ELECTRO-MECHANICAL FACILITIES AND THE
OFFICIAL LANGUAGE POLICY
The use of electronic equipments in the official work has been increasing day by
day. While it has become easier to dispose off official work with the help of these
equipments, the speed of disposal of work has also increased. All the machines earlier
installed in the offices had the facility of working in English only. As a result of
continued efforts of the Department of Official Language and Ministry of Information
and Technology during last few years, the facility of working in Hindi or bilingually
on different equipments especially Computer, installed in Government offices, has
now become available. In view of the available facilities, a policy has been laid down
that in all the Computers installed in all the Government offices where the facility of
working in English is available, the facility to work in Hindi or bilingually (Hindi and
English) should also be available.
ORDERS REGARDING ELECTRONIC DEVICES
Excerpts of the orders issued from time to time under the Official Language Policy
are as follows:
ELECTRONIC TYPEWRITER
- With a view to obtaining the desired percentage of Hindi typewriters, Roman keyboards
of English typewriters can be got converted into Devnagari key-

- It would be the responsibility of the officer placing orders for the purchase of
typewriters to ensure that till the Devnagari typerwriters do not become available in
the specified proportion, only Devnagari typewriters should be purchased.

- Electronic typewriters in all the offices of the Central Government should be purchased
in bilingual form only.

- While purchasing bilingual electronic typewriters, it may be ensured that Devnagari
characters are given above the Roman characters on the key-tops and commands are
inscribed in Hindi also on command keys of their key-board.

ADDRESSOGRAPH
- Arrangements may be made for Hindi Addressograph/Hindi embossing machine for
writing addresses on letters, preparing statements, lists, electricity and water bills,
premium notices etc., addressed to Hindi speaking areas.

- Devnagari embossing machines may be used in offices located in region “A” and "B"
and bilingual addressographs may be used in offices located in region "C". [O.M. No.

TELEX
- Only bilingual electronic teleprinters should be installed or taken on lease in all the
offices of the Central Government.
- The existing Roman teleprinters taken on lease should be got replaced with bilingual
electronic teleprinters through the Department of Telecommunication. [O.M. No:
12015/9/88-0L(TC), dated 28.3.1988]
- The Department of Telecommunication has been made a check point for ensuring
purchase of bilingual telex/teleprinters.

- In the event of bilingual electronic telex being available with the Central Government
offices, they must give a clear indication about its number at the top of the pre-printed
stationary being used by them.

The Department of Telecommunication have arranged for training facility in its
regional and district telecom-training-centres for sending messages in Hindi on
bilingual electronic telex. A fee of Rs. 2000/- for 4 week training programme has been
fixed. Central Government offices may provide training to their telex operators for
sending messages in Hindi by making direct contact with anyone of these centres as
convenient to them. In other training centres such training programme can be arranged
on demand.

- Demand for bilingual electronic telex machine can be registered with M/s Hindustan
Teleprinters Ltd., G.S.T. Road, Guindy, Chennai-600032, who has been
manufacturing these machines. Hindustan Teleprinters Ltd can also manage the
annual maintenance of equipments purchased from them through its regional offices
located at Delhi, Mumbai, Calcutta, and Bangalore.

COMPUTERS
Computer systems should be purchased in bilingual form.
Any computer will be considered bilingual only when it has the capability for data
entry in Hindi along with English, it could be displayed on the monitor in either script
and the output could be produced from the computer either in Hindi or in English at
will.
If for some special reason any relaxation of the above instructions is required, a
proposal should be sent to the Department of Official Language after consultation
with the Ministry of Information Technology by the concerned Department. The
Ministry of Information Technology shall have to certify that the equipment cannot be
made in bilingual form and it cannot be substituted by any other available bilingual
equipment.
- These instructions are also equally applicable to computers taken on lease or
imported.

Bilingual word-processing packages should be provided on all the personal
computers installed in the offices of the Central Government.

A time-bound programme should be prepared for providing the facility of
Devanagari on the existing computers using GIST technology.
- Computers which cannot be modified to work in Devanagari, due to technical
reasons, should be replaced by the latest bilingual machines.
The Administrative Division of every Ministry/Department has been made a
check point for ensuring purchase of bilingual computers.

- Training facility for biscriptual (GIST based) use of computers provided by the
National Informatics Centre, Training Division, A-Block, C.G.O. Complex, New
Delhi-llOO03 may be availed of At the time of purchase of bilingual software, each
office must arrange training for their employees in bilingual software.

All the Central Government offices may select from among the various bilingual
software/hardware facilities according to their need and immediately use if for doing
work according to the Official Language Rules.

A Computer will be considered bilingual one if a facility exists for doing any
work like word-processing or data-processing or both, what ever is being done on that
computer, in Hindi or in HindilEnglish as per the requirement of the Official
Language Rules, through a software or a hardware (GIST card/GIST terminal) or a
mix of the two.

- During Rajbhasha Hindi fortnight/month maximum work on computers should be
undertaken in Hindi.

If your Department is giving training on computer or helps and encourages other
institutions/departments for training on computer, then it is necessary that such
training should be given in Hindi also.

In order to ensure that the work disposed in. Hindi does not decrease as a consequence
of computerisation, the required software must be developed in bilingual form
(English-Hindi).

BILINGUAL ELECTRONIC EQUIPMENT
The orders regarding purchase of electronic equipment only in bilingual form are
applicable to all Central Government offices, where the Official Language Rules and
the Official Language Policy are in force.
Under the provisions of the Official Language Rules, they may be used for doing
work in Hindi or bilingually.

No electronic equipment which works in Roman only should be purchased
without the prior concurrence of the Department of Official Language. .
Only such equipment should be purchased which have all the characters/
commands on their keyboards in bilingual form.
In regions 'A’. and 'B' where bilingual equipment are installed, these should be
used mainly for doing work in Hindi in accordance with the Official Language Rules.
Under Rules 12 of the Official Language Rules, strict compliance of these orders will
be the responsibility of the Heads of Departments.

The entry in the ACR of officers of CSS/OL Cadre with regard to awareness about
modern electronic equipment-Give details regarding inclination/ knowledge of the
officers regarding modern office equipments with

Devenagari script, extending improving application thereof and efforts made in this
direction to motivate others.

The purchase of all electronic office equipments i.e. Typewriters, Electronic
typewriters, Computers, or any other such office equipments should be accordance
with the provisions contained in "Official Language Act, 1963" _ "Official Language
Rules, 1976" and orders issue there under from time to ti by the Department of
Official Language.

BILINGUAL FACILITIES ON COMPUTERS
In this electronic age computers are being used extensively. Compliance of the
Official Language policy requires that they should be bilingual, so that work done in
Hindi could be done bilingually. Most of the computers installed in Government
offices have either MS-Windows or UNIX/UNIX variants as operating systems. Any
work being done in English on them can also be done in Hindi. Some operating
systems can now be customized to provide all-Hindi interface including dialog boxes
and start menu.
The nature of work done using desk-top computers can be generically classified as for
one of the following: -
(i) Word Processing
(ii) Spread Sheets
(iii) Database
(iv) Presentations
(v) E-mail client
(vi) Authoring web pages
(vii) Browsing/ E-mail etc.,
(viii) Customised software or in-house developed software like Personnel
Management System, Recruitment System etc., used for generation of payslips,
GPF Account Statement etc.,
Now a days, most of the computers are connected to Local Area Network (LAN) or
Wide Area Network (WAN). Being part of a network helps these systems to share
resources like storage, printers etc.,
A number of bilingual Word Processing Packages for Computers are available in the
market. Word processors have various features like margin setting, page
header/footer, search/replace words, spell check, Hindi equivalent of English words,
mail merge, transliteration (between Indian Scripts), tabulation, attributes sorting etc.
Information regarding these word processors/other software’s and their
manufacturers/vendors are given on following pages.

DEPARTMENT OF OFFICIAL LANGUAGE
LILA-Hindi Software Series
LILA stands for Learn Indian Languages through Artificial Intelligence. The
Department of Official Language with the help of C-DAC, Pune has developed Self
Learning software packages, LILA Hindi Prabodh, LILA Hindi Praveen and LILA
Hindi Pragya. To make the learning process more lively and interactive, LILA has
been incorporated with the Audio, Video and other Graphics material wherever
applicable. Full length graded and controlled Grammar has been introduced with each
lesson in the packages. Enough practices and drills through various types of exercises
have been incorporated to conceptualise the content provided in the packages. The
medium of instruction is only English in CD version, but available in English,
Kannada, Malayalam, Tamil Telugu and Bangla medium on Internet.
LILA-Hindi-Prabodh
Lila-Hindi Prabodh is a software intended for those who do not have any basic
knowledge of the Hindi Language. It is the initial and first level course for learning
Hindi. Facilities like tracing the alphabets stroke-by-stroke and their pronunciation are
taught in the initial phase followed by general and official vocabulary with images
wherever applicable. The package has been bundled with 37 lessons complete and
graded in its content, with structure exposure for sentences, Hindi Word Family,
Narration with the help of audio and lively video sound, Hindi Word Family,
Narration with the help of audio and lively video sound, Hindi-English Dictionary at a
mouse click, Grammar, Practice Exercises and finally an Examination for every
lesson with unit wise markings.
LILA-Hindi-Praveen
The next in LILA series, LILA Hindi Praveen software package is to teach a
comparatively advanced level of Hindi that is enough to communicate in day-to-day
situations and to equip the learner with a sound base of written Hindi and core
functional Grammar. The built-in audio-video interface enables the learner to learn
and listen to standard pronunciation and intonation of words and sentences and see
them being spoken in running text. Other facilities like Record and Compare, On-line
Dictionary etc., are also provided.

LILA Hindi Pragya
LILA Hindi Pragya software package covers advanced functional and Official Hindi
and enables the learner to acquire competence and skill in drafting and composing
various official correspondence and texts in Hindi like noting, official and demiofficial
letters, orders, memoranda, circulars, notifications, reports, minutes,
proceedings, press releases, applications, financial notes etc., which are used in
government departments, public sector undertakings, corporations and banks.
Besides, the study material and texts have been pedagogically designed to provide
relevant information about the structure of the office, various office practices and
procedures, the government file system, work models, distribution of work amongst
departments and sections and the different types of correspondence, forms and
templates of correspondence, forms and templates used in offices.

GIST CARD
Gist Card is a PC add-on card. Gist Card allows the user to work in Hindi as
well as in other Indian Languages in all DOS base Applications Custom software.
GIST SHELL
Gist Shell is a software solution which makes it possible to work in all Indian
Languages in addition to Hindi in DOS based applications and custom software.
GIST TERMINAL
With the help of Gist Terminal, work can be done in all Indian Language in
addition to Hindi and English. Gist Terminal works on Fox-pro, Cobol, Word Perfect
and multi user environment such as Unix, Zenix packages.
LEAP OFFICE-2000
Leap Office-2000 is a word processing software designed for Indian Languages.
This software can work in windows based applications. In addition to Hindi and
English, one can work in other Indian Languages also such as Assamee, Bangla,
Gujarati, Kannada, Malyalam, Marathi, Oriya, Panjabi, Tamil, Telugu and Sanskrit.

It is a windows based package and with the help of this software one can work

Kannada, Malayalam, Marathi, Oriya, Punjabi, Tamil, Telugu and Sanskrit. ISM-
2000 Office software is also available in some foreign languages – Tibbatan,
Bhutanee and Sinhalee languages. All the key board layouts namely Remington,
Inscript and Phonetic English keyboards are available in this software. Glossary of
administrative terms and spell check for Indian languages is also available in the
software. Through the entire Utility provided in of the software, one can get the
transliteration of English pronouns into Indian Languages and vice-versa. Web sites
can also be created by using web font of the ISM-2000 Office. With the help of
converter facility provided in the software, the files of other Indian Languages
software can be converted into ISM.
ISM-2000 PUBLISHER
ISM-2000 Publisher is compatible with the major application software such as
Page-Maker, Photo-Shop, Coral Draw, Power Point, Front Page and Word. Manuals
news, Letter, Advertisement, Web Page, Brochure, Invitation Card, Greeting cards
etc. can be designed with this software. Clip-arts related to Indian culture, symbol and
decorative borders are available. Facilities like inscript, Type writer, Phonetic
English key boards spell check, importing files from other software and saving files in
to ISCII format are available in the software.
LEAP MAIL
E-Mail can be sent in Hindi as well as in other principal Indian Languages with
Leap Mail software. On screen typing facility has been provided in this software.
With the help of this facility message can be typed with help of Mouse without using
the key board. Typing in Indian Languages is also possible with the help of English
key-board. Leap Mail can be configured in to EREDA, Outlook Express, Netscape
Messenger. It supports ISCII and Unicode.

I-LEAP
It is a word processing software for Indian Languages. On screen key board
facility is available for Hindi as well as for other Indian Languages. Inscript, Phonetic
English and Type-writer key board are available in the software. Search and Replace
Multilingual Spell Check, Insert, Delete, Text select etc. facilities are also available.
The text prepared in Indian Languages can be saved in RTF format.
CHITRANKAN
An Optical Character Recognition (OCR) software named “Chitrankan” has
been developed by C-DAC for the Indian Languages. With the help of this software
the text prepared in Indian languages can be used in the computer by simply scanning
it. Additions/deletions can be made in scanned text. Pictures can also be inserted in
the text. The changes made in text can also be saved. An in built spell check is also
available.
SOFTWARE DEVELOPMENT TOOL (SDK)
C-DAC has developed a Software Development Tool for Indian Languages.
With the help of this software, all the application software related to data processing
in Hindi and other Indian Languages like Pay-slips, Address labels, Diary/Dispatch,
File Movement etc. can be developed in other Indian Languages.
SHAILI
The Clip Arts related to traditional Indian culture are available in Shaili
software, which is useful for the web-designers and publishers.

Steps taken by the Department of Official Language to
promote use of Hindi on computer
1. Incentive
A scheme to provide incentive for doing work in Hindi besides English
on computer, has been revised vide O.M.No. 13017/4/90-0L(P) dated
28.7.1998. Under this scheme those typist/steno-typists who have been doing
the official work of the specified quantum in Hindi along with English on
typewriter/computer will be eligible to get an incentive of Rs.80/120 p.m.
2. Arrangements for imparting training for working in Hindi on
Computers
With a view to impart proper training for working in Hindi on
computers, 100 training programmes were organised during 2005-06. Training
programmes were organized through National Informatics Centre, C-DAC
Noida and National Power Training Institute. These training programmes were
held at Badarpur, Bangalore, Bhilai, Bhopal, Chandigarh, Chennai,
Dehradoon, Durgapur, Faridabad, Guwahati, Gwalior, Hyderabad, Jaipur,
Kanpur, Kolkata, Lucknow, Mumbai, Nagpur, New Delhi, Noida, Pune,
Tiruvanathapuram. Officers/employees of Central Government
Ministries/Departments, Public Sector Undertakings and Banks participated in
these programmes free of cost.
3. Lila Hindi Parbodh, Praveen and Pragya Software
The Department of Official Language with the help of C-DAC, Pune has
developed Self Learning software packages, LILA Hindi Prabodh, LILA Hindi
Praveen and LILA Hindi Pragya.
4. Computer assisted English to Hindi Translation - Mantra Rajbhasha
Department of Official Language with the help of C-DAC Pune has
developed Mantra Rajbhasha a computer aided English to Hindi Translation
software . By using this software, English to Hindi translation of notifications
appointments, order etc., under Administrative and Financial domain can be
obtained.
5. Learn LILA Hindi Prabodh, Praveen & Pragya on Internet.
LILA Hindi Prabodh, Praveen and Pragya, Hindi self Learning software
packages through English, Bangla, Kannada, Tamil and Telugu medium is
now available on internet and can be accessed from the Department of Official
Languages web site.

6. Department of Official Language Portal
LILA Hindi Prabodh Praveen and Pragya in English, Kannada, Malayalam,
Tamil and Telugu medium is available on the department’s portal. The portal
has facility for E-mail in Hindi, virtual office and Hindi Search engine.
Information in respect of Department of Official Language such as
Constitutional Provisions, President's Order, Annual report, details of Award
scheme, Citizens charter, Official Language orders, Official Language Act,
Parliament questions and Chronology of events is available on the portal.
Training schedules for Hindi Computer Training, Central Hindi Training
Institute and Central Translation Bureau has been provided on the Portal.
Downloadable Performa’s like Annual/Quarterly Progress Report of
Ministries/Departments, Annual Assessment Report and Hindi Teaching forms
