> the reality <strong>of</strong> tobacco control in a market dominated by powerful corporations with<br />
consistent track records <strong>of</strong> deliberate falsehood, the use <strong>of</strong> sophisticated media, <strong>and</strong> cultural<br />
management techniques<br />
> the bigger picture <strong>of</strong> the confl ict between systems <strong>of</strong> international governance focused on<br />
<strong>health</strong> <strong>and</strong> human rights on the one h<strong>and</strong>, <strong>and</strong> those focused on trade liberalisation <strong>and</strong><br />
globalisation on the other.<br />
At a time when, worldwide, the tide has turned against seeing the role <strong>of</strong> government as<br />
strongly regulatory <strong>and</strong> interventionist, in favour <strong>of</strong> seeing a responsibility to promote trade<br />
<strong>and</strong> economic growth in an economic downturn, we need to reconsider how to situate<br />
tobacco control to engage with this now dominant image <strong>of</strong> the role <strong>of</strong> the state. But we also<br />
need to scrutinise the role <strong>of</strong> government here, <strong>and</strong> press for regimes worldwide to do more to<br />
respect their real moral <strong>and</strong> legal obligations to protect their citizens from tobacco’s harms. ■<br />
