strong>in</strong>g the<br />
16-month voyage. But they know it will be an adventure not for<br />
the weak of body or heart.<br />
“This is not go<strong>in</strong>g to be an easy mission,” chief technical<br />
officer and potential crew member Taber MacCallum said. “We<br />
called it the Lewis and Clark trip to Mars.”<br />
The try<strong>in</strong>g circumstances <strong>in</strong>clude: no showers, limits on toilet<br />
paper and cloth<strong>in</strong>g, dr<strong>in</strong>k<strong>in</strong>g water made from the crew members’<br />
recycled ur<strong>in</strong>e and sweat, and almost no privacy.<br />
But the flight also <strong>co</strong>mes with never-before-seen views of<br />
Mars.<br />
And there’s ample time for zero-gravity sex <strong>in</strong> space, someth<strong>in</strong>g<br />
NASA doesn’t like to talk about.<br />
As for why a man and a woman will be selected, “this is very<br />
symbolic and we really need it to represent humanity,” Mac-<br />
Callum said.<br />
He said if it is a man and a woman on such a long, close-quarters<br />
voyage, it makes sense for them to be married so that they<br />
can give each other the emotional support they will probably<br />
need when they look out the w<strong>in</strong>dow and see Earth get smaller<br />
and more distant: “If that’s not scary, I don’t know what is.”<br />
The private, nonprofit project, called Inspiration Mars, will<br />
get <strong>in</strong>itial money from NASA eng<strong>in</strong>eer-turned-multimillionaire<br />
<strong>in</strong>vestment <strong>co</strong>nsultant Dennis Tito, the first space tourist. The<br />
organizers hope to raise the rest through donations, advertis<strong>in</strong>g<br />
and media partnerships.<br />
NASA, which has talked about send<strong>in</strong>g astronauts to orbit<br />
Mars by the mid-2030s, will not be <strong>in</strong>volved <strong>in</strong> this project.<br />
Instead, its backers <strong>in</strong>tend to use a ship built by other aerospace<br />
<strong>co</strong>mpanies, employ<strong>in</strong>g an austere design that <strong>co</strong>uld take people<br />
to Mars for a fraction of what it would <strong>co</strong>st the space agency to<br />
do with robots, officials said.<br />
Even though some of the hardware hasn’t even been built,<br />
Tito said he is <strong>co</strong>nfident everyth<strong>in</strong>g will <strong>co</strong>me together by 2018<br />
with no test flights.<br />
It will be a stripped-down mission when it <strong>co</strong>mes to automation<br />
and <strong>co</strong>mplexity, mean<strong>in</strong>g the <strong>co</strong>uple will have to fix th<strong>in</strong>gs<br />
on the fly like TV’s MacGyver and do more pilot<strong>in</strong>g than on<br />
NASA vehicles, said chief medical officer Jonathan Clark.<br />

Vt. lye victim gets new<br />
face at Boston hospital<br />
BOSTON (AP) — Loved ones knew it was<br />
her at the hospital when they saw her teeth.<br />
Carmen Bland<strong>in</strong> Tarleton’s face was unre<strong>co</strong>gnizable<br />
after the lye attack, burned away <strong>in</strong><br />
the frenzy of an estranged husband’s rage.<br />
Nearly six years later, the Vermont nurse is<br />
celebrat<strong>in</strong>g a gift that has given her a new image<br />
follow<strong>in</strong>g a full facial transplant this month.<br />
Doctors at Brigham & Women’s Hospital <strong>in</strong><br />
Boston said at a Wednesday news <strong>co</strong>nference<br />
that the 44-year-old’s surgery <strong>in</strong>cluded transplant<strong>in</strong>g<br />
a female donor’s facial sk<strong>in</strong> to Tarleton’s<br />
neck, nose and lips, along with facial<br />
muscles, arteries and nerves.<br />
“I know how truly blessed I am, and will<br />
have such a nice reflection <strong>in</strong> the mirror to<br />
rem<strong>in</strong>d myself what selfless really is,” Tarleton<br />
wrote on her blog Wednesday.<br />
She did not attend the news <strong>co</strong>nference but<br />
watched it dur<strong>in</strong>g a live web broadcast. The<br />
hospital said it was not releas<strong>in</strong>g a current picture<br />
of her.<br />
Tarleton’s sister, Kesstan Bland<strong>in</strong>, shared<br />
a statement from Tarleton that said she felt<br />
“really good and happy.”<br />
“I want to <strong>co</strong>nvey to the donor’s family what<br />
a great gift they have given to me,” the statement<br />
said. “...I feel strong and I am <strong>co</strong>nfident<br />
that I have the strength to deal with whatever<br />
<strong>co</strong>mes my way.”<br />
The Thetford, Vt., woman suffered burns on<br />
more than 80 percent of her body and was left<br />
bl<strong>in</strong>d after her attacker beat her with a baseball<br />
bat and doused her with the <strong>in</strong>dustrial strength<br />
chemical <strong>in</strong> June 2007.<br />
Tarleton, who once worked as a transplant<br />
nurse, has undergone more than 50 surgeries<br />
s<strong>in</strong>ce then. The <strong>operation</strong>s <strong>in</strong>cluded sk<strong>in</strong> grafts<br />
and work that has restored vision to one eye.<br />
The latest surgery took 15 hours and <strong>in</strong>cluded<br />
a team of more than 30 medical professionals.<br />
The lead surgeon, Bohdan Pomahac, called her<br />
<strong>in</strong>juries among the worst he’s seen <strong>in</strong> his career.<br />
“Carmen is a fighter,” the doctor said. “And<br />
fight she did.”<br />
The flight is timed to take advantage of the<br />
once-<strong>in</strong>-a-generation close approach of the two<br />
planets’ orbits. The timel<strong>in</strong>e calls for launch on<br />
Jan. 5, 2018, the Mars flyby on Aug. 20, 2018,<br />
and a return to Earth on May 21, 2019.<br />
It <strong>in</strong>volves huge risk, more than a government<br />
agency like NASA would normally<br />
permit, officials <strong>co</strong>ncede. For example, the<br />
spaceship will fly dur<strong>in</strong>g a period when galactic<br />
<strong>co</strong>smic rays will be high because of the sunspot<br />
cycle. That will <strong>in</strong>crease the crew’s cancer risk<br />
by about 3 percent, which is more than on any<br />
NASA mission, Clark said.<br />
The ship would also re-enter Earth’s atmosphere<br />
at twice the speed of ord<strong>in</strong>ary space<br />
capsules, someth<strong>in</strong>g Tito said still needs to be<br />
worked out.<br />
“Life is risky,” said Clark, a former NASA<br />
flight surgeon whose astronaut wife died <strong>in</strong> the<br />
2003 space shuttle Columbia accident. “Anyth<strong>in</strong>g<br />
that’s worth it is worth putt<strong>in</strong>g it all at<br />
stake for.”<br />
What may be most at stake is the crew members’<br />
marriage. The <strong>co</strong>uple will be selected<br />
with<strong>in</strong> a year.<br />
MacCallum and his wife, Jane Poynter, hope<br />
to be picked. They were a <strong>co</strong>uple when they<br />
participated <strong>in</strong> Biosphere 2, a sort of giant terrarium<br />
that was supposed to replicate a mission<br />
on another planet. Poynter said it was such a<br />
fraught experience psychologically that some<br />
participants wouldn’t talk to each other for most<br />
of the two years.<br />
But MacCallum said it brought him and<br />
Poynter closer together. He said the right <strong>co</strong>uple<br />
Pomahac’s team has performed five facial<br />
transplants at the hospital. He said his team’s<br />
latest patient is re<strong>co</strong>ver<strong>in</strong>g well and is <strong>in</strong> great<br />
spirits as she works to get stronger.<br />
Before the transplant, Tarleton drooled <strong>co</strong>nstantly<br />
because of scar tissue <strong>in</strong> her mouth. She<br />
also <strong>co</strong>uldn’t turn her head from side to side or<br />
lift her ch<strong>in</strong>.<br />
Pomahac said Tarleton was pleased when she<br />
saw her new face for the first time. Her appearance<br />
will not match that of the late donor’s face,<br />
he said.<br />
“I th<strong>in</strong>k she looks amaz<strong>in</strong>g, but I’m biased,”<br />
the surgeon said with a smile.<br />
The donor’s family wants to rema<strong>in</strong> anonymous<br />
now, but released a statement through a<br />
regional donor bank say<strong>in</strong>g that her spirit would<br />
live on through Tarleton and three other organ<br />
recipients.<br />
In 2009, Tarleton’s now ex-husband Herbert<br />
Rodgers pleaded guilty to maim<strong>in</strong>g her <strong>in</strong><br />
exchange for a prison sentence of at least 30<br />
years.<br />
Police previously said Rodgers believed<br />
his wife was see<strong>in</strong>g another man and went to<br />
her house to attack him. Tarleton mistook the<br />
<strong>in</strong>truder for a burglar at first and told him he<br />
<strong>co</strong>uld have whatever he wanted.<br />
Then Rodgers launched <strong>in</strong>to a fury, fractur<strong>in</strong>g<br />
one of Tarleton’s eye sockets and break<strong>in</strong>g her<br />
arm with the bat.<br />
He had brought lye with him <strong>in</strong> a squeeze<br />
bottle and he poured it on Tarleton.<br />
When police arrived, the brunette’s heartshaped<br />
face already was distorted, her sk<strong>in</strong><br />
turn<strong>in</strong>g brown.<br />
She was try<strong>in</strong>g to crawl <strong>in</strong>to a shower to<br />
wash away the chemical.<br />
But now, the mother of two daughters talks<br />
about forgiveness and has a newly-published<br />
book called “Over<strong>co</strong>me: Burned, Bl<strong>in</strong>ded and<br />
Blessed.”<br />
“Forgiveness is about help<strong>in</strong>g ourselves, not<br />
the people who hurt us,” read an image on a<br />
website Wednesday that promotes her book.<br />

Steitz said the venture validates President<br />
Barack Obama’s decision to rely more on private<br />
sector <strong>in</strong>genuity to explore space, and is<br />

aerospace <strong>in</strong>dustry and the adventurous<br />
spirit of America’s citizen-explorers.”<br />
He said “NASA will <strong>co</strong>nt<strong>in</strong>ue discussions with<br />
Inspiration Mars to see how the agency might<br />
<strong>co</strong>llaborate on mutually beneficial activities.”<br />
Stanford University professor S<strong>co</strong>tt Hubbard,<br />
NASA’s former Mars mission chief, said<br />
the team’s technical paper outl<strong>in</strong><strong>in</strong>g the flight is<br />
“long on <strong>in</strong>spiration, short on technical details.<br />

Other outside experts praised the expertise of<br />

Puerto Ri<strong>co</strong> address<strong>in</strong>g its<br />
<strong>co</strong>llaps<strong>in</strong>g pension system<br />
SAN JUAN, Puerto Ri<strong>co</strong> (AP) — Puerto<br />
Rican officials on Wednesday proposed what<br />
they called “severe” <strong>co</strong>st-sav<strong>in</strong>g measures<br />
designed to help rescue one of the U.S. territory’s<br />
public pension systems that is on the br<strong>in</strong>k<br />
of <strong>co</strong>llapse.<br />
Treasury Secretary Melba A<strong>co</strong>sta called for<br />
<strong>in</strong>creased employee <strong>co</strong>ntributions, a higher retirement<br />
age and reduced benefits and monthly pensions<br />
for certa<strong>in</strong> workers. “The problem is very<br />
severe and the problem is very large,” she said.<br />
“We have to take quick and forceful action.”<br />
The proposal was endorsed by Javier Ferrer,<br />
president of the Government Development<br />
Bank of Puerto Ri<strong>co</strong>, who said it urgently needs<br />
to be approved by the legislature.<br />
“The reality is that the government does not<br />
have the resources to keep <strong>co</strong>ntribut<strong>in</strong>g additional<br />
funds to the system,” he said.<br />
The plan would raise employee <strong>co</strong>ntributions<br />
from about 8 percent to 10 percent, and<br />
<strong>in</strong>crease the retirement age from 58 to 65 for<br />
some workers and from 65 to 67 for others. It<br />
also would transfer certa<strong>in</strong> employees from<br />
a def<strong>in</strong>ed-benefit plan to a hybrid plan that<br />
<strong>in</strong>cluded a def<strong>in</strong>ed <strong>co</strong>ntribution <strong>co</strong>mponent.<br />
A<strong>co</strong>sta and Ferrer also want to reduce<br />
bonuses and medical plan <strong>co</strong>ntributions, but say<br />
m<strong>in</strong>imum monthly pensions should rise from<br />
$400 to $500.<br />
The proposal is to be submitted to legislators<br />
this week. Gov. Alejandro Garcia is expected to<br />
sign it if lawmakers approve the plan.<br />
A<strong>co</strong>sta said that even if the plan is approved<br />
as it currently stands, the Caribbean island’s<br />
nearly depleted general fund would still have<br />
to <strong>co</strong>ntribute $100 million a year for several<br />
decades to ensure the pension system keeps<br />
operat<strong>in</strong>g.<br />

Ac<strong>co</strong>rd<strong>in</strong>g to the FY 2013 first quarter performance reports<br />
of the Office of Vital Statistics (OVS) and the AS Department of<br />
Homeland Security (which oversees the OVS), the implementation<br />
of two important database systems now allow for more<br />
accurate and verifiable re<strong>co</strong>rd data to be accessed by authorized<br />
users — both local and federal.<br />
The <strong>co</strong>ntract for the OVS database system was awarded to<br />
WEI In<strong>co</strong>rporated, and <strong>in</strong>itial work allowed for the issuance of<br />
identification cards beg<strong>in</strong>n<strong>in</strong>g October 2011. The cards passed a<br />
trial and error period and the public has been receiv<strong>in</strong>g their ID<br />
cards upon verification of pert<strong>in</strong>ent <strong>in</strong>formation with support<strong>in</strong>g<br />
documentation by OVS staff. The se<strong>co</strong>nd phase is extensive<br />
and requires careful scrut<strong>in</strong>y and attention to details when transferr<strong>in</strong>g<br />
hard <strong>co</strong>pies to digital images of all orig<strong>in</strong>al re<strong>co</strong>rds and<br />
<strong>co</strong>pies of certificates documented by the OVS. The se<strong>co</strong>nd<br />
database system <strong>in</strong>stalled is the OVS Electronic Verification of<br />
Vital Events (EVVE) Database that was undertaken by the AS<br />
Department of Homeland Security. The project is <strong>in</strong> <strong>co</strong>njunction<br />
with the National Association for Public Health Statistics and<br />
Information Systems (NAPHSIS) for the procurement, <strong>in</strong>stallation<br />
and <strong>co</strong>mmission of the EVVE database. Hardware and necessary<br />
equipment for this project have been <strong>in</strong>stalled and tested.<br />
oVs perFormanCe <strong>in</strong> 1st quarter<br />
Dur<strong>in</strong>g the first quarter of FY2013, the OVS issued to the<br />
public 1,037 birth certificates and received from the AS Medical<br />
Center Authority for register<strong>in</strong>g 199 birth certificates. This is <strong>in</strong><br />
addition to the registration of 58 death certificates. The OVS also<br />
handled/issued 23 (new/old) <strong>co</strong>pies of death certificates and issued<br />
268 ID cards (new, renewal, replacement) dur<strong>in</strong>g that same time<br />
period. They also handled/issued 111 marriage certificates/license<br />
<strong>co</strong>pies/registration and 295 requests for birth certificate verifications<br />
for social security purposes from the US Passport Agency-<br />
Hawaii, the US Embassy – New Zealand, the Attorney General’s<br />
Office, and via the ASG government website email. The OVS also<br />
processed 12 registrations for m<strong>in</strong>isters/pastors and facilitated over<br />
2,418 visitors/vital requests <strong>in</strong> the office for the report<strong>in</strong>g period.<br />
Altogether, the OVS <strong>co</strong>llected a total of $14,175 through<br />
the provision of vital re<strong>co</strong>rds and identification cards between<br />
October and December 2012. Ac<strong>co</strong>rd<strong>in</strong>g to their performance<br />
report, the OVS had a balance of $15,369.72 at the close of the<br />
FY2013 first quarter. Their budget was for $37,875 and total<br />
expenditures for that time period amounted to $22,505.08.<br />
The announcement <strong>co</strong>mes amid stern warn<strong>in</strong>gs<br />
from e<strong>co</strong>nomists and credit rat<strong>in</strong>g agencies<br />
that the pension system is buckl<strong>in</strong>g under a more<br />
than $37 billion unfunded liability. Experts<br />
previously re<strong>co</strong>mmended that the government<br />
reduce benefits, raise the retirement age and<br />
<strong>in</strong>crease <strong>co</strong>ntributions from current employees.<br />
Most of the problem centers on two pension<br />
systems set up for teachers and for government<br />
workers that stopped accept<strong>in</strong>g new beneficiaries<br />
<strong>in</strong> January 2000. Those plans <strong>co</strong>ver more<br />
than 273,000 active and retired government<br />
workers.<br />
The systems <strong>in</strong>itially allowed employees to<br />
retire at age 55 after 25 years of service or at age<br />
58 with 10 years of service. In 1990, legislators<br />
amended the law to reduce benefits and <strong>in</strong>crease<br />
the retirement age from 55 to 65 years for newly<br />
hired workers.<br />
But liabilities kept grow<strong>in</strong>g, and legislators<br />
scrapped that system <strong>in</strong> 2000 and created a<br />
new one similar to a 401(k)-type plan <strong>in</strong> which<br />
workers must make their own <strong>co</strong>ntributions.<br />
While the new system is <strong>co</strong>nsidered f<strong>in</strong>ancially<br />
secure, the old system’s f<strong>in</strong>ancial problems<br />
rema<strong>in</strong>.<br />
In 2010, then Gov. Luis Fortuno warned that<br />
the overall state pension system was pay<strong>in</strong>g<br />
$679 million more a year than it received <strong>in</strong><br />
<strong>co</strong>ntributions.<br />
The problems with the orig<strong>in</strong>al system have<br />
damaged Puerto Ri<strong>co</strong>’s bond rat<strong>in</strong>gs, which<br />
rema<strong>in</strong> significantly lower than any U.S. state,<br />
rais<strong>in</strong>g the island’s <strong>co</strong>st of borrow<strong>in</strong>g.<br />

The Development Bank of American <strong>Samoa</strong> (DBAS) is currently accept<strong>in</strong>g<br />
<strong>co</strong>mmercial loan applications for local bus<strong>in</strong>esses. Fund<strong>in</strong>g is available under 3<br />
programs: the E<strong>co</strong>nomic Development Revolv<strong>in</strong>g Loan Fund (EDRLF) ,<br />
Community Service Block Grant Revolv<strong>in</strong>g Loan Fund (CSBGRLF) and the<br />
Community Development Block Grant Revolv<strong>in</strong>g Loan Fund (CDBGRLF) .<br />
Applications will be reviewed and approved based on DBAS loan guidel<strong>in</strong>es.<br />
