DECC <strong>and</strong> Ofgem should together ensure that practices <strong>and</strong> policies for the <strong>Green</strong> <strong>Deal</strong>, particularly<br />

in relation to the role <strong>of</strong> suppliers in recovering the <strong>Green</strong> <strong>Deal</strong> charge, are aligned with Ofgem’s<br />

Retail Market Review <strong>and</strong> consideration <strong>of</strong> what information needs to be on the energy bill.<br />

Responsible lending to protect customers <strong>and</strong> energy suppliers<br />

Customers who are already in debt should not be encouraged to sign up to a <strong>Green</strong> <strong>Deal</strong> plan if they<br />

are unable to make repayments easily. In addition, where a customer takes out a <strong>Green</strong> <strong>Deal</strong> plan<br />

<strong>and</strong> has existing debt with their electricity supplier, monies collected must be allocated to the<br />

outst<strong>and</strong>ing electricity debt first.<br />
